crossed the finish line at the High Ridge Hilltop Restaurant at Barangay Macasandig.

The event was organized by Transition Productions in coordination with Columbia Sportswear in its thrust to promote an active and outdoor lifestyle.

THE City Schools Division in Cagayan de Oro started rolling out Dugong Guro, a blood drive among public school teachers and non-teaching personnel within the Division.

According to Division medical officer Dr. Mark Meso, this is in line with the program initiated by Department of Education (DepEd) 10 director Allan

Farnazo.

Meso said that the regional office of DepEd initiated the blood donation drive because there is dire need of blood in these months where there is prevalence of dengue cases in Northern Mindanao notably in Cagayan de Oro City.

The Environment Management Bureau in Region 10 (EMB10) believes the mandatory monitoring of all emissions and the provision of carbon sinks from environmentally critical projects will enable the Philippines to pursue industrialization without affecting global warming and climate change.

“We’ve successfully piloted a total solution with EMB-10’s partnership with STEAG State Power, Inc. (SPI), the first coal-fired power plant in Mindanao,” Dr. Sabdullah C. Abubacar, EMB-10 regional director said. “This is the missing link that can reconcile President Duterte’s aspiration for industrialization with DENR Sec. Lopez’s dream for Quality of Life.”

Environmentally critical projects (ECP) emitting at least 750 metric tons (MT) of pollutants are required to install self-monitoring equipment but only for pollution levels.

Abubacar persuaded SPI to link their system to the EMB-10 office to enable the latter to keep an eye on its greenhouse gas emissions as well.

EMB-10’s ‘total solution’ also requires all

ECPs to plant, maintain and protect carbon sinks capable of absorbing all of its greenhouse gases.

Abubacar presented the ‘compromise’ during the Sept. 30 episode of Talakayan sa PIA-10 cohosted by the agency with Limketkai Luxe Hotel.

Self-monitoring for regulation and transparency EMB-10's Air Quality Management System has been linked to two remote Continuous Emission Monitoring System (CEMS) stations of SPI’s 210MW coalfired power plant in Villanueva, Misamis Oriental since 2006.

"This ensures the monitoring process is transparent, accountable and affordable," Abubacar said. “DENR Central Office can check individual projects and regional offices 24/7 to ensure compliance.”

EMB-10 also asked SPI to plant a 1,200 hectare (ha.) “carbon sink” at Mapawa Industrial Forest in Malasag, Cagayan de Oro City to sequester the plant’s 600,000 MT of carbon emissions annually over the 25 year economic life of the project.

climate change mitigation through carbon sequestration, livelihood and food security, the project also contributes to environmental stability, enhances biodiversity and provides potable water for three nearby barangays.

Some 108 species of local and migratory birds have been identified within the project area.

“We have the Southern Silvery Kingfisher,” said Dr. Cesar Nuevo, general manager of the Mapawa Industrial Forest. “This endemic bird draws bird watchers to Mapawa and helps make a vibrant niche in the local tourism industry. The sighting of the Philippine civet cat (known locally as melo) means that we have a favorable environment for wildlife.”

Other rare birds spotted in the Mapawa carbon sink are the Red Bellied Pitta (Erythropitta erythrogaster) and Southern Philippines Dwarf Kingfisher (Ceyx mindanensis).

Making carbon sinks mandatory EMB Director Gilbert Gonzales recently inspected SPI as part of the nationwide benchmarking initiative to identify sound

industrial practices on environmental protection and management. He is now mulling its adoption as a model for publicprivate partnership in reforestation projects across the country, and require all ECPs to plant carbon sinks in tandem with real time monitoring of greenhouse gas emissions.

“Once ECP’s are mandated to maintain and protect their respective carbon sinks over the lifetime of their respective projects (usually 25 yrs.), they stand a better chance of sustainability,” Abubacar notes.

In Region 10 alone, EMB-10 lists 33 ECPs, including six coal-fired power plants with an aggregate capacity of 1,640 MW. The five new coalfired power plants’ combined output of 1,430 MW spews some 10.5-million MT of carbon dioxide annually (2.7-million MT of which is carbon).

As each hectare of trees absorbs 400 MT of carbon a year, the five plants would require the planting of new carbon sinks totaling 8,167 hectares over 25 years, making it a perfect vehicle for the National Greening Program.

And the results did not disappoint Filipino consumers.

With an average speed of 8.5 Mbps, the Philippines ranked 6th in the average mobile internet connection speed according to the 2nd Akamai State of Internet Report. The latest Akamai report also reveals that the Philippines also achieved 105.1 Mbps peak mobile speed which in the third highest in Asia Pacific next to Australia and Thailand.

Globe Telecom’s efforts to improve internet experience of its customers advanced significantly in the first 100 days of the Duterte administration, as the company managed to drive the mobile internet speed ranking of the Philippines with its 1st world internet campaign.

Globe President & CEO Ernest Cu reiterated the company’s commitment to improve

the state of internet in the Philippines in order to make the nation admired globally. “More and more Filipinos are becoming dependent on fast and reliable internet connectivity, it is imperative that telco operators like Globe work closely with the government in expanding and improving telecommunication services,” Cu said.

Cu emphasized Globe is maximizing the use of additional frequency assets it obtained from the sellout of San Miguel’s telco assets in line with its commitment to the National Telecommunications Commission to deploy about 4,500 multiband, multimode software defined radio base station equipment to 95% of total municipalities and cities in the country, intended to improve overall customer experience in terms of

speed and reliability of mobile internet services.

To date, Globe has already completed deployment of LTE 700 in 200 sites, mostly in Metro Manila as well as LTE 2600 in 900 sites, mostly in Visayas and Mindanao. According to Cu, sites where the LTE 700 and LTE 2600 have been deployed cover major business districts and highly-urbanized and populated areas in the country.

Cu further disclosed that Globe also expanded its GoWiFi network as it recently completed deployment of the service in close to 500 sites that include Ayala Malls, fast food chains, bus terminals, convenience stores and other public places.

He added that Globe is working on widening its WiFi coverage and plan to deploy GoWiFi services in close to 1,000 sites across the country.

This will provide WiFi

coverage not only Metro Manila but also in Davao, Cebu, Bulacan, Cavite, Cagayan Valley, Cagayan de Oro, Nueva Vizcaya, Dumaguete, Zamboanga and Boracay.

Launched in 2015, GoWiFi, the company’ premium open national WiFi network, is now serving close to 3 million customers per month.

The company’s national WiFi network is open to any customer with a WiFi enabled device.

While customers are able to access the service for free for 30 minutes a day, customers can easily purchase GoWiFi credits which they can use in any GoWiFi hotspot.

According to Cu, the company is also about to complete deployment of free Wi-Fi services in all MRT Line 3 stations, enabling Globe customers riding the MRT to efficiently make use of their transit time as they are now able to akamai/PAGE 11

Deutsche Bank on the brink?

The banking district of Frankfurt remains engulfed in crisis. If it continues like this, then German taxpayers might soon be called on to step in to save Germany’s biggest bank, says German TVcommentator Henrik Boehme. Wow. Let’s have a look back: “I would be ashamed if we were to accept government money in this crisis,” said Josef Ackermann, the former CEO of Deutsche Bank, in October 2008 when the world was gripped by panic over the global financial crisis. Today we know that the bank did not need any state help at the time. It wasn’t necessary as Deutsche was then making a decent chunk of money by indulging in massive tricks.

As a consequence, the bank is currently facing around 7,800 (!) legal challenges across the world. The financial cost of settling all of them, including fines, is expected to run into billions. The bank has had to set aside this money, which could

have been used to bolster the balance sheet of Germany’s only financial institution with global reach.

Deutsche Bank’s global reputation and value have taken a hit in recent years. Its share price has lost as much as 90 percent of its value since 2009 and is currently languishing at an all time low of about 10 EURO ($11.2).

That corresponds to a market capitalization of slightly over 14 billion euros, placing Deutsche in 78th place on the global rankings, nestled somewhere between banks from Malaysia and Brazil. The bank’s stock recently got kicked out from the Eurostoxx 50 index of the biggest European companies due to its lack of value.

Deutsche Bank today is a bargain for investors.

However, hardly anyone wants to buy its shares, as it has over 1.7 trillion EURO worth of assets under management.

In Boehme’s opinion it’s indeed scary to imagine what would happen should the bank collapse. A new

global financial crisis could erupt. That’s because Deutsche Bank is a major player in the global financial system and is considered by the International Monetary Fund and other organizations as a systemically important institution, meaning it’s too big to fail. Should the bank therefore collapse, it could in all likelihood pull down the whole house of cards along with it. In this context, where should investors take confidence from and invest in the bank?

There is a disastrous US demand: the bank has yet to settle all the legal troubles arising from its past actions. There are still the unexplained money-laundering charges against the bank’s Russian arm.

And the bank could be fined billions of dollars as a result. Furthermore, there is the 14-billiondollar settlement with the US Department of Justice for malpractices committed in the years leading up to the financial crisis.

his year the Milo Little Olympics celebrated its 28th year ,it is the longestrunning interschool multisport youth competition and was hosted by Santa Laguna and Cagayan de Oro City respectively participated by school all over Mindanao.

It was a spectacular event parents are more excited than the players.I too have a daughter a varsity of Corpus Christi playing volleyball.This year two other sports added Arnis and Karate do. On an interview at Shakeys restaurant Malate, Manila Milo Sports Executive Robbie Rivera said “ with a new regional leg to be hosted by a new City,two new venues we are expecting more spectators and sports enthusiasts to gather and experience thrilling youth sports

games in the regional events�.Other regular sports are athletics,badm inton,basketball,chess,fo otball,gymnastics,lawn tennis,swimming,table tennis,taekwondo,volle yball,sepak takraw and scrabble.All in all the sports were distributed on different venues in the city.Davao participants and Lanao Paricipants as well as Bukidnon came to gather to compete and hoping to bag a win.

However I have witness the championship between Corpus Christi while they, have won against Davao and competed with Iligan National City High school who also bagged the champion at this years Shakeys Volleyball League.

It was breath taking having to witness your daughters championship game.My daughter was the first 6 I was very impressed how

their coach has given a full confidence on my daughter Kate Ashley Galope and niece and April Macale.The challenges, the relentless hours of practices paid off that they are trained with male volleyball players to strengthened their A game and give them a harder defense.We are a family of players.I think athletics run in the blood.

My great appreciation to their Coach Alex Adeva and to the assistant Coach Larry Dumago and over all the owner of the school Dr.Alfonso del Fierro.I commend the coaching technics and his display of leadership I could really admire how he has lead this team to the championship. But earning his respect to be the first six needs to be proven.

The trust he gives and the confidence he gives to the team has given a great

challenge for them to do better and always give their best in every competition.

The scholarship that the school has given to the team has given a great help to us parents.

Bagging second out of 16 teams and winning against 3 teams second is not a bad call at all I was very proud.But at this point I will congratulate the champions all over athletic sports and the champion of the volleyball competition the Iligan National High School .The aim of Milo Sports is that t find and maybe prepare Philippines to compete on the international Olympics.And influencing children to turn to sports can give good values of sp ortsmanship,courage,bra very,confidence and most of all discipline to coach Alex Adeva and team Sikat Kayo mga Higala.

BSP hosted the 6th BSP Int’l Research Conference October 10-16, 2016

The Bangko Sentral ng Pilipinas (BSP) hosted the 6th BSP International Research Conference on “Revisiting macrofinancial linkages: Looking back and looking ahead.” The two-day event, 20-21 September 2016, was held at the Peninsula Manila Hotel, Makati City. The biennial conference brought together researchers from central banks, academe, and research institutions to discuss current challenges for central banks and insights on the future of monetary policy.

Governor Amando M. Tetangco, Jr. delivered the welcome address that focused on the growing interlinkages between the financial markets and the real sector, and underscored the significance of crossborder macro-financial linkages and, thus, the

need to re-examine policy responses accordingly.

Eleven papers were accepted to shed light on the various channels (credit, liquidity, asset markets, among others) and the corresponding implications of these interlinkages. The first day featured two sessions. Session 1 on “Macro-financial linkages: From foreign financial markets to the domestic economy“ highlighted the international perspective of macro-financial linkages, that is, global developments having an impact on the domestic economy or the domestic financial market through interest rates, risk premia, and capital flows, among others. Session 2 looked at “Macrofinancial linkages: Within the domestic economy“ focusing on

how financial sector variables affect the real economy through the costs (interest rate channel) and availability of financing, to include issues on market and funding liquidity.

For the second day of the conference, Session 3 featured “Macro-financial linkages: Transmission mechanism of policy measures,“ particularly, how policy measures, such as macroprudential policies, affect the real economy by changing the constraints and incentives of financial institutions. The conference concluded with Session 4, a roundtable policy discussion on “Diagnosing the effectiveness of the monetary policy’s transmission.” The panelists included Vladimir Tomsik, Vice-Governor of the

Czech National Bank, Shanaka J. Peiris, the International Monetary Fund Resident Representative for the Philippines, and James Villafuerte, an Economist from the Asian Development

Bank, and the session was moderated by Eli Remolona, Chief Representative for Asia and the Pacific of the Bank for International Settlements.

Globe launches free eLibrary to benefit over 15M public school students nationwide

Over a thousand educational e-books appropriate for K-12 learning will be made available to over 15 million public elementary and high school students and some 500,000 public school teachers nationwide beginning September 30 as part of the Global Filipino School (GFS) program of leading telecommunications company Globe Telecom.

The GFS Library launch coincides with the National Teachers Day celebration of the Department of Education (DepEd) at Ateneo de Manila University in Davao City where Globe is one of the participants.

“With the expansion of the Global Filipino Schools Program and awareness of the GFS Library around the country, public schools can more effectively make use of reading resources and promote digital learning to more students and teachers

nationwide, particularly in schools where access to quality books is limited and usage of technology for learning is not maximized,” said Fernando Esguerra, Globe Director for Citizenship.

GFSLibrary.com is a web-based platform that provides free and quick access to digital story books for children and young adults as well as textbooks on core subjects such as Math, Science, English, Filipino, Music, Arts, among others. The ebooks may be opened via their desktop, laptop or mobile device using any basic ebook reader.

The website is a component of the GFS program, a long-term Globe educational initiative that seeks to transform public schools into centers of Information and Communications Technology excellence and innovative teaching methods in order to set the stage for 21st Century Learning.

At the same time,

Globe announces its partnership with schools in three Davao schools which will carry the GFS program.

They are Catalunan Paqueno National High School in Davao City, Davao del Sur; Carmen National High School in Carmen, Davao del Norte; and Matti National High School in Digos City, Davao del Sur. This is in line with Globe Telecom’s ongoing activity to expand GFS to all 221 school divisions of the Department of Education (DepEd)

nationwide within a five-year period.

Under GFS, schools are provided with unparalleled online connectivity to give homeroom teachers access to limitless teaching and learning engagements available on the internet that will help further improve their craft and make learning fun and interesting for the students.

The First Community Credit Cooperative (FICCO) and our Cooperative “Roots”

T

he “roots” of FICCO dig deep.

Its “taproot” penetrates down to the very beginnings of the cooperative movement sown by the “Fathers” and pioneers.

To name a few: Robert Owen (organized the “communal villages,” 1825), The Rochdale Cooperative Society (formulated “The Rochdale Cooperative Principles,” 1848), Wilhelm Raiffeissen (organized the credit cooperatives in Germany, 1848-1860), and Alphones Desjardines (organized the first credit union in N. America in Canada and the USA).

These pioneers gave us the unique philosophy, principles and core values of COOPERATIVE-ISM: democratic ownership and control of business enterprises by members (principle of equality), distributing “surpluses” from the business operations back to the members through dividends and patronage refunds (principle of service above profits and equity), volunteerism, continuous learning and education, selfhelp-mutual-help for people and community development (principle of people empowerment), or in a capsule cooperativeism is “brotherhood economics”.

Its first president was Mr. Olivero Suazo and the first treasurer/manager was Atty. Mordino Cua (who became one of the most prominent cooperative leaders in the Philippines).

Sometime in 1982, Fr. Masterson wrote: “It is thirty years since I began “preaching” cooperatives in Cagayan de Oro and Northern Mindanao. To have witnessed the acceptance and proving out of the considerable potential of this instrument for human, social growth has been a most rewarding experience.

This has been particularly the case with the First Community Credit Cooperative, Inc, a most successful pioneer model and leader in Mindanao.” (Manual on Policies, by Anselmo B. Mercado, FICCCO, SPECC Printing Press, 1982) The ACU grew within the school community.

However, its growth could not be contained within the school. The cooperative idea and values spread to the wider community of Cagayan de Oro and far beyond.

The following are historical Milestones: 1970 – The members approved to open ACU to the residents of the city.

That year also marked the beginning of the fulltime service (8-hour office work) of ACU. 1972 – A significant year when professionals from the commercial

banking sector joined the ACU. A few of them became officers of FICCO bringing with them their banking expertise and improving ACU’s management system. This was also the year that the Presidential Decree 175 was issued

by President Marcos, a provision of which required to attach the “cooperative” to names of all cooperatives. Hence ACU became the Ateneo Cooperative Credit Union (ACCU).

1976 – ACCU moved out of the Xavier University campus to rent an office space in the Abejuela building located at Tiano-Yacapin Streets in Cagayan de Oro. 1978 – The ACCU members amended the Bylaws changing the name of ACCU to “First Community Credit Cooperative, Inc.” (FICCCO, Inc.), and, officially restructuring its field of membership to include teachers, school personnel, market vendors, small entrepreneurs, jeepney and motorela drivers, bank employees, office workers, small farmers, etc.

1980 – FICCCO transferred to its first ever-owned lot and three-storey building (called the “Main” which in the Year 2000 was later renamed “Montano F. Sabanal, Jr. Hall” (in honor of an outstanding leader and member of FICCCO).

1992 – FICCCO became a multi-purpose cooperative and changed its name to First Community Cooperative Inc. (FICCO). It opened its first branch in

Carmen, Cagayan de Oro. 2003 – On December 31, 2003, FICCO became a “billionaire coop” with Total Assets of P1.014 and the total membership surpassed the 50,000 mark (52,023) spread over 15 fully operating branches.

2004 – FICCO celebrated its Golden Anniversary.

2010 - FICCO had established 26 branches in Mindanao and Visayas (9 provinces, 11 cities, 10 municipalities); Total Assets reached P4.55 Billion; Total Deposits of P2,097 Billion (Savings, Time, Optional Retirement Savings, Young People Savings); Total Membership numbered 140,128; the great majority (92%) of members were in ages ranging from 18-50; Their occupation were varied: homemakers (5%), private employees (23%), government employees (19%), teachers (12%), professionals (1%), pensioners/retirees (1%), entrepreneurs/business people (31%), farmers (1%), fishermen (4%), drivers/operators of vehicles/mechanics (3%), laborers (0.2%); Total

Conclusion The success and impact of FICCO has been remarkable and in many ways incalculable.

“Small is Beautiful” FICCO was. But from a small school credit union, it has become a “giant”. It is one of the biggest if not the biggest savings and credit cooperative in the Philippines today.

CPCC warns retailers price freeze still in effect October 10-16, 2016

The Cagayan de Oro City Price Coordinating Council advises consumers the price freeze on basic commodities is still in effect and warns erring retailers violators will be penalized.

DTI Misamis Oriental Provincial Office, which co-chairs the CPPC headed by Atty. Jose Edgardo Uy, reported during the council’s 3rd quarterly meeting their office has been advised by the National Price Coordinating Council (NPCC), also chaired

by DTI, the price freeze over basic necessities was retained following a meeting held 27 Sept 2016 at the Board of Investments Building in Makati City.

“We have been monitoring local retailers for violations of the price freeze on basic commodities,” reported Christine Laurente of DTI MisOr who represented Provincial Director Eliza Pabillore in the CPCC meeting held 30 Sept 2016 at the City Economic Enterprise Department office in Cogon Market.

‘We have identified some violations and called

the attention of the erring retailers who have subsequently complied with the price freeze on basic commodities.”

Reports presented by the Departments of Agriculture, Energy, Health, Environment and Natural Resources, and the DTI showed stable prices and adequate supply of basic goods following the President’s declaration of a “National State of Lawlessness”.

Presidential Proclamation No. 55 was issued by the President last 06 September 2016 declaring the entire country under State of Lawlessness following continuing violence in Mindanao.

“For the past few months, we have been observing that competition is at play even in the Mindanao region. Seeing stability in the market amidst the declaration of State of National Emergency, the Council is recommending a status quo on the implementation of the price freeze,” said Undersecretary Atty.

As a result, the price freeze over basic goods has been retained pursuant to Republic Act (RA) No. 7581 (Price Act, as amended by RA 10623).

The price freeze stays in effect for sixty (60) days for basic goods, and fifteen (15) days for household LPG and kerosene, from the date of declaration or until lifted by the President.

“Price freeze on basic goods remains to be in effect except for the 15-day price freeze on household LPG and kerosene which lapsed last 19 September 2016.

However, the price freeze on all basic goods in Batanes remains due to the declaration of a State of Calamity following Typhoon Ferdie,” Pascua said.

The DTI, DA, DOH, DOE and the members of the NPCC will continue its prices and supply monitoring activities to ensure consumers’ access to reasonable goods in the market.

Penalties for violating the price freeze include a fine of at least P5,000.00 to P1,000,000.00 and/or imprisonment of one (1) to ten (10) years.

The price freeze for basic necessities will lapse on 03 November 2016, unless otherwise ordered by the President.
