he Philippines' leading airline, Cebu Pacific (PSE: CEB), signed an agreement with ITP (Industria de Turbo Propulsores) on November 22, 2016, for the full support of the PW127M engines which power the airline’s ATR72500 and 72-60 0 fleets. In total, this agreement will
cover 24 aircraft with an estimated duration of 12 years. ITP has been providing maintenance, repair and overhaul (MRO) ser vices to Cebu Pacific throughout the last seven years and this agreement signals the renewal of the partnership between both companies. ITP
will be providing customer support from its representative office in Singapore, while the PW10 0 engines will be repaired at the company’s facilities in Ajalvir, Spain. “CEB has worked with ITP over the last few years and this renewed agreement further strengthens our

Since the Britains will be leaving the European Union, Germany seems to become the richest and leading European country. Poll data published last Friday (November 25, 2016) shows that Germans welcome Chancellor Angela Merkel’s decision to run for a fourth term. SPD leader and Vice Chancellor Sigmar Gabriel, however, has less to smile about. Why? Later in this column. I was not much surprised learning that around two-thirds of Germans say they welcome Chancellor Angela Merkel’s decision to stand for a fourth term as chancellor in next year’s election, according to a poll published. The “Politbarometer” poll, commissioned by the German broadcaster ZDF, found that 64 percent backed the chancellor’s decision, compared to 33 percent who opposed it. Among registered supporters of the center-right Christian Democratic Union (CDU) party, Merkel’s approval rate was as high as 89 percent.
Why nobody is not surprised any more? Who else could become German chancelor? The poll also showed also that if the election were held this Sunday, Merkel’s conservative Union bloc - the CDU and their Bavarian sister party, the Christian Social Union (CSU) - would take around 36 percent of the vote, retaining their spot as the leading party. The Social Democratic Party (SPD), by contrast, would only win 21 percent. As “Politbarometer” points out, this would likely be enough for the Union parties to form a coalition with the Greens and centrist Free Democratic Party. It would not, however, be enough for Germany’s left-leaning parties to form a so-called redred-green coalition, consisting of the SPD, the Left Party and Greens. I mentioned before Signar Gabriel.The poll results also shed light on who voters would prefer to see leading the SDP, with current European Parliament President Martin Schulz
significantly outranking the current party head Sigmar Gabriel. Some 51 percent of respondents said they would favor Schulz to be the SPD’s candidate for chancellor, compared to 29 percent who said they preferred Gabriel. Among registered SPD supporters, Schulz’s approval rating to lead the party into the elections rose to 64 percent, while Gabriel’s sank to 27 percent. Schulz has not declared that he will run for the chancellorship. However, he announced on Thursday that he will stand down from his EU post as president of the EU Parliament to return to German politics. The SPD is expected to announce their candidate for the chancellorship by the end of January. Martin Schulz read his announcement in Brussels in three languages: German, English and French. Little things like this demonstrate that, for Social Democrats, Europe was and remains very dear to their hearts. Schulz’s decision to

leave now also has to do with the fact that he cannot continue in office as president of the European Parliament. According to an agreement to which all parliamentary parties have subscribed, a representative of the conservative EVP must take over the position in 2017. So Schulz is now keen to exert his influence from Berlin – and not just as an ordinary member of parliament. For someone like him, there are two positions that suggest themselves: the office of foreign minister, or the SPD’s chancellor candidate in next year’s election. Industry stakeholders recognized in first-ever Philippine Sports Tourism Awards
T
he search for the best sports tourism efforts in the country has culminated with the first-ever Philippine Sports Tourism Awards. Held at Resorts World Manila, the Awards recognized events, destinations, local government units, national sports associations, private companies, and event organizers who have contributed to the growth of the local sports tourism industry. Organized by the Philippine Sports Commission, Department of Tourism (DOT), Tourism Promotions Board Philippines, and Selrahco Management, the Awards attracted hundreds of nominations from across the country but only nine programs were distinguished for their efforts to develop and promote the Philippines as a sports tourism destination. Clark Freeport Zone, Pampanga was named the Sports
Tourism Destination of the Year for hosting various sports tourism events, including racing competitions, car shows, Frisbee games, and the widely attended Philippine Hot Air Balloon Fiesta that welcomes around 112,000 local and foreign visitors yearly. The Municipality of Lubao and Sunrise Events, Inc. also took home individual trophies as Organizer of the Year in the public and private sector categories, respectively. Both winners have held events that boosted
local sports tourism as a viable industry in the Philippines. Cebu’s Tabuelan 111 won in the Event of the Year-Domestic category, for its successful trievent races held in celebration of the town’s fiesta. Ironman 70.3 Philippines, meanwhile, took home the award in the Event of the Yearinternational events category. The Philippine Inter-Island Sailing Federation, which popularized boat races in the country, was named Sport Association of the
Year. Ironman 70.3’s campaign to make Cebu a global sports tourism destination won the Destination Marketing of the Year award. The Philippine Rugby Football Union and Hong Kong-based civic group Pot Bellied Pigs Rugby Club’s Fat Boys 10s Rugby was hailed Charity Event of the Year 2015 for delivering medical assistance to 1000 kids annually through funds generated from annual golf and rugby tournaments. Building Peace, Sharing Life By Antonio J. Ledesma, SJ Archbishop of Cagayan de Oro
“Respect and Protect Life: A Celebration of the Filipino Spirit.” With this theme the Bishops-Ulama Conference celebrates its 20th anniversary during this Mindanao Week of Peace (November 24 – December 1). In 1996, Catholic bishops and Muslim ulama in Mindanao formed the Bishops-Ulama dialogue forum in the aftermath of the signing of the peace agreement between the government and the Moro National Liberation Front (MNLF). After more than forty dialogue meetings, the religious leaders today continue to work for a just and lasting peace based on the spiritual traditions of Islam and Christianity as religions of peace. The BUC message cites these two quotations from the Koran and the Bible: “And do not kill anyone whose killing Allah has forbidden, except for a just cause.” (Surah 17:33) “Then Yahweh God formed Man, dust drawn from clay, and breathed into his nostrils a breath of life and Man became alive with breath.” (Gen. 2:7)… “Do not kill.” (Exod. 20:13) Respecting and protecting human life as sacred thus stems from God as creator and lord. In this light both religious communities in Cagayan de Oro also join hands at this time in the Coalition for a Drug-Free Society. We uphold the dignity of every human person, particularly the victims of substance abuse in need of rehabilitation. And we condemn any form of summary killing that only leads to more un-peace and insecurity. During this same week, on Nov. 24-26, the third International River Summit takes place in Cagayan de Oro – a reminder of how our city was ravaged by a river surge caused by Typhoon Sendong on Dec. 16-17, 2011. The two earlier summits were held in Iloilo and Marikina, cities that had also been severely affected by Typhoons
Frank and Ondoy. With the theme, “Healthy Watersheds, Clean Rivers, Safe Communities,” the present summit highlights the need for environmental stewardship. The archdiocese has helped form the Cagayan de Oro River Basin Management Council (CDORBMC), a multisectoral grouping of government agencies and civil society organizations. Our common goal is to rehabilitate and conserve the ridge-to-river-toreef ecological system of Cagayan de Oro River, comprising 137,000 hectares of upland and lowland communities. Climate change has become the new normal. Our communities have to be engaged in mitigation and adaptation measures to forestall any future calamities. Another form of stewardship is called for on the first Sunday of Advent on Nov. 27, with the launching of the “Year of Parishes as Communion of Communities.” The Catholic Bishops’ Conference of the Philippines has encouraged the formation and growth of our Basic Ecclesial Communities as a new way of being Church. BEC’s at the selda and kapilya levels constitute the parish as a communion of communities. BEC’s are characterized by being centered on the Word of God and the Eucharist, guided by servant leaders with participative members, and called to social action with an option for the poor. Let these auspicious beginnings then be our way of celebrating the Filipino spirit in sharing life – working for peace through interreligious dialogue; fighting against illegal drugs and criminality by helping transform lives; acting as stewards of the environment; and strengthening our communion of BECs and parishes as a new way of being Church.

Business Confidence Declines for Q4 2016 and Q1 2017 Business outlook on the economy turned less optimistic for Q4 2016, with the overall confidence index (Cl) declining to 39.8 percent compared to 45.4 percent in the Q3 2016 survey. This indicates that the number of pessimists increased but remained less than that of optimists during the quarter. The confidence index is computed as the percentage of firms that answered in the affirmative less the percentage of firms that answered in the negative with respect to their views on a given indicator. Despite the usual uptick in demand during the Christmas season, business outlook was less buoyant for the current quarter due to (a) perceived concerns over the direction of foreign policies and economic reforms in the country, (b) weakening global demand, (c) foreign exchange losses of importers due to peso depreciation, and (d) lack of supply of raw materials. For the quarter ahead (Q1 2017), business confidence likewise weakened but continued
to be positive as the next quarter index declined to 34.5 percent from 56.8 percent in the previous quarter’s survey results. Respondents attributed their less optimistic outlook for Q1 2017 to the usual slowdown in consumer demand after the holiday season. Other reasons cited by firms were the direction of foreign policies and economic reforms in the country, stiffer competition with the entry of new players in the market, and the wait-and-see attitude of investors for the coming year following the results of the US national elections, which could affect the interest rate movements in the country. The outlook across trade groups is mixed The outlook of businesses involved in international commodity trading (i.e., importers, exporters and both importer and exporter) was less upbeat for Q4 2016, outweighing the more bullish sentiment of domestic-oriented firms. Business sentiment across sectors is generally less buoyant Firms’ outlook
in the wholesale and retail trade sector was less positive for Q4 2016. The optimism of trading firms due to the typical surge in demand in the fourth quarter was dampened by uncertainties on the direction of the government’s policies on foreign affairs and economic reforms as well as stiffer competition. Likewise, expectation of businesses in the services sector turned less optimistic for the current quarter due to the lower confidence of firms in the business activities, community and social services, financial intermediation, and real estate subsectors. The views of firms from these subsectors were affected by concerns over the country’s foreign relations, foreign exchange losses due to peso depreciation, and the shift to the K to 12 program which reduced the usual college enrolment during the second semester. Meanwhile, transportation firms registered the highest Cl across the services subsectors as they expect an increase in tourism
activities and higher volume of passengers during the holiday season. Firms in the industry sector also have mixed views for the current quarter. Mining and quarrying and manufacturing firms were broadly less optimistic for Q4 2016 mainly due to issues on the government’s foreign policy and economic agenda, the typical slack in demand for industrial services and equipment (e.g., steel products and fabricators) in the fourth quarter due to the holiday season. Meanwhile, firms in the agriculture, fishery and forestry and electricity, gas and water sub-sectors were bullish because of robust demand during the harvest and Christmas seasons, more favorable farming conditions with the end of El Nino, and increase in government spending. Despite expectations of accelerated government spending on infrastructure projects,
construction firms were less upbeat for Q4 2016 on account of lower income and unclear policies on the awarding of new construction projects. For the next quarter (Q1 2017), the outlook across sectors and subsectors was generally less optimistic, with the usual slack in demand after the holiday season, except for the construction sector whose sentiment improved on expectations of upcoming new projects. Firms are less upbeat about their own business operations Consistent with the less upbeat sentiment on the macroeconomy, the outlook of firms about their own business operations weakened for Q.4 2016 compared to that a quarter ago, except for the wholesale and retail trade sector whose business operations was more favorable for the current quarter. Employment outlook index declines The employment outlook index for the next quarter remained positive although lower compared to the last quarter’s survey. This
suggests that more firms will continue to hire new employees than those that indicated otherwise, although the number of new hires could decrease compared to the previous quarter’s survey. The number of firms with expansion plans increases while capacity utilization remains unchanged The percentage of businesses with expansion plans in the industry sector for Q1 2017 increased to 31.7 percent from 28.1 percent last quarter. Meanwhile, the average capacity utilization for Q4 2016 remained unchanged at 74.9 percent, indicating sustained volume of business activity for the current quarter. Firms expect easy financial conditions and access to credit The financial conditions index was lower at 0.1 percent compared to 1.5 percent in the previous quarter. itself as a party with at least two political heavyweights to offer: Martin Schulz on the one hand; and on the other, of course, the party’s current leader and Germany’s incumbent vice chancellor and economics minister, Sigmar Gabriel. However, come to the decision that his friend Schulz would be the better candidate, the latter would be given the field. Schulz is up to both election campaigning and the job of foreign minister. From the SPD’s point of view, Schulz would also be a good choice for foreign minister. He’s experienced in the diplomatic arena, has excellent contacts, and is also accepted outside his own ranks. He’s made a name for himself as someone who speaks frankly. That would certainly make an agreeable change from Frank-Walter Steinmeier, who is more careful and deliberate. It would also be a counterpoint to Chancellor Merkel’s line,
