Reports on ‘fake rice’ cut traders’ revenues

DAVAO City––The Confederation of Grains Retailers Association of the Philippines (Grecon)-Davao on Friday said the revenues of rice retailers in Davao Region have dropped by 30 percent since two weeks ago, following reports on “fake” rice penetrating the local market.

Pablo Gonzales Jr., Grecon-Davao president, told the Kapihan sa PIA at NCCC Mall Davao on Friday that local consumption might have slightly plunged as the group earlier encouraged residents to consume whatever is left of their stock

41st nutrition month focused on achieving normal weight

Having the theme “Timbang iwasto, sa tamang nutrisyon at ehersisyo,” the celebration of nutrition month for 2015 focused on promoting and creating greater awareness among Filipinos the importance of having normal weight through proper nutrition and physical activity.

Nutrition Month is an annual commemoration held every July to highlight the importance of nutrition.

This came after energyfirm STEAG State Power Inc. (SPI) announces the approval of the Php5.87 million financial grant for the implementation of the Community Based Monitoring System or CBMS, covering all the 25 municipalities and component cities in Misamis Oriental.

The project is funded out of the provincial government’s share in a social fund that accrues from the electricity sales of SPI pur-

suant to ER 1-94 of the Department of Energy (DOE).

CBMS is a tool designed to help LGUs diagnose the extent and causes of poverty in their respective localities and help them come-up with policies and programs to effectively address them.

CBMS incorporates the design and methodology for data collection and processing, validation and utilization.

The project aims to identify the province’s state of development and poverty gaps using the indicators of the UN-declared Millennium De velopment Goals (MDGs), establish baseline information for socio-economic investment programming, improve provincial land use planning, tax mapping and hazard identification in support of

ISAMIS Oriental--Provincial Governor Yevgeny Vincente Emano on Saturday announced his reelection bid for the gubernatorial post in Misamis Oriental in 2016.

Emano made the announcement during the culmination of the weeklong celebration of the anniversary of the launching of the Misamis Oriental Care System (MisOr CareS) at the provincial Capitol ground here.

The governor became emotional when he recalled the infant days of the “MisOr CareS,” a point-of-care health program in lieu of the PhilHealth, a program that

became an object of derision by the political protagonists.

“The political opposition made a mockery out of the MisOr CareS as a health program doomed to fail,” Emano said.

He said that there were also times that: “I myself became suspicious of whether the provincial constituents would accept the MisOr CareS program.”

Emano said that all the hecklers and suspicions of John Does were wrong because the MisOr CareS is now the most successful health care program that the provincial government has ever adopted.

After one year, MisOr Cares already served 358,970 patients who availed of free medical services and social services that include free burial assistance, and scholarship grant, he said.

ILIGAN City––A soldier was killed while seven others were wounded in an ambush along the national highway in Pantar town, Lanao del Norte at around 7:40 a.m. Monday.

Col. Gilbert I. Gapay Commanding Officer of the 2nd Mechanized Infantry Brigade based in Ditucalan here said a squad of the 42nd Company of the 4th Mechanized Infantry Battalion on board a six-by-six

truck was on its way to Pantar for “admin rotation patrol” when ambushed by an undetermined number of armed men in Barangay Calanganan.

“The troops were able to return fire. Two of the armed men were also wounded,” he said.

The wounded troops were rushed to hospitals in neighboring Iligan City for treatment. The body of the soldier was also brought to Iligan.

Gapay said troops are still on hot pursuit against the armed group who with-

drew towards the interior part of Pantar.

The national highway was closed for traffic for at least an hour while the firefight lasted for 15 minutes, he said.

The military and the Philippine National Police had earlier established a buffer zone inside Pantar to prevent further bloodshed caused by a rido (clan feud) and political dispute, Gapay added.

The ‘web of conspiracy’ in the electoral process The hotly contested mayoral post in Cagayan De Oro City would be one of the most exciting electoral races in the locality in 2016. Every would-becandidate is eyeing on the city’s growing purse.

Deceptions and lie laced all pronouncements and purported accomplishments by the “Kleptocrats.” The electorates, however, are aware of the thieves in the government.

Obviously, the electorates denounced and condemned to the highest degree the public officials who steal the people’s money. What makes matters worse is that the “corrupt” always manages to win an electoral contest.

The electorates have always questioned why the corrupt candidates win a post in public offices.

Well, many share the suspicions that the election of corrupt officials to public office is part of the game by those who control the affairs of the government. Some also surmised that the elected officials are part of the web of conspiracy of the state.

The allegation of being “part of the web of conspiracy” seems likely since the state appoints the members of the electoral body. Notwithstanding, it is the supreme obligation

of the electorates to be on guard.

The electorates should not allow the election of public officials perceived to be corrupt. It is the duty of the electors to resist, any time, in the slightest suspicion of rigging in the outcome of the election.

Otherwise, delaying the decisive action would allow the corrupt candidates and their minions to plan for counter actions.

When is the proper time to act against “the perceived to be” corrupt public officials? The action should start, the earlier the better. The electorates should adopt

a concerted measure that would discourage and deter the corrupt public officials (elected or not) to carry out electoral plans. A concerted effort to discredit the corrupt official(s) should start in time in order to awaken and guide the electorates for future actions.

For instance, the electors should not sit down on reports about the “corruption” of the biometric registrations of the electorates. The electors have the right to information on the corrective measures that the electoral body has adopted. It is the right of the electors to inquire on the status of their registration, too.

It is also the right of the electors to deny reelection of elected public officials who failed the expectation of the people. It is the right of the electors to vigorously campaign against elected public officials, suspected of draining the financial coffers of the government. Ignacio Bunye At its very basic, financial inclusion means providing access to financial services at affordable costs to sections of disadvantaged and low-income of society. These services include savings or deposit services, payment and transfer services, credit and insurance.

Studies have shown that the converse of financial inclusion, i.e., financial exclusion, has a high correlation to poverty incidence.

But access is just a first step in a ladder-type three-pronged framework for achieving financial inclusion. The other two steps involve a) Financial Education and Literacy and b.) Financial Con-

sumer Protection.

BSP Governor Tetangco explains these closelyintertwined steps in his article which appeared in the March 2015 issue of Philippine Rotary.

Improving access to financial services Here it is very important to emphasize the need for an effective partnership between the BSP and the private financial institutions and other stakeholders.

BSP provides the enabling environment through its policies and regulations. The financial institutions and other stakeholders provide a.) financial access points b.) the optimum mix of financial products , in both cases by leveraging the appropriate technology.

As a result of this partnership, there are now more financial products, compared to five years ago, which are now available to the previously “unbanked”. These products include, but are not limited to, micro-finance, micro-insurance, microhousing, micro-agri loans and Kiddie Accounts.

that 3 years ago, 37 per cent of cities/municipalities had no banking presence and therefore classified as “unserved”.

Today, because of ATMs, e-money agents, pawnshops, savings and loans associations, remittance agents and money changers, “unserved” communities have been reduced to just 12.6 per cent.

The BSP has partnered with the Bank Marketing Association of the Philippines in launching the Kiddie Account Program – designed to encourage children 12 years and below to open savings accounts.

There has been an obs er ve d incre as e in the number of deposit accounts by about 7.2 million compared to two years ago. About 6.6 million of these new accounts can be traced to Kiddie Accounts – a proof that efforts to invite more participants (especially among the young) into the formal banking system is gaining traction. DA-MRDP inaugurates P26.5M First Rubber Processing Facility in Caraga

PROSPERIDAD, Agusan del Sur – Undoubtedly, the province of Agusan del Sur is the rubber capital in Caraga Region but who knows, massive production and earnest government support could propel it as Mindanao’s top rubber supplier in the near future.

On July 7, 2015, a P26.5-million Crumb Rubber Processing Facility was inaugurated and turned over to the Farmers Alternative Self-Reliance Multi-Purpose Cooperative (FARSMCO) in Barangay San Vicente here.

The multi-million project was funded by the Department of AgricultureMindanao Rural Development Program (DA-MRDP) under the Community Fund for Agricultural Development (CFAD) with counterpart funding from the

provincial government of Agusan del Sur, municipal government of Prosperidad and FARSMCO. Gracing the opening rites were DA-Caraga Regional Director Edna Mabeza, Community Development Specialist Samson Mate of MRDP Program Support Office, Governor Adolph Edward Plaza, First District Rep. Valentina Plaza, Mayor Albin Magdamit, FARSMCO officers and members, other local government officials and town residents.

Mabeza said that the establishment of the rubber processing facility is a manifestation of DA’s total support to uplift the farmers’ quality of life.

“Ang panglantaw sa Department of Agriculture wala na magconcentrate sa produksyon. Naglantaw na ta gikan sa ‘processing’, unya

‘marketing’ (DA’s vision is not only on production, but from production to processing, then marketing),” she said.

She encouraged the recipient cooperative to come up with quality crumb rubber to make it competitive with other producers in Mindanao.

Governor Plaza said the rubber processing plant is a big boost to the provincial government’s program called Upland Sustainable Agro-forestry Development (USAD) in which planting of rubber is one of the priorities.

Arnaldo Silverio, FARSMCO chairman said the project is a big help to their cooperative and vowed to take good care of the facility.

MATANAO, Davao del Sur – An official of the Department of Agriculture’s rice processing center here has assured that the rice milled from the facility are safe and of good quality.

Engr.Ricardo Onate Jr. project manager of the Davao Rice Processing Complex,raised the assurance during a media tour at the complex amidst the fake rice scare in the region.

Onate said the RPC Davao only provides safe, quality and affordable rice to its consumers mostly from Davao City and Digos City.

The processing complex based in the municipality of Matanao in Davao del Sur province mainly provides processing services such as drying, storing and milling of rice bought from producers in said town and neighboring areas.

He said that with the capability of mechanical dryer to dry fresh palay harvest, preservation of the quality of newly harvested palay is also assured.

He added that the RPC has higher milling recovery of 65 percent and only 15% loss compared to other milling facilities which only have 50% milling recovery.

About 50 to 60 bags of rice are being milled at

the RPC in an hour or 400 to 480 bags of rice in an eight-hour operation, or an average of 3,000 bags of rice in one month.

Onate said they have already established regular suppliers of palay from various farmers’ organizations and irrigators’ associations such as the Badagoy Irrigators Association in Magsaysay, Davao del Sur. He said individual farmers or farmers groups could directly go to the RPC with a minimum requirement of 100 bags to avail of the drying and milling services.

The established markets of the milled rice from the RPC include food chains, public markets and Gaisano malls in Digos City and Davao City.

The RPC Davao is one of the four rice processing facilities located in major rice producing provinces in the country being operated by DA as a grant from the government of Korea through the Korea International Cooperation Agency (KOICA) with a total funding of $13 million.

RPC Davao started its full operation in August 2013.

The other RPCs are found in Pangasinan, Iloilo and Bohol. The first RPC was built in Aurora, Quezon Province.

As the recipient province and municipality, the Davao del Sur provincial government and the Matanao municipal government provided their respective counterpart of construction preparations.

Leading scientist warns of impacts of climate change

“PRACTICALLY every spot on the Earth has warmed,” said Dr. Rodel Lasco, World Agroforestry Centre Philippines country coordinator, presenting the key findings on climate change in Asia from the fifth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC) at the 2015 Green Seminar Series— “Finding solutions towards climate-resilient communities”—at the University of the Philippines Los Baños Climate Risk Studies Center and School of Environmental Science and Management recently.

“Clearly, climate change does not only affect natural ecosystems but also the lives of people,” he pointed out.

The uncertainty extends to predictions regarding

tropical cyclones, the frequency of which might actually decrease or perhaps remain unchanged. However, Lasco noted that it’s likely that those cyclones that do occur will show an increase in maximum wind speed and rainfall, meaning greater likelihood of “super storms.”

Furthermore, coastal communities will probably experience severe impact from the rising sea-levels in the Asian Arctic, which, combined with changes in permafrost and longer lengths of ice-free seasons, will cause greater erosion of beachside land while coastal freshwater swamps

and marshes will suffer from saltwater intrusion. Lowlying coastal rice fields, too, are in danger, especially those in the Mekong Delta, where nearly a third of productive land is slated to be salt-affected. Farmers there are already seeing their fields becoming unusable except as fish farms.

Out at sea, ocean acidification and warming will increase damage to coral reefs while warm-water species might move towards more temperate areas and marine biodiversity generally in the tropics may decrease if temperatures exceed tolerable limits. This will likely cause strains on seafood supplies to increasing populations.

Catholic church climate petition drive gets going

Inspired by the encyclical “Laudato Si’,” the Catholic Church in the Philippines, led by Manila Archbishop Luís Antonio G. Cardinal Tagle, spearheaded the Catholic Climate Petition campaign recently, and called on all Filipinos to take action now for the sake of what Pope Francis describes as “our common home.”

75 parishes and counting “A first round of 75 parishes have already received the campaign materials and will start collecting signatures in Sunday masses,” said Lou Arsenio, coordinator of the Archdiocese of Manila (RCAM)’s Ministry on Ecology, as well as of the Global Catholic Climate Movement (GCCM) in the Philippines, in a press release, noting that the launch was just the first step towards a massive mobilization of the Philippine Church backed by her leaders.

The first petition events are currently ongoing, and are addressed to diocesan leaders from the regions of Luzon, Visayas, and Mindanao.

WENTY six (26) students from different school districts in Region 10 joined the National Disaster Consciousness Month Inter High School Poster Making Contest held at Limketkai Activity Center, 2nd Floor, LKK Mall, Cagayan de Oro City on July 10, 2015.

The contest was organized by the Regional Disaster Risk Reduction and Management Council (RDRRMC) and Office of Civil Defense (OCD).

The winner will receive cash prizes and certificates of recognition from the organizers which is one of the highlights of the month long observation.

The winners will be announce on July 31, 2015 during the NDCM culmination ceremonies.

RDRRMC chairperson and OCD Regional Director Ana C. Caneda said that they organized the competition to provide the youth a venue wherein they can express and share their ideas and

talents on how to help people and the communities and to reduce the risks from natural calamities and other disasters as well as how to make communities safe and resilient.

In Disaster Preparedness: DepEd’s DRRMS and guidelines for schools

The Philippines is situated in the Pacific Ring of Fire. In other words, it is prone to earthquake, volcanic eruptions and tsunamis, and also typhoons, flooding and landslides.

This fact requires all entities to prepare because calamities might come anytime.

In their part, Department of Education stressed the importance of disaster risk reduction and management in schools.

This is because adequate preparedness can mitigate the effects of disasters on schools, personnel and students. They believe that preparedness can reduce the harmful effects of these disasters to people in schools and as well damages of infrastructures and facilities that could disrupt classes.

It is important for the school administration to ensure the safety of people and property before, during and after an emergency so that there is protection, and could also ensure safety of lives and minimal damages

or even no disruption to delivery of education.

Further, schools are encouraged to study weather disturbances, their signs, warning systems and effects and regularly conduct disaster response drills.

The school should as well observe the rules set by the higher ranks upon an arrival of typhoons, for example. Department of Education has set rules on suspension of classes to keep parents aware and students danger-free in times of calamities. Classes in pre-school, elementary and

high school in all public and private schools are automatically suspended with storm signal number 2. Moreover, classes in all levels, are automatically suspended with storm signal number 3 and all travel and outdoor activities are cancelled with storm signal number 4.

During times of calamities, it is important that everyone is prepared to ensure the protection of life and resources, and thus, making normalization easier to achieve afterwards.

“Governments should focus on adapting to the climate now.”

He suggested that integrated water management, including technologies and practices that save water or increase water productivity and reuse, could help in adapting to climate change right now, even in areas that currently experience an abundance of water.

People can also prepare for extreme tropical cyclones by improving forecasting and early-warning systems.

“Communities should know when the events are coming and what to do when they come,” he said.

As for endangered species, although the Philippines has mandated protected areas, most are only protected on paper and not in practice. “The Philippines has lost 50% of its forest cover even without climate change,” pointed out Dr Lasco. “So, habitat destruction must first be addressed before looking towards adapting or shifting protected areas in response to climate change.”

But much more work needs to be done, and quickly. More studies need to be carried out of observed changes in climate and their impact in North, Central and West Asia, as well as improving projections for precipitation and water supply throughout the region.

Health studies which look at the effects of the interaction between heat and air pollution are also needed.

“Particular studies in the tropics should focus on the temperature dependence of carbon fixation by trees and the thermal tolerances and the capacity of plants and animals to adapt to climate change,” recommended Lasco. “It’s clear that much needs to be done, now, if we are to adapt to the future that we have helped create.”

For children, 5.08% to 10 years old, the prevalence is higher at 5.8% in 2003 but has gone down to 5% in 2013. Among the 10.0819 years age group, the prevalence has increased from 5.8% in 2003 to 8.3% in 2013.

In Northern Mindanao, based on the results produced by the national nutrition surveys of FNRI-DOST the prevalence of overweight and obesity for 0-5 years children are 4.8 and 3.6 for 5.08-10 years old. For 10.0819.0 years, result prevalence is 7.0 and 33.9 for 20 years old and above. The surveys revealed as well that the prevalence of overweight and obesity increases as wealth increases.

In Gingoog City--An army soldier was killed and seven others were wounded in a raid Saturday on a unit of the 58th Infantry Battalion in Gingoog City, the New People’s Army (NPA) North Central Mindanao Regional Command said in a statement Sunday.

The statement said the NPA’s Eastern Misamis Oriental-Northeastern Bukidnon Sub-regional Command attacked at least 10 members of the 58th IB Bravo Company camped in the barangay hall of Alagatan, Gingoog City, around 5:30 p.m. on Saturday.

The NPA seized a K3 light machine gun, an M203 grenade launcher, two ammo vests, three machine gun ammo links, 12 40mm ammunitions and two military packs, it said.

It added one soldier was taken captive after a 20-minute gunfight.

The NPA identified the captured soldier as Pfc. Adonis Jess Maghanoy Lupeba (serial number: 863573), 26, married and a resident of Iponan, Cagayan de Oro City.
