PIKIT, North C otabato––Four members of the Bangsamoro Islamic Freedom Fighters (BIFF) were killed in artillery attacks directed at the borders of Maguindanao and North Cotabato on Saturday, a source from the Moro Islamic Liberation Front (MILF) said. AGAYAN de Oro City--A lawmaker on Monday has appealed to the Secretary of Justice for the release of funds for the construction of the new Hall of Justice here. Rep. Rufus Rodriguez, of Cagayan De Oro City, wrote the letter of appeal to Secretary Leila M. Delima on the importance of the Hall of Justice in Cagayan De Oro City. He said that Cagayan De Oro City needs a four-storey (earthquake and fire proof) building for the new Hall of Justice to house more than 20 offices and courts under the Department of Justice (DOJ). Rodriguez said that the Hall of Justice in this trading hub is one of the busiest Hall of Justice buildings in Mindanao since it handles high profile cases on top of thousands of pending cases. “Right to Strike” is a fundamental labor right
Teachers from the Alliance of Concerned Teachers (ACT) along with labor organizations in the country who joined workers and employees throughout the world in the observance of the Global Day of Action on the Right to Strike argued that the ‘Rights of all workers to self-organization, collective bargaining and negotiations, and peaceful concerted activities, are in accordance with law. True, even if teachers join a strike, still they shall be entitled to security of tenure, humane conditions of work, and a living wage.’ However, this provision of the Constitution is yet to see its place in the country as many workers and employees organizations are still deprived their lawful right to stage a strike. The right to strike is a cornerstone of democracy and social justice which has been recognized internationally for over 50 years. About 90 countries have incorporated the right in their national constitutions. Upholding of this right here in the Philippines is
still a fight that teachers, employees and workers must collectively work on and force the state to honor them with their fundamental right. The situation is much harder for the government employees like us (teachers) since the government is hell bent in denying our right to hold strike whenever our collective negotiation agreements (CNAs) with them failed. It seems that our being a government employee does not entitle us anymore the fundamental rights entitled for a worker or employee. Standing on their ground. teachers and other government employees, said they are human beings and like any other worker or employee, we are entitled to our fundamental labor rights. It is a democratic practice to hold strikes to express one’ side on any issue. And teachers should not be excluded.

City Treasuer could be charged In reaction to my article: “Stop talking: Charge the City Treasurer,” Mindanao Daily News, Feb. 9, 2015 issue, this writer received a four-page copy furnished email from Mendoza Navarro and Mendoza Partners Law Offices, a Manila-based law firm, with an appeal to City Treasurer Glenn Banez “to respect the Ordinance passed (sic) by the Sangguniang Panglunsod and allow payment and processing of Business Permit of our client and similarly situated taxpayers until 31 March 2015, without surcharges and interest.” The local business community has sought the legal services of the Manila based law firm in response to Glenn Banez claim that “the published 2015 Revenue Code of Cagayan De
Oro City, which repealed the 2003 Revenue Code of the city, is ultra vires, unconstitutional and grossly prejudicial to the interest of the people of Cagayan De Oro City.” It is understood that Banez refused to extend the payment of the business taxes as mandated under the approved City Ordinance No. 12904 – 2015 because the City Treasurer did recognize the new Revenue Code that otherwise repealed the 2003 Revenue Code of Cagayan De Oro City. BUTUAN CITY- The Department of Agriculture – RFO XIII conducted PA/ PVET Coordination Meeting as a venue for DA and the Local Government Units to impart their objectives and harmonize actions for CY 2015. This is to keep track of updates and developments employing the combination of top-down-bottom-up process in the generation and discussion of policies, thrusts and directives in program and project implementation. “We want the LGUs to be aware of not just the programs and projects to be implemented in their respective locality, but also for them to know the status and situation of the Department so they can take part in helping us achieve our targets,” Director Edna Mabeza said. A total of ₱1.1 Billion regional allocations for FY 2015 according to General Appropriations Act (GAA) should be productively utilized for the year to address farmers’ need and increase agriculture productivity. The Philippine Rural Development Project (PRDP) which aims to increase rural incomes through enhancing farm and fishery
productivity has a total of 334,130,000 for the region. This is allotted for the infrastructure and enterprise development subprojects to be implemented as additional interventions of the Department for agriculture development. The gathering also discussed and evaluated updates on the Department’s operations and policies for program and project implementation. It also addressed issues and concerns pertain-
ing to the implementation of projects in LGUs such as the timely submission and compliance of requirements to fast track implementation in the ground. Soria challenged the PAHP team to bring the government programs directly to the poorer sectors in the rural areas. “The Government of Brazil is technically assisting us thru its Zero Hunger Program under its Center for Excellence Against Poverty. We also have the support of our Development Partners the Food and Agriculture Organization (FAO),World Food Program (WFP), and Asian Development Bank (ADB)”, Soria added. PARPO I Sherwin B. Tubog said that FAO will provide technical assistance to improve agriculture and fisheries production, and natural resource management. The World Food Program assistance will include treating the undernourished children, providing skills enhancement and higher income opportunities for the rural
poor. Program Beneficiaries Development Division (PBDD) chief, Engr. Josephine Sisican, discussed the interplay of integrated and comprehensive support services delivery for capacity development and provision which include: agri- extension services, rural infrastructure & facilities, foreign assistance projects, agri–insurance, access to credit and micro finance to AR Beneficiaries’ Organizations (ARBOs) with different market access. Local Day Care Centers will also be handled by DSWD and DepEd while institutional outlets for the various livestock, crops, grains, and veggies will also be facilitated by DARDA–DSWD to be assisted by ARBOs who will be spurred to increase farm productivity. DAR thru the PBDD, empowers the ARBOs by producing and supplying food items as required by the Pantawid Parent Leaders Organizations who in turn prepare the food menus for their children.
With these concerted efforts, and following the Brazilian Government’s Model, PARPO Soria is optimistic that hunger will be lessened, health of undernourished schoolchildren

An Answered Prayer
That was August 2014. I continually prayed to Jehovah God to touch the heart of the people I asked for help. Then, a classmate of mine in high school at Central Mindanao University way back 1994 positively responded to my request. Mrs. Rodette Alinsugay Paluga donated Nine Thousand Nine Hundred Sixty Three Pesos ( Php 9,963.00) for one (1) 24 inch LED TV (instead of an overhead projector) and foods for the Christmas Party of the Grade 8-Jade students last December 13, 2014. Now, I am teaching my Grade 8 MAPEH class using
It was during our school in-service training last October 20-24, 2014 that I first saw the movie, “Every Child is Special” and the video clip of “Three Letters from Teddy.” It was our school principal who showed us the movie and one of the speakers for the video clip. Two years ago, I’ve heard from two of my friends in our school about the movie, ”Every Child is Special.” At that time, they tried to tell me what the movie was about and suggested that I should watch it. At the end of our conversation, I said that it was a very good movie to watch. But after that, I never exerted any effort to borrow or to look for a copy of the movie to watch it myself. May be because I was so busy and preoccupied with other things that I just set aside the idea. However, upon watching the movie I was flooded with memories from what my friends have told me before about the movie. It was a totally different experience to really watch the movie rather than just hearing about it. The movie moved me beyond imagination. From the start of the movie till the end tears were streaming down my face, my hanky wet with tears and I’ve got a running nose. But it was not only me who became emotional at that time but most of those who were present that day felt the same the way I did. When I looked at them there were tears in their eyes too and we all just smiled at one another. I guess because an inner introspection was going on inside our hearts and minds. I could not really help myself, but pitied the little innocent boy who was the main character
and the one who suffered from a reading disability which is dyslexia. He was misunderstood by his parents and some of his teachers at school who didn’t know anything about his condition. He was even bullied. They just looked at him as someone who is slow in learning and silly. But thanks to the teacher who came to the life of the boy, the teacher who changed the life and the world of Ishaan. The teacher whose heart is so big never rested until he found out the solution to the boy’s problem. It was this teacher who inspired and built the confidence of the boy to believe in his potential and capabilities. The teacher did it so well that he was able to draw out the best of Ishaan, the boy’s extraordinary talent in painting. It was also this teacher who opened the eyes of the parents to their son’s condition and the one who opened the hearts and minds of the teachers and school administrator to be more understanding and patient in nurturing their pupils in order to bring out the best in them. This teacher made a big difference in the life of the little boy, Ishaan, and on the lives of those people whom he met in school especially the teachers and the administrator. He was able to do this transformation to all the people he met in school most significantly to Ishaan because of his commitment and dedication to teaching coupled with his kindness and gentleness and by making an action research to systematically solve the problem he encountered. Students today are fond of surfing the net, watching videos, listening to music and many more. These things have captured their attention. We can certainly capture their attention in class if we use this technology to supplement our teaching. We should make the move! I thought of an overhead projector. There will be no chalk dust and no marker’s smell but it was expensive and I did not have the money to buy it. Somebody told me to solicit from external stakeholders and that was what I did. I made a solicitation letter and sent it to my friends. Thanks to the social media, I was able to reach my friends who were far away.

She was a teacher who is willing to learn from her student and it had changed her to an excellent teacher who inspired the little boy Teddy who was orphaned by his mother. But she said that it was Teddy who inspired her to be kind and caring and to make a difference on the lives of her students. She put an extra mile of herself for Teddy by tutoring him and had seen the fruit of her labours when Teddy topped the class who at the end became a doctor. Those three letters she received from Teddy were proofs of the far-reaching effect she had on the life of the boy when he was under her. Thus, just like Mrs. Thompson we could never know that we can also have our own Teddy in our life if we will have commitment, dedication, kindness, and gentleness in us. And that is what I’m determined to continue to do for the rest of my teaching career. Thanks to Ma’am Julia Muana, our principal, for giving me a DVD of “Every Child is Special” and to Sir Wendell Catam-isan for a copy of the video clip “Three Letters from Teddy.” I can watch them any time I want. And every time, I watched them tears swelled in my eyes as if I’ve watched them the first time. I was really hit right through my heart. Please do watch them.
One of the most essential parts of our body is our tongue. The role of the tongue in proper mastication of food is crucial because its motion and position inside the mouth as we grind the food defines how the bolus is properly crushed as it is slowly pushed towards the esophagus, where it lodges to the stomach temporarily. Second, its function as a sense organ determines how we enjoyably savor the flavor of our favorite mango delights, ice creams, salads, soups, cakes and the likes. Third, the tongue is also vital in language formation since sound variation and articulation of words can be made possible only with the teamwork of our lips, tongue and other parts of the mouth as we produced vocal sounds from the larynx. But there is one more role of tongue that is usually ignored, if not, given not much attention-that is–in making and breaking a person. Many broken lives are put together,
changed, and improved owing to the inspiring words expressed by somebody’s tongue. But then, many dreams are being shattered, characters being murdered because of that bit of thing penned by the teeth. The Word of God warns us in Matthew 12:37. For by words you will be justified, and by your words you will be condemned. The words we say to our fellowmen, good or bad, we are all accountable to in the Day of Judgment. The wise king Solomon admonished in Proverbs 10:20 that the tongue of the righteous is choice silver, the heart of the wicked is worth little. How wonderful the words spoken by few good men that can build a failing emotion. Sometime in our lives we meet someone who is depressed and lonely. As we converse with him or her, at some point she/he will confide his problems and miseries in life. The words we say eventually gives meaning to him/her. Either this person will be uplifted or devastated even more depends on the words
that are positively or negatively spoken by us. As professionals and Christians, we have all the reasons to choose our words carefully because the words we say reflect our personality, our whole being, our upbringing. We say because we are. What we say will disclose the real we. We should use our tongue to speak words to build up, to enlighten, to help other people grow, to sparkle new beginnings and even to inspire new insights. Ephesians 4:29 says: Let no corrupt word proceed out of your mouth, but what is good for necessary edification, that it may impart grace to the hearers. Words can heal emotional wounds, restore broken relationships and even create dreams and aspirations. Yet, words can also destroy friendships, marriages and reputations. Undoubtedly, the word uttered by our tongue is so powerful that its influence affects lives even until eternity. Indeed, words uttered by our tongue matters- and that’s the power of tongue.

City Treasurer Glenn Banez, however, argued that it is only the City Treasuer who could recommend the extension of the filing in the payment of business taxes. The business groups alleged that Banez defied the extension of the payment of taxes on the “premise” that the approved City Ordinance that repealed the 2003 Revenue Code of Cagayan De Oro City is unconstitutional and prejudicial to the interest of the people of Cagayan De Oro City. The business groups then filed a complaint with the Manila-based law firm. In reply, the Mendoza Navarro – Mendoza and Partners Law Offices, wrote a letter to the City Treasurer, with a reminder that the City Treasurer is “not clothe with authority to declare a tax ordinance or local tax law as ultra vires and/or unconstitutional.” The law firm said that it is only the Secretary of Justice who has the authority to render a decision on a tax ordinance on appeal, under a reglamentary period. In the absence of the decision of the Secretary of Justice within 60-day from the date of the receipt of the appeal, the aggrieved party may file an appropriate proceeding in a court of competent jurisdiction. Earlier, City Councilor Leon Gan has threatened that the City Council might seek legal remedies to compel the City Treasurer to implement the approved City Ordinance extending the payment of business taxes here. The senator, considered one of the leading constitutionalists in the country, said that under the Constitution, Article 12, Section 2, “all natural resources, in particular, all forces of potential energy are owned by the State.” “When the management, control, and ownership of the electric power industry were transferred from the government private monopolies, it is the Filipino power consumer who ultimately suffered increasing costs,” she said. Santiago also cited Article 27 of the International Covenant on Economic, Social and Cultural Rights, and Article 25 of the International Covenant on Civil
and Political Rights, both of which the Philippines is state party. The provisions state: Nothing in the present Covenant shall be interpreted as impairing the inherent right of all peoples to enjoy and utilize fully and freely their natural wealth and resources. The senator said it is also provided in the common provisions, Article 1, Part 1 of both covenants that, “In no case may a people be deprived of its own means of subsistence.” The senator said the unbelievably high costs of electricity in the country, among the highest in the world, virtually deprive ordinary Filipinos of civilized means of livelihood and a sustainable standard of living. A resolution cannot amend a law Santiago cautioned that a mere legislative resolution is not a legitimate means to fix the flaws of a substantial law. “What is the rationale of Joint Resolution No. 12? Is it to address a potentially serious short-run problem or is it to amend the EPIRA law? If the former, then it should do that, no more, no less,” Santiago said. She also said that if the resolution is meant to address an emerging shortage of power in Luzon for the summer months of 2015, it should be simple, easily implementable, and timebound instead of openended. “The reality is that the government is not a paragon of efficiency and effectiveness. Joint Resolution No. 12, in its present form, might be an example where the government intervention may create its own failure,” the senator said. “The shortage we are suffering is beyond electric power and go into the crisis of governance,” the senator asked. Lack of energy efficiency measure Santiago, former chair of the Senate committee on energy and author of the Biofuels Act and the Renewable Energy Act, also highlighted the joint resolution’s failure to include provisions on the adoption and execution of energy efficiency and conservation measures in both the public and private sectors. “Energy saved is energy earned. This principle is embodied in the House version of the Joint Resolution, but missing in the Senate version. Why?” the senator asked. Malampaya link She also expressed concern over the cost of the Interruptible Load Program (ILP), even as she agreed that it is a quick and easy solution to the potential energy shortage. Under the ILP, consumers capable of generating their own electricity may deload from the power grid. With an estimated 3,100 megawatts of private gensets in Luzon, up to
1,400 megawatts may be deloaded during peak hours on certain days. Santiago noted that with the ILP in place, even without energy conservation, energy savings will be greater than the Department of Energy’s maximum projected shortfall of 1,004 megawatts in Week 14 of 2015. However, Santiago cautioned against tapping the controversial Malampaya Fund, composed of royalties from the Malampaya natural gas fields off Palawan, to cushion the immediate cost of the ILP. “The Malampaya Fund, a fund designed for developing new sources of energy for the Philippines, should be used frugally and with caution,” the senator said. Amid the national investigation on the Priority Development Assistance Fund (PDAF) scam, there have been allegations that some P900 million from the Malampaya Fund went to bogus organizations linked to alleged scam mastermind Janet Lim Napoles. “The total cost of the policy intervention as envisioned in Joint Resolution No. 12 could turn out to be costlier on the part of the Filipino taxpayers. The taxpayers should know the clear and hidden costs of government intervention,” Santiago added. Aside from the questioning the proposal to dip into the Malampaya Fund, the senator also probed into the cost to be shouldered by consumers, stressing how one of the responsibilities of the NGCP under the resolution is to recover the cost of the ILP. “What is the meaning of this? Should private genset owners who deloaded from the grid continue to pay NGCP for the use of the grid? Please explain,” Santiago said.

total of 84 American passengers and 12 crew were joyous to see Northern Mindanao for the first time as tourists after the international cruise ship they were boarding, the MS Caledonian Sky, made a one-day call at the Port of Cagayan de Oro last Saturday. Ten passengers decided to stay in the vessel but they were still entertained by the renowned MUST Gintong Amihan dance troupe. Two
passengers even jammed with the dancers before they went back to their ship for breakfast. After breakfast, 74 of the passengers who earlier availed of a Cagayan de Oro tour package disembarked and were given leis by Department of Tourism (DOT) 10 employees, prompting one of them to remark that the Cagayan de Oro leg of their Philippine visit was the grandest welcome they had. Sailing under The Bahamas flag and built in 1991, MS Caledonian Sky (classification: small cruise ship) is currently owned
by Salen Ship Management and on long term loan to Noble Caledonia. In turn, Noble Caledonia loans it to various tour firms in AustralAsia. Its February 2015 leg is managed by Zegrahm Expeditions. The 84 passengers went independently to Malaysia from their respective home cities in the United States and started their journey with the MS Caledonian Sky in Sandakan on February 10 and arrived in Palawan, Philippines the next day. From February 11 to February 26, they would have visited a total of 14 stopovers
here in the country. Here in Cagayan de Oro, the 74 employees who opted the additional land tour boarded four RTMI buses and first went on a whitewater rafting experience, then a trip to Mapawa Nature Reserve, then Cogon Market and lastly at Museo de Oro. A second group went ahead to the pineapple plantation of Del Monte Philippines in nearby Manolo Fortich, Bukidnon. For the rest of the quarter, Zegrahm Expeditions also offers tours to the Amazon and Peruvian highlands in April; and circumnavigation of the Black Sea and a tour to Norway by May. After MS Caledonian Sky ends this particular leg in Davao City on February 26, a new tour will be managed by another company so it can continue its navigation of AustralAsian waters the rest of the year. It will be in East Indies in March, Japan in April, South and East China Seas in May, Australia in September, Melanesia in October, South Seas in November and South Pacific in December. Caledonian Sky was originally built as Renaissance VI in 1991 and then sailed as Hebridean Spirit in November 2000. In 2009, the company was converted into a private yacht in the Middle East but somehow, she went back on the market and bought by Salen Ship Management, a Swedish company which is a sister firm of Britain-based Noble Caledonia.

On the promenade deck, there is also a small gym featuring a treadmill, bicycle and cross trainer. Hairdressers with appointments are made on request. A benefit of a small ship is the quality of the cuisine and roll stabilizers to minimize motion. Breakfast is served buffet-style. Lunch and dinner are an alacarte five-course affair with the menu reflecting local delicacies and fresh catch. On board, you will also find a clinic, a doctor and an elevator that serves all decks. During winter months particularly in the Russian region, Zodiacs are deployed to allow access onshore to otherwise impossible landing places. On board, the crew are a mix between Filipino and Scandinavian. The atmosphere is more akin to a country hotel – a little music in the lounge or bar after dinner and of course good food and fine wines. But beyond life on board, I’m pretty sure the tourists also had a jolly good time in Northern Mindanao.
