BUTUAN City––At least two cities and seven towns in Caraga had declared a state of calamity as floods and landslides following days of pounding by heavy rains due to a lingering Low Pressure Area (LPA) that turned into Tropical

CAGAYAN de Oro City–– Preemptive evacuation was ordered in about 20 barangays Saturday afternoon in this premier capital as water level in rivers and creeks continue to rise at the onset of heavy rains spawned by typhoon Agaton. The local disaster risk reduction management council said that “Orange alert” that calls for community preparedness was raised about 2 p.m. Saturday here prompting the implementation of preemptive evacuation. 2 DSWD-10 centers obtain Level 2 accreditation At least two residential centers of the Department (DSWD) Field Office 10 here have been empowered to provide high standards of programs and services to its beneficiaries by virtue of central office accreditation and considered the first DSWD-run centers in the country to pass the standardization process. The two centers are the Home for Girls (HG) and the Reception and Studies Center (RSC) for Children
based at DSWD Field Office 10, which recently passed the Level 2 accreditation set by the Standards Bureau of DSWD Central Office. DSWD 10 Regional Director Araceli Solamillo said the accreditation is part of the standardization order of DSWD in order to protect and promote the best interest and welfare of beneficiaries of residential care facilities of the agency. “It (accreditation) is also done to promote efficiency,

CAGAYAN de Oro City–– The cause of the fishkill in the Agusan River of Cagayan de Oro City last Saturday has not been determined yet by the Department of Environment and Natural Resources. According to Alex D. Jimenez, chief of one of the offices of the DENR in Region 10, the laboratory analysis would take
one week for the results to come in. Jimenez said the results would also determine if the river is still safe for fishes based on the samples taken from the site. It was developed , validated and offered by SEAMEO INNOTECH to respond the constant clamor in changing needs for the basic quality education which DepEd officials and employees are aiming for. ICeXCELS innovation is indeed a timely package to enhanced the capabilities and potentials of an emerging 21st century leaders. It has two modules of self-learning and assessing for the learner. Module 1 on Affirming the Instructional Leadership Roles and Functions of a School Head comprised three lessons in guiding the learner in its various roles and functions in leading curricular and instructional processes. And Module 2 on Lead Curriculum Implementation and Enrichment which composed of three lessons in curriculum leadership. Module 1 First Lesson is on the School Head as Chief Executive Officer and Instructional Leader provided framework for attaining instructional leadership in the 21st century and in the Southeast Asian context. It focused on the need or context for developing school heads competencies. A step towards an effective instructional leadership for assessing, developing , adapting and implementing programs for instructional improvement. School Head as an Instructional Leader was discussed in Lesson 2. Where the roles as an instructional leader such as curriculum leadership, instructional supervision, coach-
ing, mentoring and becoming as instructional resource for the academic staff. Further, a new era of leadership, the Transformational Leadership was elaborated in Lesson 3. School Head as a Transformational Leader and Chief Learning Officer in Building a Learning Community. An open-communication leadership in leading and influencing the associates for the continuous improvement of any organization. A chief learning officer can facilitate in building a school as a learning community for creating a school culture and a climate of competence conducive for teaching and learning experience. Furthermore, Module 2 on Lead Curriculum Implementation and Enrichment which composed of two lessons ;Practicing Curriculum Leadership and Implementing and Enriching the Curriculum. The first lesson provide the basic information in curriculum, its purpose, importance and the components of cyclical curriculum development process. It also provide guidelines on the translation of the curriculum in the real setting such as the actual school activities. On the other hand, second lesson guide an educational leader in making a curriculum effective in responding school’s changing needs. The planning, implementing and assessing stage of the curriculum was clearly addressed in this lesson. Curriculum’s effectiveness can be reflected in pupils performance and stakeholders involvement to addressed the changing needs of the community. Leadership in the 21st century demands instincts, knowledge and experience in recent innovations and in ICT skills . It is a demand to know the concepts in using ICT in teaching and learning
in school. Where ICT can be regarded as a pre-requisite in improving the administrative and instructional leadership skills. These lessons equip the mind and concepts of ever y educator especially the leaders to develop every competencies and capabilities of a teacher. It provides insights to become an effective leader in leading a curricular and instructional processes. The working knowledge on the roles of instructional leader towards school improvement. Aside from learning the knowledge and skills, an attitude is a vital ingredient of a good leader. A leader of confidence, determination and perseverance is a need in very school. For an educator’s goal is to provide a quality basic education in all levels. The roles and importance of a curriculum and bridging leader to ensure curriculum that is understood, appreciated and implemented by the internal and external stakeholders of the school. A continuous monitoring and evaluation of the curriculum to identify the strengths and weaknesses of it thus leading to improvement and innovations. It is a task then to apply and innovate knowledge for the recent and upcoming generation of learners. For the foundation of manhood starts and builds at school and therefore ask expertise and flexibility among the school leaders to follow and act as a good resource persons and models of change in school. A better change for competence and attitude needed as a transformational leader in the society. A leader that the 21st century generation demands. It is a challenge for every educators and future educators and leaders of the country to innovate and compete the fast changing world.
Philippine education to adopt international system By rommelyn l. gonzales
June-March school calendar is a period Philippine schools used to follow. It was not changed for so many years, like a grown tradition that has not caused issue even for once. Yet, 2014 might be a year that would change this up-grown system. It was stimulated after Cavite Representative Lani Mercado-Revilla filed a proposed law, changing this school calendar to September-May. There are few before her who filed the same bill years before but failed to convince the majority. Once this proposed bill will be approved, all public and private institutions in all levels will be implementing it. The country’s top universities have supported this bill. These universities include University of the Philippines (UP), Ateneo de Manila University (AdMU), De La Salle University (DLSU) and University of Santo Tomas (UST). This bill is created because of rainy season during June to September. Mentioned top universities, for example, rounds University Circle which suffers heavy flooding during these months. Therefore, changing school calendar would practically ease their difficulties. Philippines is also sole country composing Association of Southeast Asian Nations (ASEAN) which follow June-March school
calendar. Through changing it, students will be in sync along with the students of neighboring countries. This bill is not without oppositions fronting it. According to those who are against, shifting it would not solve problem in flooding since a cold weather is possible to visit the country anytime of the year, due to climate change. In addition, parents would choose June as opening of classes. In a study of Department of Education, only three out of 16 regions around the country agree in the changing of school calendar. Most parents would still like to
spend time with their family during summer which falls on months of April and May. There are also festivities in summer months where families could go out together. In all decisions that should be made, two sides rest: the good and its foe side. The Department of Education, Commission on Higher Education, House of Representatives and any organization or people involved should look critically on both sides before arriving to a conclusion, for this conclusion covers Philippine Education System which is a very serious matter for Filipino children and future generation.
Fund Raising for the Sound System By DANILO E. AMPER For 39 years that Colawingon Elementary School has been extending its civic and literacy services to Barangay Colawingon, Talakag, Bukidnon, it never did occurred that the school certainly not struggled in looking for a sound system every time they will hold any school activities. This scenario opted the teaching staff headed by the School’s In-Charge to raise funds and the proceeds will be used to purchase a durable, quality sound system. At first it isn’t easy considering that the parents are aloof in participating any of the school’s affairs. But with rigid explanation and thorough courtship, the school got the parents sweetest yes! The said fund raising has been participated by all grade levels from preschool to grade six. Each grade level had chosen two representatives, one from the boys and one from the girls. Each representative was chosen through election during their homeroom PTCA meeting. Every representative
has been given 100 envelopes to be dispatched making sure that they will earn their quota of 1000 Php at the end of the final canvassing. Top four of the eight representatives able to raise the biggest amount has been recognized and awarded. And the highest among them got the crown. During the coronation day, it is evident how the school was able to show the spirit of togetherness and oneness despite of individual differences. Many have been invited to witness the affair, and it has been an honor not only to the school but to the community itself having their municipal vice-mayor as one of their distinguished guests. The event marked a significant moment where the former and the newly elected barangay chairman joined together with the barangay council as well. It was then an avenue for the teachers to gain insights on what to do next. That even how strong a “no” is when it is joined with persistence, a surprising “yes” will be attained!

Cracks threaten slides that may bury town poblacion

Agusan motorists stranded due to landslide SAN Francisco––The landslide on one lane of the national highway in Sibagat town has sank deeper by four meters making it impassable to motorists as heavy rains brought by Tropical Depression Agaton swept the northern part of the province since yesterday morning. Vice Governor Santiago Cane Jr. has advised motorists to avoid plying the road leading towards Butuan City because the mountainous winding road portion in Afga village suffered serious damage which is dangerous to all types of vehicles. “The Department of Public Works and Highways is working hard to temporarily remedy the
situation,” Cane said. Concerned residents however refuted Cane saying the DPWH has not done anything since the landslide happened barely a week ago which should have prevented from aggravating the damage in the portion of the national highway. “It’s been a week already but we did not see any DPWH personnel doing something like regulating the flow of traffic and doing remedial work on the road,” said former congressman Ceferino Paredes. Max Tutor, station manager of DXSF 96.1 FM, said he immediately went to the area when the landslide happened in January 12 and alerted DPWH officials but what the fieldmen did was just putting banana leaves on the damage side of the
road as temporary warning sign to motorists to take only one lane. “I have pictures that will tell the damage from the start and how it worsened almost a week later because of the inaction of DPWH,” Tutor said. Officials of DPWH District 1 Engineering Office could not be reached for comment. Meanwhile, except for Sibagat town, other parts of the province was spared from the recurring flashfloods as Tropical Depression Agaton changed its path towards Northern Mindanao affecting only the northernmost portion of Caraga region. A report from Office of Civil Defense in Butuan City, said three small-scale miners including a nine-

SAN Francisco, Agusan del Sur--- A large crack found 400 meters above Mt. Magdiwata threatens a major landslide that is feared to bury a big part of the populated areas of the town poblacion here, the San Francisco Water District (SFWD) has warned. Forest rangers of SFWD watershed monitoring team discovered the 50-meter long and three-meter wide cracks in the sloppy portion near Tinggangawan creek on Wednesday, a day after when continuous rains subsided in this province as a result of Low Pressure Area that hit Caraga region and Southern Mindanao. A report from the watershed monitoring team said soil structure in the area have started to shift down with a very weak foundation causing landslides and mountain cracks which were triggered by week-long downpour of heavy rains in the forested area of the mountain. The team expressed fear that if the crack near Tinggangawan creek will widen its stretch, the first area that will be directly hit by a possible landslide will be Freshville Subdivision in Barangay Alegria situated at the foot of the mountain. “Because of these cracks, surface water percolates directly to the structure of the soil making it susceptible to landslide,” the report noted. It added that the cracks only hit an approximate area of one hectare, but might affect the entire community in the lowland areas though landslide and mudslide if not acted immediately. The team also observed some of the naturally grown Falcatta trees were almost totally uprooted because their foundations had fallen down the 45-degree slope while only a few roots managed to hold. “We are not sowing a spectre of doom but if this
will not be acted upon at once , it is more likely that a disaster is just waiting to happen,” warned SFWD general manager Elmer Luzon. Luzon said the cracks were discovered in 2011 during the onset of Typhoon Sendong and the cracks have widened during the heavy rains in January 12 which has flooded the 27 villages of this town prompting the local government to declare the entire town into a state of calamity. Nonoy Larios, a farmer living in Sitio Bugtong Lubi which located just above the creek said he had also noticed the cracks but never thought it would start to spread longer and wider. “I thought it was just natural incident of soil washed away by rains,” he said in vernacular. Larios and four other households who are members of Church of the Risen Jesus sect were allowed by SFWD to live there at the top of the mountain with a condition that they will plant trees around their small vegetable farms. They have been living in that part of the mountain long before Mt. Magdiwata was declared permanent forest reserve and watershed by virtue of Presidential Proclamation 282. “We have alarmed concerned government agencies and the local government about possible landslide but it seems the response have been lukewarm,” Luzon said. The team have also discovered landslide in several areas around the seven nearby villages of the mountain including one that buried the intake box in Tinggangawan creek, one of the major source of water tapped by SFWD which has a capacity of 20 liters per second. SFWD has offered P1.2 million fund that will be added budget for the local government to construct barriers in the landslide prone areas of the mountain.

ARMM adopts strat plan against human trafficking By APIPA P. BAGUMBARAN
MARAWI CITY, Lanao del Sur - The Regional Council Against Trafficking of Autonomous Region in Muslim Mindanao (ARMM) or ACAT has adopted a resolution approving the region’s strategic action plan against trafficking in persons. ARMM Executive Secretary and ACAT Chairperson Atty. Laisa M. Alamia signed the resolution together with Regional Planning and Development Office Executive Director Engr. Baintan Ampatuan during the council’s meeting Thursday, January 16. The ARMM Strategic Action Plan, 2013-2016, has three key result areas namely, prevention and awareness raising; protection, recovery, rehabilitation and reintegration;
and prosecution and law enforcement. It was crafted through series of ACAT workshops and consultations involving human rights advocates, partners from government and non-government agencies from the regional and provincial levels, as well as the national office of the Department of Justice. The ACAT, created through Executive Order No. 24 s. 2014, was organized by the Office of the Regional Governor to address the concerns of human trafficking in ARMM. Based on a report of the national Inter Agency Council Against Trafficking (IACAT), the region was identified as one of the country’s primary source of victims of both local and international human trafficking. The Annual Investment Plan (AIP) of a City, Town or Province is actually the Annual Budget of that LGU (Local Government Unit) and thru an enacted ordinance this will be the guiding light of achieving its goals to be socially and morally developed government institution like Misamis Occidental that will benefit its people, The Misamisnons. On the approved AIP of Misamis Occidental for the Year of the Horse amounted to the followings services: General Public ServicesP337, 023,000, Economic Services-P101, 401,000, Social Services-P267, 322,000, and Other Services-P225, 864, 00. On Thursday, finally the Sangguniang Panlalawigan approved and enacting the two ordinances that formally and legally be implemented by the Lady Governor Herminia M. Ramiro.
The two Provincial Ordinances are: Provincial Ordinance 02-14, enacted for thr Local Expenditure of the General Fund for the Fiscal Year 2014 in the amount of P729,584,000 million for the Operations, Maintenance and other Support Services of the Provincial Government and for other purposes. Meanwhile the other Provincial Ordinance 03-14, was approved and enacted for the Local Expenditure Program of the Misamis Occidental Medical Economic Enterprise (MOMEE) for Fiscal year 2014 in the amount of P232,026,000 million. On other related information received by Mindanao Daily News, the provincial government has newly created the Gender and Development Office to cater the needs and strengthening the gender and development campaign of the province and the creation of its Human Resource and Development Office.
Oroquieta City -- With Resolution 05-14 authored by SP Member Simplicia B. Neri of the 2nd District, the provincial government of Misamis Occidental requested the Regional Office of the Maritime Industry Authority (MARINA) in Cagayan de Oro City to authorize the Daima Shipping to extend its operation from Ozamiz City to Iligan City and Vice Versa for the reasons that concerns the socio-economic situation of Misamis Occidental. In an interview with Mindanao Daily News, Honorable Simplicia Neri said that with the present weather condition, especially the Low Pressure Area monitored and experienced throughout the island of Mindanao affected not only Northern and Southern Mindanao, Caraga Region, as well as part of Western Mindanao. And among the heavily damage infrastructure is the bridge in Barangay Lapayan, Napo, Linamon, Lanao del Norte that directly connects Misamis Occidental and Lanao del Norte to the rest of the provinces in the Region. Hon. Neri farther said that the present mode of crossing the damaged bridge to access Iligan City and the rest of Northern Mindanao poses high risk to the lives of the passenger and their belongings, in view of the current of the river where as of now, passengers to and from Iligan to Pagadian and Dipolog will cross the river to transfer thru small sea crafts. The only safer way to access Iligan from Ozamiz City is for the Daima Shipping Lines to extend
its services. Daima Shipping Lines currently serve the general public thru its Barges Operation in Ozamiz City to Mukas, Kolambugan route. Ask whether it is safe? Honorable Neri added that, before she files her SP Resolution consulted other government agencies concerning the safety of the traveling public, like the Philippine Coast Guard, the Philippine Ports Authority and the local government of Misamis Occidental, she said the agencies send a go signal. Accordingly with the extension of its services, Daima Shipping also assured the general public that their mode of transportation can help solve the present situation especially the hampered economic activities and to protect not only of the people of Misamis Occidental but of the general public using the Ozamiz-Mukas-Iligan route. Meanwhile, Honorable Neri passed another SP Resolution 06-14, requesting strongly the Daima Shipping Lines to extend it operations until such time that the damaged Lapayan Bridge in Napo, Linamon-
Kauswagan, Lanao del Norte will be constructed and passable. The Lapayan Bridge that collapsed during the height of the Low Pressure Area is an important link between the provinces of Lanao del Norte, Zamboanga del Sur, and Misamis Occidental. It caused inconvenience to all the riding public, may it be commercial or private vehicles and its passenger crossing the Lapayan River is dangerous due to small sea crafts used and the current of the river. On her part as the author of the two resolutions, the current situation negates economic prosperity and business opportunity which will eventually affect the people of Misamis Occidental. While, Resolution 0614 is passed to save the economic consequences, a direct conveyance from Ozamiz City to Iligan City thru the Daima Shipping Lines is imperative, she said. The two SP Resolution was approved and will be sent to the Regional Office of the Maritime Industry Authority (RINA) and to the provincial governor for appropriate action.

Very soon, we’re made to believe, the formal adoption of the proposed framework agreement on the Bangsamoro entity will take place. It will be signed by the government and the Moro Islamic Liberation Front (MILF), the group that successfully leveraged armed struggle and violence to gain recognition. If the signing pushes through, it will be quite an achievement, rightfully claimed by the MILF although it was not the original proponent of the idea. The Moro National Liberation Front (MNLF) was the original but it was sidelined when the government unceremoniously decided to disregard its earlier agreement with it and pronounced the Autonomous Region for Muslim Mindanao (ARMM) a failed experiment. Meanwhile, MNLF chairman Nur Misuari has become a fugitive hunted for his role in the assault on Zamboanga last September 2013. It was Nur’s group that coined the term Bangsamoro during the latter part of the 1960s, or just after the bizarre incident instigated by President Marcos during which a contingent of Muslim volunteers were mowed down by gunfire on Corregidor Island to prevent them from escaping. The “Jabidah Massacre” of 1968 triggered the MNLF’s secessionist movement, which used the term “Bangsamoro” to refer to the mainly Muslim peoples found in central and western Mindanao. The intro du c ti on of “Bangsamoro” into our vocabulary is an achievement, but one that still needs elaboration to avoid its loose and reckless usage by various groups.

Let’s face it: we are a nation of mostly nominal Christians and nominal Muslims. So it is understandable that we also have a nominal democracy, democracy in name only but not in reality. In reality, the pollsters tell us that our society is ruled by just about 100 families that have established political dynasties. Consider our behavior. We celebrate independence but belittle our sovereignty, which we do not assert except under extreme conditions. Remember how we went along with Martial Law for 14 years before we got fed up and shrugged off the dictator in 1986 at Edsa? We advocate autonomy but fail to manage our local economy or govern our own barangay, allowing it to be headed by ambitious but incompetent wannabes. We make noises about federalism but fail to exercise even the most elementar y tasks of selfgovernance, letting our municipalities, cities, or provinces be controlled by autocrats and dynastybuilders. Other times, we make a fuss about wanting good government but elect or allow to be elected demagogues, charlatans, or clowns with little or nothing to qualify them for the job. When they’re in office, we do nothing to make them perform as they promise or as public servants should. Thus, although everyone s ay s t h at s u c h p e op l e shouldn’t be entrusted with public responsibility, they get elected anyway. Undeser ved Respectability Worse, the so-called re-
spectable citizens of our community not only tolerate them but play ball with them, fraternizing and carousing with them, playing or posing or dancing with them, serving as ninong or ninang for their children, or joint-venturing in business with them. That’s how trapos gain social respectability from Mr. Civic Leader or Mrs. Concerned Citizen—an honor they don’t deserve but which gets them elected to office time and again. That’s also how trapos are able to establish never-ending dynasties that corner the power and the wealth of the community for themselves. And that’s why the truly talented and exemplar y are sidelined. They are crowded out of the political system by hypocritical and mediocre leaders! Then when the inevitable abuses take place—election manipulation, financial mishandling, graft and corruption and nepotism, outright thievery—Mr. Civic Leader or Mrs. Concerned Citizen blames the system. Who’s to Blame? But bad governance cannot be blithely blamed on the system. The system is not self-operating. The blame properly belongs to those who operate and manipulate the system, along with those who make it possible for them to do so. Trapos cannot dominate politics or elections unless they are supported by citizens—in particular citizens who support candidates in hopes of profiting from the connection later on. These ill-motivated citizens make it possible for corrupt politicos to take advantage of the community and society at large, exploiting the ignorant or buying the votes of the corrupt.

The Philippine connection
In 2007, I met her at a street party. She was there, surrounded by friends, mostly female, mostly Asian, mostly gibberish and all of them with black hair. I saw her and I was lost. Yes, she was exotic, special, cute and a unique not European nose, thin and good looking. I liked her from the first moment I saw her, that summer day in Belgium. Last year, she became my wife. Briefly, that is how I got married to a Pinay. And I love her. But life is far from easy, the cultural differences and barriers are high, our interests different. Those differences are like salt and pepper on our dishes, use them, but in a moderate way. She is born in Babak, on the island of Samal, in the Gulf of Davao. She grew up without electricity and went to the village school. At the age of four, she knew how to cook and how to clean. The radio was her window to the world. She was very good in school. At seventeen, she went to work in a police camp in Manila and came to Belgium, since she married a Belgian. I – on the contrary - am a European, from a little village, an Art Historian. I like Baroque, Rome, Spain, the 17th Century, I like sculptures and paintings, books and old stuff. Our living room is like a library, she says, and she chases me with the vacuum cleaner and the broom. You have too many pictures of dead
people hanging on the wall, she says, but I know she is proud that all those pictures are mine and her relatives, and I look at her when her friends come over and she shows them around, showing the books, the portraits, the antiquities. My points of interest: art, reading, politics, my Rotary. Why should I ever leave Europe? But what to do if you love your girlfriend? Hence, in 2009, I went with her to Davao, and to Samal, to meet her family and parents. My father told me when I was a teenager: “If you want to know the girl, you have to meet her parents.” So I did. The Philippines? Oh my god, in that time, I never even got out of Europe. My longest flight? From Brussels to Vienna, 20 years ago. My experience with Asia? None. Yes, we know the Philippines: Manila, and the shoes of Imelda Marcos, an old Spanish colony, sold in the USA. They became independent and that was it. Mindanao? Davao? Tagum? Digos or General Santos? As to speak with a popular English series: I know nothing, I’m from Barcelona... After traveling for almost 20 hours, we arrived in Manila. My first impression: they had birds living in the airport. So many people, so chaotic! So different from Brussels airport! We ate a snack and then, we saw our flight was canceled... with a nine hour delay, we arrived at Davao International Air-

AVAO CITY – Members of women organization here used dances to demonstrate their indignation over a string of government policies and announcements of increased welfare premium, calling instead on prosecuting corrupt officials and stopping further privatization of remaining government institutions such as hospitals.
Members of GabrielaDavao, Gabriela Women’s Party and One Billion Rising-Davao led the protest dancing to the Philippine version of the tune adapted by the One Billion Rising. They danced in different government offices where they wanted their specific issues to be addressed by the concerned agencies. They first staged their “flash dance” at 10:00 am in front of the Hall of Justice in Ecoland, south of downtown, to call on abolishing the “pork barrel system” and prosecuting those involved in malversation of public funds. They proceeded to the region office of the Philippine Health Insurance Corp. (Philhealth) in Magallanes Street at 11:00 am to protest against the increase in the payment of member contributions. The protesters said gov-
ernment must instead increase the budget for health, instead, and to stop privatizing government hospitals. “The poor health budget has been depriving, not only to poor women but the entire Filipino people, access to basic health services, which supposedly is a guaranteed right under the Constitution,” said Mary Ann Sapar, spokesperson of Gabriela. Sapar scored as “mere excuses” the reasons for the increase advanced by PhilHealth and the Social Security System (SSS). “The SSS said the collection is due to unfunded liabilities but why have they given millions of pesos in bonuses to their executives,” Sapar said. Emilio S. De Quiros Jr , SSS president and chief executive officer, told news reporters in the national
capital that the bonuses were given “to encourage people [management and staff ] to produce more.” The groups proceeded to regional Department of Social Welfare Development despite threat of rain. The women assailed the alleged corruption in DSWD’s Conditional Cast Transfer (CCT) program funds, citing a recent Commission on Audit report that bared 7, 782 ghost, or non-existing beneficiaries who have been indicated as having received P50.15
million. “There is still P18 billion from the CCT budget from 2008 to 2012 that has not been liquidated by the DSWD under Sec. Dinky Soliman,” said a written statement the groups that they gave to passersby. By the afternoon of Wednesday, they went to the Social Security System office in Bajada. The group assailed the 0.6 percent increase in member contribution to the SSS saying “it is already impossible, especially for community
women, to pay”. Grace Solis, a former employee said she stopped paying her premiums because she has recently been out of her job. “I started paying in 2010 as the other half was paid by my employer. I think the amount was P312. Now, I stopped because I don’t have a job anymore. I believe many are in the same situation as me or even worse but the government still decided to increase it (premiums),” she said. Cora Espinoza, spokes-
person of the urban poor women’s group, Samakana, said the government should, instead, provide the poor with secure and decent jobs. “The poor don’t even have stable jobs. If they have, it doesn’t pay enough to include the premiums much more an increase. With our taxes and other funds, the government should instead give these benefits to the people without additional collection. [But] the money went to corruption,” she said. Residents of Barangay Bayabas in Cagayan de Oro City spotted the lifeless boy Kaitan among the twigs and fragments washed away downstream Friday morning. A nine-year-old boy who slipped into the Tagoloan river Wednesday remained missing and feared dead. More and more roads and bridges are becoming impassable as the LPA continues to hover Northern Mindanao. Residents of Sta. Ana, Malitbog in Bukidnon province, are being threatened of isolation after a landslide affected the main road leading to Tagoloan, Misamis Oriental, used by residents to transport vegetables and other commodities. Local government officials of Malitbog have sought the assistance of the neighboring Province of Misamis Oriental to prevent the road from totally collapsing. Barangay Captain Marvin Beja of Puntod said that they have not received any communication from the local disaster council body about the preemptive evacuation of barangay residents. He said that they only heard of the instruction through the radio which should not be the case. “The local disaster council should have communicated to us first before making announcements over the radio,” Beja said. He said that the council should send transportation facilities to the concerned barangays so that the children, the pregnant women, and the elderly could be transported to evacuation centers. Pagasa issues alert on storm ‘Agaton’
CAGAYAN de Oro City––Weather bureau officials on Saturday warned residents in Misamis Oriental of intermittent heavy rains as the Low Pressure Area (LPA) turned into typhoon Agaton, the first cyclone recorded this year. Mario Goya, senior weather specialist at the Pag-asa station in El Salvador City in Misamis Oriental, said that typhoon Agaton was moving unusually slow at five kilometers per hour, 145 kilometers east of Surigao City in eastern Mindanao. He said that the storm that carries a load of heavy rains may landfall early dawn Sunday with a projected path toward the west and southwestern Mindanao provinces which might trigger floods and landslides along the way. On Monday, the storm Agaton would be in the vicinity of Cagayan de Oro and Misamis Oriental and on Tuesday in the southern provinces of Central Mindanao.
