‘No helicopter crash in Balingasag:’ Army

CAMP Evangelista, Cagayan de Oro City––The military on Saturday has denied report that communist guerrillas shot down one of its helicopter gunships while on mission in Balingasag, Misamis Oriental last Friday.

Capt. Christian Uy, spokesperson of the army’s 4th Infantry Division, said

that the Huey helicopter gunships made an emergency landing in Balingasag Friday morning when the pilot noticed a mechanical malfunction while airborne back to the base in Cagayan de Oro City.

He said that the pilot and the helicopter mechanic successfully fixed the problem prompting the helicopter to fly back safely to the army base in Camp Evangelista on Friday afternoon.

According to Uy, two Huey helicopters flew to the borders of Balingasag and Lagonglong in Misamis Oriental to deliver supplies for the troops and additional reinforcement when one of the helicopter gunship experienced mechanical trouble on their way back to Cagayan de Oro City.

Unconfirmed stories of a helicopter crash after being shot by communist New People’s Army (NPA) guerrillas in Misamis Oriental broke Friday afternoon.

Uy said the military has sent additional troops and supplies to the embattled borders of Lagonglong and Balingasag where a running gun battle between NPA rebels and government troopers rages since Monday.

He said that the army troopers were in hot pursuit of communist guerrillas who

attacked an army outpost in Lantad, a former rebel stronghold in the mountains of Balingasag two weeks ago when waylaid by NPA rebels in the hinterlands of Lagonglong, a neighboring town of Balingasag.

Uy said that the fighting has stopped since Friday but the government troopers composed of battle-scarred scout rangers had mounted a relentless pursuit operations in the area.

He said the military has utilized helicopter gunships in sending relief, rescue, retrieval, and reinforcement to the ground troops since the sporadic firefight in Lagonglong, Misamis Oriental erupted last Monday.

An army soldier from the 403rd Brigade based in Bukidnon was killed while six others were wounded in the weeklong running gun battle.

AS the Christmas season approaches, Councilor Lourdes Candy Darimbang, chair of the City Council committee on tourism announces the launching of

the “Bangga sa Daygon.”

She said auditions will take place this month at the City Tourism Hall. Six barangays and six schools will be selected to compete in this year’s caroling contest, which bears the theme, “Daygon Binisaya.”

Darimbang said big prizes await the winners.

For the barangay level, the champion will receive P75,000, while the winning school will receive P50,000.

Finals night will take place on December 14, 2013 at the Limketkai Atrium, said Darimbang.

The lady councilor is inviting barangays and different schools in the city to participate in the contest.

Effectivity: Nice vs Strict Teacher

The effectivity of the lessons taught to the students highly depends on the ability of the teacher in gaining students attention and as well on how she delivers the lessons.

It has always been a debate on whether which is most effective teaching style: being strict or being nice.

Being a nice teacher is synonymous to being approachable, kind and understanding towards weakness of the students.

The benefit of this style is that students will be able to approach the teacher without any hesitations going on in his mind. He will also feel free and learn things on his own without any force. The disadvantage of this, on the other hand, is that students will possibly overwhelmed with the kindness and further show actions that unknowingly abuse the kindness of the teachers. They will not possible realize their limitations as well that would undermine or prevent effective learning to the students.

A strict teacher, on the other hand, is someone who is very reserved or unapproachable, stick-tothe-rules kind of a person.

She does not show any attachment to the students

which means that she is only doing her work and nothing else.

This behaviour of a teacher will possibly scare the students. They will hate her as well as the lessons.

It is possible that they will not be interested in her class.

However, this kind of teacher is also effective.

According to researches, strict teachers can be effective in her class because students will push beyond their potentials due to the fact that they can’t easily approach the teacher. They will do their best in their performance because they are afraid to be scolded by the strict teacher.

In a research done by a team led by Claremont Graduate University education professor Mary Poplin, the strict teacher’s belief is “Every student in my room is under-performing based on their potential, and it’s my job to do something about it—and I can do something about it.”

Teachers, whether nice or kind, have ability in pushing knowledge towards the minds of the students since their role is only one - be a teacher, someone who will effectively teach students with different attitudes.

GENERAL Santos City––Police operatives rescued two minors and arrested a couple in a raid on an alleged cyber pornography base in a village here on Sunday night.

Senior Insp. Leo Dolfiles, head of the Criminal Investigation and Detection Group-Region 12’s cybercrime unit, said Monday suspects Argie and Richel Noro were nabbed at around 7 p.m. in a rented apartment in Diaz Subdivision, Purok Balite in Barangay Lagao that reportedly served as a base for a cyber pornography operation.

He said the couple, who came from Malungon town in Sarangani Province, was allegedly caught during the raid in the act of facilitating a lewd show via the Internet involving two minors.

“We have long been monitoring them and we immediately decided to launch the raid after confirming their activities,” he said in a radio interview.

Dolfiles said they initially got wind of the couple’s illegal activity several weeks ago through a tip from

a concerned resident.

He said they immediately monitored their activities through a cyber pornography website and later confirmed that they were indeed operating in the city.

“They offer live sex shows through the website in exchange for some amount,” Dolfiles said.

He said the couple’s clients would usually purchase “stars” or credits to view their shows and they later receive the payments through money transfer.

Based on their monitoring, Dolfiles said the couple’s clients were mostly foreigners from the United States, France, Qatar and Ukraine.

He said the shows were done “day and night” and the couple reportedly earns P1,000 to P6,000 per day from the illegal activity.

Dolfiles said they were able to track down the location and address of the suspects by getting information through their accounts at the popular social networking site Facebook.

He said they then applied for a search warrant for the apartment

in the name of Richel Noro and it was granted by Regional Trial Court Branch 35 Executive Judge Oscar Noel.

During the raid, he said they recovered six personal computers, three of which were set up inside the apartment’s rooms.

Dolfiles said they are preparing to file charges for violation of section 4, paragraphs a and b of Republic Act 9208 or the Anti-Trafficking in Persons Act of 2003 against the couple.

He said they immediately turned over the rescued minors, who were aged 15 and 16 years-old, to the City Social Welfare and Development Office.

The victims are reportedly residents of this city and of Malungon town in Sarangani.

City Mayor Ronnel Rivera and Sarangani Rep. Emmanuel Pacquiao, who rushed to the CIDG headquarters at Camp Fermin Lira here after the raid, condemned the illegal activity and vowed to help clamp down on other similar operations in the area.

Police press illegal assembly raps against councilors, activists SURIGAO City––Two city councilors and other personalities have been charged for alleged illegal assembly before the City Prosecutor’s Office.

The city police office filed a complaint on October 2 against City Councilors Baltazar Abian and Jose Begil and some activists led by Edgar Canda of Bayan Muna Surigao del Norte for alleged violation of city ordinance 245. The ordinance designates areas where rallies may be held.

Abian and Begil said they will face the charge, but expressed confidence it will be dismissed.

City dad wants his OK first over BCWD water project

BUTUAN City--A city council member has opposed the construction of a Treated Bulk Water Service Facility by the Butuan City Water District (BCWD) and demanded the project proponents to seek his approval first.

BCWD General Manager Anselmo Sang Tian said the project is aimed at providing uninterrupted water service to the city’s population.

Councilor Sergio Pascual, representing the Caraga Indigenous People Management and Development Corporation (CIPMDC), filed a case through Lawyer Froilan Montero, against BCWD for injunction with a plea for a 72-hour ex parte Temporary Environment Protection Order (TEPO) and regular TEPO. He demanded the proponents of the project to seek his approval first.

The court dismissed the case for lack of substantial basis adding that CIPMDC and Pascual are not the “real party in interest,” neither are they the injured by the judgment in the suit, nor the party entitled to the avails of the suit.

Pascual’s opposition to the water project and his demand for prior approval appeared anchored on an agreement he sealed with a lumad organization appointing his family corporation, CIPMDC, as Attorney-in-

Fact, and allowing him to collect royalty fees from companies operating within the ancestral land with 30 percent commission.

On September 25, 2010, the CIPMDC, represented

by Pascual, entered into a Memorandum of Agreement (KASABUTAN) with the Anticala-Pianing Tribal Organization (APTO), represented by Datu Buhay. The document’s salient provisions include: - APTO grants exclusive right and authority to CIPMDC, represented by Pascual, as its “true Attorney-in-Fact” to manage and exploit resources within the ancestral land (Par. 5); - APTO allows CIPMDC to search and collect royalties from all companies operating within the ancestral domain (Par. 6); - CIPMDC, represented

by Pascual, will collect 30 percent as its share of all fees and payments collected from companies (Par. 7).

Pascual, an engineer by profession and contractor, is CIPMDC’s member of the board, together with Emma S. Pascual, John Sergio Pascual, Aprilyn Pascual and Romeo Catalan.

Earlier, Pascual joined a barricade set up on January 29, 2008 in Taganito, Claver, Surigao del Norte by a Mamanwa tribe led by Datu Reynante Buklas and Datu Alfredo Olorico. They demanded Taganito Mining

Corporation (TMC) to pay P51.5 million royalty due the lumads from July, 2006 to December, 2007.

TMC officials were willing to pay P51.5 million royalty but were waiting for NCIP’s advise on whose bank account the amount would be deposited. Datus Buklas and Olorico wanted the amount deposited to their joint account at the Philippine Veterans Bank Butuan Branch. Another Mamanwa group, the Asosasyon sa Madazaw na Panagkaisa nan mga Tribong Mamanwa sa Taganito ug Urbiztondo (AMAPANTRIMTU), led

by Emiliano Gedi, claimed that the amount should be deposited to its account with Land Bank of the Philippines, Surigao City Branch.

It was learned that Pascual had a special power of attorney from a Memorandum of Agreement forged with Datus Buklas and Olorico. Carolyn Arguillas of MindaNews reported that Pascual told her he set up IPMDC to help the Mamanwas since the NCIP “the very government agency that should protect them, is not protecting them.” When asked how much the tribe will give them, Romeo Valentino Catalan, Pascual’s IPMDC operations manager, replied that the tribe will give them 30 percent.

On November 13, 2008, the National Commission on Indigenous Peoples (NCIP) passed Resolution No. 325

en banc declaring the special power of attorney that designated Pascual as Attorneyin-Fact of the Mamanwas and the MOA resulting therefrom “violates the provisions of the Indigenous Peoples Rights Act and Administrative Order No. 1, Series 2006” and also declared that it is “contrary to the customs, tradition and practices of the Mamanwa tribe.”

On the same day, the NCIP passed Resolution 324 authorizing the acting regional director of NCIP to “renegotiate, execute, and/or enter into favorable terms and conditions for and in behalf of the Mamanwa tribe of Surigao del Norte and the NCIP.” On January 30, 2009, it was learned that the NCIP in an en banc resolution resolved that the royalty due the Mamanwas be deposited to the Surigao City account of the Mamanwa association.

Meanwhile, reports have it that Pascual is operating a coffee plantation within the public lands of Mount Mayapay and that he allegedly claimed to have secured a free, prior and informed consent (FPIC) from the indigenous communities in the area represented by Datu Malinggat. In contrast, Rosemarie Mordeno, chairperson of NCIP’s Provincial Delineation Team, said in a letter dated July 1, 2013, that the coffee plantation did not pass the FPIC.

MALAYBALAY, Bukidnon––Raging floodwaters spawned by heavy rains destroyed houses and forced 360 families in two villages in the capital town of Malaybalay in Bukidnon to evacuate to safer grounds since Saturday.

At least 360 families, consisting of 450 people, left the village of Cabangahan while another 60 families, composed of 90 persons moved out from the village of Aglayan, all in Malaybalay City, and are temporarily housed in the evacuation centers after rushing floodwaters caused by heavy rains destroyed their houses saturday afternoon.

As of Sunday, Oct. 6, the Provincial Disaster Risk Reduction and Management Council (PDRRMC) accounts for 14 houses in Barangay Cabangahan and eight houses in Barangay Aglayan having washed away by floodwaters.

Teams from the City Disaster Emergency Rescue group, the Philippine National Red Cross, and auxilliary rescue volunteers have responded to the immediate needs of the evacuees and injured evacuees.

There were no reports of casualties.

The Department of Transportation and Communication over the weekend cancelled flights from Manila to Pagadian and from from Pagadian to Manila due to bad weather.

10 MNLF flags in Bukidnon dismantled

BUKIDNON––The police have removed and dismantled the flags of the Moro National Liberation Front (MNLF) hoisted in, at least, 10 different areas in a town in this province.

The Provincial Police Office here implemented an order from higher authorities to dismantle the MNLF flags hoisted over 10 areas in Malitbog town in Bukidnon.

The order came after the Zamboanga standoff, where government troops battled MNLF forces belonging to the faction of MNF Chairman Nur Misuari.

Vice Mayor Gary Casino said “the MNLF flags in Malitbog have been hoisted there even before the Zamboanga standoff.”

Vice Mayor Gary Casino said “they (MNLF members) are Lumads and recruited from their communities by the MNLF at the height of the implementation of the Zone for Peace and Development (ZOPAD).”

There were no reports of resistance from the MNLF members in Malitbog whose flags were taken to the police headquarters for safe-keeping.

Skills competition highlights World Teachers Day celebration in Misoc OROQUIETA City, Misamis Occidental––A skills competition for teachers, school heads and education program supervisors (EPS) was conducted by the Department of Education, Division of Misamis Occidental in celebration of the 2013 World Teachers Day. Held at the Oroquieta City Town Center, from 8:00 a.m. to 10:00 p.m., October 4, the competition aims to choose the best writers, speakers, singers and dancers who will represent the division in the regional level competition in Cagayan de Oro City, this coming October 24,

Dela Peña said the writing skill competition using English as medium for the teacher and school head categories will have one (1) contestant each from the elementary and secondary levels, while the supervisory category will have one (1) contestant per district, while the speaking skills competition, also in English, will have one (1) contestant per category.

The hip hop dance competition for teachers will be composed of 10 members per district, ballroom

dancing for school heads, one (1) pair per district and the Voice of Misamis Occidental for Supervisors, two (2) contestants per cluster.

Particularly, for the hip hop dancing competition, the groups, who could be all male or female or mixed, are given 3-5 minutes to finish their performance with any kind of hip hop dance : Krumping, break dance, locking, popping, c-walk, etc For ballroom dancing, each district will come up with one (1) pair of school heads, elementary and/or secondary, who are actually

serving in that district, with each pair composed of a male and a female, each.

The presentation will be composed of three (3) mixed Latin dances and standard dance, tango, chacha and jive or boogie, with each dance allotted 2 minutes or a total of six (6) minutes dance presentation.

Almeda stressed that none of these conditions was present because it was a peaceful assembly.

He noted that the city police chief was present during the rally and never lifted a finger to stop or dispense the rally.

“This goes only to prove that the assembly in the morning of September 21, 2013 was a peaceful as-

sembly,” he said.

“I would like to remind these nincompoops that public is not without any legal remedies against those who directly or indirectly obstruct, defeat, violate, or in any manner impede or impair the people’s right to freedom of speech and the right to take part in a peaceful assembly,” he warned.

“In addition to administrative remedies with the office of the Ombudsman, Article 32 of the Civil Code holds these people liable for damages. This is also without prejudice to a case of ‘gross ignorance of the law’ which can be raised in the bar of public opinion,” he added. (Roel N. Catoto/ MindaNews)

Aiming to secure a spot in the country’s tourism roadmap is one laudable move not only for higher aspirations of developing Misamis Oriental’s economy, but also to provide more livelihood opportunities for the people.

The participation of more than 250 stakeholders in the tourism summit is an assurance that private stakeholders, the Philippine Tourism Authority (PTA), and the Department of Tourism (DOT) are cooperating to transform Misamis Oriental as the tourism capital of

Northern Mindanao.

With its multi tourism facilities and spots, Misamis Oriental is an irresistible tourist destination. But making it into one would be impossible without the commitment of stakeholders.

The province has about 50 tourism sites which when fully developed could propel MisaEditorial mis Oriental into the country’s tourism roadmap.

MisOr’spotential tourist spots include hot springs, enchanted waterfalls, rivers for white water rafting, natural mountain resorts, white sands and beaches, diving spots, outdoor adventures and sports. Stakeholders from the public and private sectors should grab the opportunity to

Economic growth for all Filipinos The Philippines is on a roll.

Following Fitch and Standard & Poor, debt watcher Moody’s Investors Service gave the country an investment grade last Thursday (October 3). Moody’s cited the Philippines’ “robust economic performance, ongoing fiscal and debt consolidation, political stability, and improved governance.”

Moody’s also lauded the stability and resilience of the Philippine economy amidst external financial shocks and the slow economic growth in the Asian region.

With investment grade ratings from the three most influential debt watchers, the Philippine economy is now in an even better position to draw investments that can spur economic activity, produce more income for the nation, and eventu-

Clearly the goal goes beyond notching upgrades and record-breaking figures in growth. The numbers should translate to development that every Juan and Maria can feel and appreciate.

The government knows this only too well.

The pursuit of inclusive growth has been the centerpiece of the government’s economic plan for the country. As stated in

the Philippine Development Plan (2011-2016), inclusive growth is a high, rapid, and sustained growth in the economy that “creates jobs, draws the majority into the economic and social mainstream, and continuously reduces mass poverty.”

It is quality economic growth that is felt by citizens across all walks of life. In short, no one is left out and no one is left behind.

The same plan concedes, however, that inclusive growth has been elusive

to the Philippines. This is due to inadequate infrastructure, lapses in governance, poor development of human resources, and the degraded state of our natural resources.

These concerns are seriously being addressed although we are hoping that implementation of the appropriate response could be done at a much faster pace.

Where does the Bangko Sentral come in?

As its contribution to the overall development effort, the central monetary authority has adopted financial inclusion as its flagship advocacy.

The Bangko Sentral is well aware of the fact that while the banking system, as a whole, has progressed, many Filipinos remain unbanked or under-banked.

Compared to our neigh-

bors, the Philippines still has a low savings rate. Denied access to banks, many Filipinos still borrow through the informal channels which charge exorbitant interest rates.

Thus the challenge for the Bangko Sentral is to create an enabling environment that will provide millions of Filipinos access to the formal banking system.

Notice that now more financial institutions are venturing into non-traditional bank micro-finance products and services.

Coupled with BSP programs on financial literacy and consumer protection, former non-bank savers are now gradually being mainstreamed.

In due time, they can really participate and benefit from our economic development.

Make someone happy THINK a minute.

There were two very sick men who shared a room in a hospital. The man whose bed was by the window was allowed to sit up for an hour each day to help drain the fluid from his lungs. But the other man, who was not able to sit up, spent all his time laying flat on his back.

When the man told the nurse all the things his roommate had seen through the window and told him about, the nurse said to him: “Your friend who sat by the window was blind!

He could not even see that wall! I think he just wanted

to make your life happy.”

Jesus told us that the only way to be truly happy is to make others happy.

The only way to find your real, satisfying life is to give it away by loving others.

This is how God Himself lives. He loves us so much that He gave His one and only Son, Jesus, to die for all our wrongs and sins. So today, you yourself can ask and receive His forgiveness and new life.

Jesus will give you the power to start changing into a new person who learns to love and make others happy just Jesus does.

He could have removed the pork barrel from the budgets, but he didn’t.

Probationers, parolees undergo skills training

TUKURAN, Zamboanga del Sur In line with President Benigno S. Aquino III’s social contract to help alleviate the plight of the poor, the Parole and Probation Administration (PPA), in cooperation with the Department of Labor and Employment (DOLE) conducted a livelihood skills training to its clients on Oct. 2-3 at LGU Beach Resort in this town.

Eighteen probationers and parolees received starter kits from DOLE chief Lourdes B. Amores and OIC Nicasio D. Dujali, Supervising Probation and Parole Officer to provide them with livelihood opportunities, consisting of tools and equipment for them to become self-reliant and productive.

Ms. Amores said, “You are starting a new chapter of your life.

Build up your self confidence as you start your own livelihood.”

The DOLE chief however made a stern warning - in the event that they do not use these starter kits wisely and let them go to waste DOLE will take it back and give it to deserving beneficiaries.

“Please take good care of these equipments that the government is giving you, and avail of more training to hone your skills,” said Anecito Ochotorena, project incharge of DOLE’s Kabuhayan starter kits.

According to Dujali, there are about 70 probationers and parolees in the whole province and this is the first batch of clientbeneficiaries who have availed of

the starter kits worth P120,000.

He lauded the partnership and assistance of DOLE in this undertaking.

On the other hand, Tukuran Mayor Francisvic Villamero exhorted, “this is a sustainable approach and a challenge for you to have a bright future.”

Int'l groups support Zamboanga rehab program ZAMBOANGA CITY – International donors have identified several plans aimed at helping in rehabilitation efforts in Zamboanga City in southern Philippines following three weeks of street battles between security and rebel forces.

The local business sector has taken an active role by meeting with various organizations which have pledged to help in efforts to restore economic normalcy and other humanitarian programs.

Pedro Rufo Soliven, president of the Zamboanga Chamber of Commerce and Industry Foundation Inc., has recently met with representatives of different international donors and government agencies in Manila and briefed them about the current situation in Zamboanga.

Soliven, in his briefing, underscored the urgency for government action to stimulate the local economy.

The top-level meeting was attended by representatives from the United Nations, International Labor Organization, World Food Program, Australian Aid,

Japan, the United States and foreign embassies in the country, and the Philippines Department of Labor and Employment and the Department of Social Welfare and Development, among others.

The meeting was aimed at drafting a memorandum of understanding for the Zamboanga economic recovery plan that will be relevant and sustainable that will also focus on livelihood and enterprise building.

“A sustainable livelihood intervention is imperative so that the victims of the September attack will not have to depend on dole outs but rather learn to fend for themselves in the long run. We need support in terms of livelihood projects that will help Zamboanguenos help themselves with dignity. The projects need to be sustainable as well as contribute to the local economy not only in the here and now, but also the medium- and long term, focused on the overall macroeconomic fundamentals of the city,” Soliven said.

He said donors and partners have identified

several short-term responses that would transition into medium-term plans and among these are livelihood assessment and employment skills; an initial $50,000 for cashfor-work program from International Labor Organization to carry out emergency work to prepare the affected community assets and infrastructure for reconstruction; and convergence and coordination with established partnership during and after work to ensure sustainability of the interventions and skills level of beneficiaries.

A team of representatives from international donor organizations is expected to arrive in Zamboanga City to assess the plan for its immediate implementation.

Soliven, the private sector representative in the Crisis Management Committee of Zamboanga City, has been tasked to head the economic cluster which will draw up a Marshall Plan-like intervention for the city to get its economy back to its level prior to the crisis. (Mindanao Examiner)

Pagadian Chinese trader kidnapped in Zamboanga province

PAGADIAN CITY – Philippine police launched an operation Sunday to rescue a Chinese trader kidnapped in the southern province of Zamboanga del Sur, officials said.

Officials said the Lee Tan, 37, was kidnapped on his way to pay a Filipino creditor in Zamboanga del Sur’s Aurora town. His Filipino wife, Melfe, has reported the kidnapping to the police in Pagadian City where the couple runs the Dong Lee store.

The woman said she spoke to her husband on his mobile phone shortly after he reached the town, but was shocked when a man phoned her to say that they kidnapped Lee. She said the trader was travelling alone in a van.

She told police that the kidnappers were demanding half a million pesos for Lee’s safe release.

Police have recovered Lee’s van abandoned in the village of E astern Bobongan in the town of Ramon Magsaysay.

“Police are now conducting a hot pursuit operation while all station commanders of the Zamboanga Del Sur are directed to conduct strong checkpoint and chokep oint op erat ion for possible rescue of t he vic tim and ar rest of the abductors,” said Chief Insp ec tor Ar iel Huesca, a regional police spokesman.

GenSan city council asks CAAP to upgrade int’l airport

ENERAL SANTOS CITY -- Upset with what it considers poor quality of services and the lack of standard amenities at the international airport here, the city council has urged the Civil Aviation Authority of the Philippines (CAAP) to prioritize the development and upgrading of the facility.

In a resolution, the council specifically asked CAAP to immediately upgrade the physical features and amenities of the city airport’s main terminal building and its other vital structures, which have fast deteriorated in the last several years. “(CAAP should make it) at par with the international airports in other highly-urbanized cities in the country,” it said.

City Councilor Shandee Theresa Llido-Pestaño, who authored the resolution, said the airport’s terminal building mainly needs a major upgrade to keep pace with the growing number of passengers and flights that are using the facility daily.

“The airport now caters to

thousands of passengers so CAAP should set the necessary improvements to meet the needs of travelers, especially in terms of their safety, convenience and comfort,” she said.

The official noted that the security inspection at the airport has remained on manual mode as the replacement of its damaged x-ray or baggage screening machines has remained pending, seven months after they broke down.

She said the manual inspection has been causing long queues at the airport’s entrance causing delays in the check-in of most passengers.

Pestaño said airline passengers have also complained about the

airport terminal slowly becoming crowded due to the increasing number of flights and with very few chairs to accommodate the volume of waiting passengers; its poorly maintained comfort rooms; unkempt building structure; and, limited shops, food stalls and restaurants inside the pre-departure area.

“These (complaints) are attributes of a low-grade airport,” she stressed.

Pestaño said CAAP should immediately address these concerns being the government agency responsible for the implementation of policies on civil aviation to ensure safe, economical and efficient air travel.

It should give proper attention on the need to improve the airport’s amenities, specifically those under the check-in, arrival, transfers, shopping, security and departure services, she said.

She said the agency should also pursue the provision of advanced amenities that would eventually transform the airport into a world-class aviation gate-

way such as internet facilities, best restaurants, electronic carts, elegant shops, nursing rooms, prayer rooms, banks and foreign currency exchange counters and airline lounges.

“These will make the airport at par with its counterparts, become globally competitive and eventually help attract more tourists and investors to the area,” she added.

Allan Punay, CAAP manager here, earlier assured that agency has been continually working on the improvement of the airport’s facilities and services but said these initiatives could take some time.

He said they have been addressing the concerns raised by some sectors regarding the airport, among them the need to put up a new terminal building; acquisition of new x-ray or baggage screening machines; provision of new trolley/pushcarts that will be free of charge to passengers; setting of improved security scheme for passenger inspections; and, the reduction

of the taxi rates from the airport to the city proper.

The Department of Transportation and Communication central office opened last May the bidding for the “supply, installation, testing and commissioning” of passenger and baggage screening equipment for the city airport, OTS central office and 31 other airports in the country.

The agency said it is “further improving air travel safety and security by procuring a properly layered passenger, baggage and cargo screening system for various airports” in the country.

The approved budget for the acquisition of the new equipment, which comprises 401 units, is around P297 million.

Diesel gensets lessen brownouts in SouthCot, S. Kudarat KORONADAL CITY – The prolonged daily rotational brownouts affecting this city and parts of South Cotabato and Sultan Kudarat provinces since last month have finally eased in the last two days with the streaming of around 12 megawatts (MW) of additional power to the area.

Santiago Tudio, South Cotabato 1 Electric Cooperative (Socoteco 1) general manager, said they formally commissioned their leased 12-MW diesel-fired generator sets on Thursday morning to offset the area’s power deficit, which has triggered daily rotational outages lasting five to six hours.

“At t h e wors t , ou r brownouts will now only last around an hour,” he said in a briefing.

Tudio said they decided to utilize the generator sets after the Energy Regulatory Commission (ERC) issued a provisional authority for its applied rates and charges.

He said such authority allows the electric cooperative to charge its customers for the use of the generator sets pending the approval of the four-year power sales agreement that it signed last May with the Alcantara Group’s Conal Holdings Corporation.

Tudio said the Mapalad Power Corporation (MPC), which is controlled by Conal Holdings, completed the installation earlier this week of the power station for the generator sets at the electric cooperative’s sub-station in Barangay Morales here.

He said the power station consists 13 units of Cummins brand diesel generator sets and auxiliaries with total installed capacity of 1,070 kilowatts each; four

units each of transformers and four diesel fuel tanks; a unit each of control tower, switch gear and oil and water separator; two units of 1,000 cubic meter-capacity water tanks; and a unit each of workshop, office and transmission line for the Socoteco 1 sub-station.

The MPC has contracted generator supplier Aggreko Plc to manage the operations of the power station, he said.

Socoteco 1 started implementing daily rotating brownouts lasting five to six hours last September 1 after its power deficit reached around 12 MW. The electric cooperative serves Koronadal City, eight towns in South Cotabato province and the municipality of Lutayan in Sultan Kudarat. The area’s daily peak power demand is pegged at 33.6 MW. Tudio said that since its three-year supply contract with the National Power Corporation (NPC) expired in late August, the latter’s power allocation to the area has so far dropped to 18 MW from the previous 32 to 33 MW. He said the Aboitizowned Therma Marine Inc. is augmenting the area’s supplies by 3-4 MW. The electric cooperative initially adjusted the area’s brownouts to just one hour daily in the third week of September but it worsened anew following the toppling late last week of a transmission tower of the National Grid Corporation of the Philippines (NGCP) in Kabacan, North Cotabato.

NGCP completed the repairs on the damaged lines on Thursday, restoring the normal flow of power supplies to the area.

Tudio said the generator

sets will run for eight hours daily, especially during the peak hours of the area’s power demand.

He said the peak hours, wherein the area’s power demand reaches the 33 MW level, are from 5 to 10 p.m.

“By that time most offices and establishments are closing down already but our power demand still shoots up because 82 percent of our customers are residential,” he explained.

CDA Regional Director Elma R. Oguis over the weekend pointed this out while noting that some of the small cooperatives of the 365 currently operating in Davao del Norte, were offering the same services.

“There is force and growth in number,” she said in press conference held after the opening program of the Cooperative Month celebration of Davao del Norte held at the University of Mindanao (UM) Gymnasium, Tagum City. She also suggested the 20 strong cooperatives at the provincial level to take time reaching out to small cooperatives at the municipal level.

On the same forum, CDA national executive director Neil Santillan noted Davao del Norte cooperatives as “very active as they come ev-

erytime there are activities” and that Davao del Norte was among the provinces with cooperatives of high rates in assets and volume of business.

However, he encouraged cooperatives to maximize their assets and make them more productive while noting that cooperatives were still “conservative” in terms of assets to profit ratio.

“It is high time, if we can pool the 365 cooperatives together and make them become a potential force, maybe we can use their assets together,” he said referring to the 365 cooperatives in Davao del Norte.

He challenged cooperatives not only in Davao del Norte to use their assets productively particularly those with landholdings.

“The land will never grow but we increase its production,” he said.

He also pointed out research and development (R & D) as an area which need investments but seldom ventured into by cooperatives.

DAVAO CITY – The Department of Social Welfare and Development (DSWD11) recently sent 10,000 family food packs and 5,000 kilos of mats to Zamboanga through the Philippine Coast Guard.

DSWD-11 regional director Priscilla Razon said the relief goods were the most recently shipped to Zamboanga following previous deliveries in a regular weekly basis through the Army’s C130 aircraft.

Razon said this would make a total assistance of 19,500 family food packs provided for the evacuees in the Zamboanga crisis.

The mats came from the United States Agency for International Development (USAID), she said last week in a ceremonial turn-over of goods at the relief operation center to PCG district

commander Commodore George Ursabia, Jr. of the Coast Guard Southeastern Mindanao.

DSWD-11 has a separate packing setup for Zamboanga at its relief operation center because “it is going to be continuing relief operations,” stated Razon.

“It may take some time before they (evacuees) can return to their homes because many of them have practically lost their homes from the fire, and in the rehabilitation plan is to really put up shelters for the victims,” she said.

Marking his 99th day in office yesterday, he gave his initial recount of the things he had done but he encouraged local government leaders, city employees and media practitioners to listen to his full report tomorrow at Tagum Biz Talk at Big 8 hosted by the Big 8 Corporate Hotel in Tagum City.

He said their recent shipment on October 2 contained of more than 16,000 family food packs from DSWD-11 and from DSWD and local government units in Region 12.

“If there’s still a need for DSWD for sea transport, our ship is still available.

We have two ships to support the relief operations,” he added.

She added that it is a culture in DSWD to send augmentation of manpower to affected regions particularly during heavy typhoons, citing Sendong and Pablo.

From July-September, the government panel secretariat tallied a total of 48 violent incidents, including shootings, explosions and fire fights in the provinces of Maguindanao, North Cotabato and Basilan. Some of the incidents in Basilan involved alleged members of the Abu Sayyaf group.

“These acts show that the BIFF and their cohorts are bent on disrupting the peaceful option, and have no qualms to use violence against civilians in order to achieve their political objectives,” Coronel-Ferrer added.

The BIFF attacked last week a civilian outposts in barangays Rangeban and Tugal in the town of Midsayap in North Cotabato province. As they withdrew from the area, the BIFF split into groups that led to the spread of fire fights to barangays Malingao, Mirasol and Palongoguen in the same town. In the process, the BIFF abducted a total of 15 civilians including teachers and used them as human shields. Another group killed two other civilians, one of whom was beheaded. The following day they attacked a plantation in the town of Tulunan.

On September 26, the tower of Transmission Line #141 of the National Grid Corporation in Kabacan, North Cotabato was bombed by unidentified men, causing prolonged power shutdowns in parts of Central Mindanao.

“The Government will apply the full force of the law against those who cause violence and havoc on civilian communities, similar to what the Moro National Liberation Front (MNLF)-Misuari forces did in Zamboanga City,” former Agriculture Secretary and government negotiator Senen Bacani said.

Negotiations with MILF According to government negotiator and presidential adviser on Muslim Concerns Yasmin Busran-Lao, “The peace process in Mindanao aims to isolate those who

use violence from those who are ready to take the nonviolent, civilized path to social and political reform.”

She emphasized that while the negotiations with the Moro Islamic Liberation Front (MILF) aims to “strengthen the partnership with the MILF as a peace partner in building effective and responsive autonomous governance” in the Bangsamoro region, it is open to all who wish to participate in non-violent political change.

“The peace agreement will allow for a fresh start of governance institutions in the Bangsamoro. There will be space for all those who wish to participate based on fair rules. We are optimistic that the Bangsamoro will grab this opportunity and will transcend personal, tribal, or organizational interests to bring about good governance for our people,” Busran-Lao added.

Asked about the “exclusion” of the MNLF in this process, the head of the National Commission on Muslim Filipinos, Secretary Mehol Sadain clarified that similar tracks are being pursued with the different MNLF groups and personalities who will commit to renounce violence.“ But the government panel member added, “The unity of the MNLF and the MILF cannot be imposed by the government. They need to build the bridges among themselves.”

“We will support such initiatives but we cannot force it upon them,” Sadain added.

GPH Panel Consultant Undersecretary Chito Gascon, meanwhile, noted that the government negotiators “realize the tremendous responsibility on their shoulders in ensuring that the peace negotiations with the MILF will bring about processes, mechanisms and institutions that will be appropriate to the complexity of the situation in Mindanao, effective, inclusive and participatory. But it cannot achieve this alone.

All of us will have to stand up and condemn political violence, and support peaceful reform.”

SWS Survey

On the recently released SWS survey showing a decline in June 2013 in the percentage of people hopeful that a peace agreement with the MILF will be released, panel chair Coronel-Ferrer said that the survey was done during the lull between the signing of the first annex on the road map in February and the second annex.

“People were naturally disappointed by the delay in completing the Annexes and the rise in violence in-between,’ she said. The Annex on Revenue Generation and Wealth Sharing was eventually signed in July.

“The 70 percent who remained hopeful show that the majority want the talks to succeed,” Bacani added, “This expressed hope motivates the parties to work harder in order to reach common ground on the remaining issues in the Power Sharing and Normalization Annexes.”

The Power Sharing Annex provides a list of powers that will be devolved to the Bangsamoro Government or exercised jointly or concurrently with the Central Government. The Normalization Annex will address the security concerns such as the decommissioning of IFL weapons and combatants, and measures that will bring about reconciliation and justice.

BPS Product Certification Scheme requires the manufacturers and importers of products which include building and construction materials, chemical products, electrical and electronic home appliances, and consumer products to apply for the PS license and ICC certificate before distributing their products to the market.

In order to be issued the PS license and ICC certificate, their products must first pass the Philippine National Standard (PNS) requirements relevant to their products. Once certified, the products must be Product Standards (PS) or Import Commodity Clearance (ICC) marked prior to distribution for sale.

Manufacturers, importers and retailers found not complying with the scheme will be filed administrative charges for violation of the DTI Department Administrative Order (DAO) 2:2007, Republic Act (RA) 7394, otherwise known as the Consumer Act of the Philippines and Republic Act 4109 or the Standards Law. If found guilty, the owners/operators of erring establishments will be imposed with monetary fine up to P300,000 and cancellation of any DTIissued permit or license.
