OZAMIZ CITY, Misamis Occidental --The teller services of the Social Security System (SSS), this city, has been made available to the members from 8:00 a.m. to 4:00 p.m., only, effective March 10, 2014.

The new business hours of its teller services has b e en implemente d by SSS-Ozamiz and all other SSS branches, nationwide, pursuant to Circular No. 2014-005, dated March 4, 2014, signed by Emilio S. De Quiros, Jr., SSS President and Chief Executive Officer (CEO).

The circular cited the move as an additional security measure geared towards the protection and safety of SSS personnel and the transacting public, as well, as to better safeguard the proprietary interests of the SSS, as a whole.

Anna Pearl Fuentes, General Manager of SSSOzamiz, however, said, that if by 4:00 p.m., there are still SSS members inside their office, they will still be served by the SSS tellers,

until they are done with their payments.

Meanwhile, SSS branches with tellering facilities enumerated in Circular No. 2014-003, dated February 20, 2014, shall render Saturday service until June, 28, 2014.

Three of these facilities are located in Mindanao, namely: Cagayan de Oro City, Davao City and Zamboanga City, while four, each, are located in the Visayas and Luzon and 10 in the National Capital Region (NCR).

Circular 2014-003 called for the Saturday extension of service by some SSS branches pursuant to Social Security Commission Resolution No. 132, s. of 2014, dated February 6, 2014.

CAGAYAN DE ORO CITY --The Department of Agriculture-10 through the Regional Agriculture and Fisheries Information Division will conduct a threemonth long School-on-the Air (SOA) Program on Corn Processing and Value-adding this month.

Corn farmers from the municipalities of Misamis Oriental and first district of Bukidnon have joined the orientation for the said program conducted in their respective municipalities.

The SOA program is in line with the agency’s effort in its continuous dissemination of relevant information to the grassroots level which is vital in agricultural development and poverty alleviation. It will showcase technologies on corn byproducts and its viability.

These are essential in generating additional income opportunities among farmers and in encouraging them to venture into agribusiness by ensuring the sustainable use of agricultural resources.

It will be a thirty-minute radio program which will air modular discussions and instructions in corn processing and value-adding.

The editorial staff may add other important features: editorial staff box, news tidbits, columns and more. However, avoid having many articles and photos crowding in every page.

If there are “highly” skilled students, the teacher-adviser can train one or two in editing common grammatical mistakes.

Naturally, rewriting the article is the responsibility of the studentwriter.

The teacher-adviser proofreads the final drafts of the articles. If there is a need for the student-writer to revise and/ or rewrite his/her article then he/ she is obliged to do so. After all, it is the PROCESS of learning which is more important. In the absence of student editors due to a myriad of “school responsibilities,” the adviser needs to find more time to edit the students’ articles.

There is one important to pursue the purpose of campus journalism. The adviser or editors should NOT impose their writing styles and vocabulary know-how to the student-writer. There are many better ways to write an article; and the writing style of the student-writers may not be that good but for as long as their articles are comprehensible and free from grammatical errors, it is always advisable that student-

Challenges in the Advance World of Technology

Campus journalism, is a very useful tool to develop and enhance the writing, reading and investigative skills and inclinations of students. It also promotes social interaction among students, with teachers, parents and the community he or she lives.

It is very interactive because the students are expected to write easy Wh-questions, conduct short interviews in gathering information, writing short paragraphs, revising their own grammatical mistakes, checking information, encoding, lay outing, and a lot more.

Once organized, the campus journalists come out with a school paper or newsletter, and its brings them into a deeper realization on how the English language works, and gives them reasons to appreciate the need to learn the English language more.

Teachers themselves can use the school publication as an authentic material in any reading classes. Since it was written by the students themselves, its language and content are very specific that every student in school won’t find difficulty relating to it even just by looking at the photos.

The campus paperalso shares in creating an English atmosphere in school. One may never know that an article written by a student may inspire others to view the English language as something necessary in their lives and not just a school requirement.

It should engage students in the process of researching stories, creating content, and publishing original works. Through it, students involved in campus journalism by hands-on experience should be able to learn how journalism and the media function in society on a smaller scale.

Lastly, the school paper staff must be interested in devoting hours to researching, writing, taking pictures, organizing newspaper layout and much more.

Campus paper staff must be made to realize that there will be a lot of work involved, but that once the first issue gets printed their hard work will be all worth it.

We live in a highly sophisticated world now where everything is almost achievable, but there many challenges that face us in this world of advance technology. There would probably have been no changes between the world of today and that of three centuries ago if discoveries had not driven men to achieve great things. Science and technology have had huge positive effects on every society. The world today has gone digital, even human thought. Our world has been reduced to a global village and is better for it.

The benefits of advance technology far outweigh every perceived shortcoming. Some of the biggest effects of technology are in the area of communication. For example, through the internet and mobile phones there is advancement of communication and expansions of economic commerce.

Today we hear of information and communication technology (ICT). Any institution worth its name must have it in place to be really outstanding.

Information technology has become boosted in today’s generation; from the field of communication, business, education, and down to the entertainment industry. Through information technology, work performances are boosted with less effort and greater productivity by using various operations. Without computers or the internet, it will be difficult for people all over the world to get their questions answered.

The advancement of Science and technology allow mass communication today so that we not only have the television, radio and newspaper, but even mobile phones which renders a multipurpose service; from long distance calls, listening to radio and music, playing games, taking pictures, recording voice and video, and browsing the internet.

The benefits we obtain as a result of services advanced technology have become widespread in our generation today. It improves the productive level of individuals and workers because People’s knowledge of life beyond the area they lived in is now unlimited.

This idea of mass communication also profoundly affects politics as

leaders now have many ways they talk directly to the people. Apart from going on air to use radio or television, politicians resort to the social media for some of their political comments and campaign. Information about protests and revolutions are being circulated online, especially through social media. This has caused political upheavals and resulted in change of government in most countries today.

Furthermore, current global issues are much more accessible to the public. Communication has been brought also to the next level because one can find new ways to be able to communicate with loved ones at home.

Advanced technology expand society’s knowledge. Science helps humans gain increased understanding of how the world works, while technology helps scientists make these discoveries. Learning has maximized because of different media that are being developed which are all interactive and which bring learning experiences to the next level. Businesses have grown and expanded because of breakthroughs in advertising.

Modern technology has changed the way many companies produce their goods and handle their business.

Modern technology helps companies reduce their carbon footprint and become green due to the fact that almost anything can be done from a computer.

There have been advances in medical care through the development of science and technology. Advances in medical technology have contributed immensely in extending the life span of people. People with disabilities or health problems are now more and more able to live closer to normal lives.

This is because science contributes to developing medications to enhance health as well as technology such as mobile chairs and even electronics that monitor current body levels.

Most devices used by the physically challenged people are customized and user friendly.

The Challenge of Information Technology - The proliferation of computers has presented another set of social and moral concerns..

Now most people have access to information because of increasing numbers of personal computers and increased access to information through the Internet. This access to information will have many interesting sociological challenges , and create a set of troubling ethical questions.

The proliferation of computers that can tie into other computers provides more opportunities for computerized crime.

The news media frequently carry reports about computer “hackers” who have been able to gain access to confidential computer systems and obtain or interfere with the data banks. Although these were supposed to be secure systems, enterprising computer hackers broke in anyway.

In many cases this merely involved curious teenagers. Nevertheless computer hacking has become a developing area of crime. Criminals might use computer access to forge documents, change records, and draft checks. They can even use computers for blackmail by holding files for ransom and threatening to destroy them if their demands are not met. Unless better methods of security are found, professional criminals will begin to crack computer security codes and gain quick access into sensitive files.

As with most technological breakthroughs, engineers have outrun lawmakers. Computer deployment has created a number of legal questions. First, there is the problem of establishing penalties of computer crime. Typically, intellectual property has a different status in our criminal justice system. Legal scholars should evaluate the notion that ideas and information need not be protected in the same way as property. Legislators need to enact computer information protection laws that will deter criminals, or even curious computer hackers, from breaking into confidential records.

Information technology also raises questions about human nature in an unexpected way. Researchers believe that as computer technology advances, we will begin to analyze the human mind in physical terms.

Operatives seize truck with hot logs

AN Francisco, Ag u s an d el Sur––Government operatives yesterday seized a 10-wheeler truck owned by a village chieftain after it tried to sneak out illegal logs taken inside the Mt. Mag-

diwata watershed.

The operatives composed of staff from the Department of Environment and Natural Resources , Municipal Environment and Natural Resources Office (Menro) and escorted by the local police intercepted the truck with ill-gotten Falcatta logs while it was crossing the border of the national highway between Agusan del Sur and Surigao del Sur. Forest rangers from San Francisco Water District (SFWD) tipped off the local DENR office and

Menro about the movement of the illegal logs from Sumugbong river initially transported by an Elf truck and later transferred to the 10-wheeler truck on stand by at the national highway in Alegria village.

Police investigation showed that the truck is owned by Jose Necresio Orapa, village chair of Libertad in neighboring Prosperidad town.

He clarified during an interview with a local radio station that he was not aware that his truck would be transporting the ill-gotten

Falcatta logs.

A buyer of the illegal logs who asked not to be named told the local media while at the police station that all along he was confident there would be no hitches in the transport of such forest product since the seller showed cutting permit from DENR Caraga office in Butuan and certification from the village council of Alegria that these were legitimate and cut outside the watershed.

The DENR provincial office however ordered the local DENR office here last

week to closely monitor the possible sneaking out of the Falcatta logs since it has already issued a seizure order on it with a scale of 17 cubic meters reportedly felled by illegal loggers led by a certain Titing Pintado.

There was however a lull for several weeks in the monitoring of such forest products following a controversy that cropped up when a contractual worker of Menro was instead gunned down while trying to stage a plot to kill a forest ranger of SFWD on February 13.

Butuan City––A top regional Department of Environment and Natural Resources official has reported that illegal logging activities in Caraga region has gone down by as much as 75 percent.

DENR 13 regional executive director Nonito M. Tamayo, speaking before police officials and personnel as guest of honor and speaker on Monday’s flag-raising rites, said that based on their volume of log confiscation, at the onset of the implementation of the President’s Executive

Order 23, the volume of log confiscation in the region has gone high as much as almost 5 million board feet.

Tamayo said that their total confiscation as of last year has gone down to just over a million board feet.

OHSP: An access for global competitiveness

In line to the purpose of meeting educational needs of young Filipinos, the education department implements different programs. These programs are also to mend and patch up problems that could hinder Filipino kids to be successful in the future.

The creation of Open High School Program (OHSP) is part of this solution. It is an alternative mode of formal secondary education program run by the Bureau of Secondary Education (BSE) of the Department of Education (DepEd) of the Republic of the Philippines.

The program provides an opportunity for elementary school graduates, high school drop-outs and successful examinees of the Philippine Education Placement Test (PEPT) to complete secondary education in a different learning mode compare to the regular one.

The realization of this program is through providing printed self-learning modules for students to use for their lessons and activities.

In order for one to avail this program, he must be a Filipino citizen, independent learner and have completed the pre-requisite grade or year level. In addition, he must pass the Independence Learning Readiness Test (ILRT) and the Informal Reading Inventory (IRI) that shall be provided.

OHSP is one strategic measure implemented in order to provide learners who will be globally ready in the future. OHSP is more than a program. The student under this could be able to learn in independent and time-managed manner, encouraging effective learning. In substance and in form, learners could be globally competitive, as well.

Education is one means to success. This is a maxim that most people in governance believe, reason behind numerous educational programs. There are programs that perhaps do not line on the manner that some people could attend, on why alternative programs such as OHSP are implemented.

“To truly understand the definition of a word, children must act physically on a concept in which the word was used,” writes the late Sam Ed Brown in his popular preschool science book, Bubbles, Rainbows and Worms (Gryphon House, 2004). “When children have tested a concept by exploration and manipulation, then it has meaning.”

Hands-on science experiments for parents who are struggling to answer all those “whys.” For example, the following experiment with bubbles will help children understand what bubbles are made of and how they work.

Blowing Bubbles: Students must be taught that air is a real substance with weight. Light shows all the colors of the rainbow when it passes through a bubble.

Hands-on Activity: Put a small amount of soap and water in cups so each child has a cup of soapy water. Dip the end of a straw into the cup, remove the straw and allow

the soapy mixture to drip once. Blow gently and produce a bubble.

Talk about the air inside the bubble and point out that the bubble has different colors because light changes when it shines through the bubble.

Ask the children why they think bubbles burst when they hit the ground. When it is time to finish the activity, allow the children to catch some of the bubbles on construction paper. Discuss why the popped bubble leaves a wet circle. Allow the children to draw around the wet outline to make designs.

Explanation: Light contains all the colors of the rainbow. When light passes through the bubble, it reflects and is broken into wavelengths, allowing the different colors to be seen.

Wet rings on the construction paper show that a bubble is composed of bubble solution surrounding air.

Young children, especially, need hands on learning with easy science experiments. They need to move their bodies, do the work, observe the results, inquire and then experiment with what to do next. Questions to always ask a child: 1. What do you see? (observe); What do you wonder? (reflect); What do you think? (infer); What do you want to do next? (experiment) Easy Science experiments will help pupils answer questions like, “Why did that happen?” “Why does it work that way?” “What will happen if...?” An easy learning indeed.

How to Solve Bullying in Schools

Bullying can cause a school environment to feel unsafe and intimidating for kids of all ages. When one young person intimidates another through aggressive behavior, such as pushing, teasing, hitting and poking, he can create a tension that only a school-wide approach can resolve.

Making proactive and lasting changes to the learning environment require the ongoing partnership of students, parents, teachers and administrators who are committed to counteracting bullying at every level.

It is a big problem. Every day thousands of teens wake up afraid to go to school. Bullying is a problem that affects millions of students, and it has everyone worried, not just the kids on its receiving end. Yet because parents, teachers, and other adults don’t always see it, they may not understand how extreme bullying can get.

Two of the main reasons people are bullied are because of appearance and social status. Bullies pick on the people they think don’t fit in, maybe because of how they look, how they act (for example, kids who are shy and withdrawn), their race or

religion, or because the bullies think their target may be gay or lesbian.

Some bullies attack their targets physically, which can mean anything from shoving or tripping to punching or hitting, or even sexual assault.

Others use psychological control or verbal insults to put themselves in charge. For example, people in popular groups or cliques often bully people they categorize as different by excluding them or gossiping about them (psychological bullying). They may also taunt or tease their targets (verbal bullying). Verbal bullying can also involve cyberbullying — sending cruel texts, messages, or posting insults about a person on Facebook or other social sites.

One of the most painful aspects of bullying is that it is relentless.

Most people can take one episode of teasing or name calling or being shunned at the mall. However, when it goes on and on, bullying can put a person in a state of constant fear.

Guys and girls who are bullied may find their schoolwork and health suffering.

Studies show that people who are abused by their peers are at risk

Bullies may also fail in school and not have the career or relationship success that other people enjoy.

How it may be solved? Here are some suggestions from parents and educators interviewed: Display a statement of the school’s stand against bullying where students enter the building. Work with young people at increasing bystander cooperation, and affirm students who intentionally bring matters to the attention of teachers. Regularly educate young people on the harm of bullying, and the effect it can have in every area of a friend’s life.

Utilize extracurricular clubs to present alternative thinking that bullies might only consider through such a format. Create a series of skits that a drama team can act out, such as experiencing the same situation through different character’s eyes.

Invite a self-defense club to illustrate opportunities to protect yourself from

others.

Redesign the layout of large areas, such as a school cafeteria or student commons, so that there is a clear line of sight between adults and young people. Move tables and vending machines into formations that minimize obstructions and maximize traffic flow. Increase adult supervision on the playground and in school buses through a volunteer team of parents. Change unstructured play into a choice of many structured activities.

Empower parents to talk about bullying with their kids by sending home discussion sheets that foster discussion on school matters. Develop anti-bullying and anti-victimization habits by guiding young people on what not to do when they are frustrated. Coach kids on ways to be kind to others, play fair and take turns to develop good relationships with their peers. Become aware of classroom social structures, including who influences others and who is typically left out.

Help kids that feel bullied to become more confident. Find athletic activities that the young person authentically enjoys, such as a personalized exercise routine or karate class that can bolster physical strength. Read from history books, the Bible or other literature to learn about ways different people confronted their opposition.

Responsive Civil Registration A responsive and efficient civil registration system is badly needed in our country today. Think of how a small error n the early registration births, marriages and deaths can cause costly inconveniences to the registrants much later in their lives. A simple error in spelling of name or sex or any other information bit on the certificate entails unnecessary expenses such s Court petitions and hearings, publications, and even delays in travels and work opportunities. Another problem is huge fees which the poor and marginalized cannot afford.

A measure which seeks to establish a comprehensive and more responsive civil registration system in the country, provides for mechanisms for standardization and modernization of civil registration procedures to ensure timely, efficient and accurate registration of vital events in one person.

Kudos to Agusan Norte First District Representative Lawrence “Law” Fortun fo authoring House Bill No. 4014, otherwise known as “The Comprehensive Civil Registration Act of 2014” which will prohibit any individual or hospital or clinic from withholding the release or refusing to issue birth/death certificates or documents relating thereto by reason of non-payment of financial obligations with the hospitals/clinics, b) setting up of a comprehensive Barangay Registration System, c) free delayed birth registration for reason of poverty,

Editorial distance and/or literacy issue, d) free delayed birth registration for indigenous peoples (IPs).

Fortun said “civil registration is necessary as it provides the means for the establishment of the identity and the recording of the vital events in the life of a person which are vital in the recognition and protection of his civil rights. It is an essential system by which the citizenship of a person is established and his or her inherent rights as a person are respected.”

Civil registration affords accurate demographic data and other vital information that are crucial to the government’s planning and policy decisions as wells as the delivery of such basic services as health, infrastructure, education and social services.

We are one with Rep. Fortun in expressing concern over our current civil registration system which is suffering from deficiencies and flaws that deprive individuals of their inherent right to identity and recognition as citizens, and are thereby deniedalso of their civil rights.

According to Fortun, estimates have it that presently the births of over 2.6 million Filipino children have not been registered, not to mention the millions of Filipino adults,

The measure also prohibits and penalizes deliberate delay or refusal to deliver certificates of live birth or certificates of death and related documents to the office of the local civil registration for reasons of failure to settle hospital bills. “There are other ways by which a hospital, clinic or medical facility can legally seek payment from the family of the newly-born or the deceased, but not by detaining documents .

Civl registration should be made available to every Filipino because it is inherent that the civil rights of individual must be recognized and protected.

The Aquino administration admitted albeit reluctantly that unemployment is getting worse with the increase in number of those added to the ranks of the jobless.

This unemployment rate at 7.5 percent that in absolute figures mean 2.96 million jobless Filipinos out of the 39.41 million members of the country’s labor force.

This constriction in the employment rate is, however, attributed by the Aquino administration to the jobs lost because of monumental natural tragedies such as Super typhoon Yolanda that battered central Philippines first week of November last year.

The figures are expected to increase even more with the hundreds of thousands of fresh college students who will be graduating this month from their studies all over the country. Their number will surely add pressure to the ranks of the unemployed force.

Why was the Aquino administration reluctant in admitting the expansion of the ranks of the unemployed? It’s reluctance is based on the fact that it is the primary responsibility of the government to provide jobs to the citizenry not only absorbing them in the public sector but by providing initiatives where its citizens could earn a living in the private sector.

In this regard, there is a great flaw as far as government initiatives are concerned because the economic fundamentals it is subscribing to are not addressing the problem of

Aquino’s economics as well as the economics of his predecessors dictate that it should only address the concerns of the existing entrepreneurs who in turn will be the ones to provide jobs for the jobless. This economic theory is very simple. Take care of the current entrepreneurs and once they grow and expand they will take care of the unemployed.

This economic theory is very glaring in what Cebu City did. The city reclaimed a vast tract of land with the sole intention of dedicating this to economic activities.

So they invited local and foreign business locators to do business in the city’s reclaimed area. It is the city’s hope that when businesses shall have located there, jobs will be available to the city’s jobless.

The city spent billions of pesos to have this reclamation project. And millions of the city’s revenue is now being allocated to pay for the loan they secured to have this project realized.

But the number of people being employed is negligible for so many reasons like the locators still have not reached the number the city is expecting to hit the so called critical mass.

But business analysts say that even if the entire potential of the project is reached, the jobs that the locators could provide will still not be significant enough to make a dent on the burgeoning unemployment rate in the city.

The locators can only take in a part of the ranks of the jobless mainly because they will locate there not for charitable purposes by providing employment but earn profits, huge profits at that.

And we should never forget that the number added to the ranks of the jobless is always greater than the number taken out from the ranks by employers.

This is the rationale why the logic of the economic fundamentals embraced by the Aquino administration is flawed. As what we have said here before, Aquino or any Philippine President for that matter, can not reinvent the basic economic formula adopted by highly developed countries. They started with agriculture by putting in almost all of their resources to that sector and by adopting protectionist policies to enable that sector to survive.

How can our agricultural sector survive when the Philippine government is adopting an open legs policy by allowing all sorts of agricultural products from other countries flood our local market? And not content with this open legs policy, unscrupulous traders are even allowed with impunity to smuggle into the country agricultural produce of other countries?

I don’t think we can ever expect an improvement in the unemployment situation in the country if the government is allowed to continue worshipping its flawed economic fundamentals.

Just think of this. Since tourism is one of the economic activities we pin our hope of earning revenues from, have you, for example, noticed if the welcome fruits and drinks offered in tourist-oriented establishments are locally produced? More often than not, they are not. This is how flawed our economic policies are.

The search is on, Miss Teen Philippines returns

T

hereafter its sudden stop on the year 2008, the nationwide premiere search for the country’s female youth role model returned. 35 beauties from different parts of the Philippines will compete to win the crown.

The pageant evolved in the theme “Global Readiness through Education.” It is a campaign that resonate and engage the more discerning, socially aware and technologically empowered teens of today.

Ms. Kathy C. Arceo, organizer of Miss Teen Philippines 2014, stressed that this event is more than a beauty pageant. It is to emphasize the value of education and to ignite the faith that education is a key to success.

MTP also aims to inspire young people to get ahead in life and be globally ready through education.

There are current series of screenings being done in key cities located in seven regions all over Philippines. These are Davao, Cagayan de Oro City, Naga, Cebu, Iloilo, Baguio and Manila. It only started on the rise of March and will continue up to May 2014. There would be five contestants in each area who will compete for the Miss Teen Philippines 2014. The three month-long search will be then concluded during the coronation night at Philippine International Convention Center in Manila on May 31.

Prior to the coronation night, lined up activities are prepared for these finalists.

These include developmental programs concerning education. In addition to that, discussions related to key issues and other concerns of teenagers such as bullying, teenage pregnancy and lack of opportunities, among others, will also be conducted. Moreover, MTP contenders will also be exposed to different cultures, environment and real life situations, such as the “kariton classroom” (pushcart classroom) introduced and popularized by Efren Peñaflorida, a teacher in Cavite. They will visit and teach children in the place. Through this, the teens will gain firsthand experience in teaching on this kind of school setting.

In the lined-up activities, MTP contestants will be lead by seven mentors consisting the Advisory Council. They are teen idol Jasmine CurtisSmith, Miss International 2005 Precious Lara Quigaman, 2nd

runner-up Miss World 1993 Sharmaine Ruffa Gutierrez, Entrepreneur Robbie Pinera, country’s premiere hair stylist Jing Monis, Philippines most popular fashion blogger Laureen Uy and bestselling author and teen counselor Bianca Valerio. They will share their expertise and ideas to the teens that will help them to the road of Miss Teen Philippines 2014.

Miss Teen Philippines 2014’s search offer the grand prize winner with combined value of more than P2.6 million. She will be then the Department of Education’s (DepEd) Ambassadress of Education and will serve to inspire and actively engage the youth to value education while promoting the various DepEd youth-directed priority programs. She will also be a member of Philippine Delegation to the Southeast Asian Youth Program and to the National Youth Parliament. In that, the same training and preparation as the other members of the national team prior to their international travel could also be availed by the title holder.

Further, MTP 2014 will also get a chance to dialogue and consult with female global change makers, especially the Board of Directors and Advisors of World Academy for the Future of Women (WAFW) − an organization that aims to produce global leaders. This is to help her chart her future path as another woman change maker of her generation.

Those qualified for Miss Teen Philippines should be aged 13-18 years old by May 31, 2014, a Filipino citizen, a natural born female and currently enrolled in an educational institution (home school, vocational and technical courses included). She should also socially aware of issues facing teens and active in extra-curricular activities.

Further, Miss Teen Philippines 2014 will be determined through the criteria of judging. 50% will be taken from a contestant’s intelligence and on how she talk and answer and if such answer is straight to the point, contains rich insights and is well-thought of. 30% will go to poise and confidence and 20% is for physical appearance.

Kidnappers free Filipina teacher Z A M B OA N G A CITY – Kidnappers have freed late Tuesday a government teacher they seized in Zamboanga City after three months in captivity in southern Philippines, officials said.

Officials said Cathy Casipong, who was seized by 10 gunmen in December, had been freed in Ipil town in Zamboanga Sibugay province. Casipong, who teaches at the Sibogtok Elementary School in Limaong Island, was immediately recovered by security forces after her family informed authorities of her release.

It was unknown if ransom has been paid to the kidnappers in exchange for Casipong’s freedom. She was brought to the army brigade headquarters in Ipil town where she is reunited with her family.

Capt. Jefferson Mamauag, a spokesman for the 1st Infantry Division, said Casipong was freed at a bus terminal in Ipil.“The safe release of the kidnapped victim was done through the efforts of the military and police,” he told the regional newspaper Mindanao Examiner.

ZAMBOANGA CITY – At least 41,404 registered voters from this city may not be able to cast their votes in the 2016 election as the Commission on Elections (Comelec) is set to purge those with incomplete data.

Atty. Wilfred Balisado, Comelect regional director, said they were ordered to remove the names of registered voters with incomplete data particularly the biometrics.

Of the 41,404 voters in the city without biometrics, 29,808 are from the first district and 11,596 from the second district.

Balisado said C omelec Chairman Sixto Brillantes has issued the order to check the voters’ list to ensure they have the complete data of all of the registered voters in compliance with Republic Act 10367.

RA 10367 requires voters to have biometrics. The law was signed on February 15, 2013 by President Benigno S. Aquino III. “The names of the voters without biometrics will be deleted from the list,” Balisado said.

He said they will also check the photographs of the voters.

He added the move to delete voters without biometrics aims to prevent flying voters from casting votes in different places.

The official urged voters to check whether they have complete data once the registration of new voters starts on May 7 this year. (MindaNews)

Eastern Mindanao Command honors 7 soldiers killed in action

AVAO del Sur - The Eastern Mindanao Command on Wednesday honored the seven soldiers of the 39th Infantry Battalion who were killed while defending Matanao town, Davao Del Sur from rebel attacks last Monday.

Capt. Ernest Carolina, 10th Infantr y Division spokesperson, and one of the field units attached to the command, said that a short mass was held at Camp Panacan, Davao City around 8:00 a.m.

After the mass, funeral honors were accorded to the fallen soldiers.

Lt. Col. Noel Detoyato, Army spokesperson, earlier said that families or next-of-kin of soldiers killed in battle will be

given a burial assistance amounting to P100,000.

Aside from this, relatives of the slain troopers w i l l a ls o b e re c e iv i ng P250,000 cash assistance f rom t h e Pre s i d e nt i a l Management Staff.

This aside from other service benefits, Detoyato added.

Besides monetary aid, children of slain soldiers will also be given scholarship grants and other educational aid.

Meanwhile, those

wounded severely will b e re ceiving P100,000 while those who sustained minor injuries will b e paid P50,000.

Depending on the recommendation of their unit commander, wounded personnel may be also given the "Wounde d Me d a l Aw ard " and those killed in action may b e decorated wit h t he "Military Merit Medal", "Gold Cross Medal" and "Distinguished Conduct Star". (PNA)

IMPORTANCE OF WOMEN as A MOTHER in Celebration of Women Day Last week we celebrate the International Women Day... all the Women and Mothers are giving appreciation and acknowledgement for what they have done in there family as well as the nation as awhole but wait a minute i was struck when i read one story that make me feel and appreciate my Mother even though Shes gone now I just want to share it with you what i’ve learned what my mother did to me and relate this story...

One young man went to apply for a managerial position in a big company. He passed the initial interview, and now would meet the director for the final interview.

The director discovered from his CV that the youth’s academic achievements were excellent. He asked, “Did you obtain any scholarships in school?” the youth answered “no”. “ Was it your father who paid for your school fees?”

“My father passed away when I was one year old, it was my mother who paid for my school fees.” he replied. “ Where did your mother work?”

“My mother worked as clothes cleaner.”

The director requested the youth to show his hands. The youth showed a pair of hands that were smooth and perfect. “ Have you ever helped your mother wash the clothes before?”

“Never, my mother always wanted me to study and read more books. Besides, my mother can wash clothes faster than me.

The director said, “I have a request. When you go home today, go and clean your mother’s hands, and then see me tomorrow morning.

The youth felt that his chance of landing the job was high.

When he went back home, he asked his mother to let him clean her hands. His mother felt strange, happy but with mixed feelings, she showed her hands to her son.

The youth cleaned his mother’s hands slowly. His tear fell as he did that. It was the first time he noticed that his mother’s hands were so wrinkled, and there were so many bruises in her hands. Some bruises were so painful that his mother winced when he touched it.

This was the first time the youth realized that it was this pair of hands that washed the clothes everyday to enable him to pay the school fees. The bruises in the mother’s hands were the price that the mother had to pay for his education, his school activities and his future.

After cleaning his mother hands, the youth quietly washed all the remaining clothes for his mother.

That night, mother and son talked for a very long time.

Next morning, the youth went to the director’s office.

The Director noticed the tears in the youth’s eyes, when he asked: “Can you tell me what have you done and learned yesterday in your house?”

The youth answered,” I cleaned my mother’s hand, and also finished cleaning all the remaining clothes’ “I know now what appreciation is. Without my mother, I would not be who I am today. By helping my mother, only now do I realize how difficult and tough it is to get something done on your own. And I have come to appreciate the importance and value of helping one’s family.

The director said, “This is what I am looking for in a manager.

I want to recruit a person who can appreciate the help of others, a person who knows the sufferings of others to get things done, and a person who would not put money as his only goal in life.”

“You are hired.”

This young person worked very hard, and received the respect of his subordinates. Every employee worked diligently and worked as a team. The company’s performance improved tremendously.

A child, who has been protected and habitually given whatever he wanted, would develop an “entitlement mentality” and would always put himself first. He would be ignorant of his parent’s efforts. When he starts work, he assumes that every person must listen to him, and when he becomes a manager, he would never know the sufferings of his employees and would always blame others. For this kind of people, who may be good academically, they may be successful for a while, but eventually they would not feel a sense of achievement. They will grumble and be full of hatred and fight for more. If we are this kind of protective parents, are we really showing love or are we destroying our children instead?

You can let your child live in a big house, eat a good meal, learn piano, watch on a big screen TV. But when you are cutting grass, please let them experience it. After a meal, let them wash their plates and bowls together with their brothers and sisters.

It is not because you do not have money to hire a maid, but it is because you want to love them in a right way. You want them to understand, no matter how rich their parents are, one day their hair will grow gray, same as the mother of that young person.

The most important thing is your child learns how to appreciate the effort and experience the difficulty and learns the ability to work with others to get things done.

Teachers’Harmonious Relationship in School Promotes Better Learning

Children learn more when they have a harmonious relationship with their teacher. A harmonious relationship means they enjoy and respect the teacher, and feel comfortable being themselves around the teacher. Doing so helps the student grow academically and emotionally. Teachers can be seen as role models or merely disciplinarians. Hamonious relationships are built through the interactions the teacher has with the child.

To establish this harmonious relationship, teachers must learn about the children individually, understand their needs and personalities. A teacher builds a more dynamic relationship with a child when she takes an active interest in each individual child, and not just the class as a whole.

Respect is valuable. Give respect to your pupil. If the child feels loved and appreciated, he’ll give that back to the teacher, the same as a parent-child relationship . This is especially important for disruptive students. A teacher who shows care and concern for the student makes it more likely for the child to change his behavior.

Emphasize clear rules and guidelines for the classroom. Let the pupils know your expectations early on, to avoid later conflicts. If the students feel the teacher is just making up rules as she goes, it becomes harder for a harmonious relationship to exist between the children and the teacher.

Give the children some control over the classroom. This doesn’t mean giving them free rein to do what they want, but instead some choice when appropriate.

Encourage them, as well, to share opinions as long as it is productive to the class. This makes the children more emotionally invested in the class.

Meet with your pupils or students individually. Holding conferences allows the teacher and children to get to know each

other better, as well as address specific concerns. Talking oneon-one makes it easier to build a positive relationship.

Teachers also need to model appropriate behavior to the students. A teacher who acts angry or frustrated in front of the class makes it harder for students to respect the teacher and build a harmonious relationship. Acting the way you want the students to act makes for a more upbeat and productive environment.

Communication is important too in establishing harmonious relationship. Thus, right on the first day of classes, tell students what to expect.. Students are more likely to know and understand what you expect from them if expectations are defined at the beginning of the school year and if you show consistency in your expectations. Harry Wong, author of “The First Days of School: How to be an Effective Teacher,” says that in addition to basic rules, you should develop a list of procedures students should follow. Procedures are different from rules in that they simply define how the school day will work; whereas, rules require some kind of consequence.

For example, you can require that students submit homework at the beginning of class in the homework bin at the front of the room when they arrive for the school day. This procedure clears up any confusion for students who are wondering when they’re going to turn in homework. If students know what is expected and when, they’ll be less likely to need reminders and won’t have to ask as many questions about non-content-related items.

Foster appropriate communication skills on a regular basis.

In a classroom, students often ask questions multiple times.

State your directions once, and expect students to listen. Have explicit directions written on all worksheets as well.

In the past, learning and education simply meant face-toface lectures, reading books or printed handouts, taking notes and completing assignments generally in the form of answering questions or writing essays. In short; education, learning and teaching were considered impossible without a teacher, books and chalkboards. Today, education and training have taken on a whole new meaning. Computers are an essential part of every classroom and teachers are using DVDs, CD-ROMs and videos to show students how things work and operate. Students can interact with the subject matters through the use of such web based tools and CD-ROMs. Moreover, each student can progress at his/her own pace.

The role of technology in the field of education is four-fold: it is included as a part of the curriculum, as an instructional delivery system, as a means of aiding instructions and also as a tool to enhance the entire learning process. Thanks to technology; education has gone from passive and reactive to interactive and aggressive.

Education is essential in corporate and academic settings. In the former, education or training

is used to help workers do things differently than they did before.

In the latter; education is geared towards creating curiosity in the minds of students. In either case, the use of technology can help students understand and retain concepts better.

Factors that help students learn better: Research has shown, time and again, that students learn best when they are engaged.

Through the use of technology, students can become active participants as opposed to passive ones where they simply receive instructions or information. Trust is another factor that enhances the learning ability of students.

Roadblocks - Naturally, for education technology to have a positive impact on students, it should be designed and prepared well. Tools used for disseminating information must be developed with students in mind. There are also factors like lack of computer/ technology literacy to be considered. Schools and businesses must bear in mind that education technology is simply a tool and its success depends largely on the amount of planning that goes into it. Using education technology can be a right choice as long as all such factors are considered.

When used properly, technology in the field of education can be a powerful tool that can help: engage and challenge learners provide students with practice Include demos, feedback and avenues that can help students reflect on what they have learned.

Do you want Yolanda to come back and experience its rage? If not, why not act?

With the 3% remaining forest in the Philippines, we are still hopeful that we can still do something for conserving our nature like the 3 R’s- Re-use, Re-cycle, Reduce consumption [cf. Rio de Janeiro], sustainable agriculture [nature-friendly, organic input; masipag practice] and appropriate technology; technology should assist nature, never disrupt nature. Let’s make a move hand in hand for what we can do today. Let’s learn how to throw our trash and waste to its proper places by segregating the biodegradable from the nonbiodegradable materials. Let us plant trees and fruit trees for our coming generations. Do not wait for another Yolanda to come, if we will not act now, then when?

Remember, only Filipinos can love fully Philippines for this is our country. My fellow Filipinos, let us love Philippines and be a nature-lover, no qualification is required only your heart, to realize the importance of nature.

Mindanao to have more power by end of Aquino’s term: DOE

M

ORE than a third of the total committed capacities of 1,500 megawatts nationwide are expected to be on stream by the end of the Aquino administration’s term, Energy Secretary Carlos Jericho L. Petilla said.

During the groundbreaking rites of the 150-megawatt Panay Energy Development Corporation (PEDC) coal plant in Iloilo, the

energy chief asserted “before the end of this administration, we will have 1,500MW of committed power capacities.”

He cited in particular some i nv e s t m e n t p r o p o s a l s f o r Mindanao grid, which in 2015 will be expecting on stream some 500MW of additional capacity that can finally end its woes of rolling power outages.

By 2016, Petilla noted that FDC Utilities Inc. of the Filinvest group is expected to bring on-line its

initial phase of 135-MW, yet based on need for added capacity in the grid, the project sponsor may step up the development of its two other phases.

The energy chief also acknowledged that there are hurdles to investments, primarily permitting and securing other various approvals from government agencies. “The question now is: how can we help them? A lot of them are already asking for our help,” he stressed.

However, Petilla noted that these would still fall short of the expected capacity additions for the country to totally spare it from the horrors of a threatening power supply crisis, primarily in Luzon and Visayas.

In a follow-on interview with reporters, Petilla emphasized that the 1,500MW had not included yet the expanded Iloilo coal plant which will now advance to construction phase.

The energy chief was forthright though that ‘firm power investments’ would still not be enough to underpin the economic growth prospects penciled in by the Aquino administration’s economic managers.

“We are qualifying because there will be projects that will be delayed, but we are also hoping that

there are ‘indicative projects’ that will hopefully advance,” Petilla said.

For Luzon, based on the Department of Energy’s planning, capacity shortfall of 104 to 339MW will hit April to June 2017 if the Aquino administration cannot beef up the level of committed capacities for power projects. Supply tightness will still torment the grid starting next year, especially during peakdemand months.

Visayas grid is similarly threatened, but the expansion of the Iloilo coal plant plus other greenfield projects may still save the area from the ‘brownout cliff ’.

T he e ne rg y d e p ar t me nt has forecasted power demand growth of 4.2 to 4.6-percent with elasticity ratio of 0.6-percent. The assumed outage rate vis-à-vis total dependable capacity is 6.6-percent.

The other completed projects were the rehabilitation of the Kawas communal irrigation system in Alabel, Sarangani worth P11.16 million and the construction of Numo-Dukay potable water system in Esperanza, Sultan Kudarat worth P4.4 million.

Out of the P4.52 billion allocated by DA for MRDP-2’s rural infrastructure component, Datukan said Region 12 availed of a total of P755 million worth of sub-projects.

S h e s ai d t h e s e proj e c t s comprised farm-to-market roads, single-lane bridges, irrigation systems, potable water systems and other agriculture-related infrastructure.

With the phase out of the MRDP-2, Datukan said the region received an initial funding of P138.75 million for the implementation of the initial phase of the Philippine Rural Development Program (PRDP).

The PRDP, which is also supported by the World Bank, is the expanded version of the MRDP. The national government allotted a total of P27.5 billion for the PRDP’s implementation, with around 75 percent coming from a loan with the World Bank.

Cag. de Oro entrepreneurs adopt measures to counter power outage CAGAYAN de Oro City - The business community in Cagayan de Oro City has adopted measures to counter power outages in this seaport capital, an official of a business group here said on Tuesday.

Efren Uy, President of the Cagayan de Oro Chamber of Commerce and Industry, Inc. (Oro Chamber), said that the local business community would adopt the “voluntary curtailment” of power usage in order to avoid “rotating brownouts” here.

He said that members of the Oro Chamber also agreed to utilize the “generator sets” for three to four hours during business days in order to minimize power usage in the city.

The Cagayan de Oro Power and Electric Company (CEPALCO), the local power distributor here, said that rotating and unscheduled brownouts here are minimal because of the independent power producers that supply power to CEPALCO. The CEPALCO-owned Minergy

provides 20-megawatt while the Solar Power produces 1-megawatt in addition to the 2-megawatt of CEPALCO’s hydropower plant on the Bubunawan river here, Marilyn Chaves, CEPALCO’s spokesperson said.

GENERAL Santos City -- The Department of Agriculture (DA) in Region 12 is pushing for the completion by the end of June of the remaining agricultural projects in the area that were funded under the second phase of the World Bank-supported Mindanao Rural Development Program (MRDP-2).

Amalia Jayag-Datukan, DA Region 12 executive director, said Tuesday the implementation of projects in the region under the MRDP-2 are currently ongoing and on track towards their targeted completion schedules.

She said they are now finalizing the phasing out in the region of the MRDP-2, which is set to end its physical implementation on June 30.

As of end-February, she said around P142.9 million worth of additional MRDP-2 sub-projects were completed and turned over to their beneficiaries in various parts of Region 12.

Region 12, which is also known as the Soccsksargen Region, comprises the provinces of South Cotabato, Sultan Kudarat, Sarangani, North Cotabato and the cities of General Santos, Koronadal, Tacurong, Kidapawan and Cotabato.

In South Cotabato, two projects worth around P19.96 million were completed in the towns of Banga and Polomolok.

These are the P12.36-million improvement and construction of the Sagrada–Cabudian farmto- market road in Banga and the construction of a single lane reinforced concrete deck girder bridge worth P7.6 million in Barangay Koronadal Proper in Polomolok.

Alert level in Normin heightens CAMP EVANGELISTA, Cagayan de Oro City––The military has thrown a region wide security dragnet as it moved to a heightened alert following an attack on a police outpost in the nearby province of Davao Del Sur on Monday morning.

Capt. Christian Uy, spokesperson of the army’s 4th Infantry Division, on Tuesday said that the entire military and police forces in Northern Mindanao were on full alert in anticipation of communist rebel attacks on military outposts in the region.

Uy said that the New People’s Army (NPA), the armed wing of the Communist Party of the Philippines, (CPP) would celebrate its 45th founding anniversary on March 29, which usually

preludes rebel attacks on military and police outposts.

Uy cited the attacked on the Matanao Municipal Police Station in Davao Del Sur about 7:00 a.m. on Monday where two policemen were killed and three others wounded as the communist rebel’s desperate efforts to show their dwindling forces.

He said that the communist rebels would always attack on military installations and the community of innocent civilians to pursue the group’s ideals of sowing terror.

The military, however, assures that the government troopers would always be around to secure the civilian community and its people, Uy added.
