DAVAO City––The city council will be reconsidering a proposed ordinance requiring all buses plying the city to install CCTVs following Mayor Rodrigo R. Duterte’s comment that it could be unconstitutional for lack of jurisdiction. City council transportation committee chair Tomas Monteverde IV, in a text message Sunday, said he agreed with Duterte. Prior to Duterte’s comment, Monteverde said they would fast-track the drafting of the ordinance. “It may be a substantial burden on the bus operators,” the councilor conceded. “It is evident that the proposed resolution has to be studied thoroughly,” he added. 3 Zambo City blast suspects face charges

ZAMBOANGA City––Police on Monday filed criminal charges before the City Prosecutor’s Office against three people implicated in the recent bomb explosion in this city. Two people were killed while 52 others were wounded when a bomb exploded inside a car around 3:15 p.m. Friday in Barangay Guiwan. City police director Senior Supt. Duterte denies electioneering in his Mindanao ‘listening tour’

AVAO CITY- Mayor Rodrigo Duterte denied that his ‘listening tour’ where he is making the rounds in Mindanao and talking to leaders, as a form of presidential campaign.

In news reports, Duterte recently spoke to a multisectoral audience at the Dona Ynez Convention in Butuan City in what was believed to be an indication of “his openness to run for the presidency.” Duterte also talked with the leaders of Partido Demokratiko Pilipino-Lakas ng Bayan (PDP-Laban) in Caraga. From Caraga region, Duterte is said to be moving throughout the country for a series of assemblies. However, during Sunday’s episode of his program, Gikan sa Masa Para sa Masa, Duterte narrated that it all started dur-

ing the proposal to amend the 1987 Constitution to allow 100% ownership of lands to foreigners. “There was a plan before to open up the constitution for amendments to allow foreigners to buy lands. I said don’t do that because if you allow foreigners to buy lands here whether public or private, they will buy until nothing is left for us,” Duterte said. A climate change authority? A bill establishing the Philippine Academy for Climate Change Adaptations and Disaster Risk Reduction has been filed in the House of Representatives. Rep. Rufus B. Rodriguez (2nd District, Cagayan de Oro City) said the objective of climate change body he proposed in House Bill 3987 is to provide students an opportunity to learn from experienced trainers and local communities about both the theory and practice of disasters risk reduction and climate change adaptation. The proposal is very laudable since it will enrich the research activities of the students and increase their

practical knowledge of the possibilities and the implementation of the theory at the community level according to Rodriguez. Disaster risk reduction is the concept and practice of reducing disaster risks through the systematic efforts to analyze and reduce the causal factors of disasters. This includes reducing exposure to hazard, lessening vulnerability of people and property, wise management of land and the environment and improving preparedness for adverse events. Truly, there is a need for the government to implement a comprehensive rehabilitation and recovery

City hall has reacted vigorously to the story about the “Notice of Disallowance” and the “Notice of Suspension of Payments” to former Gov. Oscar Moreno of Misamis Oriental. Yesterday, this column wrote about the P 20 million Notice of Disallowance, on top of the P 20 million Notice of Suspension of Payments, on orders by the Commissions on Audit (COA) in Manila. In other words, the amount involved here is more than P 40 million. The transactions purportedly took place from 2007 to 20012 during the incumbency of Moreno as governor of Misamis Oriental. Instead, the City Hall Information Office accused the incumbent officials of

the provincial Capitol in Misamis Oriental on suspicions that the necessary documents were not submitted to the COA auditors in order to implicate and malign Gov. Moreno (now City Mayor of Cagayan De Oro). Well, this writer has the furnished documents that showed the issuance of Checks with exact dates and corresponding amounts, as payments for the rental of equipment to the Equipment Corporation and Earthtools Development Corporation. In fact, a detail summation of the amount would total to more than P 40 million. Actually, the findings of the COA were a Notice of Disallowance and a Notice of Suspension of Payments. Wellintentioned leaders promise deliverance from hellish conditions, offering their leadership to bring people to the Promised Land, the equivalent of political heaven. cal governments and their constituents. Autonomy or the people’s empowerment—in fact their “enthronement” in the community as its sovereign citizens—was then the most idealistic of goals set by the leadership at the time. *****

The autonomy promised by the Local Government Code was to have changed the nature and operation of the unitary political landscape—from the monolithic, top-down, command structure of the presidential system to the dual, peoplepowered structure which replaced it. The Code provided for the duality of the structure by introducing the parliamentary form for the barangay, the primary level of government. But its mode of operation seemed to have eluded everyone. No one seemed to notice that the leader it installed was a “little prime minister” or chairman to preside over the barangay’s affairs; nor did anyone seem to note that an all-inclusive parlia-

ment or assembly of local constituents was created for the role of initiating local legislation or ordinances. As a result, everyone today still addresses the barangay chairman as KAPITAN as if he is a “little president” and no one bothers to activate the Barangay Assembly as a parliament of the people. The task of initiating local legislation has been surrendered to the Sanggunian, which is the board of directors of the barangay as a public corporation. ***** Moreover, no one seems aware that in the barangay’s setup there is no separationof-powers among its three branches of government. DILG 13 to launch ‘Operation Listo’ for disaster preparedness

DTI provides P1.7-M SSF to Bukidnon’s Hineleban

ALAYBALAY CIT Y — G e are d tow ards improv ing pro duction efficiency, the Hineleban Foundation Incorporated (HFI) accepted the post-harvest processing equipment for coffee through the Department of Trade and Industry’s (DTI) Shared Service Facility (SSF) Project. The Coffee Roaster and Mechanical Dryer were delivered on November 20, 2014 and January 13, 2015 respectively. DTI-Bukidnon allocated a total of P1.7 million for this project from the SSF funds—P490,000 for a single unit mechanical dryer

with one-ton capacity and P1.3 million for the coffee roaster with 10 kilos capacity per batch. To ensure proper handling, DTI conducted training on equipment use and operation, immediately a day after the delivery of the equipment. Likewise, equipment supplier personnel Boy Belen successfully tested and observed the functionality and performance of the mechanical dryer after the installation. The testing procedure includes stoking fire in the furnace while observing how long the dyer’s chamber heats up. These

groundwork preparations were performed in the presence of DTI region 10 supervising senior Trade and industry development specialist Eric H. Bicar and the farm manager. HFI farm manager Neil Konrad Binayao III said the presence of this processing equipment is foreseen to create an impact in improving their post-harvest and production processes especially in parching and roasting coffee. “Coffee drying will no longer be hampered during rainy season, which is our topmost concern in doing the traditional sun drying. Currently, HFI still

uses the traditional sun drying facility which lengthens the production process. Most importantly, HFI will not be dependent on the roasting services of other company anymore as we can now do the roasting of the coffee beans, thus, making the foundation more flexible and efficient,” he said. Hineleban Coffee is unique in the coffee industry within the Philippines as it is the only Arabica coffee variety found to have taken the program from seedling nursery to growing with partner farmers, to post harvesting to roasting and then

bringing the product straight to end consumers. It has also been cupped as Specialty Coffee by Level Ground Canada, who buys coffee from all over the world, Binayao said. DTI provincial director Ermedio Abang, meanwhile, explained that the government’s SSF project is a livelihood assistance program that intends to give Micro Small Medium Enterprises (MSMEs) access to better technology and more sophisticated equipment for marketable production and competitiveness acceleration. MANILA -- The government is set to roll out this quarter two major infrastructure projects worth Php 69.17 billion under the Public Private Partnership (PPP) program. PPP Center Executive Director Cosette Canilao said these are the Php 18.99-billion Davao Sasa Port Modernization Project and the Php 50.18-bil-

lion Regional Prison Facilities thru PPP. “We are hoping that within the first quarter, these projects will be rolled out,” she said in an interview on the sidelines of a PPP event organized by the British Embassy in Manila. The port modernization project involves the development of the existing Davao Sasa Port in Davao City into a modern,

international-standard container terminal that will improve trade access to Mindanao and the Philippines by providing a dedicated containerized port in the region. The Regional Prison Facilities through PPP project, the first of its kind in the country, on the other hand, entails the construction and maintenance of a modern prison facility in Fort Magsaysay,

Nueva Ecija. The two projects are among the nine PPP projects with combined costs of Php702.78 billion targeted to be launched in 2015. The biggest of these projects are the Php 374.5-billion MakatiPasay-Taguig Mass Transit System Loop and the Php 177.21-billion NorthSouth Rail Project (South Line).

Canilao said that five PPP projects worth Php 43.36 billion are expected to be completed at the end of President Benigno S. Aquino’s term in 2016. These are the two school infrastructure projects costing Php 20.14 billion, the Php 15.52-billion Ninoy Aquino International Airport, the Php 5.69-billion Modernization of the Philippine Orthopedic Center

and the Php 2.01-billion Daang Hari-South Luzon Expressway (SLEx) link. “There are 12 projects that are being bid out but one of these has been awarded... Most likely another five projects will be approved; the others are in the process of preparation,” Canilao told reporters. “We all want the PPP program to be sustainable and to go beyond 2016,” she said. Had this new order for the barangay been functioning and institutionalized over the past three decades, the dual structure of our political system would have empowered Filipinos as never before—practicing its unique system of direct democracy with a parliamentary government at the primary level. But even now no one seems to know how to make the system perform, leaving the trapos free to manipulate and violate autonomy at will. ***** Had autonomy under this Code been properly implemented, the system would have given Filipinos their rightful share of power and resources—enabling them, at their own initiative, to energize the social, economic, and political development of their immediate jurisdictions. But now—already 23 years in effect—the promises that fueled the Code’s enactment are lost in the mist of legal limbo as officials exploit its loopholes and eviscerate its mechanisms for enabling the people to assert their power. Even the president of the Republic has caused the malfunction of the system’s dual structure by arbitrarily limiting the power of the people’s parliaments to convene, to deliberate on their own affairs, or to resolve their own problems. P-Noy has rendered autonomy or self-governance inutile. The law allows barangays to convene at least twice yearly, but the president tells them to meet at most twice only. And so autonomy is stultified; self-governance is an illusion; and People Power is a mere flash-in-the-pan produced by a momentary surge at EDSA in 1986. No one upholds the grassroots (barangay folks) as bulwarks of our Republic, its wellspring of sovereignty and authority. The fact that barangay people are integral to the composition of our primary government, the primal base of state governance seems lost on everyone. With their integration into the fabric of local governance, it has become inappropriate to lump local governments in an undifferentiated manner— because local governments today are already of two levels: Primary and Intermediate (municipal, provincial, regional). ***** To be precise in formulating a program, or in targeting its beneficiaries, one should specify the level concerned (primary or intermediate) or the unit itself (barangay, municipality, city, or province). It is important to differentiate between the regulating and the implementing function. The regulatory and standard-setting functions essentially belong to the intermediate and national levels. Field work or local implementation essentially belong to the primary level, although it also behooves the upper levels to assist and support the lower, as is proper under the principle of subsidiarity. Too, using the term “local government unit” (LGU) in an undifferentiated way blurs the distinction been the intermediate and the primary—belittling the role of the primary in which sovereign citizens are the major actors, and makes light of the people’s role in resolving strictly local issues. No one worries that when local issues are left unresolved, they grow to unmanageable proportions; they accumulate and become serious problems, inviting external intervention or intrusion by the higher levels. The intrusions in turn create collateral problems—not least being the impression it projects that the upper levels are more important than the primary. It denigrates the role of the lower level in favor of the higher unit. ***** In fact, not only is every level important, it is essential to the functioning of the entire system. Unless every level is operational, the system malfunctions. Much needs to be done about the primary level of our Republic and fulfill its failed intentions. There is no permanent thing in this world except change. An idea that expresses that change is certain, no matter how we are uncertain about it. Change then is part in the life processes as it cycles. Our Government agencies in October 2004 through the Executive Order 366 was mandated the Rationalization Program. I believe that these changes are for common good and what is beneficial to our educational system. The Department of Education (DepEd) are part of these changes of re-structuring. The goal of the RAT plan is to improve the quality and efficiency of government services. The central office, Regional office, Division office proper, casual and contractual employees are included in the rationalization program. Some agencies and those who are affected by this RAT program are not in favor of these changes, that is why communication is correctly addressed to avoid misleading of information confusions and misunderstandings. DepEd Undersecretary for Regional Operations Rizalino Rivera said that reorganization is being implemented to improve the delivery of services because the department’s current structure – from the central office down to the schools – is “not a flow.” Assistant Secretary for Planning Jesus Mateo added that the current structure is based on sector, not function. So a lot of adjustments will be made,

sooner or later the positive side of the RAT plan will be appreciated in due time. The DepEd also stated that for those will be affected by the RAT plan, there are options to choose for regular employees holding the planttila items. No one will lose their rank or position level, they are not forced to retire because its voluntary and no one will be forced out or retrenched from the organization. The incumbent employee can still hold on to his/her item until he/she retires or choose to leave the service thus so called the Co-Terminus with the incumbent (CTI). In my opinion, I am in favor of this Rationalization program because I believe that these changes will align the system according to its functions and purpose. Under the new structure, the services of human resources will be strengthened, so it can respond and focus on areas of concern. The RAT plan also finds means and solutions to those who are affected by this program that gives justice to adverse rumours about the RAT plan. Indeed, I realized how the government made their efforts to make our education a more productive, dynamic and realistic. The RAT program is just a preparation to a more competitive internationally and globally. If we try to look back the years, we see a lot of developments and in our educational system, and I am for sure that the Filipinos are now ready to embrace challenges with positive mind and spirit.

In dreams WHAT I’m referring to here is dreams that are executed while sleeping. You see, I had this strangest dream on a Sunday morning. That was January 25 to be exact. For starters, his group Sabado Boys is obviously performing every weekend in various spots in the country but mostly in Manila. During the upcoming Love Month, they will have a Valentine tour in Canada. Of course, Luke is busy preparing for his fourth solo album expected to be released this April. He will be contributing more than ten tracks in the album. On the other hand, the more popsounding Sabado Boys will launch another album this July. (Sabado Boys, which spawned from a television show, is composed of the equally talented Jimmy Bondoc, Paolo Santos and

beatboxer DJ Myke.) Luke Mejares is multi-awarded and has produced already three solo albums – Stop, Luke and Listen (2004), Pangako (2007) and Kasayaw (2012). He is an R&B Artist of the Year in the 2013 PMPC Star Awards. His Kasayaw was named Best EP Album and Best Dance Album. With accolades like that,

Luke is still a down-to-earth person. He still fetches his kids to school if he happens to be in his home city. He still loves to cook breakfast.
