DAVAO City--Mindanao’s first Hyperbaric Chamber facility will rise by October this year at the Southern Philippines Medical Center (SPMC), a move that will strengthen the Davao region’s position as a premier diving destination in the

Philippines, the regional tourism director said.

At the sidelines of the groundbreaking rites on Saturday for the one-floor building behind the Mindanao Heart Center, Robert Alabado, regional director of the Department of Tourism (DOT) told Mindanews that the absence of this facility

is one of the deterrents why they could not fully promote the diving sites off the Island Garden City of Samal (IGACOS). He said safety is a primary consideration of tour operators, most especially from the neighboring countries of the Association of Southeast See facility, page A2

Asian Fruit Market opens in Davao City

DAVAO City--Davao City’s bid to become “the biggest fruit market” in Asia in 10 years has been given a boost with the inauguration of the P10-million Asian Fruit Market just outside the Abreeza Mall here on Saturday.

Tourism regional director Robert Alabado III said the project is intended to test the waters if it’s possible to open a bigger market in the city where fruits from the Philippines and neighboring countries can be sold to domestic and foreign tourists.

He said they intend to to showcase the local fruits in a presentable manner, being one of the main attractions to tourists that “will remind them of Davao.”

The Asian Fruit Market is “a short-term venue to showcase the agricultural produce of Mindanao particularly offering high value fruits, commercial crops, root crops, and vegetables.”

Other products include ornamental plants, herbs, and other fruit-based products.

“What we are trying to

do is putting agri-tourism as part of tourism in Davao.

Davao has long been known for its fruits like durian, pomelo, mangosteen. If tourists are coming here it’s always the fruits that they are looking for. This is one way of presenting to them in an organized manner the fruits that they can taste,” he said.

The Asian Fruit Market is located where the Fountain Area of the mall once stood.

He said that if Thailand managed to run a hectare of fruit market, he envisions to surpass this by rolling out a two-hectare fruit market in the future.

The Asian Fruit Market has a total area of 1,538 square meters and is rented out for free by the Abreeza Mall for one year. It has five stalls (7.5 sqms.), 10 Vinta units (15 sqms.), three small tents (25 sqms.), and one big tent (192 sqms.) for selling agri products and dining.

It had 26 occupants as of opening day.

The fruit market is aimed at putting Davao as the home of the biggest fruit market in Asia in 10 years by showcasing “Mindanao’s abundance

in high value fruits, commercial crops, root crops, vegetables and products.”

It is also hoped to encourage active involvement

He said the hyperbaric chamber will give divers assurance that there would be an efficient medical support as they explore the depths of the diving sites.

The DOT press briefer said hyperbaric chambers are airtight-encased devices used for treating decompression sickness and other dive-related conditions arising from exposure to different mixture of pure oxygen and natural air at different atmospheric pressures.

“The Hyperbaric Chamber System is very important in treating scuba divers who are suffering from decompression sickness, a condition arising from dissolved gases coming out of solution into bubbles inside a depressurization,” it said.

It explained that the bubbles can be formed inside and move to any part of the body, causing pain in the joints, rashes, paralysis, or death.

Alabado said that when the construction is finished in four months or by October, they can finally market Samal Island as one of the

best sites for microphotography, which is done taking detailed shots of the tiny underwater critters and corals.

Robert Teo, director of the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) said they have procured since last year four hyperbaric chambers that have already been delivered to Puerto Princesa in Palawan, Batangas, Bohol, and Cebu.

The still functioning hyperbaric chamber in Cebu will be transferred here once the construction of P2.5 million building at the SPMC compound is completed, he said.

“When we market diving as a tourist activity, there is a requirement because diving can be dangerous if improper procedures are made. We are going to lessen the risks by having an equipment such as this chamber. Our tourists will be assured that they are in safe hands,” Tourism assistant secretary Art Boncato Jr. said.

‘Ombud ’ upholds Moreno’s dismissal, bars to hold office Tuesday, June 28, 2016

The Ombudsman sustained its dismissal and perpetual disqualification order against Cagayan De Oro City Mayor Oscar Moreno, a lawyer said Monday.

Lawyer Leon Gan said that he has seen the copy of the Ombudsman’s order, which upheld the dismissal order of Moreno last August 14, 2015.

Lawyer Janeth Nunez, one of the lawyers of Vice Mayor Ian Acenas provided Mindanao Daily News (MDN) the copy of the denial dated Feb. 15, 2016. Ombudsman Conchita Morales approved the denial on March 3, 2016.

The Order was reportedly served Monday, June 27, 2016. The Office of the City Mayor has also denied receipt of the alleged Ombudsman order.

William Guialani, the complainant of the antigraft and corrupt practices against Moreno, however, confirmed that he obtained the copy of the Ombudsman’s order.

He said that the latest Ombudsman order sustained and affirmed its decision to dismiss and p er p etua l ly dis qualif y Moreno and the acting city Treasurer Glenn C. Bañez from holding public office.

The case stemmed from Guialani’s complaint involving the Ajinomoto Phil.

Inc. case where the city government lowered the tax assessment due the city government from Php 2.9 million to Php 300,000.

The anti-graft court found out that Moreno and the City Treasurer Bañez entered a negotiation with the Ajinomoto Phil. to reduce the tax assessment without the approval of the City Council.

found Moreno and Bañez administratively guilty of grave misconduct and ordered them dismissed from service and perpetually disqualified to hold public office.

Part of the order reads: “Wherefore, the office finds respondents Oscar S. Moreno and Glenn C. Bañez Guilty of Grave Misconduct and are meted out the penalty of Dismissal from service, including the accessory penalties of cancellation of eligibility, forfeiture of retirement benefits, and the perpetual disqualification for re-employment in the government service.”

The Ombudsman instructed the Department of Interior and Local Government (DILG) on November 2015 to serve the Order, which the DILG transmitted and served on November 11, 2015.

Moreno filed a motion for reconsideration on the grounds that the Ombudsman’s decision was “harsh” and alleged that the antigraft court did not receive his “counter-affidavit.”

Moreno filed a petition, pending the resolution of the MR, for the issuance of the Temporary Restraining Order (TRO) and the Writ of Preliminary Injunction (WPI), which the Court of Appeals (CA) Special 22 nd Division in Cagayan De Oro City has granted.

With the Ombudsman’s dismissal and perpetual disqualification order and pending resolution of the MR, Mayoral candidate Vicente “Dongkoy” Emano filed a “quo warranto” case against Moreno with the Commissions on Elections (COMELEC).

Emano’s lawyer maintained that Moreno’s certificate of candidacy (COC) to run for the mayoral post was invalid because the Ombudsman has already perpetually ordered Moreno from holding public office.

If the COMELEC rules in favor of the petition for “quo warranto,” all the votes that Moreno garnered in the mayoral race on May 9 would be invalid and considered “stray votes.”

The President and the Press

OF LATE, the conversation between the news media and President-elect Rodrigo Roa Duterte has turned sharp and shrill. Lost amid all the noise is the mutual duty in law and tradition of the two parties to serve and inform the Filipino people about issues, events, and policies that affect their interest and welfare.

The Presidency -- all at once the chief executive, the fount of foreign policy, the manager of the national household, the guardian of peace and order, the commander of the uniformed services, and the arbiter of policy conflicts -- is the most important pivot of news and policy in the land.

Its mandate in law: lead the nation, and promote transparency, accountability, and good governance.

But the Constitution also upholds the citizens’ inalienable rights to free speech, press, expression, and peaceable assembly.

It guarantees as well ev-

ery Filipino’s rights to due process, equality before the law, access to information, justice, life.

The news media, as “the people’s private eye in the public arena,” serves only as custodian and gatekeeper of some of these rights, on behalf of the citizens. Yet these are tasks that must be accomplished, and no less than a parade of 16 presidents before Mr. Duterte, and the Philippines’s centennial journey from democracy to repression and back, illustrate why and how we must inquire into, inveigh, and investigate public officials and agencies, on behalf of the citizens.

Duterte’s vexations with those he calls the “low-lifes” and the “mouthpieces” in our ranks, we cannot and will not ignore the President.

In truth, we in the news media must report more -- and better -- about Mr. Duterte and his policies and

actions, with our stories guided by the best standards of accuracy, fairness, and context.

This is even as we note at least two disturbing “messages” from the Presidentelect.

First, by saying that unnamed “corrupt journalists... vultures of journalism can die for all I care (because) you’re asking for it,” Mr. Duterte mocks the memory of 172 journalists, as of latest count, who had been killed in the line of duty since democracy’s rebirth in 1986.

The last story that a big majority of these slain journalists had filed precisely exposed crime and corruption, the same social ills that Mr. Duterte says he wants to curb. Sadly, to this day, not a single mastermind or principal suspect in these murders, including state agents, local warlords, and criminal elements, have gone to jail.

What does the Brexit mean for the United Kingdom’s and Europe’s future? What does the Brexit means for the whole global economy?

Let me focus especially to France and the United Kingdom. The French business might to gain from Brexit, but also a “Frexit” menaces.

Following the Brexit, the UK’s closest continental neighbor faces its own political challenges. But the French are also poised to benefit should the UK lose access to the single market.

As Charles Dickens’ “A Tale of Two Cities,” about Paris and London, begins, “It was the best of times, it was the worst of times.”

The same could be said after Great Britain’s decision to leave the European Union with a nearly 52-percent

vote. France, the United Kingdom’s closest continental neighbor, will have its own set of political and economic challenges in the days ahead: from losing Great Britain as a partner at the EU round table to the specter of its own Frexit referendum. But the French are also poised to benefit should the UK lose access to the single market.

Honestly, the FrancoBritish political relationship had never been defined by the European Union but is based on bilateral interests. I am sure, that this will not change. It’s not like Germany, where the Franco-German relationship is extremely important as long as the EU is working well.

Fighting the rebels

The fight between the government troops and the rebel groups is not staged on an even ground, hence the war could not be won.

The rebels have better edge since they can appear and disappear while exchange of bullets is raging. The rebels wear civilian clothes unlike the soldiers who must be in uniform and clearly identifiable. And because of this difference in appearance, the rebels can easily enter any house in the hills and appear as poor farmers working in the field. The soldiers cannot touch them anymore by their outlooks but watch out because the moment they get the chance they fires their guns and blow out the head of a government troopers.

The rebels rarely fight face-to-face with the soldiers unless cornered. The hit and run, and ambush and hide are their favorite style of fighting since they can save bullets and avoid getting killed by pursuers.

DA-Caraga launches P31M Agri-Pinoy Trading Center Tuesday, June 28, 2016

DAPA, SIARGAO ISLAND, Surigao del Norte -- The Department of Agriculture (DA) in Caraga in partnership with the provincial government of Surigao del Norte and Winrock International officially opened a P31-million Agri-Pinoy Trading Center in Dapa, Siargao Island here.

Expected to benefit from the project are 413 farmers and 14 fishers’ groups in eight municipalities. Fruits, vegetables, root crops and fishery products can now be traded in the center.

Provincial Governor Sol Matugas said, “God has granted us this dream, we can now see a standing establishment where we can display all our agricultural products.”

Matugas encouraged the sellers of the center to plant and increase production so that the establishment will be filled with locally produced high-value and

quality goods.

Farmers in the island mostly rely on “mamikilay” or traders who sell their goods to the market and pay after the goods are sold.

Traders have stores in the market who farmers trust to sell their products.

“Most of the time, we need to entrust our produce to the traders since we don’t have stores to display our goods,” said Elmar Salado, a farmer from San Benito said.

The one-hectare trading center answered the longtime dream of the farmers.

“We now have a place to sell our goods. We are grateful to the government for addressing our need,” Salado added.

The center also has a cold storage with 15 tons capacity and chilling room with 10 tons capacity courtesy of Winrock International under the Philippine Cold Chain Project (PCCP).

3 drug pushers fall, 4 users surrender in Zambo Norte ZAMB OANGA City -Three known drug pushers were arrested in separate buy-bust operations while four drug users have surrendered as the authorities has stepped up the anti-drug campaign in the province of Zamboanga del Norte.

The police have stepped up the anti-drug campaign in line with the all-out war pronouncement of President-elect Rodrigo Duterte, who is set to officially assumed office on Thursday.

Senior Supt. Edwin Wagan, Zamboanga del Norte police director, identified the arrested drug pushers as Reil Balignot, 35; Vernie Maraviles, 32; and, Marlon Albarote, 46.

Those who surrendered were: Eugene Tac-on, 28; Nicomedes Barite, 31; Jovi Ray Esmao, 16; and, Glenn Bentazar, 19.

Wagan said Balignot was arrested in a buy-bust operation around 11:30 a.m.

Sunday in Purok 2, Barangay Tolon, Rizal, Zamboanga del Norte.

Wagan said Balignot is listed as the “Top 4” personality in the drug watchlist of the police in Rizal town.

Balignot was arrest after he sold a sachet of methamphetamine hydrochloride locally known as shabu to an undercover policeman.

Confiscated from his possession was a sachet of shabu, PHP500 marked money, and other prohibited drugs paraphernalia.

Wagan said Maraviles and Albarote were arrested in a buy-bust operation around 10:00 p.m. Sunday in Barangay Galas, Dipolog City.

He said the arresting team confiscated from the suspects’ possession 11 heat-sealed plastic sachets of shabu, PHP250 marked money and other prohibited drugs paraphernalia.

He said the four drug users surrendered to the police around 1:30 p.m.

Efficiency is resulted from the high-tech in any production. It is difficult in the modern era to have comparative advantage among the countries. In fact, Brexit is the phenomenon of the common markets. ASEAN should learn from this economic common interest phenomenon. Otherwise, there will be a chaos among

the member countries.

Yet for all our supposed differences, the news media and Mr. Duterte have complete, unqualified agreement on one thing: the passage of the Freedom of Information (FOI) law, or

should Congress tarry in its task, the issuance of an FOI executive order from Day One of his presidency.

And so with great anticipation, we welcome the dawn of an FOI regime in the Philippines, from the birth of the Duterte administration.

Such an FOI EO, followed as promptly by an FOI law, would provide the

necessary institutional and legal framework for full and true functional links between transparency and accountability in government, and the right to access information to participate in nation-building, for all Filipinos.

Fighting the rebels is not easy anymore unlike in those era of lapses, miscalculation and cowardice, lack of intelligence and scientific method. There is one obstacle that disadvantaged tremendously the soldiers and that is winning the heart and mind of the civilians. Perhaps because of extreme fears they would be executed by the rebels, the civilians support the latter and some even join their cause. These people who live in the mountain villages have nowhere to go when threatened by the rebels. The issue at stake are their own lives thus they are compelled to support rebellion or get killed in the process.

The rebels have numerous advantages in the fight against the state. One great

disadvantage, however, is some of these fighters who live in the hills do not even know the reason they are fighting for, to whom or for what. They are paid for fighting and their families have no protection whatsoever.

There is utterly insecurity in their heart. But there is no way of exit under fears and threats. Being in such situation is certainly not easy for an individual. Almost always a sane person is bound to play safe if there a probability to do so.

In the foregoing scenario, I still opt to trace the roots of the fighting and why they should fight. This is a simple case of killing between two groups of Filipinos each wanting to grab the head of the other. I see this as plain stupidity without parallel that must be stopped. Our leaders must be strong and firm to get respect from the rebels. We must be united specially in this moment when the communist Chinese is trying to put us on their knees. BEN EMATA

However, after just a few months she became active again because she knew that there are still children that need her genuine parental

Requirements Under the law, those who wish to become a foster parent must be of legal age; at least sixteen (16) years older than the child unless the foster parent is a relative; must have a genuine interest, capacity and commitment in parenting and is able to provide a familial atmosphere for the child; must have a healthy and harmonious relationship with each family member living with him/ her; of good moral character; physically and mentally capable and emotionally mature; must have sufficient resources to be able to provide for the family’s needs; willing to further hone or be trained on knowledge, attitudes and skills in caring for a child; and must not already have the maximum number of foster children under his/ her at the time of application or award.

To date, there are 84 licensed foster parents in Davao Region while 74 foster children are under foster family care.

“Foster family care is better than institutional care or growing up in a center or an institution without a mother and father figure. That is why we are encouraging more couples or qualified individuals to become foster parents,” DSWD Regional Director Mercedita P. Jabagat stressed.

Secretary Emmanuel “Manny” Pinol warned unscrupulous traders to play fair and not be too greedy.

“In the ideal world, farmers are supposed to make money producing food, the traders bring it to the market, making a little profit for the effort, and the consumers enjoy affordable food. All three of them end up smiling and happy. That is not the case in the real world, however,” said Pinol in a statement.

“I understand your business but do not be too greedy. Stop squeezing the farmers and fisherfolk dry and making life hard for the consumers,” he warned traders.

Pinol lamented that the food supply chain in the country today is “controlled and even to some extent manipulated by the merchants and the traders.”

“It is the trader who determines how much the price of farmers produce is and it is still the trader who dictates the cost of the food in the market,” he said.

“In the real world, farmers are poor and the consumers are sad as they stretch their budget for food but the traders rake in the money, ride in luxury vehicles and lead lavish lifestyle,” he noted.

Pinol cited some of the supposed blatant anomalies in agricultural pricing and selling: -- Raw rubber prices have plunged from over Php90 per kilo a few years ago to only Php20 per kilo today.

Yet, the price of a pick-up rubber tire has gone high to almost Php10,000 per

piece; -- Palay buying price is at Php17.50 per kilo but good quality rice is sold at almost Php40 per kilo; -- Oil palm fresh fruit bunch (FFB) is bought at Php3.60 per kilo in the Philippines but the price in Malaysia is Php5.60. In spite of this, palm oil is still being smuggled to the Philippines; -- Hogs are bought at Php90 per kilo live but pork sells as much as Php150 per kilo in the market; -- Traders buy agar-agar from seaweeds farmers for only Php2 per kilo but the Cebu-based processors buy the dried carageenan for over Php30 per kilo.

“I could go on and on to emphasize the great increment between the money the farmers earn for their hard labor and the cost of food the consumers pay,” he said.

So, how does the incoming DA chief address this?

First, he said, the Department of Agriculture (DA) under the Duterte administration will support the farmers and fisherfolk to ensure that their cost of production is lower and their yield or catch is increased.

Second, there has to be a way to lessen the middlemen’s level of control in determining the buying and selling prices of food commodities.

“This could be done by turning farmers and fishermen into small entrepreneurs themselves giving them direct access to the market,” said Pinol.

“I have brought in an undersecretary, Pompee La Vina, whose expertise is in Entrepreneurial Management and I have tasked him to lift up the poor farmers and fishermen to the level of entrepreneurs who will sell their products directly to the consumers,” he noted.

Pinol cited as an example the rubber farmers who can group themselves and form a company or corporation “which would get involved with the processing of their rubber products and start the manufacturing of bicycle, motorcycle or car and pick tires at the farm level.”

For rice farmers, he said, they could also organize and give them the necessary support “so that they will have their own Rice Processing Centers at the Farm Level.”

The rice farmers could then be linked up with big corporations who could buy the rice directly to be supplied to their employees.

“It is not even remote that I would one day suggest to President Duterte that each government employee be given one sack rice allowance monthly and the rice would be bought directly from farmers groups,” he said.

Pinol said these are just some ways on how to improve farmers income and at the same time make food affordable.

He warned traders who cannot control their greed, “You may end up holding an empty sack.” (PNA)

These records would also be forwarded to other law enforcement agencies, including the Philippine Drug Enforcement Agency (Pdea) and the police’s Criminal Investigation and Detection Group (CIDG).

Mr. Magno said this is to guarantee that these suspects won’t go back peddling for their drug lord-employers in Bukidnon.

It was learned that many drug suspects in the Philippines have surrendered, fearing for their lives after incoming President Duterte had encouraged police of-

ficers and even ordinary citizens to kill them if they engage in a shootout, and even offered cash rewards to persons who have killed drug suspects.

The surrender phenomenon has overwhelmed police offices and local government units (LGUs) and these agencies could not detain them because they were not caught possessing illegal drugs at the time of their surrender but their identities and other personal information were merely recorded.

Many of these surrenderees were illegal drug users but were not peddlers themselves. Mr. Zubiri said it is a different instance in Bukidnon where he himself pushed negotiating with the pushers to surrender before they could be killed.

“I’m presenting them to the NBI and not to the police so their safety is guaranteed as long as they will not go back to their old ways,” the governor said.

Mr. Zubiri encouraged more drug pushers to come forward and surrender, saying the provincial government would give livelihood programs to their families.
