She said the new administration must safeguard the proper use of government funds for capacity building programs as stated in RA 9003.

The group also called for the stoppage of activities that violate the RA 8749, or the Clean Air Act, and RA 9003, Mendoza added. DAVAO City -- The bill which proposes the creation of the Department of the ICT (DICT) is now with the President. This according to Roy Espiritu, communications officer of the Information Communications Technology Office (ICTO) and attached agency under the Department of Science and Technology (DOST). He said the bill was transmitted to President Benigno Aquino III a day after the May 9 elections. The bill could either be signed by the President which will become a law or veto it. If no action would be taken it would lapse into law on June 9. She said senior citizens aged 60 and 65 and above can avail of the vaccination in their respective health centers. “Pneumococcal disease is a leading cause of serious illness throughout

the world due to a bacteria called pneumococcus. This bacteria include pneumonia, meningitis, middle ear and sinus infections, and sepsis which is an infection of the bloodstream. Age relatedimpairment of the immune system aggravated by decrease of physical activity and poor nutrition increases the risk of this type of infection,” she said. above will be given one single dose. For many years people from El Salvador had lived and worked as farmers in Honduras. Then suddenly things changed and the two countries became enemies. First, the Hondurans attacked the Salvadoran farmers living in Honduras. The thousands of farmers ran home to El Salvador and told about the attacks against them. Next, both countries broke off diplomatic relations, and in a month the fighting started. Five days later, over 2,000 people had been killed. The battles continued with airplane attacks, as well as the news media from both countries broadcasting hateful messages over radio and TV. Finally, there was a cease-fire and they stopped fighting.for a short time. Then, the fighting started again and lasted for many more years. See hurst, page A11

This notion was bolstered by witnesses in the Maguindanao “election cheating.” The testimonies of the witnesses in Maguindanao also alleged that the “voteshaving” was focused on Robredo alone through the machination of the local mayoral candidates who were certainly part of the fraud. based on the allegation, the LP has junked Roxas in the May 9 presidential polls. The LP believes that Roxas was a loser right from the start. The “Plan B” was to let Robredo win at all cost. Besides, the LP thinks that people would believe that a win by Robredo is credible. There is this idea that the LP could still retain the political influence in Congress with Robredo as the Vice President. Well, people are thinking deeper than what the ordinary individual does. What is the long plan? Undoubtedly, at 71, President elect Rodrigo Duterte might only have a few years in office. If and when, Robredo could inherit the presidency in “silver platter.” This opinion is not far. After all, the country’s history about the Presidency is replete of stranger than fiction stories. In 1944, Sergio Osmena succeeded the Commonwealth after the death of Manuel Quezon. Vice President Elpidio Quirino became President in 1948 when the elected President Manuel Roxas died while still in office. Vice President Carlos P. We are in conflict with ourselves many times during life. Our future gives cause for concern; the past hold up captured, therefore we miss the future. The grief and sorrow asked the hope, “How are you?” The hope answered, “ I am a little bit low and sad today!” The sorrow replied sarcastic, “I hope so!” Nobody want really to know what might happen after reaching the retirement age. Sure, if we can observe our neighbors and all other people in our surroundings, we really don’t like to know it. If we treat ourselves with care, our real age will not be shown. I don’t make any secret about celebrating my 63th birthday sometime this

year. I enjoy. I am proud to reach this age with God’s help. It seems that the respectable treatment of our beloved seniors around us are disappearing into the past and are forgotten by the younger generation. Praising the elderly nowadays means to attest them impudent and imperishable youthfullness. I am sure, with His help many seniors are still strong, still indefatigable, still a phenomenon, still intellectual and still spiritual on top! Let’s not forget our respect, when sometimes just being artificial or affected stammering, that “our old lady” or “our old gentleman” hasn’t become senile yet.

Members of the local media in Cagayan de Oro City, in this point in time, are preparing for the big celebration of the annual press freedom week. This is the moment when everyone ponders how far modern civilization has gone up from its beginning when silence and ignorance ruled the days. More than a century had passed from those moment when the country was under the regimes of foreign powers and Filipinos just listened and could not even make a sound to express their feelings. It was horribly a dark moment when freedom for everything was unknown more particularly our right to say a word.

DAR commences re-validation of beneficiaries of NGEI-NGPI lands By JOIE CEBALLOS

SAN FRANCISCO, Agusan del Sur – The Department of Agrarian Reform (DAR) has started the revalidation process of beneficiaries of NGEI-NGPI lands in Rosario and San Francisco towns here. The re-documentation process is aimed at segregating the 7,927 hectares of land turned over by the National Development Company (NDC) which was covered by the government’s Comprehensive Agrarian Reform Program (CARP) and distributed in 1988. The land was under lease by the National Guthrie Plantations Incorporated

with ages of fatalities ranging from two months to 50 years old. Dr. Ivy Iturralde, epidemiology and surveillance unit head, disclosed that 16 of the 19 victims were under five years old. Iturralde said 100 or 72 percent of the cases interviewed used water refilling stations as major source of drinking water while

21 percent or 29 use water serviced by the Zamboanga City Water District (ZCWD). She said only 40, or 29 percent of the cases interviewed boiled water before drinking. Aside from intensified advocacy, Iturralde said sanitary inspectors regularly conduct water testing in refilling stations and all concerned establishments in this city.(PNA)

CAGAYAN de Oro -- Investigators are into a deep probe on the the big fire Friday evening in San Isidro Labrador Lapasan that razed some 200 homes. Senior Superintendent Domingo Tambalo, regional director of the Bureau of Fire Protection, said in a radio interview on Saturday that they are particularly looking into reports that a child was playing with a candle while a large part of the city was groping in darkness due to power outage.

Concerned residents however were surprised as why the fire broke out almost simultaneously when the lights came back. Fire investigators placed the damage at P5 million although there were no reports of injuries and casualties. The City Social Welfare and Development Office has extended support to the fire victims. It’s been one long, unending learning experience so far for the 10 delegates of 1st Cagayan de Oro-Norfolk Adult Exchange Program as they picked up ideas from their counterparts from their sister city of Norfolk, Virginia. “We learn a lot of new things every day we can bring home and adapt for the improvement of our schools,” said Ma. Dulce T. Potenciano, executive director of the Cagayan de Oro Local School Board. “I hope we have also given our counterparts in Norfolk some food for thought about how we do things back home that might also prove useful for them.” S che du l e d for May 14-28, the two weeklong program aims to create and sustain a relationship between the City of Norfolk, Virginia and its sister city Cagayan de Oro to develop mutually beneficial opportunities and programs including the arts, education and commerce. The initial program is focusing on adult cultural and education exchanges and promote Sister Cities international to other Filipino cities to encourage inter-province participation. The Cagayan de Oro Sister City Committee of the Norfolk Sister City Association (NSCA) headed by Chair Cheryl Penat McGarrigle organized the Adult Exchange Program in coordination with NSCA Executive Director Jennifer Priest and the Cagayan de Oro delegation headed by Eileen E. San Juan, local economic investment promotion officer. To officially kick off the program on May 16, the delegation met with the Norfolk Public Schools (NPS) Board headed by Melinda J. Boone, Ed. D., superintendent of schools. The group was briefed at the board’s administration office at 800 E. City Hall Avenue by Dr. Kipp Rogers, chief academic officer, together with a panel of school officials including Dr. Dr. Michael Cataldo, executive director for curriculum and instruc-

tion; Dr Sharon Byrdsong, chief of staff; Dr. Michael Thorton, chief operations officer and Ms. Karen Tanner, acting senior director of communications and public relations. Later, they group had a discussion on K-12 Literacy and Numeracy with Gwen Collins, Sr. English coordinator and Bart Irwin, sr. Math Coordinator. In the afternoon of the same day, the delegates toured the NPS Child Nutrition Services warehouse which provides lunch for underprivileged children in Norfolk’s public schools and the NPS Department of Transportation which is charged with transporting public school students to and from schools through its fleet of school buses. Lisa Winter, operations manager, NPS Child Nutrition Services warehouse and Raymond Whitehead, Jr., department supervisor, toured the group around the facility which ensures that the underprivileged students have a nutritious and tasty lunch every school day. Robert P. Clinebell, director of the NPS Dept. of Transportation at 5555 Raby Road said the department’s 238 bus drivers ensure that some 12,250 students have a ride to and from school to their respective homes daily. Each of the buses travel an average of 12,112 miles each school year. The NSCA aims to foster international understanding, friendship, and cooperation by promoting people-to-people exchanges and continuing relationships between Norfolk, Virginia and its international cities. Cagayan de Oro became the seventh sister city of in June 18, 2008 when then Mayor Constantino J. Jaraula officially signed the sister city agreement with Nofolk City Mayor Paul Fraim at the General Douglas MacArthur Square. Norfolk’s other sister cities include Kitakyushu, Japan; Wilhelmshaven, Germany ; Norfolk County, England; Toulon, France; Kaliningrad, Russia; Halifax, Nova Scotia, Canada; Kochi, India and Tema, Ghana.

Caltex’s multi-awarded Fuel Your School (FYS) program is now in Davao! Caltex FYS cycle 2 is driven by the overwhelming response brought in by 6.7 million digital impressions received when this global program was launched in the Philippines last year, with Metro Manila’s most disadvantaged senior-ready public high schools as the pioneer beneficiaries. For 2016, Caltex FYS will fund Science, Technology, Engineering and Mathematics (STEM) classroom projects for Davao City’s highest need public schools that will be accepting their first Grades 11 students this school year, in compliance with the Department of Education’s

K-12 program. From June 1 to 30, Caltex will donate one peso (P1) for every liter of fuel purchase in the 22 Caltex stations in Davao City. Chevron Philippines Inc. They must ensure care to certain child profiled such as a child in conflict, disabled and mentally challenged and provide them satisfactory and lasting solutions. As we know, children are vulnerable individuals. They are more exposed to problems of

mistreatment, exploitation, discrimination and violence. With the outmost support and care of the teachers, these can be prevented in the school. Children have the right to be protected from being hurt and mistreated physically or mentally. The school should ensure that children under its care are properly protected from violence, abuse and negligence. Our children have individual differences. A good teacher should understand their student’s different characteristics and be compassionate. The K to 12 Curriculum: Perspectives and Performance By Maritel L. Agbayani,PhD Secondary School Principal I Guinuyoran National High School Valencia City Bukidnon

On May 15, 2013, President Benigno C. Aquino III signed into law the Enhanced Basic Education Act of 2013, also known as the K to 12 Basic Education Program. Under the new curriculum, every school child will experience kindergarten at the age of 5 years old, starts Grade 1 at the age of 6 years old, undergo Grade 7 in the Junior High School at the age of 12 years old, and Grade 11 at the age of 16 years old in the Senior High School. Expectedly, the student completes the 12- year cycle at the age of 18 years old. As such, he/she may opt to proceed to college or find work. Such transformation in the Philippine educational system gained diverse reactions from all sectors of the society specifically the students, parents, and teachers. “Onsa?, 12 years nga pageskwela sa elementary ug high school?, Dugang sa gasto!” a parent exclaims. This is probably the most common words ever heard among parents. As not all have stable and fixed incomes, sending children to school for two more years is an additional burden to the family. However, the government assures every public and private Junior High School completer with a financial support through the Voucher Program. Junior High School completers from the public schools are automatically covered by the voucher program. Otherwise, the Enhanced Basic Education Act of 2013 (R.A. No. 10533 ) reiterates that all Junior High School completers from public and private schools receive an expansion of benefits

and assistance (DepEd order 11, s. 2015, Policy Guidelines on the Implementation of the SHS Voucher Program under the Government Assistance to Students and Teachers in Private Education (GASTPE, R.A. No. 8545). As explained in detail, the voucher program for private SHS is dependent upon the location of the non-DepED SHS provider. Those located in the National Capital Region shall have a “full” voucher value of Php 22,500.00; private SHS providers in NonNCR Highly Urbanized cities shall have a full voucher value of Php 20,000; and private SHS providers in Non-HUCs outside NCR shall have a full voucher value of Php 17,500.00 (DepEd Order No. 46, s. 2015). Additionally, the Department of Education issued DepED Order No. 1, s. 2016 which stressed further clarifications on the SHS voucher program and partnerships with public and private SHS providers. With such comprehensive financial support scheme from the government, apprehensions of parents and students of not being able to acquire quality basic education had been reduced. Senior High School is free! Why worry? “Kalain uy, kadugay namo maka college!”, “Sumo ang school!”, a surprised student reacts. As the program had not been fully understood, such lamentations among students had been circulating across borders. With a series of career guidance activities, parent consultations, advocacies through TV, print, and social media, students were given a wide variety of information of the significance of the

K to 12 program. Thus, despite numerous and varied feedbacks, the program pushed through producing the first Junior High School completers last April 2016. The K to 12 basic education curriculum promises to enhance the future of Philippine education. Its primary objective is to have a decongested 12-year program to provide opportunities for the students to master skills and absorb basic competencies. In the Senior High School, which will commence on June 13, 2016, Grade 11 students are given enough choices to develop their skills via the four tracks such as Academic, Technical-Vocational, Sports, and Arts and Designs. Under the Academic track, they may opt for General Academic, Accountancy, Business, and Management (ABM), Humanities and Social Sciences (HUMSS), and Science, Technology, Engineering and Mathematics (STEM). The Tech-Voc track provides them with greater prospective via Information and Communication Technology (ICT), Home Economics, Agri-Fishery Arts, and Industrial Arts. With such curricular reform, every student is certain of a niche in world of work, business, and college. In Senior High School, every learner is equipped to compete in the global world. “No classrooms, No facilities, No teachers!”, “What an unplanned move to change the curriculum!”, a teacher’s standpoint. Surprised maybe or without much reflections, teachers display pessimistic attitudes towards change. Fortunately, numerous buildings intended for SHS had been built throughout the country. School heads were required to attend a training-workshop on budgeting as every school was allocated with Php 1,007,000.00

for equipment. Local government and non-government organizations had also expressed commitment and support for the K to 12 program by slicing a budget from their revenues. As far as hiring of teachers is concerned, on May 2, 2016, the Department of Education posted DepED Order No. 27, s. 2016 which pertains on the qualification standards for SHS teaching positions based on the Resolution No. 1600358 dated April 5, 2016. Not to mention how many teachers is needed nationwide, DepEd Region X alone, posted on its website last May 5, 2016 a series of regional memoranda announcing the vacant teaching positions for Senior High School in its 14 divisions. Regional advisories had been posted for the mass trainings of SHS teachers for the four tracks, general Acadmeic, Tech-Voc, Sports, and Arts and Design. Isn’t this amazing? These are just a few highlights of the great performance done by the government for such gigantic curricular transformation. This information is enough and there is no need to mention more to convince others to shift from their deviant perspectives to the optimistic side about the K to 12 curriculum. Often, it is asked, “Is DepED ready for Senior High School?” Of course, it is ready! How can it be not ready when it is the chief initiator of change? Absolutely, pessimism about K to 12 is not within its system. Trabaho, Negosyo, Kolehiyo for every learner are realities and not just a dream. The future of Philippine education is shining brightly. “Hayahay Sa Senior High!” Tayo Na Para Sa Edukasyon!

Gov. Emano takes oath today Misamis Oriental reelected Gov, Bambi Emano takes his oath of office during the regular flag raising ceremonies before a Barangay Chairman, a tribal “datu” as the principal witness and a priest holding the bible and witnessed by department heads and employees in attendance, Monday. The simple rites mark the character by which the second term of the Governor wants to be identified with. Barangay Chairman Rogelyn Cabanos Virtudazo, of barangay Sangalan, Gingoog City administered the oath office, while Fr. Juliano Retiquiz, SSJV will hold the bible on which lay the left hand of the Governor. Tribal Chieftain Eladio “Yukmo” Lutao will serve as the principal witness. Governor Emano explains he chose Baragay Chairman Virtudazo due to the solid support she gave to the programs of the Governor and her strong advocacy

on women, children and indigenous communities. “These three represent the simplicity on which this governance shall be identified with; no frails but just sincere desire to give the best service given our limited resources,” Gov. Emano told a few trusted friends of his oath taking. The oath taking was a break-in-tradition of officials taking office usually before the first day of June. However, legal opinions sought by this paper said there is no legal impediment for the Governor to take his oath earlier than usual as he is to assume the same office he held. Governor Emano also explained that his decision to take his oath in such a simple setting is to avoid any chances for his supporters to use the occasion as an excuse to splurge. “From now on there is no excuse for anyone in this government to be lavish and extravagant in their way of

conducting business. Let us be lavish and extravagant instead in extending our services to the shoeless and shirtless who come to our offices,” Gov. Emano told a few confidante a day before his oath taking. The Governor who was re-elected with the biggest percentage margin in the history of an election in the province ran on his record of providing basic services to the lowest stratum of the society amidst severe criticism from his political foes. His decision to forego with elaborate festivities surprised even his priestfriend Fr. Retiquiz. “I laughed it off at first. I thought he was joking,” Fr. Retiquiz said. But Barangay Chairman Virtudazo said she was not surprised. “Medyo nakurat ko kay taga baryo ra gud ko. Pero wala ko matingala sa iyang desisyon kay duna gani mga panahon nga mokalit lang
