n Over 5,000 cooperative members gather today in Cagayan de Oro to witness the 1MIECOOP formally offering to Malacanang its bid to operate, manage and rehabilitate Agus-Pulangi hydro power plants CAGAYAN de Oro City-The country’s cooperative sector is emerging out of the footnotes of Philippine economic development as it formally offers to Malacanang its bid to acquire, operate and manage the Agus-Pulangi Hydro Electric Power Plant. In yet another show of force, more than 5,000 cooperative members from all over the country will converge at the Atrium of the Lim Ket Kai Center today to formally offer to Malacanang their bid to operate and manage the Agus-Pulangi Hydro Electric Power Plants (HEPP) which has the capacity of supplying half of Mindanao’s power needs. 1Mindanao Energy Cooperative (1MIECOOP) federation chairman Glicerio Tan said that the cooperatives’ bid to “acquire, operate and manage the privatization-bound Agus Pulangi hydropower complex is not as a capitalist representing a financial interest, but as consumer-owners who continue to should all the cost electricity.” He said the alternative being offered by 1MIECOOP is a better alternative to giving the Agus-Pulangi HEPP to private corporations who are blamed for exorbitant power rates in the country. If realized, the acquisition of the Agus-Pulangi will be in accordance with cooperatives’ mandate of promoting the equitable distribution of wealth, primarily to the electricity consumers of Mindanao and serve as a socioeconomic model that would spur inclusive growth and development in Mindanao and will give real life to the meaning of transformative cooperative development. Cooperative Development Authority Chairman Orlando R. Ravanera, Cagayanon who was appointed to head CDA for the next six years last March has crafted a roadmap for cooperatives to fulfil the social contract of President Aquino with the Filipino people (as manifested by E.O. 43, series of 2011). The President’s social contract focuses on government to

address (1) Transparent, accountable, and participatory governance; (2) Poverty reduction and empowerment of the poor and the vulnerable; (3). Rapid, inclusive, and sustained economic growth; (4) Just and lasting peace and the rule of law; 5. Integrity of the environment & climate change adaptation and mitigation. Ravanera also said that the 1MIECOOP’s bid to acquire, operate, manage the Agus-Pulangi is a manifestation of the development path of the country’s cooperative movement. President Benigno Simeon Aquino III expressed his appreciation to the cooperatives' efforts saying he is grateful for the cooperatives “solidarity in his agenda of change.” He referred the bid of the cooperatives to the Department of Energy. His p ar t y mate and former energy secretary Jericho Petilla along with Dept. of Energy Officer-inCharge Zenaida Monsada are attending today's event to accept the bid of the 1MIECOOP.. Ravanera, along with Petilla and Monsada will ceremonially turnover to the 1MIECOOP’s certificate of registration as a cooperative federation from the CDA. 1MIECOOP will raise the needed capital to operate and manage the AgusPulangi HEPP. To address the capital requirements to acquire the operations and management agreement of the Agus Pulangi, the 1MIECOOP will raise capital by collecting P100 a month for one year from cooperative members of cooperatives who have joined the 1MIECOOP – a cooperative federation. With around 3 million members, 1MIECOOP projects to raise P3.6 billion in one year. 1MIECOOP can even raise the stake higher with billionaire cooperative throughout the country shelling out bigger capital contribution. While acknowledging the opposition to the privatization of the Agus Pulangi hydro facilities as provided by the Energy and Power Industry Reform Act (Epira), Pete Ilagan, president of

the National Association of Electricity Consumers for Reform (Nasecore) said the cooperative option is a better option. “Lamentably though, privatization has also unrea-

sonably increased the cost of basic services beyond consumer affordability, allowing the accumulation of enormous private profits,” Ilagan admits. “But there is a better way

to privatization: cooperativization. Yes, the cooperative way, meaning, cooperatives bidding for government assets and undertaking public infrastructure projects,” Ilagan argues.

It’s significance Another feather is added on the cap of the Aquino administration with the elevation of the country’s credit rating to BBB+ by the Japan Credit Rating Agency Ltd. Why this is considered a feather on the cap of the Aquino administration? This is an affirmation by a major international debt watcher of the stability of the country’s economy. To the international creditors, the Philippine economy is sound and stable hence this upgrade in our credit standing. A country’s credit standing serves as that country’s barometer whether it can have access to credit lines of international creditors for its programs and projects or for local entrepreneurs needing funds for their businesses needing sovereign guaranty. With a high credit rating, the Philippines can now negotiate for loans with lower interests for both public and private use. This is not the first time the Philippines got an upgrade since Aquino assumed office in 2010. This recent upgrade, which is the highest so far granted

to our country, only proves that under Aquino’s watch creditors take us as capable of paying our obligations because the economy is robust. Of course, many, especially those who belong to the opposite side of the political fence, will not readily accept or agree to this. For sure, they will say this will just encourage the Aquino administration to plunge the country into deeper debt. And besides, this credit upgrade will not directly benefit the suffering mass of our people. There is truth to the fear and the accusation. What can’t be denied, however, in light of this newest credit upgrade is the fact that this is proof at how the economy has stabilized in the last five years of the Aquino administration. Local entrepreneurs can now seek foreign loans with sovereign guaranty to expand their businesses or fund public-private partnership projects of the government at lower interest rates compared before. This is the benefit that we can derive out of this upgrade. With their access now

for foreign loans, local business entrepreneurs can now expand their operations the result of which is a healthier economy and jobs for the jobless. The simple arithmetic to explain this newest feather on the Aquino administration’s cap is that Aquino is successful in husbanding the country’s economy to reach a level never reached in the past especially during the last administration of Gloria Macapagal Arroyo. But victories like this should be harnessed so that its benefits would trickle down to everyone not just big business. To achieve this, the benefits of any economic victory such as

this, should be equitably distributed. An economic regime where only 41 to 50 families enjoy the country’s economic growth tells a lot about the iniquity of that regime. I think it is high time now that the government truly work for the leveling off of the playing field. Wealth accumulation by just a few, in our case, by about 50 families only, should be tempered. When there are only about 50 families controlling 80 percent of the wealth of the nation, that situation speaks volumes about the lopsidedness of the economic structure of the country. Wealth accumulation to a point where one no longer has any barn where he could store his wealth, to borrow the biblical parable of the rich fool, is a form of evil that should be condemned. The enjoyment by 50 families of 80 percent of the nation’s wealth tells us nothing but that the remaining 20 percent of the nation’s wealth is being enjoyed by 99 percent of the country’s population. be as fortunate. Allow me to share with you some tips on managing difficult bosses, lessons I’ve learned the hard way. First, it’s really important to choose how you will respond to the situation you are facing. Never let someone else’s awful, unprofessional behavior push you into behaving the same way. Don’t feel entitled to behave badly just because you have an awful boss. It is likely to backfire on you and aggravate the situation. Don’t be passive aggressive either, it just creates friction and develops a wellspring of negativity between the two of you. Second, identify your boss’ motivation. The more

you understand why he does what he does, the better you will be in delivering what he wants the way he wants it. It’s important to see things from their vantage point—what drives him, what does he care about? What worries him and stresses him? How does he measure success and failure? Identify his triggers and go with the grain. He might be anally punctual so be prepared to be in the office ahead of him. It’s important to speak his language—to frame what you have to say in a way he will hear and understand. Listen to how he says things, the terms he usually employs and the context in which he uses them. Third, enable your boss to succeed. If he is incompetent, doing your job well will not completely mask his incompetence, it will only put you in his good graces and help build your reputation. For example, if your boss does not manage time during meetings well, do time checks to bring his awareness to it. Fourth, document everything whether they be

directions or criticisms. Get things in writing and create a paper trail of everything he asks and the results that you deliver. If he gives verbal instructions, follow through with an email to check if you got everything and don’t forget to send an accomplishment report with a read receipt as further proof that he got your email. Fifth, pave the way for an open discussion of the situation. Be careful though because this is something that can backfire on you if you have a mean, vengeful boss. When you do decide it is in your best interests to do so, use “I-statements that are devoid of negative emotional content ‘I need your feedback about the project I’m handling and I need your support specifically with additional manpower.” Lastly, keep your options open. When work is keeping you up all night and stressing you out immeasurably, it’s time to seek better options elsewhere. Don’t get caught flat on your back without a safety net. As our lifestyles change, so does our level of health. Those of us who participate in regular physical activity do so partly to improve the current and future level of our health. We strive toward an optimal state of well-being. As our lifestyle improves, our health also improves and we experience less disease and sickness. This is the reason why DepEDBukidnon conducts Physical fitness and Wellness Program Season II to all school administrators and division personnel. This healthy activity aims to sustain the social health,

mental health, emotional health and spiritual health of the participants. Wellness is the search for enhanced quality of life, personal growth, and potential through positive lifestyle behaviors and attitudes. If we take responsibility for our own health and well-being, we can improve our health on a daily basis. Each day we work toward maximizing our level of health and wellness to live long, full, and healthy lives. The pursuit of health, personal growth, and improved quality of life relies on living a balanced life. To achieve balance, we need to care for our mind, body, and spirit. As DepED officials and school administrators, we have a responsibility to guide and motivate others ( teachers and students ) to improve their level of health and wellness.

K to 12 Basic Education program is made to fixate the problems on education and to fundamentally reform the basic education curriculum. In 2016, K to 12 is set to have its full implementation in schools nationwide. Senior High School is part of this 12-year education cycle. The curriculum for Grade 11 along with Grade 4 was supposed to come out in 2016 while those for Grade 12 and Grade 5 were due in 2017. So, the original plan for Grade 11, the first stage of Senior High School, nationwide is to commence by June 2016. However, under K to 12 flagship, President B enigno Aquino III decided to implement the senior high school (Grade 11 to 12) a year earlier than scheduled as he wish to see the K to 12 reform through during his term. Therefore, half of the Grade 11 students already started June 2015. Ensuring an effective implementation, a lot of preparations have been made. Recently, divisions in entire Mindanao Island had a Mindanao Education Summit to discuss and gather support for the K to 12 national and f u l l i mpl e m e nt at i on , coming from LGU and their partners. It also made agreement with their stakeholders regarding several more places that should be reached out and assisted in the implementation.

In the initial phases as wel l, gover nment , through Department of Education, selected some schools in the Philippines to do pilot implementation to test the program on 2012-2013, way ahead of the mandator y implementation in 2016 as mandated by Republic Act 10533 or the Enhanced Basic Education Act of 2013. One of the pilot schools, Higher School ng UMak (University of Makati) has produced the first and the largest batch to graduate from SHS program in the Philippines last April 2014, having more than 3,000 students graduated. The results in terms of learning among students are mostly positive. Some graduates in this school are absorbed in the companies in Makati they interned with, while some decided to earn a college degree. Philippine education system considered the Commencement Exercises in Umak as a milestone and a model to all public schools across the country which will participate in the national implementation. This milestone is an example of Filipino’s confidence in K to 12. Philippines is indeed looking ahead. Thinking about the growing population and a budding economy, the demand for quality education is high, and making education higher in quality is a good initiative.

It also aimed to increase awareness among stakeholders of what this K to 12 BEP all about. Listed below are only five of a number of benefits this new curriculum offers: 1. It will produce globally competitive graduates The K to 12 program answers the need for a 12-year education system which is at par with international standards

such as the Washington Accord and the Bologna Accord. Graduates of the K to 12 program will be perceived with increased competency and have better global opportunities. 2. Students will learn more easily The improved basic education curriculum is decongested and focused. Students will have more time learning core academic areas thus ensuring better comprehension. Also, pupils from Grade 3 and below will be thought in their mother tongue to ensure better understanding of basic concepts. 3. Students will be free to pursue their passion

The new curriculum will be learner-centered. Students will be allowed to choose elective subjects and specializations which they really want. The students will love learning more and will grow to their full potential. Whether the students want to be professionals, businessmen, artists or athletes, theirs skills and talents will be honed and nurtured. 4. There will be savings on college tuition fees Grade 11 and 12 takes the form of a two-year college education. In a public school, this is tuition-free. In effect, the number of year of college courses will decrease because of re-

dundancies. Those who will pursue college will have fewer years to pay for. Graduates will also receive training certifications, which reduces the need to study a vocational course. 5. It will reduce unemployment rate and improve the economy With the increased competence and workmanship due to TESDAlike training and collegelike education included in the new curriculum, the graduates will become highly employable, reducing the rate of unemployment in the Philippines. We seldom hear people talk about sex education as part of their curriculum in college. Today sex education has brought about debates on whether it can be part of the Philippine education system. This program adheres to the United Nations backed program to promote safe sex and limit the spread of HIV and prevent unwanted pregnancies which is one of the country’s main social concerns. But this program has its own adversary, the Catholic Church. The inclusion of sex education in the primary and secondary schools has sparked arguments and debates in the Philippine education system. Since the proposed incorporation of sex education in elementary and high school curriculum, various groups have started to voice out their opinion either agreeing or disagreeing with the said notion. Some of which had voiced certain opinions about immortality and danger in among the youth today making it possible that young minds might tend to experiment in such activities that will somehow prove some sex oriented theories. The Philippines being considered as the largest catholic nation in South East Asia is conservative in such topics more so considering adding it to the

current education system. The Catholic Church as early as 2008 has voiced its concerns regarding Sex Education and vowed to keep the government from pursuing it establishment. Conservatives primarily the Catholic Bishops Conference of the Philippines (CBCP) the major governing body of the Roman Catholic Church in the Philippines believe that such move will induce sex and propagate immoral ideas and virtues. The question is whether the Filipino youth will be able to cope up with such topic and how will they react in once it’s implemented. The youth of today, thanks to the internet has been opened in topics of such gravity. Issues of crime, corruption and also sex can be easily be accessed thru the internet. With the emergence of social networks, we cannot stop the spread of such topics and the only way is for us to be open with the youth in all its aspects. Many believe that sex education will alter our youth’s minds and fill them with disgust but the real weapon for this is us. With or without sex education in the curriculum if Philippine education, the youth will not be stopped in learning sexual ideas and activities. Let us here the voice of our youth and remember that once in our education, life sex education had been silently been taught.

This is the main reason behind Adopt-a-School Program of Department of Education. This program allows private entities to assist a public schools in terms of, but not limited to, staff and faculty development for training and further education, construction of facilities, upgrading of existing facilities, provision of books, publications and other instructional materials and modernization of instructional technologies. Education is not just

something that a child should have. It is already entwined with meanings like hope, ambition and better life. Every poor family is hoping for a better life and their only hope could be their ambition. Adopt-a-School program is very much helpful to millions of Filipino families. DepEd and private entities should keep their passion burning in helping these families. This is a big contribution to a dynamic nation-building.

TAGOLOAN, Misamis Oriental--A 45 megawatts (MW) solar power plant project will soon rise in the village of Natumulan here.

Village chief Gomer “Enan” Sabio told the Mindanao Daily News that no one has opposed the construction of the solar power plant project during a public consultation held Friday attended by Mayor Paulino Emano. Sabio said the project is a joint venture of Citicore Holdings and Solar Philippines. The project is scheduled for

commissioning in December 2015––and is expected to boost the energy supply of Mindanao. Aside from power generation, Sabio said the solar power plant can help generate thousands of jobs for the village people and Misamis Oriental in general. “This is a welcome development to us, especially our Tagoloanon residents who will benefit

the most,” said Sabio. It will be the second power plant project in Northern Mindanao after the Cagayan de Oro Electric Power and Light Company (Cepalco). Cepalco is the power provider of Cagayan de Oro City including the towns of Tagoloan and Villanueva in Misamis Oriental for the past decades.

TANGUB City, Misamis Occidental--“Tangub City is now ‘sanggab’-free and a model for collaboration with the local government unit (LGU), Bureau of Fisheries and Aquatic Resources (BFAR) and other government agencies for a bay clean-up.” This declaration came from Atty. Asis G. Perez, Agriculture Undersecretary and BFAR National Director, during a press conference that ended the 6th Full Council Meeting of the Panguil Bay Development Council (PBDC) held at the Mindanao Civic Center, in Tubod, Lanao del Norte, last July 2. During the conference, Perez commended Atty. Philip T. Tan, Mayor of Tangub and the members of the City Council, here, for successfully removing all the “sanggab” from its coastal waters. “I am, indeed, ver y proud of the work of the PBDC, after just 1.5 years of its reorganization. It came up with the agreement, last February, to clean the bay to restore its marine wealth by removing the illegal fishing structures in the coastal areas surrounding the Bay,” Perez said. “That’s why I brought with me the Regional Directors of BFAR Region 2, Cordillera Administrative Region (CAR), Region 5, Region 6, Region 8 and Region 9, so they can replicate what has been done here,” the BFAR National Director said.

Emano said that the province of Misamis Oriental adopted the MisOr CareS approach in 2013 because, at that time, the PhilHealth refused to renew the PhilHealth coverage of the provincial employees. He said that the administration for former Governor Oscar Moreno, now Mayor of Cagayan De Oro City, left about Php 200 million debts on PhilHealth premium, the amount was part of the more than Php 2 Billion debts, that the province of Misamis Oriental has inherited from Moreno. “It is the urgent demand of the poorest of the poor that the provincial government has conceptualized a health program that would be accessible to all,” Emano said. MisOr CareS provides free 3-in-1 medical service to clients. One is the

free medical and laboratory checkups, medicines, hospital confinement. The other is free coffin and transportation services and the last is the scholarship for the poor and deserving students. Emano said that the provincial government already spent around Php 300 million since the implementation of the program in July last year. He said that he has still 358 days remaining in office since elected governor in 2013. “I wish the MisOr CareS could serve a total of 400,000 provincial people when my term ends,” Emano said. He said that the 358, 970 patients already represent 80 percent of the 400,000 patients that the MisOr CareS intends to serve.

Nanay Emilia narrates that her immediate family’s future has been made brighter because they can now earn additional income even at night through her sari-sari (variety) store. Just a few months after her home has been connected to the grid through FREE, Nanay Emilia bought a small refrigerator and a television set. Her small refrigerator, which she bought in cash from her savings, sits conspicuously in a prominent corner of her once “sira-sira” store. “Sauna, sira-sira man ni siya. Karon, mag sirado lang mi kung molakaw mi… Makabaligya na mi karon og ice, iced water, ug softdrinks. Among mga silingan makapalit ug makainom na og bugnaw nga tubig o softfdrinks (This store was more often closed before. But now, we just closed it when we go somewhere… We can now sell ice, iced water, and softdrinks. Our neighbors can now buy and drink cold water or softdrinks),” she said. Nanay Emilia also ventured into battery charging for mobile phones and rechargeable flashlights. Even neighbors who have chosen in the meantime not to install electricity in their homes benefit from the electricity from Nanay Emelia’s home. “Makainom na mi karon

A brighter future The rural electrification project FREE is jointly undertaken by the Department of Energy (DOE), distribution utilities and SPI pursuant to ER 1-94 of the DOE as provided for in the EPIRA Law. It is being funded from the proceeds of the shares in the one-centavo per kilowatt hour of electricity sales generated from the operations of SPI’s power plant in Villanueva, Misamis Oriental. Government figures show that some 40 percent of sitios (small rural villages) in Mindanao are still without electricity, which serves as a major stumblingblock to Mindanao’s sustained development. Thus, SPI embraced the program in an effort to energize all depressed areas in its host communities and in so doing spur economic growth and progress in these areas. SPI has allocated more than PhP27 million for this program and has targeted 32 villages in Misamis Oriental. SPI is confident it will be able to connect to the Mindanao Grid all sitios in Villanueva before Year 2015 ends. According to Nanay Emilia, she and her husband did not hesitate when asked if they want to be connected to the Grid. “Wala gyud mi nagduha-duha sa pagpataod og kuryente.” She said that for so long they have been living in the dark and they just grasp the opportunity that came their way to now live in the light. “Panahon na pud nga makatagamtam kami sa kahayag.” “Sayon na ang among kinabuhi karon nga naa nay kuryente kumpara sauna kay karon dili na man ko magdagkot-dagkot pa sa lampara ug mangitag pusporo pangdagkot. Mas sayon na karon kay hayag na mi ilabina kung gabii (Life is easier now that we have electricity compared to the past because now I don’t have to find matches to light the kerosene lamps. It is easier now because we have lights especially at night),” she pointed out. But since “old habits die hard” as the idiomatic expression says, Nanay Emilia still leave one light bulb on at night on their small veranda. Before, she left a kerosene lamp burning all night. “Para na sa akong mga silingan. Looy man kay ngitngit baya gyud inig gabii. Ngitngit kayo kung mopalit sila ilabina kung emergency ug kinahanglan paliton ang tambal (This is for our neighbors because it is really very dark here at night. What if they have an emergency situation and they need to buy medicines,

it is very dark without a light on),” she explained. Nanay Emilia’s electric bill has increased to PhP493 a month from PhP132 a month but while she was “shocked” at this, she just shrugged her shoulders in dismissal, saying that her income from her sarisari store combined with her income from her battery charging business is more than enough to pay her electricity bill. Besides, she is happy to be able to help her neighbors enjoy an “electric” life. “Mas maayo makatabang sa uban. Bahala og maalkansi basta makatabang (It is good to help others. This year’s theme is “Towards Identifying the Economic Benefits of Clean Air: A Call to Action.” Leones said the DENR has been zeroing in on motor vehicles, which contribute about 70 to 80 percent of air pollution in Metro Manila. “The number of vehicles plying the streets of Metro Manila has truly increased, especially in this day and age where purchasing vehicles has been made easier and more affordable. But along with the convenience that it brings, we sometimes overlook the major inconvenience, which is air pollution,” Leones said. According to the DENR official, it is imperative to know not only the health benefits but also the economic benefits of having clean air. “Using cleaner fuel, for example, not only cleans the air. It is also very economic since it prolongs the life of your engine, reducing maintenance costs. Breathing cleaner air also reduces the risk of diseases like lung cancer,” Leones said. “Some of us may think of these as short-term benefits, but in the long run, having cleaner air, is not just good for our health, but also for our pockets. The time and effort we invest in cleaning the air are definitely worth it.” He said that strong public support is crucial in ensuring the success of anti-air pollution programs being implemented by various government agencies, with help from civil society organizations, the private sector, the academe, student leaders and other sectors. denr.gov.ph
