Growers still struggling 2 years after typhoon Pablo

AVAO City––Two years after super typhoon Pablo devastated vast plantations, the banana industry is still struggling to recover, the Pilipino Banana Growers and Exporters Association (PBGEA) revealed.

PBGEA President Anthony Alexander Valoria said Wednesday that almost 14,000 hectares of banana plantations were destroyed due to strong winds and heavy flooding brought by the super typhoon on December 4, 2012.

Of the total devastated area, he said about 4,000 hectares, most of them in Compostela Valley Province, have not yet recovered.

“The banana industry is still struggling. It takes over

a million pesos to develop a banana plantation,” the PBGEA chair told reporters before the opening of the Davao Trade Expo (DATE) 2014 at the SMX Convention Center in SM Lanang.

Valoria, also the president and chief executive officer of Anflo Management and Investment Corporation (Anflocor), said loan assistance from the government to the small growers were not enough for them to be able to recover. “ T he re has n’t b e e n enough support. There should have been more, given the huge contribution of the banana industry in the socio-economic development in Mindanao. For us, let’s say Tagum Agricultural Development Company, Inc.

(Tadeco), obviously we can take care of ourselves. But it’s really the small growers who were hit really hard,” he said.

Tadeco is one of the companies under Anflocor.

The Land Bank of the Philippines (LBP) has offered a rehabilitation loan package of P430,000 to the affected growers early last year.

In January 2013, Stephen Antig, PBGEA executive director, pegged the rehabilitation cost—excluding infrastructures such as packing houses, irrigation system and cable way—at about P600,000 per hectare.

After Pablo hit the provinces of Compostela Valley and Davao del Norte, the PBGEA estimated that the industry lost P7.7 billion as

of December 10, 2012.

PBGEA estimates the total rehabilitation cost at P6.9 billion.

“The problem now with Compostela Valley is that they’ve been given a wake up call that there could be typhoons that pass the area.

So it is difficult to justify huge investments there,” Valoria explained, adding that businessmen now have hesitance

to reinvest in the province.

Thus, some investors are looking at other areas where they could invest on banana plantations, he added.

Valoria emphasized that with the devastation wrought by the typhoon, coupled with flooding, banana diseases are bound to spread in the plantations, too.

The PBGEA chair added that investors are now con-

sidering the impacts of climate change to the banana industry.

Thus, Valoria noted the importance of holding the Davao Trade Expo this year, which aims to, among others, strengthen the banana industry. He said the event encourages interaction among players in the market. (Keith Bacongco / MindaNews)

Vietnam: The first casualty of China’s Asia-Pacific Dream In the past two issues, we talked about the “war clouds” hovering in the Asian region. While most of the readers might find the possibility of an armed conflict, those who have followed the disputes in the South China Sea think otherwise.

As China began to assert ownership of the islets, atolls, rocks and even the shorelines of neighboring countries in the Southeast Asian Region, the possibility of an armed conflict could not be understated.

What has driven China to lately take decisive action in claiming the territories of neighboring countries?

While China argues that they have historical rights over all the disputed islands in the South China Sea, this argument is seen as a pretext to justify aggression.

Perhaps, for China the “dragon of Asia” has finally awaken after decades of slumber. For almost seven decades since Mao Tse Tung

With the exception of the corrupt members of the Philippine Congress, I don’t think there are other citizens in this benighted country not scandalized or outraged by the discovered abuse by the solons of public funds.

I believe no one would dare contradict the fact that this abuse by the national legislators of their pork barrel fund is an anomaly in both the eyes of God and existing laws.

But it is a fact also that the people can’t expect their congressmen and senators to give up their pork fund by passing much needed legislation prohibiting each one of them from having pork fund that before its expose’ as being abused amounted to P70 million and P200 million annually for each congressman and senator, respectively.

It would be like asking the sun to set in the east and rise in the west.

It is precisely in situations like this that the framers of the Constitution included in the fundamental law of the land a provision on People’s Initiative.

Through this provision, the people themselves can propose the enactment of a law that Congress will never pass such as a law prohibiting its members

easy to defeat. Vietnam has shown its resiliency when it defeated the United States in what appeared to be the longest war in modern times that started in 1959 and ended in 1975.

China wants to take Vietnam as a trophy to warn other countries in Southeast Asia, particularly, the Philippines that the Chinese government is serious in its war of aggression.

Certainly, the invasion of the sovereign rights of other countries could be the first

step in carrying the “Chinadriven Asia-Pacific Dream.”

The Chinese government believes that conquering the South China Sea is a major accomplishment to pursue the Asia-Pacific Dream.

In case of an armed conflict in Asia, what would be the picture of the balance of power in the region? Well, Vietnam, Philippines, Malaysia, Japan, and Indonesia might rally together to fight against the powerful enemy like China. In the mainland Asia, India will side with Vietnam. Pakistan, Russia and China will be allies.

However, will the United States take up arms against China in defense of allied countries in the Asia-Pacific region? Many believed that the US will never get a head on with China. The role of the US is to simply sell war materiel to smaller countries. At least, the US will gain while the fury of war in the Asia-Pacific region goes on. -0- react: crisguardian@yahoo.com

People’s Initiative from having pork fund.

The proposed law through the People’s Initiative mechanism in the constitution will have to be endorsed by at least three percent of the total registered voting population in every legislative district.

The sum total of the endorsements should not be less than 10 percent in the entire country.

These twin requirements must be met before the Commission on Elections schedules a referendum where the registered voting population of the entire country will be made to ratify their concurrence to the proposed law.

If you have noticed the mushrooming of signing centers or if you have been approached by anyone to sign the petition for this particular proposed piece of legislation through the People’s Initiative, it is because of the above facts why there is this signature campaign now.

If you are angered by this abuse of the pork barrel fund, which is our fund, then never hesitate to affix your signature on this historic piece of legislation that the people no less are formulating to once and for all put an end to this system in the country.

This exercise is a litmus test on our ability to rise as one nation in whose hand all political power emanates.

Passage of this proposed legislation will galvanize the Filipino people to become a nation. This is only possible, however, if we all involve ourselves in this effort.

Personally, I am very excited about this prospect.

If we are able to unite and thus make this proposed legislation into law, we shall prove to the entire world that we now have become one nation. Are you not excited as well about this prospect?

If you have not signed yet, do so immediately. But remember this. You must be a registered voter for you to be able to sign this petition. You will have to sign only once. You have to

put your full name, family name first, as it appears in your registration form as a voter.

Take note of this. You will have to sign in the petition from your legislative district. If, for example, you are a voter of the lone district of Cagayan de Oro City, then you have to sign only in the form provided for the lone district of your city and never in any other signature forms intended for other legislative districts.

Always put at the back of your mind that congressmen like Rep. Rufus Rodriguez will never endorse this kind of legislation. It is precisely because this kind of legislation will deprive them of their pork fund that they will do their best to scuttle or derail this effort of the people. We should never allow them to do this to us.

When you sign the petition, be very careful that you will not render null and void all the signatures of all the petitioners in the form you are signing by not committing any error. Congressmen and senators will surely demand that the Comelec be very strict in determining that every signature form is signed properly with no error whatsoever.

AMBOANGA City - The construction of housing units for victims of rebel attacks here last year has finally resumed Wednesday after it was suspended due to substandard materials used in the project.

The project in Santa Catalina village is under the socalled Z3R or Zamboanga City Roadmap to Recovery and Reconstruction.

The suspension in the construction of 51 housing units was lifted after the National Housing Authority has committed to comply with the recommendations of the local government.

Mayor Maria Isabelle Salazar said the recommendations were based on the results of joint inspections conducted by the City Engineer’s Office, City Dis-

aster Risk Reduction and Management Office, Office of the City Planning and Development Coordinator, NHA, the BillRay Construction Company and Santa Catalina village leaders.

Residents in the area said they noticed cracks on the housing walls and the poor quality of the construction with some officials even saying the defects were caused by an accident after a backhoe hit some of the units resulting to the collapse of the beams. It was unknown if there were sanctions or fines imposed on the contractor of the housing project.

The project is intended to residents in the area whose houses were destroyed during the siege of Moro National Liberation Front here that lasted three weeks.

The street battles killed and wounded over 400 people and displaced some 120,000 people. The attack was in retaliation to the government’s peace talks with rival Moro Islamic Liberation Front.

According to Carlos, the Solar Power Plant will operate as a distributed, or decentralized electric generation facility. It will be embedded in the local distribution network of ASELCO. The generated electricity will not pass through the high-voltage national transmission grid.

RDRRMC Region 10 bares 2013 Gawad KALASAG awardees; rewards P50k each

he Regional Disaster Risk Reduction and Management Council region 10 chaired by the Office of t he Civ i l D e fe ns e has bared ten awardees of the 2013 Gawad KAlamidad at Sakuna LAbanan SAriling Galing ang Kaligtasan (KALASAG) Awards during the regular monthly meeting of the Technical Working Group on November 19 at Tudela Farmers’ Enterprise and Training Center, municipality of Tudela, Misamis Occidental.

According to Office of Civil Defense-10 regional director Ana C. Cañeda, Gawad KALASAG is an award given to individuals, private sectors, non-government and government organizations in due recognition of their initiative in helping the Philippine government’s battle cry to uplift the standard of disaster management in the country.

“We acknowledge their utmost dedication and sincere devotion of handling and managing disasters in our country,” Cañeda said.

Gawad KALASAG awardees are the following: 1.) Province of Lanao del Norte as Best Provincial Disaster Risk Reduction and Management Council; 2.) City of Cagayan de Oro as Best City Disaster Risk Reduction and Man-

agement Council-Highly Urbanized; 3.) City of Ozamis, Best City Disaster Risk Reduction and Management Council-Component; 4.) Municipality of Quezon, Bukidnon as Best Municipal Disaster Risk Reduction and Management Council- 1st to 3rd class municipality; 5.)

Mayor Hilarion A. Ramiro Sr. Regional Teaching and Training Hospital (MHARS-RT TH) as Best Government National Hospital; 6.) “CGH has already won two consecutive times, if they will again win under the Best Local Government Unit Hospital, it is then their hall of fame,” Cañeda added.

Leaders should be proactive The K to 12 Basic Education program

Practicing to be a leader is a mixture of a challenging and exciting task, and a leader should be effective in performing such.

Leadership is challenging because being a leader means a lot of tough situations and problems that lies ahead. In tackling all of these, there is no turning back and a leader should be brave and courageous to face these situations and problems.

Most of the times, as well, a leader will be in a situation where he plans, organizes, makes sure that things run as planned, tests and risks.

The achievement of their

goal as a group depends on him and how he handles the situation and leads each one of his constituent. Thus, he should be well-equipped in handling these responsibilities.

Leadership is exciting also because it involves learning a lot of things, which would not be gained in just an ordinary situation. Lots of knowledge comes at hand beyond comfort zones; it is gained after taking responsibilities, performing duties and doing tasks that are not normally done.

Further, in doing exciting and challenging leadership tasks, a leader must be effective in performing such tasks in order to be successful.

In a business book written by author Steven R. Covey, he

stated that one of the habits of effective people is being proactive. It means that taking initiative in life through realizing that decisions are the prime determining factor for effectivity in life. Leader should also make sure that these decisions should be in line with his principles and paradigms as a leader. In addition, being proactive is being responsible with the choice and consequences that might follow.

Leadership is an influence.

Thus, to be a good influence to his comrades, he should be proactive, not just in leading but also in all aspects in his life.

K+12 Basic Education Program is a new system in the Philippines, implemented under President Benigno Aquino’s administration.

The implementation of it is to improve country’s educational system and produce high-quality graduates.

The K to 12 has been realized through collaboration among Department of Education (DepEd), Commission on Higher Education (CHED), Technical Education and Skills Development Authority (TESDA) and other

stakeholders.

Aside from the fact that the current administration believes a 12-year program is an adequate period for learning under basic education, there are various reasons for the approval of K to 12 Basic Education program.

First is that Philippines is the last in Asia and one of the three countries worldwide having ten-year preuniversity cycle. Through K to 12, our nation will be at par with other countries.

Other than that, this program will also provide longer period of schooling for students. The longer period of schooling could give them

more time to learn about subject matters.

And last, K to 12 program is a key so that Filipinos would have recognition in working abroad. It is because K to 12 program consist of technical-vocational courses. Thus, it is expected to produce better-trained human resources that could compete in global arena.

K to 12 has traveled a long run and introduced improvements for Philippine Education system. Through it, Filipinos, of any status, can be more confident that they too could contribute more success, helping towards nation-building.

Do you have trouble in handling your temper?

Do you have problems in dealing with your impatience?

I must admit , I am also struggling with my impatience.

I easily get angry when I encounter people who beats around the bush and tell long stories.

I usually get irritated when the fast food service is real slow.

My patience really gets tested when I am in the middle of the traffic.

Sometimes I just want to cry out and pray to God, “Lord give me patience, now!”

In other words, mga kapatid, tao din ako, na naiinis at napipikon sa mga pangyayari sa buhay.

If you are feeling the same way, you are not alone.

Allow me to share with you my personal observation of people who are impatient.

Impatient people easily get angry while patient people are not easily angered.

Impatient people make foolish decision while patient people make wise decision.

Impatient people are often sad while patient people are often happy.

Impatient people are sometimes annoying while patient people are fun to be with.

Impatient people are often emotional while patient people are more objective.

Impatient people do not know how to wait while patient people know how to wait.

Impatient people live in stress while patient people live in peace.

We now all have a choice to make: To live in impatience or to live in patience?

We cannot say that this is how we were born, so people just got to live up with our attitude.

At the end of the day, you and I have a choice to make.

Do you want to live in stress or in peace?

If you choose to live in peace, you got to choose to be more patient.

Becoming a patient person ultimately is a choice.

THINK. REFLECT. APPLY. Was there a time when your patience was tested?

How did you react to the situation? Were you calm or angry?

Do you think you should make a move to counter your impatience?

ecause how can a positive trait remain positive in the long end from first of age towards maturity – if all the negatives along the way were given emphasis, most of the time ultimate?

Hence, I took on the task of doing just that when I became a father to my 2 kids, the elder male and the younger, female – redirecting what was apparently usually defined as negative into the positive WITHOUT SCOULDING since they wore diapers until they grew bigger.

The results were ASTONISHING as I expected. We were very close with the kids, their intelligence did shine on all academics, they could communicate very well with their age and elder people, very creative, they could absorb new learning easily whether mental or physical, they possessed a great sense of humor, there was less crying, if at all, and many more. Also, the results in the male and the female were the same.

Of course, there was great adjustment on my part because I was raised the traditional way.

But it helped a lot that I pointed out immediately to them that I was SORRY and I won’t raise my voice again. Doing this is an act of contrition, not of an over acting activity.

That REALLY is the point of PATIENCE. THE PATIENCE THAT MEANS LISTENING. Not doing or TALKING – but LISTENING. The patience there is when you HOLD BACK before scolding and flaunting your temper. That’s when you think twice about it before launching the scolding. Then you become calmer, and reformulating your words into more constructive lines, thereby becoming a melody instead of a mere noise. And when the melody comes out, the expected result of HARMONY is achieved. Only then PATIENCE is displayed.

Most doctors of psychology would maintain that there must be a balance of praise and scolding, of happiness and pain. I’d rather DISAGREE. Rather that stressing positive and acceptable behavior is sufficient enough.

Freud’s theories must be very outdated at this time, really, while still being the hallmark center point of most schools of psychology, sociology, education, etc.

But this mosquito, as I may so call it, must go. Since it stresses the nagger more than the nagged that receives it, it’s really simple to do. To do this is to not nag and say it only once with nice words of course and a clear foresight of the intended result, which is good and happy for both or all.

Nagging results in the shrinking of the mind and doesn’t result in any opening of the mind.

Instead of saying ‘bayot’ to a child, or ‘smoke’ or ‘drink’ or ‘kulit’ or much worse ‘kill’, and many more, one will rest assured that that child will turn out gay, a smoker, a drinker, a menace, a crook or a killer. Because of one’s paranoia of having a child that will eventually malign one’s reputation when she grows up, one introduces to the mind something that wasn’t there in the first place.

And if it were a crime that

resulted from nagging, as is almost the case, it is the crime that is punished, and not the root of it, which is nagging. And we see crime DAILY in tv, radio and papers that will only perpetuate it, since it will be placed in the minds of those who don’t have it in their minds yet.

Be careful with this. This is very seriously damaging. One symptom of this is the child that can’t move, can’t react and sits in one place. MEDIA especially should overturn this.

If it were love, then repetition is relevant and sweet. And it is sweeter for the repeater than for the child or subject who receives the repetition.

The result is ecstatic happiness and a sense of overwhelming, overflowing life.

There is un – empowering factor in the word ‘empower’, as is usually the favorite word used by those who use it. It is that the basis or premise is the lack thereof – of power. And that is really the point being made, stressed and emphasized. The same with ‘struggle’ and ‘advocacy’ – there is a going against.

It will only leak to create some other form of conflict in the end.

by DPWH-10 Regional Director Evelyn T. Barroso at the Regional Office, Bulua, Cagayan de Oro City.

Engr. Egam took over the place vacated by DE Bonifacio R. Lora due to mandatory retirement.

Also present during the oath taking are the witnesses: Chief Administrative Officer Atty. Ernest Anthony L. Lorea, Legal Officer III and Acting Personnel Officer Atty. Mary Therese Quizo, CDO 1st DEO Assistant District Engr. Virginia G. Batocail and CDO 1st Section Chiefs.

DE Egam was appointed as the OIC-DE of CDO 1st DEO in Janu-

ary 11, 2013 by virtue of a Special Order No. 012, series of 2013 of DPWH Secretary Rogelio L. Singson per recommendation of RD Evelyn T. Barroso. She was the Chief of Maintenance Division before her promotion. She was also once the Planning Division Chief from 2010 to 2012 and the Maintenance Division Chief from 1982 to 2009.

Over the years, she has dedicated her services to this department for 38 fruitful years already and still counting.

Now that she has taken her oath, DE Egam formally has the authority of exercising her powers in the office to further improve the quality and efficiency of infrastructure services rendered to the public. DPWH-10

Misamis Occidental declared development-ready province Business, tourism expected to thrive province-wide OROQUIETA City - Misamis Occidental has been declared a “Conflict Manageable and Development Ready (CMDR)” province.

Signed during the opening of the four-day 1st Mindanao Congress of the Liga ng mga Barangay (LnB) Presidents 2014, held in the city, recently, the declaration expects business and tourism industry to thrive in the province.

With this declaration, Misamis Occidental is expected to attract more local and foreign investors, thus creating more jobs for the people, thus elevating the

economic and social status of the province, Gerard M. Ramiro, chairperson of the Provincial Tourism Council, said.

Likewise, the declaration expects to create a positive psychological effect for the people, therefore, encouraging them to put up their own commerce without any threat to their security or the stability of their businesses.

Meanwhile, the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) with the guidance of the local government units (LGU’s) will be there to address any situation, Lt. Col. The two-day activity at the Grand Caprice is threefold: on the first day today will be the Council of Presidents Assembly and the NMR1 4th Regional Assembly. The Council of Presidents is headed by the 33 current and ex-presidents of the Fraternal Order of Philippine Eagles since its inception in 1979.

On one hand, the participants of the NMR1 4th Regional Assembly are members of the 24 clubs comprising NMR1. In the assembly, the regional election for the next set of officers will also be held. The Governor’s Night will follow with VIP speakers Rep. Maximo Rodriguez Jr., Rep. Rufus Rodriguez, Rep. Rolando Uy and Mayor Oscar Moreno. All these officials have been inducted in the past as Eagle members.
