XCCA marks 10th year with celebration of National IP Month I

n light of the National Indigenous People’s Month celebration, Xavier Ateneo’s Xavier Center for Culture and the Arts (XCCA) conducted the Yamug Intercultural Forum at the Xavier Little Theater on October 07, 2017.

In its 10th year now, the same milestone that the XCCA has reached since it began opening productions in the university in 2007, Yamug (which originates from the native term, “hamug” and means “morning mist”) has opened doors of opportunity for intercultural discussion and lectures given by respectable representatives of IP communities and people in Mindanao.

This year’s forum was sponsored and funded by the National Commission for Culture and the Arts (NCCA), and it tack led about the historical injustice with topics shared by IP leaders and the academe from Muslim and Filipino academic institution.

“We know for a fact that there are so many things that happen in the country, in our cultural communities,” stated XCCA Director Hobart Savior. “It is important to discuss the historical injustices and to celebrate the triumphs over these.”

IPRA Assessment 20 years hence The whole-day dialogue was separated into two parts. In the morning session, the Indigenous Peoples’ Rights Act of 1997 was assessed by North Cotabato 2nd

District Representative Congresswoman Nancy Catamco and Talaandig Cultural Community Chief Datu Victorino Saway in front of a crowd composed of students, academe, and NGO employees from the provinces of Bukidnon and Misamis Oriental, and the cities of Iligan, CDO and Marawi.

“Twenty years since IPR A was passed, only 5, 110, 393.12 hectares of land – of the estimated 13 million hectares – were given,” Catamco, who was also the keynote speaker of the dialogue, said.

“This represents less than 50% of the ICC’s impending claims.

As the current Chairperson of the House Committee on the Indigenous Cultural Communities (ICC) and Indigenous Peoples (IP), she expressed the grievances of the IP caused by historical injustice when their lands had been stolen from them by the landownership system introduced by the Spaniards during the colonization period.

These grievances were echoed by Datu Saway (respectfully known as Datu Vic) who stated that historic injustice is injustice against people. “It is injustice against their identity, culture and humanity,” he said.

despite IPR A’s existence for 20 years.

To date, private corporations – although with legal documents to justif y their land titles in the domain of the IPs in provinces – continue to operate without acknowledging and following the necessary requisites for the ICCs. Paramilitary groups massacred advocates and innocents in their communities just as loggers and mining companies ripped their trees and scraped their mountains – their beliefs’ most sacred places.

However, he cited that the tribes want no conf lict to bear their wishes. “Marching on the streets to protest against the government’s failures is not our attitude,” Datu Vic said. “Why should we do that when we can tend our land and plant our crops to feed our people?”

For Catamco who

belongs to the Manobo tribe, proper education in their communities is a step towards their progress. “As a congresswoman, I push for the Department of Indigenous People so the gargantuan problems we face will be immediately addressed.”

She went on to emphasize that the value of their cultural identity exceeds their ownership over their ancestral domains. It recognizes them as the original inhabitants of the region and as a group that continually hold onto their pride and dignity despite their long-time struggles.

Unbreakable bond between Muslims and Christians In the afternoon, the dialogue transitioned towards the identity and struggles of Muslim Filipinos as proud but misunderstood people due to false misrepresentation in the height of terrorism proliferated by radical ideolog y.

Exploring issues and considering the opportunities to address them, Mindanao State University – Iligan Institute of Technolog y History Department Head Dr. Rohane Derogongan implied that she has been grateful for engagements by organizations to advocate for peace and settle the rifts of the regions’ diverse groups.

“Engagements like this are so inspiring and challenging,” she said.

Derogongan further enumerated the historical injustice her people had struggled for many decades. “It is manifested in the enforced displacement, land grabbing, forced integration into the Philippine political system, and replacing [our] traditional justice system with structures [in the present system] that are highly vulnerable to corruption.”

“Although the Meranaw are culturally rich and resilient,” she addressed, “reparations are intended to help reconstruct a political community that has been broken by civil conf lict or scarred by historical injustice.”

But despite efforts to repair these crimes, the peace process has often been delayed or neglected entirely from one administration to another. Since 2014, the BBL has yet to reach its passage this year.

This problem, worsened by historical injustice, has prolonged the conf licts in the regions with false ideolog y feeding on frustration.

To address extremism, according to MSU-IIT English Department Faculty Prof. Saturnina Rodil, whose lecture seeks to promote social cohesion in the bond between Christians and Muslims amidst

the raging war in Marawi, is to uphold and further practice interfaith and intercultural dialogues.

“At the core, all religions are grounded on love,” she remarked.

“It is the layers that need to be discussed.

These layers include the beliefs, traditions and culture.”

Grounded on shared cultural and spiritual values In his speech to welcome the speakers, Xavier Ateneo Vice President for Social Development Cluster Roel Ravanera envisioned for a genuine reconciliation that would mark a lasting peace in Mindanao.

“For Xavier Ateneo, we are guided by the Jesuit Provincial Road Map in our social engagement,” Ravanera said. “We are tasked to direct greater apostolic preference in Mindanao, particularly the continuing poverty and marginalization of peoples and the regions’ pervasive conf licts.”

XCCA Director Savior shares the same vision. “We aspire for a better future for all of us here in Mindanao,” he noted.

For a decade now, the XCCA has been working towards this vision by spearheading programs and projects that bring people of diverse backgrounds into one memorable event. The Yamug Intercultural Forum is one of them.

Cebu Pacific launches Cadet Pilot Training Program ·

The Philippines’ leading carrier, Cebu Pacific (PSE: CEB) launched its Cadet Pilot training program aimed at addressing the airlines expansion requirements over the next five years.

The program, to be conducted in partnership with Flight Training Adelaide (FTA), will create 240 professional pilots who will subsequently join the corps of pilots of Cebu Pacific.

The Cebu Pacific (CEB) Cadet Pilot Program is a 56-week program that recruits candidates from ab initio, and puts them on a 56-week integrated flying training; flight theory and education course to become licensed Commercial Pilots.

CEB will be investing a total of 25 million US dollars over a five-year period for this Cadet Pilot Program.

“The Cebu Pacific Cadet Pilot Program will enable everyJuan to achieve the dream of becoming a pilot. This program will allow us to train homegrown Filipino pilots with bestin-class international standards,” said Lance Gokongwei, President and CEO of Cebu Pacific.

“The candidates need not worry about shellingout money for tuition to flying school to achieve their dream. Cebu Pacific will shoulder the cost first and expose candidates to one of the best pilot training facilities in the world.

Through this program, we aim to have continued access to a pool of highly skilled aviators

that would support our growth,” he added.

CEB has a current fleet of 59 aircraft, comprised of comprised of one Airbus A319, 35 Airbus A320, eight Airbus A330, eight ATR 72-500, and seven ATR 72-600 aircraft.

Between 2017 and 2022, CEB expects delivery of seven Airbus A321ceo, 32 Airbus A321neo, and nine ATR 72-600 aircraft. The CEB route network, including that of subsidiary Cebgo,

reaches 37 domestic and 25 international destinations, with over 100 routes.

Cadet-pilots are enabled to study and train at flight school now, and then they can amortize the payment for the course while they are employed. The entire program will be financed by Cebu Pacific, with successful cadet-pilots guaranteed employment with CEB upon graduation. They training/PAGE 11

I am writing columns for several papers from all over the world since the early 1980’s.

Sometimes, while writing, I am indeed not in a good mood. I rewrite and rewrite - and then the moment comes, I am asking myself: “Do the readers of this publication really like to read my columns?”

Anyway, I try my best. It’s actually a sweet day today, so sunny, so calm, so bright, it’s like the bridal of earth and heaven. The grandeur of God f lames out like shining from shook foil. I feel like as the waves make towards the pebbled shore.

I observed again a multi national couple somewhere in my neighborhood fighting each other. Gosh. Stupid people have an uncanny way of hitting the right nail on the head with the wrong hammer!

Maybe, you are angry also right now, while reading this. You are angry, even for others it’s a beautiful day. You are angry? It’s okay. We are all battling against one of the most powerful emotions known to man - anger! Anger. A day rarely goes by without us feeling angry. Or, maybe seldom a days goes by without feeling anger... .

Anger is he main part of our daily life. That’s why it’s really important to talk about this phenomenon. What is anger, what does it do and how does if affect our lives? Where does it come from and how can we learn to handle it in a constructive instead of destructive way? Only, if the roots of our anger exposed and explained, we can defuse its explosive and dangerous potentials.

As I said earlier, anger is one of the most basic emotions. Everyone can get angry. You and me? Now, later, tomorrow...! It’s a feeling of being against something or someone.

Anger is a hostile emotion that sets people

against one another, or Have My Say even themselves. By its nature, anger involves opposition, hostility, hatred and disliked.

It happened between Filipinos, and between Filipinos and foreigners as well, living here in the Philippines. It even happened at political Klaus Doring level right nowadays.

Anger, however, is simpler to define than to identity. Emotions of antagonism can take a wide variety of faces. Expressions of anger range from the overt, in-your-face brand of open hospitality to the cold indifference of a silent individual. At times, anger can be felt like an inner fire... .

Millions of defense, not a damned penny for tribute, as Charles Pinkney stated... . Anger between people: the one side remains cold as ice while the opposite plays meek as a lamb. Sige, burn the midnight oil! And what the result at the end? A shadow of doubts remains after each fight getting its origin out of anger.

The silent withdrawal and lack of understanding and innumerable shortcomings of one or both partners are often an indication that one is angrily punishing the other for not doing things his or her way.

We are all selfish! Yes, me too! That’s why we see the cause of anger as something outside of ourselves. Life is unfair! Senior Citizen, PWD discount now available on all Cebu Pacific booking systems

AGAYAN DE ORO CITY – A total of 100 Filipino domestic helpers in Hong Kong took advantage of a legal outreach that was offered by nine lawyers representing the Integrated Bar of the Philippines (IBP) Misamis Oriental chapter.

The group itself is part of the larger outreach called Idulog Mo Kay Atorni Year 5

generally organized by IBP Central Luzon.

It was already the fifth year for the lawyers from Central Luzon to hold such an outreach. This year, they were joined by their counterparts from Eastern Mindanao as represented by the IBP Misamis Oriental chapter headed by their president Atty. Eddie Cuaresma.

The rest of the lawyers who composed the nine-person group were Attys. Janeth Nuñez, Cancio Nicanor “Pogi” Guibone, Jun Lucman, Rey Raagas,

Robert Raypon, Teresa Blanco, Katrina Mordeno and Anna Caroz.

Cuaresma said the legal problems of the domestic helpers range from marriage annulment to real property disputes back here in the Philippines.

There were also a few who encountered legal problems in Hong Kong.

The outreach was held at the Philippine Consulate in Hong Kong from October 7 to 8.

Cuaresma said they timed it during the rest days of the domestic

helpers which are Saturdays and Sundays.

He said that legal problems of the beneficiaries were forwarded to the IBP chapters where their Philippine residency belongs.

In January, the IBP Misamis Oriental chapter will hold another legal outreach for overseas Filipino workers (OFWs) in Singapore.

Other activities to be conducted by the chapter will be a fun run for a cause and a movie block screening for a cause.

The Philippines’ leading airline, Cebu Pacific (PSE: CEB), has implemented the 20% discount, on top of the exemption from the 12% Value-Added Tax (VAT), on airfare for Senior Citizens and Persons With Disabilities (PWDs) across all its booking systems. That means that bookings of Cebu Pacific flights by eligible Senior Citizens and PWDs, whether done via ticket office, online via the CEB website, or through the CEB mobile app, now reflect the applicable discounts on the base fare for flights within the Philippines.

The 20% airfare discount and 12% VAT can be availed by all Filipino Senior Citizens and PWDs. For bookings made through the website or mobile app, the passengers need to input their details, including their date of birth or the number stated on their identification cards (Senior Citizen Card or PWD card). The total amount discounted can be found both on the ‘booking summary’ portion of the website, as well as the ‘fare breakdown’ or ‘payment details’ portion of the itinerary receipt.

Citizens and PWDs only covers airfare, and does not cover ancillary services such as food, baggage allowance and seat selection.

Upon check-in, passengers who availed of the discount are required to present their Senior Citizen ID issued by the Office of Senior Citizen Affairs (OSCA); or PWD ID issued by the National Council on Disability Affairs (NCDA). In lieu of these, they may show other valid governmentissued IDs that reflect their nationality and birthdate such as Passport, Driver’s License, Voter’s ID, SSS/ GSIS ID, PRC Card, Postal ID, PWD ID issued by the Office of Persons with Disability Affairs (PDAO) or the City/Municipal Social Welfare and Development Office (CSWDO/MSWDO) of the place where the PWD resides, or their Transportation Discount Fare Identification Card issued by the National Council for the Welfare of Disabled Persons (NCWDP).

Xavier Ateneo Psych students, alumni present papers on reproductive health, rights Xavier Ateneo junior Psychology students and alumni shared their studies with Hivos and South East Asia Researchers’ Network on Sexual and Reproductive Health and Rights (SEARN-SRHR) during the launching of its local namesake project on Thursday, October 19.

The SEARN-SRHRCDO project aims to support researchers working on sexual and reproductive health and rights-related subjects and to provide

solutions to issues and opportunities for collaborations in the field.

Three papers were presented at the said gathering last week.

n the 7th International Assembly of Youth for the United Nations Educational, Scientific and Cultural Organization (UNESCO) in September, the Supplementary Training to Reinforce Education of the Academically-gifted but Marginalized Students (STREAMS) XU-Pathways to Higher Education was cited as one of the 2017 Outstanding UNESCO Clubs in the country.

STREAMS XU is one of the educational development programs of Xavier Ateneo.

The org holds academic sessions for Grade 10 and Grade 11 students from public high schools aimed at enhancing their knowledge on academic subjects to have higher chances of passing senior high school entrance examinations and acquiring scholarship grants and aids.

Besides the academic sessions, STREAMS looks for scholarships and grants in the region and aims all these efforts to raise the chances of the students getting admitted to Xavier Ateneo or other universities.

Conducted by the National Association of UNESCO Clubs in the Philippines (NAUCP) Inc, the assembly centered on building peace through

enhancing individual capabilities in fields such as the arts, culture, science and technology, and life-long education.

Over 350 UNESCO clubs and potential UNESCO clubs in the country gathered at the assembly from Sept 1 to 3 in hopes of being an avenue for youth mentoring within the goals of UNESCO and the Sustainable Development Goals (SDGs), and empower

them in carrying out their efforts in being grassroots change makers.

In 2016, STREAMS XU-Pathways to Higher Education and Xavier University Ateneo Diplomatic Corps (XU-ADC) were among the Outstanding UNESCO Clubs in the country, becoming also the first organizations to receive such recognition in Cagayan de Oro City.

very time I hear someone say, “I’m going to Italy,” my envy meter rises. I have always loved the idea of living the sweet life (la dolce vita) in Italy, even for just a couple of days. I had the chance to experience this back in 1996, but it was a short stay (three days).

I have no idea if I can ever recreate that, but if given the chance, I’d jump at the opportunity.

BSP hosts the 2017 BSP-UP Professorial Chair Lectures

T

he Bangko Sentral ng Pilipinas (BSP), in partnership with the University of the Philippines System, hosted the 2017 BSPUP Professorial Chair Lectures, on 18-19 October 2017 at the Executive Business Center, BSP Head Office, Malate, Manila.

The BSP established the BSP Sterling Chairs in 2006 and upgraded the existing CBP Diamond Jubilee chairs to BSP UP Centennial Professorial Chairs in 2008 to continuously support the research, teaching, training and other programs of the University of the Philippines System.

The Professorial Chair

Lectures provide the opportunity for chair holders to present their research, and for the participants to discuss important issues in economics, statistics, business administration, finance, accounting, agriculture and other related fields as part of the collaboration between the BSP and the academe.

For this occasion, BSP Monetary Board Member Felipe M. Medalla delivered the welcome address.

Six lectures were delivered for this twoday event. The first day covered lectures

by Dr. Erik Paolo S. Capistrano (Big Data and business management).

The discussants for the papers were Dr. Brenda A. Quismorio from the University of Asia and the Pacific, Mr. Edward K. Lee of the COL Financial Group, Dr. Margarita D. Gonzales of the UP School of Economics, and Dr. Eli Remolona of the Bank for International Settlements, respectively.

The lectures on the second day focused on the work of Dr. Toby Melissa C. Monsod (financial inclusion) and Dr. Ma. Joy V. Abrenica

(WTO consistency of Trump’s tax plan). The papers were avaluated and discussed by Mr. Maynard Bryan Mojica of the BSP’s Inclusive Finance Advocacy Office and Ambassador Lilia R. Bautista of the Jose Rizal University, respectively.

BSP Deputy Governor Diwa C. Guinigundo delivered the closing remarks.

The lectures were attended by invited participants from the academe, government and private institutions as well as BSP officials and staff. The lectures were also live streamed to audiences in the Security Plant Complex as well as the BSP’s regional offices and provincial branches.

Opening last October 21 and will be on display throughout the Halloween season, Artsada’s Quintessence was called as such because it is a ref lection of man’s own mortality versus God’s quintessence as Filipinos traditionally troop to the cemeteries

CAGAYAN DE ORO CITY – Northern Mindanao Medical Center, the city’s oldest hospital, celebrated its centennial last October 1.

To celebrate, the hospital management unveiled a wall last

October 20 depicting a photo of the new NMMC that serves as a centennial marker.

Housed in a building of mixed materials with a nipa roof, the Misamis Public Hospital opened on October 1, 1917 in

the district of Carmen, Cagayan, Misamis Province. It had a general ward and a private room and was equipped with a laboratory capable of performing basic tests. Initial hospital staff consisted of one supervising physician, one resident physician, one superintendent and property clerk, two nurses, one midwife, two ward attendants and one cook.

It underwent several name changes – Misamis Oriental Provincial Hospital (1929) and Northern Mindanao Regional Training Hospital (1966) until it settled to becoming NMMC in 199.

Delfin is proud to say that MASSA produces its own menu and its own cook. The viand consists of fried rice, arroz caldo, rice toppings, vegetables and benignit – spread throughout the five-day school week.

For its next feeding, MASSA will take care of 152 first to sixth graders at Batinay Elementary School in barangay Tagpangi.

The group was able to generate P168,000 during the fun run which had 5k, 3k and 1k categories. Proceeds of the event go to Calabrian Foundation and other projects of MASSA. There was also free haircut, free massage and free cosmetics courtesy of HBC during the event.

The cadet-pilots then return to Manila for a fourweek training to obtain a Pilot’s License under the Civil Aviation Authority of the Philippines.
