DAVAO City––A major coalition of NGOs in the country will be mobilizing its networks to strengthen coordination among agencies in times of disasters. “It has become a necessity for us development organizations to mainstream disaster risk reduction and management (DRRM) and climate change adaptation (CCA) in our interventions,” said Andrea Maria Patricia Sarenas, Caucus of Development NGO Networks (CODE-NGO) chairperson,

in a press conference on Thursday. She named the long list of disasters that have struck the country since 2006 (from typhoons to earthquakes) and emphasized that DRRM and CCA are a key emerging concern, as defined by their 2013-2017 strategic plan. MISAMIS Oriental––More than 44,000 individuals would be likely affected here if massive flooding occurs because of heavy rains that Typhoon Ruby might bring, the Provincial Disaster, Risk, Reduction and Management Council (PDRRMC) said Thursday. As of 6 p.m. yesterday, Misamis Oriental Governor Bambi Emano ordered the suspension of all classes for all levels effective 1 p.m. today (December 5). “The governor desires all members of the family to be safe at home with their families as they prepare for the super typhoon that is expected to make landfall,” said Jay Valleser, the spokesperson of the provincial capitol in a message sent through the Short Messaging System (SMS) yesterday afternoon. Its all system go for any eventuality that typhoon Ruby may bring, said Emano as he met with all the municipal disaster risk reduction officers and members of the expanded Provincial Risk Reduction Management Council (PDRRMC) yesterday afternoon. The governor said the PDRRMC is taking all 23 towns and two cities “at risk” based on the weather report mapping the whole province under code red. Provincial Administrator Edmundo Pacamalan Jr., who also heads the PDRRMC, disclosed that 120 villages out of 424 are at high risk of flooding during heavy rains. He said that about 30 percent of all the villages in Misamis Oriental are considered “high risk” during storms and heavy rains. On the other hand, 70 percent of the 25 towns, including two components cities, are threaten with flood and landslides, Pacamalan said. Pacamalan made the disclosure during a press briefing Thursday afternoon as the provincial government gears up in anticipation of the effects of Typhoon Ruby in the province’s mainland. The Philippine Atmospheric, Geophysical and Atmospheric Services Administration (PAGASA) reported that the amount of rains is estimated from a heavy 7.5 millimeter to intense at 20 millimeter per hour within the 600 kilometers diameter of Typhoon Ruby.

“We have reason to be worried because the figure is quite similar to the rate of rains that the destructive Typhoon Sendong unloaded in 2011,” Pacamalan said. He said that the estimated 44,000 number of individuals that would be likely disturbed involved about 11,000 families who are residing near the river banks and estuaries in Misamis Oriental. According to Pacamalan, there are 17 major rivers and estuaries in Misamis Oriental that are prone to flooding during incessant rains as what happened during the storm Agaton early January this year. Tragedy makes us vulnerable mortals What could be the scenario in a setting where the social status becomes irrelevant? Of what situation would be when the figurative description of beautiful and ugly defeat its asymmetrical value? Perhaps, one might think that we are talking about a Utopian condition where everything is painless, no worries, and nothing to whine about. This is Shangri-La, the imaginary place where the elixir of youth provides an everlasting life of contentment and pleasure. What about if one thinks of the other way around? In a desolate place like the movie, “The Lord of the Ring,” where the dying reflection of the disturb souls springs out of the river of the Hades to haunt the mortals? Will the aberration of the beauty and the beast apply as the classless society emerged? Don’t get me wrong. In

both conditions, whether in the Utopian and in the Netherworlds, the mortals will simply acquiesce and surrender to adapt to the needs of the times. Thus, we realized that, as humans, we really need each other’s arm come high heavens and hell. In times of tragedies, we found ourselves helpless. We then come to realize that the person or the individual beside us is the only person we can cry on the shoulder. Under this condition, the definition of the class and social status become meaningless. The visual differentiation of the word beautiful and ugly becomes absolutely impaired. This condition has taken place when Typhoon Sendong struck Cagayan De Oro in 2011. The Cagayanons rally together to extend whatever they could to the victims of the tragic Sendong. We found ourselves speechless as we

probe with indescribable horror the hundreds of people who were swept away in the dead of the night by the dreadful flash flood. The day after the flash flood, we went out to observe with fright the immense destruction that Sendong has brought to us. Then, suddenly we realized that we are, after all, vulnerable. The social class discrimination and the border between what is beautiful or not became ill-defined. The more, the scenario

was exemplified in Tacloban City when the horror of Yolanda, the strongest cyclone to visit our planet in recent years, left a trail of colossal destruction that sent people living there at the edge of insanity. It is not only us that come together, but the people around the world come to extend whatever they could share. Again, we realized that we are living in the same planet. That nothing on this planet is special, but US. Now, another typhoon: Typhoon Ruby is gazing us with a menacing look of fury and rage. We must come together and rally together. Let us all prepare and be ready to extend whatever we could to our brethren. Nurturing the reading habit (3) I found it providential that the last day of National Book Week (November 24-30) falls on the birth anniversary of Andres Bonifacio, whose 151st birthday we observed yesterday. Relatively recent evidence effectively debunks the myth of the “unlettered” Katipunan Supremo – a demolition job obviously perpetrated by political detractors. (Remember the myth about syphilis being the cause of Apolinario Mabini’s paralysis?) La Salle history professor Michael “Xiao” Chua concedes that Andres Bonifacio attended the private school of Guillermo Osmena and attained the present day equivalent of Second Year High School or Grade 8 under the K-12 curriculum. But Bonifacio made up for his incomplete formal education by reading a lot. Yes, Bonifacio (like Ninoy Aquino and the late Blas Ople) was a voracious reader. Historian Chua cites Dona Elvira Prysler, proprietor of a mosaic tile factory where Bonifacio used

to work as a warehouse keeper. Prysler, Chua said, recalled her impression of Bonifacio whom she often saw with open book in hand during lunch time. What types of books appealed to Bonifacio? When hostilities broke out between the Katipuneros and the Spaniards, the authorities raided the offices where Bonifacio worked or used to work. In the German firm Carlos Fressel and Co, where B onifacio worked as warehouseman and later as sales agent, the raiding authorities seized the following books among Bonifacio’s personal effects: Top of the list were the

two novels of Jose Rizal, “Noli Me Tangere” and “El Filibusterismo”. During that time, mere possession of these two books was enough to land anybody in jail. Also among the “subversive books” were “History of the French Revolution” and “The Ruins of Palmyra: Meditations of the Revolution of the Empire”. Also probably considered “subversive” was “Lives of the Presidents of the United States” because of the role of George Washington in the American Revolution. A member of the Free Masons (then considered an enemy of the Catholic Church), Bonifacio also read The Holy Bible and “Religion Within the Reach of All”. He also read books on law (international law, civil code, penal code) and medicine. For light reading, Bonfacio turned to Alexander Dumas, Victor Hugo (Les Mesirables) and Eugene Sue (The Wandering Jew). Who among his political adversaries could have

claimed that they read even half as many of the books which Bonifacio read? Bonifacio also wrote poetry. He wrote “Pagibig sa Tinubuang Lupa” a 28- stanza piece which National Artist Virgilio Almario describ es as “excellent”. A shortened version of the poem became the lyrics of a song (melody composed by ex-political detainee Luis Jorque) which became very popular during the martial law period. Bonifacio also wrote essays like “Ang Dapat Mabatid ng Mga Tagalog (What the Filipinos Should Know)” and “Tapunan ng Lingap (Care a Little).” In our previous article, we recalled that Dr. Jose Rizal read a lot. AMBOANGA City The City Disaster Risk Reduction and Management Office (CDRRMO) has placed its personnel on alert status to respond to possible heavy rains and flooding as typhoon “Ruby” entered the Philippine Area of Responsibility (PAR). The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) announced that Typhoon Ruby (international name Hagupit)

has entered PAR at 3:00 a.m. Thursday. Assistant City Administrator Elmeir Apolinario, who heads the CDRRMO, said they have alerted all personnel although this city is outside the path of typhoon Ruby. “We are not hoping that we will be hit, but then we have to be prepared,” Apolinario said. The CDRRMO, through the City Hall Information Office, has advised the people residing along the riverbanks and coastal areas to take the necessary precautions.

Apolinario said the barangay officials and police authorities have also been advised to help monitor the situation in their respective areas.

Iqbal on federalism: ‘MILF will neither endorse nor reject it’ DAVAO City––Moro Islamic Liberation Front peace panel chair Mohagher Iqbal on Wednesday said the MILF will neither endorse nor reject proposals for a shift to a federal form of government. Mi nd a Ne w s s ou g ht Iqbal’s reaction to Davao City Mayor Rodrigo Duterte’s pronouncement on several occasions that he prefers federalism to help address the unrest in Mindanao rather than the proposed establishment of the Bangsamoro. “I respect their view. But the MILF will not endorse it

nor reject it,” said Iqbal, who also chairs the Bangsamoro Transition Commission. On Monday, Duterte reiterated his call for federalism in the country, saying it could be a more suitable solution to the unrest in Mindanao. At least 300 participants attended the Mindanao Leaders’ Summit on Federalism here, a move which organizers said was fueled by the proposed Bangsamoro Basic Law (BBL). In a forum organized by the Caucus of Development NGO Networks (CODE-NGO) in the city

on Thursday, a participant asked Iqbal if the BBL is a template for federalism. Iqbal clarified that the BBL is not a move towards federalism, saying it is an entirely different movement. “BBL is not a template towards federalism in the Philippines because that would require a major tinkering of the constitution. And I don’t think that is forthcoming,” he told members of CODE-NGO who came from different parts of the country. He acknowledged that there had been a long history of movement for federalism

in the country, in the Bicol region, Cordillera Autonomous Region, Bohol, Negros and even Caraga region in Mindanao. “For the Bangsamoro people, I think they deserve this kind of movement as far as granting of autonomy because we have a very, very long history of independence. Having differences is just normal among humans. Might be, it is in terms of attitude, personality, looks, complexity, behaviour and such. True, one thing also that varies us from each other is our culture and belief. Culture is the arts and manifestations of human intellectual achievement. Considered as transmittal among generations, perhaps one reason that cultural differences exist at times. Through these differences, possibilities like communication barrier could occur, resulting to cultural gaps. This is a problem that could also be present in the classroom setting. Possible language problem between a teacher and

students is an example for cultural gap. There are times that a teacher during a particular discussion could utter strange terms that students might find hard to understand. Language, in order to be delivered successfully, should be in the same tone, diction and pronunciation. However, people from different cultures deliver words in tone, diction and pronunciation different from each other. In result, their statements could mean different interpretation leading to misunderstanding. Engaging students during classes, teachers must reach out to them in ways that are culturally and linguistically responsive and appropriate. The creation of Mother Tongue-Based Multi-

lingual Education is one solution to this literacy problem. It is a curriculum under K to 12 Basic Education Program of Department of Education. This policy involves implementation of local mother tongues as the language of instruction in earlier schooling years in order to help children under-

stand the lessons well. It is a form of transition for pupils to learn Filipino and English that are used in higher education level. Encouraging students to appreciate learning could be a hard task. Educators must exert effort in making the discussion of lessons culturally parallel to students level of learning.

AFP ready to secure commercial establishments in provinces that may be hard hit by typhoon ‘Ruby’ 3 bandits killed, 2 soldiers wounded in Basilan clash ZAMBOANGA City––Three suspected Abu Sayyaf bandits were killed while two soldiers were wounded in a clash Thursday in Basilan province, a military official said. Capt. Ma. Rowena Muyuela, Western Mindanao Command information officer, said the clash took place around 6:55 a.m. Thursday in Tipo-Tipo, Basilan. Muyuela said the clash ensued as the troops chanced upon a group of suspected Abu Sayyaf bandits while conducting law enforcement operation in the area. She said the bandits scampered and fled to different directions as the troops outmaneuvered them. They are believed to be followers of Abu Sayyaf leaders Furudji Indama and Nurhassan Jamiri. Muyuela did not release the identities of the wounded soldiers except to say they belong to the Army’s 18th Infantry Battalion. She said the injured troops were airlifted to a hospital for treatment. She said the law enforcement operation against the Abu Sayyaf bandits continued. The law enforcement operation started after the bandits released their two German hostages last October in Sulu. WITH the Armed Forces of the Philippines (AFP) now on “red alert” for expected landfall of typhoon “Ruby” this weekend, AFP chief-ofstaff Gen. Gregorio Pio Catapang said they prepared to deploy troops to safeguard commercial establishments on provinces that may be hard hit by the storm. This is to prevent the recurrence of looting which took place during the aftermath of “Yolan-

da” last year. “Our forces will secure supermarkets so there will be no more repeat of what happened during ‘Yolanda,’” Catapang stressed. In relation to this, the AFP chief has ordered the deployment of all engineering battalions for humanitarian assistance and disaster relief missions. “Ruby” is expected to batter Eastern Visayas, Bicol province

and Northern Mindanao upon making landfall this Saturday. The AFP chief also recommended that Cebu, one of the nearest islands with a sizeable airfield and military presence, be made a repacking center for relief goods that may be needed by typhoon victims. Sarenas said four of these hubs will be put up in Mindanao to cover disaster prone regions – Northern Mindanao, Davao Region, Soccsksargen and Zamboanga Peninsula. PhilSSA, a CODE-NGO partner, will take charge of collecting data and coordinating with other responding institutions. PhilSSA national coordinator Benedict Balderrama noted that these hubs will not entirely be physical structures but networks of people coming together in times of need. She added that that by 2020, local water demand will increase by about 20 percent, or 25,125 cubic meters per day. As I give seminars to many companies and organizations, there is one obvious distinction that is glaring. You can easily discern if some of the participants are interested or uninterested with your topic. Kahit na hindi masyaadong interesado ang mga iba, sinisikap ko talaga gawin ang lahat ng aking makakaya to give my best. There are opportunities na lumalabas na ang mga ugat ko sa leeg para mabigyan lang ng buhay ang mga ibang nakikinig na walang kabuhay-buhay. Kahit anong effort, bomba and power na ibigay mo. Kulang na lang magtutumbling ka para makuha ang kanilang interes at atensiyon, pero may mga ibang taong sadyang ninakawaan na ng pangarap. Lahat ng tao ay gustong magbago ang kanilang buhay, pero may mga iba, sadyang hindi na naniniwala. Ito an mga tinatawag ko na zombie, the walking dead. (Buhay na patay) Naawa ako sa mga taong na ganoon na kalagayan. Kahit punong puno sila ng potential pero, hindi na sila naniniwala. Mawala na ang lahat huwag lang ang paniniwala. “Bakit pa ako mangangarap? Eh, wala namang mangyayari. Ito na ang aking tadhana, tanggapin ko na lang ito, para di na ako mabigo.”

The telecommunications provider urges its customers to charge their cellphones and other mobile devices, in case the weather anomaly causes extended commercial power failure.
