Uncommon, Odd, Unaccustomed Our globe and its population bear innumerable strange facts. Following many people’s opinion, this world shows mostly worried characteristics and symptoms nowadays. No wonder. Just try to consume and digest today’s headlines and news from all around the globe. Yes, I’m experiencing very strange feelings while watching and reading the daily news.

On the other hand: It is a world with quickly bridged distances - our Mother earth is becoming smaller and smaller. Any tourist, even with little time and with only a small budget, can travel to other faraway cultures. But joining them as well as different races and religious communities requires first of all, great care, tact, instinctive feelings, empathy, and logical ideas.

The stranger whom we meet for the first time during a business meeting, for example, maybe an uncommon, odd and extraordinary guy. He may be someone from a foreign country, who speaks another language and whose skin is of another color. He may be a migrant, a restless hiker or the expatriate in our neighborhood.

The foreigner beside you and me can become a provocation or a challenge.

Strangeness can become exoticism. Maybe, that’s why my family and I decided to move to the Philippines. On the other hand - going abroad can open other and even better horizons.

We must not feel as “a stranger in paradise”. By the way, I never did!

However, a migrant bears a juxtaposition of optimism (even calculated optimism!), confused feelings, nostalgia, and homesickness. Yes guys, during the first years of my expat’s life here in the Philippines, the round trip ticket was always

in my mind, because HAVE MY SAY no one among us can escape his native roots.

But, I am really a lucky guy.

I experienced an amazing tolerance in the Philippines. A real practicing tolerance.

Until now! Already, KLAUS DORING during my first business meetings, I met supportive, forbearing and broad minded people. A wonderful mix of different cultures without giving up own identities... .

The following quotation remains always in my mind: “I have nothing to offer but blood, sweat and tears!” - The British statesman and former Prime Minister Sir Winston L. Churchill (1874-1965) said this in 1940 - certainly, in a sad interrelation during World War II. Anyway, I like that remark. Blood, sweat and tears.

Because of new challenges and changes - also as an expatriate in the Philippines doing business here.

Every new challenge in a strange country means a change. Changes in life are necessary and important. Let’s alter or make a difference; let’s put one thing for another; let’s shift; let’s quit one state for another; let’s take fresh clothing. Let’s burn the “lock fat” away. Summit tackles sustaining gains, closing gaps in addressing insurgency

HE six Regional Task Forces to End Local Communist Armed Conflict (RTF-ELCAC) in Mindanao converged here to tackle how to sustain the gains and address the gaps in the fight against insurgency.

National Security Adviser Hermogenes C. Esperon, Jr. said the Mindanao RTF-ELCAC Summit was convened so that Mindanao RTFs can learn from the successes and best practices of other regions noting that many of the good accomplishments were coming from Mindanao.

He said the summit was also intended to harmonize the current undertakings of the task forces and identify the issues and concerns, and possible solutions to close the gaps in addressing insurgency.

"We have to plan for a more systematic,

harmonized convergence of efforts to defeat the CTG," he said.

He also emphasized the transformation from military-driven operations to civilian-led operations.

"We cannot defeat the CTG by the efforts of the military and the police alone. We need the civilian sector. You have the key to the solution of the CTG problem not only in Mindanao but the entire Philippines," he added.

For his part, Cagayan de Oro Mayor Oscar S. Moreno stressed the importance of coming together to bring government closer to the people to address the root

causes of insurgency.

"If we want to end insurgency, then we have to bring government closer to the people, that's the only effective way," he said while citing the Lantad experience as a possible model of convergence and government's determination of reaching out to its constituents.

During the summit, all six RTFs presented their accomplishments. Some of the gains cited were the increases in the number of barangays cleared and local government units declaring CPP-NPA as persona non grata.

Accordingly, the focused military operations also resulted in the reduction of CTG capability. NPA-initiated violence incidence declined. Immediate assistance to surrenderees was also provided through the Enhance-

Despite being hounded by certain concerns such as scarcity of funds, the Mindanao RTFs underscored the need to strengthen the link between the national task force and RTFs as well as among the local task forces.

The conduct of regular RTF clusters and inter-cluster meetings to deliberately discuss actions and ways forward in the operationalization of Executive Order 70 was also emphasized.

Senator Zubiri leads turnover of TESDA training centers in Bukidnon were organized by the Community Support Program (CSP) teams of the Philippine Army.

The CSP teams deployed in far-flung areas of Bukidnon indeed helped in the establishment of these Training Centers as they spent rigorous months of gathering data to identify priority programs needed in the community.

PVB Traveling Exhibit kicks off the 75th Liberation Trail

“Fight for our Freedom”

ACLOBAN CITY – The 75th Commemoration of the Leyte Gulf Landings is made more memorable as Philippine Veterans Bank (PVB) mounts its awardwinning World War II Traveling Exhibit in Leyte celebrating the historic event that served as a key turning point of the Japanese Occupation.

PVB’s “The War of our Fathers” exhibit will be at Robinsons Mall Tacloban from October 18 to 25, as part of the national commemoration of the 75th Leyte Gulf Landings led by the National Historical Commission of the Philippines (NHCP). The exhibit display is in cooperation with the Provincial Government of Leyte, City Government of Tacloban, Robinsons Place Tacloban, Go Hotels and Summit Hotels. The exhibition will be open to the public, free of charge and will feature vintage WWII photos, memorabilia, and artifacts.

This leg of the traveling exhibit’s journey marks the beginning of the “75th Liberation Trail” beginning with the 75th year of the Leyte Gulf Landings in October 20, 1944 and will end with the official surrender of Gen. Yamashita 10 months later on Sept. 3, 1945.

Entitled “The Fight for our Freedom,” the 75th Liberation Trail shall help

create awareness about the important role of Filipino WWII veterans and heroes who are often overshadowed by their American counterparts in liberating our country from tyranny and oppression.

While US Gen. Douglas MacArthur took center stage at the landings, Filipinos should not downplay the roles of their own forefathers who provided key intelligence data to the Allied Forces and displayed brave acts that saved the lives of their countrymen.

One such example is 20-year-old Boy Scout Valeriano Abello in the town of Tolosa, who aided US troops by directing their offensive attacks right to the Japanese troops through his semaphore skills. According to historical accounts, amidst artillery shelling, Abello, along with his friends Vicente Tiston and Antero Zunia, navigated to the Allied naval ship nearest to them and with the use of white cloth diapers, locally known as lampin, Abello signaled the words “Don’t bomb beaches. There are civilians. If possible let me direct shelling”.

PVB officials said that the traveling exhibit serves as a tribute to the bravery, patriotism, and determination of Filipino men and women who fought and died for freedom, and for those who survived those dark years of our country’s history. SSS ‘Tokhang’ yields first catch

FOR his stupidity in managing his business, this businessman was the first to go to jail for failure to remit his employees’ SSS contribution.

Last tuesday’s opening salvo of SSS version of ‘Tokhang’ yielded its first catch of delinquent employers operating in Cagayan de Oro.

Served the first warrant of arrest by the local police was businessman Bienvenido Macareg Jr., owner of Sunny Farm for nonpayment of Social Security System (SSS) contributions of his employees.

Macareg was charged for violation of Section 22 (a) and (d) in relation

to Sec. 28 of RA 8282 otherwise known as the Social Security Law issued

by Hon.Judge Marites Filomena B. RanaBernales of 10th Judicial Region Branch 39.

The arrest of Macareg was executed following the issuance of an arrest warrant, after a preoperation conducted by

SSS in the general list of employers with unserved Warrant of Arrest of Employer Delinquency Monitoring Department.

In a press conference held prior to the ‘Tokhang’, SSS authorities issued stern warning to delinquent employers in Northern Mindanao to strictly SSS/PAGE 10

veterans as well as the sacrifices they undertook for the price of freedom.

“We are hopeful the budget augmentation will be included in the final version of the 2020 General Appropriations Bill (GAB) to be passed

by Congress—the House of Representatives and the Senate—and signed into law by President Rodrigo Roa Duterte,” Cimatu said.

During the budget deliberation at the House Appropriations Committee held last September 6, both the Majority and Minority blocs threw their support behind Cimatu’s plans to create an Enforcement Bureau with the assurance that they would push for the augmentation of the DENR budget during the bicameral conference on the 2020 GAB. He explained that with its own Enforcement Bureau, the DENR could effectively enforce environmental laws and protect its workers who

have been the vicious targets of illegal loggers and other environmental criminals.

The environment chief made the appeal a few days after Bienvenido Veguilla Jr., a DENR forest ranger, was brutally killed by suspected illegal loggers in El Nido, Palawan.

The deliberation likewisetackled the need for the additional funds for the full implementation of and the acceleration of land titling and distribution of public lands.

Last Sept. 20, the House approved on third and final reading the P4.1trillion national budget for 2020, including the P25.5 billion allocation for the DENR which is 16 percent higher than the P21.96

billion it got for this year.

The Senate had already started its own review of the government’s spending plan for next year and is expected to come up with its own version of the GAB. “We are hoping that the DENR would get the same extent of support from the senators just like their counterparts in the House when they meet at the bicameral conference committee,” Cimatu said.

“Representatives crossed party lines in casting their support,” Cimatu said, referring to the commitment of support given by House Majority Floor leader Martin Romualdez, House Minority leader Manila 6th District Rep. BienvenidoAbante Jr., and

independent opposition Albay 1st District Rep. EdcelLagman.

At the deliberations, Romualdez assured Cimatu of joining “the minority in the proposals to support the department all out” in response to Abante’s assurance of the minority block’s support to the DENR’s appeal to increase its proposed 2020 budget “Kung hindi pa kayo masyadong Masaya dyan, andito po kami,” Abante said, responding to Cimatu’s appeal on

the need to increase the proposed DENR P25.5 budget.

For his part, Lagman said that “the independent minority will join the majority” in pushing for the increase in the DENR’s budget.

An information technology specialist, who is scheduled to leave for Canada next month, has been arrested for illegal possession and sale of live tarantulas and pythons worth at least P106,000 in Marikina City.

Rommel dela Cruz, 38, was apprehended last October 9 following

a raid at his residence in Barangay Tumana by operatives of the Philippine Operations Group on Ivory and Illegal Wildlife Trade or Task Force POGI under the Department of Environment and Natural Resources (DENR).

Task Force POGI is a composite team of

wildlife law enforcers from various agencies, including the DENR’s Biodiversity Management Bureau (BMB) and the National Bureau of InvestigationEnvironmental Crime Division (NBI-ECD).

DENR halts operations of meat processing plant in Batangas The Department of Environment and Natural Resources (DENR) has stopped the operations of the manufacturing plant of meat processing giant CDO Foodsphere Inc. in Malvar, Batangas due to violation of the terms of its Environmental Compliance Certificate (ECC).

A cease-and-desist order dated Sept. 26,

2019 was issued by the DENR’s Environmental Management Bureau (EMB) in Region 4-A against CDO, which operates a 60,000-square meter manufacturing plant in Malvar town that produces more than 93,000 metric tons of processed meat products a year.

In stopping the operations of the CDO

Malvar plant, the EMBCALABARZON cited the “foul odor” emanating from its rendering area and wastewater treatment facility, which “causes environmental impacts and poses nuisance to public health and safety.”

In an order signed by EMB-CALABARZON Regional Director Noemi Paradana, the CDO Malvar plant was found to have violated Presidential Decree 1586 or the Philippine Environmental Impact Statement System and DENR Administrative Order 2003-30, particularly Condition No. 13 of the ECC. An ECC is issued as a Certificate of Environmental Compliance Commitment to which the proponent conforms with, after the EMB explains the conditions.

It is a certification that the proponent has

committed to undertake full responsibility over the specified measure which are necessary to comply with existing environmental regulations and operate within best environmental practices that are not currently covered by other existing environmental laws.

Under Condition No. 13 of its ECC, CDO agreed that when the implementation of its project causes adverse impacts to the environment or poses nuisance to public health and safety, it “shall immediately suspend its operation until such time that appropriate remedial measures are effected.”

Prior to the cease-anddesist order, a notice of violation was issued by the EMB and ordered CDO to conduct corrective measures pertaining to the foul odor as early as October 2018, which the

company failed to do.

In August this year, the EMB-CALABARZON received complaints from concerned citizens that the CDO plant continued to emit unpleasant smell during its operation in the afternoon until evening.

The complaints have been validated by a team sent by the EMB-CALABARZON to conduct an investigation in the area.

“Na-observe potalaganaminnameron pong unpleasant smell, foul odor nananggagalingroonsa rendering area at doonsa anaerobic pond,” said Paranadawho led the EMB investigating team.

“This is alarming considering that CDO produces food products,” Paranada explained. She added the wastewater discharge goes to Alulod River then to Taal Lake.

The DENR—through Undersecretary for Policy, Planning and International Affairs Jonas Leones— submitted to Congress the proposed augmentation budget of the agency last Sept. 16.

In a letter addressed to House Deputy Speaker Luis Raymund Villafuerte, Leones said the DENR would need P1.2 billion for the establishment and initial operation of the proposed Enforcement Bureau in 2020.

Leones said the agency would also need P1.8 billion for the full implementation of E-NIPAS law, and P36 million to fast track the issuance of titles for alienable and disposable public lands.

According to Leones, the creation of an Enforcement Bureau within the DENR is in line with the Duterte administration’s 10-point socioeconomic agenda, particularly peace and order, as it would enable the department to “fully implement and enforce laws on environment and natural resources (ENR) with full authority to police illegal loggers and ENR violators.”

The DENR official also cited the need for “full logistic support” for the implementation of the E-NIPAS law and the acceleration of public land distribution.

“Still, under the 10-point agenda of the President, to be specific, is to ‘ensure security of land tenure’ to encourage investments and address bottlenecks in land management and titling,” Leones pointed out.

The E-NIPAS law expands NIPAS Act of 1992 to cover broader range of protected areas (PAs) safeguarded under the law. The new law adds 94 more legislated PAs in the country, and bolsters the security of previously declared PAs. The law allows the DENR to strengthen the management of PAs, which are widely considered essential for biodiversity conservation.

PAs are frequently home to irreplaceable and threatened species.

According to BMB senior ecosystems management specialist Rogelio Demellentes Jr., Dela Cruz was already set to leave for Canada to start a job with a monthly salary of P170,000, a far cry from P35,000 he was getting from his present work at a local publishing firm.

“He was selling off all the tarantulas at a discounted price of P20,000 so he could buy his plane ticket,” Demellentes said, adding that each tarantula could sell at P1,500 in the black market.

The task force also recovered from Dela Cruz five ball pythons (Python reguis), which he was selling at a wholesale price of P86,000.

Ball python, also known as the royal python, is named for its habit of curling itself up into a tight ball. It is listed under Appendix II of the Convention on International Trade in Endangered Species of Wild Fauna and Flora, or simply CITES, in an effort to regulate trade in the species to protect them from becoming threatened or extinct.

NBI-ECD chief Czar Eric Nuqui said Dela Cruz was unable to present any permit or document proving that he was authorized to possess and trade wildlife species.

He said Dela Cruz could be held liable for violating Republic Act 9147 or the Wildlife Conservation and Protection Act, which defines and penalizes illegal possession and trading of wildlife species.

Under the law, violators could face a jail term of up to 12 years and a fine of not more than P1 million.

Meanwhile, NBIECD senior agent Abner Tecson revealed that the smuggling of tarantulas happens when these highly-regulated species are shipped from other countries through courier delivery service as spiderlings, which are then fed “until they are matured enough to be sold in the black market.”

“Detection and apprehension of people engaged in this illicit trade is really challenging and the arrests are done when perpetrators are already active in the black market,” Tecson said.

At the same time, Tecson warned that the illegal trade of exotic tarantulas poses a threat to local species through cross-breeding and if left unchecked, they can upset the balance in the country’s wildlife species in the spider population.

NHA to help MAA residents in building design MARAWI CITY -The National Housing Authority (NHA) is set to assist those homeowners who had already given consent to demolish their damaged houses from sectors 1 to 7 at this city’s most affected area (MAA) for architectural and engineering design/ plans on Oct. 15 to 17 at the Marawi City Hall.

The building design and plan, which is NHA’s commitment in support of the lined up activities for the “Kapananadem” (commemoration) of the second anniversary of Marawi liberation, is one of the requirements for the Kathagombalay or the processing of applications for the repair or construction of the houses/structures in MAA. NHA-9 director and Marawi Project Management Office head Roderick T. Ibañez said in a press conference on Monday that architects and engineers from other NHA offices would be deployed in Marawi to help the affected homeowners.

future.”

Bonano and his Australian girlfriend Hannah Boyer came up with the idea to organize Sun Crew to teach children how to surf in exchange for cleaning up the beaches. Those who excel would be given lessons and time to use surfboards brought by Hannah from Sydney.

Most of the boards are donated by Australian surfers and Hannah brings them back from Sydney.

Smart, Sustainable Surfers Dubbed “Smart, Sustainable Surfers”, the project uses the children’s love of surfing as the incentive for participating in education, sustainability and skills programs. The project aims to create a generation of well educated, environmentally conscious students who have the skills and opportunities necessary to alleviate poverty and protect the environment.

Children earn ‘SSS Points’ by attending school and participating in project activities such as beach cleans, eco-bricking workshops, English classes and a variety of skills classes. The number of points earned at the end of each week determines which children can use the Sun Crew boards.

Children must attend school for a minimum of 4 days to be eligible to surf and members with the most points get first dibs at board time. Surf instructors from the local community are employed to ensure the safety of the children while in the water.

The project is designed to teach children about the importance of education, believing in their own potential, and demanding more from themselves and their communities.

Some 50 kids aged 8-16 years have so far benefitted from the project. However, older kids who just want to learn how to surf and help keep the environment clean have also been involved in the project.

“We don’t allow kids to borrow the surfboards if they miss their classes,” Wemar said. “If they study, they can borrow the boards anytime during weekend. We get their attendance every Friday to verify if they indeed attended classes.”

“Besides, the kids collect plastic wastes from households every end of the month and help us in our beach cleanup every weekend. On weekdays, they also help us cut up soft plastics like sachets and these form the material we use to make pillows that we use.

In the future we hope to sell these also to raise funds for our projects,” he added.

Sun Crew Projects Besides Smart, Sustainable Surfers, the group are also undertaking other projects such as Plastic Forward as its local solution to address the plastic waste problem facing the Philippine seas and oceans worldwide.

Tours with Impact is designed to ensure local residents are the major benefactors of tourism in Surigao through their Charity Surf School that employs local people from rural villages with 100% of profits go towards creating fair-employment for local people and supporting our education, sustainability and skills programs in the local community.

Not the least, Wahines on Waves aims to empower women to uplift communities from poverty by creating lasting change.

This project enables young girls to surf and to be actively engaged in their education, encouraging them to pursue a future beyond the traditional role of women in rural communities.

“We work with local women to educate them on sustainable practices and empower them to be the leaders in the fight to protect the environment.

We employ local women to run our programs, providing stable income to multiple families in the community. We believe that supporting these women and their children is the key to the achieving the sustainable island communities we are working to create.”

Future Plans At present, The Sun Crew’s activities are confined to Siargao but they plan to extend to Baler, Aurora; Surigao del Sur, and other surfing destinations in the future.

Now 23, Wemar started surfing when

he was only 10 in his hometown of Barangay Pacifico in San Isidro Municipality. He taught himself surfing but was later coached by Manuel Melindo of Cloud 9 when he joined Team Siargao.

For the long term, The Sun Crew plan to acquire a plastic recycling machine and have submitted a proposal to Coca-Cola Philippines for consideration. The Sun Crew would also like to contribute their equity investment in the machine which costs from P100, 000-500,000 depending on the brand and quality.

Besides donations from supportive institutions like Coca-Cola Philippines, The Sun Crew also raise funds the sale of tee shirts in partnership with Kermit Gwapitos which donates 100% of the proceeds to the group for its projects.

October 2018, CDO was issued a notice of violation for non-compliance with several conditions stated in its ECC, including emission of foul odor.

CDO then filed a motion for reconsideration where it promised to address the findings of EMBCALABARZON. It even paid the corresponding penalties for the violations.

However, during a re-validation conducted

by Paranada and the EMB regional office last Sept. 18 or almost one year since the notice of violation was issued, “foul odor was still prevalent, hence, effective measures were not implemented” by CDO. “The result of the revalidation and based on the review of documents, CDO has not complied with our earlier agreements,” Paranadasaid. “The issues were not efficiently addressed.”

The latest EMB order was received

by CDO Senior Vice President Arnold Alvarez. The company has 15 days from receipt to file a motion for reconsideration with the EMB-CALABARZON.
