7 suspects nabbed in MisOr drug den raid MISAMIS Oriental––Agents of the regional drug enforcement agency collared 7 suspects in a raid in an alleged illegal drug den in Misamis Oriental on Saturday afternoon. Regional Director Emerson Margate, of the Philippine Drug Enforcement Agency (PDEA) in Northern Mindanao, said that the recovered pieces of evidence have been forwarded to the PDEA’s laboratory or examination. Margate identified the suspects as Ivan Cagulada, alleged drug den owner/pusher, Lindo Clavano, Restituto Valdez, Ronald Recaport, Mike Eben, Ian Lomagat, and Roy Bahian. He said that the suspects were temporarily detained at the PDEA regional detention in Misamis Oriental. Recovered during the raid were, more or less, two grams of white substance contained in three pieces of large transparent sealed plastic sachet believed to be the illegal shabu, Margate said that the agency was preparing charges against the suspects for violation of Republic Act 9165 also known as the Comprehensive Dangerous Drugs Act of 2002. Capitol belies ‘mass resignation’ report By CRIS DIAZ Executive Editor

MISAMIS Oriental––A senior provincial capitol official in Misamis Oriental has denied reports of alleged “mass resignation” of top provincial officials. Provinical Administrator Edmundo Pacamalan, Jr. also denied that he has resigned

from his post: Pacamalan’s resignation was reportedly followed by other department heads at the provincial capitol. Pacamalan said that he is on a 15-day official leave, but still reports to the provincial governor’s extension office in the province’s component city of Gingoog, 200 kilometers east of the provincial capitol building in Cagayan de Oro City. He said that one of the heads of the provincial hospital has resigned from her post last month due to “health reason.” There is no truth to rumors that disgruntled department heads in Misamis Oriental have resigned, Pacamalan added. He said he has no plan to resign from his post. “I think the rumor of alleged resignation of department heads in the provincial capitol was just a case of “political mongering,” Pacamalan said. Pacamalan, served as chief of staff of Governor Yevgeny Vincente Emano in Congress prior to the latter’s election as provincial governor in Misamis Oriental during the midterm election in 2013.

Senior citizens elated over VP Binay’s two-day visit to Misoc By PJ TREMEDAL Correspondent

OROQUIETA City--Senior citizens from the province of Misamis Occidental were elated over the recent two-day visit of Vice President Jejomar C. Binay saying they have finally met him in person. The seniors are happy to see VP Binay talking before them. At least, unlike before that the seniors saw VP Binay in newspaper, television or, hear him talking in radio stations. Senior citizens from Sapang Dalaga town patiently waited for VP Binay to come and delivers a message of hope––an assurance that the Aquino administration would provide them [seniors] the needed basic services. In his message, VP Binay said

the dreams of seniors have been fulfilled during the time when he was still mayor of Makati City. He added: “Sa Makati libre lahat ang mga senior citizens.” “The law providing discounts to seniors are religiously implemented in Makati City,” said VP Binay adding, “we treat them [seniors] as heroes of today’s youth.” Meanwhile, in the towns of Sapang Dalaga, Baliangao, and Aloran, all in the first district of Misamis Occidental, the OSCA or the “Office of Senior Citizen Administration” was inaugurated––and received wheelchairs and medical equipment. In Aloran town, the Vice President assured of his support and help in the resettlement area acquired by LGU-Aloran in a 4

hectares land and P12-M funding from the local budget to be finished and given to families who are in need of housing units and place to live. NAPOCOR officials belied Petilla’s report saying that all the power plants in Lanao del Norte, including Agus 1, were operating normally at the time of the reported blackout in Mindanao. NAPOCOR spokesman Romero Pacilan said that there was “low voltage” on the transmission of the electricity which they could not determine.

Youth leaders coming from different parts of Northern Mindanao gathered last February 28 to March 1 for Rotary Youth Leadership Awards (RYLA) 2014. It was held at Budgetel Hotel, this city. “RYLA is a Rotary International program that aims to give youth a leadership training because we know that the future of youth is the future of our nation,” said Rotary Club of Cagayan de Oro City (RCCDO) President Ferdie Bernasor. RCCDO is the host of this two-day youth training. It is a club bracketed under Rotary Club District 3870 governed by District Governor Tess Navales. There are more than 20 delegate-representatives coming from different places such as Bukidnon, Iligan, Cagayan de Oro City and locations in Misamis Oriental. RYLA 2014 evolved in the theme “Engaging leadership in today’s youth.” In here, five speakers are invited to give them discussions related to leadership. These guest speakers include photographer and teacher Mr. Arresville Villaflores. He talked on the topic Moral Values and Good Conduct

CAGAYAN de Oro City–– Ten days after an island wide blackout plunged Mindanao into darkness on Feb. 20, energy officials have yet to ascertain the cause of the power outage. The mysterious blackout which the National Grid Corporation of the Philippines (NGCP), the power distributor, described as “unknown transmission disturbance” has generated a number of speculations too. The blackout lasted over five hours until electricity restored about 9:30 o’clock in the morning on Feb. 20, 2014. (SPI’s) Mindanao Coal-Fired Power Plant remain offline after sustaining damage to its turbine generating sets following the reported Mindanao grid systems disturbance on Thursday 27 February 2014. Each unit has a net generating capacity of 105 MW. 2. Based on the initial results of the on-going inspection and comprehensive technical evaluation of the turbine units, SPI will need substantial amount of time to restore the units back on line. SPI Power Plant Manager Dr. Carsten Evers confirmed that the repair of the units may last for several weeks or more. 3.

SPI has yet to complete the on-going comprehensive inspection and assessment of the turbine generating sets and expects to come-up with a more definite schedule and time table for the actual repair and restoration works in the next few days.

“We understand and recognize the precarious and very volatile power supply condition of Mindanao and we would like to assure all our stakeholders especially the power consumers that SPI is working round-the-clock to restore the units back on line” Dr. Evers said.

SPI will provide periodic updates on the progress and development of the restoration works and is working closely with the Department of Energy (DOE), the National Power Corporation (NPC) and other members of the energy sector of Mindanao in addressing the issue.

6. SPI’s power plant is currently Mindanao’s biggest in terms of unit capacity. Since start of its commercial operations in November 2006, it has delivered more than 10B kWh of electricity to the Mindanao grid representing about a fifth of the island’s total electricity supply.

Del Monte airfield in Bukidnon eyed as municipal airport By WALTER I. BALANE

MALAYBALAY CITY The Bukidnon Kaamulan Chamber of Commerce and Industry Inc. (BKCCII) is spearheading the proposal to use the Del Monte Airfield in Manolo Fortich, Bukidnon as a municipal airport to boost tourism and development in the province, Roger Navarro, BKCCII executive director said. Navarro said the airstrip, 1,400 meters long and 40 meters wide, stands on land owned by the National Development Corporation (NDC) and leased to Del Monte Philippines, Inc. He said the chamber is proposing that the airstrip be retained for use of small commercial planes rather than being left idle or used for agricultural purposes. “This is useful for tourism and development in the province,” he said. Navarro said the airstrip used to be operational until recently. He recalls that shortly after super typhoon Yolanda struck Tacloban and other parts of the Visayas, American missionary planes used the airstrip to ferry relief goods from Bukidnon. Roderico Bioco, BKCCII chair, said they have passed a resolution to support the retention and development of the airstrip as a municipal airport. He said they will ask the legislative bodies of Bukidnon province and Manolo Fortich town to adopt their resolution. Bioco added that they will also ask the National

Economic Development Authority- Regional Development Council to endorse their proposal to NDC (National Development Corporation) and CAAP (Civil Aviation Authority of the Philippines). In an e-mail, Navarro said they intend to write a letter to Transportation and Communication Asec. Lino H. Dabi, assistant secretary for Project Monitoring and Evaluation of DOTC, based on their discussions in Manila during the Cagayan de Oro investment forum last week. He said they had a closed door meeting with Oro Chamber, Kaamulan Chamber, Oro City Mayor Oscar Moreno; and representatives from USAID, DOTC, CAAP and DOT (Department of Tourism) for updates on the status of Laguindingan Airport. The chamber had earlier backed the development of the Bukidnon Domestic Airport, and a site in Don Carlos town in the southern part of Bukidnon, has been selected by consultants of the Civil Aviation Authority of the Philippines last year. Navarro said they are proposing that both the Bukidnon airport in Don Carlos and the Manolo Fortich municipal airport, which are three hours apart, be built. “That would be much welcome development in Bukidnon,” he added citing the three-hour travel time from Bukidnon to the

nearest airport in Laguindingan, Misamis Oriental. Navarro said there is a possibility that the Manolo Fortich Municipal airport will be developed ahead of the domestic airport. The municipal airport “could be a contender for the Bukidnon airport project since there is enough room to build a two-kilometer runway with adequate clearances,” he said. But he clarified their support for the Manolo Fortich municipal airport is not a withdrawal of their endorsement for the Bukidnon Domestic Airport in Don Carlos. The approaches on both ends of the runway, he added, are clear by at least five kilometers from each direction. He noted that Pulag and Gabuc hills, both about 2,000 feet above sea level are nearest to the airfield,

which sits on a plateau at about, 1,850 feet above sea level. The two hills, he added, straddle the original World War II airfield of the United States Army Air Corps under the US Armed Forces in the Far East) headed by Gen. Douglas Macarthur. Defense pact without future?

April 4, 1949 has been a historical day: 10 West European countries with the United States of America, and Canada signed the “North Atlantic Contract and founded the NATO, the North Atlantic Treaty Organization.” The so-called “Cold War” between the non-Communist Western hemisphere and the communist Eastern hemisphere, dominated by the former Soviet Union, had become completely inflamed. Seven additional states, among them the former West Germany (Federal Republic of Germany), my home country followed and joined the alliance. The communist “Warsaw Pact Members” during that time, treated the NATO as an aggressive and dangerous alliance.

The pro and contra regarding a NATO’s extension and expansion is indeed very evident. The inner climate between NATO partners streams undoubtedly and inevitably into an excessively crucial test and row. The global theatre of war against Al-Qaeda and other terrorist groups has not yet been won. But a prominent victim itself, the NATO, was borne to its grave already. National and international commentators sung the

obituary––not only once and, since many years! Actually, the NATO should become a common bridge among all contradictory positions, but it seems that only one thing is uniting the different caps: the intention of mutually taking advantage. Distressing! No doubts, the alliance, NATO are still alive. Lawmakers want Congress to enact a law declaring Filipinos who fought against Spanish and American colonialism in Mindanao as national heroes. Reps. Rufus Rodriguez (2nd District, Cagayan de Oro City) and Maximo Rodriguez (Party-list, Abante Mindanao), authors of House Bill 2508, said there is an urgency to correct the injustice inflicted on Filipinos in the South whose heroic sacrifices during the long excruciating struggle against colonial rule are missing in the pages of Philippine history. “It is unfortunate that for a hundred years our historians have disregarded the heroic deeds of the people of Mindanao by merely mentioning them in passing, if at all,” Rodriguez said. Rodriguez said only by recognizing the heroic struggle of the people of Mindanao against colonial rule can the country achieve a truthful and meaningful national celebration of the Philippine Centennial and the unity of the entire Filipino people. “There is enough reason to believe that the Moro resistance had contributed greatly to the strengthening of the Katipunan because without the military campaign in Mindanao, there would have been enough Spanish forces in Manila to check their activities,” Rodriguez said. Rodriguez said the Moro resistance raids were their contributions to the fight against the colonizers that reached the climax in the Philippine Revolution of 1896. Rodriguez noted that in all books written on Philippine History, there is a very scant account, if at all, of the revolutionary heroes of Mindanao. They cited Teodoro Agoncillio’s Philippine History, Gregorio Zaide’s The pageant of Philippine History, and Dr. Sonia M. Zaide’s The Philippines: A Unique Nation (with Dr. G. Zaide’s History

special feature of the Republic of the Philippines.) Rodriguez cited the following Filipinos who fought Spanish and Amerkcan colonialists as: -Gen. Nicolas Capistrano, the leader of the Cagayan revolutionaries who waged a one year war against the American in 1900-1901 and led the attack of the Cagayan revolutionaries assisted by Bukidnon lumads, against the Americans in the Battle of Cagayan of April 7, 1900; - Col. Velez, who commanded the revolutionaries in the west of Cagayan de Oro and victoriously led the defenders in the Battle of Macahambus Cave of June 4, 1900. -Cap. Vicente Roa who, on May 14, 1900, led the Cagayan revolutionaries in the east in an encounter with the 40th US Regiment where he was killed, together with 14 Cagayano soldiers in the Battle of Agusan Hill; -Simeon Ledesma, who organized the first resistance group in Western Misamis against the Americans; -Rufino Deloso, who led a force of 400 revolutionaries and engaged the American in no less than 20 encounters from May 14, 1900 to January 6, 1901; -Capt. Daligdig, the lumad leader in the Oroquieta Laungan area who led numerous assaults against the Oroquieta Garrison of the Americans; -Amai Pakpak led Muslim defenders of Fort Maqrawi in both the 1891 assault by Spanish Gov. Gen. Valeriano Weyler and the 1895 invasion of Gov. Gen. Ramon Blanco. Amai Pakpak died fighting the 3,000 Spanish troops; -Datu Ulo must be credited for inces-

santly fighting the Spaniards from 1880 to 1886. The Spanish expeditions against Datu Ulo weakened the over-all military strength and financial resources of the Spaniards, making them vulnerable a few years later to the revolution waged by the Katipunan; -Datu Ali organized and led the resistance to American rule from the Cotabato Valley . His fortress in Cotabato was the largest ever constructed in Mindanao easily holding 5,000 men; -Gen. Vicente Alvarez, who led the revolutionaries against the Spanish forces which withdrew to Zamboanga. Montero, a Spanish general was killed and General del los Rios surrendered the only city to Gen. Alvarez in May 1899; -Simon Gonzalez was appointed by Gen. Emilio Aguinaldo as military commanders of Mindanao, and Wenceslao Gonzales as governor of Surigao on January 2, 1896. They, among other important events, declared Surigao and Butuan free territory and part of the Republic of the Philippines and they were the first to hoist the Philippine flag in these places. “These heroic wars waged by our Muslim brothers sapped and diminished the military strength and divided the attention of the Spanish authorities. The Muslim resistance led to the strengthening of the Katipunan because without the military campaign in Mindanao, there would have been more than enough Spanish forces in Manila to check the Katipuneros,” Rodriguez said. The bill also mandates the National Historical Commission to undertake a full blown research on the lives and heroics of the named Filipino revolutionary leaders in Mindanao, and to erect the monuments and historical markers of the different sites of the war against the Spaniards and the Americans.

to happen in Pangasinan, Cebu, Bohol, and in the whole Philippines. I mean, it is clear that if only the authorities took Yolanda more seriously and prepared for it more competently instead of stupidly downplaying its ferocity, there could have been fewer deaths from the event. But then, some people in government did not want Filipinos to panic and so lulled many of them into complacency, only to die mercilessly with the strong rains and rampaging waters. And that is the same foolish tactic that many, including leaders of various churches, have taken in relation to the flesh and bone-eating disease. Disturbingly Beautiful TXS brings Shakespeare closer to home By Shaun Alejandrae Yap Uy

oming off the busiest week of my February, Cinema Rehiyon 6, I got to watch the last run of The Xavier Stage’s adaptation of William Shakespeare’s Titus Andronicus. This well-loved Shakespeare tragedy is a reflection of violent scenarios set into beautiful poetry. According to Wikipedia, “Titus Andronicus is a tragedy by William Shakespeare, and possibly George Peele, believed to have been written between 1588 and 1593. It is thought to be Shakespeare's first tragedy, and is often seen as his attempt to emulate the violent and bloody revenge plays of his contemporaries, which were extremely popular with audiences throughout the sixteenth century.” So, how does this connect with our Philippine setting? That’s the beauty of Shakespeare plays – it’s universal. Hobart Savior, Xavier Center for Culture and the Arts Director, says that The Xavier Stage (TXS) adapted the play into our Philippine setting using a dramatist theory telling us that life is a “carnival”. This experience of Titus Andronicus is not for the faint-hearted. A tale of revenge and violence, TXS’ version of the play gives us a disturbingly beautiful look into the minds of those who are vengeful and how life’s sarcastically playful “clowns” turns chaos into carnivals. Glad that I wasn’t on the front row – up close, hahaha. Knowing Hobart’s works, I know better to sit up front (of course, I mean this in a good way, Bart). Hobart likes to get the audience involved in the experience, and true enough the blood and gore spurted out from the stage onto the audiences (this is real time 3D experience, my friends, without the glasses). I like this style of theater experience as the audiences are taken into the play itself, the actors even use all the theater space in entrances and exits. I know some of the actors on stage that night, as they were a mix of students and faculty members of Xavier University. I didn’t see them that night… I saw the Titus Andronicus characters come to life. I shall keep my darkest learnings to myself after watching that TXS play – ‘twas a perfect way to cap-off my personal celebration of the Philippine Arts Month. To all the people who are thinking of “revenge” against their enemies – if TXS will run this play again – WATCH IT!

AFP condemns NPA rebels for latest landmine attacks in Davao Del Sur

AVAO del Sur -- The Armed Forces of the Philippines (AFP) on Monday vehemently condemned the latest landmine attacks perpetuated by the New People's Army (NPA) which wounded 16 people, five of them civilians, in Bansalan town, Davao Del Sur Sunday.

"The AFP condemns this desperate attack by the NPAs who continue to sow violence in rural areas in the country. The NPA’s use of improvised explosive devices (IEDs) as landmines endangers lives, as well as sows terror among civilians in the immediate area of attack," AFP public affairs office chief Lt. Col. Ramon Zagala said. He pointed out that under the Comprehensive Agreement on Respect for Human Rights

and International Humanitarian Law to which the NPA is one of the signatories, the use of IEDs as landmines is prohibited to prevent damages to civilians. Zagala said that the AFP will pursue the perpetrators in view of ending their violent activities and in bringing peace and development in rural communities. NPA fighters earlier conducted two landmine attacks in Bansalan town, Davao Del Sur Sunday.

CAGAYAN de Oro City–– National Power Corporation (NAPOCOR) officials belied Energy Sec. Jericho Petilla’s report that a power plant in Lanao del Norte conked out and was the cause of the Mindanao-wide blackout last Thursday, Feb. 27. Earlier, Energy Secretary Jericho Petilla told the press that one of the power plants maintained by the NAPOCOR, particularly the Agus 1 in Lanao del Norte, which provides power to one of the major power grids in Mindanao, stopped operations that caysed the power outage.

But, NAPOCOR Spokesman Romero Pacilan said the transmission of the power from NAPOCOR was normal at that time. However, the NGCP grid could not take in the energy at that time because of low voltage. Pacilan said they could not determine the reason why there was “low voltage” on the transmission of the electricity. This was reinforced by NAPOCOR officials in Iligan City who said that the origin of the power failure that caused a blackout in Mindanao about 3:30 am on Feb. 27, 2014 could not be positively traced. Sec. Petilla is the STEAG State Power Inc. (SPI) situated inside the PHIVIDEC Industrial Estate in Villanueva town, Misamis Oriental. SPI said “initial reports indicated that the Mindanao grid systems disturbance was caused by the tripping of several power plants in Mindanao which started from the state-owned Agus 1 in Marawi City.” Jerome R. Soldevilla, communications officer of SPI, said “Units 1 and 2 of SPI’s Mindanao Coal-Fired Power Plant remain offline after sustaining partial damage to its turbine generating sets brought about by the reported Mindanao grid systems disturbance on Thursday 27 February 2014. Each unit has a net generating capacity of 105 MW.” Soldevilla said SPI is currently fast tracking the completion of an on-going comprehensive inspection and assessment of the turbine-generators. The inspection takes time as it covers all the essential parts of the turbine generating sets and other major power plant equipment. Earlier, SPI president and CEO Dr. Bodo Goerlich said the company is doubling its efforts to bring the units back to the Mindanao grid. SPI’s power plant is currently Mindanao’s biggest in terms of unit capacity. Since start of its commercial operations in November 2006, it has delivered more than 10B kWh of electricity to the Mindanao grid, representing about a fifth of the island’s total electricity supply. Some establishments give candies instead of the exact change. There is shortchanging when vendors give less change than what is due in a transaction, telling their customers that they do not have coins available. Shortchanging and the giving of candies as legal tender are considered as unfair or unconscionable sales act or practice which are punishable under Republic Act No. 7394 or the Consumer Act of the Philippines. Under Ar ticle 52 of the Act, an act or practice shall be deemed unfair or unconscionable whenever

the producer, manufacturer, distributor, supplier or seller, by taking advantage of the consumer’s physical or mental infirmity, ignorance, illiteracy, lack of time or the general conditions of the environment or surroundings, induces the consumer to enter into a sales or lease transaction grossly inimical to the interests of the consumer or grossly onesided in favor of the producer, manufacturer, distributor, supplier or seller. Any person who shall violate the provisions shall upon conviction, be subject to a fine of not less than P500 but not more than P10,000.00 or imprisonment of not less than five months but not more than one year or both, upon the discretion of the court. Four establishments get fines for selling Christmas lights without ICC stickers BUTUAN City - While most firms are busy with post-Christmas business, four establishments in this city get penalties recently for violations made during the height of the Christmas season. C ommodity Clearance (ICC) stickers were meted administrative fines in the amount ranging from P17,500.00 to P25,000.00. In addition, they were a ls o ordere d to ce as e and desist from selling Christmas lights without ICC stickers with a stern warning that repetition of

the same or similar acts in the future shall be dealt with more severely. The decision was handed down by the Department of Trade and Industry (DTI) – Caraga Regional Office on the basis of the formal charge filed on the observed violations. The violators were caught during the inspections conducted by DTI-Agusan D e l No r t e P rov i n c i a l Office monitoring and enforcement team during the last quarter of 2013 in line with the agency’s mandate to inspect commodities which affect the life, health and safety of consumers under Republic Act No. 4109 otherwise known as the Product Standards Law. A total of 2,481

individual lighting sets plus 29 boxes of Christmas lights were found to have been displayed for sale without the required ICC stickers in violation of Department Order No. 02, Series of 2007. The confiscated products are forfeited in favor of the government and will be processed for destruction. Christmas light is a mandatory product required to conform to Philippine National Standard (PNS) 189:2000. The Guinness World Records is an international authority that verifies and catalogues world records with the help of record adjudicators. Guillano said there are 1,000 patients undergoing dialysis in Davao and more than half of them need transplant. Science has advanced in combating AIDS and preventing its spread, once a dreaded disease that have plagued many promiscuous Asian countries. Education and changing lifestyles later have slowed down the disease. But one of the many recent developments appears that climate change has claimed many lives of travelers, tourist and a great percentage of the tourism infrastructures

The United Nations and the Word Bank recognized this threat and it has called member nations to reduce the green house effect which mitigates climate change, bringing calamities, the cost to rehabilitate is too much to undertake. In the Philippines, we might be doing what is the opposite? More coal power plants are built in the country. Mining and mineral exploration in Surigao Provinces remains our top priority. More trees are cut faster than we can plant as forest reserves are eaten by eco-zones in Subic and Aurora, Quezon and more fuel guzzlers SUV vehicles are running in the streets of Metro Manila. Perhaps, the government agencies handling these areas have different agenda than the goals of the Department of Tourism? Climate change is not predictable, it can occur anywhere and anytime of the year. Typhoons even change its direction just as earthquakes may hit any hemisphere of the world. Tourism demand is a sensitive market that must be devoid of risk. In Mindanao, we might be creating more risk, which brings us to the paraphrase of the words of Davao City Mayor, Rodrigo Duterte when he said “we do not need more laws but only good people in the government who must do their jobs.” What have we done more in this country to slow down climate change?

Emano also urged the BFP to help enhance the capability of fire stations in the province in fighting the menace of fire. “Our brave men and women of the BFP, especially those in fire stations of the province, have shown their courage on many occasions to perform their job. However, they are hampered due to the very limited resources they have at hand,” Emano said. The Governor recalled the fire disaster in the town of Balingoan where it would have been easily put under control if not for the inadequacies in terms of facilities and equipment. “Added to this is the distance that the fire trucks from other stations in the province have to travel in order to render assistance” he added. Emano said that in the coming days he will initiate meetings with the BFP in order to find common grounds on how the provincial capitol and the BFP could work together primarily for the interests of the residents of the province. “First, I need to review the province and the BFP can consolidate and maximize the utilization of our meager resources. What De Lima and the Ombudsman must try to do now is to endeavor to establish the truth, the whole truth, and nothing but the truth in their investigations of the scam. And this should require them to investigate not only the opposition, but even those who are allied with the administration who are also known to have abused their pork allocations. After the five hour blackout, the NGCP said that power transmission has been restored in Cagayan de Oro City, Davao City, General Santos City, Zamboanga City, Pagadian City and some municipal towns in Mindanao.

isamis Oriental is set to launch in June a universal health care program for all the 23 municipalities and two cities of the province.

Dr. Jerry Calingasan of the Provincial Health Insurance Office said the program will cover 232,000 individuals under the National Household Targeting System (NHTS) of the Department of Social Welfare and Development. Calingasan said the program will be given a budget of P120-million for 2014. He added that it will practically benefit the entire population of the province. Under the NHTS the provincial government will no longer have to enroll beneficiaries in the Philippine Health Insurance Corp. because it is part of the Point of Care Enrollment Program of PhilHealth. Calingasan said the province still has unpaid PhilHealth premiums totaling some P244-million during the

The universal health care system of Misamis Oriental will be a feature of the MisOr Cards that will be implemented by the governor this year. Calingasan said this is one of the governor’s priority programs. Social welfare officers will classify the patients as to who can avail of the benefits which will include laboratory examinations, medicines, x-ray, ultrasound, CT scan and MRI. The doctor said they are in the process of finalizing all the details of the program for implementation in June.
