Sotto named as acting senate minority leader

Senator Vicente Sotto III has been officially designated as acting minority leader of the Senate.

During Monday’s session, Senate Majority Leader Alan Peter Cayetano manifested that detained Senate minority leader Juan Ponce Enrile sent a letter informing the Senate that the minority senators have agreed to appoint Sotto as acting minority leader.

Cayetano said Senator Gregorio Honasan will replace Sotto as deputy minority leader.

Senate President Franklin Drilon took note of Enrile’s letter with the concurrence of the members of the minority.

Other members of the minority bloc include Senators Nancy Binay, Joseph Victor Ejercito and Jinggoy Estrada.

ZAMBOANGA City––The city government has filed a complaint for intrusion against alleged Moro Islamic Liberation Front (MILF) members before the Office of the Presidential Adviser on the Peace Process

(OPAPP).

Mayor Ma. Isabelle Climaco-Salazar said Monday they filed the complaint after a group of MILF members led by a certain Bob Jumadil went to Barangay Baluno last July 31 purposely to get

samples of mineral products.

Jumadil, according to Salazar, is the MILF’s political committee chairman of this city.

“We have brought once again to the attention of Office of the Presidential

PNP-Lanao head declares war against illegal drugs

MARAWI City––The head of the Lanao del Sur police provincial office has ordered his men to launch an all-out war against illegal

drugs and other forms of criminality in the province.

PNP Provincial Director Supt. Nickson B. Muksan told his men to prioritize those areas hardly affected by illegal drugs trade in the province of Lanao del Sur.

Muksan identified at least 20 barangays in the city of Marawi and at least six towns in Lanao del Sur as “shabu tiangge.”

“We will prioritize these affected barangays in our operations,” he said adding, “we will soon launch simultaneous raids against these identified tiangges.”

He said: “Hopefully, our crusade against illegal drugs in Lanao del Sur will be successful with the arrest of those personalities behind the illegal drugs trade.”

Suspect in kidnap slay of 2 students in Sultan Kudarat yields GENERAL SANTOS CITY - A primary suspect in the kidnapping and brutal slaying of two high school students in Isulan town in Sultan Kudarat two weeks ago surrendered to police and local officials over the weekend following a series of negotiations.

Isulan Mayor Diosdado Pallasigue said suspect Jay Sarayno alias “Pluto” voluntarily surrendered to him and the town’s police chief late Saturday evening in San Francisco town in Agusan del Sur. He said Sarayno, who is a resident of Barangay New Pangasinan in Isulan, decided to yield to face the charges being prepared by the local police in connection with the abduction and killing last July 19 of students Robert Mallet, 14, and Rey Pacifico, 16.

The victims, who were residents of Barangay Cabuling in Tantangan, South Cotabato, were found dead at the boundary of barangays New Pangasinan and Laguilayan in Isulan on July 22, three days after they were reportedly abducted.

Mallet’s mother Lorna was found unconscious and with severe injuries at another portion of the area at around 6:30 p.m. on July 21, a day after reportedly delivering the P50,000 ransom for the two victims.

“He was constantly

bothered by his conscience so he decided to surrender,” the mayor said in a press conference on Sunday afternoon.

Pallasigue said they initiated the negotiations for the suspect’s surrender after the latter’s wife resurfaced in Isulan town early last week.

He said Sarayno’s wife decided to return to Isulan along with their six-month old child after earlier fleeing along with him.

Citing accounts by the suspect’s wife, he said they left Isulan town by motorcycle last July 21 and proceeded to the North Cotabato area.

They left the motorcycle along the national highway in Matalam, North Cotabato and boarded a bus bound for Davao City, he said.

He said Sarayno and his family then boarded several buses that brought them northern Mindanao, Eastern Visayas and eventually at an undisclosed location in the Bicol Region.

While in Bicol, Pallasigue said Sarayno tried to get a plane ticket to Manila for his family but the airline reportedly refused to issue one for his child due to the lack of identity documents.

“It was then that his wife decided to just return, along with their child, to

Isulan and even threatened to commit suicide if he would not allow them to go,” the mayor said.

Pallasigue said that with the help of Sarayno’s wife and mother, they were able to convince the latter to give up at a designated spot in San Francisco, Agusan del Sur. Sarayno, who was presented to the media during the press conference, admitted killing the two high school students and trying the same on Lorna Mallet.

But he stressed that he committed the crime by his own and did not have any help from other persons as initially suspected by police investigators.

“I can’t sleep at night because my conscience was constantly bothering me and because they’re (victims) were also my friends,” he said in the vernacular.

Sarayno said his original plan was just to kidnap the two victims and get some money in return as he wants to properly take care of his family. “(Killing Mallet and Pacifico) was just a side plan. I did not intend to harm them but things happened. I am extending my apologies to their families and I’m here now to pay for everything that I did,” he added.

Establishments soon prohibited from imposing parking fees?

Lawmakers led by Reps.

Rufus Rodriguez (2nd District, Cagayan De Oro City) and Maximo Rodriguez Jr. (Party-list, Abante Mindanao) are seeking to prohibit the imposition of parking fees by shopping malls, schools, hospitals, hotels and other similar establishments.

However, Rodriguez’s House Bill 4298 allows the charging of parking fees only if consumers using the parking space do not patronize the establishments once they use their parking spaces.

In Cagayan de Oro, presently, no business establishment are yet charging parking fees to motorists who use their parking lots.

But in Manila and other big cities, the owners of establishments like malls

and hotels take advantage of the consumers by charging them exorbitant parking fees despite the fact that these people park to patronize their businesses..

There are even establishments who charge standard parking fees even if a consumer only spends a little time inside their stores. It could be unjust and unfair.

Take these for example: Some malls charge a fixed rate of P45 to P50 but most big shopping centers charge P40 for the first three hours of parking and an additional amount for ever y hour in excess. On the other hand, hotels charge P100 upward unless the ticket is validated.

The Rodriguez bill is trying to instill fairness.

Under the bill, the consumers will not be required to pay the parking fee if they can present receipt or proper validation that proves they patronized the establishment.

But there is some opposition to the bill’s provision that states: “Without the proper receipt or validation, the establishment is authorized to charge the customers P500 for the use of the parking facilities,…”.

We agree that there is a need to regulate the imposition of parking fees by all establishments, whether public or private. Parking spaces should be free of charge if it is proven that the persons using it have made a purchase or have availed of the services provided by said establishment, as evidenced by his receipt or the proper

validation. But the establishment should charge the consumer not with high parking fees (P500 is too much, maybe lesser,) if he simply used the parking space without patronizing the establishment.

Some hotels and motels in Cagayan de Oro City charge less than P500.00 in an overnight stay. Parking spaces should charge .

Also, unless, a street or road is inside the premises of an establishment, parking fees could be impose.

But the public streets and roads facing the establishment should be free for all users. Some establishments are imposing exclusive parking use by their clients. This should be considered unlawful.

In this time of economic crises, exorbitant parking fees are lamentable.

UTUAN City-A police officer and his brother, sons of a Municipal Circuit Trial Court judge, and another were charged for mauling and threatening media practitioners inside a beer house along a national highway, Barangay 5, San Francisco, Agusan del Sur at around 1 am Saturday.

Charged before the San Francisco Police Office are PO1 Suharto Dimakula Salacop, his brother Michael Kimal, sons of Trento MCTC Judge Kimal Salacop, and a certain Joey.

seminar-workshop on basic journalism for 25 department information officers at the provincial capitol.

They saw PO1 Suharto Dimakula Salacop singing with two female entertainers. Aroy Jr. requested one of his companions be asked to go up the stage and sing.

After the two female entertainers were through singing, Panganiban said a certain Joey and Michael Kimal Salacop dragged Aroy to the bar’s corner, pistolwhipped him with a caliber .45 pistol and took turns in mauling him with plastic chairs.They also pistolwhipped Sotario, one of Perez’s staff.

“We tried to rescue Aroy, but Suharto pointed a gun

at us at close range and warned not to interfere,” Panganiban said.

When Perez asked what was wrong, Suharto kicked and threatened him with the handgun, Panganiban said.

“The suspects then fled on board a car,” he said.

Panganiban said they rushed Aroy to the D.O. Plaza Memorial Hospital where a certain Dr. Pantaleon found the victim to have suffered deep lacerations on his skull.

He added that Caraga Police Regional Director Chief Supt. Dominador Aquino has ordered an investigation of the incident.

An unconfirmed report said PO1 Suharto Salacop is assigned at Marawi City.

Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on September 26, 1984, so that they will have free hand to do what a single man or woman could do without marital burdens.

Reconciliation between them had already been diligently employed but all proved futile. On July 15, 2014, respondent filed before this court a Letter of No Objection to the petition.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on August 8, 2014 at 9:00 a.m. at which time, date and place. Any interested party may appear and show why the petition should not be granted. Duterte urges investigation on expansion of agri farms near water source

AVAO CITY – Mayor Rodrigo Duterte has called for an investigation of all expansion program of corporate and individual agricultural farms especially those near Tamugan River in Baguio District, this city, seeing to it that buffer zones are still provided to protect the water source.

Duterte asked the Department of Environment and Natural Resources (DENR XI) and the city’s environment office to look into the areas where alleged violations are committed.

The mayor reminded that under the Davao City Water Code any expansion of agricultural industries near the watershed areas is prohibited.

He said he does not allow anyone to tinker

with the water sources, including use of contaminants such as farm implements. The Code aims to protect and conserve the city’s water resources as it is crucial to a balancedeconomic system. Aside from Tamugan River, it also covers protection for Talomo River, Lipadas River, Sibulan River, Cugan Creek, Sirawan River, Suawan River, among others.

Ledesma suggested that all existing farms near the river must immediately establish buffer zones including farms near triburies.

Ledesma further suggested that any development must be on agroforestry like cacao, coffee in partnership with the IP communities.

Duterte said he had not heard about it but asked the DENR and the city environment to investigate on the report.

NPA rebels strafed army patrol base in Zamboanga Sur

AGADIAN CITY – Suspected communist rebels strafed an army detachment before dawn Sunday in province of Zamboanga del Sur, but police said there were no reports of casualties.

Police said the attack was believed carried out by the New People’s Army which is fighting for a separate Maoist state.

It said the gunmen strafed the detachment in the village of Libayoy in Tigbao town used as patrol base by members of the 10th CAAC of the

army.

“The enemy approximately prepositioned at more or less a distance of three hundred meters away direction from the said patrol base particularly at the bridge situated at said place.” “ The strafing incident lasted for about

ZAMBOANGA CITY - Mayor Beng Climaco, led the inauguration of the 3 projects implemented by the City Government for the mprovement of access roads and passage leading to Merloquet Falls in barangay Sibulao in the east coast.

More investments needed to boost PHL tourism

he Philippines needs to invest $5 billion in tourism crucial to doubling the international tourism arrival every years.

“After the 5As which what you call creating the hardware, you now create the software which is advertising. So with good products is good advertising,”

said Samie Lim, president at Canadian Tourism and Hospitality Institute.

Lim explained that 5As, the main ingredients to boost tourism, refer to arrival (efficient services at airports and seaports, adequate facilities), access (roads and other basic infrastructure), accommodation

(hotels and restaurants, attractions (natural and manmade like beach, mountain and golf), and activities (rest and recreation).

“We have to give credit to Ro-Ro (roll-on/roll-off) also and the budget airlines.

With the Ro-Ro, we are able to get in domestic tourists,” he said.

Lim said the government also needs to invest more in tourism, as it does in other sectors like agriculture.

He cited the country’s 50 airports being upgraded and public-private partnership (PPP) projects geared towards boosting tourism.

“Access is very important, that is why the infra-

structures are being built...

And there are now at least 300 hotels being built that will employ five million people who also include (those employed by) travel agencies, tour guides,” he added.

Lim was optimistic that with these investments and programs, the country could

attract 10 million tourists by 2016.

He said every tourist arrival translates to creation of one job.

Further, Lim said the government should develop programs and events that will be implemented every year to promote the Philippine tourism industry.

The Food and Drug Administration is moving to facilitate the application process for the FDA license to operate (LTO), and harmonize industry rules and regulations with standards prevailing in the Association of Southeast Asian Nations (ASEAN).

Cecilia Matienzo, division chief of the FDA’s Center for Device Regulation, Radiation Health and Research Center (CDRRHRC), said the four regulatory centers under the FDA are awaiting passage of a draft administrative order (AO) expediting the process for releasing LTOs and certificates of product registration (CPRs).

The draft AO mandates streamlining LTO and CPR processing to enable manufacturers, exporters, importers, and traders to compete on equal footing with their ASEAN competitors.

There are also plans to raise the number of FDA staff to support efforts to fast-track processing and improve assistance to companies.

The new guidelines are expected to be introduced in 2015,

said Matienzo.

She was one of four FDA speakers at a recent seminar on the procedural and documentary requirements in applying for an FDA license, held in Pasay City.

The three other regulatory centers under the FDA are the Center for Drug Regulation and Research (CDRR), Center for Food Regulation and Research (CFRR), and Center for Cosmetics Regulation and Research (CCRR).

Ma. Theresa Cerbolles, Food and Drug Regulation Officer III of CFRR, said entrepreneurs should check out regularly the FDA website for the latest developments in applying for an LTO, schedule of payments, advisories, and related matters.

Esperanza Almenanza, Food and Drug Regulation Officer II of CCRR, said requirements for obtaining an FDA license for cosmetics are being relaxed and made compliant with ASEAN good manufacturing practices.

For example, this year, the cosmetics center, which also

regulates hazardous household items, started an e-notification system whereby businesses can already inform the FDA online of any “changes in circumstances” for hazardous chemicals like household cleaners, except for pesticides.

But she said more stringent rules still hold for toys, and a company is still required to go the FDA office to file a notification of changes.

Companies will also need to surrender their LTO and apply for a new one to go with any change in the toy’s product specifications.

Meanwhile, Evangeline Manalo, Food and Drug Regulation Officer II of CDRR, reminded food producers and exporters that they should be aware of the formation requirements for food items such as food supplements.

If a product’s formula exceeds the limit set to be categorized as food, it then becomes labeled as a drug, and a manufacturer will also have to get a drug license from the FDA, she said.

Yamaha undertakes stringent assembly work in Batangas

IMA, Batangas––Yamaha Phi lippines (YMPH) in Lima, Batangas, undergo stringent, swift yet accurate and efficient assembly work at its plant in Lima, Batangas, as revealed by the tour organized for media last Thursday, July 31, inside the assembly area.

One motorcycle is assembled between 2:33 minutes to 2:44 minutes, the longest is 3:47 minutes for new brands, like the XZT 100 and Serow 250. This is how efficient the plant operation is when it comes to daily production of motorcycles.

Neda-10 Director Leon M. Dacanay Jr. presented the region’s development agenda to the the business sector and the academe during the Regional Development Forum, held recently here in Cagayan de Oro City.

The forum is conducted on a regular basis to gather multistakeholders’ support for

positive action, evaluate development gains and gaps, and recalibrate the strategies and targets given the current changes in our environment.

Dacanay said Region 10 has been the fastest growing economy in Mindanao with growth averaging at 5.8% annually in the last 10 years.

It is the leading agriculture producer in the island; has the biggest industrial sector with highest output in manufacturing; and is the top revenue producer in electricity and water among Mindanao regions. Per capita gross regional do-

He impressed upon the participants that even with the challenges facing the region, such as poverty amid growth, underemployment and low labor productivity, as well as, vulnerability to disasters and climate change risks, Region 10 will continue to assert its role as the major “gateway”, and industrial core and trade center in the South.

The XTZ is a lightweight, high performance bike that

“The unit assures an easy, safe and comfortable ride with its compact body, stable full HT steel frame and engine guard,” Mr. Osugi said.

The Serow 250, on the other hand, features excellent mmaneuverability suited for mountain trails. “The maximum turning angle of the bike’s handlebar is 51 degrees. It has a short wheelbase (1,360 mm) and a tight turning radius,” he added.

In schools, there are student organizations that are created. The purpose of this is for the students to get involved in school activities, aside from performing classroom tasks.

Example of this is the student council. To schools, terms used are Supreme Student Council, Central Student Government, Central Student Organization and the like. They serve as leaders in the entire student populace of the school. They are the highest governing body of

the entire studentry.

Another example is the student publication. This club is composed of pool of writers, photographers and editors. They do the documentation in all activities conducted inside and outside the school premises where the school is involved.

Being a student leader is beneficial to students because the training and experience of it develops their attitude and improve their knowledge.

During the term as student leaders, students are

given abundant opportunities to groom themselves and learn about the world during their academic life. The student council, for one, is one such opportunity given to students to learn the skills of leadership during high school and college.

Leadership skills help students in several ways and are essential for them to deal with their peers during their academic years and in their practical life as well.

Learning is not just about the lessons gained in the classrooms, but also in experiences during academic years. One is being a student leader.

In driving real life: Education gives direction

Education is an arrow that gives life a direction.

Education is made for the purpose of gaining knowledge and wisdom.

These learnings can cause big impacts to a person. One is to level up a person’s way of life and as well, life itself.

Zhonqui said the FMD Virus Serotype A outbreak was confirmed in Lanzhou Veterinary Research Institute, the Office International des Epizooties (OIE) reference laboratory thru ELISA and virus isolation.

Of Ripples, Mangrove and Rugby T

he Dalai Lama once said, “Just as ripples spread out when a single pebble is dropped into water, the actions of individuals can have far reaching effects.” Just like him, I am a firm believer that a positive deed by an individual will create a multiplier effect to the entire community.

When JCI Kagayhaan Gold through their Project Chair Engelbert Ubay-ubay invited our team, the Cagayan de Oro Rugby Football Club to participate in their annual mangrove tree planting activity, I did not hesitate to offer our help and gladly said yes right away. I knew that it would be a great opportunity to work together with other

organized groups to give back to nature whatever blessings that came our way from the past year.

Although the weather was not looking too kind last July 27, we drove to the rallying point and met with the other groups before proceeding to the planting site in Barangay Baybay, Alubijid, Misamis Oriental.

Several groups joined the event that included Cagayan de Oro Rugby Club, Masons CDO Lodge 298, Philippine Air Force-8th Reserve Center, Lotus Sutra Research Group, SAE Fraternity and CDO Eagles Club.

I must admit once we turned off the main highway towards the site, I was a little concerned that our car would get

stuck on the muddy path.

Some of the houses we drove past on route were badly damaged from previous storms and the muddy track made the drive challenging so we decided to park the car in a safe place and walked the rest of the road toward the meeting area.

Upon arriving at the site, we were greeted by smiling kids and friendly locals from the small village living along the coast. After the usual introduction of participants, Barangay Chairman Leonardo Suezo demonstrated how to plant a mangrove seedling and reminded us on how all the hard work can be wasted if the seedlings are not properly planted as the current or bad weather

can uproot and wash them away easily.

And so we planted with these precautions in mind.

The organizers later informed us that the participants planted 3,000 mangrove seedlings that day, a great display of solidarity and sense of responsibility dedicated to Mother Nature.

Having spent 27 years in the UK where my experience in community outreach usually involve feeding programs to homeless people in London, coming back to the Philippines a couple of years ago gave me more opportunities to initiate and partake in outreach programs which have given me a wider insight and better perspective

about life. Establishing the Cagayan de Oro Rugby Football Club has not only provided kids with an avenue to engage in sports but also helped others who are in need with our own community social responsibility programs, “Help Change the Life of a Child”, “Give Blood, Play Rugby” and “Clean Beach, Play Rugby”.

Participating in a tree planting activity complements our community advocacies hence we grabbed the opportunity to join JCI-KG in their annual mangrove planting activity.

We all have different reasons why we initiate or participate in community outreach activities. For CDO RFC Team, we believe that

these causes solidify our sense of brotherhood as we all get to spend some time together knowing that we have collectively shared our efforts to a particular project. We also hope that in doing or supporting these projects, it will inspire the youth and other members of the society to participate more in projects that are worthwhile for the community.

As for myself, I just want to make a positive dent to somebody’s life, to the community and to the people of Cagayan de Oro who have embraced me as one of their own. I am hopeful that this will inspire other people to become more proactive in giving back and paying forward, believing that in one way or another, that small deed will eventually ripple into bigger things.
