A sixty-five member delegation from various parishes here in Cagayan de Oro will join the “Papal Encounter with the Youth” slated on January 18, at the University of Santo Tomas.

Groups converge in Oro, welcome Pope Francis CAGAYAN de Oro City--An interfaith group will converge at the Press Freedom Monument at the capitol ground today (January 15, 2014) to welcome Pope Francis.

Rev. Fr. June Mark A. Yan-ez, the co-convener of the People’s Committee to Welcome the Pope, said the gathering is dubbed as “pakighiusa para sa Pagbisita sa Santo Papa niining tuig sa mga kabus.”

Aside from the interfaith group, Yan-ez is expecting people from various groups that will join today’s gathering.

At 3 p.m. today, a procession will start from the Press Freedom Monument, followed by a holy mass at Kiosko Kagawasan in downtown Divisoria at 4 p.m. and Solidarity Program at 5 in the afternoon.

The gathering tends to give the message to Pope Francis that even Cagayan de Oro is far from Manila still, we are welcoming him as his visits to the Philippines starts today, said Yan-ez.

(Cepalco) in Corrales Avenue corner Ebarle Street in Cagayan de Oro City.

Witnesses say the man was forced to jump into the highvoltage transformer apparently to escape from a group of men who are pursuing him.

Emano conveys a message of peace to Pope Francis

MISAMIS Oriental––Provincial Governor Yevgeny Vincente Emano of Misamis Oriental on Wednesday conveyed a message of peace to Pope Francis.

Pope Francis, the Vicar of Christ on Earth who led about 1.2 billion Roman Catholics around the world, is scheduled to visit the Philippines on January 15, 2015.

Emano wished that the Pope’s visit would bring in peace and stability to a nation besieged with natural calamities in the past years.

“The people of Misamis Oriental are proud of Pope

Francis visits to the Philippines, the only Christian country in Asia,” Emano said.

He said that as governor of Misamis Oriental he wished to extend the message of the people of Misamis Oriental for the Pope’s successful visit.

“Typhoon Amang, a new tropical depression, would be entering the country’s area of responsibility just as Pope Francis flies in and, we enjoined all the people of Misamis Oriental to pray together with the Pope to spare our country from destruction,” Emano said.

AVAO CITY – A labor group said that a coco company is “responsible” for the tenure of workers who have worked for them for decades, but they are now in dispute with because of their tenure, as their jobs are “necessary and desirable.”

“They should hire their workers directly,” said Joel Virador, regional coordinator of the National Federation of Labor Unions (Naflu) in Mindanao.

“Franklin Baker entered into contracting agreements with these suppliers which are expressly allowed by law,” said Lorenzo adding “Franklin Baker C ompany… has always abided with regulations for the promotion of employment and obser vance of the

rights of workers to just and human conditions of work.”

But Virador said that Franklin Baker “should not be hiding under the skirt of its contractors.”

“These workers have served the company for decades and have contributed to its growth.

The company boasted of meeting global workers, why then are its workers not hired by the company itself ?” said Virador.

He said that they want to be “paid their separation pay before we accept any new contract with the contractors.”

Peace council downplays terror threat in Normin

CAGAYAN de Oro City-Top officials of the Regional Peace and Order Council (RPOC) yesterday downplayed reports that a group of terrorist is out to sow terror in Northern Mindanao but still called on the people to be highly vigilant.

Funding charitable institutions from income taxes A new way to fund charitable institutions is being sought.

If it becomes a law, anybody can directly contribute to the funding of charitable institutions and other development oriented civil society organizations through a percentage of their personal income tax.

House Bill 5113, authored

by Reps. Cresente C. Paez and Anthony M. Bravo (Partylist, COOP NATCCO), aims to give individual tax payers the discretion to allocate five percent of their income tax to their preferred charitable institutions or other civil society organization that are eligible.

Under the measure to be known as “People Fund Act,” individual tax payers shall have the option to allocate five percent of their annual income tax to support a charitable or civil society organizations that

The charitable or civil society organizations as those charitable institutions and other non-profit and nongovernment organizations (NGOs), including foundations, civic organizations, people’s organizations (POs), community organizations, sectoral organizations, cooperatives, micro-finance institutions and social enterprises, duly registered with the Securities and Exchange Commission (SEC), the Cooperative Development Authority (CDA), Department of Labor and Employment (DOLE), Housing and Land use Regulatory Board (HLURB) or formal accrediting bodies approved for the purposes of this law.

They also engaged in agricultural development by helping farmers and fisherfolks obtain access to agricultural services or by participating in the crafting of policies on the countryside. CSOs also serve as the watchdog over government agencies that implement various public services and promote public good.

However, one of the predestined challenges of CSOs are the funding issues. To clear the doubt of bogus CSOs and to make them accountable to the public, the approval of this bill is earnestly sought.

The PhilHealth explained that the “point of care” program is also a health program of the PhilHealth.

Point of Care Program are two different health care programs of the national government.

Under the PhilHealth, a card holder or a member could only avail of a discounted medical services in private hospitals. Public hospitals offer “free medical services” to PhilHealth card holders and immediate members of the family.

On the other hand, the beneficiary under the “Point of Care Program” could avail of the free medical services upon admission to the hospital.

UTUAN CITY – Agusan del Norte First District Rep. Lawrence Lemuel Fortun has secured P2,288,875,000 infrastructure projects for his district to be implemented this year.

As gathered from the solon’s constituency office, Fortun’s priority program in 2015 is focused on flood control, bridges, urban drainage, repair and rehabilitation of overbank levees, river dikes, cut-off channels and flood gates to barangays along the Agusan River.

DepEd announces schedule of ALS A&E Test BUTUAN CITY – The Department of Education (DepEd) has set February 1, 2015, Sunday as the schedule of Alternative Learning System (ALS) Accreditation and Equivalency (A&E) Test 2014 for the six regions in Mindanao – Regions 9, 10, 11, 12, Caraga and ARMM. In Caraga region, the test will be conducted in the 13 different testing

centers.

According to Caraga ALS Focal Person Leoniza T. Lavapiez, there are 13 testing centers in the different divisions of the region.

“Each division will have one testing center except for Surigao del Sur division which will have two separate testing centers,” said Lavapiez.

Caraga region has 12 divisions namely: Butuan

City; Cabadbaran City; Agusan del Norte; Bayugan City; Agusan del Sur; Surigao City; Siargao island; Surigao del Norte; Bislig City; Tandag City; Surigao del Sur; and Dinagat Islands.

Regional Supervisors will also be deployed during the testing day to monitor the successful conduct of the A&E Test.

Mayor wants charges vs culprits in missing sugar issue

AMBOANGA CITY -- The City Government of Zamboanga is pushing for legal action against officials and personnel involved in the disappearance of more than half of the 1,170 sacks of smuggled sugar nabbed by local officials off the waters of Sangali and Bolong last Tuesday, January 6.

“Administrative and criminal cases against officials or personnel must be filed before the Ombudsman,” said City Mayor Beng Climaco in a press briefing with Bureau of Customs (BOC) officials Tuesday, January 13 at the City Hall Conference Room.

While the local government is entrusting the BOC to conduct its own inde-

pendent investigation, Climaco emphasized that this does not preclude the local government from pursuing legal action against those involved in the incident.

“Those responsible must be held accountable, and justice must be served,” Climaco declared.

Foremost among the recommendations presented by the City Government was the need for BOC to conduct an independent investigation looking into the lapses in its procedures and personnel.

“It is therefore respectfully recommended that the Bureau of Customs conduct its own independent, impartial, credible investigation to ensure that those responsible for or are in cahoots with smuggling syndicates would be held liable,” noted Climaco.

The chief executive also called on the BOC to establish protocols that will guide the LGU and enforcing agencies in curbing smuggling incidences.

“We have records to prove and to show that the police and military has participated in an all-out campaign against smuggling. The barangays have already shown that they have acted against smuggling.

There should be coordination now, on the part of the BOC, to establish these protocols in terms of antismuggling activities, so that agencies like the PDEA and the local government will not be sacrificed,” she said.

Barangay Captain Jocelyn Rodriguez, of Nazareth, said that it is unfair for those who have PhilHealth who suddenly loses it because the City Council did not appropriate for its renewal in 2015.

Rodriguez said that all barangay workers are not covered by PhilHealth.

“Only regular workers of the city government are covered by PhilHealth – not the Barangay workers,” Rodriguez said.

It would have been better if the City Council have just retained the budget for the renewal of those who are already covered by the PhilHealth program. The barangay health centers are not also covered by the “Point of Care Program.” Without PhilHealth means, that a mother has to pay more than P 2,400 to give birth to a baby in the Barangay Health Center. Rodriguez expressed the apprehension that the mothers would return to the basic of hiring a “hilots. ” A City Ordinance now prohibits the “hilots” in the delivery of a baby without the supervision of a regis-

Pajo calls on public to take extra care vs sore eyes ALARMED over reports that many are suffering from “sore eyes,” Councilor Dante Pajo advises Kagay-anons to always observe proper hygiene, wash hands and keep it away from dirt.

He also encourages patients affected with sore eyes to consult a doctor or health worker for proper medication and avoid “traditional “ treatments to avoid complications.

Pajo reiterated his appeal to everyone to keep the environment clean and not to allow venues for dengue carrier mosquitoes.

Davao eyes amendment of PPP to fasttrack mega projects

AVAO CITY – The Davao City Investment and Promotions Center (DCIPC) will recommend amendment of a Davao City Ordinance on Public Private Partnership (PPP) to fasttract mega projects.

One of the projects under the PPP is the P39 billion reclamation project which is expected to begin in 2016. Earlier, the

Davao City Investment and Promotions Center (DCIPC) disclosed that negotiations for the project will begin in February on the details of the Term of Reference (TOR).

DCIPC head Ivan Cortez said he would push for the amendment of the ordinance so that the city government can fasttrack on projects and proposals without going through the National Economic Development Authority

(NEDA) board in Manila. He said though that NEDA will sit in negotiations for projects for PPP to ensure that the deal is beneficial to both government and the investor.

"Under the current set up, all big ticket projects regardless of the kind of partnership will pass through the National Economic and Development Authority Investment and Coordination Committee (NEDA-ICC)," he

said.

Cortez said they would recommend that joint ventures, lease and management contracts will have a faster process flow by not subjecting them to NEDA evaluation while other Build and Operate Transfer variant will still pass through them (NEDA).

The first partner, the Mega Harbour Port Development, Inc. for the reclamation proj-

ect, Cortez said still carries the original proponent status. It is a Filipino company that operates four major ports in Luzon and the Visayas.

Although he said there is another interested party, a European Corporation based in Dubai of the reclamation project from Magsaysay Park towards the Bucana River near the area of the Agro-Industrial Foundation. (PNA)

'Tambay' becomes entrepreneur with DSWD help

Misamis Occidental -- Dolores Lawas, 36, of Don Victoriano, a hinterland municipality of Misamis Occidental and 117 kilometers west of Cagayan de Oro City, used to drink alcohol during her idle time with her friends while playing "tong-its," a locally known card game.

Dolores disclosed that for her, life seemed meaningless. “As long as I can eat three times a day, it was okay,” she said.

Her husband Romel is a casual employee of the local government unit of Don Victoriano.

But, when Dolores became a beneficiary of Pantawid Pamilyang Pilipino Program, more than five years ago, her life gradually changes.

Pantawid Pamilya is the national government's assistance to poor families that invests in their children's education and health.

Dolores claimed that the Family Development Session of Pantawid Pamilya guided her to slowly turn away from vices and focus on caring for her three children.

In 2012, Dolores was able to avail benefits from Sustainable Livelihood Program (SLP) implemented by the DSWD, a reason for her become more focused in improving the well-being of her family. SLP is the DSWD's livelihood program that helps poor families rise from poverty through capacity building and provision of seed capita.

Dolores put up a carenderia, a small eatery in her town after receiving P10,000 loan from SLP. After a year of operation, Dolores expanded her eatery into a refreshment shop. She is now earning P3,500 a week, higher compared to the weekly income of P2,000 during her first year of running her own business.

“I will never stop dreaming and working hard, because success comes to those who go for it,” said Dolores in the vernacular.

Dolores said that DSWD touched and changed her life.

Currenty, there are 740 Pantawid Pamilya beneficiaries in Don Victoriano who are also enjoying the benefits of SLP.

mployees of SM malls across the country initiated a volunteerism project called “ChriSMiles” as a way of giving back to the community last Christmas season.

In Mindanao, volunteer employees of SM City Davao, SM City Cagayan de Oro, SM City General San-

tos and SM Lanang Premier chipped in donations in cash and kind for the said project, which benefited more than 130 recipients from various needy sectors.

The 21st century education is reshaped according to the needs of the clienteles. It is strengthened to adapt to the trends in the world market. This form of educational advancement is anchored on empowering every sovereign citizen with the necessary skills for global competitiveness. It also focuses on the holistic development of every individual regardless of his race and economic status.

Today, education marks an end to naiveté. It has opened its gate to every “Juan” to enjoy the different possibilities life could offer. An educated man actually closes doors of ignorance and embraces the windows of challenges that lie ahead.

When an individual becomes knowledgeable in all aspects of human existence, the more he aspires for changes; a change in his beliefs, a change on his perspectives, and a change over his actions.

Education, as we all know, is a powerful tool that elevates a person’s spirit towards the attainment of equality and justice. It is a weapon that would transform the underprivileged

and the less fortunate people to financially stable entities. The knowledge one has gathered from countless of learning and the wisdom he has conceptualized throughout the years are manifestations of the positive effect of education to human race.

However, many young Filipinos nowadays do not fully value the importance of education in their lives. They already have lost their identity. These people have been fighting the battle unarmed with virtues—faith, fortitude, optimism, patience, perseverance and etc. They are blinded with the superficial desire to earn money for many things they do not exactly need.

These immature youngsters have been locked in the cavern of uncertainty.

Perchance, the reasons for not prioritizing education differ from one person to another. Apparently, these are not limited to common problems such as financial incapacitation, conflicts between parents, far distance of school from home and early marriage. Personal attributes such as carefreeness, laziness and passiveness also have impact in the deteriorating love of learners for education.

Since the fate has already been entrusted to the working hands of the unsung heroes, thus the road to the world of jobs is within reach.

Rules and Procaedures, in handling complaints, in knowing the legal implications in some decisions among others. That’s why, an attorney is very important to DepEd division offices.

To the largest department in the country, it is a great advantage having a counsel to assist the superintendent in settling disputes or clarifying issues. In some cases, legal problems consumed much time from the other regular functions of the agency heads because they are to gather facts and make written justifications on complaints that are sometimes forwarded to the CSC, Text Action Center, NBI or to the legal section

at the Central Office. This can cause stress and inefficiency by some schools division superintendents. Thus, with the presence now of a legal counsel in permanent regular status, we can expect a thorough legal service.

However, lawyer positions in DepEd is not that lucrative. Salary cap is not that attractive for it is only a fraction to those practicing lawyers and even to those lawyers employed by other agencies. In this scenario, it is a probability that DepEd will just be the springboard for neophyte lawyers while waiting for the right time towards greener pastures.

This maybe true or not but this is a better leverage than resorting to retainership mode of legal services.
