MISAMIS ORIENTAL – The lone x-ray machine installed at the Laguindingan Airport (LA) in Misamis Oriental has malfunctioned prompting airport officials to employ stricter security measures there. Officials at the Civil Aviation Authority of the Philippines (CAAP) said that the x-ray machines had malfunctioned at the time when top security officials and Interior Secretary Mar Roxas arrived Tuesday to chair a security briefing in Cagayan de Oro City.

Flashflood damage crops in Davao del Sur By Carina L Cayon
DAVAO CITY--- The flash flood that struck four barangays in Matanao, Davao del Sur on Monday resulted to the death of one farmer, damage in crops and infrastructure and affected 12 families. In a report to the National Disaster Risk Reduction and Management Council (NDRRMC), the Office of Civil Defense in the region accounted the death of 60-year old farmer Erme Esperanza who drowned after he was swept away by the flood water while tending his carabao at about 4:30 pm on August 12. Esperanza of Purok Duranta, Barangay Bangkal Proper in Matanao was earlier reported missing, and his dead body was found at 10:00 pm on August 13, OCD-XI regional director Bgen. Loreto Rirao said in his report. The farmer was the lone casualty among the 12 families in Brgy. Bangkal Proper affected by the flashflood due to heavy rains brought by Typhoon Labuyo. The flood also hit the barangays of Kabasagan, Kapok and Tamlangon, all of the municipality of Matanao, however, the number of families affected has yet to be determined. Rirao also reported damage in agricultural crops, covering about 1.56 hectares of coconut trees and 20 hectares of banana crops, while the Borilon Bridge in Brgy. Kabasagan was also destroyed.
He said the MDRRMC of Matanao together with the Digos City and Davao del Sur DRRMCs conducted the search and retrieval operations and ocular inspection in the affected areas. He added that OCD-XI is closely monitoring the disaster incident, and that progress report will follow. Meanwhile, Marvin Samson of OCD-XI, corrected a previous report of a 15-year old girl who also went missing after allegedly carried away by flashflood on Monday. He said that the local DRRMC teams verified from their ocular inspection that there was no such incident that happened. (RGA/CLC/PIA-XI)
Palace: Mindanaoans support for peace pact MALACANANG expressed confidence on Wednesday that the people of Mindanao will not be easily swayed by moves to counter the importance of the Bangsamoro Framework Agreement (BFA) saying Mindanaoans were cognizant of the hard work put in by the government and the Moro Islamic Liberation Front to draft the BFA and its Annexes. In a press briefing in Malacanang, Presidential Spokesperson Edwin Lacierda said the government and the MILF had put in “earnest efforts” to draft the peace accord and now that it is nearly ready to be implemented, peace and development are at hand.
“They (Mindanaoans) saw how difficult it was for us to come up with the Framework Agreement. They saw our earnest efforts – from both sides: from MILF and from the government to come up with a workable, doable Framework Agreement and also the Annexes. This shows sincerity on the part
of government. This also shows sincerity on the part of the MILF to come up with a doable solution to the decades-old problem of conflict and underdevelopment in Mindanao,” Lacierda said. “You don’t need to tell someone that there’s a prospect for progress, (that) there’s a prospect for peace.
Peace is at hand right now. Once we finish with the comprehensive agreement, the benefits will redound to the entire Muslim Mindanao,” he added. The Framework Agreement on the Bangsamoro is a preliminary peace agreement signed in Malacanang last October 15, 2012. The Framework Agreement calls for the creation of
an autonoumous political entity named Bangsamoro, replacing the Autonomous Region of Muslim Mindanao (ARMM) which was described by President Aquino as “a failed experiment.” It also outlines general agreements on major issues, including the extent of power, revenues and territory granted for the new Muslim autonomous region. It would also be unlawful for a labor organization to exclude or expel a member from membership, or otherwise discriminate against any individual because of age. The Bill is meritorious in the sense that labor organizations would not be able to limit, segregate or classify its membership, or fail or refuse to refer for employment any individual in any way which will deprive or tend to deprive such individual of an employment opportunity, or limit such employment opportunity or otherwise adversely affect the status as an employee or as an applicant for employment because of age. Penalties proposed is imprisonment of six months to one year or a fine of P100,000 to P5000,000, or both at the discretion of the court.
A sense of fulfillment
HOW can one find that sense of fulfillment that many would want to experience? To some, they invest on their chosen career while some would opt to living in a very simple way of life. People pursue many things, thinking that in them they will find meaning. Some of these pursuits include business success, wealth, good relationships, entertainment, and doing good to others. People have testified that while they achieved their goals of wealth, relationships, and pleasure, there was still a deep void inside, a feeling of emptiness that nothing seemed to fill. King Solomon who wrote the book of Ecclesiastes said to all of these as “Meaningless! Meaningless! ...Utterly meaningless! Everything is meaningless” (Ecclesiastes 1:2). He had wealth beyond measure, wisdom beyond any man of his time or ours, hundreds of women, palaces and gardens that were the envy of kingdoms, the best food and wine, and every form of entertain-

And yet he summed up “life under the sun”—life lived as though all there is to life is what we can see with our eyes and experience with our senses—is meaningless. What is this emptiness that one feels after achieving almost everything? God created us for something beyond what we can experience in the here-and-now. If we are to really just realize that God is all our sufficiency, we can live a life full of contentment. The real meaning in life, both now and in eternity, is found in the restoration of the relationship with God that was lost with Adam and Eve’s fall into sin. That
relationship with God is only possible through His Son, Jesus Christ. The real meaning in life is not found only in accepting Jesus as Savior, as wonderful as that is. Rather, real meaning in life is when one begins to follow Christ as His disciple, learning of Him, spending time with Him in His Word, communing with Him in prayer, and in walking with Him in obedience to His commands. Images of Cotabato blast suspects out; BIFF charged for separate attack COTABATO City––Police authorities here released Wednesday the computergenerated photographs of three suspects in the August 5 bombing that killed eight persons and wounded 30 others. Senior Supt. Rolen Balquin, city police director, asked the public to help the police track down and arrest the still unidentified suspects now that their images are out. Balquin said the police created Task Force Sayadi to investigate and crack the case. The car bomb had exploded just as the convoy of city administrator Cynthia Guiani-Sayadi, sister of Mayor Japal Guiani Jr., passed by the busy Sinsuat Avenue. Sayadi, who was on board a bullet-proof vehicle, was unhurt in the incident. Citing the account of one of the witnesses, Balquin said that the three suspects were seen at the scene before and after the blast, with one of them allegedly triggering the explosion using a cellular phone. An undisclosed bounty will be given to those that can provide information leading to the arrest of the suspects. The release of the suspects’ photographs came even as authorities are still reviewing the footages caught by a closed-circuit television camera.

‘Bakwits’ in Mindanao due to communist revolt highest in Caraga, reports IDMC
SURIGAO City––The Caraga region has posted the highest number of “bakwits” or internally-displaced persons (IDPs) in Mindanao due to the communist insurgency, one of the world’s longest-running conflict, the Internal Displacement Monitoring Centre (IDMC) said in its August 2013 report titled “Living in the shadows: Displaced Lumads locked in a cycle of poverty.” In its 42-page report, IDMC said that Caraga has the highest number of displacement in Mindanao as a result of the armed conflict between the government and the New People’s Army (NPA), the armed wing of the Communist Party of the Philippines. Based on incidents that
happened from 2008 to 2012, there were at least 43,809 individuals displaced by the conflict between the government and the NPA rebels, the group said. “Caraga region (Region 13), consisting of the provinces of Agusan del Norte, Agusan del Sur, Surigao del Norte and Surigao del Sur, had the highest share of IDPs with 16,392 [individuals], or 38 percent of all IDPs recorded during that period,” the report said. Caraga is known for its mining industry that has been the subject of attacks by communist guerrillas in recent years. The Davao region (Region 11), consisting of Compostela Valley, Davao del Norte, Davao Oriental and
Davao del Sur, recorded 15,395 IDPs, or 35 percent of all IDPs for the period covered by the report. Around 1,300 NPA fighters, or one third of the NPA’s force, are believed to be in Mindanao, mainly operating in remote and mountainous areas inhabited by indigenous people. The Caraga and Davao regions are two known NPA strongholds. The military maintains a strong presence in both regions, according to the report. The Soccsksargen region (Region 12), consisting of North and South Cotabato, Sarangani and Sultan Kudarat provinces, had 10,865 IDPs, or 24 percent of the total displacement from 2008 to 2012. THE largest association of exporters in the country has warned that any move to increase workers’ daily wages at this time could result in massive job losses and lost investments. EXPORTERS are against new petitions for a minimum wage hike and an across-the-board wage increase, noting this could result in massive job losses and lost investments. PHILEXPORT President Sergio Ortiz-Luis Jr., in a letter to Regional Tripartite Wages and Productivity Board chairperson Atty. Alan Macaraya, said that another round of pay hike will undermine the viability of most enterprises in the country, particularly the micro, small and medium enterprises (MSMEs). “An upward adjustment in the minimum wage is the last thing that business, par ticu larly struggling MSME-exporters need at this very difficult time, as it will adversely impact on their ability to sustain their

Only 1,527 IDPs were recorded in Northern Mindanao (Region 10), all of them displaced in the province of Bukidnon, accounting for three percent of all displacements during the period. Mindanao has two other regions—the Autonomous Region in Muslim Mindanao, which is known more for the Moro rebellion, and Zambo-
anga Peninsula or Region 9. The report did not indicate any figure for these two regions as far as displacement caused by the governmentNPA conflict is concerned. But based on available data collected from a wide range of national and international actors, as well as media reports, it is estimated that at least 43,809 people were displaced in Mindanao between 2008 and 2012 in 85 separate incidents, affecting 116 sitios in 12 different provinces, IDMC reported. Displacement is mainly the result of armed clashes between the NPA and the Armed Forces of the Philippines but also sometimes of the militarization of communities and accompanying violations of international humanitarian law and human rights, according to the report. Frederick Kok, IDMC senior country analyst, said on the occasion of the International Day of the World’s Indigenous People, which is celebrated every 9th of August, that IDMC’s latest report “highlights the plight of Mindanao’s indigenous people or Lumads.” “Caught between the two warring parties, the Lumads are exposed to high levels of violence and are at risk [to] abuses [from] both sides,” the IDMC said. Per province, Surigao del Sur topped the most number of IDPs, followed by Davao del Norte, North Cotabato, Davao Oriental, Agusan del Norte, Compostela Valley, Sarangani, Sultan Kudarat, Davao del Sur, Bukidnon, Agusan del Sur, Surigao del Norte and South Cotabato. It is estimated that the 46-year-old conflict between the government and the CPP/ NDF/NPA has resulted in the death of at least 40,000 people. According to government data collected between 1978 and 2010, almost half of the casualties were NPA, close to one third were military and police, and a fifth were civilians, the report said. CAMP Evangelista, Cagayan de Oro City––A new terror group has emerged as the principal suspect in the bombing spate in Mindanao that killed 16 people and wounded about 72 civilians in the past weeks, the military said on Thursday. The first bombing occurred on Friday night last July 26 at the Rosario Arcade in Limketkai Center in Cagayan de Oro City where eight people died and 44 others wounded. PNP-Region 10 Director Rodriguez said the seized IED components and blasting caps were similar to the bomb components that exploded at the Maxandrea Hotel. Most privilege Special Gospel of the day: Matthew12:465 0 ( A u g u s t 1 6 , 2013-Friday)Matthew 12:46-50-While he yet talked to the people, behold, [his] mother and his brethren stood without, desiring to speak with him. Then one said unto him, Behold, thy mother and thy brethren stand without, desiring to speak with thee. But he answered and said unto him that told him, Who is my mother? and who are my brethren? And he stretched forth his hand toward his disciples, and said, Behold my mother and my brethren! For whosoever shall do the will of my Father which is in heaven, the same is my brother, and sister, and mother. In our gospel, we can find out that Jesus recognizes his mother as the “most privilege” of all mothers with the reason of constant listening to his teachings. In this truth, we can conclude that “Mary is the most blessed of all women” here on earth as what St. Gabriel told her in the declaration of her motherhood to the son of God. In Luke 1:28And the angel came in unto her, and said, Hail, [thou that art] highly favoured, the Lord [is] with thee: blessed [art] thou among women. This is also attested by St. Elizabeth, the mother of John the Baptist. In Luke 1:42-And she spake out with a loud voice, and said, Blessed [art] thou among women, and blessed [is] the fruit of thy womb. What made Mary sacred and blessed?
