CAGAYAN de Oro City–– The Department of Labor and Employment (DOLE), Secretary, Rosalinda Dimapilis-Baldoz is in Cagayan de Oro City, the agro-industrial hub of Northern Mindanao, today (July 4, 2014) as part of her regional visits. The DOLE Regional Office NO. X (DOLE-X) has sponsored the series of events for the day held at

the N-Hotel, this city. In order to attain decent work in the country, Secretary Baldoz with Regional Director Raymundo G. Agravante awards some Special Program for the Employment of Students (SPES) beneficiaries, regionwide. Agravante informed that SPES’s is one of the Department’s strategies to enhance employability of workers and at the same time, in line with the national goal

in poverty reduction. He further noted that the regional office has already paid 32% of its beneficiaries as of June 2014 amounting to P7.9 million with some 3,947 students. SecLab Baldoz likewise turns over P38.5M livelihood grants to 69 proponents covering 7,585 beneficiaries. This project is under the Grassroots Participatory Budgeting Process (GPBP), formerly the Bottom-UpBudgeting (BUB), cover-

ing the six provinces of Northern Mindanao for the 2nd quarter of 2014. Baldoz lauded the Local Government Units (LGUs) in their support to DOLE. “The GPBP is one of the livelihood opportunities of the Department to shield vulnerable workers and their families for better access to social protection and sustainable income of workers,” Agravante pointed out. Recall petition vs Oca submitted to Comelec friday, july 4, 2014

CAGAYAN de Oro City–– Petitioners marched Thursday, July 3, from the Provincial Capitol grounds to the office of the Commission on Elections (Comelec) and submitted a petition for Recall Election against the mayor of this city, Lawyer Oscar Moreno. About 10,000 residents of this regional capital of Northern Mindanao escorted the documents in the filing of the formal petition to recall Moreno Thursday afternoon. At least, 86,000 local residents signed the petition to recall incumbent City Mayor Moreno since the signature campaign started in April this year, City Councilor Alexander Dacer said. Of the signatures, about 72,000 have been verified to

be genuine as the verification of signatures continued until Wednesday, Dacer added. Dacer, a member of the majority bloc in the city council, said that the residents lead by barangay leaders, religious groups, youth and women’s sector, vendors, and businessmen will hold a rally at the City Hall ground Thursday afternoon. He said that the residents proceeded to the provincial ground before and after filing the petition to recall Mayor Moreno at the city’s Commission on Elections (COMELEC) here amid a sudden heavy rain Thursday afternoon. Leaders of the local Association of Barangay Captains (ABC) composed of barangay leaders of the city’s 80 rural and urban barangays brushed aside the earlier declaration of the

COMELEC that the electoral body will not entertain recall because it has no funds to hold recall elections. Vendors who were ousted by the administration of Mayor Moreno from their makeshift stores and restaurants in Kagawasan, Divisoria, popularly called “Night Cafe” were also conspicuous in the rally. Yan Lam Lim, AB C president, said the people in Cagayan de Oro City will continue to initiate legal moves to oust Moreno at all costs. “There is no turning back now,” he said. The supporters intend to rally at the City Hall ground after the filing of the petition to recall Moreno. However, heavy rains prevented the supporters from proceeding to the City Hall. Instead, leaders of the held an impromptu rally at the provincial capitol ground. Lately, Moreno has been

an object of rigorous criticism for failing to pay the salary due to some 2,400 students who availed of the government’s Special Program for Employment of Students (SPES) during summer. The SPES is mandated under Republic Act No. 9547 otherwise known as “An Act To Help Poor But Deserving Students Pursue Their Education By Encouraging Their Employment During Summer and/or Christmas Vacations, Through Incentives Granted to Employers, Allowing Them to Pay Only Sixty Per Centum of Their Salaries or Wages and The Forty Per Centum Through Education Vouchers To Be Paid By the Government. Moreno, however, refused to pay the 60 percent directly to students saying the city government would pay the amount directly to the school. Under the law,

the Department of Labor and Employment (DOLE) pays the school from the remaining 40 percent. The parents of the 2,400 students have expressed disgust over Moreno’s action and plead, to no avail, that the 60 percent be paid directly to the students to pay and buy their personal things like shoes, shirts, and uniforms. “Mayor Moreno has been trying his best to bring in development to Cagayan de Oro, but he has to face the reality that the City Council is not on his side and the majority cannot give him more time to prove what he can do for the city,” Councilor Candy Lourdes Darimbang said in the vernacular. Members of the City Council’s Majority Block also joined the rally yesterday. Should the Recall Election pushes through, this is

the first time that a Cagayan de Oro chief executive’s capability to run the affairs of the city has been questioned and challenged. But supporters of Mayor Moreno said, the petition will not make it, because the Comelec in Manila, for several occasions, has announced it does not have the budget to conduct Recall Elections. But the local electorates described the COMELEC pronouncement as a clear violation of the constitutional rights of the people to petition for the recall of an elective official as guaranteed in the 1991 Local Government Code of the Philippines. Lewin’s leadership style framework: Its application in the classroom By Hazel L. de Guzman MT-1 Salong Elementary School Salong, Baroy South District Division of Lanao del Norte

Leading an organization or a group is a kind comprehensive task that requires a thorough classification and organization of ideas and action plans. The same as well in the classroom setting, in order to hold a certain group in a way that daily goals are attainable, a teacher must be effective and efficient in leading and handling his class. It is also important for him to define the strategies contributing to his effectivity and efficiency, such as the kind of leadership that he will be engraving in his group. Ps y c h o l o g i s t Ku r t Lewin argued that there are three major leadership styles. These are the following: First is the Autocratic form of leadership. In this leadership style, decisions are made by the leader without consulting the group, even if it said that the contribution of the members would be useful. This is appropriate when decision is necessary to

be quick. Example of this is when a teacher elects group leaders for classroom cleaners. There is no need for the class to conduct votations for group leaders since the assigning is already done by the teacher. Democracy or Democratic leadership is another leadership style in Lewin’s framework. In here, leaders do the final decisions but team members are included in the decision-making process. This often encourage interest and creativity for team members are possible to attain high job satisfaction and high productivity. In the classroom, for an instance, the teacher wants to create poster for “Buwan ng Wika” theme and she encouraged the students to give ideas how and what way it will be drawn, what are the symbols, how it will be presented and the like. In the end, the teacher will decide what are best ways among the ideas given. The last leadership style in Lewin’s framework is the Laissez Faire. The name is a French word that means “leave alone”. In Laissez Faire, the team

leader gives his members the freedom in working. Just for example in a call center agency. The employer will just give her agents the resources and even pieces of advice but in handling the clients, he will leave it all on the agent. This style will leave a high job satisfaction to the person but will also be damaging if the person can not manage his time well. Laissez Faire in classroom occur also at times. For example is when the teacher presents her lesson to the students and during examination period, he will just let the students study on their own and answer the question on their own without spoonfeeding the answers. Another example is during a groupwork in Science, the teacher will just let the students experiment on their own and it is up to them if they will be successful in the experiment or not. The style of management is very important. The effectivity of the leader highly depends on how he managed the group by way of what leadership style he is applying.

EMB 10 conducts Environmental Quiz Show Bayabas National High School emerged as first place in the Environmental Quiz Show spearheaded by the Environmental Management Bureau (EMB), DENR 10 on June 30 at SM City Cagayan de Oro. T he stu d e nt s f rom Bayabas National High School represented by Jhon Harvey Babia and Mary Joy Lerasan bested 20 secondary schools in the city. Their coach was Jenifer Jude Ragandang. Second place went to Corpus Christi School – Pueblo campus with Laurence Martinez and Kris Valerie Natividad and third place went to Gusa Regional Science High School with Keith Lorenz Ponce and Maricar Lagrada. The coach from Corpus Christi School – Pueblo campus was Angelo Mark Walag while the coach of Gusa Regional Science High School was Judith Marcaida. Regional Director Sabdullah C. Abubacar disclosed that the activity was aimed to inculcate in the youth the value of taking care of our environment. The Environmental Quiz Show is a yearly activity of the EMB 10 for secondary students in Cagayan de Oro City and nearby provinces.

sessions are in DA-Caraga’s current program. Participants were taught how to cook various recipes derived from cassava such as pudding, cheese, hagikhik (suman), toron and pitchi-pitchi. Regional Corn Program Coordinator Abel Wagas stressed that food processing is an opportunity for the farmer’s wife and women, in general, to help augment family income. He urged the participants to strengthen their respective groups or associations by engaging in cassava food processing where ready market is just around their locality such

as restaurants, canteens and others. A participant commented that she did not expect that cassava could be processed into “more mouth-watering” menus and promised to add cassava recipes during gatherings and special occasions. Cassava is a healthy food alternative. Its roots have high dietary fiber, rich source of carbohydrates, magnesium, sodium, riboflavin, thiamin, nicotinic acid, and citrate. Cassava is traditionally utilized as food source in broiled, steamed or boiled form.

It is a fact that when kids enter puberty, they often become a lot more interested in spending money than saving it. Encourage them to save money instead of spending it so quickly. Mindanao being eyed as coffee hub in PHL

T

he Philippine Coffee Board Inc. (PCBI) eyes Mindanao to be the coffee hub of the country, PCBI officials said in an interview Tuesday. PCBI co-chair Pacita U. Juan said this shift to Mindanao as the coffee hub for the country is pushed by increasing land value in Luzon particularly in areas of Cavite and Batangas provinces. “When land value is increasing, the crops should go to place where the land value is cheaper,” Juan said citing the southern Philippines offers lowest value of land. Aside from the land value, farms in Cavite are now more utilized for other agricultural products like fruits; thus harvest of coffee beans in the said area is declining. “B enguet is already getting too much attention. We are now shifting it to the south,” she added. PCBI chair Nicholas A. Matti, likewise, noted that the potential of the coffee farms in Mindanao are not yet maximized, producing only 17,000 tons of coffee. He said that making Mindanao as the coffee hub will help around 40,000 farmers who are mostly indigenous people. Mountains in Mindanao, where coffee farms are situated, also have more accessibility through different provinces; making coffee farming more inclusive. In order to fur ther develop the coffee industry in Mindanao, more roasting facilities should be provided in these areas. According to Matti,

as there is 3.0 to 5.0 percent annual growth in demand of robusta coffee while roasted and ground coffee demand has an annual growth of 10 to 15 percent.

TA G U M C I T Y— T h e Bureau of Fire and Protection (BFP) and City Disaster Risk Reduction and Management Office (CDRRMO) joined the whole country in conducting a simultaneous fire and earthquake drill as part of National Disaster Consciousness Month in consonance of its disaster preparedness program. St u d e nt s f ro m St . Mary's College both Elementary and Secondary Department were able to participate in the surprise Earthquake and Fire drill done in their school last July 2, 2014. Employees of the Department of Public Works and Highways (DPWH) based in Tagum City also

participated in the event. This drill highlighted the importance of disaster risk reduction mechanisms and management in the city, including their safe rescue capability, expertise and training such as safety drills. City Administrator and CDRRMO head Mr. Giovanni Rellon said this simultaneous Fire and Earthquake drill is done to make Tagumenyos aware of the things they should do during disasters such as fire and earthquake that calls for immediate action. AVAO DEL NORTE - Governor Rodolfo del Rosario declared Island Garden City of Samal (IGACOS) as the best location for an international airport.

Gov. Del Rosario said in an interview that IGACOS, specifically the Babak District, posed the highest potential as an alternative location for the expansion of the Davao International Airport. Del Rosario said that Babak District still has vast land that could accommodate at least 1,000 hectares, a requirement for an international airport. He also cited that the Babak District is just facing the Davao International Airport and with the Samal bridge that he will also push, it would

be advantageous to place the airport in the area. Del Rosario said that since he recently assumed as the chairman of the Regional Development Council, the construction of an airport shall be one of his priorities projects to be revived. He recalled that there was already a proposal passed years ago for the establishment of a new international airport. “As the chairman of the RDC, the council will be assessing all the proposals passed in the last two decades that have not been implemented and will

push through with the projects that are needed to develop Davao region,” Del Rosario said. However, Del Rosario said that if Samal City is not yet prepared, the province also has another location that has been placed during his administration in a private company. “TADECO already has a strip that was used to land the plane of Imelda

Marcos during their regime,” he said. Del Rosario said that it has a kilometer runway and considered in the map of the Civil Aviation Administration of the Philippines as an alternative runway. These are new varieties of oyster mushroom in Philippines. Dae-pung is sold at P39/200g. and Sambok is at P33/200g. About 15kg of mushrooms are harvested in a day which is very advantageous to mushroom growers. In line with this project, local growing houses in selected Barangays in Claveria were already built. The construction of growing houses in Barangays Lanise and Luna was funded by the team. The national artist award is given to a person who has proved himself or herself in the field of the arts thus making that artist worthy to be elevated to that status. The merit of the award is on the accomplishments of the artist in his or her chosen art which is movie acting in the case of Aunor. Aquino even went to the extent by claiming he recognizes Aunor’s contributions to the arts and he does not question them. But he could not confer the award on Aunor because of moral issues. This argument by Aquino is stretching the imagination too far, to say the least. If Aunor is being nominated to become a saint, then morals had to play an important role. But for Christ’s sake, Aunor is just nominated to become a national artist based on her accomplishments in that field which Aquino himself says he has no doubts about them. So why deprive her of the award she has already earned for herself? Can a board or bar topnotcher be stripped of his or her being such because he had at one time or another entangled himself or herself in a criminal case? I don’t think licensure examinations are based on morals but ability and capability to answer the questions during such licensure examination. Besides, one is not allowed to take any licensure examination if he or she has a pending case. In the case of Aunor, based on Aquino’s assertion, she had a conviction which she had already served. I don’t think the bodies who nominated Aunor to be conferred the national artist award did not consider her alleged conviction before they included her among the nominees. They must have and just did not find any reason why Aunor should be barred from being conferred such award that she rightly deserves. It is only Aquino who found it hard to confer the national artist award on Aunor because of her alleged conviction. When Aquino opened his mouth to explain his position on the Aunor controversy that he alone created for himself, he was expected to be factual and truthful. Sadly, in this regard Aquino did not appear factual and truthful and this is unforgivable. Given the resources of the government that are at his beck and call, it would have been very easy for him to have his facts checked if indeed it was fact that Aunor was convicted with any crime related to illegal drugs. The Philippine embassy in the US or the consular office in Los Angeles, California would have readily assisted him in this regard. Inexplicably, however, it now appears that Aquino

in asserting Aunor had a conviction in the US simply relied on loose talk or tsismis. Aunor’s lawyer in that case has come out in open with guns blazing saying her client was never convicted of any crime in the US. She thus explained the procedure Aunor underwent in relation to her arrest at the LA airport because of a drug paraphernalia found in her luggage. While the arrest was not denied, the lady lawyer of Aunor flatly denied there was a conviction that followed. I personally don’t know the legal rigmarole Aunor underwent in relation to her arrest. But I am taking her lawyer’s word on the matter as gospel truth for I find no reason why she had to risk her credibility issuing a lie. But in the case of Aquino, I can’t find any justification for his error when he said Aunor had a conviction without any testimonial or documentary evidence to support his claim.
