Lumad visitors in Davao sleep in sidewalks, ‘shelters’ not enough

AVAO City--Lumads, including women and children, from Davao City countrysides and other areas who are now in the city to hop households to ask for “Christmas gifts” have been sleeping in sidewalks as their number exceeded the capacity of gymnasium shelter areas designated by the city government.

“They (Lumads) have exceeded last year’s number of 8,000 families. The total we have so far is 11, 126 and supposedly each shelter can only accommodate 500 families each,” said Liwayway Caligdong, assistant administrator of the City Social Services and Development Office.

Caligdong said they do not have the exact number yet as to individuals but her estimates put it at triple the number of families or about 30,000 individuals.

The shelter areas are the gymnasiums of Barangays: Buhangin, Tugbok, Mintal, Bankerohan, Calinan, Toril, Bunawan and Matina Aplaya.

Andy Lepardo of the City Engineering Office (CEO), said that their office is tasked to “mobilization” and can transfer people from one shelter to another.

“B ut t h e c om m an d would come from the CSSDO,” said Lepardo.

Caligdong said that they couldn’t designate other gymnasiums as “these are in the interior of barangays (far away from areas where they can ask for gifts) while others are in danger zones.”

However, Caligdong said the number would not anymore reach their earlier expected “guests” count of 20,000 families.

She said the city expected the Lumads to arrive December 5 but they are already here since November 30.

Lumads f rom other provinces like Arakan (North Cotabato), Talaingod (Davao del Norte) and Surigao are among those who come to the city.

Last year, Caligdong said that some of those from outside Davao City were sent home.

“But our new policy now is that we cannot refuse anyone,” she said.

Meanwhile, Dolly Remojo, deputy chief of the City Environment and Natural Resources Office (CENRO) that they have “ensured the cleanliness of the shelter areas.”

Remojo said they have assigned street sweepers and they collect garbage from the areas three shifts per day.

She said they do not know of the budget yet for the Lumads but they are “sure that every family every day have ration cards.”

said that aside from mobilization, they would provide the water supply requirements and portable toilets in the areas.

“Faucets in the shelters cannot supply enough so we will provide water trucks for laundry, bathing and cleaning toilets,” he said.

Lepardo said that, as in the past years, they were tasked to bring the Lumads home using the city’s dump trucks.

He said that they have to “concentrate” all their resources on that day to finish it immediately.

“We have utilized 18 dump trucks in the past years for example and in full blast reached to up to

24 dump trucks. Our work stops (in the CEO) as we have nothing more to use,” he said.

Lepardo said that they cannot say whether they can make use of private dump trucks as this would have “financial requirements” which he cannot comment on.

He said that in their experience, some Lumads “who maybe have savings or got big amounts from their ‘napamasko’, rent jeeps to bring them home.”

Meanwhile, with regards of Lumads seen begging in the streets, Caligdong said that “we ask the public not to give them anything in the streets so they will not

With the onslaught of catastrophic natural disasters, one could simply surmise that something is wrong somewhere. (Excerpt from the first part: Destructive typhoons and the environment.)

The Planet Earth is heating up. Scientists have published a lot of journals about the heating up on Planet Earth in the next 50 years since the start of the 70s. The scientists then have extrapolated two theories that could lead to the irreversible heating up on Planet Earth. One, is that the Sun is moving closer to the Solar System, which Planet Earth belonged. Two, the Sun’s temperature is rising because the Earth’s atmosphere would not be able to filter the ultraviolet rays and solar radiation anymore.

Those were the favorite theories about the possible changes of the Earth’s temperature, which I read from various books back in my high school days.

I and few my classmates

who were sitting just next to each other would discuss the probability of the end of the Planet Earth. Nothing special, but discussions that often end in gobbledygook like: Will the fish survive in hot water once the Earth temperature rises up? Or, would it be possible for humans to survive and start living underground (in caves, caverns, and tunnels) to escape the atmosphere’s rising temperature? We, actually thought of all the impossibles in order to justify the idea that humans will survive come what may.

However, amid the brouhaha about the inevitable death of the Planet Earth, we missed something very important then. Thus, the environment! How could our young minds understand that the environment whose freshness we savor with relish every morning when we wake up was already gasping then? We never believed that the Earth will die.

in the 70s because we could then smell the scent of the early morning dews. How could we understand that we are slowly destroying the environment when we could then hear the songs of the hummingbird as it whiz through the garden of flowers? The river’s crystal clear water, where we frolicked with gusto and nude, never hinted of the dangers ahead. The farmers then enjoy every drop of the rain that usually come in the night to nourish the arid farm lands.

Then, one morning, we

woke up with the raging river carrying and uprooting everything along its way.

Houses were swept away.

Farm animals drowned as the river went berserk.

Worse, people died and hundreds were rendered homeless. Elsewhere, the mountains are giving in. At night, a landslide swallows the entire village burying to graveyards the people who, might have thought of having macabre dreams. Then, we started asking ourselves.

What is happening?

Now, we are coming to our senses that the environment is gradually falling apart. Gone are the crystal clear river. Gone are the scent of the early morning dews. Gone are hummingbirds that croon with its finest songs.

Today, 50 years later, we are witnessing powerful typhoons that carved historic deaths among humans and destructions to properties. We are witnessing killer flash floods in dead rivers as nature claims See diaz, page A9

The past I have read somewhere a letter to the editor in one of the country’s broadsheets griping about our inability to protect and preserve heritage sites, sites that the sender says will remind us of our past as a people.

Indeed this inability to preserve our past is the bane why we could not journey as a people toward our future proved by the fact that until today we have remained a people pretending to be a nation even if nationhood is something we still have to achieve.

We are a people in disarray contributing greatly to our national dysfunction.

We could not as a people behave accordingly because we don’t have a clear understanding of this connection with the past. We are a people who live in the present but no historical mooring as we move to the future.

This malady is best proved by that article posted on the web written by an alarmed mother over Atene de Manila University’s inability to instill in the mind of their grade school pupils the lessons that ought to be learned by the present generation about the evils of Martial Rule. The

mother rued that instead of refreshing the minds of these young kids into a realization of what happened during those darkest years of our nation’s history, the university instead invited the former first lady to their campus as an honored guest as if she did not play any role in the Marcos dictatorship.

Today the world commemorates the historic signing of the Universal Declaration of Human Rights but does the present generation of Filipinos know how these rights were blatantly and brazenly violated by the ruthless Marcos dictatorship? Except perhaps among the circles of human rights advocates, the general population don’t even appreciate this universal document

since it is not consciously and deliberately taught in schools, colleges and universities in the country.

I personally pity the younger generation of Filipinos who could not make head or tail out of our history. This is alarming because it only leaves us groping and grappling with the present much more with the future.

Another classic example to this is this move at integrating the Asean by 2015.

Everyone is preparing for it but no one, except perhaps the Leftist groups, is talking about its ramifications on the life of the country. Everyone, business, academe, church, among others, want to be prepared when this integration happens next year without even asking if this is good for us.

The Asean integration we should understand is basically economic in nature, meaning, it is in this facet of our life that we are supposedly integrating ourselves with other nations.

This move will erase all restrictions that every Asean member nation imposes to protect its own business and economic interests.

The world is now witnessing this fact with the collapse of the US economy.

Sadly, however, the moguls of international banking and finance still get their way even in the most powerful country in the world.

If America today is reeling from the ill-effects of the globalization of the economy, think of the havoc this world economic order can wreak on developing economies such as the Philippines.

New bunker fuel power plant in Agusan will address looming energy crisis

SAN FRANCISCO, Agusan del Sur--- Residents in this province will have a reprieve when the peak of power crisis in Mindanao comes in summer next year after the local electric cooperative launched on Monday the 5-megawatt bunker-fired power plant.

Operated by Peakpower San Francisco, Inc. (PSFI), the new plant will back up the shortage of the 31-megawatt energy load of the province as a result of the crisis especially during the daily five-hour evening peak hours.

The plant will be fully operational next month.

Roel Castro, PSFI president, said Agusan del Sur Electric Cooperative (ASELCO) will have an advantage at the height of energy crisis since the embedded power plant will come to the rescue when independent power producers will curtail their load to the end users.

The project was realized after PSFI, a wholly-owned subsidiary of A. Brown Company, and ASELCO reached a 15-year agreement for the build-operatemaintain-transfer scheme.

CAGAYAN de Oro City--About 3,000 people from the provinces of Misamis Oriental and Bukidnon converged Tuesday in this trading hub to commemorate the end of the International Human Rights week.

Father Chris Ablon, Secretary General of KarapatanNorthern Mindanao, said that the people who represent the urban poor, Lumads, workers, farmers, and students will hold an “A Solidarity Program” Tuesday night here.

Ablon said that the program would dramatize the people’s struggle in the pursuit of the rights to own lands, to fair wages, and against the commercialized education.

Part of the program would call the government to stop the militarization in the countrysides and the cities, stop using the military for the interests of mining and plantation companies.

He said that the group would also dramatize the demands of the government to respect the rights of the Indigenous People to ancestral domain and self determination, recall all strategic lawsuits against People’s Participaiton and uphold the human rights at all levels.

Selda, an organization of the victims of the Martial Law regime, will also offer a fitting presentation of the political prisoners who have been detained on trumped up charges, Ablon said.

On Wednesday, the group will march to the Freedom Park in the heart of the city where various human rights group, including the labor sector would join hands to sound the clarion call for “Peace in Mindanao.”

The political detainees at the provincial jail in Misamis Oriental signaled the start of the celebration of the 66th United Nations Declaration of the Human Rights Week last December 2 when they started a hunger strike that would also culminate on Wenesday. CD/EM

House adhoc committee to consult Maguindanao people on draft BBL

T

he Hous e adho c committee on proposed Bangsamoro Basic Law will again listen to the people of Maguindanao in consultation today in the town of Buluan, Maguindanao in the last leg of consultations by the committee in southern Philippines.

Local officials in Maguindanao as well as members of civil society organizations are expected to again endorse the draft law.

Spearheading the consultation is Cagayan de Oro Rep. Rufus Rodriguez, chairman of the 75-member ad-

hoc legislative bloc handling the bill.

Rep Bai Sandra Sema (1st district, Maguindanao) and Rep. Zajid Mangudadatu (2nd district, Maguindanao) separately said they both expect representatives from the local Moro, Christian and lumad sectors to participate in the May 10 BBL consultation in Buluan, the new provincial capital and express support for the draft law widely accepted and supported in other provinces in the Autonomous Region in Muslim Mindanao (ARMM).

What was the greatest pain that you’ve experienced in your life?

T h e m o st p ai n f u l experience I had was when I broke my right arm when playing basketball. At the moment of impact I felt nothing, but as soon as it settled, then the pain kicked in.

Man, it was really painful, especially when the doctors tried to put in back into its right place.

Pain is part of life.

Unfor tunately, we cannot avoid pain.

As much as we want to avoid it, we just can’t.

Physical pain maybe for a moment, but there is one pain that can stay for a long time if we do not fix it; that is EMOTIONAL PAIN. You do not feel it physically, but you feel it emotionally.

It is like a dagger plunged into your heart.

The p ain is overwhelming that it can affect the way you look at yourself and the way you treat others.

We experience pain when we experience rejection; when we fail, w hen we exp er ience b eing outcast, w hen we are ignored, when we feel abandoned and

neglected, when we are b e t r aye d, and m any more…

If I am going to rank the cause of pain, I may say; BETRAYAL can be on top of the list.

Imagine giving your all and forsaking ever yt hing just to put your trust in a person.

Then the person, whom you loved and trusted most, broke the trust.

Ouuuccchhhhh! Especially when the person turned its back and ignored all the good things you’ve done for them.

Emotional pain left unchecked, can leave a long-term damage to a person’s outlook and perspective in life.

The important thing is; how we can fight when we are in pain, how can we be healed from the feeling of pain, how can we move on from the feeling of pain, how can we be brave in the midst of pain.

Pain is not here to destroy us but to bring out the best in us.

Pain is present in our life to reveal what we are really made out of.

Misor-CDO collaboration – transcending beyond partisan politics

IT’s a fact that the mayor of Cagayan de Oro and the governor of Misamis Oriental come from warring political parties. The mayor of CDO has defeated the father of the Misamis Oriental governor during the 2013 elections.

But despite their warring differences, we cannot also discount the fact that both of them have good intentioned programs. In fact, I religiously follow everyday the Facebook pages of both the Cagayan de Oro City Info Network and the Misamis Oriental Provincial Press Office because each City Hall and Capitol program is announced in these pages which are updated daily.

Thus, it is impending

that Cagayan de Oro City Mayor Oscar Moreno and Gov. Bambi Emano should collaborate their programs because to describe it in Cebuano…anugon! Sayang ang efforts of both officials who are working so hard for the development and progress of their respective localities. We know very well how impressive Mayor Moreno’s efforts are in promoting CDO both in Manila and abroad. The same goes true with Gov. Bambi.

Although both officials do not talk eye to eye and meet face to face, I know for a fact that some of their subordinates are doing the collaborations in their own

Think of Dale Lagonera for instance. Early this year, Dale has been designated as a tourism and events consultant at the Provincial Capitol. In that position, he is instrumental in promoting the tourism assets of the province even up to the municipal levels. We’ve brushed each other in past events such as the wedding of Francisco and Maria Contessa Baguiz in serene Mt. Sioan (Gingoog), a beauty pageant in Sugbongcogon, Tourism Week at Centrio and numerous others. But Dale is also working as events coordinator for the Cagayan de Oro ICT Business Council. Thus, he is

coordinating events that usually involve the ICT community in CDO. Our city is already an ICT hub.

In fact, we have our own Georgetown Cybermall here in CDO which is recognized by the government as located inside an IT park, thus receiving tax breaks. A BPO center is reportedly in the works at the second and third levels of the building.

There are a lot more that both City Hall and the Provincial Capitol can collaborate besides the tourism and IT sector.

We are a growing region.

he Rotary Foundation of Rotary International District 3870 held its TRF Awards Night last Sunday at Mallberry Business Hotel.

Hosted by District Governor Manuel Along, the TRF Awards Night honors Rotarians who contributed immensely to the Foundation for this year, dividing into the follow-

ing three categories – Paul Harris Fellows, Paul Harris Sustaining Members and Paul Harris Society Members. A Paul Harris Fellow is given recognition to an individual who have made contributions of US$1,000 to The Rotary Foundation.

A Paul Harris Sustaining Member is a rotarian who contributes $100 per year to the foundation’s Annual

Programs Fund. And lastly, a Paul Harris Society Member is someone who renews his membership each year based on a “new money” aggregate gift of $1,000 a year to the Annual Programs Fund of The Rotary Foundation.

Past District Governor Fe Juarez said it must be an obligation of each Rotarian to contribute to The Rotary

Foundation even though Filipinos do not live in a rich country.

“Rotarians in rich countries have already done their part but what about us? Will we not also be happy that our contributions have reached feeding an emaciated child in Africa.

Key ICT people in CDO to be honored

THE Cagayan de Oro ICT Business Council will be holding an expo and awarding of public and private agencies that contribute to the promotion, improvement and development of the information and communications technology in Cagayan de Oro this Friday at Centrio.

The whole-day activity will comprise a job fair, IT Wars and awarding.

For the job fair that will start in the morning after the opening ceremony at 10:00 a.m., there will be six companies participating: Concentrix, Arriba, FBC Business Solutions, Syntactics, Cleversoft and Red Lemon Digital Media.

According to Cagaya de Oro ICT Business Council president Stephanie Caragos, these six BPO firms are in need of 350 voice and non-voice personnel doing product support and related outsourcing jobs. Applicants must be taking up any IT-related course and must be fluent in English.

By 2:00 p.m., the city-renowned Geek Wars will hold their own IT Wars edition at the mall. They will be participated by IT students from the following colleges: Xavier University, Mindanao University of Science and Technology, Liceo de Cagayan University and Capitol University.

For the awarding, the following individuals and entities will be honored: Top CDO Blogs, Top Business Websites and Top BDO Resources (Schools).

Caragos said that these organizations and individuals are prime movers in the ICT industry and have also promoted Cagayan de Oro City in 2014 as an ICT hub.

For the past year, the Cagayan de Oro ICT and Business Council has been key in holding the 1st Startup Weekend here as well as the ideaspace Bootcamp, various learning tours and at least two major job fairs.

In 2015, they envision to expand their linkages to other stakeholders in the country and even abroad.
