NSCA - CDO Committee joins FILFEST USA 2017 T

he Cagayan de Oro City Committee of the Norfolk Sister City Association actively participated in FILFEST USA 2017, the annual celebration of Filipino-American Culture in Hampton Roads, Virginia, as one of its major sponsors.

Hosted by the City of Norfolk, the event held last 14-15 October and kicked off a public event at MacArthur Memorial featuring the special recognition of our Filipino Word War II Veterans.

Major General Antonio M. Taguba, Chairman of the Filipino Veterans Recognition and Education Project, spoke about the national campaign of the Congressional Gold Medal (CGM) award to be given of Filipino Word

War II Veterans. Gen. Taguba also spoke on the fundraising campaign to provide funds to mint a single gold medal.

In Loguilo, the International Studies students from Xavier University met the children – most of them sons and daughters of fisherfolk – and read to them a story about peace, which is one of the advocacies of American Spaces Philippines, the US Embassy’s goodwill arm.

(It was the group which provided the reading materials to Ateneo

Diplomatic Corps.)

The 300 children in attendance were also given gifts of school supplies culled from Xavier University’s Shoebox Project. They were then treated with arroz caldo and juice.

Reading on Wheels started as a grant from a German academic institution in 2015. The €2,500 grant that they garnered was initially used to spend for the bi-weekly snacks of the children outside

the Xavier University campus that they used to read on to…and to build a cart containing the reading books (thus the name Reading on Wheels).

Today the cart is gone.

Suganob said it will be replaced with a jeepney pretty soon.

Another like-minded benefactor will be donating the jeepney to Ateneo Diplomatic Corps to be stacked with books and journeyed

to remote places in Northern Mindanao, bringing with it the mission of Reading on Wheels.

Suganob and the International Studies students of Xavier University are happy.

What started as a project grant will soon be spreading cheers all over. It is their collective wish that one day, their kid-beneficiaries will turn into one of them, responsible young adults in society.

AGAYAN DE ORO CITY – More than a hundred junior high students from seven public and private schools in Cagayan de Oro City participated in the 5th National Letter Writing Day last Monday at SM City Cagayan de Oro. They joined hundreds others nationwide during the simultaneous activity which was also held in SM North Edsa, SM City Cabanatuan, SM City Tarlac, SM City San Pablo, SM Seaside, SM City Iloilo and SM City Davao.

The event encourages young people to speak their minds, using their imagination and views on the world to envision a positive change through letter writing. The activity

will also be a perfect venue for students to sharpen their skills in composition and find the perfect participant to represent the country in the international letter writing competition in Switzerland.

This year’s theme for the 46th Universal Postal Union International Letter Writing Contest is “Imagine you are an advisor to the new UN Secretary-General which world issue would you help him tackle first and how would you advise him to solve it?”

Germany and its good news Yes, Germany raises growth expectations amid positive vibes. The good news continues for Europe’s largest economy. The government has raised its growth forecast on the back of a more positive global outlook and as a result of strong domestic industrial and export figures.

The German government has increased its 2017 economic growth forecast for the country to 2.0 percent, up from the 1.5 percent it had forecast in April.

The update, announced on Wednesday (October 11, 2017) by the Ministry for Economic Affairs and Energy, continues the good news in what has been a week of glad tidings for Europe’s largest economy.

Last Monday, the same ministry revealed that Germany’s industrial output increased by almost 3 percent in August, its biggest increase in six years, while on Tuesday it was announced that the country’s exports had surged by 3.1 percent in the same month. The country’s unemployment rate is also at a record low.

Those positive figures, coming alongside the IMF’s upbeat assessment of the health of the global economy on Tuesday, have all boosted economic expectation and sentiment in Germany. The IMF also predicts the German economy to grow by 2 percent this year. “The German economy is enjoying a steady and broad-based upswing, underpinned by a solid domestic foundation,” the government said in a statement.

The proof is indeed in the long term.

PH gears up for the world’s largest trade fair for food at ANUGA 2017 Led by the Department of Trade and Industry’s attached agency, Center for International Trade Expositions and Missions (CITEM) and the Philippine Trade & Investment Center-Berlin (PTICBerlin), 19 Filipino companies are set to attract trade visitors and buyers on 7-11 October 2017 in ANUGA at Koelnmesse, Cologne, Germany.

Under the brand FoodPHILIPPINES, the Philippine pavilion will highlight the country’s

‘Premium 7’ food export commodities, which include coconut, pineapple, mango, banana, coffee, cacao and tuna—all in different varieties, cultivars, and packaging presentation.

In 2015, 35 Philippine companies netted $67.7 million export sales at ANUGA. For 2017, DTI-CITEM is targeting $62 million, despite the attendance of a smaller delegation to Cologne. To achieve such high export target, CITEM carefully selected

19 food companies that are primed for the European market, each capable of highlighting the best of what the Philippines has to offer.

At present, the Philippines is enjoying a special trade arrangement and incentives with European countries as one of the 30 countries listed under EU’s Generalized Scheme of Preferences (GSP). Under the EU GSP, developing countries can export goods with reduced

tariffs entering the EU to stimulate economic growth and job creation in their economies.

The Philippines avail itself of the zero preferential duties on 6,274 products going to EU states.

To maximize such potential, PTIC-Berlin is also supporting the Export Marketing Bureau (EMB) of the Department of Trade and Industry in its Outbound Mission composed of five (5) exporting companies with products ranging from fish to muscovado sugar,

and coconut to banana products.

Known as the world’s largest and most important food and beverage fair, ANUGA 2017 showcases the diverse product selection

in the global food industry, attracting over 160,000 visitors during the five-day event to check out the latest and most innovative products from around 7,200 global exhibitors.

wo Xavier Ateneans were chosen to participate in the Young Southeast Asian Leaders Initiative (YSEALI) Professional Fellowship programs from October 10 to November 17 in the United States of America.

Xyla Mercedita “Tat” Gualberto, program officer at the XU - Southeast Asia Rural Social Leadership Institute (SEARSOLIN), is one of the two professional fellows for the YSEALI environmental sustainability cohort from the Philippines.

Gualberto previously worked as a coordinator for the Xavier Ateneo-led resettlement village for TS Sendong (Washi) survivors,

Xavier Ecoville, located at Barangay Lumbia in the uptown portion of Cagayan de Oro City.

In her current post at XUSEARSOLIN, she manages various training programs in the thematic areas of rural development, natural resources management, indigenous peoples' welfare, local governance, and leadership.

Gualberto will be hosted

by Berlin, Worcester County in Maryland, under the office of the town administrator to work on water management issues.

Environmental sustainability cohort fellows are expected to learn practical skills focusing

on local governments’ role and responsibility on ecological challenges in their communities, specifically on climate change, sustainable energy, environmental justice engagement, and promoting transparency. The program also aims to foster fellows’ interaction with leaders of federal, state, and local organizations.

On the other hand, Victoria Melissa “Becky” Cortejos Pulido, who works as program officer of Xavier Ateneo’s Service Learning Program (SLP) under the Social Development cluster of the university, was chosen as one of the four professional fellows for the legislative processes and governance

cohort from the Philippines.

As an SLP program officer, Pulido coordinates the service learning engagements of XU students with partner communities, organizations, and local government units.

She previously worked as program officer of the Volunteer Formation Program under the Kristohanong Katilingban sa Pagpakabana – Social Involvement Office (KKPSIO).

Pulido will be hosted in Tallahassee City in Leon County, Florida under the governor’s office to work on community engagement partnerships of the local government with higher

educational institutions and state universities.

Legislative processes and governance cohort fellows are expected to learn practical skills focusing on the local government's’ role and responsibility in responding to sustainable development challenges in their communities through partnership and collaboration with various development key players.

Mapúa awarded university status by CHED May 25-28, 2017

M

apúa Institute of Technology is now called Mapúa University following the granting of university status by the Commission on Higher Education (CHED).

Mapúa, founded

in 1925 by the country’s first and foremost architect Tomas Mapúa, is a recognized higher education institution for engineering and technology. Its ownership was transferred to the Yuchengco Group

of Companies at the turn of the century.

“The grant of university status caps a protracted process of quality enhancement in Mapúa education and of research capability building.

Price freeze in effect after Martial Law declaration in Mindanao F May 25-28, 2017

ollowing the declaration of Martial Law done by President Rodrigo Roa Duterte in the entire island of Mindanao on 2017 May 23, price freeze on basic necessities and prime commodities is automatically enforced in Regions 9, 10, 11, 12 and in CARAGA. Pursuant to Section 6 of Philippine Republic Act 7581 (also known as the Price Act), prices of basic necessities and prime commodities should remain frozen at their prevailing prices and should be placed under price control once an area is declared under state of calamity or under an emergency situation.

The implementation of price freeze lasts according to the period indicated in the declaration. In

this case, the price freeze will run for a period of 60 days unless the president lifts the declaration, the congress revokes Martial Law, or the Supreme Court pushes to null the president’s declaration. Business owners who will be found guilty of violating the Price Act shall be charged an administrative fine of five thousand pesos (Php 5,000) up to One Million Pesos (Php 1M) or 1 up to 10 years imprisonment.

In line with this, five government agencies are entrusted to monitor prices in the market to ensure consumers can access goods at reasonable prices. These are the Department of Trade and Industry (DTI), the Department of Agriculture (DA), the Department of Health (DOH), the Department of Energy

(DOE), and members of the Local Price Coordinating Council (LPCC).

The DTI will monitor prices of basic necessities such as bread, canned fish, coffee, salt, potable water in bottles, processed milk, instant noodles, candles, detergent, laundry soap and prime commodities such as flour, vinegar, soy sauce, processed and canned pork/ beef/poultry meat, toilet soap, basic construction materials, batteries and basic electrical supplies, and school supplies.

Meanwhile, the DA will monitor prices of fresh and dried vegetable and meat goods, feeds, veterinary products, sugar and cooking oil; the DENR is delegated to monitor prices of firewood, charcoal, nipa shingles, plyboard, plywood,

and sawali; the DOE will monitor prices of household liquefied petroleum gas (LPG) and kerosene while the DOH will observe

prices of drugs and medicines.

All these implementing agencies enjoin business owners to comply with this

mandate. Consumers are also advised to seek lists of prevailing prices of basic necessities and prime commodities in their respective areas.
