MALAYBALAY City––Two of the three suspects tagged in the slaying of Impasugong mayor Mario Okinlay were former rebels who surrendered in 2011 and received government assistance in 2012 and 2013, files from the Office of the Presidential Adviser on the Peace Process showed. The files obtained from a MindaNews source showed that Joven Yanggo received P15,000 from the provincial government in February 2012 and P55,000 from the OPAPP in July 2013. His brother, Efren, another suspect in the case, also received P15,000 from the provincial government and P50,000 from OPAPP in that period. Lawyer Alberto Lagamon, a member of the Bukidnon provincial board, said Wednesday the killing of

Okinlay last week is opening doors on a possible review of the government reintegration program for former rebels. Lagamon, chair of the Sangguniang Panlalawigan’s committee on peace and order, told MindaNews an inquiry is ongoing on the matter after police filed complaints against the three suspects on Monday. The murder charges, docketed under NPS No.X-01INV-146-00231, have been filed on Monday against the three suspects before the Provincial Prosecutors Office in Malaybalay City. Police identified the Yanggo brothers and a certain Ryan Daluniag as suspects. The three were named by Bukidnon Gov. Jose Ma. R. Zubiri Jr. in his message during the peace rally held in the Impasugong gymnasium Monday. But Zubiri was silent about the suspects in his weekly radio program “Isumbong Mo Kay (Report it to the)

Governor” Wednesday morning. Senior Supt. Glenn dela Torre, Bukidnon PNP provincial director, confirmed in the hearing that Joven Yanggo is a former rebel who “surrendered in 2012.” Another police official confirmed in the hearing that both Yanggos surrendered in January 2011. Lagamon said if it is true that the Yanggos previously surrendered and were the ones identified to be behind the killing, “then it is about time to hold a review of the government’s reintegration program.” He added that further hearings will venture into seeking clarification on how the brothers deflected back to the communist rebels if they have indeed surrendered before and received assistance from government. Lawyer Jay Albarece, chair of the SP committee on laws and rules, said the program must be examined as to how public funds are used and if it is effective. “There were questions on the qualifications of those who surrender like some of them were eventually identified as not rebels,” he added. The provincial government reported a total of 53 former rebels who surrendered to the fold of government Wednesday in formal rites at the Kaamulan Folk Arts Theater. Seven of the former rebels received P20,000 each from the provincial government

for turning in serviceable firearms and the rest, identified as “militia,” received P2,000 each. Lagamon said one of the purposes of the hearing last Tuesday was to ask the police about how they arrived at identifying the suspects. “So far, based on the facts they presented, they have not provided us with enough information yet to answer our question,” Lagamon said. Hearings and regular sessions at the SP are set Monday, but it was moved to Tuesday to give way for the peace rally held in Impasug-ong. Lagamon said they are inviting the Special Investigation Task Group (SITG) Okinlay, which Dela Torre said was the one who pinpointed the three suspects after their investigation. “We felt there was insufficient information given,” Albarece said. Dela Torre, when pressed for clarifications by board members, said police witnesses identified the suspects as those who ambushed Okinlay. Vice Governor Alex Calingasan, who was in the hearing, stressed the same point on the process how the police arrived at the suspects identity. “It is important that we know how they were identified. We thought they already surrendered.... How do we know if they are not fall guys?” he added. “The

communists may even laugh at us if that is so.” Dela Torre said the suspects were identified based on the results of the regional police investigation task force. Calingasan advocated that “we should be hard against them (rebels)” but did not specify his proposed moves when asked. During the peace rally, he pointed out that the government should not only use antipoverty to combat insurgency because poverty is not just the rebels’ agenda. He stressed that the rebels want a “government takeover.” Calingasan called for a change in strategy and approach, “not poverty alleviation.” Impasug-ong municipal councilor Julia Okinlay, the mayor’s widow, said the slaying was “overkill.” The mayor suffered 12 gunshot wounds. Mrs. Okinlay said her husband’s death should be a wakeup call for the government to strengthen its programs for peace and order. She admitted last Monday that she was still full of anger but their family wanted “true justice.” “We don’t need it to be speedy that will turn out to be wrong,” she added. Mrs. Okinlay cited that the mayor’s death serves as an inspiration for her to continue serving the people and continue his legacy. She challenged the rebel commanders to face her and

tell her about the mayor’s faults. Okinlay spoke in a jampacked gymnasium with a capacity of 5,000, where at its entrance was a tarpaulin with a photo of the slain mayor and a biblical quotation from Jeremiah: “This man should not be sentenced to death.” Scores of placards, used during the march before the rally, adorned the fence fronting the gymnasium. At the entrance gate, a placard saying “We love you Mayor Mario” greeted the public. The same was printed on shirts worn by the mayor’s family and supporters. But most of the placards called for justice for the mayor’s slaying, some blaming the NPA. Some placards thanked Mayor Okinlay for the progress he brought and some others encouraged the town folks to “continue with progress.” Inside, residents from different barangays, the mayor’s kin and supporters, and local government officials from Bukidnon listened as different speakers took turns in giving emotional testimonies about the mayor, whose body lay in a well decorated casket and tent in the middle of the stage. The program, which lasted for more than two hours, included emotional rendition of the mayor’s favorite songs, a candlelighting activity, release of balloons, and the testimonies. PHL exports grow by 6.9% in May ‘14

ANILA -- Philippine exports grew by 6.9 percent in May 2014 and overall outlook for the rest of the year continues to be upbeat, according to the National Economic and Development Authority (NEDA). The Philippine Statistics Authority (PSA), an attached agency of NEDA, reported Thursday that total revenues from exports rose to US $ 5.5 billion during the period from US $ 5.1 billion or 4.1 percent in May 2013. To date, total exports increased by 5.8 percent from US $ 23.0 billion in the same period last year to US $ 24.4 billion. Stronger sales in minerals, manufactures, total agro-based, and forest products propelled the growth in merchandise exports by 6.9 percent. Revenues from mineral products grew by 58.0 percent, from US $ 395.6 million in May 2013 to US $ 625.0 million in May 2014 mainly due to increased shipment to the People’s Republic of China (PR China), Japan, and Switzerland. Similarly, overseas sales of manufactured goods expanded by 3.3 percent to US $ 4.2 billion in May 2014 from US $ 4.1 billion in May 2013. “The positive outturn in the manufactured segment of the export industry during the period, a reversal from the 3.2 percent year-on-year contraction in May 2013, was broadly in line with a stronger global manufactur-

ing activity,” said Emmanuel F. Esguerra, NEDA Deputy Director-General and currently Officer in Charge. Total agro-based exports also picked up its pace in May 2014 as revenues increased to US $ 450.9 million during the period from US $ 380.8 million in May 2013. Major contributors to this growth were coconut products, fruits and vegetables, and other agro-based products. Export revenues from coconut products posted a significant growth of 31.1 percent in May 2014 mainly due to higher international prices. But the volume of shipments in coconut products fell due to the natural slowdown in copra production, as well as the long-term negative impact of Typhoon Yolanda in coconut-producing areas and the effect of the coconut scale insect (CSI). “On fruits and vegetables, higher volumes of bananas were shipped to major markets such as Japan, PR China, South Korea, Kuwait, and Iran. The rehabilitation of banana plantations damaged during Typhoon Pablo in December 2012 also significantly improved supply conditions which supported the exports growth of the said commodity group,” he added. Forest products also posted a positive growth of 34.2 percent during the period. “However, while overall export outlook for the year is positive, sales in total agrobased exports may decline due to the adverse impact of

Open-pit mining consultation marred with reported harassment

AVAO CITY – A leader of a smallscale miners group complained that Army troops harassed him to keep him out of a public consultation on open-pit mining operations.

Nationwide Development Corporation-St. Augustine Gold-Copper Ltd (NADECOR-SAGCL) and Napnapan Mineral Resources, Inc. (NMRI) in Pantukan conducted the consultations last July 3. Indug Kautawan (People Rise) in Pantukan Leader Rogel Otero said Army troops warned him that he was on their “OB (order of battle) list.” Indug is a group of farmers, indigenous peoples and small-scale miners formed in the wake of Typhoon Pablo that struck the province in December 2012. Otero said soldiers belonging to the 71st IB were led by one Lieutenant (Ari Ben) Hernaez and a former New People’s Army member named Toralba confronted him on the morning of July 3. “Katong Toralba akong

He said Toralba tried to talk him into going with them into the (71st) battalion headquarters. “I said I would only go with them if they would sign a paper signed by the

purok leader and the barangay captain,” he said. Otero said the soldiers “borrowed” his phone but he found it later already shattered in a ditch. Capt. Ernest Carolina, deputy chief of the 10th Infantry Division Philippine Army’s public affairs office, said an officer of 71st Infantry Battalion denied the accusation of Otero. Carolina said Lt. Hernaez confronted Otero because of the statements of the alleged ex-NPAs. Karapatan Spokesperson Hanimay Suazo said they are helping Otero in filing for a criminal case against Lt. Hernaez and “other responsible persons involved in the incident.” Carolina said 71st IB Commander Lt. Colonel Dennis Tanzo “welcomed the filing of a case to answer inquiries regarding the incident.” For Otero, the soldiers are in “tandem with the

private guards of the company in silencing us who have been vocal against the open-pit mining of the company.” February of this year, miners were surprised that they were allegedly required to acquire identification cards by Nadecor for them to enter the company’s mining tenement. Data from the Mines and Geosciences Bureau website show several mining applications in Pantukan such as NADECOR’s 2,025-hectares, 428.27 hectare by a certain Joseph P. Saucejo, 8,100 hectares by the Southern Horizon Mining Corporation, 8,100 by the Oro East Mining Corporation, and 1, 134 by Zetoza Mineral Reserves. Based on estimates, Nadecor’s tenement alone could produce some 100,000 tons per year of copper and 500,000 ounces per year of gold for 22 years. (davaotoday.com)

Lumanas said he will sponsor a legislative investigation on the mining activities of Sky Reward after he learned during a dialogue on Tuesday that their operation will be transferred to another farmland owned by a certain Boy Bacolod in Tambis which is outside the mining claims of Philsaga but still near the riverbank of a gold rush area. He said Wen’s company left behind their excavations without doing restoration works to re-channel the flow of water of the river back to its original waterways because the landowner still wanted to extract more gold in the area through gold panning activities. He added that they had agreed during the dialogue to ask Philsaga Mining Company to take over the re-channeling works as part of their corporate social responsibility since the unattended diggings could cause massive flooding in the village during heavy rains.

But this attitude of America is something that is not really new to us. America had never considered us that important to them. The classic example proving this attitude toward us was the decision of that country to abandon us in favor of defending Australia during WWII. America just returned to our country when Japan’s military might was so in disarray already that it could be defeated even by bolo-wielding guerrillas. To add insult to injury and to prove their point that they never needed us, the Filipino guerrillas who fought side by side with the American soldiers during WWII here were never given any recognition for their effort by the American government and treated as if they never existed. The official attitude toward the Filipino guerrillas was that they were just mercenaries who took up arms against the Japanese Imperial Army here for the money they expect to receive from America once the war is over. And our officials wholeheartedly subscribed to this infamy inflicted on our brave and courageous guerrillas by not fighting for their cause. Inexplicably, however, we continue to delude ourselves that America loves us so much. And because of this delusion, a substantial portion of the population would like to go to America and call that country their own. This malady in the Filipino psyche is what is emboldening America to treat us as insignificant mosquitoes in the equation of things. Pathetic, isn’t it. But this is the truth. While we pride ourselves as the brown Americans in this parts, perhaps the Americans feel like puking especially when

we push our luck too far as brown Americans standing up against our regional neighbors to their consternation. I really look forward to that day when we will already think, talk and walk as a people proud of our Malayan race and no longer behave as if we are or live up to our billing as brown Americans. Misamis Oriental provincial administrator Jun Pacamalan said the governor supports the re-opening of the Puerto office because the services there have been good. Tupag said the Puerto office earns more than the main regional office. He acknowledged the help of Cagayan de Oro City 2nd District Rep. Rufus Rodriguez who is working to make the Puerto office an LTO district office itself. Tupag said their group has petitioned President Aquino to look into the matter.

Nanuri Celebrates Its First Friendship Day N anuri International School (NIS) opened its door to the first Nanuri Friendship Day on July 7, 2014. The aim of this event is to bridge the school and its culture to the community. Since Nanuri caters to diverse number of students, it wants to show their unity despite the unique differences of each one. “It may be a cliché, but we want to show the unity amidst diversity of Nanuri International School to everyone”, Diosyjeanne Simyunn, the Assistant School Principal of NIS said. With less than an ample time to prepare, everyone gave their best to showcase their talents. It was a busy yet an exciting day at Nanuri International School as everyone anticipated their performance in two of the biggest malls in Cagayan de Oro City. Everyone convened on campus at exactly 7:30am to give final instructions to the program. Not long after, all participants headed to their first show at Gaisano Mall. The performance of NIS became the welcome greetings to the mall shoppers. “This is

entertaining” the shoppers commented. Students are both overwhelmed and proud of their performance. “I realize that there are so many talented people from all over the world. The performance was outstanding and captivating. I appreciate being introduced to new people, new cultures, new traditions and new language in my high school life “ , a 4th year student, Teffany Granada said. The fun was just getting started as they finished their performance at Gaisano and headed back to the campus. With a little more practicing and polishing, the students got ready for the next show at SM mall. The performers were stoked when they saw the parents, guests, teachers, staff and shoppers altogether filled the event hall of SM mall. They were all excited to show what they’ve got and made sure that everyone was entertained. There were over 300 hundred parents, family members, friends, guests and teachers who watched the show at SM City mall, not including the numerous shoppers who stopped by and watched the performances .

Reaching out Globally through Dance was the theme of the Sahmyook University Students as they graced the program with their performances. Headed by Dr. Seung Soon Park, the dean of the Department of Leisure and Sports at Sahmyook University in Korea, 15 University students came to the Philippines and showed a snippet of Korean cultural dances. “The impact that we want this program to have is to find and reach global neighbors. I believe that we can share God’s love and His generous talents given to our students when we show our dancing skills”, Dr. Park stated after the program. “I have seen how kind the Filipinos are”, added Dr. Park as she expressed her hope to be back next year. Viewers, along with other mall shoppers, were in awe when they saw the elegant and graceful dance performances of the visiting students. “Maayo, tsada” [amazing, awesome] were some of the consistent response of the viewers during a random interview.

The Nanuri students’ palpable excitement continued as the program proceeded to their turn to perform on stage. Selected High School teachers and students opened the second part of the program with their unplugged musical rendition. The elementary, high school department and ESL department took part in the said event showcasing their dance numbers, sign language performance, acapella and medley musical rendition, taekwondo moves and aerobics dance. Save the best for last indeed was right when the Fan Dance performance gave the audience much anticipation and excitement towards the end of the event. Selected high school female students wore the colorful traditional Korean dress, Hanbok, and used the large fans painted with pink peony blossoms and displayed a show of dance. The dancers represent shaped images like birds, flowers, butterflies and waves using the fans. “This is a good program. It shows that there’s a good relationship between Korean and Filipino. It’s like one community”, commented Mrs. Myra V. Canda, a mother of a 9th grade student. “Naging united ang Koreans and Filipino dahil sa programang ito” (Filipinos and Koreans are seen united because of the program), a shopper who watched the entire program, Ms. Ramaida Abantas commented. The event was not only about the unity between Filipinos and Koreans, but also to bridge the gap of differences among the Filipinos and the community. According to Pastor Choi, the school director of Nanuri, the said event is just the beginning of the annual Nanuri Friendship Day. People can expect more and better performances from the students in the coming years.
