Child’s rights organizations in the Philippines lauded Terre des Homes (TDH), an international child rights organization, for gaining a headway in the battle against the serious problem of child pornography by creating “Sweetie”, a computer-generated image (CGI) patterned after a 10-year old Filipina girl, and being able to track down over a thousand child predators from more than 65 countries. DAVAO City––Criticisms continue to mount against the snail-paced delivery of relief goods and medicines to Typhoon Yolanda survivors in Eastern Visayas which was exposed in national and international television. A week has passed since Yolanda’s wind fury and storm surge left thousands dead and cities devastated; and failure in logistics prevented relief from reaching starving and dying survivors. As government appealed
to groups and individuals to refrain from playing the blame game, a worried nation and international community however, pointed at chaotic and obvious lack of crisis management for starving thousands of victims going into their first week of ordeal without adequate food, water and medicines. When President Benigno Aquino III appeared on international cable news and placed the blame on the local government for the chaos and non-delivery of relief goods, the nation pounced on the blame game that Malacañang started. CAGAYAN de Oro City–– Task Force Diamond of the Philippine Army’s 4th Infantry Division is on their way Saturday from Surigao City to Leyte with another task force of soldiers from the 10th Infantry Division to help in the disaster relief operations. C apt . C h r is i an Uy, spokesperson for the 4ID, said they sent some 130 soldiers including an engineering brigade to assist in road rehabilitation and shelter construction in Ormoc City. Uy said the humanitarian mission of the army also brought some 450 relief packs for families. He added that the Task Force Aguila from the 10ID in Davao joined forces with them at Lipata, the jumpoff point from Mindanao to Leyte. The 130 soldiers from
Northern Mindanao travelled on 12 trucks with a fuel tanker of their own. Uy said they will be in and around Leyte for at least one month. He added that if they are needed to stay longer then the military will send replacements for as long as needed. In a related development, the Bureau of Customs in Northern Mindanao has turned over to the Department of Social Welfare and Development 10 container vans of rice and 6 container vans of potatoes, carrots and garlic. The food items were confiscated at the Mindanao Container Terminal in favor of the government because these were misdeclared by the shipper. BOC-10 officer in charge district collector Atty. For their part the DSWD is coordinating with the US military for the fastest means of delivery using a C130 plane. Social welfare officer Daisy L. Ramos said they are ready to ship thousands of food packs a day. Ramos said there are enough volunteers for now and that repacking is done 24 hours a day. She added that there are some 50,000 food packs ready to be shipped per day.

DA chief firm on rice self-sufficiency target
MAKINA SAKA. Pursuant to Republic Act 10601 or the Agricultural and Fishery Mechanization Law which aims in providing access to farmers to appropriate and economical agri-fishery machinery and equipment for improved productivity and income of farmers, the regional field offices of the Department of Agriculture (DA) throughout the Mindanao-island have conducted the Makina Saka or the Agri-Machinery Road Show on November 11-15, 2013 in Cagayan de Oro City. The weeklong affair primarily aimed to showcase the different latest and emerging agrimachinery and equipment, especially for rice which could be availed by farmers from the DA through a counterpart scheme. Wherein, the former will provide 15% of the acquisition cost while the rest (85%) will be shouldered by the agency. Gracing the event is no less than Honorable Secretary Proceso J. BUTUAN City––The National Grid Corporation of the Philippines (NGCP) has continued to monitor and inspect transmission lines and other facilities affected by the passage of Supertyphoon “Yolanda” as Leyte and Samar still suffered from lack of electricity. In a media release, Milfrance Q. Capulong, Regional Corporation Communications and Public Affairs Officer for Mindanao, said that based on NGCP’s For November 2013: survey, 24818, transmission
towers and 198 poles are either toppled or broken, and 120 poles are leaning in the aftermath of the world’s strongest typhoon this year. Of these structures, more than 60 percent are located in Panay Island. To expedite restoration efforts, Capulong said the operations and maintenance group sent line crews and engineers from Luzon and Mindanao to reinforce the manpower in Visayas. There are now 30 additional line crews from North and South Luzon working together to restore the Ormoc-Cabacungan 350kV High Voltage

Direct Current (HVDC) connecting the Luzon Grid to the Visayas Grid, and the Ormoc-Babatngon and Paranas-Babatngon 138kV lines, she informed. “NGCP’s Mindanao region will also send line crews to repair OrmocTabango 138kV line,” she added. Maintenance and Testing Units from North and South Luzon will augment the Visayas team to restore
four priority substations in Samar and Leyte, and the Tabango Cable Terminal Station. According to Capulong, apart from restoring the lines and energizing the substations, NGCP also monitors the power situation in Visayas as many power plants went offline due to the typhoon. As of November 12, the total capacity of the Visayas grid is 1058 megawatts (MW) with
a peak demand of 1158 MW. This supply and demand situation caused by limited power supply might result to loan shedding or curtailment in some municipalities in the Visayas region. She explained that loss of power may be caused by affected transmission facilities of NGCP or distribution facilities of local distribution utilities or electric cooperatives. Specific cities and municipalities affected by
the power interruptions are determined by concerned distribution utilities, unless the outage affects the entire franchise area. Meanwhile, NGCP is coordinating with the Department of Energy, National Electrification Administration, and other concerned agencies to consolidate all efforts to restore the power in the Visayas the soonest possible time, Capulong assured.
Butuan City relief, rescue team returns from Tacloban City BUTUAN City––The 49-member Butuan City relief and rescue contingent headed by Mayor Ferdinand M. Amante Jr. returned from Tacloban City Thursday after four days of helping the typhoon-devastated city in its search and rescue, relief and rehabilitation efforts. The Butuan contingent was composed of a peace keeping force from the Butuan City Police Office City Mobile Group (CMG), two doctors including Councilor Virgilio Nery, seven nurses including Mrs. Ivy Amante (the mayor’s wife), four heavy equipment operators, a speedboat operator and the rest from the Butuan Search and Rescue Team (BUSART) headed by Mrs. Grace Espere and
Bong Catedral. The group left here Monday and brought along with them two dump trucks filled with rice, canned goods, water, used clothing, food packs, medicines and some medical supplies. They were among the first local government units to respond to the typhoon-devastated city. Aside from helping in the relief, medical assistance and rehabilitation efforts, Amante reported they were also able to meet Davao City Mayor Rodrigo Duterte, Defense Secretary Voltaire Gazmin, DSWD Secretary Dinky Soliman, Energy Secretary Carlos Jericho Petilla and DILG Secretary Manuel Roxas II “who commended the team for responding.”
Leyte Governor Dominic Petilla hosted the group in Palo, Leyte. Mayor Amante thanked his constituents who supported them in one way or another and with prayers during their stay in the city to personally deliver the relief goods to the typhoon victims. “It will be a formidable work to help build Tacloban City and Northern Leyte and thank God we, as a small local government unit, was given a chance to help,” Amante said. MisOcc pledges P2M for typhoon, earthquake, armed-conflict victims OROQUIETA CITY, Misamis O ccident a l – The Provincial Government of Misamis Occidental (PGMO) has pledged to give a cash donation of P500,000 each to the provinces of Samar and Leyte, for the victims of Typhoon Yolanda. Governor Herminia M. Ramiro is just waiting for the approval of the Sangguniang Panlalawigan (SP) for these pledges, Gain Paul De Barras, Provincial Disaster Risk Reduct ion and Management (PDRRMC) Officer, said. Another P500,000 had also been pledged by PGMO to Bohol for the earthquake victims
that occurred last Oct. 15, resulting in the destruction of so many houses and buildings, including churches in the province. It can be recalled that PGMO also pledged the same amount of P500,000 to Zamboanga City for the victims of the government-Moro National Liberation Front (MNLF) stand off, that started on Sept. 9, and lasted for over a week, De Barras said. Meanwhile, the Misamis Occidental PDRRMC is set to send items donated by the different sectors of the province to the Typhoon Yolanda-affected victims in Eastern Visayas through the C130 Cargo

58IB troopers deployed for disaster rescue, relief operations CLAVERIA, Misamis Oriental -- Soldiers of army’s 58th Infantry Battalion were deployed all over its Area of Operation in preparation for Disaster Relief Rescue Operations for the Super Typhoon “Yolanda” that could hit calamity prone areas of Misamis Oriental, Camiguin and some parts of Bukidnon. Within our capability, preparation were made by 58th IB, including regular monitoring of the typhoon, accounting and conditioning of DRRO equipment and close coordination with respective Municipal Disaster Risk Reduction and Management Councils (MDRRMC), said LtCol Jose Eriel M Niembra, 58IB Acting Commanding Officer. He said prior to the landfall of “Yolanda” (international name “Haiyan”), 58IB soldiers were prepositioned as far as Magsaysay town to Lugait in Misamis Occidental, and Malitbog, Bukidnon. At the outset, soldiers assisted the local government
units (LGU) for preventive evacuation especially to residents living along coastal areas, river banks and areas that are prone to landslide, flash floods that may cause loss of lives and of properties. Not-in-uniformed personnel also patrolled critical areas to ensure that no one is left behind and likewise to monitor road conditions especially the main thoroughfares. Likewise, 58IB also helped DRRMCs in repacking 3,000 bags of relief goods containing three kilos of rice, three cans of sardines, one can beef loaf and two pieces instant noodles to be distributed to affected evacuees. Former Sibugay mayor killed, 2 injured in Zambo City shooting

AMBOANGA CITY – A former town mayor in Zamboanga Sibugay was killed while two others were wounded in a drive-by shooting Thursday in this city.
Two others escaped unscathed in the incident that took place around 11 a.m. in Barangay Tetuan, according to Chief Insp.
Elmer Acuña, commander of the Police Station 6. Killed was Arsenio Climaco, former mayor of the municipality of Tungawan. He expired while under medical treatment at the Western Mindanao Medical Center (WMMC). Wounded were Climaco’s wife Helen and grandson Shalimar Apidol, 9, who is incidentally celebrating his birthday today. The two who escaped unscathed were elders sisters of Shalimar, but Acuña withheld their names. They were reportedly seated at the back seat.
Acuña said investigation showed that Climaco was driving his vehicle on the way home when the gunmen on a motorcycle approached them and opened fire upon reaching the San Bernardino Bridge in Barangay Tetuan. The former town mayor and his family members came from the 29th death anniversar y of former Zamboanga City Mayor Cesar Climaco, a wellknown Marcos critic during Martial Law who was gunned down in 1984. They are not however related.

Sayyaf rebel in Jehova’s kidnappings captured in Zamboanga City ZAMBOANGA CITY – Philippine authorities are holding an Abu Sayyaf rebel tagged as one of those who kidnapped a group of Filipino evangelists in 2002 in the southern town of Patikul, a regional police spokesman said. Chief Inspector Ariel Huesca said security forces on Thursday captured Ustadz Nijal Pajiran alias Abu Kudama, in the village of Tictapul. He said Pajiran is facing a string of criminal charges in connection with the ransom kidnappings of 6 members of the Jehova’s Witnesses – two of them were later beheaded by the Abu Sayyaf after their family failed to pay the ransoms
and the rest freed during a military rescue operation. “Pajiran will be immediately flown to Manila for subsequent turn over to the court,” Huesca told the regional newspaper Mindanao Examiner. No other details were made available by the police, but Huesca said Pajiran’s capture was the result of long intelligence operations by various law enforcement agencies and the military. The Abu Sayyaf is a small, but the most notorious rebel group with links to the Al-Qaeda and Jemaah Islamiya and involved in terrorism and kidnappings for ransoms in the southern Philippines. AVAO CITY- Local tourism is seen to feel the adverse effects of typhoon Yolanda which devastated Visayas.
City Tourism Operations Office chief Lisette Marquez said there is a big probability that business events and conventions would be shelved as corporations would donate these expenses to relief efforts. They also expect lesser
travels as people would also donate to the relief efforts rather than going on vacation. Marques said that it would take a month to determine if visitor arrivals have been affected by the typhoon.

DAVAO DEL NORTE – An initial 360 families in four local government units were affected by flooding caused by intermittent rains brought about by Tropical Depression Zoraida. However, Governor Rodolfo del Rosario said the typhoon has not wreaked a major damage in the province as its rainbands pounded across most of Mindanao and Visayas. He said he did not expect major damages, especially to crops and properties since TD Zoraida only brought intermittent rains and negligible winds. No casualty was also reported by the respective local disaster risk reduction management councils. Del Rosario said the concer ne d LGUs have conducted pre-emptive evacuation to ensure the safety of affected families. T he Prov i nc i a l D i s aster R isk R e duc t ion and Management Center (PDRRMC)-O p erat ion Center said some 58 percent of the families affected were evacuated to safety by the concerned LGUs when Zoraida made landfall in Caraga, Davao Oriental at around 9 am Tuesday. As the affected upstream LGUs began to dry up, the low-lying communities downstream received the bulk of the floodwaters causing some roads to be impassable as of 3 pm in the same day, including the Causwagan-GMAP Road-Matin-ao Road in New Corella; Kinamayan, Sto. Tomas-Tagum City Road; Sagayen-Asuncion Road; and, New CamilingCarmen Road. More child victims amid laws protecting children With the TDH campaign and the data that it had culled, the GWP filed a resolution to look into the prevalence of pedophilia, and the use of Filipino children for cyber prostitution. On Nov. 11, Ilagan with Rep Emmi De Jesus filed House Resolution 453 which Directs the Committees on the Welfare of Children and Women and Gender Equality to conduct an inquiry on the virtual “Sweetie” and the glaring inability of the Philippine government to stop pedophilia and child pornography. The resolution cited a provision in the 1987 Philippine Constitution, which states that “It shall be the duty of the State to defend the right of children to assistance, including proper care and nutrition, and special protection from all forms of neglect, abuse, cruelty, exploitation and other conditions prejudicial to their development.” The resolution cited the increasing victimization of children even with the passage of the Anti-Child Pornography Law and the prevalence of cyber prostitution targeting children in the Central Visayas, Ilocos, Zamboanga and the National Capital Region. The resolution read, “The continued and increasing victimization of children via cyber pornography in the light of the passage of the Anti-Child Pornography Law four years ago, raises questions on its implementation.” “The National Statistics Coordination Board claims that ‘most of the sexuallyexploited children are victims of cyber pornography, at an alarming rate of 33.8 percent in 2009 and 31.5 percent in 2010.’” The Gabriela solons urged the Interpol as well as local law enforcement agencies to further undertake operations to track down and impose sanctions on individuals that the TDH project managed to identify. “We hope that an investigation into the prevalence of pedophilia and cyber prostitution involving children and young girls in the Philippines would result in not just the enactment of laws for their protection, but concrete measures to address poverty,” De Jesus said. She added that the government should accept the reality that extreme poverty forces many women and children to prostitution and exposes them to violence so that the government could come up with appropriate
