Sorry for Treevolution lapses, says MinDa DAVAO City––The Mindanao Development Authority (MinDA) apologized to volunteers who were reportedly injured in last week’s island-wide tree planting activity dubbed TreeVolution. The apology came after stories came out in social media that some participants fainted from exhaustion after walking to the sites of planting. There were complaints that organizers failed to tell them about the exact distance of the sites. In a statement, MinDA said they had already reached out to those who were subjected to physical exhaustion and explained the situation. “In some planting sites, it turned out that reaching the area by several kilometers walk rather than by trucks was the safest mode given the circumstances,” the statement read. “It was a decision made on that instance to principally avoid possible catastrophic pitfalls from slippery terrain.” The statement added that the emergency medical response mechanisms by the Philippine National Police, Central 911, Armed Forces of the Philippines, Local Emergency Response Teams, Disaster Risk Reduction and Management Councils, and the Traffic Management Group helped in preventing any other See sorry, page A5

Banning student from exam for non-payment of tuition to be outlawed BANNING students from taking examinations for failure to pay tuition fees will be outlawed once a measure filed by Senator Bam Aquino is enacted into law. If enacted into law, Aquino’s Senate Bill No. 2369, or the “Students’ Rights and Welfare Act of 2014,” will punish violators of imprisonment of up to five years and a fine of up to P100,000.

Marlon T. Gayog During the TV program of Davao City Mayor Rody Duterte “Gikan sa Masa Para sa Masa” few weeks ago, a petition pushed by some businessmen in this city. A petition asking the mayor to extend the hour of liquor ban during week-ends from 12 midnight to 2 in the early morning. In the reason of loosing their businesses due to the strict implementation of the city ordinance. But the city mayor rejected the petition. I personally ask the reaction of Barangay chair Maria Carmelita Ong of Barangay 29-C this city regarding to the decision of the city mayor not to extend the liquor ban, she told that she is favor of the mayors decision. “For me instead of extention i want to decrease the liquor ban from 12 midnight to 10 in the evening”. According to Ong she observed in her barangay that almost students from nearby universities and colleges are drinking liquor while wearing their uniforms, sometimes even during classes hours. Now if you extend the liquor ban thier is a tendency to create a trouble because they are under the influence of liquor. She added that in her barangay some ladies students on their way to school drop by in a bar near to their school and have drinking session, “take note they are wear-

ing school uniform while drinking until night and they create trouble in the area because of love argue”. I beg to the parents and teachers to favor of mayor’s decision. Meanwhile in other hand some bar owners and those people want to enjoy and have fun during night time they are not favor because during midnight is just the highlight of fun and exciting when you stop giving them liquor your just making them half bake of their fun and enjoyment. Well it depends upon the mentality of people who are drinking liquor if they drink because they want to enjoy and have fun that’s it. Not all people who drink want argue or make troubles. That’s why we have law enforcer to secure peace and order. One thing those tourist coming from other places and from abroad who are free to drink until morning when they are in Davao their fun and enjoyment is not full because of liquor ban they added. Lastly they said that Davao is not friendly to the visitors who want to enjoy their night life in the city. We have mixed reaction of our citizen here in Davao because of the decision of the Mayor not to extend the Liquor Ban until 2 am. But I understand the stand of Mayor Rody as I understand he want to please the majority of the people in Davao City. And he is known for his Peace and Order campaign he want that Davao City is peaceful during night time. AVAO City - Move over, CCTVs. Facebook and Twitter could be Davao City’s next main monitoring tool for public safety and governance. Software giant Microsoft is meeting with department heads of the city government to discuss upgrades to the city’s existing ICT solutions. In an interview at the Grand Menseng Hotel, Microsoft public sector lead George Parilla told reporters that there is a huge potential for the city to invest in more IT solutions in its governance programs. Parilla said part of the software solution is to listen in on already public posts to monitor keywords such as disaster indicators, like “fire” or “sunog,” in citizens’ social media accounts such as Facebook, Instagram and Twitter. Parilla, Microsoft’s small and mid-market solutions partners point person, said their software solution Citynext could be inte-

grated into the city’s existing systems to improve several aspects of governance, including healthcare, education, and public safety. But it would be up to the city government to decide which services they would need. The city has an existing interconnected security system purchased from IBM. It comprises of highdefinition CCTV cameras mounted on key areas such as intersections and monitored at the Public Safety and Security Command Center. However, Microsoft regional industry director Guy Ron said that in larger cities like New York and London, this practice is not enough in terms of surveillance. “Maybe what cities need is not a huge number of cameras but just the right way of interpreting data from those cameras,” Ron said. He added that cities mistake having CCTVs as a deterrent to crime, but said the

average number of monitoring that can be done by an operator of the cameras is four to five screens at a time. “These can be automated through several things,” Ron said, citing automated processes such as cloud computing and data crunching. The Microsoft officials said they were interested to know the needs that would be identified by the city officials today. “You don’t just have a series of cameras being watched in a room somewhere. It doesn’t work that way,” Ron said, adding that there is already technology beyond infrared cameras such as devices that could detect the “smell” of chemicals being used in bombs. In the past few months, the city’s use of CCTVs has been criticized by different sectors for not being efficient enough, despite the city government’s promise it would help prevent crime. In July last year, some bank robbers who engaged the police in a shootout managed to escape outside

the city despite the CCTVs in intersections and a citywide lockdown. An alleged spray-modus robbery inside a taxi also yielded no immediate results via CCTVs to determine whether a taxi driver indeed robbed a passenger he picked up from the airport. Meanwhile, Mayor Rodrigo R. Duterte demanded that commercial establishments with capital of P3 million and above monitor their CCTVs in real time to deter crime instead of after a crime has been committed. The city requires establishments to install CCTVs and to surrender footage to the city in cases of law enforcement investigations. This was reinforced by twin bombings at two different malls in September last year, with suspects identified through CCTVs in the malls. CAGAYAN de Oro City–– The increasing cases of dengue patients in Misamis Oriental has alarmed provincial administrator Jun Pacamalan. As of September 26, the provincial health office has registered a total of 1,733 dengue cases since January this year. “This is really alarming,” Pacamalan said. He added that the provincial government will con-

vene again its Anti-Dengue Task Force on October 2. “To plan for extreme measures against dengue,” Pacamalan said. He said the task force will meet with Department of Education officials since most of the victims of dengue are students. Earlier, Governor Yevgeny Vincente Emano of Misamis Oriental on Thursday urged people in the province to plant mosquito repellant plants to fight the spread of Dengue carrier mosquitoes. He said that he has instructed the provincial agriculturist office to gather as many seedlings for “citronella” to be planted around the Capitol backyard.

Anyone could ask for a seedling so that it could be planted in the backyard of the house, Emano said. He said that a citronella plant is a bit expensive, but the cost does not matter. Besides, the plant easily propagates and grow like lemon grasses. Emano said there are more than two dozen mosquito repellant plants, but the citronella is very familiar. Remembering Mayor JR Borja He was well-loved by his family, relatives, friends, and constituents of his compleat and unequivocal dedication to leadership and public service. Justiniano R. Borja was mayor of Cagayan de Oro City from 1954 to 1964. He paved the way for City’s development and economic growth, working relentlessly and even dying alone in his office, according to his peers. Re cords show that May or Ju s t i n i a n o R . Borja, whom everbody calls“Tiñing,” opened the Cogon Public Market in 1959. Dubbed as the “Arsenio Lacson of Cagayan de Oro” he was appointed by then President Ramon Magsaysay as city mayor in 1954. “Historian and anthropologist Dr. Antonio J.

Montalvan II wrote that Borja was called the Arsenio Lacson of Cagayan de Oro because “he was, above all, no-nonsense. He ruled without fear or favor. He had political will. Most importantly, he remained simple and would walk to and from his office without any bodyguards. His funeral cortege, which I personally witnessed, was attended by legions of Kagay-anons, many of whom openly wept at the sight of his bier which was placed atop a decorated float. Shops and establishments were closed for business at their own behest,” according to Elson Elizaga. The city whom he loved well and served so well, had infinite honors for him by

dedicating a street, a hospital, and a monument in his name J.R Borja Street, JR Borja Memorial Medical Hospital (City Hospital) and a statue at Plaza Divisoria (Golden Friendship Park). Xavier University, the city’s premier educational institution, has honored him with a doctorate degree “Honoris Causa” in public administration. He was the only city mayor bestowed such honor. Pacamalan said Emano has been chosen last week as the chairman for Cagayan de Oro City and Misamis Oriental of Vice President Jejomar Binay’s political party. “I am inclined to believe that he will be seeking re-election as governor,” he said.

DPWH gives ultimatum to slow-moving contractors

UTUAN City - “Give ultimatum to slow-moving contractors.” This is the marching order of Department of Public Works and Highways (DPWH) Caraga Regional Director Danilo E. Versola to the Construction Chief after observing the alarming negative slippages incurred in project implementation. Versola said that it is not enough to accept their words of reason but that they should have a workable catch-up plan to augment their negative slippages. “I have observed that they are not working during holidays, Saturdays and Sundays. Remember that our contract states calendar days and not working days,” stressed Versola. Monitoring report also revealed that certain contractors have in-

curred big negative slippages that pull down accomplishments and might affect target completion dates. Relatively, RD Versola has created a committee that will serve as Task Force for Time Suspension and Extension headed by Assistant Regional Director Wenceslao M. Leaño, Jr. which is tasked to verify in the field whether requests for Time Suspension and Extension should be granted. RD Versola and ARD Leaño, agreed to strict the granting of time suspension/extension as this has been gravely abused by contractors to escape penalty. With this development, Versola is optimistic that an ultimatum will deter contractors in dilly-dallying implementation as this will be considered in them getting another contract with the office. CAGAYAN de Oro City––The Bureau of Internal Revenue (BIR) announced that the Premyo sa Resibo (PSR) will have its final draw on October 3, 2014. In a statement furnished by its revenue regional office here, BIR said the PSR as a key program of the Bureau has successfully achieved its prime objective of making citizenry aware of the importance of demanding the issuance of official receipts by commercial establishments and professionals as well. Over the last eight years of its implementation since its inception in June 2006, the PSR has also provided tactical tools and parallel support in plugging leaks relative to taxpayers’ compliance. Thus, BIR and its technical partner, PHILWEB Corporation, have jointly approved to discontinue its implementation effective October 1, 2014. This means that PSR and the concerned telecommunications companies will no longer accept nor process text entries sent after 11:59 pm on September 30, 2014. Meanwhile, the final draw will be held at Room 611 Client Support Service, BIR National Office, Agham Road, Diliman, Quezon City. Text entries from September 19 to 30 shall qualify for the last draw. he 25th National Statistics Month opened yesterday at Limketkai Rotunda. The celebration is literally a month long – each day, government agencies (including local government units) and private partners contribute an event for the festivity. The revelry yesterday

started with the unveiling of an exhibit by the Department of Health (DOH), the Department of Agriculture (DA), the Department of Labor and Employment (DOLE), the Department of Social Welfare and Development (DSWD), the Department of Education and the Bangko Sentral ng Pilipinas,

among others. The exhibit in itself is a contest with the winners to be revealed during the culminating activity of the 25th National Statistics Month on October 30. During the opening of the celebration which is anchored on the theme Solid and Responsive Philippine Statistical System in Support of Globalization and Regional Economic

Integration, Mayor Oscar Moreno lauded the mathematicians who are working in the Philippine Statistics Authority, saying their work is important for government to base their decisions on lots of key matters such as the economy and disaster preparedness, to cite two examples. Moreno said that even LGUs nowadays heavily rely on statistics.

As the nation enters into full ASEAN integration next year, Moreno challenged the statisticians to do even better for the Philippines to become one, if not the most competitive country in the ten-member Association of Southeast Nations. Incidentally, this is the first National Statistics Month celebration that two agencies – the Na-

tional Statistics Office and the National Statistics Coordination Board – have merged into one Philippine Statistics Authority. While the opening rite went on, 15 students from various high schools in the city performed an onthe-spot poster making contest, again anchored on the theme of this year’s Nat’l Stat. | Page C2

Broken promise

ay nangako ba sa iyo at hindi tinupad ang kanyang pangako? How did it made you feel? Maniniwala ka ba agad, kung siya ay nangako ulit? I can vividly remember when I was 6 year old; I was so excited to watch the premier showing of the TV series Wonder Womanof Linda Carter. (Throw back na throw back di ba.) I was waiting for this for weeks. It was around 6pm and I was in front of the TV tube eagerly waiting for it. Then, my father asked everyone to dress up; to go and eat out with him. I politely declined and informed my dad I was busy and had a special appointment with Wonder Woman. My dad insisted, but I stood my ground. No amount of convincing power and bribing can make me change my mind. My father being a brilliant sweet talker; then told me, “Anak, sumama ka na… this is what I can PROMISE you, once we come home, I will call the TV station and ask them to replay it for you. Nakakain ka na at makakanoond ka pa! How does that sound?” “Wow, what a great deal!” I hurriedly dressed up and went with them. Once we came home, I hurriedly sit in front of the TV and asked my dad, “Pa, tawag ka na, para mare play na yung show.” What my dad said was, “Tulog ka na, binibiru lang kita!” Wow! Pare! Ano ba yan! Walang basagan ng trip! Because of the broken promise, I felt my world fall apart. From that day on, I went into severe depression. I started to drink

at age 6, and started to take drugs at 7 years of age. Wait! Baka maniwala kayo. Wow, naman naging addict dahil kay Wonder Woman. Hahahaha, Laugh Out Loud!!! Kidding aside, from that time on, anything that my dad say, was hard to believe. The impact that it left my mind and heart was indelible and unforgettable. What probably the mind forgets; the heart remembers. Let this be a lesson to anyone who is reading this blog now. You may make a promise and may not take it seriously. For the people who believe in it, this is a big deal for them. Never make a promise that you cannot keep. It is better to under promise but over deliver; rather than over promise but under deliver. This is what God has instructed us on Matthew 5:36, 37 “And do not swear by your head, for you cannot make even one hair white or black. All you need to say is simply ‘Yes’ or ‘No’; anything beyond this comes from the evil one.” Let your yes be yes, and no be no. If you cannot fulfil it, just say it. Do not make people expect for nothing. In other words, huwag mong paasahin ang tao. Breaking your promise can break the person too.

MUST INTRAMURALS 2014

It’s Game of Thrones CDO style

THE Mindanao University of Science and Technology (MUST) community, including alumni and guests, converged at the MUST Grounds last September 24–27 to participate and witness the annual University Intramurals. On this year, the event was inspired by the popular television series Game of Thrones further giving a theme: What are you fighting for? Four colleges in the main campus, College of Arts and Sciences (CAS), College of Policy Studies, Education and Management (CPSEM), College of Engineering and Architecture (CEA) and College of Industrial and Information Technology (CIIT) and its three satellite campuses, namely, Jasaan (Misamis Oriental), Panaon and Oroquieta City (both located in Misamis Occidental) competed during this annual games. Spearheaded by the university’s Supreme Student Council, the four-day intramurals enveloped the conduct of various sport activities and special events. On the opening day, a basketball exhibition game between MUST and Cepalco, and

MUST and Capitol University happened at the university gymnasium. There was also a unit character competition, unity dance and cheerleading competition where the College of Engineering and Architecture emerged as champions. September 25 marked the start of sports activities such as basketball, badminton, chess, dart, sepak takraw, table tennis and volleyball. In addition, extra-curricular activities were also conducted like Amazing Race and fiesta games. Forms of entertainment also gave colors to the event. These include Pop Idol Season 3 grand finals, K-Pop dance show-off, cosplay, e-games, open band

fest and acoustic night. Search for Mr. and Ms. MUST 2014, considered as the biggest highlight, also took place during the second day. College of Arts and Sciences representative, Krizz Ann Dailo and Carl Dominic Fajardo of College of Industrial and Information Technology, were crowned as Mr. and Miss MUST, respectively. More over, t hird d ay brought out sports activities, dance sports and extracurricular activities that included band competition and modern and contemporary dance competition. Audience were also entertained with MUSTean band fest, Game

of Thrones variety show and fashion show. The fourth day concluded the Intramurals through sports activities championship and night of proclamation. In the end, College of Engineering and Architecture champed the Intramurals gaining 2,761 over-all points. College of Arts and Sciences followed as the first runner-up with 2,049 points. CIIT, Oroquieta Campus and CPSEM are the second, third and fourth runners-up, respectively. They were then followed by Panaon and Jasaan campuses. MUST is holding this event each year to remind its constituents the value of

sportsmanship, teamwork and camaraderie. Prior to the four-day games, a lot of preparations were being made. Furthermore, contingents went to lots of practice

and performance assessment in order to give the best. The success of university intramurals is the product of investments that entire MUST has made. Kudos!
