CAGAYAN de Oro City–– The Infrastructure and Utilities Development Committee of the Regional Development Council in Region 10 (RDC-10) has endorsed the Regional Development Plan of Northern Mindanao, 2013-2016, espousing the alternate transport solutions for the region, particularly in highly urbanized cities, during its recent meeting held here.

Police uproot 11 marijuana hills in Misor town

CAGAYAN de Oro City––A total of 11 marijuana hills have been uprooted by the police this week in a barangay in Opol, Misamis Oriental.

Municipal police station chief Sr. Insp. Alwin T. Baclao said they uprooted the marijuana plants in barangay Bagocboc.

Baclao said five hills were uprooted in one area and six hills including one potted plant in another area on the same barangay.

He added that the police raided the areas on the strength of a search warrant issued by the Regional Trial Court Branch 18.

Closure of LTO office displaces 400 clients

CAGAYAN de Oro City––The regional office of the Land Transportation Office (LTO) would be serving an additional 400 clients who would be displaced following the closure of the LTO district office in Barangay Puerto (not Barangay Bugo as this paper reported yesterday) starting Monday.

The Members of the Sangguniang Panlalawigan of Misamis Oriental, headed by VICE GOVERNOR JOEY G. PELAEZ, made a courtesy call to Vice Mayor Meraluna S. Abrogar before they held their 18th Regular Session at MOSCAT, Claveria, Misamis Oriental.

Vice Mayor Abrogar presented to the Sangguniang Panlalawigan the possible tourist destinations to be developed in the municipality. The session was held in Claveria as part of Vice Governor Pelaez’s advocacy of bringing the Sangguniang Panlalawigan closer to the people.

LTO District Head Jesus P. Chan said that the LTO Central Office in Manila has ordered the shutting down of the district office in the city’s east coast at the closing of the business transactions on Friday afternoon.

Chan said that the shutting down of the district office was in compliance with the Administrative Order issued by Secretary

Joseph Abaya to centralize the registration of all vehicles in the regional office.

The order covers all LTO regional offices in the country, Chan said.

The district office in Cagayan De Oro City serves an average of 400 clients with a high of 500 clients daily during peak hours, Chan added.

He said that the LTO district office is strategically located in Barangay Puerto , the last coastal village in Cagayan de Oro City, with a complement of 12 personnel.

According to Chan, the district office serves the clients in the city’s east coast toward the province east district of the coastal town of Tagoloan to the last municipal town of Magsaysay in Misamis Oriental. The LTO district office also entertains clients from Bukidnon.

The extension office contributes about P 120 million to the LTO’s coffer annually. Some clients at the district office, however, expressed the apprehension on the capability of the LTO regional office to serve an

additional 400 clients that would swamp to the regional office daily.

“I am afraid that the closure of the LTO district office in Bugo would mean additional expenses to us in the east district,” Alex Safra, an applicant for a student driver’s license said.

He said he has been waiting the whole afternoon on Wednesday to get his student driver’s license but did not make it because of the large number of clients.

“I will come back very early on Thursday morning,” Safra said.

Chan said that the district office will exert efforts to make sure that all transactions would be finished on Friday. “We will be staying on an overtime because we want to clear things up by Saturday,” he added.

He said that the LTO Central Office and the regional office will never frustrate the district clients.

“I believed the LTO has been preparing for this, especially in Northern Mindanao where transactions at the LTO continues to grow every day,” Chan said.

Energy committee to tackle power crisis of C. de Oro today

CAGAYAN de Oro City–– The city council’s committee on energy would tackle the power crisis in this trading hub today (Friday), including the proposed rate adjustments that the local power distributor has filed with the Energy Regulatory Commission (ERC).

Committee Chair City Councilor Teodulfo Lao has sent an invitation to civic groups, people’s organizations, and media to a meeting on power issues at the session hall of the city council here.

He said that the stakeholders will discuss the current power situation and continued rotating brown-

out that pestered this seaport capital for months.

“The continued rotating brownouts and the power curtailment supply are disturbing that annoyed both the ordinary citizen and the local business community here,” Lao said.

He said that during the meeting, the city’s energy committee would create a committee that would study and review the applications of the Cagayan De Oro Electric Power and Light Company (CEPALCO) for a new power rate adjustment here.

CEPALCO has applied a new power rate adjustment in Cagayan De Oro City with the Energy Regulatory Commission (ERC).

The City Council

through Resolution NO. 11685-2014 has authorized the creation of the energy’s Ad Hoc Committee tasked to tackle issues of power and energy in the local community, Lao added.

“It is but fair for the local residents and all other interested parties to exercise their rights to scrutinize, if not, to protest the proposed new power rate adjustment here,” a resident who want his name withheld said.

Lao said that the city’s energy committee has also invited the National Power Corporation, National Grid Corporation of the Philippines (NGCP), and representatives of the CEPALCO, the lone power distributor here.

CCTVs at the Lumbia City Jail mulled

CAGAYAN de Oro City––The City Council here is studying the proposal to install closed circuit televisions (CCTVs) cameras at the City Jail-Juvenile and Female Dormitory to monitor the movement of visitors in and out of the city jail.

City Councilor Prexy Elipe, chair of the committee on finance and ways and means, on Thursday has endorsed the proposal to the committee on police, fire, and public safety for further studies.

In the proposal, Jail Inspector Catherine C. Cardaño told the local august body

that the installation of the CCTVs would strengthen the security of the jail facility and prevent the entry of contraband.

“With CCTVs cameras installed around the city jail, the movements of vehicles and visitors could be monitored closely. Any untoward incident would be recorded, too,” Cardaño said.

She said that the proposed CCTV system will have one dedicated channel for each camera in operation and would be able to record, at least, 640 by 480 recording resolution level.

Let Us Take the Bull by the Horns

We have said it before and we will say it again, there can be no denying that corruption is as serious a problem within the media as it is within government and, let us face it, society in general.

Media, after all, do not exist in a vacuum.

Without passing judgment on anyone, the Philippine Daily Inquirer’s report on media personalities who allegedly benefited from the pork barrel scam according to accounting records purportedly drawn up by whistleblower Benhur Luy comes as no surprise.

All these remain allegations, and those who raised these claims are duty bound to prove, just as those so accused have every right to prove their innocence.

Having said that, just as media should have no sacred cows, neither should the Fourth Estate be spared from scrutiny and criticism.

But it should not end there, whether these allegations are later proven true or false.

It is time that the Philippine media – and we speak not only of those who work in the news but everyone in the industry, including, yes, the managements and owners – recognize the problem and save ourselves and our people from ourselves.

It is bad enough that this plague within our ranks has time and again been used not only to justify but even to trivialize the ultimate censorship – murder – that has claimed the lives of at least 161 of our colleagues since 1986, as President Aquino did when he

attempted to explain his administration’s inaction on media killings.

It is bad enough when our audiences, the people we purport to serve and who depend on us for the information they need to make decisions about their personal and collective lives, feel no outrage when one of us is murdered.

What we must fear is the day when the people finally and irrevocably decide that what the PDI reports is, indeed, what we are, when they judge us as having lost all credibility, unworthy of their trust, useful only to while their idle hours with brainless entertainment, a day, alas, that appears to be creeping ever closer to us, no thanks to the quest for profit over service.

But we are also confident that there remain more than enough among us who, despite extreme difficulties and danger, remain true to the tenets of the profession.

We call on all those who believe so to come together.

We need to take a long, hard look on where we are now – not just the problems of ethics and professionalism besetting us but, just as important, the economic and other interests that inform everything from how the industry is structured, the living and working conditions of its workers and, yes, the form in which the “truth” eventually reaches our audiences – and where we should go from here.

Power sufficiency assured by 2016

AGAYAN DE ORO CITY – The government is optimistic that the power supply in Mindanao will be sufficient by 2016 as it is now working on the repair and rehabilitation of the Agus-Pulangi hydroelectric power plant to address the power shortage.

Secretary Luwalhati R. Antonino, chairperson of Mindanao Development Authority (MinDA), in a press conference on May 21 here, said the project amounts to P4.5 billion. “ No w a l a m n a m a n natin palaging sinasabi n i Pre s i d e nt e Aqu i n o na matagal kasi ang pagpaplano, paggawa ng isang generating power; at the minimum of three to four years ito,” (Now we all know what President Aquino always says that the planning and rehabilitation of power generation will take a long time; at the minimum of three to four years) Antonino said.

8 Chinese miners arrested in Pagadian City

AGADIAN CITY – Philippine authorities are holding 8 Chinese nationals who were arrested for illegal gold mining in the outskirts of Pagadian City in the southern province of Zamboanga del Sur.

Officials said a Filipino, who works as a cook for the foreigners, was also arrested by the police in the village of Lower Sibatang where authorities also seized the group’s two backhoe excavators.

The foreigners were identified only by their aliases Xiaomin, 36; Dong-

dong, 39; Tangzihan, 25; Liu Gi Yi, 29; Chung Yong de, 27; Zhang Shu Kei, 24; Duan Guang Zong, 55; Lui Chang Yin, 50; and Filipina Jennilyn Ramirez, 25, a resident of Igang village in Masbate City.

Officials said the arrest of the foreigners came following a report by locals to

authorities on the illegal activities of the Chinese men.

Police forces led by Superintendents Glenn Dulawan and Michael Palermo, and representatives from the Bureau of Immigration and provincial and local governments headed by Richard Ligan swooped down on the village and arrested the foreigners, who were all on tourist visa.

It was unknown if the Chinese Embassy was informed about the arrest.

Just recently, police also arrested 11 Chinese poachers who were intercepted

Int’l rights group tags former mayor in 300 ‘death squad’ killings

AVAO CITY — A former mayor is implicated by a human rights group’s report on “death squad” killings in Tagum City that felled around 300 people in the past four years.

The Human Rights Watch released a 71-page report titled “One Shot to the Head” : Death Squad Killings in Tagum City, Philippines” on Wednesday, that alleged former Tagum City Mayor Rey “Chiong” Uy and some police officials for involvement in the extrajudicial killings of alleged drug dealers, petty criminals, street children, and other individuals.

“Tagum City’s former mayor helped organize and finance a death squad linked to the murder of hundreds of residents,’” said Phelim Kine, deputy Asia director at Human Rights Watch (HRW).

HRW further claimed that “Rey Uy called these citizens ‘weeds.’ He and other city officials and police officers underwrote targeted killings as a perverse form of crime control.”

Uy was mayor of Tagum from 1998 to 2001, then from 2004 to 2013. His brother Arturo ‘Chongkee’ is currently governor of the nearby province of Compostela Valley.

In a telephone interview with Davao Today, Rey Uy denied the accusations saying “I am always accused of being the person behind the summary killings in Tagum

City. Whatever occurs in Tagum, they will charge it directly to me.”

“Ang tinuod diha is kanang ilahang gikuha na mga so-called witnesses, they were coerced, threatened and were paid to make stories about summary killings (The truth is that the ones who are so-called witnesses were coerced, threatened and were paid to make stories about summary killings),” said Uy. Uy said that the people behind, in what he labelled as “fabricated and callous” charges against him, were “drug and illegal-gambling lords operating in Tagum City.” “(It’s) Very obvious that (these) people won’t allow me to sit as the City Mayor of Tagum, ug sure gyud ko na these witness are paid to say something about the killings (I’m sure that these witnesses were paid to say something about the killings.)”

HRW said police records in Tagum City recorded some 300 extrajudicial killings from 2009 to 2013, but they said police officers believed the figures are even higher. No cases have been brought up to the courts.

The killings and operations of the squad were similar to that of the Davao Death Squad that HRW documented in another report in 2009. The group said the Davao Death Squad boosted the popularity of Davao City Mayor Rodrigo Duterte and “motivated” other municipal officials to “adopt extrajudicial killings as a crime control method.”

HRW based their reports on more than 30 interviews including former death squad members, police officers, witnesses to killings and surviving victims and their families. In a video interview, former death squad member Romnick Minta linked the local government behind their operation.

“We were ordered to get two or three heads every week. The purpose was to clean up Tagum of thieves and other criminals they didn’t like. For us, it was just our job. We got paid by the city,” said Minta.

Minta said he was employed under the city government’s Civil Security Unit.

Part of the operations involved getting orders from the mayor.

“We didn’t plan what we did. It came from the mayor.

The mayor would forward texts to Rolly [his aide.] Rolly would forward the texts to us and we’d make the hit. After the hit, we would text Rolly and he would relay that to the mayor and the mayor would reply, “Okay.” Then we

would go the mayor’s house.

We would get an additional 5,000 pesos [$112] per head,” Minta said.

HRW documented 12 cases including three minors, the youngest at age 9, who were alleged to be vagrants involved in smelling solvents.

Another case involved the killing of a 60 year old indigenous leader of Compostela Valley. The victim’s widow said the killing could have been linked to his refusal to give consent to a mining operation.

But the report said other killings might have been done without the knowledge or consent of Uy, including that of radio commentator Rogelio Butalid, who was killed on December 11, 2013 right outside of the radio station.

“The Tagum Death Squad also apparently carried out “guns-for-hire” operations that Uy was either unaware of or did not specifically commission, such as the killing of a journalist, a judge, at least two police officers, and a tribal leader as well as local politicians and businessmen.

In several cases, the death squad’s handlers would fabricate drug allegations against the target of a contract killing to justify to Uy their murder,” the report said.

But Uy said he had “reasons to believe that Butalid has been made a sacrificial lamb” because of the “intense political landscape in Tagum.”

Uy attributed the summary killings in Tagum as a result of either “vengeance or rivalry.” He said also that he doesn’t have any problem with incumbent Mayor Allan Rellon. Uy said that the cases filed against him in the lower court “were dismissed for lack of merit.”

HRW’s Kine blamed the government for failure to probe death squad killings and bring the masterminds to justice.

“The Philippine government’s failure to act decisively against death squad killings has certainly contributed to the horrific death toll in Tagum City, “ Kine said.

“President Aquino needs to send a loud and urgent message that deploying death squads as a ‘crime control’ measure is unlawful and needs to stop.”

HRW also said the report showed the failure of the Philippine government to “seriously investigate” death squad killings.

President Aquino has announced the formation of a “superbody” in 2012 to expedite the investigation and prosecution of extrajudicial killings, but human rights groups criticized that no progress has been reported from this group. (davaotoday.com)

It convened world leaders and experts who presented and shared their views to create solutions and address the challenge of climate change and its effects on tourism.

“We are very happy to host these international events, which yield very important agreements and protocols to harmonize, strengthen, and facilitate tourism development as countries and as neighbors,” Jimenez said during the event.

Meanwhile, while the dialogues are taking place, the Dacon Company has agreed to temporarily stop the construction of the fence.

To recall, the conflict started sometime in January this year when the Dacon management decided to construct a perimeter fence surrounding its premises as residential houses were encroaching on the road leading to the company.

The following month, Feb. 8, a rifle grenade was fired at the company, destroying one of its buildings.

No one was injured.

Teodoro Plaza, principal of ASNHS, said the itemized packaged rate of “Brigada Eskwela” has been agreed upon by all public schools in the province during a meeting and orientation of school coordinators at the Division Office of the Department of Education last month.

“We are fulfilling what is a standard requirement of Brigada Eskwela,” Plaza said as he tried to point out that ASNHS has been a “hall of fame” of Brigada Eskwela program. The school indeed was cited last year as among the privileged 20 schools nationwide which got the “Hall of Fame” accolade for being among top “Brigada Eskwela” performers for three years in a row.

But other public secondary schools have not implemented in what Plaza claimed as an agreed policy. He insisted during an interview with the Mindanao Daily News that such packaged donation scheme has the blessings of the main office of the Department of Education.

Rodrigo Limas, principal of Prosperidad National High School, said they too accept donation from parents, but they don’t exact price as a matter of requirement for the enrollment of students.

“We have different needs and stakeholders do not have the same capacity,” he said.

He, however, explained the DepEd has already empowered school heads or principals by allowing them to act within the framework of School-Based Management (SBM) that is governed by the school council within the school system. “They have an agreement how to help the needs of the school.”

But in ASNHS case, Plaza said the Parents-Teachers Association has not been part of the “Brigada packaged rate” scheme as they only strictly adhere to what was agreed upon by school heads in the province.

In the nearby San Francisco Central Pilot Elementary School located just across the national highway, teachers only receive cash donations, mostly P100 but never asked parents to give as a requirement for enrollment of their children.

Aside from the compulsory packaged rate, ASNHS has been very strict to implement the manual labor extended from parents if they cannot donate the school building materials or give the money based on package rate.

Vivian Nesle, ASNHS Brigada Eskwela coordinator, said parents are required to render at least eight hours of service per day for every child and if they have two more children studying in the school they would have to work for two more days.

Plaza, however, was quick to explain that the length of time can be reduced to just two to three hours a day if the parents can finish early their chores like weeding out the school grounds within a specific assigned area.

Contrary to “voluntary” school tasks, most parents would have no choice than prefer the packaged donation scheme since the condition has much advantage since if they just give the minimum P250 “donation” this would cover all regardless of how many children enrolled in the school.

“The problem here is that there is no clear liquidation as to how much was the total donation was collected and how would they spend it,” said Elmer Luzon, who was once a PTA official of the school.

Luzon said what he knows about the guideline of Brigada Eskwela is that the school administration is prohibited from collecting any amount from parents or any charitable institutions, but it should be in the form of materials or in kind.

Teresita Tranquilan, division schools superintendent in Agusan del Sur, agreed on this. She told reporters of a local radio station in an interview that the concept of Brigada Eskwela is pure volunteerism that parents are not compelled to give any amount of money or donate in kind.

She said no child shall be deprived of going to school just because the parent failed to participate in the Brigada for whatever reasons. “I call on the principal to open up a big heart to build better and harmonious relationships with the parents,” she said.

He cited the case of the farthest barangay from the town proper which takes about a halfday travel to reach.

In other barangays of the municipality, it was noted by the mayor that in Barra there is a continuing drug problem.

Baclao said Barra is the “main noticeable barangay in drugs” and added that some drugs in the area come from Iligan City.

As for illegal mining, the mayor and the police chief both agreed that the series of operations conducted by the Mines and Geosciences Bureau in the previous months has removed the large-scale illegal miners in the hinterlands.

Baclao said the mining equipment used were seized by the police.

On the issue of cockfights, Seno said he has not issued any permit for cockfighting, citing that this activity is handled in the barangay level.

Baclao added that the police regularly checks on reports of cockfighting but no such activity were seen when the cops arrive on the scene.

AGADIAN City - The Department of Environment and Natural Resources (DENR)-9 has engaged the services of cadastral survey contractors to undertake cadastral survey projects in three cities and 14 municipalities in Zamboanga Peninsula.

Land Management Services (LMS) Regional Technical Director Moises H. Butic reported that the cities to be surveyed are Zamboanga, Isabela and Dipolog while the municipalities are Siocon, Sibuco, Kalawit, Labason, Tamipilisan in Zamboanga del Norte; Titay and Buug in Zamboanga Sibugay; and Kumalarang, Bayog, Dinas, San Miguel, Vincenzo Sagun and Aurora in Zamboanga del Sur. Cadastral survey refers to the survey made to determine the metes-and- bounds of all parcels within an entire city/municipality for systematic land adjudication and Internal Revenue Allotment (IRA) and other purposes.

The program consists of three categories, namely, Category “A”, “B” and “C”. Category

“A” is the establishment of main and subsidiary controls, the conduct of political boundary and lot survey. Category “B” consists of establishment of main and subsidiary controls and conduct of political boundary survey, while category “C” is purely lot surveys.

Director Butic also disclosed that a total of 16 out of the 72 cadastral sites in region 9 have already been approved, leaving a balance of 56 cities/towns. He added that his office is committed to process and approve 24 sites for calendar year 2014 and complete the approval of the remaining 32 project sites before Dec. 31, 2015.

The conduct of Cadastral Survey is one of the big ticket projects of the DENR aside from the National Greening Program (NGP). The government had allotted an estimated budget of P3.567 billion for the implementation of the program throughout the country.

The complete cadastral survey is a commitment of President Benigno S. Aquino III that the same will be finished by 2015.
