Coastguard suspends sea travel Oro, Misor CAGAYAN de Oro City–– Coastguard authorities here has ordered the suspension of operations of all commercial vessels docked in the Macabalan Port area here starting Thursday. Lt. Cmdr. Eleazar Dalnai said on Thursday morning that the suspension of travel of all kinds of commercial vessels came as the government’s weathermen raised signal no. 1 in Misamis Oriental Thursday morning. He said that the suspension order also includes all kinds of vessels (big and small) particularly fishing boats in the coastal areas of Misamis Oriental. Dalnai said that the coastguard automatically suspends all sea travel once storm signal no. 1 is raised since it would be dangerous for vessels to wade through the seas anymore. He said that the coastguard has conducted patrols along the province coastal areas on Wednesday advising fishing boats to stay as typhoon Yolanda approaches. CD

Misor evacuates 5,000 PROVINCIAL CAPITOL, Misamis Oriental - About 5,000 people in Misamis Oriental living in flood and landslide prone areas in the province had been evacuated on Thursday morning, provincial Governor Yevgeny Vincente Emano said.
Emano said that the evacuees were already in various designated evacuation centers in all of the municipal towns and two component cities in Misamis Oriental since Wednesday as the provincial government implemented a preemptive evacuation policy. “The province is 80-90
percent prepared for the coming of typhoon Yolanda (International name Haiyan) which is considered the strongest typhoon in the country according to weather forecasters,” Emano said. According to Emano, rubber boats were already placed outside the capitol and multi-cabs were seen
in the capitol grounds , ready for quick deployment to swiftly respond to emergencies. He said that the evacuees were living temporarily in public elementary schools in various municipal barangays with medical personnel to assist the sick and extend medical assistance in the evacuation center. Provincial administrator Edmundo Pacamalan, Jr., said that there are 23 municipal towns in Misamis Oriental with Gingoog City as the province component city in the east coast and El Salvador City on the
west coast. He said that the province’s social welfare and development has mobilized a province-wide relief personnel who are now on standby in anticipation of the typhoon Yolanda. Pacamalan said that Emano also issued a memorandum suspending the classes in all levels, both private and public, in Misamis Oriental effective Thursday morning until Friday when the government’s weather bureau raised storm signal no. 1 Thursday morning. in C. de Oro With fire trucks blaring their sirens, hundreds of residents here and the province of Misamis Oriental trooped on Thursday to the safety of evacuation centers ahead of the expected landfall of super typhoon “Yolanda.” Maricel Casino-Rivera, Cagayan de Oro information officer, said a mandatory evacuation order would be implemented in all villages beside the Cagayan de Oro and Iponan rivers by 6 p.m. tonight. Rivera said some 1,538 families or 7,680 individuals have already taken shelter at the various evacuation centers set up by the local government and barangay councils. She said most of the evacuees came from Barangays Macasandig and Balulang, which were hardhit by typhoon Sendong in 2011. Typhoon Yolanda is expected to make a landfall between 9:00 a.m. to 10:00 a.m. on Friday in the SamarLeyte area, PAGASA said. Meanwhile in Cagayan de Oro, rescue volunteers on board fire trucks went around Barangays Balulang, Carmen, Kauswagan and Iponan urging the residents to evacuate. “We are implementing the mandatory evacuation as gently as possible because we do not want them accusing us of violating their human rights,” Rivera said. TREE PARK PROJECT: “Plant a Tree, Save a Life, Save Mother Earth” a fitting theme to ORO INTEGRATED COOPERATIVE’s (OIC) effort in doing its part for Mother Earth. The Tree Park Project is a 3-year partnership with the Department Of Education, Division of Cagayan de Oro City – Southwest 1, through Lumbia Central School, Department of Environment and Natural Resources (DENR), Community Environment and Natural Resources Office (CENRO) Initao, and City Local Environment and Natural Resources Office (CLENRO) in line with the government’s campaign on Public Private Partnership (PPP). The Rotary Club Cagayan de Oro Center point joins in also as a partner. The campaign started with the signing of a Memorandum of Agreement held at Lumbia Central School, in Lumbia Cagayan de Oro City, on October 24, 2013. Director Orlando R. Ravanera, Regional Director of
the Cooperative Development Authority (CDA) Region 10, lauded the environmental endeavors of OIC in restoring the ecology. He stressed that the revival of our forests is vital to our survival as it prevents soil erosion and flooding. BUTUAN City––Mayor Ferdinand Amante, Jr. has activated all this city’s 86 barangay disaster risk reduction and management committees (BDRRMCs) in preparation for the onslaught and expected impact of Supertyphoon “Yolanda.” D i a n a h G e n e r a l a o, spokesperson of the city mayor’s office, said the city chief executive had taken the initiative a day before the weather disturbance entered the Philippine area of responsibility (PAR) yesterday. Amante also ordered pre-emptive evacuation of residents in low-lying and mountainous areas and advised citizens to stay at home, store potable water and food, be ready with emergency kits, as well as monitor TV and radio reports, saying even if the supertyphoon would not directly hit the city, its 500-kilometer radius could still affect and greatly impact on his constituents’ security and well-being. Earlier, Amante cancelled classes at all levels in all pub-
lic and private schools here from November 7-8, 2013. According to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), Typhoon “Yolanda” was expected to enter PAR yesterday morning and make landfall in the Leyte-Samar area on Friday afternoon. The typhoon packed 215 kilometers per hour winds near the center and gustiness of up to 250 kph. Pagasa said the typhoon would bring moderate to heavy with occasional intense rains affecting Misamis Oriental, Surigao del Norte, Surigao del Sur, Agusan del Sur, Agusan del Norte, Davao Oriental, Compostela Valley, Davao del Norte, Bukidnon, Cotabato and Camiguin. rigao del Norte. “Those who would not abide by the pre-emptive evacuation policy may be forced to evacuate,” she strongly declared. As of yesterday (November 7) noon,the weather bureau said “Yolanda” was expected to traverse Guian, Samar, Leyte province, Biliran, Northern tip of Cebu, Iloilo, Capiz, Aklan, Romblon, Semirara Island, Southern part of Mindoro, then Busuanga. Public Storm Signal No. 3 had been raised over Eastern Samar, Samar, Leyte and Southern Leyte, Siargao Island and Dinagat Province. Public Storm Signal No. 2 was raised over Agusan del Norte, Butuan City, Camiguin, Surigao del Sur, Surigao del Norte, Bohol, Cebu City, Northern Cebu, Camotes Island, Bantayan, Biliran Province, Northern Samar, Ticao Island, Sorsogon, and Masbate. Ask Pelaez if Napoles lies
The Napoles drama As I write this column yesterday morning, the muchawaited appearance of jailed businesswoman Janet Lim Napoles before the Senate blue ribbon committee was unfolding in the halls of that august body. So far nothing substantial had been extracted from the jailed witness by the head of the blue ribbon committee primarily on account of the head’s utter lack of professional ability in propounding the questions necessary to ferret out the truth. Sadly, Napoles only succeeded in exposing the committee head as stupid with her evasive answers. In my view, committee head Sen. Teofisto Guingona, was not prepared in dealing with Napoles. Apparently, he was hoping Napoles will confirm everything the whistleblowers had previously testified to. This was very clear in his questioning of Napoles. Guingona who is a lawyer and certified public accountant ended up exposing himself as no match to Napoles in terms of wit and ability to wade out from tight situations during the proceedings. The senator from Bukidnon looked helpless and even pathetic with the way he presided over the entire proceedings, at least so far as I was watching on

Readiness for calamities As of this writing also, part of the country is threatened with another devastation by another natural calamity, this time by a super typhoon identified by its local name as Yolanda. This particular storm is expected to be moving at 240 kph thus internationally it is denominated as a super typhoon. What is baffling about
this is the magnitude of the fury that these natural calamities are packed with. Just last month a 7.2 magnitude earthquake devastated Cebu and Bohol, the provinces expected to be hit also by the forthcoming super typhoon. And when it rains, the flooding that goes with it is as devastating also to the earthquake and typhoon that had visited us recently. Could the fury of these natural calamities directly caused by humanity’s abuse of nature destroying the ecological balance of our planet? If natural calamities are acts of God, why would God allow all these devastations to happen including the deaths that go with them? I would not look at this as God’s punishment for humanity’s sin. I’d rather look at these natural calamities as God’s way of reminding us that the environment is there to support human life thus we should not abuse it but rather take good care of the environment. The problem now is that humanity, the greedy few specifically, never looked at the environment as part of the equally important equation that sustains life. THE Senate blue ribbon committee on Thursday morning has started to squeeze Janet Napoles, the alleged queen of the multi-billion pork barrel scam in the country. Undoubtedly, Senator Meriam Santiago hogged the limelight during her cross examination of Napoles. Santiago tried to convince Napoles to divulge the unseen hands that emboldened her to engage in a multi-billion peso pork Cris Diaz barrel anomaly. “The only way to become a state witness is to divulge the mastermind of the pork barrel scam,” the Senator said. Notwithstanding, Napoles did not take the bait. She pleaded not guilty to the accusation. Of course, Napoles would not dare expose the people who have protected her. In conscience, Napoles could not implicate the “unseen hand (s)” that made her and her family comfortable these days. Santiago could not do anything but gnashed her teeth with envy knowing that a woman who came from the “boondocks” without college education could send her children to international schools apart from acquiring high end properties abroad. The Senator must have a clear view of the disparity in a country where “she (Santiago) thinks only the rich and the wealthy can afford expensive education aside from being qualified to run big time financial institutions.” Well, we have to give credit to Santiago’s keen observation of how impoverished her country is. At least, as a legislator, Santiago should craft laws that would eliminate poverty in the country and give everyone equal opportunity to be educated and become unquestionably rich. Let us wait for the approval of that law in Congress. Back to Napoles. It was usual for Napoles to divulge anything that might incriminate her in a crime particularly “economic sabotage” that she would likely face in the future. What do we expect of people who acquire things, especially money of dubious origin? Can anybody give a tip? One idea is to ask Vice Governor Joey Pelaez of Misamis Oriental about the alleged “lobby money” spread out to members of the provincial board members. The lobby (is it different from “bribed?”) money was reportedly doled out to provincial board members to get favorable passage of a resolution allowing a P 30 billion coal plant in Misamis Oriental. Pelaez, who was fighting against the coal plant because of the plant’s deadly carbon dioxide emissions, suddenly made a 360 degree turn. How much the Vice Governor got from Filinvest Development Corporation nobody knows. In fact, Pelaez has and would deny reports that he reportedly received P 5 million. The other members of the provincial board reportedly get P 500,000 but received only P 400,000. Who chopped the P 100,000? Anyway, amid protest by the local officials in Tagoloan, the Filinvest Development Corporation has scheduled the groundbreaking of the P 30 billion coal plant in Villanueva tomorrow (Saturday) morning. Somebody said that a P 2,000 cash gift awaits every media who would cover the groundbreaking ceremony. Expect a hundred “members of the media” to be there. False text messages trigger panic in Zamboanga school ZAMBOANGA CITY – Frantic parents rushed Wednesday to a school to fetch their children after receiving text messages alleging that a new fighting between security and rebel forces erupted in Zamboanga City in southern Philippines. The text scare disrupted classes in Talon-Talon village. School officials tried to calm down the children as parents panicked by the reports which turned out false. The text message said the fighting broke out in the neighboring village of Mampang where an oxygen explosion earlier killed a worker. One woman also rushed to the school to get her child and told the other about the fighting which triggered panic among other parents. “The report is negative. There is no fighting and there is no truth to the report,” policeman PO2 Nurail Fajal told the regional newspaper Mindanao Examiner. He said the only incident in Mampang was the accidental explosion of an oxygen cylinder which killed one worker. “That’s the only report we have in Mampang
where one person was killed (in the oxygen cylinder blast),” he said. Authorities have previously warned the public

Davao Norte braces for typhoon 'Yolanda'

AGUM CITY, Davao del Norte, Nov.6(PNA) – Governor Rodolfo del Rosario activated the incident command system of the Provincial Disaster Risk Reduction Management Council (PDRRMC) in preparation for the onslaught of super typhoon Yolanda. The governor called for an emergency local disaster conference Wednesday afternoon at the Bulwagan ng Lalawigan in order to ascertain the preparedness of all the city and municipal DRRMCs in the event the typhoon will change course and hit the province. “Mabuti na yung handa tayo. Let us not take any chance,” he said to the PDRRMC members and LDRRMC actions officers of all the local government units of the province. The governor said that even if the storm will not make landfall in the province, there is a big possibility of flashfloods in low-lying flood-prone areas of the province. He ordered the cancellation of the Division Schools Press Conference in Carmen and the Boys Scout Jamboree in Asuncion, which will both start Thursday morning, among all the other major provincial activities, to ensure
the safety of all the participants. He also stressed the importance of functional communication between the PDRRMC and the various LDRRMCs during and in the aftermath of the typhoon, as he builds on the experience of Pablo last year. He said it is important the PDRRMC gets immediate feedback from all the LGUs “so that we will know the focus and volume of our support to the affected areas.” The LDRRMC action officers assured enough inventory of rescue equipment and manpower. DAVAO CITY -- The Department of Social Welfare and Development (DSWD) in Region 11 will award winners in the regional search for Exemplary Children of Pantawid Pamilya on Friday at the Apo View Hotel, this city. DSWD-11 Regional Director Priscilla N. Razon said five exemplary children earlier named provincial winners from Davao City
and the four provinces in Davao Region will attend the awarding ceremony. “This is the second year that the department held the Search for Exemplary Children of Pantawid Pamilya that aims to recognize children who have shown excellence in academic and non-academic activities,” Razon said. The search was open to all children beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) who are between 10–14
years old. The child must be (1) enrolled in school; (2) has never dropped out/skipped a school year; (3) compliant to the school attendance requirement of the program – must have at least 85% school attendance; (4) with good scholastic standing and no grades below the passing mark and is a non-repeater; (5) fully immunized and dewormed

Further, the children must also be active in extra-curricular activities; community and church activities; won awards/recognition in competitions in singing, dancing, sports, essay-writing, poster-making, arts, among others, and with good moral character. The 4Ps is a povertyalleviation strategy of the national government that

The program disburses a monthly cash grant of P 1,400 to family beneficiaries who are compliant to program conditions on health and education. Zubiri ordered the suspension of classes as of 10 a.m. in anticipation of heavy rains, said Hansel Echavez, chief of the Provincial Public Affairs, Information and Assistance (PAIA) office. Echavez said Zubiri made a verbal declaration even if Bukidnon is not
placed under any typhoon signal by the Pagasa weather bureau because of their proximity to Cagayan de Oro City and Misamis Oriental, which the weather bureau placed under storm signal no. 1 (Read other story). Lessons from Sendong, Pablo Cagayan de Oro posted “zero casualty” when typhoon Pablo struck last year as preemptive measures were carried out. In 2011, of the 1,268 killed in Visayas and Mindanao, Cagayan de Oro posted the highest at 734. Compostela Valley’s Governor Uy admitted in a media forum in Tagum City on January 17 that Pablo taught them so many lessons so they allocated P2 million “to capacitate (our people) through trainings, equipment” to improve their disaster preparedness. Raul Villocino of the PDRRMC said last year’s budget for trainings was only P950,000. “We learned so many lessons,” Uy told the Kapihan sa ComVal, as he noted that it was the first time

The usual example I use is the symbiosis between humans and the trees. It is from the trees that we breathe oxygen and it is the trees that inhale the carbon dioxide that we exhale and process such air into oxygen that these trees exhale and we breathe in. This symbiosis tells us that the created order is meant to exist to support each other. Removing one will always be to the detriment of the other. Trees are there not only to be felled but to support human life itself. But Santiago breathed life into what could have been a dull proceeding. Santiago began by enlightening Napoles on her rights – in particular the right against self-incrimination – and the situations wherein such rights may be invoked. In the subsequent questioning by Santiago, Napoles did extensively (excessively?) invoke [her] right against self-incrimination that at one point the senator told her she was only creating
the impression that she was hiding something. Santiago then advised Napoles it would serve her better if she became state’s witness and identified the real mastermind, alluding to Enrile who, she stressed, was the Senate president at the time the questioned pork transactions occurred. Further, the senator warned the Basilan native that she was dealing with “murderous” individuals, a point she tried to emphasize by recalling Enrile’s role as defense minister during Martial Law. “Tell the truth before the senators affected have you assassinated,” she told Napoles without batting an eyelash. Whistleblowers had alleged that Enrile, along with Senators Jinggoy Estrada and Bong Revilla Jr. were among the lawmakers involved in the pork barrel scam. Estrada had flown to the US for a supposed medical examination of his wife, while Enrile and Revilla did not attend the hearing. In the latter part of her questioning, and in a methodical way, Santiago demolished Napoles’ earlier claims about her financial fortune and used it to build on her assertion that Enrile not Napoles is the real mastermind behind the scam. Napoles was apparently clueless that she had become Santiago’s ammunition against the former Senate president, now the minority leader. background which by her reckoning, could not sufficiently explain the suspected scam mastermind’s current assets and finances. For one, Santiago cited that Napoles’ educational attainment (high school diploma) is incongruous with the kind of business dealings she had reportedly engaged in, including trade in carbon credits. The senator noted too that from simply running a canteen in Fort Bonifacio, Napoles went into big-time business ventures and accumulated high-end properties. In the end, while Napoles may have evaded answering most of the questions Santiago succeeded in making her admit her humble beginnings, an admission that contradicted her earlier claims that she built her assets on a hefty inheritance. On the basis of these admissions, Santiago tried to strengthen her own theory that Enrile is the biggest culprit. The Senate was a calm sea when the hearing started. Pacamalan said department heads will be also be staying at the Capitol starting on November 7, 2013, until the weather disturbance leaves the province. “They (department heads) are part of the working force in monitoring and moving around day and night for field work,” Pacamalan said. He also said that the province has limited equipment to be used, saying, the current equipment of the province has only 40% capability. However, he said that they are all doing whatever they can, with the units installed in five clusters divided to all municipalities of Misamis Oriental. The clusters, he said, have hospitals for people needing medical attention. The PDRRMC team is currently monitoring the condition of the province’s evacuation centers and the municipalities, which are prone to landslides and flooding, such as Manticao, Naawan, Opol, El Salvador, Tagoloan, Villanueva, Balingasag and Magsaysay. Pacamalan said there are 424 “vulnerable barangays” in Misamis Oriental, 124 of which are considered 25% flood-prone areas.
