Malacañang satisfied with latest Pulse Asia survey result

THE Palace on Monday expressed satisfaction with the latest result of the Pulse Asia survey showing President Benigno S. Aquino III still has maintained a high trust rating.

“We are gratified that the President continues to enjoy a high trust rating,” said Presidential Communication Operations Office Secretary Herminio Coloma Jr. during a press briefing.

He said the Pulse Asia survey result has “remained statistically the same”.

“Whereas before, 74 (percent) found him to be trustworthy, there are now 69 percent that have the same assessment, and the five percent went to the undecided column, not to the ‘no trust’ column,” Coloma said.

“This is to be considered as a reminder for the national leadership to intensify its efforts to deliver the reforms that were promised, because we are aware that our people have high expectations,” he said.

PPI@50 and beyond THE Philippine Press Institute (PPI) quietly marks its golden anniversary with the conferment of the annual media awards, the holding of its annual assembly and other events in Metro Manila. Former President Fidel V. Ramos will be keynote speaker with this year’s golden theme “@50 and Beyond.”

The theme has added significance because what lie “beyond” this celebratory milestone are real challenges that the Philippine press still must face. It has to deal with issues on credibility, media killings, legislative advocacies, search for justice, press freedom, capacities and working conditions of media workers, mechanisms of redress, internal discipline and viability, among others. And decidedly, the bigger challenge today is the emerging dominance of cyberspace as a faster platform for information and views.

It is in this environment that PPI is marking its halfcentury milestone mindful that the Philippine press must continue and remain to do its role in upholding press freedom and provide the public with verified, accurate and truthful information that is vital to democracy.

So while we celebrate, we are also burdened by the thought that there is much yet to be done “@50 and Beyond.”

144 Reds surrender in Normin in 6 months

CAMP Evangelista, Cagayan de Oro City––A total of 144 rebels of the New People’s Army (NPA) in Northern Mindanao had surrendered to the military for the past six months from October 2013 to March 2014, said a military official on Monday.

Capt. Christian Uy, spokesperson of the army’s Public Affairs Division here, said that the NPA rebels also turned over a total of 144 assorted firearms. The NPA is the armed wing of the outlawed Communist Party of the Philippines (CPP).

The latest batch of NPA rebels who laid down their firearms were on April 17, 2014 where 37 members of the Tribal Solid Mass Organization (MASSO) named “Umayam Kawilihan” and members of the Militia ng Bayan under a certain Datu of Manobo tribe voluntarily surrendered to the 26th Infantry Battalion, 4th Infantry Division at Talacogon, Agusan del Sur. Church, Reds urge peace talks to address mining, lumad issues DAVAO City––The National Democratic Front (NDF) and a protestant church formation in Mindanao want a stop on large-scale mining and military activities in indigenous areas such as in Talaingod, Davao del Norte. They also asked for the resumption of peace talks.

The plea was made by the United Methodist Church Eastern Mindanao Conference during their video conference on Wednesday with NDF peace panel chief negotiator Luis Jalandoni.

The conference was also viewed via livestream by the Manobo evacuees and support groups in UCCP

Haran Compound.

The Methodist Church Davao Episcopal Area in their pastoral statement urged both government and the NDF to resume talks.

“We strongly urge the President to intervene towards the attainment of a just and lasting peace over the land. We also call

the GPH and the National Democratic Front of the Philippines (NDFP) to resume the stalled peace talks to address these problems that affect innocent civilians,” they said.

55th ‘Vigilant’ IB named ‘best battalion’ for 1Q

OROQUETA City––The 1st Infantry (TABAK) Division of the Philippine Army has chosen its best battalion to give recognition for its valuable undertakings especially on peace and development.

The feat is in line with the anniversary celebration of the 1st Infantry Division in May. For the accomplishment on Internal Peace and Security Plan “Bayanihan”, the Army’s Premier division has awarded the Best Battalion award to the 55th Infantry (VIGILANT) Battalion.

Record shows, the 55th Infantry (VIGILANT) Battalion under its new battalion commander Lt. Col. Gerry Besana, has been adjudged last year as Best Battalion in the second quarter (April-May 2013) for its effort in the campaign for Peace, and in “winning the hearts and minds of constituents in its area of responsibility” in Misamis Occidental and some Towns and barangays of Zamboanga del Sur and Zamboanga del Norte.

The awarding on May to the Vigilant Troopers as Best Battalion is for the 1st Quarter, achieving points of excellence in the criteria adopted by the 1st Infantry (TABAK) Division under the leadership of Major General Felicito Virgilio Trinidad Jr., commanding general.

The 55th Infantry surpassed all other battalions under the Army’s Premier Division in the first quarter evaluations, particularly on the criteria pertaining to operations, logistics, fund management, personnel management, intelligence and training.

Lt. Col. Besana said the 55th Battalion lives up to the AFP Core Vision, “Serving the People, Securing the Land,” and its soldiers serving not only as officers and gentlemen, but with honor, patriotism and duty to Filipinos.

Adopting the Philippine Army march to the year 2028, the Vigilant Troopers will be a world-class army that is a source of national pride, said Lt. Col Besana, who recently assumed battalion commander, a graduate of PMA Class 93, and who had served as Task Force Davao.

MISAMIS Oriental––Members of the House Committee on Transportation on Monday conducted an ocular inspection of the controversial Laguindingan airport in Misamis Oriental to determine if the airport is equipped with navigational facilities to accommodate aircrafts.

Rep. Juliet Uy, 2nd District of Misamis Oriental, who is also a member of the committee, has been complaining about the inadequacies at the Laguindingan airport which has become a subject of complaints of travelers.

The House Committee on Transportation inspected the airport’s power generation sets which are reportedly inadequate, the airport’s passenger lounge, and the tower (currently located in Cagayan De Oro City’s former airport in Lumbia, about 50 kilometers from Laguindingan.

Rep. Rufus Rodriguez, 2nd District of Cagayan De Oro, has earlier filed a resolution in Congress asking the House Committee on Transportation to conduct a probe on the operation of the Laguindingan airport, in aid of legislation.

In his resolution, Rodriguez cited the lost of millions of pesos to both the airline management, t he businessmen, and opportunities due to the Laguindingan airport’s failure to accommodate normal flights even in slight weather disturbance.

“There were many instances in the past that travelers in Northern Mindanao have to travel to other airports in the nearby region in order to catch up a flight for a very important business appointment elsewhere in the country,” Rodriguez said.

Travelers and business groups in Northern Mindanao have criticized the Civil Aviation Administration of the Philippines (CAAP) for allowing the operation of the Laguind-

ingan airport sans navigational facilities.

The Cagayan De Oro Chamber of Commerce (Oro Chamber) has petitioned the CAAP to return the operation to Lumbia Airport pending the completion of the installation of the Laguindingan airport’s navigational facilities.

Uy also asked the CAAP to return the airport’s services to the Lumbia airport until all navigational equipment at the Laguindingan airport are installed.

Jose Bodiongan, the air p or t manager, s aid that the installation of all navigational facilities at the Laguindingan airport would be completed in November 2014.

“By that time, the airport would be able to accommodate all aircrafts

24/7,” Bodiongan said.

He said that the engineering works for the establishment of night vision facilities at the Laguindingan airport has been going on.

“The workers are doing the job at night time so that the operation of the airport during the day would not be hampered,” Bodiongan added.

Former Misamis Oriental Governor Oscar Moreno was blamed for forcing the opening of the Laguindingan airport in a bid to gain credit for the construction of the controversial airport in the province.

Moreno has consistently denied that he has a hand in the opening of the Laguindingan airport.

He passes the buck to the CAAP, an agency under the Department of Transportation and Communication (DOTC) which was previously headed by Secretary Mar Roxas.

Roxas, who now heads the Department of Interior and Local Government (DILG), known as Moreno’s close ally reportedly worked for the opening of the Laguindingan airport in order to boost Moreno’s political image in Misamis Oriental.

VALUE-REFORMATION SEMINARS: MISSED LOOKED?

The Division of Cagayan de Oro City is working very hard to improve further the learning outcome of the learners. In fact, big amount of money was spent for trainings and seminars facilitated by division personnel who repeatedly and repeatedly the speakers throughout the year that made it boring. To mention a few of the seminars, there is this MTB-MLE for K to 12 implementation. Disaster Risk Reduction Management Training for disaster preparedness, Leadership innovation for learning improvement, Egra-ARATA and SRYEA for assessment, HIV and AIDS, Culinary Team Building, SIP Drafting, Learner’s Information System and some other seminars. How far the division has gone with all the trainings and seminars?

Was there even one seminar about reforming and strengthening teachers’ and administrators’ value?

The division is fighting for good governance, transparency and accountability

in schools. How could this be realized if honesty and, integrity is no longer a big deal among teachers and administrators? Corruption takes in many forms.

A teacher coming to school 8:00 AM but 7:20 in her/his DTR and leave the school before the time is corruption.

A teacher or school head manipulating test results is cheating. A teacher not teaching well and doesn’t give interventions to pupils at risk has a bad conscience.

A teacher or administrator who is not transparent in money matters implies that corruption is happening. A teacher who verbally bullied pupils discourages the pupils to perform better. A school head who modeled out dishonesty to teachers resulted to teachers becoming dishonest also in their service. Lot of time is wasted by the assistant schools division superintendent Dr. Reynaldo E. Manuel Jr in attending complaints that involved dishonesty among teachers and school heads either. Come to think, isn’t it

that the deteriorating value anybody in the system has is one of the contributory factors of the low performance of the pupils? Isn’t it that the division is too focus on the learning outcome having missed looked the. value formation of the’ teachers which has an equal importance of one’s educational qualification? How can a cum laude teacher become effective and productive if she/he is not honest enough in rendering services to the’ pupils? Honesty, integrity, hard work, respect, generosity are few of the many qualities of a good teacher.

Before the National Achievement Test fast March, the ‘schools division superintendent Elena M. Borcillo and her assistant Dr. Reynaldo E. Manuel Jr., reminded the school heads to be honest in the administration of the test.

The reminder is telling that the SDS and ASDS are value-oriented individuals.

Keep it up! Influence others.

CAAP corrects safety issues, gets upgrade from FAA

CAGAYAN de Oro City–– The Civil Aviation Authority of the Philippines (CAAP) has taken a notch higher after receiving a Category 1 status of civil aviation safety by the United States Federal Aviation Administration (FAA).

Laguindingan Airport Area Manager, Jose Budiongan said in a phone interview that “Category 1 means that we are no longer restricted and additional routes to the United States are granted.

When we were in Category 2, we were restricted because we had a lot of safety issues and concerns.”

He said that with Category 1 status, we are elevated and at par with developed countries in terms of compliance to the standard set by International Civil Aviation Organization (ICAO).

He added that this level up status is a result of collective efforts of the entire CAAP team in the country.

Meanwhile, Department of Tourism Region 10 Director Catalino Chan III said that this upgraded status gives the country a good chance of getting more tourists from American communities. He said that America NOTICE

The ICAO sent an audit team to the Philippines last month to conduct a validation mission of the corrective actions undertaken by CAAP that had been identified by the UN specialized agency as necessary in securing the nod of approval of the international aviation community.

Philippine air carriers can now fly to the United States with additional routes to the East Coast.

Truck with ‘hot logs’ released

SAN Francisco, Agusan del Sur-Officials of the local environment agency here have a gift for the global celebration of Earth Day today: Release of controversial 10-wheeler truck owned by a village chair which was apprehended last month for carrying “hot logs” felled inside the Mt. Magdiwata watershed.

On a positive note, however, church leaders of different denominations will sign today a covenant printed on a billboardsize tarpaulin during a tree planting activity to seriously commit themselves to the protection of Mt. Magdiwata against environmental abuse.

and Natural Resources , the local police chief and the municipal environment and natural resources officer of the local government has allowed the temporary release of the truck owned by Barangay Captain Jose Necresio Orapa of Libertad village in neighboring Prosperidad town.

Elmer Luzon, manager of San Francisco Water District (SFWD), refused to sign the resolution saying the move is a mockery in the serious implementation of DENR laws. He believed the document was haphazardly done to give in to the political pressure of an influential local official in Prosperidad town.

“We never discussed during the administrative proceedings about the resolution,” Luzon said explaining that he did not sign because the document was

hurriedly done without going through proper procedures.

Alejandra Boiser, acting local DENR chief, said they agreed for the temporary release of the truck after Oropa complied with the requirements, including payment of surety bond and the village official defended his side that he had no knowledge that his truck would be hired to transport the ill-gotten falcata logs.

For SFWD, the case on the confiscation of illegal logs and the truck is crucial since it is the same forest products that was the cause of the failed attempt to kill SFWD forest ranger Bonifacio Narca perpetrated by a casual worker of the municipal environment and natural resources office.

News about the release of the truck has drawn negative comments from the social media.

“ That is an alibi and alibi is the weakest defense in court,” said one post on the wall of the Facebook page of “Agusanon Ako” maintained by hard-hitting public affairs radio program host Richard Grande.

Father Artemio Jusayan, parish priest of Sacred Heart of Jesus church, said there should be proper implementation of the policy on the controversy hounding the illegal logging case. “SFWD should file a petition questioning the release of the truck,” he said.

Jusayan did not believe that Oropa was innocent about the deal involving his driver and the seller of the ill-gotten logs who happens to be a certain Judito Pintado who is facing several illegal logging and illegal mining cases lodged by SFWD.

“If you are the owner of the truck and has known the trade for a long time, would you just allow your truck to transport illegal logs,” Jusayan said.

He explained the parish has been active on environmental concerns as Pope Francis has called on the clergy to take part in the protection of the environment.

The parish priest will take the lead today on the ecumenical covenant signing for the serious commitment to protect Mt. Magdiwata.

Local churches that will be joining the early morning tree planting activity will plant at least 100 tree seedlings each group and will be enjoined to nurture the plants until it would reach the time that it can already reach its growth to survive.

A hero need not to be a literally fighter nor should shed his blood in order to be part of the history. A true hero is selfless and willing to sacrifice for others. Sacrifices accompanied with faith, hope, and love for his family. Only few of us experience being poor and less fortunate in this world. In contrary, those poor will simply find satisfaction even in a small and simple thing. And those who are privileged enough have higher expectations in life and easily be broken in times of rough.

John Tugano belongs to a low-income family. He is also a breadwinner in the family.

That is why, he need to work while pursuing his college degree in spite of being poor. We can say that he is still blessed because he has a positive outlook in life. Personally, I can relate to his situation. I , myself was a breadwinner in the family too. I was able to pursue my college hence I was a full scholar. When I

was still studying my course, I need to focus because I need to land a job after graduation.

I need to support my mother and brothers so I let it be.

Until then, God is so good!

Blessings and good affluences were at my hands.

Life for others seems to be easy. What they need and what they want are just effortless. However, for John Tugano as the blogger of the article, life seems to be full of turmoil. Nevertheless, he never gives up nor fells miserable. Conversely, it is also a fact that we Filipinos are family oriented. Most likely we pretend that we are just fine. That we need to study and work hard in order to extend help to our family.

Lucky for those we were born with a “golden spoon in their mouth”. They do not need to fell the way John felt.

According to John that being a breadwinner is to be selfless. You have to think of the welfare of your fam-

ily first; henceforth, it is a matter of choice rather than destiny. Yes, it is a good option to be selfless; since, we opt to be with our family. A choice that others could hardly faced. However, John prefers to sacrifice just to help his family. John with wonderful and big heart is willing to find his destiny through hard labor. Along these lines that we can say that breadwinners are superheroes for they are willing to fight poverty.

Lastly, for John as a living superhero will find happiness and success in life because as the bible says: “Blessed are those poor because there is heaven in them.” Poverty is not a reason why others are uncomfortable. It is not an obstruction to continue being worthy in this world. Life on earth varies from one person to another in order to see the worth in it. John who experienced struggle and being deprived will find life worth living. He is a man seasoned with poverty. That somehow a selfless like him will become a superhero that can be on the top of the world.

The Division of Cagayan de Oro City will hold a BSP/GSP Summer Reading Camp from May 5 to 10, 2014. The rationale behind this is the achievement rate of the division. There are pupils who are not good in reading. Eventually, this affects test results. Many interventions have made and implemented but, still achievement results didn’t show significant increase. The objectives of this activity are to foster love in reading among slow readers and to enhance reading skills to the advance one.

Reading this time is done outside the usual boring four corners of a classroom. It is an outdoor activity. It might be under the trees or in a tent in different forms of games in different genres like race/contest, simulations (mimic), role play, puzzle, adventure, multi user domain- object oriented, sport and others. The different games serve as the tools in motivating the slow readers to gradually find reading exciting, full of fun and easy. In the same manner, socialization happens. The teachers play the important role in motivating slow and shy pupils to participate to help them gain confidence and show their hid-

den talent and skill leading to the love of reading. Aside from reading and gaining confidence, pupils are expose to scouting.

Pupils make their tent using the different knot tying. They will race in cooking as part of HELE. Reading is integrated the moment the pupils are going to read the recipes and the procedure in cooking. They will give another version of a song.

They read and sing their output as part of MSEP. They will recite the multiplication table while marching. They will mimic animals’ different movements and sounds. They will identify the common occupations through the personification or acting of others. They will experience the Battle of Mind contest. They will show how solar system looks like using their selves and many more exciting activities in every subject.

In fairness to the teachers who instead are still in a vacation spending time with love ones within or outside the town maybe, they are given service credits. But, to some teachers, it is not the service credits; it is a time and effort given to the pupils as a return to the many blessings they received.

May 5 to 6 are the dates to remember for parents to send their kids to school. Instead of children playing computer games or doing nothing during summer vacation, lead them to join the fun. What a great opportunity for pupils with difficulty in loving reading. Parents don’t miss this.

Four years have passed since Deped memo no.392 s2010 was implemented. This is the memo that prohibited public elementary school teachers from giving weekend assignments to students. The rationale behind this, according to the memo, is the observation that parents were complaining that they and their children were being robbed of quality time together due to too many pupils’ homeworks/ assignments; thus, no homework/ assignments shall be given during the weekends for the pupils to enjoy their childhood, and spend quality time with their parents without being burdened by the thought of doing lots of homework. This particular memo was received with hanging questions and perhaps with a grain of salt by quite a significant number of public school teachers.

I, myself, was somehow surprised when I read the memo and even have doubts as to its logic. But being public school teachers, we have to follow the said memo regardless of our personal views-valid or not.

However, a few days ago, my son, a third year college student came across this memo during a research.

He asked some questions about it, like “did the observation have a scientific foundation so much so that the many complaining parents observed could be extrapolated as representing the majority if not most parents?; was a nation-wide survey conducted regarding the relationship between weekend homework/assignments and the amount quality time among parents and children? Has the memo’s desired effect been achieved? All attempts on my part to answer his questions or explain the merits of the memo were met with wide disbelieving eyes especially when I tried to defend the last paragraph which is the operative portion.

“And you believe that?” were his last words to close the discussion.

My husband who was listening all the while just grinned and told me that I didn’t sound convincing.

I could not blame or fault them for not believing in my arguments or that of the memo. I understand where they are coming from because we are all products of public elementary education and we had enjoyed our childhood, as my son said “I have more than enough time to enjoy my childhood and spend quality time together with you mom despite the weekend assignments/ homework ”.

With due respect to the framers of memorandum 392, there seem to be presumptions contained in it that are ambiguous as to their validity. By giving credence to the story of the complaining parents, it (the memo) presumes two things; first, it presumes that public school teachers do give too many homework/assignments to their pupils and second, that assignments/ homeworks do rob the children and parents time to enjoy quality time together otherwise why the total ban on weekend assignments/ homework. The former will not hold water if subjected to a study. We, teachers don’t give assignments/ homeworks just for the sake of it.

Assignments are calculated to be done within a certain amount of time taking into consideration the pupils’ level of skills and abilities and their need for time to also enjoy their childhood. Thus, teachers who give excessive assignments are exceptions rather than the rule. The latter presupposes that a child/family needs all their waking hours on weekends to bond and have quality time together. I believe the reality is farthest from what is presupposed. Living in a neighborhood where more than ninety percent of school-age children go to public elementary schools, I think that there is no problem with regards to time. Children don’t play the whole day nor do families spend their weekends bonding all the time which only means that the children

The memo also presumes that once the children have nothing to worry or think about on weekends (assignments/homework), it follows that they would enjoy their childhood more and will now have more quality time with their parents.

Theoretically, this should be the case. However, the realities of life get in the way of this theory. Most public elementary school students belong to economically-challenged families. As such, their parents have other pressing concerns like putting food on the table, bills to pay etc. that they have to work sometimes even on Sundays. Thus, family bonding is not dependent upon time on the side of the child but on the side of the parents.

I hope Deped memo 392 s2010 is reviewed for its effectiveness.

Banning weekend assignments/ homework has denied the teachinglearning process a great tool in developing the children’s skills and abilities which even the memo itself attests to its effectiveness. The only tangible result of the ban on weekend assignments/homework according to parents I have talked to is the additional three to four hours of their children’s time spent on watching tv, computer games, and playing outside of their homes being exposed to all sorts of elements. The more discomforting result is the claim of some parents that the memo has robbed them of an excellent avenue for productive, enjoyable and quality time with their children since for them the assignments/homework serve as bonding time also as they help and guide their children in doing the assignments.

It would really be wise if a study is conducted to determine if the goal of the memo is being achieved because in many parents’ weighing scale, the balance is tipped to the negative side.

Beware of text scammers!

I have a cellphone.

You have one. You might have too. I really take care to whom I present my cellphone number. If I receive text messages or even calls “from numbers I haven’t stored”, I won’t entertain them. This might make some people angry and upset - but, sorry folks, if I really don’t care.

During the Lenten/ Easter season, I received almost 50 text messages (from different numbers), telling me about the millions I “could have won” if ...! You, my dear reader gets such stuff too? And then?

Get it, read it, delete it!

I received already several press notes from the Anti-Money Laundry Council, Bango Sentral ng Filipinas, Manila, stating:

Modus operandi text scammers use fictitious names or pose as government officials and send fraudulent text messages to their would-be victims, saying that their mobile numbers won in a raffle (or so!) allegedly sponsored

(among many others) by the Bango Sentral ng Philippinas or other institutions.

They tell their victims that to be able to claim the prize, they should first send money to the scammers via a designated bank account or remittance company or “sharing - a - load”.

Once the scammers receive the money and/or prepaid load, the victims would no longer be able to get in touch with them again! The Bangko Sentral

My advice: read it, don’t delete it, but take time to report it to the BSP or the Anti-Fraud and Computer Crime Division, National Bureau of Investigation, Taft Avenue, Manila. -oooNO WATER TO PUT OUT FIRES IN METRO: As the “general alarm” fire raged through 2nd and 3rd Avenues in Grace Park, Caloocan City on or about 8 p.m. on Easter Sunday, April 20, 2014, one of our lady pastors, Sarah Saldo, frantically sent a cellular phone text message to me asking for prayers as the fire was just about two or three houses away from the house of her family.

Having been schooled in the effectiveness of prayers, I prayed to Jesus, our God and Savior, to spare her house and the house in the area of the other members of our Church (the Anak ng

Think a minute.

This is a true story about a boy named Philip.

Philip was nine years old in a class of eight-year-olds.

The kids in his class were mean and unkind to Philip.

They would not talk to him or let him play with them.

Philip suffered from a disease called Downs Syndrome, so his face looked a little different and his thinking and talking were slower than the other children’s.

During the week of Easter the teacher gave each child a plastic egg that they could open. Then she sent them outside to find a symbol of new life, such as a seed or leaf, to put inside the plastic egg.

Sometime later all the children gathered around

their basket of eggs and watched as the teacher began to open them.

One child had put a flower inside her egg. All the children thought it was a great symbol of new life.

In another egg was a butterfly that all the girls said was beautiful.

Finally, the teacher opened the last plastic egg and there was nothing inside it.

One child said, “That’s dumb!”

Another kid said, “That’s not fair!” Then the teacher felt someone pulling her hand. It was Philip.

He looked up at her and said: “It’s my egg. I left it empty because Jesus’ grave is empty. That’s why I have new life.”

The whole class was

bugged by one big problem: there was no water available.

-oooNO ALTERNATIVES IN FIGHTING FIRES? I then asked “FO4 Santiago” if, perhaps, Caloocan City fire officials can call the fire departments of the other cities of Metro Manila and seek assistance. The guy told me that they have already done that and the other fire departments have already sent their fire trucks but, unfortunately, they also ran out of water.

Consequently, while the

fire consumed houses as it blazed through a big area, Metro Manila’s firefighters stood helplessly by, unable to be of assistance as they watched shanties and other light-material-properties go up in flames while their owners wailed and cried, in desperation and complete anger that no one but no one could help them in the hour of their need.

Many of those whose houses were burned asked: why was there no water, not only from Caloocan City, but from the other fire departments of Metro Manila as well? If water was not available, were there no other alternatives that the government, through the Department of the Interior and Local Government and the Bureau of Fire Protection, could offer? AMBOANGA CITY – Abu Sayyaf rebels have freed a kidnapped Filipino engineer after two months in captivity in the southern Filipino province of Sulu, police said Sunday.

Police said Bonifacio Salinas, 54, was released in the village of Bangkal in Patikul town. His freedom came barely a month after the al-Qaeda-linked Abu Sayyaf released his wife, Claire, 52.

The couple was seized outside their house in Kasalamatan village in Patikul town on February 16. Both husband and wife work at the Jolo Mainland Water District.

“Engineer Bonifacio Salinas was released by his abductors in the vicinity of Bangkal village in Patikul and he is presently at the hospital for medical check up,” Senior Superintendent Abraham Orbita, the provincial police chief, told the regional newspaper Mindanao Examiner.

It was unknown whether the family paid ransom for the safe release of Salinas.

Duterte urged to use aerial drones for disaster, emergency response

AVAO CITY - The chief of the city's Public Security and Safety Command Center (PSSCC) here has recommended to Mayor Rodrigo Duterte the use of aerial drones as a tool in disaster and emergency response.

CARMEN, Davao del Norte – A total of 1, 302 individuals or 72 families displaced and later rescued by disaster unit teams after intense torrential rains in upland Sto. Tomas caused an unexpected deluged last April 20 as the whole nation celebrated the last day of Paschal triduum— Easter Sunday.

Romulo Tagalo, Executive Director of Davao del Norte Disaster Risk Reduction Management Council told DavaoToday that “affected families have been sheltered to nearby town halls and publci elementary school, awaiting the water to subside.”

“The DavNor PDRRMD rescue team responded to the distress call

of LGU Carmen LDRRM Office, 9AM today. The request is prompted by the sudden rise of Mactan river, a tributary to Tuganay river, 6:30 AM today,” Tagalo said.

Carmen LDRRM Officer Tabot Valle said that they have been monitoring the Tuganay river since April 19, saying “the heavy downpour for the past few days caused a rapid rise in river waters.”

The LGU C ar men has also warned of flood incidents in Brgys. Mabaus, Alejal Magsaysay, San Isidro and Salvacion due to rising Tuganay river brought about by heavy rains in the uplands last night.

Meanwhile, a 94 year old woman trapped in their home in the middle of a ricefield and was immediately brought to the house of her daughter at a nearby barangay.

PSSCC chief Francisco Villaroman said he has proposed to the city government to invest in aerial drones for emergenc y response situations after testing a unit a week after the April 4-5 fire that hit two barangays in Isla Verde.

Duterte, he said, would be the one to decide if the city can afford drones and whether to use the device as a regular unit of the city's Central 911 emergency response system.

He said the drones cost around P80,000 commercially and could be able to zoom in to focus on distant subjects on the ground if upgraded with cameras with zoom-in capabilities.

Villaroman had earlier said in several Facebook postings that he was impressed with the capabilities of the Quad Copter Phantom 2 drone, which allowed city officials a

wider visual perspective of the extent of the damage of the fire that hit barangays 22C and 23C last April 4, and rendered homeless some 3,000 families.

Villaroman used footage and photos from the aerial drone in his presentation to the City Council a week after the Isla Verde fire which is estimated to have damaged eight out of the 12 hectare densely populated residential area.

Villaroman added that aerial drones could be essential in disaster and other kinds of emergency response.

“For example, during a robbery, it would be very easy to spot a car that escaped a crime scene if we had something like that,” Villaroman said.

In July last year, city law enforcement was unable to apprehend two of three SUVs believed to be Monteros involved in a kidnap-for-ransom shootout involving Manila based businesswoman Sally Chua.

Chua was abducted in Manila in July 5, 2013, and was brought to Davao to withdraw P15 million in ransom.

Three alleged kidnappers were shot dead during a rescue operation headed by then-Davao City Police Office chief Ronald Dela Rosa.

The vehicles were not found, despite a city-wide lockdown of all exit and entry points ordered by Duterte.

The Bure au of Fire Protection said that during the April 4, they could not easily pass through the main fire that started near Barangay 21C since the city’s firetrucks were too wide for the roads.

Villaroman clarified that quad copters and other kinds of drones could be assembled, instead of bought as a complete set.

He said he was already investing in assembling a unit for his personal use.

THE ROLE OF PARENTS IN IMPROVING LEARNING OUTCOMES

Teachers are more than a mother. Teaching, nurturing and managing 50 pupils of different behavior in an overcrowded sub-standard classroom 6 hours a day is not easy. Teachers prepare daily lesson log and prepare instructional materials to facilitate easy and fast understanding of the lessons.

Teachers extend their time and effort to help pupils at risk. Paper works are another burden to teachers.

Nutritional status, Reading Inventory or the Phil-IRI, 4P’s report, Daily Tooth brushing record and some others. Knowing that pupils have short span of time that before the teacher finish an urgent report, pupils are starting to move and talk.

This sometimes makes the teacher shout, push the table and throw something that sometimes their behavior put them in trouble once the parents complain. Teachers are accountable to the learning outcome of the pupils.

There is this teacher factor to the Sow performance of the pupils, isn’t it too much to blame the teachers? What is the role of the parents in the classroom or in school in general?

Good manners and right conduct start at home. But, in a classroom setting, there are pupils who misbehaved causing to teacher’s hyper tension. There are pupils who are fond of bullying others. There are those who are inattentive and talkative.

There are pupils who are script writers.

They invented stories of their own. Pupils who are dishonest. Most of the children now a day are lazy. They won’t pick up a

coconut husk even if they are about to stumble on it not unless the teacher told them. They need to be told. These things, the parents should think about first before going to radio station to complain against teacher’s shouting before the face of their child or teacher pinching their child’s ear. Teachers are not super heroes. Sometimes, teachers come to school with a heavy heart because of financial problem maybe.

The problem made them impatient sometimes. They need understanding from parents and their superiors to their being impatient sometimes. But anyway, it is not an excuse for teachers to emotionally and physically hurt the pupils. Teachers need to observe the no to bullying policy before any troubles would happen. In the first place, parents are accountable to the behavior of their children.

What is again, the role of parents in the classroom or in school in general? Teachers need support in different manners such as parent doing follow -up of the lessons and enhancement at home, reminding ones child to behave properly in school, not to bully anyone in particular, to be attentive and participative and to come to school regularly.

These are simple things that the parents could do to help the teacher. Another is parents’ support to school activities like brigada. Parents establishing good relationship with the teacher and co-parents in the school definitely help the teacher or school in general meet the performance target set.

Meanwhile, MOELCI II’s VLC, has resulted to the rotated power interruption (RPI) or brownout in its franchise coverage, namely: the cities of Tangub and Ozamiz, and the towns of Bonifacio, Clarin, Tudela, Sincaban, Panaon and Jimenez, all in the 2nd District of Misamis Occidental.

Thus, Pelimer said the franchise coverage of MOELCI II has been divided into four areas:

Area 1 and 3, experienced the RPI from 8:00 a.m. to 12:00 noon and from 4:00 p.m. to 7:00 p.m. and Area 2 and 4, from 12:00 noon to 4:00 p.m. and 7:00 p.m. to 10:00 p.m.

A VLC of 244.25MW was implemented by MOELCI II, from April 1-7, and 248.74MW, each, for the period April 8-14 and April 15-21, that resulted to the RPI in its franchise coverage, Pelimer added. Z amcelco president Omar Sahi said the bid was awarded to Camel JCB Corporation because the company offer was much better than the lowest bidder in terms of quality and advantage to the cooperative.

Zamcelco is buying 16MW land-based generators to reduce the number of hours of daily brownouts from four to six hours down to two hours or zero.

The area served by Zamcelco are experiencing four to six hours daily rotational brownout due to power generation deficit from the Mindanao Grid.

Uy said that the members of the Mass Organization also surrendered 36 Firearms and war materials comprising two carbines, one M79 grenade launcher, six shotguns, 12 caliber 38 revolvers, 12 Magnum 357 revolvers, two caliber .22 revolvers, one improvised explosive device (IED), one rifle grenade, and one base radio.

According to Uy, the latest surrender was the third batch of mass surrenders in the 4th Infantry Division in the last six months. The first was on 30 October 2013 with 35 former NPA members and 42 firearms, followed last 28 March 2014 with 72 former NPA regulars and 69 firearms for a total of 144 NPA rebels and 144 firearms.

He said that the NPA rebels decided to return to the fold of the law after they realized that the communist movement exploited them as a 3work force in constructing their bases, manning their communal

farms and in manufacturing and laying of IED’s.

Aside from extending the voluntary work of the communist movement, the surrender lamented that the communist movement did not exempt them from paying the revolutionary tax collection of ten pesos per household per month, Uy added.

Maj. Gen Ricardo R Visaya, commander of the army’s 4th ID, said that the arrest of the CPP-NPA leaders have paralyzed the communist movement in the country which resulted in the demoralization of the communist rank and file.

It is unfortunate that the various units of the New People’s Army have started to resort to violence and terroristic activities following the arrest of their leaders Benito and Wilma Tiamzon early this year, Visaya said.

He said that with a paralyzed centralized logistics, the CPP-NPA have no other means to sustain the organization, but to extort from mining firms in Mindanao and Luzon.

NDFP peace panel chief negotiator Luis Jalandoni expressed support to the Manobos.

“They are now subjected to the most brutal militarization causing their renewed uprooting. They indeed deserve our strong solidarity,” he said.

Jalandoni said militarization and uprooting of communities have also been experienced by other communities such as the Cordillera people with the massacre of the Ligiw family in Abra, and other parts in Bicol and the Visayas.

“The policy of the Aquino regime to favor foreign destructive mining is carried out with brutal militarization,” said Jalandoni.

Jalandoni said the NDF has been open to the resumption of peace talks, particularly to address economic issues such as “destructive” mining and other policies that have affected indigenous peoples and the poor.

He revealed that there were proposals from the Royal Norwegian Government which facilitated the talks to hold informal talks on May in Oslo, Norway.

“The NDFP supports the Norwegian Government’s proposal for holding informal talks in Oslo in late May 2014. Peace advocate organizations in the Philippines and abroad also support the holding of such talks. The Aquino regime has not responded,” Jalandoni said.

The NDF negotiator said the revolutionary movement has been open to talks to “address the roots of the armed conflict, such as land reform and national industrialization, in order to achieve a just and lasting peace.”

Peace talks between government and the NDF was resumed by the Aquino government on February 2011.

Both panels then agreed to work on the second substantive agenda known as the comprehensive agreement on socio-economic reforms (CASER).

In a previous statement, Jalandoni said the panel wanted to comply with the completion of the CASER in six months, but would like to include the issue of foreign mining and other issues affecting indigenous peoples, women, children and elderly.

“The NDFP is willing to target the completion of the CASER in six months.

We propose to take up the issue of foreign destructive mining, the displacement of indigenous peoples and peasants, and destruction of their livelihood within four months. We can ask for the help of the Norwegian Refugee Council which has published a document on the Lumads. All other issues such as health, housing, and rights of women, children and elderly, to be

included in the Comprehensive Agreement on Social and Economic Reforms, can be taken up within six months,” Jalandoni said.

The talks had been called off due to the arrests of NDF consultants which included the recent capture of Benito and Wilma (Austria) Tiamzon. The NDF and the government had then differed on the safety and immunity guarantee of consultants.

Another church group called Pilgrims for Peace also raised the call for peace talks.

“Even as the peace talks have been suspended for more than two and half years, human rights violations are increasing, poverty grips the majority of our people and hunger remains a grim reality that afflicts the poorest of all. These reasons are enough to compel peace advocates to push both panels to resume the peace talks,” said UCCP Reverend Homar Distajo, convenor of Pilgrims for Peace.

Jalandoni asked church groups and peace advocates to support the call for the resumption of talks and release of 15 NDF consultants and more than 400 political prisoners in compliance with past agreements.

The 95-hectare “Mariculture Park” in the coastal town of Balingasag in Misamis Oriental is the biggest supplier of milkfish in Northern Mindanao.

In 2013, the annual total production of Bangus in Balingasag was 956.25 metric tons.

BFAR 10 Regional Director Visa Tan Dimeren said that the (HAB) is a rapid growth of algae in an aquatic system due to increase in temperature, water salinity as well as its movement which is only toxic to fish.

However, if the algae already produces high toxins, it is only then that people might be affected when in contact with these toxins, Dimeren added.

She said that the cooking any variety of milkfish is now safe specially that the HAB was already gone in Macajalar Bay. She reported that the worst affected area in Region 10 was Murceillagos Bay in Misamis Occidental where the fish kill totaled 10,000 tons since the Red Tide occurred last March 26.

In Balingasag town, BFAR 10 has accounted a total of 45,594 pieces fully grown Milkfish with a total value of P 550,360.00 affecting a total of 20 cages.

The red tide also caused the fish kill of 8,000 pieces of Kitong fish, BFAR said.

Dimeren said that the BFAR has built a processing plant for the cultured fish in Balingasag worth P 10 million. BFAR has scheduled the plant to be operational in May, next month, she added. CD

DTI urges French businessmen to invest in aerospace industry Department of Trade and Industry (DTI) Secretary Gregory Domingo has urged French businessmen to invest in the aerospace industry in the Philippines as the country is further enhancing its potential in this area.

“We strongly encourage French investment, technology, and training in this sector, particularly in the field of aircraft maintenance, repair and overhaul, and logistics — areas where we believe we have the potential to further create and develop a competitive advantage,” Domingo said.

“Our Department is now working with GIFAS (Groupement des industries françaises aéronautiques et spatiales), the French aerospace industry association, on initiatives that will improve our capabilities as a supplier in the global aerospace supply chain,” he added.

The DTI Secretary also cited that leading aerospace companies have already invested in the country such as SDV, Lufthansa Technik, MOOG Technologies, and BE Aerospace.

Moreover, DTI is also looking forward to strengthen bilateral trade with France.

Domingo noted that France is a potential major European market for Philippines’ export
