716,000 evacuated due to ‘Ruby’

THE National Disaster Risk Reduction and Management Council (NDRRMC) on Sunday reported that 716,639 persons conducted pre-emptive evacuations due to the effects of Typhoon “Ruby.” NDRMMC, in its 6 a.m. situationer report said 146,875 families or 716,639 persons have been evacuated in safer areas in Regions 4-A (Calabarzon), 4-B (Mimaropa), 5 (Bicol), 6 (Western Visayas), 7 (Central Visayas), 8 (Eastern Visayas) and Caraga Region in Mindanao. It added that 2,459 passengers, 89 rolling cargoes, 689 vessels and three motor boats were stranded in various ports of the country while 92 domestic flights have been cancelled. Power outages were reported in the provinces of Quezon, Iloilo, Northern Samar, Eastern Samar, Samar, Leyte and Southern Leyte. Media ng Bayan

Tatad said that the NTC was organized three years ago and that they already made several assemblies in different parts of the country and have made “declarations” of their position. Tatad said the declaration was first made in Lipa, Batangas in August, in Cebu last October, Butuan last November, four days ago in Angeles and in Davao. The Davao assembly was attended by leaders of the Roman Catholic church headed by former Archbishop Fernando Capalla of Davao City, some members of civil society organization and former Moro Islamic Liberation Front spokesman, Eid Kabalu. Among the thousands who came to the event came from the Gagmayng Kristohanong Katilingban (GKK, or Basic Christian Communities) from the Davao region and other parts of Mindanao. The NTC has also questioned the legitimacy of the Aquino administration

over the use of the Precinct Count Optical System (PCOS) automated electoral system (AES) machines, which he and other NTC leaders have described as inaccurate and rotten. “We are not holding honest to goodness electoral systems anymore, it’s the (PCOS) machines who are doing it. There’s no way of checking because they removed all safety features and accuracy mechanism from these machines in 2010,” said Tatad. Gonzales said that the company Smartmatic “conducted the elections, not the Comelec (Commission on Elections)” and that “no one can say for a fact that

their votes were counted correctly.” “Which means whoever is in the office today are only de facto leaders not truly elected by our people, they must step down not resign,” said Gonzales. Electoral watchdog AES Watch, composed of church groups and computer professionals also raised the same issues before the 2010 Presidential elections but the Comelec have defended the use of the PCOS. The NTC is offering Pres. Aquino a graceful way out by resigning than get unseated by a People Power movement. “It is not necessarily People Power if he steps down

Governor Dimaporo is a third termer as Governor of Lanao del Norte. He is presently the Vice-President of the Confederation of Provincial Governors, City Mayors and Municipal Mayors League President of Mindanao (CONFED Mindanao) and Chair of the RDC-Social Development Committee. He has also served as Chair of the RDC-Infrastructure/Utilities Development Committee in 2007-2010. Governor Dimaporo finished his Bachelor of Arts in International Economics (2002) at the University of San Francisco in California where he also earned his Master’s Degree in Development Economics (2003) with honors. What if war breaks out in Asia? An AFP carried Brett Arends, of Market Watch, a report that China this year will produce $ 17.6 trillion in terms of “goods and services” compared to the U.S. $ 17.4 trillion. Arends reported that “China now accounts for 16.5 percent of the global economy when measured in real purchasing-power terms, compared with 16.3 percent for the U.S.” The calculations are based on a well-established and widely used economic measure known as purchasing-power parity (or PPP), which measures the actual output as opposed to fluctuations in exchange rates, the report said. The report means that the United States has lost its slot as the world’s number one economic power with China gaining the upper

hand. The significance of the report is that China is now in total control of the world’s economy. We are writing on this in the light of the skepticism whether the U.S. will stand by its allies in the Asia-Pacific region in case of a Chinese aggression in Asia. Don’t get me wrong, China will certainly resort to military action against Asian countries, particularly in the Southeast Asia region - part of the Chinese government’s “Asia-Pacific Dream.” Last month, China started constructing an airfield in one of the islands in the hotly contested Spratly. Z amora, who also heads the City Permits and Licensing Division, said the proposed zoning s cheme involves the creation of tricycle routes for the city’s barangays. She said the barangays will be tapped to assist in the monitoring and regulation of tricycle operations, especially

those plying specific routes in their areas. With the implementation of the zoning scheme, she said they will strictly implement the ban for tric ycles from entering or passing portions of the national highway in the area. Z amor a a ck now l edged that the zoning scheme will initially cause inconvenience to residents who are used to the current unregulated routes. “But if this will eventually solve our traffic problem then why not adopt it,” she said. City officials earlier estimated that around 8,000 tricycles have been operating on a daily basis in various routes in the area. But such figure was two-folds more than the actual number of tricycle franchises that had been issued by the MTFRB. The MTFRB noted that “colorum” tricycles or those without franchises have been clogging the city’s thoroughfares and eventually cause congestion, especially during the peak hours. The city government earlier launched a crackdown against “colorum” tricycles after it came out that a significant number of tricycle units plying various routes in the area have originated from nearby towns in South Cotabato and Sarangani provinces.(PNA)

AMBOANGA City One of two European wildlife photographers kidnapped by Abu Sayyaf in 2012 had escaped from his guards - after he killed one of them with a bolo - and recovered Saturday, December 6, 2014 by soldiers battling the terrorist group in Sulu province, officials said. Marine Captain Maria Rowena Muyuela, a spokeswoman for the Western Mindanao Command, said the 49-year old Lorenzo Vinciguerra, from Switzerland,

was rescued in the hinterlands of Patikul town. She said Vinciguerra managed to grab the bolo of his guard and killed him, and then escaped until he was rescued by soldiers. She said the foreigner also suffered a cut in the face during the scuffle for the bolo. She said at least a dozen Abu Sayyaf gunmen under sub-leader Hatib Hajan Sawadjaan were also killed and wounded in the military operation against the terror group, blamed for the spate of kidnappings and killings.

“The military, in coordination with the police, continues to intensify the conduct of law enforcement operations in order to expedite the capture of lawless elements responsible for the series of atrocities in the province,” she said. Sulu police chief Senior Superintendent Abraham Orbita said the slain guard turned out to be Abu Sayyaf sub-leader Juhurim Hussien, who was hacked by Vinciguerra in the neck. “It was Juhurin Hussien, alright, one of the sub-leaders of the Abu Sayyaf,” he told the regional newspaper Mindanao Examiner. The fate of his companion, Ewold Horn, 54, from Holland, is still unknown, but police said he is being held by a separate Abu Sayyaf group. Both Horn and Vinciguerra

China says it will not join the PHL in South China Sea arbitration case By Michaela del Callar

A week before a courtappointed deadline to challenge the Philippine government’s case, China on Sunday said it will not join the arbitration proceedings on the South China Sea row that was initiated by the Philippines. Citing a Chinese government “position paper,” the Chinese Foreign Ministry said China “will neither accept nor participate in the arbitration.” The Philippine government has reserved comment on the matter. “We’re studying it and will issue a statement in due course, if warranted and appropriate,” said Foreign Affairs spokesman Charles Jose in a text message. A five-man tribunal based in The Hague, Netherlands operating under the ambit of the United Nations

Convention on the Law of the Sea (UNCLOS) gave China until December 15 to respond to the complaint filed by the Philippines, which sought clarification of its maritime entitlements over parts of the waters within its territory, but is being claimed by China. A party-list lawmaker has moved to exempt blind massage therapists who are legitimate members of cooperatives from Administrative Order No. 2010-0034. AGAP Party-list Rep. Rico B. Geron aired his call through House Resolution No. 1691 calling on the House of Representatives to direct the House Committee on Cooperatives to appeal to the DOH to effect such exemption. Geron recalled that the DOH, on December 10, 2010, issued AO No. 2010-0034 enhancing the rules and regulations on all facilities providing massage services and practitioners. The said department order mandates all massage therapist to be licensed massage therapists (LMT) accredited and certified by the DOH

Five oil companies start bigtime rollback FIVE oil companies will start its bigtime rollback at P2.25 per liter on Sunday. Petron Corporation, Pilipinas Shell Petroleum Corporation (PSPC), PTT Philippines Corporation, Seaoil and Chevron Philippines Inc (CPI) will rollback its diesel products by Php2.50 and Php2.25 per liter at 12:01 a.m. on Sunday. Seaoil, PSPC and CPI -- with its Caltex brands -- will reduce their kerosene prices by P2.25. All price movements will take effect at 12:01 a.m. Sunday. The plunge is yet another effect of Saudi Arabia defending its market share, not only in America, but

also in Asia. Saudi Arabian Oil Co. was reported to have given a huge discount to its Asian customers by US$ 2.00 per barrel, which is below the regional benchmark. Previously, Energy Department Undersecretary Zenaida Monsada said the oil prices are expected to fall due to Saudi Arabia’s want to maintain a hold of its market share in America. I took the late flight from Davao to Manila and to my surprise; the good mayor of Davao “Mayor Duterte” was on the same flight. I am sure all of us have heard so many stories about the mayor; how he instilled discipline and order like no firecracker policy on the new year’s eve. No smoking policy on public places is also one of the no-no in Davao. Recently his good office set a speed limit within the city to prevent accidents. Surprisingly, the Davaoeños followed the mayor. (Even typhoons follow the speed limit when it reaches Davao.) Mayo Duterte is also very well-known for curbing criminality, to the point that he disguises himself as a taxi driver to help in solving petty crimes of holdup of taxi drivers. He is tough in implementing the rules of the land, that is the reason criminals are afraid to enter the city of Davao. When the good mayor saw an elderly woman carrying her luggage, he immediately offered help. Despite of his machismo and tough dirty harry image, I saw the other side of Mayor Duterte, and this was when he helped an elderly woman bring down her heavy luggage from the

plane going down the stairs. He was so insistent to offer help and the elderly woman did not know what to do, but because of his persistence, the woman can’t do anything but to oblige him. For me, a simple act of manhood by helping an elderly woman speaks so much of his character. Mayor Duterte is not only a folkore, but he is true and a real person. He definitely walks his talk. This makes me respect him more as a person and a public official of Davao City. There was no camera, press people for a photo opportunity to place him in the headline news. It was simply a pure act of kindness and being a gentleman. I have been in Davao almost 20 times this year. I have been asking around; how is the performance of their good mayor? Never have I heard anything bad, nothing but all good praises from a taxi driver to the most affluent people in Davao. Based on my personal observation, these are the following leadership principles that I learned that made Mayor Duterte an effective leader. LEADERSHIP PRINCIPLE 1. WALK THE TALK It is not what you say but what you do. People believe in him because they know that the mayor practice what he is preaching. LEADERSHIP PRINCIPLE 2. MAKE THINGS HAPPEN I got an opportunity to speak to him personally and he said that there are many laws in our land, but the issue is, do people obey the law? rchitect Cocoy Paano, one of the renowned visual artists in this part of Vismin, unveiled on Friday a portraiture of BWM Group publisher Dante Sudaria on the occasion of the latter’s 43rd birthday. The 22x30 inch oilon-canvas shows Sudaria sitting and reading on a copy of BusinessWeek Mindanao, which is the flagship publication of BWM Group and a sister of this paper, Mindanao Daily. According to Paano, the composition, angle, outfit and lights for

Sudaria’s pose were under his direction but the photograph on which the painting was based was done by equally renowned photographer Glenn Palacio. The photograph and painting session was all done in Paano’s studio. Paano chose the pose of Sudaria reading a BusinessWeek Mindanao copy because it represents the portrait of an “emerging newspaper magnate of Mindanao.” Paano, an architect by profession, said he has also envisioned

a planned BWM Group headquarters to be partly based from elements in the portraiture. With the launch of this new portrait, Paano hopes to enliven the realism aspect in the visual arts field in Cagayan de Oro and Northern Mindanao. “Karong panahona, ang kasagara diha basta lang guhit-guhit. Let’s put portraiture in a proper perspective so it has its own dignity as an art form,” Paano said. For Paano is one artist who never stops learning in enriching

his craft to perfection and giving justice and satisfaction to his clientele. He paints and designs art in the wee hours of the night. Patrons and patronesses of the art consider Paano’s

artworks as priceless lifetime collections. His majestic portraitures always achieve apotheosis of the soul which makes him a great and unique painter in his approaches to his

asko de Oro, this year’s Christmas initiative of the Cagayan de Oro Tourism Council – will be more interesting with the inclusion of the Dress up your Motorela competition dubbed as PaskoRela. Any individual, corporate group, or organization may adopt a motorela to join the contest of which Christmas symbols should be used to deck the motorela and preferably with Christmas lights installed to it. The motorela as an entry will still be used by their operators or drivers on daily basis during the contest period with the decors attached to it. The Tourism Council

believes that by parading these motorelas around the city during the Christmas season, will add more Christmas feel around the City. Cash prizes will be given away to winning entries. Forms are available at the City Tourism Office with detailed guidelines. The Pasko de Oro series of events will be launched very soon to include Bangga sa Daygon for Elementary and Open Category, lantern parade and Christmas Bazaar at Gaston Park.
