COTABATO City––Two soldiers assigned to secure a government hospital in Datu Hoffer, Maguindanao were gunned down by suspected members of the Bangsamoro Islamic Freedom Fighters Wednesday night, reports said.

AVAO City - The local government admitted in a consultantive agency held Tuesday that the city is lacking facilities to address ebola virus spread.

City Health Officer Dr. Josephine Villafuerte said that there are “a lot of things lacking in our airport and hospitals in handling victims with EVD (Ebola Virus

Disease).”

She said that the airport has no waiting ambulance to accommodate a passenger who is a suspected EVD carrier.

A consultative conference was held in the city in order for local experts to “formulate a unified response to the EVD health emergency.”

Prior to the conference, they held an ocular inspection last week at the

Davao City International Airport and the Southern Philippines Medical Center (SPMC).

Villafuerte said that the airport has a working thermal sensor for international passengers, one isolation room as quarantine and a separate exit for a patient who might be carrying the virus. The SPMC has 4 isolation rooms with two beds in each room, and a Personal Protective Equipment for health workers trained to handle the EVD. The SPMC had 14 trained staff to attend to patients with EVD, said Dr.

Paulo S. Pantajon, program coordinator of Department of Health Region 11.

He added that a regional inter-agency task force is in place to handle sensitive diseases like Ebola and MERS-CoV. “Given the positive things achieved by our local health sector, there are still things that needed to be provided for the proper handling of EVD cases,” Villafuerte said.

During Tuesday’s conference, SPMC representatives said they need mini laboratories, a separate entrance for hospital personnel, and

a standard ambulance for EVD. Villafuerte noted that the Philippine Charity and Sweepstakes Office (PCSO) XI had already pledged two units of ambulance for the task force but they still need to assess if the vehicles pass the standards for high risk diseases like ebola.

During the conference, Davao City Mayor Rodrigo Duterte said that the city public safety’s vehicles could be used. He also pledged to buy an additional thermal sensor for the airport.

Duterte added that he encouraged private hospitals

to “participate on this fight against EVD.” “We have to know what’s happening to safeguard the health of the society. There’s no such thing as secrecy in terms of public safety and public health,” Duterte said referring to the hospital practice of keeping patient’s records as confidential.

Duterte added that education about the disease “is very important, and we must know how to tell the people, without panicking.”

As of now, there are about 9, 216 cases of EVD recorded around the world with 4,555 casualties. (davaotoday.com)

Prohibit ranking in hiring public school teachers A measure that prohibits ranking in the hiring of public school teachers is said to be fair and just for all affected ones.

No ranking means it ensure equal employment opportunities among teacher applicants.

Ranking under the Department of Education (DepEd) Order should only apply when there are no qualified applicants for the vacant positions in public schools and other learning centers, and when there are no qualified bona fide residents of the barangay, municipality, city or province where the school is located.

The guidelines issued by the DepEd in hiring teachers require more criteria, which make it more difficult for teacher-applicants to be hired.

Magna Carta for Public School Teachers provides for the minimum educational qualifications for teacher-applic ants without precluding the DepEd to lay down any recruitment policy with respect to the selection and appointment of teachers.

Republic Act 8190, known as An Act Granting Priority Residents of the Barangay, Municipality or City where the School is located in the appointment or assignment of Classroom Public School Teachers, was enacted to best serve the purpose of the Magna Carta for Public School Teachers.

Well settled is the rule that amendments to an existing and valid law should only be done through

proper legislation, and that a mere department order cannot effectively amend a law like Republic Act 8190.

It is therefore in contravention with the existing law. Ranking refers to a list of people or things that are ordered according to their quality ability, size, among others.

Recruitment of teacher-applicants by DepEd includes everything from applying, evaluating, ranking and ultimately hiring the successful teacherapplicants.

The basic requirements for applicant usually are the application letter, Civil Service Form 212, Rating obtained from The Licensure Examination for Teachers (LET), photo copy of college or univer-

sity transcript or records, service record if any, Certificate of specialized training, if any.

These documents shall then be submitted to the school head of the public school where the applicant intends to teach. An applicant should then prepare for an interview, create a good demonstration plan, and take an English proficiency exam. After going through all the process, the applicant then shall wait for the release of the rank list of teacher – applicants.

The selection committee evaluates applicants based on the following criteria: Education; Teaching experience; LET; Experiential learning course; Specialized training and skills; Interview; Demonstration teaching; and Communication Skills.

CORRUPTION WILL VANISH SOON

The Philippines which for years was notorious about graft and corruption in the government service has recently emerged as one country in Asia that is winning in its fierce battle against such catastrophe.

ILLANUEVA, Misamis Oriental–– Another 22 villages get energized in Northern Mindanao, bringing to a total of 38 rural villages energized under a govern-

ment-private energy program in the region, an official said Thursday.

Jerome S oldevilla, spokesman of the privately-owned STEAG Power, a coal powered plant based here, said that the project costs P 23.32 million under the Fostering Rural Electrif ication and

Energ y (FREE) Project in Northern Mindanao.

He said that the FREE Project is a collaborative undertaking between STEAG, the Department of Energy, the recipient local government unit, and the various electric cooperatives and distribution utilities in Northern Mindanao.

Soldevilla said that the

STEAG Power company provides funding for the project out of the company’s contribution to the Philippines Expanded Rural Electrification Prog ram and pursu ant to DOE’s Energy Resolution1-94 program where power generators set aside one cent avo for e ver y k i lowatt hour of ele c tricity sales for various

social and environmental protection programs and projects.

The newly energized villages in Northern Mindanao include seven villages in Misamis Oriental, eight in Misamis Occidental, six in Cagayan De Oro City and one in Oroquieta City that brought in a total of 38 energized villages since the FREE Project

implemented the program in 2011, Soldevilla said.

No payment for animal wastes inside watershed

AN Francisco, Agusan del Sur - Officials of local water utility here will not pay for the farm animals raised inside the Mt. Magdiwata watershed whose wastes could even contaminate a creek downstream where a new water source project is being developed.

Polmon for the farm animals he raised within the watershed located 300 meters upstream from the Sumogbong Creek in Alegria village where a water intake dam is being built for the drinking needs of thousands of residents .

SFWD has raised an alarm over the presence of Polmon’s livestock farm which would contaminate the water source and bring about waterborne diseases such as E.coli or even the dreaded Cryptosporidium, a protozoan parasite resistant to Chlo-

rine-based disinfectants.

Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on April 18, 1988, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

PDEA deputy regional director Rayford Yap identified those arrested in a buy-bust operation as Amer Pascan, 22, a resident of Fishers Valley in barangay Camaman-an, Cagayan de Oro City, and Sitti Baser, 37, a resident of Marawi City.

Yap said the Special Enforcement Team of the PDEA-10 conducted the operation at Fishers Valley.

He said authorities confiscated some 100 grams of alleged shabu, worth about P700,000, from the suspects.

Yap said that the PDEA bought the illegal “Shabu” (Methamphetamine), a derivative of amphetamine, used illegally as a drug from Pascan and later seized from the suspect’s possession the illegal drugs in the form of 24 pieces heat-sealed transparent plastic.

He added that Pascan has been found to be tested prositive for drug use but Baser was negative.

Yap said Baser had been previously arrested but the court dismissed the case.

Pascan and Baser were reported to be only friends, but Yap said both were engaged in drug pushing and use.

He said that the PDEA forwarded the confiscated items to the agency’s laboratory for analysis while the suspects have been detained in the PDEA regional detention cell pending the filing charges with violation of PD 9165 or the Comprehensive Anti-Illegal Drug Act. AMBOANGA City - The Philippine military will not relent in its operation against the Abu Sayyaf group in the southern region as security forces continue tracking down militants who are still holding over a dozen foreign and Filipino hostages.

ZAMBOANGA City - Three of seven persons from this city who were suspected of having the Middle East Respiratory Syndrome-Corona Virus (MERS-CoV) tested negative of the disease, the Department of Health (DOH) said Wednesday.

Mindanao to be key player in ASEAN economic integration, says biz leader DAVAO City - Where does Mindanao sit in the scheme of things in the upcoming ASEAN economic integration? The answer is that there will be no “sitting” involved.

Vicente Lao, chairman of the Mindanao Business Council and Philippine country representative of the BIMP-EAGA Business Council, said on Thursday that Mindanao will be part of the “moving trade and production process” of goods across the ASEAN region. Mindanao, after all, is a major trade gateway to the BIMP-EAGA.

Mindanao’s strength lies in its location and its resources. Lao said that the island has fertile land and largely remains to be typhoon free; hence, crops can grow all year round.

He a ls o ment ione d that the Bukidnon-Davao (BuDa) area has high potential in terms of being able to plant high-value vegetables and flowers.

“Bukidnon’s high altitude climate makes it conducive to planting crops that can’t be grown elsewhere in the Philippines,” he said.

Logistics, however, is seen to impede the foreseen

dynamic trading processes.

Building roads and bridges are already addressing this problem.

He said that Mindanao also has a lack of storage facilities; that there’s a need for an uninterrupted temperature-controlled supply chains. These can efficiently store and distribute products and extend shelf life of fresh agricultural produce.

“Mindanao also has a growing poultry business that is bird-flu free,” he said.

One of the biggest weakness of Mindanao that’s yet to be addressed is power and energy. He is optimistic

that the island will be selfsufficient by next year.

Lao said that every country will be involved in the cross-border trade and in the ASEAN Integration.

But the end of the process will see competitive products produced by members of the network.

“We have to stop thinking of every country producing goods by itself,” he said.

“We have to start thinking of the whole ASEAN as a single source of the goods to be sold in Europe, to US, or to China.”

n anticipation of load growth in Mindanao, NGCP recently energized a 230-kilovolt (kV) line which will loop Northern and Southern Mindanao. The 213-circuit kilometer-long line from Villanueva, Misamis Oriental to Maramag, Bukidnon is part of the second stage of new Mindanao 230-kV Transmission Backbone

Project.

Known as the KirahonMaramag 230-kV line, the high-voltage transmission facility provides a vital link between North Mindanao, where existing power plants are, and South Mindanao, where the load or demand is foreseen to increase.

The Mindanao Backbone Project intends to increase NGCP’s transmission ca-

pacity in Mindanao from 138 kV to 230 kV, thereby providing additional corridor for the transmission of power supply from the Agus and Pulangi Hydro facilities, which accounts for the bulk of power supply in Mindanao.

“The southern part of Mindanao, particularly the SOCSARGEN area and Davao, is the load center of

the island since it is also a center for commerce.

NGCP needs to ensure that the power generated from the north is transmitted reliably to SOCSARGEN and Davao, especially during summer season. The Kirahon-Maramag line and the new Mindanao Transmission Backbone will ensure that the supply is fully dispatched to meet

Circulate coins, BSP says

T

he Bangko Sentral ng Pilipinas said consumers should stop complaining about being shortchanged after buying a product because of lack of coins in circulation.

The BSP-Dagupan branch said at least 21 billion pieces of coins are supposed to be

circulated in the country.

When divided by the Philippine population, each Filipino can have at least 250 pieces of coins in individual possession.

Analiza Catan, senior research specialist and information officer of BSP-Dagupan, said of the 21 billion pieces, 56 percent are 25 centavo coins and below while the remaining 44 percent are one, five and 10 peso coins.

“We encourage everyone to use their coins in order for it to circulate and we could all receive exact change whenever we buy a product,” Catan said during the KBP Forum held at the Philippine Information Agency-Dagupan office.

As Pinoys are fond of storing coins in piggy banks or ‘alkansya,’ the BSP advised that when these piggy banks are full, it is best to go to commercial banks and exchange the coins for paper bills.

Catan said aside from not receiving the exact amount of change, another disadvantage of not spending coins is that the government will spend more money for the production of a coin.

“Production of a centavo costs more than its value,” she added.

Ma. Lourdes Manaois, research specialist, said in the same forum that House Bill 2411 or the anti- hoarding of coins is now on its second reading in Congress.

Manaois said part of the provisions in the House Bill are the acts that constitute hoarding of coins. it also provides how long a person can hold coins in his possession and how much is allowed in his possession, she added. (MCA/VHS/ PIA1Pangasinan)

Snapshots of a golden smile IN describing the progress of CDO, we tend to be high falluting. We define Cagayan de Oro based on its tag as the most competitive city outside Metro Manila, the most livable city, etc.

We define Cagayan de Oro based on the number of condos and shopping malls erected and call centers developed. We define Cagayan de Oro on the number of nightspots, on the number of recreational spots that have been installed here, etc. Our brains are so obsessed with things modern that we tend to overlook the basic beauty that we

see around us – from the golden smile of a neighbor to someone in the office sharing her Toblerone to a coworker.

Snapshots of the beauty of CDO are all around us if you take the time to digest that in your mind. You don’t need to look, you already have looked at a lot. It has just not registered into your consciousness yet.

One example is the huge Lapu-lapu centavo coin in Elipe Park. We pass by that area everyday. But as we walk past it, we don’t pay any conscious attention to it. Our eyes are

I don’t know the etymology behind the hotel’s name but somehow it attracts not us but foreign tourists.

Aluba youth to perform stage play at City Central A

Catholic parish-based youth group in the city has organized what should be recognized as the very first community-based theater in Cagayan de Oro.

This November 7, around 25 youth laity from the Immaculate Conception Parish of Aluba will present their version of Joseph and the Amazing Technicolor Dreamcoat at the City Central School on two

occasions – the matinee at 12:30 p.m. and the gala at 9:30 p.m.

A l t h o u g h the Immaculate Conception Parish of Aluba Youth Apostolate has already staged the same play last July to raise funds for their church edifice, this particular performance will be for the benefit of the expansion of the City Central School.

That means their initial performance

was so popular that the City Central School management has decided to commission them for their November show.

But it really started when the parishioners from Aluba needed to raise funds for the expansion of their church structure. At a loss on where to go, the youth from Aluba decided on a groundbreaking mission – to group

themselves as a theater g roup and emb ark where no one has gone before: staging a theater play as a communitybased group.

T he Immac u l ate Conception Parish of Aluba Youth Apostolate enlisted choreographer Cres Cecilio Mabanta Jr. to walk the play through and trained the ragtag youth of Aluba ranging from five to 25 years old.

They are varied – from

out-of-school youths to fourth graders to high schoolers to college graduates and young professionals.

The training paid off and they produced a very awesome and very vivid depiction of Joseph and the Amazing Technicolor Dreamcoat at St. Mary’s Gym last July.
