DL Nutritional, DL8 Therapy taking care of health in Oro D

Story by MARK FRANCISCO

L Nutritional, located at 997 Luminarias St. in Cagayan de Oro City, has been serving the health needs of Cagayanons and those living in nearby areas for the past seven years. Delving mostly based on nutritional medicine, DL Nutritional and DL8 Therapy offer various programs tailor-made for each individual patient’s health history. DL Nutritional and DL8 Therapy were started by Dr. Dorwin Lajot in 2009 right after he graduated with a Master’s degree in

Public Health from the Adventist International Institute of Advanced Studies in Silang, Cavite. Although Lajot was a degree holder in theology from Mountain View College in Valencia City, he decided to pursue a health-inclined course, driven by the fact that his father died young at the age of 29 when he was Dorwin was still seven years old. “He died of lifestyle related disease. It was and it still is a preventable disease because it is one that is caused by unhealthy lifestyle. We all can

change our lifestyles into healthy ones. And that I feel is my calling,” Dr. Lajot said. While slowly starting both DL Nutritional and DL8 Therapy, Dr. Lajot painstakingly concocted a diet program that would fit the Filipino palate, and more importantly, the Health/PAGE 7

Well before Mindanao was expected to plunge into another age of darkness due to the worsening El Niño episode that’s been confirmed to be worse than the devastating 1997 edition , manmade security issues have already forced distribution utilities to resume rotating brownouts. Sources from the police and armed forces in the area confirmed that Transmission Towers 19 and 20 located in Patani, Marawi City along the Agus 2-Kibawe line were bombed around 9:20PM and both put out of commission. As a result, the Mindanao Grid has lost power supply from both the Agus 1 (80MW) and Agus 2 (180MW) hydroelectric power plants since other lines for grid connections have already decommissioned due to trees and other obstructions deliberately planted by landowners in District 2, Lanao del Sur. The loss of 260MW from the Mindanao Grid will mean the resumption of rotating brownouts all across the island even within franchise areas of distribution utilities with embedded generators since the slack is too great and can only be dealt with manual road dropping by the DUs. Industry sources estimate it will take over a week to restore power through the Agus 2-Kibawe line. “PSALM only gave us 50+MW and other

in the efforts to restore power. In a media statement, NGCP reiterated its appeal for the public’s cooperation and warned that right of way violations along transmission lines compromise not just the safety of the people, but also the security of the Mindanao grid. Because of Mindanao’s current power situation, the isolation of any power plant from the grid may result in more load curtailment during peak hours to allocate whatever power is available to the rest of the customers. Earlier last 17 October NGCP’s rightof-way (ROW) woes breached critical level with the sustained tripping of the Agus 2-Kibawe Line 1 in Mindanao at 9:39AM on October 17. “The tripping of the line was caused by a fallen tree cutting the line conductors. This leaves NGCP with only one line

catering to the Agus 1 and 2 power plants and threatening the entire Mindanao island with complete isolation from these hydropower plants should the remaining line become unavailable,” the company said in a media statement. “It has become the practice of some landowners to intentionally plant trees or build structures under high voltage transmission lines, and demand for recompense when we seek entry into the property to conduct maintenance activities. The trees and other structures under our facilities breach our safety clearances and endanger the reliability of the entire grid,” NGCP stressed. The company has dispatched an urgent request to the Department of Energy (DOE) and Philippine Army to assist in the negotiations with landowners and clear the lines. The frequent dips in voltage and

frequency are adversely affecting household appliances and industrial equipment. “NGCP is seeking all avenues of support, from the DOE to the military to the public. We are also appealing to the local government units for a resolution prohibiting treeplanting and building any structure under transmission lines. This does not only affect NGCP or the hydroplants, which form the bulk of their power supply, but all the power consumers in Mindanao stand to bear even longer power interruptions,” the company said. NGCP is a privately owned corporation in charge of operating, maintaining, and developing the country’s power grid. It transmits high-voltage electricity through “power superhighways” that include the interconnected system of transmission lines, towers, substations, and related assets.

Artist takes out election angst via handcrafted board game By Mike Baños Editor-at-Large

A

rtist Oscar A. Floirendo, better known as plain “Oca” to his friends, is taking out his rage on Philippine elections out on the medium he knows best, through his art. “I’m not that articulate with

words, being a visual artist,” Oca said in an online interview. “I like to make stuff, handcrafted artistic toys, sell them if I can.” A Fine Arts graduate of the University of the Philippines at Diliman, Quezon City, Oca has created in many artistic media, a hallmark of which has

been his social commentary. “It’s a way to express my thoughts on things that I want to ponder on, things in life that I want to comment on,” he adds. “In this case, the artwork/ game board is my own way to express what I see in the current coming election carnival.” Taking a generous helping of his artistic license with words, Oca has created a new board game he calls Punyetang Halalan using wood recycled from school armchairs. “The armchair alludes to how we need to educate ourselves, and really try to know who these candidates are,” he explains. “Not to base our vote on the candidates’ popularity, (maka-masa

RACIA’s Diner, the long-renowned caterer and canteen concessionaire in Cagayan de Oro and neighboring places, has finally opened its own casual dining joint at uptown Cagayan de Oro particularly at Masterson’s Avenue. Geo Calulo, restaurant consultant, said Gracia’s Diner will be bringing the same quality and yummy taste of food found in their

concessionaire canteens since 1983 in their new showcase home smacked in the middle of several gated subdivisions. Gracia’s Diner also offers short orders such as buffalo chicken wings, sinuglaw, chicken teriyaki and their bestseller beef with mashed potato. They retain their house specials pork barbecue, grilled tuna belly and grilled tanguigue. Gracia’s Diner started as a mere eatery at

Pabayo-Chavez in 1983. Soon word of mouth spread about their mouth-watering tastes that the business evolved itself into a canteen concessionaire. The list of clients is impressive – Del Monte, Cepalco, Concentrix, Philippine Sinter Corporation, Coca-cola FEMSA. Now Gracia’s Diner is serving the students, faculty, parents and guardians of Xavier University Grade School diner/PAGE 7

New borders in Europe?

The

CAGAYANTIMES Lifestyle Weekly

Story and Photos by MARK FRANCISCO, Lifestyle Editor

I

grew up with German borders (East and West) during the so-called Cold War during the 1960s till the fall of the Berlin Wall 25 years ago. I know, what it means to wait hours and hours before military check points, before being able to meet family members again - even for a few hours only. Several leaders from the European Union and the Balkan states held a summit in Brussels over the refugee crisis yesterday (Sunday, October 25,2015). I am writing this piece Monday afternoon. The talks came after Bulgaria, Romania and Serbia threatened to close their borders. No wonder! The mini-summit yesterday, focused on the inf lux of asylum seekers to Europe, with some countries, such as Germany and Sweden, in favor of a relocation and distribution operation across the continent. Yesterday, in an interview published in German newspaper

“Bild,” President of the European Commission Jean-Claude Juncker urged the countries to stop passing migrants to neighboring states in “chaotic conditions.” He added that EU states “must take care to uphold orderly procedures and conditions. The European Commission expects everyone to obey the rules of the game if we don’t want to put Schengen at risk,” Juncker said, referring to the EU’s border-free zone. What else could he have said? But isn’t Schengen - the “United” Europe already at risk, since more and more states think more on themselves? As thousands of refugees continue to arrive in Europe, Serbia, Romania and Bulgaria warned on Saturday that they would not allow themselves to become a “buffer zone” and would close their borders if northern EU member states stop accepting asylum seekers. “All three countries are ready if Germany and Austria and other countries

close their borders […], we will be ready to also close our borders at that very same moment,” Bulgarian Prime Minister Boyko Borisov said following talks between the three Balkan leaders in Sofia. A divided opinion that’s the main dilemma right now.Europe is struggling to find a solution to deal with the unprecedented numbers of refugees. Around 670,000 people - mainly from Syria, Iraq and Afghanistan have already arrived in Europe this year. According to EU figures, Slovenia - which has a population of just 2 million people - recorded the arrival of more than 47,500 asylum seekers last week. If Slovenia fails to receive some 140 million euros ($155 million) from Brussels to help cope with the crisis, Ljubljana has threatened to build its own barrier at the SlovenianCroatian border. Neighboring Hungary has already sealad off its southern borders. And, there are

terrible fears ahead of winter. With winter temperatures already beginning to drop, human rights organization, Amnesty International, has warned that Europe could be faced with a humanitarian crisis if EU and Balkan leaders fail to quickly find a solution. Yes, every day counts. It breaks my heart. It’s sad too say: we will soon witness families dying wretchedly in chilly rivers in the Balkans. +++ Email: doringklaus@ gmail.com or follow me in Facebook or Twitter or visitwww.germanexpatinthephilippines. blogspot.com or www. klausdoringsclassicalmusic.blogspot.com.

Private sector, DOT looks to regulatory legislation to address Airbnb phenomenon Most of us simply want what Quebec is proposing: The same rules for everyone.

T

By Mike Baños, Editor-at-Large

he private and public sectors of the hotel industry agree there should be regulatory legislation to regulate the proliferation of nonhotel accommodations which visitors to the country can now avail of through the online booking websites such as Airbnb. Airbnb is a website for people to list, find, and rent lodging. It has over 1,500,000 listings in 34,000 cities and 190 countries. It allows travelers, especially those traveling on a limited budget, to book their accommodation online. The issue of unfair competition from Airbnb hosts to accredited hotels and similar establishments was raised during the Mindanao Regional Meeting of the Tourism Congress Philippines (TCP) held Thursday,

29 Oct 2015 at the VIP Hotel in Cagayan de Oro City. According to Rosanna TuasonFores, TCP president, the organization is the private sector consultative body created by Republic Act 9593 (Tourism Act of 2009) and mandated to assist government in the development, implementation, and coordination of Philippine tourism policy. “It is composed of duly accredited tourism enterprises covering the accommodation, travel and tours, meetings, conventions, exhibitions and events services and facilities sectors, tourism and estate development, management services and other accredited tourism enterprises,” she added. Maria Rica C. Bueno, Director, Office of Tourism Standards &

Regulations, Department of Tourism said the issue has already been referred to the DOT by the Phil. Hotel Owners Association, Inc. (PHOA). “At this point in time we don’t have a policy or a program yet, on how to address Airbnb,” Bueno said. “While we are in the process of processing and developing accommodation standards, we will get insights from the industry and our consultants on how we will address this issue. They are already here and most of them are condominiums.” Previously known as The Phil. Hotel Federation Inc., the PHOA’s primary objective is to bring together those in the accommodation industry (hotels, resorts, tourist inns, pension houses, and serviced apartments), and

organize them to protect and promote their common interest and concerns. Arturo P. Boncato Jr., DOT assistant secretary for Mindanao, said the present thinking here and abroad is leaning towards regulating listed host establishments in Airbnb and similar online booking websites. “The local government of Quebec, Canada has filed a bill requiring all Airbnb establishments to pay the exact same taxes as regular hotels. This has already also been experienced in many parts of the world and

I believe that should be the direction in dealing this new way of booking and travel which is similar to Uber itself in terms of getting their franchises paid and taxes, etc.,” Boncato said. The Airbnb website at https://www.airbnb. com/s/Philippines currently lists around 300 vacation rentals all over the country from Metro Manila, Cebu,

Balabag, Taguig, Botolan including houses, bed & breakfasts, lofts and villas. Cynthia R. Mamon, TCP trustee, said the hotel industry is apprehensive of Airbnb hosted establishments because they are not accredited with the DOT and have no standards to comply with when dealing with guests and accommodations. the state legislature for legalization in return for the collection of hotel taxes. In January 2014, the Federal Court of Germany ruled that a transfer of residence to tourists is not covered by a permission to sublet. In this case, the tenant was previously warned by the landlords. A pending new case centers on the question, even if a termination without notice is possible if no explicit permission from the landlord is obtained. In Airbnb’s home city of San Francisco itself, Airbnb hosting was illegal under most circumstances and Airbnb hosts had been fined by the city and received eviction notices from landlords. This changed in October 2014, when San Francisco Mayor Ed Lee signed a law legalizing short-term rentals in San Francisco. Dubbed the “Airbnb Law” (as Airbnb was the most affected company), the law requires renters to register as hosts with the city, carry liability insurance and pay the

city’s 14 percent hotel tax. According to a study commissioned by Airbnb itself, in fiscal year 2011-2012, Airbnb should have collected and remitted $1.9 million to the City of San Francisco, but have yet to do so as of 2014.
