According to Wikipedia, speech anxiety is a general term for the sense of fear or panic that overtakes a person when he or she is called upon to speak or otherwise perform in public. Speech anxiety affects every single one of us. Recognizing that everyone gets nervous before and during a speaking event is one of the best ways to overcome your speech anxiety. It involves a central fear of being scrutinized or evaluated by others. This fear is often accompanied by a variety of physical and emotional reactions that can significantly interfere with a person’s ability to successfully give a speech or presentation, including intense feelings of anxiety, worry, nervousness, trembling or shaking, sweating, and/or dizziness. At school, we teachers can help our students over-

come this speech anxiety. Most people experience some level of speech anxiety when they have to speak in front of a group; in fact, public speaking is many people’s greatest fear. Speech anxiety can range from a slight feeling of “nerves” to a nearly incapacitating fear. One of the strategies to minimize your anxiety identify the cause of your nervousness. Write down the reasons why you are nervous to give a speech or presentation. This will help you pinpoint specific things to work on. If you are afraid you will forget what you wanted to say then spending extra time practicing your speech should reduce that anxiety. Choose topics that you are interested in. It is much easier to spend time researching and preparing a presentation on a topic that

you care about than one you have no interest in. You will also be more inclined to display enthusiasm about a topic that you enjoy. Prepare your speech early and thoroughly. Having to prepare a speech at the last minute will only increase your anxiety. Be sure that you know the organization of your main points to avoid losing your place. Watch yourself in the mirror while you deliver your speech, this will allow you to see your gestures and body language and practice making eye contact. You can also give your speech to friends or family members and ask them for feedback. Be aware of the speech situation. One of the hardest things for a speaker to deal with is a surprise. While we cannot completely avoid surprises we can minimize them. Make sure that you are aware of all aspects of the speech situation ahead of time.

However, until today, the Office of the Ombudsman has not taken action on the motion for reconsideration, Guialani told the Supreme Court. He said that under the Ombudsman Act, the antigraft court gives only five days to resolve any motion,

Guilana told the High Court that Moreno actually filed his motion for reconsideration on November 6 and 9, 2015 when the dismissal order of the Ombudsman was about to be implemented. The failure of the Ombudsman to act on the motion for reconsideration within the required period of five days, provided Moreno an opportunity to seek the “controversial” Temporar y Restraining Order (TRO) with Court of Appeals, Guialani told

Bañez, the acting city treasurer, guilty of grave misconduct and meted out the penalty of dismissal from service and perpetual disqualification for re-employment in the government service. Moreno contested the Ombudsman order and filed a motion for reconsideration to seek a reversal of the

Pending the resolution of the motion for reconsideration, Moreno argued that he remains the City Mayor of Cagayan De Oro City and obtained a TRO and the Writ of Preliminary Injunction with the Court of Appeals, Special 22 nd Division, in Cagayan De Oro City on Nov. 13, 2016. In reacting to the cases filed by Guialani, Moreno said that Guialani is a “nuisance,” a defeated candidate for the City Council on May 9, 2016. “He (Guialani) should not be taken seriously,” Moreno said.

Vic Somintac, my co-anchor at “Tambalang Batas at Somintac”, a radio program that airs Mondays to Fridays at 6 in the morning over at DZEC Radyo Agila 1062 kHz, raised an interesting insight that the on-going killings around the country, just days before President Duterte is to assume office on June 30, 2016, are actually the handiwork of drug lords masquerading as policemen or law enforcement agents in active service. In our program’s episode on Tuesday, June 21, 2016, Somintac said many people are actually entertaining the possibility that drug push-

cause he badly needed a hard working young professional to help him develop the town. Again, he knew me personally and appreciated that I would be a good support to him as Local Chief Executive. My uncle lost in the elections so, to avoid disconfiguring my professional development, I sought employment with another office. It was timely that the Department of Trade and Industry (DTI) was reorganized by the revolutionary government and there were many vacancies. The new DTI Secretary Jose Concepcion wanted only the best and the brightest and it offered above average pay more than any other agency in the government, because the standardization of pay scale in government was not yet in place then. I passed rigorous examinations covering both technical skills, mental and health fitness. My initial appointment was as T&I Development Specialist but there was so much room for career progress that within a year I was appointed into a senior position and in two years, I got my first Presidential Appointment as Provincial Director. To become a head of office during that time in DTI required that you pass the managerial test and have undergone advance technical experience on the job. I did not have any political backing, only professional and personal qualifications. DTI Maguindanao Provincial Office eventually was placed under ARMM, an entity which did not follow the strict observance of civil

service rules and the professional basis of employment in government. At DTI, I had gained so much exposure in terms of training and the professional environment that prevailed before ARMM. After the 1996 GRP-MNLF Peace Agreement, I stepped out of government service to join a United Nations (UN) sponsored program for Southern Philippines which gave me further experience as a Development Manager. Then a change of government happened as EDSA II Revolution took place. President Gloria Arroyo whom I worked with when she was DTI Undersecretary appointed me to become head of an office in Malacanang. In that national office, I saw how crab mentality dominated the work in the highest office of the land and so I kept myself secured as a bureaucrat, thus, sought to get inducted into the elite Career Executive Service Officer (CESO), setting out from rank 3 and eventually into rank I. My professional stature is challenged almost every time by snakes in Malacanang which brought me into one agency after another, keeping the same level as Undersecretary and a permanent rank as CESO. I am telling you my personal experience, so that those who would want to join the President Mayor in his administration would have appreciation that, indeed, in this regime of change, which I almost understand to be a revolutionary government because of the unusual style of the newly-elected leader, competence matters but personal connection may work as

well, as I experienced. Probably, the Cabinet members and other key offices would be recruited on the basis of personal trust of the President and those who work with him run the government. But my observation is, and I hope I am not wrong in saying this, that the workforce from Undersecretary and below would be recruited with prudence and proper screening. Singapore is an excellent model for enlisting the best and the brightest and the government pays well those employed in the public sector, at par or more than those in the private sector. Such a model maybe too idealistic but it is not impossible to do. Remember that Singapore is a socialist government which is the same ideological inclination President Mayor Duterte said of his convictions, and maybe he may follow similar pattern in putting up a refurbished bureaucracy, such as in the manner of recruiting people into the civil service. Going back to the DTI during the EDSA Revolutionary Regime, I saw how such stringent screening of applicants would result to better governance. And paying civil servants well also do wonders for an effective public service delivery. At DTI then, there were no ifs and buts in terms of getting people employed as servants of the people. President Mayor Duterte clearly pointed it out that he would not entertain political endorsements to get employment into the civil service, under his administration, exactly as DTI See ampatuan, page A11

Top DENR-13 officers take 2-day orientation on foreign-assisted projects BUTUAN City -- Department of Environment and Natural Resources (DENR) Caraga regional director Nonito M. Tamayo and his senior officers, including the PENR officers, CENR officers, and division chiefs attended a two-day orientation about Foreign-Assisted and Special Project (FASP) held at Amontay Beach Resort in Nasipit, Agusan del Norte to familiarize themselves with its operation and management system in the region. There are 26 on-going FASPs nationwide with a total cost of US$ 466.38 million (P21.4 billion) implemented since 2007 until 2022. Eight of these projects are active in Caraga Region. These projects are (1) the Philippine Climate Change Adaptation Project (PhilCCAP) with a total grant amount of US $ 4,970,000, which is a pilot project with the objective of developing and demonstrating approaches that would enable targeted communities to adapt to the potential impacts of climate variability and change; (2) Strengthening National System to Improve Governance and Management of Indigenous People and Local Communities Conserved Areas and Territories (Philippine ICCA Project) with a total grant amount of US$ 1,890,000. This project strengthens the conservation, protec-

tion, and management of key biodiversity sites in the Philippines by institutionalizing IPs and local communities conserved areas and territories as a sustainable addition to the National Protected Area estate; (3) Integrated Persistent Organic Pollutants Management Project (IPOPs Management Project) with a total grant amount of US$ 26,670,000 by the World Bank/Global Environment Facility (WBGEF); (4) Philippine Solid Waste Management Sector Project (PSWMSP) with a grant amount of US $ 3,000,000 by the Asian Development Bank. ZAMBOANGA City -The Philippine Coconut Authority (PCA) has reported that there was no further spread of Coconut Scale Insect (CSI) or Cocolisap in the city after its previous sighting in two barangays here. The Zamboanga City CSI Task Force, which was organized last month, has convened for its second meeting to provide updates on the current activities initiated by the different coconut industry sectors to preempt any CSI pest outbreak in the city. Provincial Coconut Development Manager Efren Carba of PCA said they have intensified their

information drive campaign to coconut farmers in the east coast part of the city, aside from the conduct of massive treatment to coconut trees in the area where the Cocolisap has been spotted. He said some 20 infested trees which were t re ate d pre viously in Barangays Latuan and Dulian (Upper Bunguiao) showed no signs of any development on Cocolisap infestation. “We have established a laboratory here in Zamboanga City for the production of the biological control agents, which are the natural enemies of the Cocolisap, to have enough supply. With this, we can

also provide assistance to Basilan province to curb the infestation there,” Carba said. According to Carba, concerned farmers were also advised to conduct pruning and proper disposal of infested leaflets to be followed by the release of the biological control agents. PCA will also continue to train more plant quarantine inspectors, who will conduct regular pest surveillance in their respective barangays in case of Cocolisap sighting. “It’s through early detection and rapid treatment that we can contain possible spread of Cocolisap,” Carba concluded. CEB is the country’s largest carrier to operate flights out of Davao The only carrier that links Davao to 4 Philippine destinations June 21, 2016 – The Philippines’ leading airline, Cebu Pacific (PSE: CEB), celebrates being the country’s largest carrier to operate flights out of Davao, one of its six strategic hubs in the Philippines. CEB currently runs a total of 128 frequencies and over 52,000 seats (or close to 300 flights) per week between Davao and seven key domestic and international destinations. CEB is the only carrier that links Davao to four Philippine destinations (Bacolod, Cagayan de Oro, Iloilo, and Zamboanga). It also recently became the only Philippine carrier with international operations out of Davao, when it launched twice weekly Davao – Singapore flights last December 2015. The airline added a third frequency between Davao and Singapore this April 2016, three months after the route was launched, to cater to growing travel demand. Meanwhile, CEB also operates two other nonstop domestic routes – Manila-Davao and CebuDavao, where it currently holds 51% seat share and 61% seat share, respectively, according to internal estimates. “Cebu Pacific remains committed to contributing to the local trade and tourism agenda in Davao, by offering the lowest

CEB’s passenger volume to and from Davao remains robust, with over 2.15 million passengers carried from January to December 2015. This presented a 4% growth compared to the same period in 2014. These encouraging figures continue into the first quarter of 2016, as CEB flew close to 570,000 passengers from January to March this year – a 13% increase year-on-year. The airline’s cargo volume to and from Davao likewise yielded strong results, with the Davao market accounting for more than a fifth of Cebu Pacific’s total domestic cargo volume in 2015. AN ORDINANCE PRESCRIBING THE GUIDELINES ON THE IMPLEMENTATION OF PRE-EMPTIVE OR FORCED EVACUATION AS A RESORT WHEN A DISASTER OR EMERGENCY HAS BEEN DECLARED IN THE CITY OF MALAYBALAY AND DANGER OF LOSS OF LIVES BECOMES IMMINENT, PROVIDING PENALTIES THEREFOR AND FOR OTHER PURPOSES

Be it ordained by the Sangguniang Panlungsod, Malaybalay City, that:

Section 1. Declaration of Policy - It is the declared policy of the City Government of Malaybalay to protect the lives and properties of its residents at all times and whenever possible, mitigate the effects of human-induced and natural disaster within the locality.

Section 2. Definition of Terms - As used in this Ordinance, the following terms are hereby defined: a. b. c. d. e.

Disaster - means the result of a natural or man-made event which causes of life, injury, and property damage, including but not limited to natural disasters such as hurricane, tornado, storm, flood, high winds, and other weather related events, and manmade disasters; Evacuation - means an operation whereby all or part of a particular population is temporarily relocated, whether voluntarily or in an organized manner, from an area that has been or is about to be struck by a disaster, to a place considered not dangerous for health or safety; Imminent Danger - means an immediate threat or harm; Pre-emptive Evacuation - an order from competent authority to forcibly evacuate residents to an appropriate evacuation destination to forestall their exposure to an imminent disaster; Forced Evacuation - an order from competent authority to forcibly evacuate residents to an appropriate evacuation destination to protect their lives during the onslaught of disaster.

Section 3. Training and Orientation on Pre-Emptive and Forced Evacuation Procedures - The City Disaster Risk Reduction and Management Division (CDRRMD) of the Office of the City Mayor shall organize and facilitate the conduct of training and orientation at least once a year on pre-emptive and forced evacuation on possible human-induced and natural hazards. During the aforesaid trainings and orientations, the CDRRMD shall also discuss and highlight in local dialect topics on RA 10121, otherwise known as the Philippine Disaster Risk Reduction and Management Act of 2010, DILG MC No. 2012-35 dated February 21, 2012 regarding the Guidelines in Ensuring Public Safety During ManMade and Natural Disasters, this Ordinance and other laws, rules and regulations on disaster risk reduction and management. The CDRRMD shall also conceptualize posters, newsletters, brochures and pamphlets regarding disaster risk reduction and management and cause the same to be posted at the conspicuous places of the city and/or, if possible, disseminate through quad media. Section 4. Procedures on the Declaration of Forced Evacuation - Upon assessment or determination of the City Disaster Risk Reduction and Management Council (CDRRMC) that a pre-emptive or forced evacuation of local residents is necessary, the Council shall recommend to the City Mayor for immediate declaration of forced evacuation. On the basis of such recommendation, the City Mayor shall immediately declare the enforcement of preemptive or forced evacuation which shall include but not limited to the following: a. b. c. d. e. f.

Establishment of evacuation centers or such places where the internally displaced persons will be temporarily sheltered; Designation of areas where vehicles provided by the city government are on stand-by to transport local residents to the identified evacuation centers. Establishment of measures ensuring the safety and security of local residents in the evacuation areas. Establishment of measures to secure their properties from looting, theft, robbery, etc. in the concerned area; The necessity of the evacuated local residents to stay in the aforesaid evacuation centers until there be another issuance declaring that the imminent danger within the affected area does not anymore exist; Mobilize frontline city government offices/personnel, such as but not limited to the following: the City Social Welfare and Development who shall assist in the relief operations and establishment of evacuation center(s), the City Health Office for the prevention of health epidemics at the evacuation center(s) and the affected areas, and the City Veterinarian’s Office who shall take custody of and transport the affected animals to any government animal control facility.

However, immediately after the declaration of preemptive or forced evacuation but before actual enforcement thereof, the city government shall see to it that the local residents are informed in dialect understandable and spoken by the residents of the need for them to evacuated and that there is no other alternative way to ensure their safety. Section 5. Enlistment of Assistance of Other Government Agencies - In declaring the enforcement of preemptive or forced evacuation, the members of the Philippine National Police (PNP), the Armed Forces of the Philippines (AFP), Bureau of Fire Protection (BFP), and the Department of Public Works and Highways (DPWH) assigned within the affected locality may be mobilized by the City Mayor. All emergency measured adopted shall be a coordinative and collaborative effort between the City Government, PNP, AFP, BFP and the DPWH. Section 6. Refusal of Local Residents to Leave their Homes or, After Evacuating, Go Back Therein Without an Order Allowing Them to Do So - In the event that local residents, refuse to leave their homes or, after evacuating, go back to their homes/affected areas without an order issued to this effect, the City Government as well as the members of the mobilized units may use such reasonable force that is commensurate under the circumstances, to evacuate them from the area, without discrimination and with conscious attention to the needs of vulnerable and marginalized sectors such as children, women, the elderly and persons with disabilities, with the end view that lives are safety secured. Any person who willfully and deliberately disregard or opposed the order of preemptive or forced evacuation issued by the City Mayor shall release the latter from any liability for the formers injury or death attributed to his disobedience. During evacuation, priority shall be given to those persons or residents who willfully comply with the order of forced evacuation. Section 7. Reportorial Clause - Within twenty four (24) hours upon the declaration of pre-emptive or forced evacuation, the City Mayor shall report the declaration to the City Disaster Risk Reduction and Management Council (CDRRMC) and Sangguniang Panlungsod. Section 8. Penalty Clause - Any public official found to violate any of the pertinent provisions of this ordinance shall be subject to a fine not exceeding Five Thousand Pesos (P5,000.00) or imprisonment not exceeding one (1) year or both in the discretion of the court, without prejudice to administrative sanctions as may be imposed under existing laws, rules and regulations. Section 9. Separability Clause - If for any reason, any part or provision of this Ordinance shall be found to be unconstitutional or invalid, other parts or provisions thereof which are not affected thereby, shall continue to be in full force and effect. Section 10. Repealing Clause - All Ordinances, rules and regulations, or parts thereof, in conflict with, or inconsistent to the provision of this ordinance are hereby repealed or modified accordingly. Section 11. Effectivity Clause - This Ordinance shall take effect immediately after fifteen (15) days following the completion of its full publication in any newspaper of general circulation in the City of Malaybalay. ENACTED.

The applicant shall cause the publication of this Order once in any of the five (5) major newspapers of national circulation in the Philippines or in a newspaper of local circulation, or in MARINA website at least 10 days before the hearing. Applicant shall present the jurisdictional, qualification and documentary requirements in a hearing to be conducted on 06 July 2016, Wednesday at 10:00 o’clock in the morning at the MARINA, Regional Office, PPL/Lt Mario B. Portus, Jr. PPA Compound, Surigao City. The Applicant shall be required to make a written Formal Offer of Evidence (FOE), during the hearing or five (5) days thereafter. PELAEZ, in his capacity as Acting Governor, initiated and participated in various activities during the kick-off of DepEd Misamis Oriental Brigada Eskwela 2016 at Guinalaban Elementary School in Salay, Misamis Oriental. During the occasion, Vice Governor Pelaez distributed and donated quality and colorful reading materials to the school and took part in the tree-planting activity. In his message, Vice Governor encouraged the elementar y pupils and

their teachers to maximize and allot time in using and reading those books. He added that he would not mind if these books will be defaced or disfigured as long as the students are able to read through, understand, and appreciate the content of the reading materials. April is the month when we had our Summer Reading Camp. This is a 2-week activity in the school where the teachers and pupils interact. This year’s Summer Reading Camp started last April 5 and ends April 16, 2016. Teachers were assigned by their learning areas. Summer Reading Camp is a very special program of the Department of Education. It is special because it gives a chance for the “non-readers and slow readers/learners” to extend their learning through reading. They will be having fun because it is not just purely reading but there are different genres to make the activities more fun, exciting and enjoyable. During our reading camp, there were more

or less 15 pupils involved in each grade level. There were story reading, tongue twisters and acting. The children enjoyed most on acting because they felt they were actors and actresses. Reading tongue twisters makes them happy. Series of games were introduced to them which made the children work together, through these games children were able to enhance their ability to think and to create different strategies just to win the game. There were varied reading activities which developed the skills in reading, thinking and speaking as well. The pupils enjoyed as they actively participated in every genre of activities given to them. Probably, the new Cabinet Secretaries once they assume office will not dare veer away from this pronouncement of the President Mayor. The Civil Service Commission, the Career Executive Board and the National Police Commission, the Armed Forces of the Philippines and others who handle recruitment into vital office such as Diplomatic Work should better watch out. Maybe this time, it would be a massive change in public service sector as competent people will now run government offices, who truly care for the needs of the people and usher development and progress. So, how should one get into public service and be part of the the DU30 Regime of Change? I make suggestions as I reminisce how I got my first career job during the EDSA Revolutionary Regime. And here are my tips: 1. KNOW YOURSELF, YOUR COMPETENCE AND CHAR ACTER … meaning, you should review your credentials such as education, experience and trainings establishing fully well your field of competence and how you deal with people. Civil servants should be able to build career pattern and not just here and there as they progress to become public sector professional and bureaucrats. Skills, abilities and capacities are important when one does a job in government so that the people get the best service they need. But the other thing which is equally important is that being in government is to become a Servant of the People even as you are aware that the ultimate thing is to be Servant of God, and so your character and spirituality is important. You must assess your values and ideals and how you look up to a Greater Force of the Universe to move you into doing good without fear or favor. 2. KNOW WHAT YOU WANT… that is you clarify your career goals. Set a vision for yourself. Imagine yourself as if you have become employed as public servant and having an eye to a bright future ahead. Have a dream of what you will become. You must be able to relate your dreams to how government works for the welfare of the people. Your basic objective is to be able to help people who need care and seek opportunity for a better life, and the overall requirement for an environment that ushers local and national progress. The career goals that you wish to achieve must be corollary to the effectiveness that the government

can deliver its mandate for the welfare of all. 3. DEVELOP VERSATILITY IN YOUR COMPETENCE… because with the current modernization in workplaces, even in government, you may have one field of interest that may become obsolete. Be ready to have multiple focus, which means that while you are trained as an Engineer, probably, you would have to shift to become a Development Manager, or in more remote but possible chance, you may be called to serve as diplomat. Look at how military officers progress from being a valiant combat officer but then buildup competence as disaster risk officers and some get exposed to diplomacy as well, even as others build knowledge on politics and economics. 4. KNOW HOW SOCIAL MEDIA WORKS TO PROJECT A POSITIVE IMAGE… as government is an exposure into public scrutiny and where you might get noticed as well. Your Facebook, Twitter, Instagram and some other popular social media platforms may be your best chance to get noticed by PDU30 or his trusted officials or heads of government offices. Be careful of projecting a negative image in the social media as once your reputation is destroyed in public through the speed of information that abounds, then forget about being employed in government. Many use the LinkedIn platform to reach out to high valued employers such as Government Owned and Controlled Corporations (GOCCs) and others that allows overseas posts. Social Media allows you to be in. Set an image of yourself in a way that people would want to seek you out. 5. KNOW WHAT EXT R A M I L E AG E YOU HAVE… such as those that were not product of trainings and experience but the innate values that you evoke. Look inward into your Leadership potentials which arise from your being a good follower. This is also maturity at work and the relationships and networks that you have built. Seek

out the goodwill that has become part of your being a professional person. As a starter, you may look back at your experience as a student leader or maybe project organizer in your college days. 6. KNOW HOW THE GOVERNMENT IS SITUATED IN TERMS OF THE PEOPLE IT SERVES AND OUTSIDE OF IT… as it is where you would appreciate how you get advancement within it. Be sensitive to public opinion. Think ahead if you may. Do not be stagnant and fixated to what you are but understand how you set yourself in motion as government expands. The negative notion about centrality in government is the same bad thing about centrality of your ego. Be a civil servant that is progressive as government should be progressive. 7. KNOW YOUR CONFIDENTIAL PEERS… as you would have to work out your ups and downs and your potentials and inabilities with few people you can trust. Even before your submit your resume to the PDu30 Transtion Team or the government office you have in mind, discuss your prospects with two or three persons, not with many people. Expose yourself to only those who would understand you well and so they help you set you into your target job. And when you are already in, keep in contact with them. 8 BE READY TO STUMBLE… as rosy prospects may not work at all. You may have wanted such a job but maybe you failed to get noticed and so you have to look up to another prospect. Understand why you failed to get your desired work in government. And understand as well that maybe you really are not fit to become public servant or that simply you have missed the chance of being noticed. Well, life offers many options for you, and the ultimate thing is that God offers you His care and love even if some people in government do not care and are insensitive. That’s it mga Kababayan na naghahanap ng trabaho. It’s heavy… this is a chal-
