Comelec to disqualify JV Ejercito

CAGAYAN de Oro City–– Senator Joseph Victor (JV) Ejercito is now facing a disqualification case from the Commission on Elections (Comelec).

In an interview on Friday in Cagayan de Oro, Ejercito said he had just received a text message informing him of the disqualification case for alleged overspending during the last elections.

He, however, downplayed the case, saying he did not overspend in his TV commercials during the elections.

“One or two a day lang ang commercials ko,” he said, adding that the ratio of his commercials to that of other candidates is 1:5 or 1:6.

Police release facial composite of alleged killer of 2 Swiss men

CAGAYAN de Oro City-Police yesterday released the facial composite of one of the alleged suspects in the twin murders of Swiss nationals who were shot to death last Sunday in Opol in Misamis Oriental.

The sketch is based on eye witness accounts and on a photograph taken just

before the shooting at a beach resort.

Criminal Investigation and Detection Group Region 10 chief Col. Pedro Austria said, however, that the suspect has yet to be identified.

Austria said the special investigating task force already has led on the killers.

He said the task force, composed of the CIDG, provincial police office and

the municipal police station, is looking into at least two gunmen.

“The crime laboratory has determined two caliber .45 pistols used in the shooting, based on the bullets and empty shells recovered at the crime scene,” Austria said.

CAGAYAN de Oro City––A lawyer was charged with kidnapping and serious illegal detention for the reported disappearance of a minor here, a police officer said.

Police Sr. Insp. Elmer Robas, commander of the police station in Cugman, this city, has charged lawyer Ely Pamatong in connection with the disappearance of a 17-year-old boy here.

Robas said that the case was filed with the city fiscal’s office here last Thursday after the boy’s parents alleged that Pamatong has been keeping their son in an exclusive compound in Tablon, a coastal village here.

keeping the boy. Instead, Pamatong accused Robas as responsible for the disappearance of the boy.

In the same interview, Pamatong also alleged that Robas reportedly utilized the boy as a courier and errand for an illegal drug trade here.

Robas, denied Pamatong’s accusation, saying that he did not even know the boy since “I was assigned in Cugman a year ago and have no knowledge of the people there.”

“Pamatong is concocting an incredible accusation,” Robas said.

Bishop condemns flak on church, calls for prayer

avao City – While in grief following the recent bombing of their church in Pikit, North Cotabato last Wednesday, the General Secretary of the United Church of Christ in the Philippines (UCCP) called for a prayer for peace.

“No circumstance or reason can justify such deplorable act on a house of worship leading to the death and injury of worshipers,” he said.

Two suspects onboard a motorcycle fired a 40-millimeter grenade at the gate of the church located in Sitio Bliss, Barangay Pagangan.

Marigza said that “as of this time, there is no evidence as to who were responsible and what their motives were. There are theories and

speculations but no concrete proof as of yet.”

Col. Dickson Hermoso, Philippine Army 6th Infantry Division spokesperson confirmed in news reports that at least 40 people were inside the church when the attack happened.

Identified fatalities were Felomena Nacario-Ferolin, 54, and Gina Cabiluna, 39.

Ferolin worked as a nurse while Cabiluna was a public school teacher.

“In times like these, when emotions and passion tend to run high, we call for sobriety. Let us avoid speculations and a rush to judgment that are unwarranted and which may just lead to further escalation of tension and of violence,” Marigza said.

The church leader also expressed their gratitude to the local Muslim leaders who also joined them in condemning the incident.

“We are heartened in this hour of our grief, that as we condemn the attack on our church in the strongest term possible, that Muslim leaders in the area have joined us in condemning this despicable act,” he said.

“Our Muslim brothers and sisters in the area are fully aware of the inter-faith and ecumenical posture of our Church and how our Church people and institutions, like the Southern Christian College, had been

in the forefront of promoting peace in Mindanao.”

Marigza enjoined the local church leaders of UCCP in the country to “designate a time in their worship services this Sunday to remember those who died and those who are in need of healing and to pray for peace as well as for justice for the victims and comfort for their families.”

“This may be an opportune time to show to the world that we, as a people – whether Christians, Muslims or Lumads – long for peace by calling for an inter-faith, tri-people prayer rally for unity, justice and peace.”

While Bishop Hamuel Tequis, Jurisdictional Area Bishop of South-East Mindanao will lead a delegation of church leaders to Pikit on their worship this Sunday.

“We will visit the injured and express our condolences to the families of Ferolin and Cabiluna. We also hope to support the community in gathering data and documenting accounts of what transpired in Pikit last Wednesday,” said Tequis in a statement released Saturday.

“Many UCCP members have expressed feelings of fear, grief, and disbelief that this happened during a worship service. We must provide counsel, care, and spiritual guidance for our members,” he said.

Marlon T. Gayog Last week I visited my Hometown: Municipality of Jose Abad Santos Davao Occidental almost 200 kms from Davao City. Before our place is a part of Davao del Sur but now is a part of newly created province Davao Occidental. Davao del Sur is composed of 14 municipalities and 1 city which is Digos City. Republic Act 10360, the law creating Davao Occidental subject to ratification in a plebiscite, was signed by President Benigno Aquino III on July 23.

The proposed province will have Sta. Maria, Malita, Don Marcelino, Jose Abad Santos, and Sarangani as component municipalities while Davao del Sur, from which the new province is to be carved out, will be left with the towns of Malalag, Sulop, Padada, Hagonoy, Sta. Cruz, Bansalan, Matanao, Magsaysay, Kiblawan and Digos City.

Im just wandering why it’s not fair is the division of the new province from the Davao del Sur which 14 municilities and one city.

After the division Davao Occidental have five municipalities only while the existing province is 9 developed municipalities and one city. According to some political analyst and some politician it’s just a political accommodation for the big political name in the province. In order for them not to encounter in next election. Im just hoping that Davao Occidental can survive inspite of its political and economic situation.

Going back to my Hometown Jose Abad Santos is a first class Municipality in the province of Davao Occidental, it is the southernmost municipality on the mainland of Mindanao island. According to the 2010 census, the coastal

town has a population of 69,631 people in an area of 600.06 square kilometers (231.68 sq. mi): by population, it is the second largest municipality in Davao Occidental after Malita. Its composed of 26 barangays with 73 kms coastal area.

A couple of decades before our place is isolated in term of development were thinking that we are leaf out by the government. We have no all weathered road connecting to other municipalities, No transportation by land, No Communication, and Electrification. Before only 2 barangays in poblacion area are energized by NAPOCOR Genset 8 hrs/ every night. Our means of transportation before going to cities is via Sea through Motor Banca.

After a long years of waiting my Hometown is now the fast rising municipalities in term of development, we have all weathered road connecting Don Marcelino, Malita and to the rest of the province, we can travel now from JAS to Davao City via 4 wheel vehicles and motorcycles, We have now 24 hrs electricity through DASURECO, We have Communication powered by Smart/Globe.

Some businessman have the comfort in doing business because of the important infrastracture that was already in place in the area. Well there are more things to developed in order that our place can compete to other develop municipalities.

I would like to extend my appreciation of our past and present Provincial and Municipal Officials who doing their efforts and initiatives so that my hometown will not leaf behind. Thank you Hon. Claude P. Bautista Governor of Davao del Sur for giving priority projects to JAS before we separate from Davao del Sur JAS can stand and compete to the rest of municipalities and cities. To Hon. Sec. Joel Villanueva visits Caraga Region BUTUAN City – Secretary Emmanuel Joel J. Villanueva of the Technical Education and Skills Development Authority (TESDA) visited Caraga Region on Tuesday, October 7, 2014 to grace three big events in this city and in Surigao City.

The activity commenced in Butuan City with the conduct of “TVET Roadshow in Caraga” highlighting the ceremonial awarding of scholarship vouchers under the Training for Work Scholarship Program (TWSP) at the Activity Center of Robinsons Place-Butuan.

During the event, Sec. Vilanueva also demonstrated coffee-making since he is a National Certificate (NC-III) holder of Food and Beverage Services (Barista).

“This is one way of teaching the students on the latest techniques and strategies in coffee-making,” TESDACaraga Regional Director Florencio F. Sunico, Jr. Sunico said.

Also, students of Butuan Doctors College, AMA Computer Learning CenterButuan, and Caraga State University-Cabadbaran demonstrated their skills in Barista and Bartending.

Meanwhile, a Memorandum of Agreement (MOA) between TESDA-Agusan del Norte and Toyota Butuan Branch was forged to ensure that TESDA trainees and graduates will be absorbed or hired in the company.

After the coffee-making demonstration, Sec. Villanueva visited the TESDA Specialista Desk at the 3rd Level of the mall and see for himself the services offered

in the information center.

To give time for the local tri-media personalities, the official attended the media conference held beside the TESDA Specialista Desk.

Here, Sec. Villanueva presented the accomplishments of the agency to the media, as well as the future programs of TESDA in line with the Human Development Cluster of the Philippine Development Plan.

After lunch, Sec. Villanueva and his party immediately proceeded to Bad-as, Placer, Surigao del Norte to visit the newly-constructed Provincial Community Training Center, a joint project of the provincial government thru the leadership of Gov. Sol F. Matugas, the mining companies operating in Surigao del Norte, and TESDA-Surigao del Norte.

Highlighting the activity is the turnover of equipment to be used at the training center by the different mining companies operating in Surigao del Norte.

Also, the regional office of the Department of Science and Technology (DOS) through Regional Director Dominga Mallonga turnedover additional training equipment to the training center.

Further, Sec. Villanueva turned-over some P3-million worth of TESDA Scholarship Commitment to the provincial government thru Gov. Sol F. Matugas. It was learned that the scholarship slots is intended for the Provincial Community Training Center.

HIV cases in Surigao Norte up almost 50%

URIGAO City - Health officials have expressed alarm over the rising number of human immunodeficiency virus (HIV) cases in Surigao del Norte.

Jessica L. Nepomuceno, program coordinator of the Sexually Transmitted Infections /HIV/Acquired Immune Deficiency Syndrome (AIDS) program of the City Health Office, said there are two new additional HIV patients discovered this year.

The total HIV cases in the province have now reached 14, almost double from last year’s eight.

Of the 2014 figure, nine came from Surigao City;

two from Dapa and one from Pilar, both towns located in Siargao Island; one from Sison; and one from Gigaquit.

Nepomuceno said most of the HIV patients, 93 percent, were males.

She said there could still be unreported HIV cases as testing is not mandatory as well as due to the stigma put on people with such disease.

Under Republic Act 8504 or the Philippine AIDS Prevention and Control Act of 1998, Article III, Section 16 prohibits compulsory HIV testing and “is deemed unlawful” if forced.

“This is actually one of

the setbacks since we really can’t force anyone to undertake HIV testing,” Nepomuceno told MindaNews yesterday.

Surigao City has four HIV-positive cases from the period 1995 to July 2012, documents showed.

Dr. Romulo Ybiernas, former HIV/AIDS coordinator of the city health office, told MindaNews that the city government allegedly failed to allocate funds for awareness drive against the spread of the disease.

The United Nations Millennium Development Goals projected that by 2015, HIV/AIDS cases

should have been on the decline.

Ybiernas said this could only be realized if there is a pro-active participation from the local government and also the public in combatting the spread of the disease by raising their awareness.

He said the lack of knowledge on the disease, which is still pervasive in a small community like Surigao, is a major factor why cases continue to rise.

Resolving Mindanao’s Power Shortage Concrete steps must be undertaken to hasten the implementation of measures to address the worsening power situation in Mindanao.

This was the main concern echoed by Senator JV Ejercito, over the weekend, when he was in Cagayan de Oro to grace the National JCI convention.

In a press briefing, Ejercito said there is still so much to be done to solve Mindanao’s energy problem.

Ejercito is right in saying that there is a need for a comprehensive energy plan to address the energy crisis that Energy Secretary Jericho Petilla has been warning everyone about.

This plan should serve as a long-term solution to the growing lack of elec-

tric supply in the country.

It should also include alternative sources of energy such as the Bataan Nuclear Power Plant and a review of EPIRA. This move can help generate as much as several thousands of jobs,” he said. “Mahihirapang makamit ng bansa ang Daang Matuwid kung ang daraanan ay madilim at walang ilaw,” he stressed On the energy crisis related to the issue of peace and order in Mindanao, Senator Ejercito urged the government to fight poverty in the region instead.

He noted that 10 of the 16 poorest provinces in the country can be found in Mindanao. “It is this sorry state of their region that incites unrest among its people. They cannot eat

well and are even subjected to 8 hours of no electricity daily!” he said, Ejercito’s challenge should be heeded concretely. He said that a clear policy and program to combat this issue must be enacted in order to provide Mindanao with an inexpensive, ample, and stable supply of electricity.

“Doing so would encourage businessmen to invest in Mindanao, thus help improve the local economy,” he said. “Mindanao’s potential to become the country’s food basket and the Mindanao Strategic Development Framework authored by NEDA must also be reevaluated,” There were steps undertaken but were not sub-

stantial such as the strategic plan on Modular Generating Sets, and revision of its Rules of Procedures on timelines for decisions to expedite the process for Distribution Utilities who acquired or leased modular generating sets through National Electrification Administration’s facility loan program as a short term .

Even Cagayan de Oro Rep. Rufus Rodriguez, lamented that the city is losing P30M per hour due to brownouts. What is important are solutions for the benefit and welfare of the people. Let us go beyond the mandate of financial problems. Let us not argue, instead, let us work forward in addressing the power shortage situation.

The needed reforms suggested by Senator Trillanes is that the PNP Internal Affairs Office must be under the Office of the President to avoid “ lutong-macao” kind of police investigations.

Some said the scalawags at the PNP are now considered “terrorists”, terrorizing businessmen through extortion, asking bribes, abduction of rich people, even killing innocent citizens for money?

PNP Commanders must face command responsibility if there is an increase of criminality in their area of responsibilities, including the unsolved crime of criminals riding in tandem.

Why? Is there a syndicated conspiracy among PNP Commanders and the masterminds? What a shame in the PRO XI PNP, that this criminality had reached the attention of the United Nations? Wake up Sirs, enforce the law and order without fear or favor.

Another reform suggested is the improvement of Moral Values of some bad eggs in the PNP including top Commanders. Police officers are bound by high moral fidelity to lead by honest personal examples.

PNP Top Commanders should reject bribery from illegal miners, illegal loggers, drug lords, gambling lords and bribery from their SCALAWAG members.

New group urged to help govt’s fight v. corruption

INTERIOR and Local Government Secretary Mar Roxas on Saturday urged local residents in Northern Mindanao and Caraga region to band together and help the government in its fight against graft and corruption.

Roxas made the call as he spearheaded the launching of the Ugnayan ng Barangay at Simbahan (UBAS) in one of the hotels in Cagayan de Oro City.

He also led the signing of the memorandum of agreement with barangay leaders and interfaith groups that will serve as watchdogs on how government officials spend public funds.

As he spoke before a huge crowd of public officials and multi-sectoral groups, Roxas stressed the need for the local residents to rally behind the “Matuwid na

Daan” slogan of President Benigno Aquino III. He explained that PNoy’s “Matuwid na Daan” is anchored on three principles: 1. Kayo ang boss ko, 2. Walang mahirap kung walang corrupt, and 3. Kayo ang gumawa nito.

With the launching of UBAS, Roxas is optimistic that the government will be able to get the needed assistance in taking care of government-funded projects, especially those projects identified through the Grassroots Participatory Process (GPP), formerly

known as Bottom Up Budgeting (BUB).

Atty. Edmund R. Abesamis, the national president of the Pambansang Liga ng mga Barangay, said UBAS is not a program that has a beginning and an end.

“UBAS is a movement that requires greater people’s participation,” said Abesamis adding, “it is an effective vehicle for good governance and good government.”

He said that with UBAS and GPP partnership there will no longer be “telling a lie” and “hiding the truth.”

On one hand, Cagayan de Oro Mayor Oscar Moreno, who was tasked to do the welcome remarks and introduce Roxas as guest speaker, noted the unprecedented growth under the Aquino administration.

But despite the rapid growth, Moreno pointed out the need to sustain the momentum. He said the launching of UBAS is timely.

AMBOANGA City – At least 171 families with over 500 dependents were displaced by a storm surge on (Friday) in the coastal Barangay Labuan here.

The storm surge occurred amid the inclement weather this city has been experiencing the past days due to the Intertropical Convergence Zone (ITCZ).

The Philippine Atmospheric, Geophysical and Astronomical Services Administration said that the ITCZ continues to be the dominant weather system affecting the country.

Ronald Maravilla, Labuan barangay chairman, said the storm surge totally destroyed 19 houses and partially damaged 72 others.

Maravilla said most of the affected houses were made of light materials and were built near the shoreline.

ZAMBOANGA City – Police arrested a prime suspect in the shooting of the Filipina wife of a Japanese national in Zamboanga City, officials said Thursday.

Officials said Daniel Lauhari was arrested in his mountain hideout in Abong-Abong village after his victim Jenaliz Niida, 30, pointed to him as the gunman. Niida, who is married to Kyoshi Niida, was heading home alone on a motorcycle taxi when she was shot in the face with a hand gun allegedly by Lauhari in the village of Guiwan on October 6.

Lauhari escaped on a motorcycle driven by another man after the attack.

It said the initial distribution of the locallydeveloped water filters benefited members of the Buug Subanen Workers Association just recently. It said 200 more ceramic water filters would also be distributed to poor families of selected indigenous people in Buug and Siayan town in the

According to DOST, the water purification system is a simple technology that consists of a container and filtering medium, which is the ceramic pot filter that is made up of red clay and coated with nano-colloidal silver, an anti-microbial agent that replaces the chlo-

rination process in traditional water filter systems.

The ceramic pot typically sits or hangs on the top of a large plastic container, which is fitted with a tap at the bottom. A lid is placed on top of the filter to prevent contamination.

The DOST said the system is capable of purifying tap water, deep well water,

and raw water and convert these into safe drinking water.

Merger of two states colleges in Misor eyed

CAGAYAN de Oro City––The merger of a state university and a government run agriculture college in Misamis Oriental could pave the way for the creation of the University of Science and Technology of the Philippines (USTP), Rep. Roman Romulo said here.

Romulo, chair of the House Committee on Education, was in Cagayan De Oro City last week to preside the public hearing and consultation for the planned conversion of the Mindanao University of Science and Technology (MUST) into the country’s first University of Science and

Technology of the Philippines (USTP).

During the hearing, Romulo noted that MUST focus on science and technology while the Misamis Oriental State College of Agriculture and Technology (MOSCAT) has been in the forefront of agriculture technology.

He said that the combination of technology and agriculture would best serve the purposed if the MUST and MOSCAT are merged as one to pave the way for the operation of the USTP. MOSCAT has its main campus in the landlocked town of Claveria, the breadbasket of Misamis Oriental, that produces agricultural products for local

and domestic consumption.

Romulo said that the presidents of the two state colleges have been receptive and amenable for a possible unification – the first among state colleges and universities in the country.

He said that the amalgamation of the two state colleges into USTP would strengthen the technology and agriculture education in Mindanao.

Rep. Rufus Rodriguez, of the Cagayan De Oro City, who authored a bill that would merge and create the USTP, said that having an exclusive science and technology university would make Cagayan De Oro and Misamis Oriental to the country’s edu-

cational roadmap.

He said that it is now mature to convert the MUST into USTP because all the necessary requirements are already in place.

Aside from 300-hectare land that could be utilized for engineering and technology activities and conversion into science laboratories, the present infrastructures of MUST have been designed to meet the USTP requirements, Rodriguez said.

“I am confident that the once converted into an exclusive science and technology school, USTP will be in the forefront of the country’s scientific research in the various fields of sciences and technologies,” Rodriguez said.

DAVAO CITY – The National Council on Disability Affairs (NCDA) is set to hold a seminar on how to handle persons with disabilities (PWDs) on October 14, 2014 at Marco Polo Davao.

This one-day orientation/ seminar which collaborates with the Department of Tourism (DOT) intends to primarily come up with policy recommendations/measures that would create an inclusive barrier-free and rights-based society for PWDs, an NCDA press release stated.

The activity also aims to orient tourism service providers on how to properly deal with tourists with disabilities when they visit their hotel/resorts.

NCDA said that resource persons for this seminar will demonstrate to the participants how to deal with customers with disabilities in the accommodation industry, such as hotels, resorts, restaurants, transportation and other simi-

Livelihood association gets support thru DTI SSF project

LGUs asked to implement LACAPs CAGAYAN de Oro City - The Regional Development Council (RDC) and the Regional Peace and Order Council (RPOC) of Northern Mindanao, during a joint meeting held on October 9, 2014, here, enjoined the local government units (LGUs) in the region to ensure the functionality of their respective anti-criminality plans.

The meeting was presided over by Acting RDC-10 chair and National Economic Development Authority-10 (NEDA-10) Regional Director Leon M. Dacanay, Jr. and Regional Peace and Order Council-10 (RPOC10) chairmanCagayan de Oro City Mayor Oscar S. Moreno.

Both RDC and RPOC urged LGUs in Northern Mindanao to activate their Anti-Drug Abuse Councils (ADACs), provide assistance in the campaign against illegal drugs, and implement their respective Local Anti-Criminality Action Plans (LACAPs).

During the meeting, Mayor Moreno took his oath as chairman of the RPOC-10 with PRO-10 Police Chief Superintendent Isagani F. Genabe, Jr. as RPOC-10 vice-chair in a ceremony administered by Director Rene K. Burdeos of the Department of the Interior and Local Government (DILG-10).

To further enhance the functionality and effect meaningful participation in the RPOC, the joint body approved the proposed reorganization of the RPOC-10, modifying functions and expanding private sector representation.

It also added another member to represent the mayors of component cities for which Mayor Reynaldo O. Parojinog of Ozamiz City was unanimously chosen.

HE number of children living in poverty in the Philippines continues to climb despite the country’s recent economic gains.

According to a study titled “Child Poverty in the Philippines” by state think tank Philippine Institute for Development Studies (PIDS), there were already about 13.4 million Filipino children living in poverty in 2009.

“This number represents 36 percent or more than one-third of all Filipino children aged below 18.

Being poor, they suffer from deprivations of food, shelter, health, and education,” said Dr. Celia Reyes, PIDS senior research fellow and lead author of the study.

The government expects Philippine merchandise exports to grow eight percent this year to $85.2 billion, driven mainly by non-electronics especially fresh food exports and intermediate goods.

“Fruits and vegetables have been enjoying generally good harvests, while processed food and beverages have likewise been experiencing robust demand,” said the Department of Trade and Industry (DTI) in a document released at the Philippine Economic Briefing.

exports totalled $30 billion, up by 11.5 percent from $27 billion the previous year.

DTI said growth will be supported by increasing demand from Japan, China, United States, Singapore, Germany, Thailand and other countries in East Asia as well as ASEAN. “Lower tariffs in Philippine free trade areas have been a boon to Philippine exports,” it noted.

China capital investments in ASEAN to rise $150B by 2020

C

hina is significantly increasing its investment flows to the Association of Southeast Asian Nations (ASEAN), aiming to raise investments in the region fivefold to US$150 billion by 2020, and the Philippines should take note of this emerging trend.

Once rivals, China and the 10 ASEAN members, despite their territorial discord, are now discovering “new harmonies,” especially in manufacturing, noted Noel Quinn, head of AsiaPacific commercial banking at HSBC.

Quinn pointed out that although Chinese manufactured goods flood ASEAN markets, ASEAN is no longer just a passive recipient of mainland products.

Two-way trade between China and ASEAN rose 5.4 percent year-over-year to U$261.3 billion in July and is on track to achieve the joint target of $500 billion next year, he added.

China-ASEAN trade is dominated by goods for production rather than consumption, with 66 percent of ASEAN imports from China and 58 percent of China’s

imports from ASEAN are intermediate goods.

A number of factors account for the new investment directions of China. Foremost of this is the rise in production costs in the country as it moves up the value chain and increases its share of medium-to-high-technology exports.

Another is its ongoing transformation into a consumption-driven economic power, a trend Quinn predicts will accelerate as Chinese middle-class consumers rise from 250 million today to 600 million by 2020.

With these developments, Chinese companies are looking to ASEAN for additional manufacturing capacity to service the country’s burgeoning market. Many are now manufacturing parts and components in cost-effective locations such as Vietnam and Cambodia.

While China’s direct investment in ASEAN accounts for only 7 percent of its total foreign direct investment, the share is growing as China seeks to increase its investment in the region 500 percent by 2020.

Past investments had

been on natural resources in Laos, Myanmar and Cambodia, but this is starting to change, said Quinn. From January to July, China’s investment in ASEAN rose 9.1 percent to $2.89 billion year-over-year. Now China is diversifying its capital outlay into infrastructure, real estate, retail development, and agricultural processing.

One key area is building infrastructure in the region, especially roads and highspeed railways. Quinn said the country is spending $7 billion to build a railroad starting in Yunnan’s capital Kunming and running through Laos, Vietnam, Cambodia, Myanmar, Thailand, and Malaysia before terminating in Singapore.

According to the East Asia Pacific Economic Update released by the World Bank, while the region as a whole will benefit more than any other region from the recovery of the global economy, the impact will vary across countries depending on their investment and export environment.

“As high-income economies pick up, their demand for imports will also increase.

The extent of the gains for developing EAP countries

other than China will depend on their capacity to respond, both by ramping up production, and by moving into new sectors and products,” it noted.

The report said carrying out structural reforms is imperative to increase export competitiveness, as the normalization of monetary policy in high-income economies results in a tightening of external financing conditions.

“Key reforms include infrastructure investment, logistics, and the liberalization of services and foreign direct investment (FDI),” it said.

The report pointed out that in several countries, a large number of inefficient border procedures and sig-

nificant behind-the-border obstacles result in regional trade costs well above those of the newly industrialized countries and of high-income economies.

“Reforms in these areas raise the prospect of economy-wide gains, and may present a particular upside for exports, where the informal sector is relatively less important and regulations more binding,” it said.

The report said inadequate infrastructure significantly weakens logistical performance and export competitiveness in many countries.

Also, it said that restrictions on services trade and FDI hamper competitiveness, especially in the ASEAN-4.

“EAP imposes greater restrictions on trade in these services than most other developing regions, with particularly high barriers in professional services and transportation... Removing all

these restrictions would significantly reduce the price of services, with a major impact on export competitiveness,” the report said.

Across ASEAN, services account for around 35 percent of the value of gross exports.

Further, the WB report stressed that human capital is critical to competitiveness.

“In this context, the region as a whole needs to shift its focus from raising access to education, where it has generally been successful, to developing more broadly the skills needed for labor market success. Upgrading workforce skills is particularly important when moving into more advanced sectors, or producing higher-quality goods,” it noted.

Over the medium term, China’s continued development will place an even greater premium on other developing EAP countries in enhancing their competitiveness.

“As productivity and wages continue increasing in China, it will move further up the value chain. This will create opportunities for lower-income countries to expand their labor-intensive manufacturing and to move into higher value-added products,” the report further said.

She said an industry-led DTS will serve as an alternative education-employment path.

Garchitorena said priority sectors until 2020 are hotel and tourism, electronics, construction and development and agro-industry/ agribusiness sectors.

Beyond 2020, she said beneficiaries are automotive, business process outsourcing, retail and fast food and manufacturing sectors.

“Sectors were selected based on the government’s priority economic sectors and recommendation from industry,” she noted during the recent National Education Forum.

Under the PSP, trainees are allotted a training allowance worth of the prevailing regional minimum wage for time spent at the company.

Seventy five percent of the amount is shouldered by the

company while the other 25 percent by the government through training allowance subsidy.

The average training period is one year, with 80 percent of the time in accredited company and 20 percent in an accredited training institution.

“Industry will play a larger role in accreditation, assessment and certification with TESDA (Technical Education and Skills Development Authority) in accordance with the current DTS implementing guidelines,” Garchitorena said.

The Philippine Social Pact Council (PSPC) will screen applicants and send them to the Industry Skills Councils (ISCs) for distribution to accredited companies and schools for further screening.

For those who are not hired by the accredited company at the end of their training program, PSPC will help place them in other companies within the same sector.

Apart from providing jobs to the youth with economic multiplier effects, Garchitorena said the PSP also addresses demand for industry-relevant competencies and improves industry competitiveness.

the number and severity of poverty among Filipino children have been increasing through the years.

Around 10 million of these children face at least two overlapping types of severe deprivation in basic amenities while an estimated .75 million face at least five kinds of deprivation simultaneously.

During the same year, there were around 4 million children who did not have access to sanitary toilet facilities while 4 million did not have access to safe water.

Another 260,000 kids did not have decent shelter.

“There were 1.4 million children living in informal settlements, 6.5 million did not have access to electricity in their homes, and 3.4 million did not have means to access information,” Reyes said.

In terms of education, the key issues are low cohort survival and poor level of achievement. In the last ten years, the percentage of students who were able to complete elementary and secondary levels have hardly improved.

“Largely because of poverty, 5.5 million children are forced to work in 2011 to augment family income.

These children are unable to pursue their education and this affects their ability to find better work opportunities in the future,” the study noted.

Poverty in the country is largely a rural phenomenon.

The study estimates that three out of four children from income poor families are living in the rural areas.

At the same time, eight of 10 who are severely deprived of safe water and sanitary toilet are found in the rural areas.

Zamboanga Peninsula, Eastern Visayas, and the Autonomous Region in Muslim Mindanao (ARMM) were identified by the study as the regions where the condition of children is dismal in many aspects and therefore should be prioritized in interventions.

“The updated Philippine Development Plan recognizes the need to have spatial focus to address the specific needs of provinces and has identified priority provinces. A more targeted approach will hopefully address the varying needs of children across the provinces,” Reyes stated.

Population growth, the lack of inclusivity of economic growth, and the exposure of the country to natural calamities, are expected to worsen child poverty within

RPMS system reflects the idea that if there is a clear vision and strategy, so that people performing the tasks can easily understand the rationale behind a made decision. It aims to provide transparency, in which people are given information of the job they have.

It also helps ensure strategic, responsive, and effective delivery of services of all levels in education department so that in result, the implementation of a learner-centered school, school-based management system and the K to 12 strategies could be effective and productive.

In this system, the focus is on performance measures based on organizational level,

divisional or functional and individual levels.

There is also presence of Performance Management.

It is an approach to ensure that task performers are focusing on their respective tasks towards achieving the mission and vision of their organization.

The RPMS is anchored on DepEd’s mission and vision as well. It covers regular managers, employees, either

teaching and non-teaching staff of the department.

Four stages builds RPMS. These are performance planning and commitment, performance monitoring and coaching, performance review and evaluation, and finally, performance rewarding and planning. Each of this stage targets enhancement on execution of tasks among performing individuals.

The conduct of RPMS in

entire DepEd community is another step to continuous progress. It eyes not just improvement on service delivery or on DepEd at large, for it is also a tool of individual improvement.

SCG-Mariwasa, partners launches alternative biomass project to benefit typhoon victims

T

hough it has almost been a year since typhoon Yolanda hit the country, many are still struggling to rebuild, including the municipality of Lawaan in Eastern Samar.

To help those affected by the typhoon, SCG and its subsidiary, Mariwasa, has partnered with the Office of the Presidential Assistant for Rehabilitation and Recovery (OPARR) and the Lawaan local government to create a program that can benefit this municipality.

This project, which will be the very first of its kind as part of the country’s rehabilitation efforts post typhoon Yolanda, aims to gather all the uprooted coconut trees caused by the typhoon and use them as an alternative source of energy.

“Lawaan was badly affected by Typhoon Yolanda, where the extent of the damage that happened in other areas, such as Tacloban, happened to us as well.

Many lives were lost and our entire infrastructure was damaged. Moreover, the environment of the area was also affected, with hectares of coconut trees that were uprooted and damaged as well,” shared Hon. Candida Eligio Garbornes, Mayor of the Municipality of Lawaan in Eastern Samar.

The uprooted coconut trees are a concern for Lawaan because as these trees decompose, they will

“Truly, nothing is more rewarding than having everyone from different sectors contribute for this project with a common objective- recovery and to return to normal life. With OPARR and the LGUs, we hope this endeavor will help our fellowmen to recover and start a new life,” said Mr. Buranawit.

With an estimated 356, 580 damaged coconut trees in the region, locals have resorted to burning the felled trees, which is detrimental to the environment. The project will enjoin the communities in Lawaan to clear vast areas of felled trees. With the help of SCG-Mariwasa in providing the necessary tools and vehicles for clearing and transportation,

the coconut trees will be delivered to Mariwasa to be transformed into a usable resource which will power Mariwasa’s plants while helping sustain Lawaan’s environment.

“The partnership will be a big help for Lawaan since there are so many aspects that we need to focus on and rehabilitate.

This project will help clear the debris and maintain the natural balance of the environment in the area,” shared Hon. Garbornes.

In addition to helping the municipality’s environment, SCG-Mariwasa takes a step further by sharing its commitment in education and youth development in Lawaan. As compensation for the felled coconut trees that will be used to fuel its plant, the company will be giving construction materials to rebuild schools and day-care centers.

of the youth. 400 DOLE-GIP trainees complete internship program ILIGAN City - More than 400 graduates of the Department of Labor and Employment’s Government Internship Program (GIP) were recognized for completing the three-month training program during the culmination activity, held earlier, at the MCC gymnasium in the Province of Lanao del Norte.

GIP is part of the Aquino administration’s efforts to strengthen youth participation in nation building, expose them to government service, train them on life skills and contribute to their economic well-being.

GIP participants were assigned to the different offices of Lanao del Norte LGU to undergo their onthe-job training and apply the skills they learned from college in actual work scenario.

Top performing GIP trainees will be given the chance to join the regular workforce of the provincial government for them to contribute to their family’s income.

The GIP also aims to help provide financial assistance to qualified students particularly during school enrolment. A GIP trainee is entitled to an incentive of 75% of the existing minimum wage rate.

ALL Phinma Education Network eyes are now set for four Accountancy students of Cagayan de Oro College (COC) – Phinma who will vie for the final round of the prestigious 16 th Intercollegiate Finance Competition to be held this October 20 at Bangko Sentral ng Pilipinas (BSP).

The four – Jose Victor Bascarpa, Jeany Benitez, Carlo James delos Santos and Phebe Jane Dombase – earlier bested 86 other colleges nationwide for the eliminations of the contest, coming up only behind the teams from Ateneo de Manila University and UP-Diliman.

The four, coached by Prof. Clyde Ga-

molo – will be competing with 89 other colleges, including guest contestants from top Accounting universities from Singapore, Malaysia and Thailand.

But they are all ready.

The team itself are rehearsing every day after school hours from Monday through Saturday.

“We make sure that their academic studies won’t suffer because these are all graduating students come March. Still, they are already excited for the final rounds,” Gamolo said.

That stance comes from a college who has consistently notched top elimination

spots of the Intercollegiate Finance Competition editions in 2012 and 2013.

Garnering a score of 255 in the eliminations last September 19 at Xavier University and participated by nine other college teams, the COC-Phinma had its score compared to that taken by other colleges elsewhere. The result – it inched only behind Ateneo de Manila University (310) and UP-Diliman (285).

It’s not a walk in the park for the team.

They were formed as early as February and from then, things moved forward moderately while Gamolo, who has also coached the 2013 team, prepped his new mentees.

“All of us need to study hard because

during the competition itself, we need to pool our minds. That’s why teamwork and discipline are very important. We also need to be punctual during our training. We’re all focused on this,” Dombase said.

During the whole day finals, it will be divided into three levels – easy, moderate and difficult. Topics covered are Finance, Economics, Statistics, Accountancy and Accounting Ethics.

Clinching the top Mindanaoan spot during the elims is already a feat in itself. But coming up only behind Ateneo and UP is splendidly spectacular.

That laurel has buoyed the team’s morale to make it to the top during the finals. With divine help, they will.

Happy wife,Happy Life 9 I really thank God that we’ve been mentored by great men and women; who taught us on how to treat one another with love, honor and respect.

There is one thing I have discovered; your relationship can’t survive without…

HUMILITY It takes a lot of humility to admit that you are wrong.

It takes a lot of humility to say you are sorry.

It takes a lot of humility to let go of you’re feeling, and thinking about the feelings of others.

Practicing HUMILITY is never about finding out who is right or wrong. It is about reconnection and communication. It is never about trying to tear down one another; it is about building up and restoring one another. Both partners are looking towards one direction and that road leads to RECONCILIATION. That is the reason why when I had the chance to interview Ogie Alcasid in my show CHINK POSITIVE at TV5; I asked him “What is your secret to a strong marriage with Regine?”

Ogie said; “Husband and wife must focus on loving and honouring God in their married life. If they focus on pleasing God, they would be more concern on how God feels rather than what they feel. They will be concern in pleasing God rather than pleasing their personal and selfish desires. God is not pleased when you are in pride and continue on hurting one another. The more you are focused on pleasing God, the easier for you to be humble, so that you may learn how to die to your own feelings and learn how to forgive.”

When I reflected on what he said; it made a lot of sense.

First; God is pleased when we are HUMBLE. God gives grace to the HUMBLE & oppose the PROUD. Second; God gave us the true definition of love as a guide found in (1 Cor. 13:4-7) “Love is patient, love is kind. It does not envy,

it does not boast, it is not proud. It does not dishonor others, it is not self-seeking, it is not easily angered, and it keeps no record of wrongs. Love does not delight in evil but rejoices with the truth. It always protects, always trusts, always hopes, and always perseveres.

If you notice this is entirely the opposite of the feeling of PRIDE. If you have pride you get easily envious; you are proud that you are right and your spouse is wrong.

It dishonors your partner because you want to humiliate them to prove something. It is self-seeking because you are more concern about your feelings. It is easily angered because you are fed up with the situation. You become historian because you always remind your spouse the past mistakes .

Did you notice the difference?

I thank God for He has given my wife and me the grace of HUMILITY. One final story before I end this blog.

I can remember one time my wife asked me something, and caught me at a very bad time. I snapped.

I can’t remember exactly what I said, but I can remember I replied with major tone and sarcasm. Her happy face turned sad; her beautiful face transformed into a monster.

The voice of PRIDE kicked in; “She deserved it; she was insensitive about the timing, and is pressuring you. Take your stand and let her be.”

The voice of HUMILITY then whispered, “Oh ooh! hurting your wife’s feeling is a big mistake; you’re doing it likewise to God. You dishonored her and also God. Go and apologize.

Humble yourself, admit that you have done wrong, and beg for forgiveness.”

When the couple have the spirit of HUMILITY; which comes from GOD; both of you will be pulled together instead of being set apart.

You will be closer to one

Honestly; if I’m left on my own, I will never humble myself and forgive.

Teaching Philippine literature workshop at CU THE Philippine Center of International PEN (Poets, Playwrights, Essayists, Novelists), in partnership with Capitol University, will hold For Love of the Word: Workshops on Teaching Philippine Literature in High School and College" on October 27 from 8:30 a.m. to 5:00 p.m. at Capitol University, Cagayan de Oro City, Misamis Oriental.

As a component of PEN International's 2014 Beacon Centre Programme, this project is part of the series of teacher-training workshops and writers' fora organized by the Philippine Center across the country since 2011. It seeks to enhance the skills of literature teachers in both secondary and tertiary levels, especially on the teaching of poetry, fiction, and drama by Filipino authors.

Previous workshops were held in Manila, Iloilo, Cebu, Baguio, Bohol, and Naga.

Metrobank Outstanding Teacher awardee and prize-winning writer Jaime An Lim will deliver the master lecture.

The facilitators will be Ferdinand Lopez of the University of Santo Tomas and Steven Patrick Fernandez of Mindanao State University - Iligan Institute of Technology. "Teaching the National Artists" will be the foci of their lecturepresentation.

The workshop will be supplemented by a forum on the Literature of Peace in Mindanao with writer Marcelo Geocallo and this contributor as members of the panel.

Fajardo on FIBA World Cup: TOYM 2014 launched Lessons from five days in Spain

cup of rice in Seville would have worked wonders for the hardworking Gilas Pilipinas, as far as June Mar Fajardo was concerned.

“We had good food while we were training in France, and later on in Seville,” Fajardo said in Filipino during a recent interview in Manila days after he flew in from Spain.

“But after a few hours, I would feel hungry again. I wanted a cup of rice to go with the food.”

He recalled with a laugh that the rice he tried when the team was in France was “malamig (cold),” far from the steaming cup he gets served wherever he went in the Philippines.

The team’s training in Miami, where they met naturalized center Andray Blatche for the first time, was bearable because after a hard practice at the gym, he had rice to go with the food. But when the team moved across the Atlantic, the change became tough for Fajardo.

To add a semblance of rice in his diet, he made omelets with tomatoes and onions which he paired with the food. He said he made do with the substitute, though he still longed for rice.

On a serious note

though, the reigning PBA Most Valuable Player, who plays for the San Miguel Beermen, has nothing but gratitude for his inclusion to the lineup. He said he learned a lot of things while training with the national team.

The team’s purpose wasn’t lost on Fajardo, who fans call the “Kraken,” as he discussed how each member knew by heart they were fighting for a basketball-crazy nation. He said making the selection for a team who’s making a return to the international scene after four decades was an achievement by itself already.

For Fajardo, the toughest team the Philippines faced was Argentina because of the South American nation’s strategy of sticking to the “fundamentals” of the game.
