Del Rosario also highlighted two concrete projects that the Council is pursuing, aimed at speeding up the development of the region.

These are the establishment of the Davao Gulf Integrated Port Complex (DGIPC) and t he S am a l Br i d ge Project.

The chairman bared the projects, among others, are meant to address the formidable challenges of poor physical c o n n e c t i v i t y, u n d e r developed industrial e s t at e s a n d u nt ap p e d growth potentials.

He expounded that under the DGIPC, the plan is to integrate the seven ports existing along the Davao Gulf and develop them into a single port-ofentry. It goes along with it the improvement of all the ports’ facilities and services.

Meanwhile, linking Davao City to the Island Garden City of Samal is the most effective way to tap into the island’s potentials.

Tunggol Bridge in Maguindanao: in danger of collapsing

COTABATO CITY – A disaster waiting to happen.

Tunggol Bridge in Barangay Tunggol, Datu Montawal town in Maguindanao is in danger of collapsing as the series of flooding incidents has eroded the soil and destroyed the slope protection underneath the approach of the bridge towards Cotabato City.

In a conference convened Wednesday by ARMM Governor Mujiv Hataman, Maguindanao Governor Esmael Mangudadatu expressed fears that the bridge, a vital link between Davao and Cotabato cities, would collapse.

“We fear that if one more flashflood or strong current of water will come, that bridge cannot anymore hold its weight and that’s the problem we don’t want to see in the next days,” Mangudadatu said.

Maguindanao province has been experiencing heavy flooding since last week, affecting some 25,000 residents in 10 of its 36 towns, including Datu Montawal.

Mangudadatu urged the

Department of Public Works and Highways (DPWH) to immediately address the problem.

The Provincial Disaster Risk Reduction and Management Council (PDRRMC) has recorded two deaths in the towns of North Upi and South Upi this week due to landslide and drowning from flashfloods.

“We have to act urgently, we need to assess sooner the situation to release certain budget from the emergency fund,” Hataman said as he asked DPWH Assistant Secretary Dimas Soguilon and DWPH-ARMM Secretary Emil Sadain to attend to the problem immediately.

It was the second regular meeting Haaman convened with the governors, DPWH and contractors to monitor the infrastructure projects but the current state of Tunggol Bridge was a priority topic.

Vital link Tunggol Bridge connects Datu Montawal town in Maguindanao with Pagalungan also in Maguindanao (Datu Montawal was formerly part of Pagalungan), en route to Pikit in North Cotabato.

Passengers and goods from the cities of Davao, Digos, Kidapawan, and the provinces of Davao del Sur and North Cotabato pass this bridge to connect with the other towns of North Cotabato and Maguindanao and Cotabato City.

A fe w months ago, DPWH 12 repaired the slope protection on the same problematic approach but floods destroyed the slope protection.

In the early 1990s, the bridge was also rendered impassable. Bus passengers had to ride a barge to get to the other side of the Tunggol Channel and take another bus to their destinations.

Warning from 2011 report In its Situation Report dated June 17, 2011, the Presidential Task Force on Mindanao River Basin Rehabilitation and Development (PTFMRBRD), then headed by Cotabato Archbishop, now Cardinal Orlando Quevedo, had already warned of a disaster waiting to happen.

It noted that the cut-off channel was constructed decades ago “to divert a portion of the water flow of the Lower Pulangui River directly to the Ligawasan Marsh so as to avoid the flooding of Pikit” in North Cotabato during heavy rains. “ The channel, constructed of clay loam soil, eventually widened from its original 40-meter width to its current 120 meter span,” the June 2011 report said.

The PTFRBRD, set up in February 2010 by then President Gloria Macapa-

gal-Arroyo,was given until December 2012 to complete the Mindanao River Basin master plan, among other tasks. But it was disbanded through President Benigno Simeon Aquino’s Executive Order 50 on July 28, 2011 and was given three months after the effectivity of the EO, to wind up, its functions turned over mostly to the Mindanao Development Authority (MinDA).

“Possible wash-out” There is no available data yet on how wide the span is as of September 2014, from

120 meters in 2011.

The June 2011 report also said that the heavy siltation of the river and the heavy rains had caused a breach in several portions of the channel, and that the upper portion of the channel “has formed into a lake.”

The report featured pictures taken during an aerial survey on June 11, 2011, showing how precarious the situation had become and how the channel had “transformed into a lake.”

THE Cagayan de Oro Chapter of People Management Association of the Philippines, an association engaged in Human Resource Management and Industrial Relations, celebrated its 37th anniversary on September 6, 2014.

The celebration kicked off with a learning session at N Hotel, Cagayan de Oro City, together with an international speaker and president of South East Asia Speakers and Trainers Bureau, Inc., Dina H. Loomis. Loomis’ topic focused on winning image of an HR practitioner as his competitive advantage.

For one, she demonstrated and spoke about proper appearance that should be projected by a person during formal gatherings and business meetings.

In addition to these, she also included topic on setting goals and achieving dreams. She adviced that in making things happen, one should practice the CBA model (Conceive in mind, Believe and Achieve).

Thereafter the learning session, an induction of new member and a fellowship also happened at N Hotel. Moreover, a singing competition tagged as The Voice of PMAP 2014 was also conducted.

Following these events is PMAP-CDO’s community relations activity at St. Joseph’s Golden Home Foundation. PMAP President Wilma G. Magdale said that this event called “Twilight Hugs” is to further give meaning to the anniversary celebration through giving hugs and showing love and care to more than 10 old individuals of this home for the aged. The association conducts this kind of activity annually.

The president also has more plans for their chapter in the following months.

The association will be hosting a professional development program on October and invited an inspirational book author Francis J. Kong. Moreover, PMAP-CDO looks forward on the coming PMAP annual conference that would be held at Cebu this September 17-19. This is a nationwide event aiming to make all HR practitioners, people leaders and managers ready and more equipped for the 2015 ASEAN Integration.

Speakers coming from and outside ASEAN region are invited to give inputs on how better and how well Philippines can prepare itself to welcome the ASEAN Integration.

Boundary disputes pending before the Sangguniang Panlalawigan are those between Lugait and Iligan City, Gingoog City and Claveria, Claveria and Bukidnon, and Magsaysay and Agusan del Norte, among others.

Kalahi-CIDSS delivers P1.03B worth of sub-projects in Caraga BUTUAN City - The KapitBisig Laban Sa KahirapanComprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) of the Department of Social Welfare and Development (DSWD) had delivered 1,119 sub-projects worth more than P1 billion in the region from 2003 until 2013.

DTI, BOI sets investment promotion seminar today in Zamboanga City

AMBOANGA CITY – The Department of Trade and Industry (DTI) and the Board of Investments (BOI) is conducting a twoday seminar-workshop on investment promotion for Local Economic and Investment Promotion Officers (LEIPO) here in the region.

DTI Regional Officer-inCharge Sitti Amina Jain said the seminar–workshop in scheduled from September 8-9 in this city.

Jain said the seminar is aimed at strengthening the capacity of LEIPOs in promoting their respective areas as investment destination by assisting them on how to come up with investment

plans; conduct investment promotion activities like investment forum/conference; preparation of promo collaterals; and update them on various investment promotion initiatives.

Jain said that 72 LEIPOs all over the region and six DTI staffs are expected to participate in the two-day seminar with resource

speakers coming from BOI. Jain said the designation of LEIPOs among local government units is in response to President Benigno S. Aquino III’s agenda of job creation, which the President stressed during his first State of the Nation Address (SONA) in 2010.

The late Secretary Local Government Jesse Robredo issued Memorandum Circular 2010-113 on October 13, 2010 encouraging all local government units to designate LEIPOs tasked with facilitating, preparing, coordinating, and executing local economic and investment promotion policies, projects, and

activities; establish an aggressive, systematic, coordinated, and sustained promotion and marketing of the LGUs investment location; provide basic information on business potentials in their area to include services extended by the local government to would-be investors to attract more investments; and establish local economic data base.

The circular also tasks LEIPOs to coordinate with other agencies and the private sector under the Private-Public Partnership (PPP) for promotion activities and campaigns, and conduct information dissemina-

tion on local government policies on investment, investment wage laws, required permits and other pertinent documents among others.

DILG Regional Offices were also to designate Regional Economic and Investment Promotion Officers to assist LEIPOs connect with other national line agencies, private sector, and other stakeholders for joint initiatives; and provide data on investment as well as services available to LGUs to include product development and packaging, marketing and business development and promotion.

ZAMBOANGA CIT Y – A group of personnel of the Philippine Information Agency (PIA)-9 and the Department of Environment and Natural Resources (DENR)-9 will leave today for the province of Tawi-Tawi to formally launch the Climate Change Advocacy Campaign (CCAC) in this southernmost part of the country.

In a pre-departure meeting held here last night, it was learned that the Protected Area Management Board (PMAB) would also be holding a meeting at the Turtle Islands in Tawi-Tawi.

NFA-Zamboanga City to receive another imported rice shipment

ZAMBOANGA CITY - The National Food Authority (NFA) is set to receive another shipment of imported rice this month.

The recent shipment of imported rice for NFA-Zamboanga arrived last month consisting of 156,000 sacks of Vietnam rice of 50 kilos each.

NFA Provincial Manager Gaudencio Nuega said Friday the imported rice shipment consisting of 150,000 sacks of 50 kilos each is scheduled to arrive on the third week of this month in this city.

Nuega said it will be the last shipment of imported rice for NFA-Zamboanga for the year 2014. The rice will be sold at P32 per kilogram.

Listahanan prepares for Data Utilization Awards

CAGAYAN de Oro City - To recognize the Local Government Units’ (LGUs) efforts in providing services and assistance to poor families, the Department of Social Welfare and Development (DSWD) through the Listahanan or the National Household Targeting System for Poverty Reduction (NHTS-PR) will be conducting the first ever Gawad Listahanan or the Data Utilization Awards this year.

This activity is aimed at promoting the convergence of all social protection stakeholders on the identified poor based on Listahanan’s first round assessment conducted way back in 2009, to effectively address the different aspects of poverty.

Listahanan or the National Household Targeting System for Poverty Reduction (NHTS-PR) is an information management system that the government uses in identifying who and where the poor are and is being spearheaded by the Department of Social Welfare and Development. It aims to address poverty reduction through a scientific and target-focused strategy.

Budget chief optimistic on increasing budget gap

W

hile some advance countries are trying to address ballooning budget deficit the Philippines, on the other hand, is facing some hurdles on meeting its programmed budget gap.

As of end-July 2014, the government’s budget deficit stood at P55.7 billion, way below the P266.2 billion ceiling for the year.

It was only last June that the deficit for the month posted a big jump after surging to P62.49 billion, 639 percent more than year-ago’s P8.45 billion.

Budget and Management Secretary Florencio Abad is confident that spending in August will further increase noting that preliminary data from the Bureau of the Treasury (BTr) “looks better.”

The government has a P145.8 billion deficit ceiling for the first quarter of the year, P46.8 billion for the second quarter, P42.9 billion in the third quarter and P30.8 billion in the last quarter.

On the other hand, spending program for the first quarter is at P574.3 billion while it is P604.5 billion for the second quarter, P551 billion for the third quarter and P554.5 billion for the fourth quarter.

Abad attributed the lowerthan-programmed deficit to “institutional and structural problems.”

He said there are also

some agency-specific problems because of the failure of the government agencies to meet the new requirements.

For one, farm-to-market roads and irrigation projects are now required to have a geo-mapping so that the projects can be seen, monitored and validated even through Google Map. Abad said they have programmed to release P12 billion for farm-to-market road projects but because of the geo-tagging issue only P4 billion has been released so far. ”We are insisting that we will not release them (funds) unless they (the projects) are geo-tagged,” he stressed pointing out that this is part of the government’s reform agenda to address corruption.

Abad explained that implementation of these governance reforms will “take a while but once the agencies are able to familiarize with the new system we will move faster.”

Another reason for the lower government spending in the first half of the year is the delay in the release of funds intended for conditional cash transfer (CCT) program beneficiaries.

This was partly attributed to the relocation or movement of people who were affected

by Typhoon Yolanda (Haiyan), particularly in Eastern Visayas, last November.

He said economic managers remain positive that the government will be able to meet the government’s expenditure program to boost domestic growth.

He said they “are hoping that we can hit the maximum because as I’ve said we want to spend as much as we can.”

“If you go by experience we have really been below program on the deficit cap but as I’ve said as much as possible I want to hit the maximum to keep the economy moving,” he said.

He also noted that if the government was able to meet its spending program for the second quarter of the year growth, as measured by gross domestic product (GDP), would have reached the seven percent level. ”We’re still thinking that the third quarter can even be better than the second quarter. If you look at the expenditure growth it’s zero growth. So we can in fact accelerate spending more and it’s certainly a good signal to the private sector that the government wants to intensify development,” he said.

Growth in the second

quarter of the year improved to 6.4 percent from quarterago’s 5.6 percent driven by the industry sector.

This growth is the second highest in the ASEAN, same as Malaysia, and second to China. However, it is lower than year-ago’s 7.9 percent.

For the first half of the year, growth stood at six percent.

The government’s fullyear growth target is a range between 6.5-7.5 percent.

Abad said hitting the fullyear deficit target is “still a possibility.”

“As we move away from the first quarter that really means more intensified implementation of the rehabilitation program, we will be able to get the capacities improve, better able to implement the many PPP projects that are on stream (and) improve government spending,” he said.

To date, eight projects have been awarded under the public-private partnership (PPP) initiative and some of these are under construction.

Among these projects are the four-kilometer, four-lane DaangHari-SLEX Link Road; PPP for school infrastructure project phase I and II; the four-lane elevated Ninoy Aquino International Airport (NAIA) Expressway Project, and the modernization of the Philippine Orthopedic Center (MPOC). EC gas targets 350 operation units by December 2014

EC gas, the Liquified Petroleum Gas (LPG) product of Eastern Petroleum, has received 250 franchise applications, which has increased gas operation unit targets to 350 by the end of 2014. ”Company officials led by its Chairman Fernando Martinez, Ph.D. revealed that 250 more franchise applicants are on process which could bring EC Gas outlets to 350 operating units by the end of the year,” the company said in a statement Friday. ”There has been good response, (with) the increase of applicants right now in Luzon, Visayas and Mindanao. We are surprised, based on the accounts of users,” Martinez told reporters at the sidelines of its first anniversary celebration held Friday at the Modern Shanghai Restaurant.

He pointed out that the 250 franchise applications vary by size, with hub considered as the biggest, distributors coming in next, and neighbourhood being the smallest.

The company targets to have 700 operation units by the end of 2015.

Currently, there are 105 operating units of EC gas scattered around the country, from Tuguegarao, Cagayan to General Santos City, Saranggani.

Moreover, the company stated it is targeting to have 800,000 household clients by 2016. With that target, Eastern Petroleum has executed the necessary measures to accommodate cylinder and refilling station demands around the country. The

mentioned expansion is estimated to cost Php350 million.

Also, the chairman disclosed that its current sales have increased due to wordof-mouth, that relatives often told their other family members to become their downline.

Martinez highlighted that their No. 1 franchise was located at the University of Santo Tomas (UST) as most of the residents in the area were scared of fires and were attracted to the save gas consumption by about 20-40 percent.

EC gas is the sole company in the country which offers LPG in a composite fibreglass cylinder container, compared to the prominent metal tank. Its advantages include: transparency, for its content can be seen by the naked eye; the impossibility of the tank exploding due to its stronger material and the lightweight characteristic of the cylinder.

Recently, the company started a promo offering of Php3,750 for the entire set, under the condition that the person is required to surrender his old tank. It can be increased to an 11 kilogram fibreglass cylinder, with only a charge of Php1.00. Its gas refill is worth Php765-800.

The EC gas chairman also shared that some franchises offer the tank for free, since 30 buyers, whom will be loyal in the long run, will be enough to take back their initial investment.

How should the government compensate working mothers?

GRANTING six months maternity leave benefits to mothers working in the private sector is not enough to provide them good working conditions in the offices and factories where they are employed.

Even if working mothers’ benefits include an extended two months maternity leave without pay, still the compensation is not enough.

There was a time when experts believed that a woman should work only to kill time while searching for a husband or to fill time after the children had left home. A wife who pursued a career was considered a maladjusted woman who would damage her marriage and her kids.

at-home mothers report more sadness, anger, and episodes of diagnosed depression than their employed counterparts.

The benefits of employment for working mothers is a big plus in the household income.. A recent r study by sociologists found that women who worked full time following the birth of their first child had better mental and physical health at age 40 than women who had not worked for pay. Low-wage jobs with urgent and inflexible time demands do raise the risk of depression, especially among new mothers. But in less stressful low-wage jobs, mothers who work relatively long hours during the first year following childbirth experience less depression than those who cut back to fewer hours.

Staying home doesn’t help, because financial distress is an even more potent source of marital unhappiness and conflict.

Maternal employment could be good for women and families, While the average working woman might be better off, we need to offer better maternity leave and child care for those more at risk.

Paid Maternity Leave is very valuable to working mothers. Expenses are never-ending, enduring through pregnancy, birth, and caregiving. From baby formula to nannies, the cost of living doesn’t screech to a halt just because a woman gives birth. That’s why paid maternity leave is such a big deal. THERE is this interesting infomercial on TV that shows a family of three sitting down for a meal (breakfast, more likely).

When the father learned that the son came home late again the night before he started to berate the young man in a voice that gained crescendo by the minute accusing the son to be totally unmindful of his parents’ feelings, blah, blah, blah.

The lengthening of the dining table gives the viewer a peep of the son’s growing emotional distance at every invective pronounced by the angry father.

People accused of committing a crime and even those making time for a crime usually aver that they were framed, that they are innocent of the crime, that they have not done anything wrong. I would not say that

there are no people who are victimized by a miscarriage of justice, but rarely do we hear a person who has committed a crime own his act.

The attention shifts from the loser to building a wicked image of the winning political opponent; from the accused to the defects of the justice system or the state auditor who made the findings of anomalous transactions; from the perpetually tardy employee to the supervisor who could not longer tolerate a late employee during his shift.

Civil officials are also responsible for security CAGAYAN de Oro City––It’s getting to be monotonous learning that still another raid has taken place in some barangay, town, or business compound—with the raiders getting away unscathed, leaving destruction or murder in their wake.

Just days ago, raiders swooped down on a private subdivision in Bukidnon’s Manolo Fortich Town, just half an hour’s drive from Cagayan de Oro, and made off with the weapons of the subdivision’s security unit, escaping before anyone could react.

It was the latest in a series of raids in the province; each one netting the raiders more weapons and ammunition from local security units.

In most cases, they also destroy or disable equipment, facilities, or infrastructure as they’ve done several times to Del Monte Philippines Inc. A week before that, a banana plantation, also belonging to Del Monte, was raided in Tubay Town in Agusan del Norte. Then again the week before that, two soldiers were abducted while on civilian duty in Impasugong Town, Bukidnon. They are now “prisoners of war” of the New People’s Army. ***** These outlaws are amassing quite an arsenal from their take in these raids, which they seem to be able to do at will—in the process, they embarrass both civilian and armed forces officials.

That they do so with great success every time ought to be enough to open the eyes of civilian, police, and military authorities to the reality that current arrangements, strategies, and protocols are utterly inadequate.

To the community, it is obvious that neither their civil officials nor the police and military are up to their

was undervalued and were only sold at the same price as skipjack tuna for canning, at about 10 percent of the market price of a mature yellowfin and bigeye tuna, it noted.

“Tuna handliners are not only feeling the pinch, but they are worried for the collapse of the industry itself,” said Raul Gonzales, spokesperson of the Alliance of Tuna Handliners here.

He said that purse seiners usually catch bigeye or yellowfin tuna that is about 40cm long, or one kilogram, similar in size to an adult skipjack tuna for the canning industry.

“However, that tuna is considered a baby for us in the handline sector. We should only catch the large mature fish that is more than a meter long, using one hook for one fish. This way, we allow the tuna to

reproduce and ensure that the stock is viable, not to mention fetch a good market price,” Gonzales said.

Philippine fishing fleets in the high seas have deployed an estimated 3,000 anchored FADs and 7,200 drifting FADs in the Western Central Pacific Ocean.

Within the country’s exclusive economic zone, there are at least 3,000 to 5,000 FADs, with the numbers constantly on the rise due to a lack of regulation and an active program by the Bureau of Fisheries and Aquatic Resources (BFAR) to deploy and encourage the use of FADs, Greenpeace said.

Jose Ingles, policy officer for the World Wide Fund for Nature – Coral Triangle Programme, said that juvenile fish “can be as high as 100 percent of the catch in purse seine and ring nets using FADs in

Philippine waters.

“Our current fishing practices are no longer sustainable and have far reaching effects beyond the country’s territory. We need to find a way to address this problem urgently if we want a viable tuna industry in the future,” he said.

Vince Cinches, Oceans Campaigner for Greenpeace Philippines, urged the government to progressively increase the FAD ban period until a there is a full ban on the use of FADs in purse seine fishing in the near future.

“It’s time that we make these changes to save our fishing industry and restore the country’s top status in the international tuna arena,” he said.

The BFAR has implemented an annual threemonth ban on FAD fishing since the last few years.

He said the holding of the mandatory continuing training will not only sharpen the skills of the SK officials, but will also instill among them the values of honesty and integrity.

One of the most important features of his measure is the expansion of age limit, he said. “Under the measure, the age limit for SK officials will be expanded from the existing 15-17 year-old range to 15 to 30 years old.

The House version, he said, is 18 to 30 years old.

He explained that SK officials, under the present condition, are unable to do their function well, especially when it comes to the use of funds, because they did not yet reach the “age of majority.”

But with Marcos’ version, problems such as entering a contract or agreement done by SK officials to any parties will no longer be a problem. “They will be given full autonomy,” he added.

In 2013, the Committee on Suffrage and Electoral Reforms in the Lower House voted to postpone the SK elections until the last Monday of October 2016.

Integrity Initiative launches #IntegrityNationNow Manila, Philippines — Integrity Initiative, Inc., a private sector-led campaign that aims to promote common ethical standards in society, announced this year’s campaign to further solidify its goal of instilling integrity and combating corruption in the country.

This year, the campaign will hold major events to build awareness – a one-day conference, two-day film festival, a youth concert, and an integrity march.

These programs were presented at a press conference recently at the Dusit Thani Hotel in Makati.

With the theme, “Uniting for Integrity,” the campaign aims to bring together different organizations from various sectors to do away with the negative norm and start to embrace a culture of integrity.

“This year’s theme reflects Integrity Initiative’s belief that working together under a common stand is the key towards making an irreversible positive impact in the rally against corruption and unethical practices,” stated Integrity Initiative Chairman Ramon del Rosario, Jr. “With these activities, we hope to encourage more citizens to act now and help make the country a better place,” he added.

CEB’s Dammam service departs Manila every Monday, Thursday and Saturday at 9:55pm, and arrives in Dammam at 2:40am the next day. The return flight departs Dammam every Tuesday, Friday and Sunday at 4:10am, and arrives in Manila at 6:35pm.
