Comelec calls for voters’ biometrics registration

AVAO CITY -- Acting City Election Officer Atty. Marlon Casquejo urged residents to undergo biometrics registration to guarantee that they can exercise the right to vote in the local and national elections in 2016.

He explained that the turn-out of the biometric registration remains low despite bringing the activity to the barangay level.

Casquejo said the biometric registration aims to reach out to 179,000 voters in Davao City alone and

270,000 voters in other parts of Davao Region.

“The biometrics registration aims to cleanse the list of voters of flying voters, deceased and double registration,” he said.

Casquejo who is also the acting regional election of the

Commission on Elections 11 explained that those affected by the biometric registration will be the voters who were listed officially from 2003 and below.

Biometric registration is based on the law, Republic Act 10367, aimed at listing

the vital statistics, picture and signature of the voters using the computer system.

It is the policy of the State to establish a clean, complete, permanent and updated list of voters through the adoption of biometric technology. (PIA 11-Joey Sem G. Dalumpines)

Davao Light employees plant 9,000 seedlings in Marilog District Around 200 employees from the Davao Light and Power Co., a subsidiary of the Aboitiz, planted 9,000 seedlings in a portion of its 500-hectare logged-over adopted site in Upper Kibalang, Marilog District Davao City last May 23.

CAGAYAN de Oro City—The Bureau of Customs (BOC) in Region 10 has declared the bidding of the smuggled sacks of rice a failure on Tuesday.

For the first time in the history of the BOC-Cagayan de Oro District, there was a failure of bidding last Tuesday of all 64,680 smuggled sacks of rice from Vietnam worth P83 million which were seized in three batches at the Mindanao Container Terminal in Tagoloan town, Misamis Oriental last year – September 4, November 5 and December 2.

And BOC district officials are understandably worried since the items in question are all perishable.

The deadlock came when none of the 12 bidders were willing to put up beyond the P26 per kilogram minimum entry bid.

The 12 bidders are identified as Pacita A. Yu, Victor del Rosario, Soda Enterprises, Ingredient Management Asta Corporation, New Millennium Trading, NB Trading, Imelda Buenaventura, Mardlau General Merchandise, Bethel Merchandising, HPearl Marketing, AAP Enterprises and Villarubio Pharmacare Marketing.

All the 12 bidders are certified rice wholesalers, according to BOC District chief of staff Roswald Pague. But none of them are willing to put up a bid beyond P18 per kilogram of glutinous rice.

For Pague, that amount is unfavorable to the Philippine government.

“The rice that we have seized is high quality. We cannot just dispose it at a lower amount,” he said.

Pague reported that during the public bidding held at their Cagayan de Oro City Councilor Ramon Tabor strikes a toast to newly-promoted Senior Supt. Before the Senate was graced by jokers like Joseph Estrada, Ramon Revilla Sr., Ramon Revilla Jr., Jinggoy Estrada and now nancy Binay, to name just five of their ilk, that august chamber served as home to the country’s great statesmen such as Claro M. Recto, Jose W. Diokno, Lorenzo Tanada, Benigno “Ninoy” Aquino Jr., Jovito R. Salonga, Rene Saguisag, among others.

Presently, the Senate has lost its luster it used to have. We now have senators who can’t legislate. This is another anomaly because that body is a legislative body. Nancy Binay is classic example of a legislator who does not know how to legislate proved by her statement against the antipolitical dynasty bill.

Binay’s position on the proposed law should all the more pressure the saner legislators to pass this bill into law. Binay and her ilk in many parts of the country should be held at bay for if allowed to make a rampage in next year’s election, the rationale why elections are

held will be totally lost.

When more members of one family occupy government positions whether elective or appointive, the more it pushes the country to political degeneration.

Political patronage will become more pronounced.

Philippine politics will deteriorate even more hence the need to arrest this tailspin.

Humans were not created to degenerate but regenerate or develop. What Nancy Binay wants is contrary to what is normal. In effect, she is proposing that our politics become abnormal.

If this is not irrational, what is?

At this point, the call should be anti-political dynasty. And this should be pushed by every rightthinking Filipino. The control of Philippine politics by a few families in the local and national levels should be put to an end.

What better way to put an end to this anomaly other than enacting a law prohibiting such? The passage of this bill into law should not be left to politicians out to derail it from being enacted

Sen. Nancy Binay is terribly wrong in opposing the anti-political dynasty bill due for approval in the House of Representatives on the argument that no law should limit the number of family members desiring to be in public service.

This is a flawed argument if the senator from Makati only studied the 1987 Constitution. It is that document which we all call as the fundamental law of the land that prohibits political dynasty in the country.

The proposed law now pending approval in the Lower House simply articulates the intentions of the constitutional mandate.

The proposed law is just an enabling act to give meaning to a provision in the Constitution.

For Binay, a national legislator, to say there’s got to be no law limiting the number of family members in public service is irresponsible, to say the least.

It only exposes her lack of understanding about the Constitution from whose provisions and spirit all laws should be anchored on.

Fortun throws support for book on Butuanon culture, foodways

UTUAN CITY – Agusan del Norte First District Rep. Lawrence Lemuel Fortun has expressed support for a book that tells about this city’s culture and an odyssey into the unique character and identity of the Butuanon through native cuisine.

Fortun said the book entitled “BUTUAN CUISINE, In Search of Local Identity,” provides the reader an insight into the customs and traditions of the Butuanons expressed through the variety of food they prepare.

Written by Dr. Manolita Rosales Lerida and Ms. Apolonia Vanzuela Garay, both researchers from Father Saturnino Urios University (FSUU) here, the book reclaims authentic Butuanon cuisine by retelling the traditional steps

in preparing palagsing, tinumpi, inisab, kinabol, buawy, bunta’a, inamanpawo, kayam, tamilok, abatud, among others.

The book tells the story of an ancient civilization through delectable and exquisite foodways and tradition. It gives the reader a glimpse of the past as far as memory can recall when early Butuanons prepare their meals sourced from Agusan River’s abundant

natural environs.

The book is seen to contribute to volumes of works and literature vouching for the richness of Butuan’s culture and history.

Last year, Fortun filed House Bill 4879 declaring the Balangay as the National Boat of the Philippines and House Bill 4823 which seeks to declare Butuan City as a heritage tourism zone.

Structuring the 21st Century education

School PrincipalPlantation Elem. School, Manolo Fortich, Bukidnon How should education be structured to meet the needs of students in this 21st century world? How do we now define “School”, “Teacher” “Learner” and “Curriculum”?

Schools in the 21st century will be laced with a projectbased curriculum for life aimed at engaging students in addressing real-world problems, issues important to humanity, and questions that matter.

This is a dramatic departure from the factory-model education of the past. It is abandonment, finally, of textbook-driven, teachercentered, paper and pencil schooling. It means a new way of understanding the concept of “knowledge”, a new definition of the “educated person”. A new way of designing and delivering the curriculum is required.

We offer the following new definitions for “School”, “Teacher” and “Learner” appropriate for the 21st century: Schools will go from ‘buildings’ to ‘nerve centers’, with walls that are porous and transparent, connecting teachers, students and the community to the wealth of knowledge that exists in the world.”

Teacher - From primary role as a dispenser of information to orchestrator of learning and helping students turn information into knowledge, and knowledge into wisdom.

The 21st century will require knowledge generation, not just information delivery, and schools will need to create a “culture of inquiry”.

Learner - In the past a learner was a young person who went to school, spent a specified amount of time in certain courses, received passing grades and graduated.

Today we must see learners in a new context: First – we must maintain student interest by helping them see how what they are learning prepares them for life in the real world; Second – we must instill curiosity, which is fundamental to lifelong learning; Third – we must be flexible in how we teach; Fourth – we must excite learners to become even more resourceful so that they will continue to learn outside the formal school day.”

So what will schools look

like, exactly? What will the curriculum look like? How will this 21st century curriculum be organized, and how will it impact the way we design and build schools, how we assess students, how we purchase resources, how we acquire and utilize the new technologies, and what does all this mean for us in an era of standardized testing and accountability?

Imagine a school in which the students – all of them – are so excited about school that they can hardly wait to get there. Imagine having little or no “discipline problems” because the students are so engaged in their studies that those problems disappear.

Imagine having parents calling, sending notes, or coming up to the school to tell you about the dramatic changes they are witnessing in their children: newly found enthusiasm and excitement for school, a desire to work on projects, research and write after school and on weekends.

Imagine your students making nearly exponential growth in their basic skills of reading, writing, speaking, listening, researching, scientific explorations, math, multimedia skills and more! It is possible.

What is 21st century curriculum?

Twenty-first century curriculum has certain critical attributes. It is interdisciplinary, project-based, and research-driven. It is connected to the community – local, state, national and global. Sometimes students are collaborating with people around the world in various projects. The curriculum incorporates higher order thinking skills, multiple intelligences, technology and multimedia, the multiple literacies of the 21st century, and authentic assessments.

Service learning is an important component.

The classroom is expanded to include the greater community. Students are self-directed, and work both independently and interdependently. The curriculum and instruction are designed to challenge all students, and provides for differentiation.

The curriculum is not textbook-driven or fragmented, but is thematic, project-based and integrated. Skills and content are not taught as an end in themselves, but students learn them through their research and application in their projects. Textbooks,

if they have them, are just one of many resources.

Knowledge is not memorization of facts and figures, but is constructed through research and application, and connected to previous knowledge, personal experience, interests, talents and passions. The skills and content become relevant and needed as students require this information to complete their projects. The content and basic skills are applied within the context of the curriculum, and are not ends in themselves.

Assessment moves from regurgitation of memorized facts and disconnected processes to demonstration of understanding through application in a variety of contexts. Real-world audiences are an important part of the assessment process, as is selfassessment.

Media literacy skills are honed as students address real-world issues, from the environment to poverty. Students use the technological and multimedia tools now available to them to design and produce web sites, television shows, radio shows, public service announcements, mini-documentaries, how-to DVDs, oral histories, and even films.

Students find their voices as they create projects using multimedia and deliver these products to real-world audiences, realizing that they can make a difference and change the world. They learn what it is to be a contributing citizen, and carry these citizenship skills forward throughout their lives.

As a result, standardized test scores are higher. This is because students have acquired the skills and content in a meaningful, connected way and the understanding is there. They actually KNOW the content on a much higher level of understanding, and they have developed their basic skills by constant application throughout the duration of the unit.

The Global Classroom Every day students from countries all over the world collaborate on important projects in web sites.

For students to be prepared to navigate this 21st century world, they must become literate in 21st century literacies, including multicultural, media, information, emotional, ecological, financial and cyber literacies. Collaborating with students from around the world in meaningful, real-life projects is a necessary tool for developing these literacies. Students can learn that through collaboration, not competition, they can work together to make the world a better place. Students will use technologies, including the Internet, and global collaboration to solve critical issues.

Greening the Curriculum and the Classroom “Green Education” Our planet and its citizen residents are facing a growing number of issues related to the environment.

Education is the key. From environmental awareness to producing scientists, politicians, international relations experts, media producers, and others, our schools will assist students in finding the answers to our environmental problems.

Technologies are not an end in themselves; technologies are tools students use to create knowledge and to create personal and social change.

There should be full access to technology. If students do not have computers or access to the Internet at home, together we will find a way to provide them. If we can, we will obtain laptops for every student and teacher. Buildings will need to be wired in such a way that students can access their files, as well as the Internet, from anywhere in the school. Various labs and learning centers should be set up around the campus.

Art, music, theatre, television, radio and film studios can be created with relatively small expenditures. All classrooms should have televisions to watch broadcasts created by their school as well as by other schools in the district.

I believe there are definitely resources available which will allow us to eventually create these opportunities for all schools and children.

Why aren’t farmers growing more trees?

DO farmers recognize the ecosystem services provided by trees? If so, how might their perceptions of these services affect agroforestry adoption?

Dr. Rodel Lasco and Marya Laya Espaldon, researchers at the World Agroforestry Centre Philippines, assessed the perceptions of smallholding farmers in Bohol, Philippines on the benefits they get from trees.

The y a ls o explore d whether or not farmers felt that trees were important in helping them to cope specifically with changes in climate.

The preliminary findings of the study showed that the majority of the farmers did recognize the ecosystem services provided by trees.

They also found that farmers who had more farm parcels and who used onfarm trees to cope specifically with changes in climate were more likely to perceive

these ecosystem services.

Ecosystem services are the collective benefits which human society obtains from the natural environment, including clean water, food, fuel, building materials, fresh air, erosion prevention, biodiversity conservation, climate regulation, carbon sequestration and landscape aesthetics.

Ecosystem services can be divided into either provisioning (economic), regulating (ecological), cultural or supporting services. The agricultural sector depends highly on ecosystem services for production.

Smallholders work in, and interact most directly and extensively with, their natural environment. They not only produce agricultural goods and services but also act as stewards of the environment. Incidentally, smallholders are also among those most vulnerable to external shocks, particularly

However, in spite of these benefits and extensive capacity development programs on agroforestry techniques for farmers, the deliberate integration of trees on farms remains low.

This implies a need to better understand the factors influencing farmers’ decisions on whether or not to plant trees on their farms.

In the Bohol study, the smallholders recognized the ecological services of trees the most, followed by the economic and (socio-) cultural services.

At the same time, they reported using trees mostly as alternative sources of food and income. In spite of these reported uses, the analysis showed that perception of economic services was less likely among farmers from areas at mid- and high elevation, respectively. This suggests that though farmers were able to recognize the ecosystem services provided by trees in general, perception of trees’ roles across the

landscape was varied.

In essence, this indicates that level of knowledge of trees’ roles is uneven and that there is room for information and education campaigns and technical support to promote tree-based agricultural production.

This initial analysis shows that farmers’ recognition of ecosystem services provided by trees is, by itself, an important but insufficient prerequisite of agroforestry adoption. Clearly, the progression from positive perception to actual implementation of tree-based agriculture is also dependent on other factors.

It is important to deepen understanding of these factors to more effectively and efficiently address the barriers to agroforestry adoption.

ost people leave home when they go off to college, or after graduation, in search of a job, or when one marries somebody from another town/city or country. But what exactly is “home”?

Home is that magical place where I feel that I belong. It is where my forbears are buried, and where my mother and most of my family, relatives and close friends still live. It is that special place where even if I leave its shores, I will still feel welcome when I come back no matter how long I have been away.

And for me, that magical, special place is no other than Cagayan de Oro City !

My city Cagayan de Oro did not acquire that moniker for nothing. There is a fable attached to the name.

Cagayan de Oro literally means “city of gold”. The gold was rumored to be in the underwater cave by the river along the original church which is now the St. Augustine’s Cathedral. Whether gold has really been found is subject to conjecture but anyone who has ever been to the city always leaves it with golden memories of the wonderful people that inhabit the place.

A friend who works at the World Bank in Washington, D.C., Marylou Gomez, confided to me that her brief 10 month stay in Cagayan, teaching a Grade V class at XU’s grade school was among the happiest times of her life.

Three other friends, high school classmates of mine at Lourdes College (LC) – Vicky Enriquez Agaab, Elizabeth Domingo-Tan and Rosemarie Quiepo-Flores, recently made a nostalgic trip there during a class reunion and they happily retraced the steps of their girlhood – walking to the Cathedral from the LC dorm, then back to Divisoria & to XU’s Immaculate Conception Chapel. They even went to Cogon market by themselves,

accompanied by Elizabeth’s doting husband, in search of tira-tira and binaki. They hope to go back again for our class’ 50th reunion.

Its People Years ago, almost everybody in town was related, either by blood or by marriage.

They belonged to the big clans of Neri, Chaves, Roa, Velez, Abejuela, Gabor, Fernandez, etc. New people came in when scions of these original families who had studied in Manila met, then ended up marrying young men from other parts of the country or when men in government service got assigned to Cagayan de Oro and married local belles.

The city then was also a popular destination for rich students from Manila, Bacolod, Cebu & other towns because Ateneo de Cagayan (now Xavier University) had a reputation for its firm discipline and good education.

Several of these young men married into local families so you have family names now in Cagayan de Oro like de la Fuente, Falcon, Ferrer, Arguelles, etc. Other settlers and transplants came from

Bohol (Borja, Luminarias, Enerio, Mosqueda, Balaba), Cebu (Canoy, Dongallo, Sestoso), Ilocos (Soriano, Garcia, Cabading), Gingoog (Lugod, Fernandez), Bukidnon (Fortich), Antique (Xavier, Noble), Ozamiz (Tamparong, Gorospe), Ormoc (Muñoz), Capiz (Torres, Quimpo), Marikina (Cruz), Camiguin (Adaza, Bollozos, Paderanga, Quiblat, Along, Dugenio, Salcedo, Magto, etc.) . Still others were employees of firms like Tabacalera, Soriano, San Miguel and Menzi [and were mostly of Spanish descent like Messrs. Puyo, Aguirre, Rodriguez, Larrabaster] or those assigned in the Army or PC Camps (Limena, Venadas, Sontillano, Saniel, Elloso, Clavano, etc.) or government offices like the Bureau of Lands, Agriculture, etc. (Messrs. Fernando Torres and Castillo were young graduates [UP Los Banos] when they first came to the city and ended up marrying into local families; and government doctors (Drs. Zamora, Almonte, Montenegro, Macaranas, Dayrit, Mejia, etc.) or Del Monte executives/ employees (Frias, Tugot, Balbuena, Pelaez, Mejia, etc.).

The Spanish American War and WW II also saw the influx of G.I.’s who chose to stay because they had married local belles – like John Charles Chaloner (direct descendants of whom count the Gaanes , Buhays & Casiños) and George Willkom (from

that single American from Ohio descended about 500 Willkoms), Larsen (Cepedas) , Paagen (Saberolas).

As the world beckoned, some of the native-born Cagay-anons ventured to other climes in search of adventure and “outsiders”or “newcomers” from other parts of the country came in to take their place when the city became one of the major regional centers of the Philippines. As a result of said regionalization more and more trekked to the city to man banks, regional offices and to establish businesses. The city had so welcomed them with open arms that when it was time

to transfer to other branches, many of these managers and heads of offices chose to quit their jobs rather than relocate elsewhere. That’s how much they loved and felt “at home” in their newly adopted city.

Thus now, “Cagayanons” are categorized as the native born, those who married into local families, the transplanted merchants, businessmen and

professionals who plied their trade here or practiced their professions in their new-found city and the children born into families who emigrated to the city before or during the war or during the business or regionalization boom in the 80’s. “We have been consistent in our statement and our call and again, we repeat it here, that we are urging for the passage of the Bangsamoro Basic Law that is consistent and faithful to the CAB,” said Undersecretary Maria Cleofe Gettie Sandoval of the OPAPP during the Mindanao Peace Conversations on the Bangsamoro Basic Law at the old AVR of the Mindanao University of Science and Technology (MUST) on Monday.

The C onvers at ions, jointly organized by the Regional Peace and Order Council of Northern Mindanao (RPO C-10), Regional Development Council-X (RDC-10), the Archdiocese of Cagayan de Oro (ACDO), Tulay Kalinaw sa Mindanaw (Tulay KaMi), and the peace and development nongovernment organization Balay Mindanaw Foundation, Inc. (BMFI), was aimed at consolidating the various peace advocacies on Mindanao in relation to the BBL and urge the Philippine Congress to pass a CAB-faithful BBL. “Take for example the GRP-MNLF final peace agreement signed in 1996.

This is very crucial and critical to the basic law now being debated in Congress.

The basic law should mirror and reflect the peace agreement. It will be impossible to implement it if the peace agreement is going in one direction but its basic law is going in another direction,” said Mayor Oscar Moreno, chair of the RPOC-10.

On May 21, the RPOC10 and the RDC-10 unanimously passed a resolution supporting the BBL and urging Congress to a version that is true to the spirit of the CAB. The House of Representatives is now deliberating the BBL version that the Ad Hoc Committee, headed by Rep. Rufus (second district, Cagayan de Oro) that is being dubbed as a “diluted BBL” or a “watered-down” version of the BBL, now renamed Basic Law for the Bangsamoro Autonomous Region (BLBAR).

In the Senate, the Committee on Constitutional Amendments by Sen. Miriam Defensor-Santiago junked the BBL for its alleged unconstitutional provisions while Committee on Local Governments chairman Sen. Bongbong Marcos said he is preparing his own version of the BBL because the original BBL will only bring more war to Mindanao.

Spur peace and devel-

opment in Mindanao Moreno, chair of the RPOC-10, said that the passage and subsequent initial implementation of the BBL during the Aquino administration is very crucial as this will further spur peace and development in all areas of Mindanao, long dubbed as the Philippines’ “Land of Promise.”

Mindanao’s average economic growth is at par with or even higher than the national average, even with just two regions — Northern Mindanao and the Davao Region—performing very well.

“What does that tell us?

Imagine if all the six regions in Mindanao perform very well economically.

Nobody can defeat us. We will be the fastest growing and the most productive island in the Philippines,” he stressed.

“And the BBL is the challenge, an attempt to further expand development, anchored on justice and peace, in Mindanao,” he added.

Mindanao’s average economic growth from 2001 to 2015 was pegged at 6.8 per cent, as against the national average of 5.08% for the same period.

If there’s a will, there’s a way S a n d ov a l s a i d t h at President Aquino is just implementing one of his many campaign promises regarding the Mindanao peace process, which is one of the top five “Social Contract” he signed with the Filipino nation in 2010 which he promised to fulfill when he becomes president.

“People attack and castigate a president who does not implement any promises done during the campaign. But here we have a president who is trying to fulfill his campaign promise but people are still attacking him,” she lamented.

It is very easy for the President to just abandon the peace process or the BBL especially because of the many challenges against it from the Legislative Branch.

“Pwede niyang pabayaan ito at maghanap na lang siya ng girlfriend. Pero hindi. He is putting his administration’s stake here.

The BBL is the attempt of the Aquino administration to achieve peace in Mindanao,” Moreno said.

The OPAPP, Moreno and all peace advocates from various sectors are in agreement that these are not the major challenges facing it at present.

Time. Available time.

That is the major hurdle now facing the BBL. But Moreno and peace advocates remain optimistic and hopeful of a miracle that Congress will pass the BBL on time.

“Time is running out.

But the available material time is good enough if we really want to do it,” said Moreno, a member of the House of Representatives from 1998 to 2004.

Hold on and continue to hope Although it seems impossible to achieve what Mindanao has been longing for a very long time — peace — peace advocates remain optimistic

and hopeful. “We have to hold on to our hopes and dreams,” stressed Kaloy Manlupig, pioneer of the Balay Mindanaw Group (BMG) of NGOs. “When it is hard to be optimistic, and even harder to say ‘Padayon’, we have to hold on to our tenacity and our hopes,” he added.

Manlupig urged everyone, especially those who are pushing for the passage of the BBL, to have realistic focus and expectations.

Aside from that, he also urged everyone to “work hard on our politicians, on our leaders, on our communities,” especially since the mindset of member of Congress are now focus on next year’s elections.

But more than ever, we have to “work hard on ourselves” by “confront(ing) our biases and our fears,” he said. (Bong D. Fabe)
