Duterte vows a government for the ‘helpless, hopeless, and defenseless’ DAVAO City -- Three days before taking his oath as the 16th President of the Philippines, outgoing Mayor Rodrigo Duterte vowed, as he did for this city, a government for the “helpless, hopeless, and defenseless.”

Speaking before government workers who attended Monday’s flag-raising ceremony -- his last as city mayor for 22 years -- Duterte acknowledged these were the words that his father, Vicente, lived by as Governor of the then undivided Davao and which he emulated as city mayor.

He again vowed to deliver on his campaign promise to

end corruption and criminality.

Duterte explained that he won the 2016 Presidential race even as he had no governor or mayor backing him up, because he was “the right person carrying the right message,” among the five Presidential candidates that included Mar Roxas, Sen. Grace Poe, outgoing Vice President Jejomar Binay, and Sen. Miriam Santiago.

Duterte said the support from 16.6 million voters who believed in his campaign promise won him the presidency.

“Corruption in government and criminality (must stop) – tutuparin ko yan kahit sasagasaan ko kahit

kahit sino. (I will fulfill that no matter who gets in the way). I stake my honor, my life, and presidency itself, even if I lose,” even if he gets impeached, he said.

He said he was thankful for his landslide victory in the country, in America, among the overseas Filipino workers (OFWs) who worry over their children who might be lured into drugs if the country’s leader fails to address the drug menace.

“That’s their worry. That’s why nag-landslide ako. They never knew me before. Wala akong isang governor o isang congressmen and yet I won.

Why? … Because I was the right person carrying the right message,” he said.

He reiterated his warning to government employees that they must ensure an efficient service to the people and not engage in corruption.

He noted that it has been the practice of some officials and employees of local government units (LGUs) to ask for grease money from the private sector so that their transactions will move.

“I know it adds to your lifestyle. That’s the main source (income), but I am hell bent in stopping corruption. You will never get any help from me if you are involved in any case,” he added.

Duterte was elected mayor in 1988. He served

as mayor until 1998, and again for three terms from 2001 to 2010. He served as 1st district congressional representative from 1998 to 2001 and vice mayor to daughter Sara from 2010 to 2013. He was elected mayor for the seventh time in 2013.

He apologized to the crowd comprised of government workers and supporters at the City Hall that he could no longer go near them unlike before because of the security protocols imposed by the Presidential Security Group.

kaduol sa inyo ky sitahon mo. (I would feel ashamed and sorry for you sometimes. The problem is the Presidency is fraught with so many protocols. I cannot go near you because you will be accosted),” he addressed his supporters who were exposed to an early morning sun.

In the middle of Duterte’s 48-minute speech, a woman collapsed prompting him to tell the crowd to leave and take cover under the trees.

STA. FILOMENA CENTRAL SCHOOL: SUCCESSFUL IMPLEMENTATION OF SBFB 2015-2016

Sta. Filomena Central School was implemented the School Based Feeding Program as per DO 33, series 2015 – Implementation of School Based Feeding Program (SBFP) which was sponsored by Department of Social Welfare and Development (DSWD) for School Year 2015 – 2016.

There were one hundred twenty tree (123) wasted and severely wasted school children. The school principal and the feeding coordinator conducted an orientation of the parents were grouped into twenty groups for once a month cooking schedule. The feeding coordinator made a monthly schedule for the parents who will assist in cooking.

The School Based Feeding Program started last October 14, 2015. The children received one hundred twenty (120) days meals. Well balanced meals were prepared. The

children took their meals at the Feeding Room. Personal hygiene, cleanliness, table etiquette, camaraderie and good values were taught.

Based on the Fourth Quarter Nutritional Status Repost and validation made by the coordinator, the SBFP was successful.

One of 123 recipients, 95% of the recipients were become normal. The school administrator sent a team to conduct interviews to the parents of the remaining 5% children who were sill “wasted”. Various reason were taken and documented by the group Moreover, the program were successful because of the spirit of voluntarism done by the parents namely: Myrna Abadies, Wilma Manos, Marlou O. Cadampog, Jucybelle Edem, Kris Capangpangan, Arlene Ocampos. The SBFP were coordinated

A KINDHEARTED STAKEHOLDER FROM UAE DONATED SCHOOL BAGS FOR SCHOOL CHILDREN

Sta. Filomena Central School was privileged to be the recipient of the fifty (50) school bags to be given to the identified less fortunate school children. Through the effort of Ms. Yvette Marie E. Hasan, she was able to tap a stakeholder. Ms. Anisah Madcasim who lived now at United Arab Emirates donated the school bags which was purposely ordered and bought at Racini’s Company, one of the leading brand of school bags.

The distribution was done last June 16, 2016 after the flag raising ceremony.

This was witnessed by the parents of the recipients, teachers, and assisted by Ms. Hasan herself and the school principal, Dr. Esa L. Tefora. The less fortunate children belonging from Special Education Class to Grade VI level were deliberately identified and selected prior to the distribution of said items.

This was a timely event which helped the in need children who could not even buy a single notebook.

The fifty pupils were all smile as they received the school bags.

Indeed, it was a joy of the school having a kindhearted person who looked at the welfare of the school children. It is the school’s

prayer that as she continues to make a difference to others, blessings will be returned back to her a thousand fold times.

War versus illegal drugs We must have noticed through media news report the series of shoot-out encounters that resulted in the death of alleged drug lords, pushers and even users. It happened in many places in Luzon, the Visayas and Mindanao. In addition to this development, there were hundreds of drug lords who surrendered to the authorities. Certainly, this is a welcome outcome of the vow of President Digong Duterte that he will clean the country of criminalities.

What surprised me a lot is the fact that it appears the alleged gunfights involved the people purportedly in the illegal drug business but always they suffered casualties while the law enforcers came out victorious in such battle The “criminals” are portrayed as armed and even fired first but still they lost in the encounter. Why is this happening and not even a single policeman was injured much less killed?

I have been watching closely the series of alleged gunfights and it looked they

were rubout and not just shootout. I could imagine these drug lords were pulled out from their hiding places and brought to secluded areas where they can be killed under cover of darkness. If these speculations have basis, then the fight against the use of illegal drugs is without meaning - - a one way battle where some possible good persons were killed unnecessarily I wish to manifest my stand on the issue of defeating the villains in the war against drug lords and the people involved therewith. I wish the use of illegal drugs will end now but definitely I oppose to killing of people who might be innocent on the matter. I am absolutely bewildered no matter how we take into consideration the circumstances that surround the battles.

people. This is just horrible and definitely unacceptable in our society. We cannot give justice to society by committing injustice to other sector of civilization. Our desire to eradicate illegal use of drugs will be in vain.

Surigao Norte women entrepreneurs undergo greening gender responsive value chain analysis project 2 SURIGAO CITY, Surigao del Norte -- The Department of Trade and Industry (DTI) Caraga in partnership with project’s Regional Convergence Group conducted recently a back-to-back roll-out of the Greening the Gender Responsive Value Chain Analysis (GGRVCA) for Women Micro Enterprises (WMEs) held at Almont Inland resort in Butuan City.

The activity was conducted as part of the preliminary activities in the implementation of the Gender-Responsive Economic Actions for the Transformation of Women (GREAT Women) Project 2.

The three-day activity was attended by sixty one pre-selected women micro, small and medium entrepreneurs, seven of which came from the province of Surigao del Norte.

The roll-out focused on the improving the competitiveness of WMEs by using the GGRVCA as an instrument for planning and implementing activities and interventions that would address the gap in women’s economic empowerment.

DTI Calabarzon assistant regional director and GREAT Women Project 2 National program Coordinator Marcelina S. Alcantara gave an overview of the project while GIZ consultant Rita I. Palarca discussed the value chain approach and overlaying gender and greening business practices to enhance MSMEs’ competitiveness.

The activity included workshops on value chain mapping, constraints and opportunities analysis and strategic objective and action planning formulation.

The GREAT Women Project 2 is a governance and capability development project that aims to promote and support a gender-responsive enabling environment for women’s economic empowerment, particularly those in microenterprises.

It is a five-year project (2016-2020) that will provide technical and consultancy support to WMEs which is funded by the Canadian International Development Agency.

The project is implemented by the Philippine Commission on Women together with its project partners: DTI, Department of Science and Technology, Department of Labor and Employment, Department of Agriculture and ECHOSI Foundation Inc. (DTI-Surigao del Norte/PIA-Surigao del Norte)

Dinagat Islands SEAK association successful in weaving venture DINAGAT, Dinagat Islands -- The Justiniana Edera Agra Producer’s Association (JEDAPA) has been successful on its weaving venture and their story proves that action is the key to all success, a sure product of people’s initiative and empowerment.

It all started on March 31, 2013 when the 25 members of JEDAPA SEA-K Association of Brgy. Justiniana, Dinagat, this province received P10,000 each from the Sustainable Livelihood Program’s (SLP’s) SEA-K of the Department of Social Welfare and Development (DSWD).

To ensure economic sustainability, the association merge their grants for a capital, thus, collaboration with Justiniana Edera Agra Producers Cooperative (JEDAPCO) happened.

“SLP’s coming to our lives has given us hope to be free from poverty,” says Moises C. Laborte, president of their association.

The two parties became partners in managing the handicrafts production and less-interest rates micro lending projects.

The group partnered with the Municipal Agricultural Office (MAO) of Justiniana, Department of Science and Technology (DOST) and Department of Trade and Industry (DTI) which improved the quality of their handicrafts, hence, market value or price has increased. It has also upgraded the operation’s efficiency.

“We are very grateful to the partners who have helped us because without them, our business operations would not get better,” Laborte explains.

MAO conducted skills training on hat and mat weaving. En route to a more efficient business operations, DTI provided Solar Dryer and Dye Pan. Skills training on bleaching, dyeing and recycling of waste materials was conducted

by DOST. With an improved quality of products, more farmers and tourists have been patronizing the product.

Moreover, the group has been providing bulk orders to schools that join in street dancing contest. A local buyer also purchases

their products which are distributed to places like Cebu, Leyte and Manila. The products are also displayed in Dinagat’s DTI: One Town, One Product (OTOP).

Eventually, the group’s profit increased. With this, the craftsmen’s honorarium has increased to P2,000 and the officers are given Php100 per month for allowance.

Further, the production has generated income not to handicraft makers but to bamboo growers as well. As the project grows, demand on bamboo production has increased.

The business growth has led off to putting up a general merchandise last May 28, 2015. Today, members and non-members have access to their daily basic needs and other wide array of goods.

Last year, Their Statement of Financial Condition shows the groups assets has increased from P480,943.89 in 2013 to P761,001.76.

PRO-9 lauded for attaining PGS compliance stage PCES 2016 Summer Reading Camp

The 2016 Summer Reading Camp of PCES focused on the series of lessons and activities depicted in the matrix of activities. It was a 2-week long activity. It started on started on April 5, 2016 with a motorcade around the town to herald the opening then opening program followed.

The campers enjoyed everyday the activities given to them. The activities were child-centered, fun and meaningful to the campers. In grades I, II and III which I’m the coordinator offered the campers with 5 stations in which Station 1 offers storytelling, Station 2 games and dancercise, station 3 cooking/life-skills, station 4 about God, station 5 film viewing. There was

also review for LAPG,fire drill and aquatic safety in which the campers really do the actual demonstration in Lumagwas spring Resort.

This is done for them to become aware really if such incidents happen.

On the final day was the culmination day in which campers , agencies and stakeholders involved were given award and certificates of recognition.

The Summer reading camp of our school served as basic venue in the realization to the envisioned outcome of the school which is in honing, developing and having campers equipped with skills to perform task in knowledgeable and explicated way.

ZAMBOANGA City -- The Philippine National Police (PNP) units in the region have received accolade from a police official after they hurdled the compliance stage of the Performance Governance System (PGS).

on PNP P.A.T.R.O.L. Plan 2030 commended the Police Regional Office (PRO9) for the conferment of the PGS compliance stage award on the PNP units during the awarding ceremony last June 21 at the PRO-9 office, Camp Col. Romeo Abendan, Barangay Mercedes here.

The PGS is a process that assesses the overall performance of the Philippine National Police (PNP) units across the country based

on their accomplishments of their target through the implementation of strategic initiatives.

Garado, the event’s keynote speaker, congratulated the unit commanders who received their PGS compliant status certificates especially the four units who got the silver eagle awards, namely, the Zamboanga City Police Office, Regional Public Safety Battalion, Zamboanga Sibugay

To ensure greater survival percentage on the planted seedlings, DENR-PENRO urged the barangay councils to pass a resolution for the protection of the trees from the animals.

I always loved summer vacation for obvious reasons of leisure and family .I get warm and fuzzy feeling when summer comes along .Being with my loving husband and 2 daughters, we enjoy so much the small talks, giggling, nonsense stuff and sometimes fieldtrips bonding.

Actually remembering of old times, the ordinary things we did together when they were still kids makes it so meaningful and memorable.

Now that they are growing, I miss the old ways. My daughters have now their own likes and

dreams. I am a sentimental mother though. But I guess I should accept the realities that our children don’t remain kids forever.

They will eventually grow and somehow follow their dreams .It’s funny thing really, nostalgia is.It can embrace you and warm you but in the same manner it can cut you and made you bleed .It is both comforting and painful sometimes. Meanwhile, since summer is over.

Lords of the Flies

DALWANGAN village is a suburb of Malaybalay City in Bukidnon province, and has been home to some 2,000 families, mostly lumads belonging to the Bukidnon tribe.

One of them, Ondo Mambalamban said that some years back he had high hopes that most of his children will settle near his house and raise their own families. The village is an ideal place where the cool breeze wafts the sweet scent of plants and flowers giving a balmy atmosphere all day long.

But that was long ago, Ondo lamented. “I missed those days when Dalwangan exuded comfort and sweet scent of the mountain breeze that blows all day long. My family, then, always wakeup each morning with inspiring smile as we meet the glow of the sun rising above the mountains of Malaybalay. What a beautiful day, we always exclaim!

Eating Under a Mosquito Net Nowadays, when we wake up, my children cover their noses with cloth, and I immediately light and puff a cigarette to ward-off the foul odor of pig wastes and chicken manure that invade our senses. The day starts with curses against the offensive smell that now pervades the atmosphere.

The worst thing comes when we start preparing for our meals. As we place our viand of dried fish on the table, a horde of flies enter our house and that signals the start of more cursing from our house and the whole neighborhood. To be able to eat with out being bothered by the flies, we place a mosquito net over the dining table to cover us and the food,” Ondo said with rancor in his eyes.

When asked on who should be blamed for such an unfortunate situation, Ondo readily replies: the Lord of the Flies!

But what does he mean by the lord of flies? And he explains: “They are those who allowed and approved the mushrooming of piggery and poultry farms in our barangay. What is sad is the fact that these establishments which triggered the presence of the flies have been built where it shouldn’t be, and are not complying with the health and sanitation requirements imposed by government authorities,” Ondo stressed, this time with anger and scorn in his eyes.

That was long ago when we still catch some fishes here. But all we have now are the smell of pollution, of fecal matters and chemicals that seep into the river from nearby piggery and poultry farms,” he lamented to this writer.

What is worse is that that river is one of the major source for potable water for Malaybalay City residents in the past years.

Now the river has become a dangerous source of water-borne diseases.

Again the culprits are the “Lord of the Flies,” who allowed piggery and poultry farms built near the river. When heavy rains come, the wastes and chemicals from the septic tanks of piggery and poultry farms spill out into the river. “Thus, what we have now is a very polluted river,” Lolong claims.

Ondo and Lolong’s stories are just samples of the numerous silent complaints that pervade the communities in Bukidnon Province.

The LGU- DENR connection “The real culprits are the officials and employees of the government, particularly the local government unit and the DENR, operating behind the scenes, and who encourage businessmen to enter into this illegal activity,” says Vic Abroguena, the

agri-business plant or establishment is issued, an Environmental Clearance Certificate (ECC) from the DENR has to be issued to the applicant.

The ECC permit, in turn, is only granted after the applicant complies with the Environmental Impact Assessment (EIA) requirements as prescribed in the promulgated guidelines of Section 3 (b) of Presidential Decree 1121 and 1586, according to documents sourced out by this writer from the DENR. An EIA requirement includes a provision that delineates, for example, that piggery or poultry farm should be not less than one (1) kilometer away from a “Built-up” area – a residential or commercial vicinity. The ECC provision also states that: “…a strip of land from both banks of a river shall be belineated and planted with trees for environmental protection…” This includes all kinds of agribusiness operations.

Other provisions state: “That regular and proper maintenance of pollution control equipment and facilities shall be effected at all times to attain maximum efficiency. That solid wastes generated shall be collected effectively and disposed off properly. That any valid complaint on air/odor, water and noise pollution arising from project operation may be a cause for the cancellation of the ECC. That the proponent shall be held liable for any damage to life and property resulting from project implementation and operation and shall pay just and reasonable compensation to aggrieved parties. That should the operation result to serious environmental damage, the ECC certificate shall be automatically cancelled. “ “Sadly, these has not been properly imposed and acted upon by the DENR,” according to Abroguena.

which is being chaired by a Catholic priest Fr. Venancio Balansag Jr., also charged that a fund that is required to be put up by project proponents to ensure environmental monitoring of all projects is until now unaccounted for, amounting to millions of pesos.

“But corruption really starts from the local government,” said Abroguena. An example, he said, is when a certain member of the local city council demanded money from a poultry project proponent for the approval of his proposed site. The project, he said, was not immediately given a go signal for an EIA because it is located less than a kilometer from a residential area. The project was also opposed by a religious order occupying the Carmelite Monastery in barangay Kalasungay, Malaybalay City. The proponent even went as far as enlisting the help of the bishop but to no avail because the site has not met the requirement provided by law, and the bishop advised the proponent to abide with what the law says.

Yet there are several poultry and piggery farm sites which are situated less than a kilometer from a builtup area, that have been approved before. These, according to BCACC were approved due to ‘underthe-table’ negotiation, with corruption money changing hands. The procedure shows that before a project site is acted upon, the LGU’s Locational Clearance Officer should make an ocular inspection before he recommends the approval to the Council’s Land Use Committee, chaired by a councilor.

Lobby money sometimes run to 100,000 pesos or more according to an insider of an LGU who requested anonymity.

The approval of these piggeries and poultries took place when the 1-kilometer ordinance was amended and the requirement was reduced to less than a kilometer.

The local folks said the foul smell pervades their homes all day long, so that even while taking their meals they suffer from the obnoxious odor. They have blamed the owner of the piggery for not doing something when the piggery’s septic tank and wastes lagoon overflow and the nearby creek becomes its depository.

Another piggery site complained is reportedly owned by one William Go, owner of Tablon Oil firm on Cagayan de Oro have bought a piggery at New Ilocos purok in barangay Dalwangan. The people residing near the said piggery have long complained that even when they are attending church services they are inconvenienced by the piggery’s foul smell. And even when they eat their meals the foul smell of pig manure continue to destroy their appetite.

The local folks also complained that the septic tank of said piggery overflows when rains come and hurtles down the Gantungan Falls and nearby pinetrees.

“Nothing has been done about it even if the Gantungan Falls is being developed as a tourist spot by the DENR,” a local official said. “The situation has reached the ears of incumbent provincial governor Jose Zubiri who ordered immediate action against the culprits, yet until now nothing has been done,” the barangay official claimed.

The same situation is true in Kalasungay where some piggeries and poultries improperly dispose their wastes which find its way into the Sawaga River.

Where is the fund for ECC policy implementation?

A DENR list obtained by this writer showed close to a thousand proponents have been granted ECCs in Bukidnon province alone. Its grave impact on the environment of the province has not been properly monitored nor has there been a proper assessment ever made nor reported.

“Dalwangan residents, for one, have complained to BCACC that a piggery owned by a certain Pastor

Monitoring Fund and the Environmental Guarantee Fund (EGF) are being disbursed or used by the DENR. The said funds comes from contributions of industrial and agri-business plant owners which amount

from P10,000 to P50,000 each. Big firms, such as Del Monte and Crystal Sugar Milling for example, contribute to as much as P300,000 each year.

As an ECC requirement, each proponent is ordered to create an Environmental Unit headed by a Pollution Control Officer (PCO) supervised by the Environmental Monitoring Board (EMB) of the DENR. The EGF fund is is used to cover expenses for monitoring, immediate rehabilitation and/or indemnification of damages and other related concerns. Although the EMB is not directly accountable of the funds, the disbursement of the funds is being supervised by the DENR’s EMB. “Now, there is no clear explanation and accounting of how these funds are being used.

In Bukidnon province alone, the accumulated funds contributed by big industries would amount to millions of pesos annually. It is being managed by the Guardians of Earth whose members are the PCOs of proponents, but the disbursements need the approval of the EMB. And yet rampant violations of ECC provisions have been left unchecked. We believe the said fund has become only a milking cow of the DENR,” Abroguena said.

According to Abroguenia, another area of corruption can be gleaned from the absence of penalties being imposed on erring firms, or if the errant firm paid the penalty of P50,000 for each ECC violation, there is no accounting of where these money is or how is it being spent, “clearly to the detriment of the local communities who are now victims of environmental pollution.”

The BCACC also bared that notable violations which each carry a P50,000 penalty are left unchecked suchas: for piggeries – 1. Waste Water Disposal System; 2. System of prevention of mitigating odor; 3.

Requirement to plant trees to minimize foul odor; 4. None compliance by some firms to create its Environmental Unit; 5. Absence of public information dissemination program on the project, and (violations of other provisions of the ECC mentioned earlier in this article).

At P50,000 each of these violations by many of the close to a thousand firms in Bukidnon alone, millions of pesos could have been used to check and rehabilitate the damages brought about by pollution from these erring firms. But where is the money now?, asked Abroguena.

Only the “Lords of the Flies” know, according to Ondo and Lolong.

Volunteer Encourages Communities to Push for Community-Driven Development Saipah Angni, 23, of Barangay Bubong, Kolambugan, Lanao del Norte started out her volunteer work as a Day Care School teacher in their area. Saipah narrates how she started out as a volunteer, “volunteer teacher ko sa day care school, graduating ko adto sa Bachelor of Elementary Education (BEED), akong mama treasurer sa Barangay Bubong, wala ko adtong panahon sa pag-elect sa mga Kalahi-CIDSS committees pero akong mama ang nagvolunteer sa ako as bookkeeper, didto nagsugod ang tanan, sukad adto, naa na gyud ko pirme dayon sa mga aktibidades sa KalahiCIDSS (I was a volunteer teacher at a day care school, I was a graduating student of Bachelor of Elementary Education, my mother is the treasurer of Barangay Bubong, I wasn’t there during the election of committees for Kalahi-CIDSS but my mother volunteered me as the bookkeeper, that started it all for me, after that, I was always present during Kalahi-CIDSS activities).”

Saipah’s experience as a volunteer in the KalahiCIDSS program gave her the opportunity to help others in her community, part of her work as a bookkeeper was to submit reports on a monthly basis with regards to the expenditures and cash flow of the community and money in the community’s bank account.

Saipah said she noticed that her lifestyle changed when she started volunteering for Kalahi-CIDSS “nausab, kai sa una halfday ra man ang daycare, after – naa ra ko sa balay, matulog, tanaw tv, pero pagvolunteer na nako

sa Kalahi-CIDSS wala na koy time sa pagtanga. Nagimprove ko as a person kai karon always na ko ready, dili pareho sa una nga magtanga lang (it changed, as day care was only half-a-day’s work, after I was just in the house, sleeping, watching TV, but when I volunteered for Kalahi-CIDSS, I did not have time to be lazy.

I improved as a person, now I am always ready, unlike before that I just bummed around).”

Barangay Bubong in Kolambugan, Lanao del Norte is a Muslim community, a traditional one at that since according to Saipah “Muslim community na nga lugar, tanan Muslim, traditional pa ang community gamay, dili pa kaayo open sa pagbag-o (the place is a Muslim community, all Muslims, the community is still a little bit traditional, not that open to change).”

Saipah, however tells us that while these traditions still exist, programs on women empowerment are slowly changing the mindset of the community.

“Sa aspeto sa women empowerment, naa na may mga programa nga para sa kababaehan, naa naman hinuon mga organisasyon gumikan sa Local Govern-

ment Unit (LGU), sa KalahiCIDSS medyo gakakuha na nila ang pagsalig sa among komunidad (in the aspect of women empowerment, there are programs that are for women, there are already organizations through the Local Government Units, in Kalahi-CIDSS little by little we have earned the trust of the community).”

This trust then led to the implementation of a subproject that would benefit not only their barangay but neighboring communities as well.

“Dako gyud ang kabaguhan, paghuman sa among project nga farm-to-market road, dako gyud og tabang sa katawhan ang proyekto kai dili na mahasol ang mga tawo, dali na makaabot ang mga tawo sa ilang paignan kai ayo na man ang dalan. (after our farm-to-market road, it made a big difference, the project is really of big help to the community because it makes it easier for the community to reach their destination because the road is now good)” Saipah enthused.

“Dili ra among barangay ang natabangan sa among proyekto, pati ang tanan nga mulabay dadto sa among barangay (the project doesn’t only help our barangay but everybody who passes through our barangay)” Saipah continued.

The impact of the projects goes to the communities go beyond the numbers on the reports and expenses incurred during its implementation, says Saipah with conviction.

“Nipaspas na ang mga lihok sa komunidad, ang dili

paspas sa una, nahimo nang paspas karon. Ang komunidad maoy nagdumala ug nagbuhat sa mga proyekto. Dako gyud og tabang ang Kalahi-CIDSS, dili lang sa barangay apil pud ang kadaghanan sa katawhan (The community’s movements are now faster, the ones that were not before are now faster. The community now manages and implements the projects. Kalahi CIDSS is really a big help, not only to the barangay but also to the majority of the people)” Saipah said.

Now that she is part of the Municipal Coordinating Team of Kolambugan, Saipah says she is thankful for the opportunity to volunteer in Kalahi-CIDSS and that now she has to work even harder to achieve the vision of community-driven development, “ang panglantaw nako, hopefully, magtinabangay mi para dali ra mahuman ang mga buluhaton dili na maglangy-langay (my hopes include that we would be able to work together for the faster delivery of our work and no delays)”.

Saipah says “dili sa magjudge kung unsa ang KalahiCIDSS, tanawon una sa komunidad kung unsa’y pasabot sa programa, kung naay mga assembly o mga aktibidades sa Kalahi-CIDSS – mutambong gyud sila para makabalo sila sa unsa’y tumong ug tinguha sa progama (don’t judge just yet what Kalahi-CIDSS is all about, the community should look into what the program means, if there are

assemblies or activities of Kalahi-CIDSS – they should join and participate so that they will know what the programs goals and objectives are).”

“Hinaot nga mapadayon ang community-driven development, dako man gyud ni og tabang, daghan man gyud ta og makita nga nangahuman nga mga proyekto diri ug sa ubang munisipyo, dako nako gyud siyag tabang dili lang sa barangay pati na sa tibuok katawhan (I hope that the community-driven development continues, it is really of big help, you can see a lot of finished community projects here and other municipalities, it’s also a big help not only to the barangay but to the entire community)” Saipah concludes.

The Kapit Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (Kalahi CIDSS) brought in 111 community sub-projects to Kolambugan from 2012 to 2016 amounting to P67,391,692.00.

The NCDDP brought in 29, 11 of which are on-going (2016), community sub-projects from 2012 to 2016 amount-

ing to P35,700,750.00; the PAMANA modality poured in 78 sub-projects from 2012 to 2015 amounting to P23,400,000.00; and the AUSAid/DFAT brought in 4 amounting to P8,290,942.00 from 2015 to 2016.

Kalahi CIDSS-NCDDP is one of the three poverty alleviation program, along with Pantawid Pamilyang Pilipino Program and Sustainable Livelihood Program, of the Philippine Government being implemented by DSWD that aims to empower communities of targeted municipalities to achieve improved access to services and participate in more inclusive local planning, budgeting, and implementation.

Weaving Success According to Pablo Picasso, action is the foundational key to all success.

This story is same with that of Justiniana Edera Agra Producer’s Association (JEDAPA), a sure product of people’s initiative and empowerment.

It all started on March 31, 2013 when the 25 members of JEDAPA SEA-K Association of Brgy. Justiniana, Dinagat, Province of Dinagat Islands received Php10,000 each from the Sustainable Livelihood Program’s (SLP’s) SEA-K. To ensure economic sustainability, the association merge their grants for a capital, thus, collaboration with Justiniana Edera Agra Producers Cooperative (JEDAPCO) happened.

The two parties became partners in managing the handicrafts production and less-interest rates micro lending projects.

Collaboration towards sustainability The group partnered with the Municipal Agricultural Office (MAO) of Justiniana, Department of Science and Technology (DOST) and Department of Trade and Industry (DTI) which improved the quality of their handicrafts, hence, market value or price has increased. It has also upgraded the operation’s efficiency.

Improving lives Eventually, the group’s profit increased. With this, the craftsmen’s honorarium has increased to Php2,000 and the officers are given Php100 per month for allowance.

Further, the production has generated income not to handicraft makers but to bamboo growers as well. As the project grows, demand

on bamboo production has increased.

A growing business The business growth has led off to putting up a General Merchandise last May 28, 2015. Today, members and non-members have access to their daily basic needs and other wide array of goods.

Last year, Their Statement of Financial Condition shows the groups assets has increased from Php480,943.89 in 2013 to Php761,001.76.

The NUJP (National Union of Journalists in the Philippines) and the NPC (National Press Club), two leading organizations of Filipino journalists admitted some truth behind Duterte’s tirade and severe scolding.

They should have rested there. They could have, perhaps, had Duterte not been blunt and scorching in conveying his message.

Boycott, Media Ban But they were hurt. No past President including the outgoing Aquino had censured them. They accused Duterte for generalizing.

They were appalled by his justifying of the killing of corrupt journalists; they feared it can incite more media killings. The Journalists Sans Frontieres, a Paris-based organization that promotes and defends freedoms of the press and information, urged Filipino journalists to demand an apology from Duterte and

to boycott his activities if he does not.

The more they angered Duterte. In his June 2 press conference, he clarified his earlier statements – differentiating the “crusaders” from the “extortionists”.

He dared the journalists to boycott him, calling them “cowards” if they would not.

NUJP responded: “As for your dare to boycott you, we are very sorry but we will not, cannot, indulge you. Besides, it was not a call made by the Philippine media; for, while we may have our differences, as we have had with past presidents, it has never occurred to us to abdicate our duty, which is to keep watch on government and help ensure it does right by the governed and to scrutinize and ask the hard questions.” It continued its critical objection to Duterte’s position on media killing. That did not pacify Duterte. “If you hit me, I will hit right back. … There are politicians who would accept and swallow [your attacks]. Not me (Inquirer, June 4).”

Then he declared his own boycott of media. That June 2 press conference would be his last; he will not call any other until the end of his term. Media can monitor him and the activities of his administration through the state televisions and information service.

He meant it. Last June 5, Manila televisions were banned from covering live on site “DU31”, the grand Duterte victory party at Crocodile Park in Davao City; last June 7, reporters were again banned from the meeting of Duterte and outgoing Speaker Feliciano Belmonte Jr. On June 30, private televisions will not be allowed inside the Palace; they can monitor the inauguration from the Malacanang ground through state-run PTV4, To complete the boycott, will Duterte also prohibit his cabinet members from giving interviews to media until the end of his term?

“As school-going kids may not be able to exercise their rights as consumers because of their young age, we urge their parents and teachers to guide them on how to prevent hazardous playthings,” he stated.

Hazardous playthings are toys that pose choking, laceration, poking, strangulation and chemical exposure risks, the EcoWaste Coalition said.

Safe playthings, on the other hand, are age-appropriate, durable, contain no small, pointed or sharp parts, with string not longer than 12 inches, not coated with lead paint, not made of polyvinyl chloride (PVC) plastic, and must be labeled and registered.

To safeguard schoolchildren from falling prey to hazardous playthings, the EcoWaste Coalition urged “sari-sari” stores and ambulant vendors not to sell unlabeled and unregistered toys.

The group also urged the national and local health departments, in coordination with barangay and police authorities, to conduct random inspections of toys, as well as foods, being sold in the vicinity of the country’s public schools. (EcoWaste)

e bookworms in Cagayan de Oro must be proud of our city: two books by two home grown authors within the year and both overseas!

After Annie Gorra’s The Mystery on 17th Street earlier this year, now comes Kristyn Maslog-Levis The Girl Between Two Worlds, incidentally both published by Anvil Publishing Inc., the publishing arm of National Book Store (NBS). Kagay-anons thank the people in Anvil who championed our home-grown talents like Annie and KK! Incidentally, there’s another common thread running through these authors besides both hailing from Cagayan de Oro: they were both previously with media, Annie with broadcast and print (Newscope and Frontline Mindanao) and KK with ABS-CBN TV Patrol

Northern Mindanao and some local specials by the same station. But we digress!

“The Girl Between Two Worlds” is actually KK’s third book, the first two being selfpublished children’s books, “The Dragon and the Lizard” and “We Have It All (A True Story).”

In a guest post at Kids Book Review, an online blog about children’s books( http://www. kids-bookreview.com/2011/11/ guest-post-self-publishing-onbudget.html), KK relates the joys and trevails of “SelfPublishing on a Budget” as well as how the story came about.

To quote: “The reason why I wrote my book was not for publication but to preserve a family story Mama used to tell us as kids. We didn’t have a lot of money growing up so books were a scarcity. I remember a torn and tattered copy of Alice in Wonderland

and that’s about it.”

“Luckily, my mother is a treasure box of stories. I was afraid to write The Dragon and the Lizard because inside I knew I might want to take it further that just a family book, and I was afraid to take it there on my own. But I couldn’t let the story die so I wrote it.”

Like her first book, KK’s second was another children’s book “We Have It All (A True Story), also self-published and can still be purchased from Amazon.
