XU project shares Mt. Kalatungan PES Experience in World Confab November 21-27, 2015

Cagayan de Oro based university recently held center stage at a world environment conference in South Africa.

The Valuing Ecosystem Services Together (VEST) of Xavier UniversityAteneo de Cagayan (XU) , in collaboration with the International Union for Conservation of Nature - The Netherlands (IUCN-NL), shared the challenges, lessons and milestones of the Payment for Ecosystem Services (PES) project in Mt Kalatungan at the 8th Ecosystem Services Partnership (ESP) World Conference held November 9-13 in Spier, Stellenbosch, South Africa Dr Hilly Ann RoaQuiaoit, XU VicePresident for Research

and Social Outreach, presented the VEST experience as one of the panelists of the 9th session which focused on finding strong and useful arguments, and building bridges between research, politics and practice.

In a parallel session, Analyn B Mejares, VEST technical officer, presented VEST as a Disaster Risk Reduction – Climate Change Adaptation (DRR-CCA) and multi sectoral rewarding mechanism during the Session T10: “Co-investment Approaches at the Landscape Scale.”

Other participants of the international confab took note of the PES-VEST Operational Framework which differs from the usual PES framework by integrating a fund manager and a monitoring and evaluation body in its system.

About 400 participants from 29 countries attended the international confab conference.

Established in 2008, ESP is a worldwide network that aims to enhance the science and practical application of ecosystem services.

To facilitate the needed dialogue among scientists, policymakers and practitioners, academic institutions, global and community leaders and advocates, ESP organizes an annual international conference in different parts of the world.

This year’s theme “Ecosystem Services

for Nature, People and Prosperity” placed the spotlight on public and private sector dialogue on how the ecosystem services concept can be used to support conservation, improve livelihoods and engage the business community.

The rehabilitation project in Mt Kalatungan, Talakag, Bukidnon, built on research and community collaborations, has introduced to Northern Mindanao a “rewardbased mechanism” wherein “the seller” protects and provides ecosystem services to “the buyer” who benefits from these intangible products.

The Miarayon–Lapok– Lirongan–Tinaytayan Tribal Association (MILALITTRA) serves as the seller in this project while various sectors — businesses, cooperatives, academic institutions, religious organizations and

households in Cagayan de Oro City— are the buyers of the various ecosystem services, such as ensuring the streamlines along the region develop high water infiltration capacity and providing continuous supply of potable water, clean air and food, among others.

Xavier Science Foundation acts as the fund manager of the PES project in Mt Kalatungan.

The fund will be used to realize the 5-year development master plan of MILALITTRA in the areas of environmental protection, cultural preservation, youth development, and education and health services, among others.

Their Community Development Plan (CDP) aims to reforest 832 hectares and utilize 816 hectares for agroforestry within their ancestral domain. (with reports by Stephen J Pedroza)

THE Regional Disaster Risk Reduction and Management Council (RDRRMC) 10 and the Office of Civil Defense (OCD) 10 announced last Thursday the regional winners of Gawad Kalasag.

The regional winners are the following: Best Provincial Disaster Risk Reduction and Management Council (PDRRMC) – Lanao del Norte; Best City Disaster Risk Reduction

School and Gusa National High School, Public Rural School – Lala National High School, Maranding Central School and Salay Central School; Private Urban School – Sacred Heart of Jesus Montessori School; Private Rural School – Our Lady of Perpetual Help Academy and Regina Agelorum School of Vilanueva; Heroic Act – Tagoloan Municipal Police Station.

The nominees

Guest speaker will be Maria Cecilia Flores-Oebanda, founding president and executive director of Manila-based Visayan Forum, which has battled human trafficking, forced labor and other forms of modern day slavery since 1991.

Ms. Flores-Oebanda is the Founder and President of the Visayan Forum Foundation, a national NGO in the Philippines that promotes the rights and development of marginalized migrants,

especially those in the invisible and informal sectors, like domestic workers and trafficked women and children.

She has spent most of her life as a freedom fighter and worked with the urban poor, peasants, women, youth and children. Because of her work, she became a political prisoner for four years under the Marcos dictatorship. She was released from detention as a result of the 1986 EDSA People Power Revolution.

Immediately after her release, she set up the Visayan Forum Foundation. She is the convener of the MultiSectoral Network against Trafficking in Persons, a national alliance of civil society, government and private groups that works for the prevention, protection and reintegration of victims, and prosecution of offenders of human trafficking in the Philippines.

During an interview

with HumanTrafficking. org Ms. Flores-Oebanda identified some of the root causes of human trafficking in the Philippines: “Victims are pushed by poverty, unemployment, lack of educational alternatives, peer influence, social expectations and armed conflict, and the mere inability of young people to continue their studies.

Many believe in making family sacrifices.”

“In the Philippines, the phenomenon of trafficking in women and children has two faces: serving both the overseas job markets as well as the local market. A network of headhunters which scouts for recruits in poor communities earns as much as $10 to $20 per head, putting recruits in a position of indebtedness to recruiters who harbor them.”

victims from poor provinces. Traffickers clandestinely organize their transport operations through different ports and land routes across the country. As it happens inside the country, it is part and parcel of the international dynamics of trafficking, and solutions must be combined addressing these two dimensions.”

The Philippines is considered among the leading sources of migrant workers all over the world.

As of December 2003, the Philippine Overseas Employment Administration reported some 7.76 million Filipinos are working abroad. It is part of the Government Philippine Medium Term Development Plan.

This policy has another side of coin: thousands of Filipinos fall into trafficking for exploitative situations, she added.

“Trafficking is also still remains rampant within borders. Inside the Philippines, there is trafficking from rural to urban metropolitan areas.

Even overseas recruiters rely on intricate processes that start from far-flung communities,” she noted.

Ms. Flores-Oebanda is also the Philippine and Southeast Asia Coordinator for the Global March Against Child Labor, a worldwide movement on behalf of 250 million working children, 4 million of whom are Filipino. She is also the current chairperson of Child Workers in

Asia, a Bangkok-based network of about 100 NGOs working on the issue of child labor in Asia. A recipient of the 2005 Anti-Slavery Award by Anti-Slavery International—the world’s oldest human rights organization—she was recognized by the government of the United Kingdom as a “ModernDay Abolitionist” in the 2007 celebration of the bicentenary of the abolition of the Slave Trade Act. “The Philippines has made notable progress in the campaign against trafficking in persons, being one of the first countries in Asia to pass a definitive law against trafficking, Republic Act 9208 (Anti-Trafficking in Persons Act of 2003). The law imposes stiff penalties for traffickers and mandates the provision of direct services to trafficking victims.

The challenge for the government is on how to make this law effective and how to fast track the resolutions of cases filed in court. Second is how to address the root causes of the problem.

“Aware of the archipelagic nature of the Philippines and that internal trafficking is rampant in many of these transit points, Visayan Forum combats trafficking it transit points, such as shipping ports and airports strategically located across the country. This is a crucial stage when traffickers become highly visible, along with their recruited victims. Within

these ports, the VF operates unique facilities called halfway houses.”

“Inside these halfway houses, a team of multidisciplinary staff provide integrative services to protect and heal victims. Such services includes temporary shelter, counseling, legal assistance, skills training, and referral for aftercare services.”

Visayan Forum offers temporary shelter, healing and repatriation services to women and children.

These port halfway houses are also the nerve centers for information and advocacy inside the ports.

Integral to operating the halfway house is to organize a wellentrenched AntiTrafficking Task Force at the Ports geared to enforce laws, detect traffickers, and protect possible victims as they are seen aboard vessels and buses. They are composed by Port Police, the Philippine Coast Guard, Maritime and Shipping Companies.

Managers and key personnel of shipping companies schedule regular orientations and awareness sessions about trafficking on their crew.

They also help distribute informational materials, through posters and desks assistance. They are also developing television “infomercials” to warn passengers about trafficking. The network has adopted its own implementation guidelines and referral procedures.

CEB flies 4.4M passengers in Q3 2015 November 21-27, 2015

he Philippines’ leading carrier, Cebu Pacific (PSE: CEB), flew 4.4 million passengers in the 3rd quarter of 2015, posting a growth of 10.6% over the same period last year.

The airline carried a total of 13.7 million passengers from January to September 2015, an increase of 9% year-on-year.

As of September 30, 2015, the

Well, one of my expatriate friends here in the Philippines admired the “Five Tibetans Monks”.

I mean - not the personalities... . Every morning, my friend does these exercises entitled “Five Tibetans Monks”. Since my friend started with that, he hasn’t become sick any more. He also felt mentally balanced. I can’t guarantee it. He kept on swearing it to me.

Another (German) friend, meanwhile 75 years “young” can’t enjoy his breakfast without first jogging for an hour or even more starting at 5 a.m. If he’s not able to practice it, he becomes moody, intolerable, aggressive and frustrated. Bad days...!

Others have to swim three times a day. Good for those, who have a swimming pool or live near a beach or sea shore.

I love a glass of red wine (don’t get me wrong: I said

ONE glass!), a good book (what ever that means for you, my dear reader!), and relaxing (old!) classical music. So, each one of us is looking for his or her special ways on being comfortable.

But, some of our dear fellow creatures can’t really get some peace. They heave a sigh and utter a groan all day long! The Five Tibetans Monks have been blurred. Jogging is unhealthy; green tea is putting out and forces ill-feeling; swimming in a pool supports logical ring worms! Heaven forbid!

I’m sure, my red wine is never digestible and instead reading a good book while listening relaxing music weigh heavily upon our minds.

A couple of years ago I met an expatriate who loved to swing a pendulum to and fro. Billy occupied himself with astrology and the esoteric. I will never forget one of his first questions

regarding my birth time. He warned me immediately: “Days followed by full moon periods are very bad for you!” This was something new for me. To be honest, I really don’t care about such stuff.

Sorry! I messed up with Billy. Sayang! He was a really good friend.

I travelled a lot.

I stayed in more then 60 countries. I experienced in some Western countries, that travel agencies recommended trips to Mexico for “Leos” or to Turkey for “Capricorns”. I went to both countries and didn’t feel anything wrong or bad. I estimated roughly, which dramatic mis-judgements, accidents, and sickness outbreaks or losses have happened in my life during days followed by full moon periods.

[RFC for short] is a corporation duly organized and existing under and by virtue of the Laws of the Philippines, with principal office in 7th and 8th Floors, DMG Center, Domingo M. Guevara Street corner Calbayog Street, Mandaluyong City, Metro Manila and branch offices, among others in JMSG Building, Corrales Extension, Cagayan de Oro City. The Plaintiff in this case is represented

by RITO A. SANCHEZ, of legal age, married and the incumbent District Manager of RFC Northern Mindanao Region in Virtue of a Board Resolution evidence by the Secretary’s Certificate [copies made Annexes “A” and “A1” hereof ],whereas the Defendants, ALMA B. BOREROS and VICTORIA B.MAKIPUTIN, both of legal age, Filipino and residents of Alta Tierra in Napolan, and Dao, respectively, all in Pagadian City, Zamboanga del Sur, where they may be served with summons and other court processes; 2. In paragraph 10 of the Promissory Note [copies made Annexes “B” and “B-1” hereof ], the Plaintiff and Defendants have expressly agreed that any action to enforce payment of any sums due under this Note shall exclusively be brought in the proper court within National Capital Judicial Region or in any place where Radiowealth Finance Company, Inc. has a branch/office, as its sole option. Pursuant thereto, the Plaintiff has opted to file the instant case in the Regional Trial Court of Misamis Oriental stationed in Cagayan de Oro City; 3. On February 28, 2015, for value received, the Defendants executed and delivered to herein Plaintiff at its Pagadian Branch, a Promissory Note in the sum of Six Hundred Thousand Forty Eight Pesos [₱600,048.00] payable on installments according to the schedule of payments indicated in said Promissory Note [Annex “B”, infra] and Disclosure Statement of Loan/Credit Transaction, copy made Annex “C” hereof; 4. To secure payment of the Promissory Note, the Defendants executed in favor of the Plaintiff, a Chattel Mortgage duly registered in the proper Register of Deeds and Land Transportation Office involving a motor vehicle particularly described as follows:

The copies of the Chattel Mortgage, Cer tificate of Registration and Official Receipt of owner, made Annexes “D” and “D-1”, “E” and “F” hereof, respectively; 5. The Defendants have been in arrears for five and a half [5 ½] months of their monthly amor tization as of March 13, 2015, thereby leaving an account balance of Three Hundred Eighty Four Thousand Two Hundred Nineteen [₱384,219.00] Philippine Currency as may be shown in Customer’s Visit Card, copy made Annex “G” hereof; 6. The Plaintiff sent three [3] Demand Letters [copies made Annexes “H”, “I” and “J”] dated December 15,2014, December 22,2014 and February 2,2015 upon Defendant Alma B. Boreros who refused to accept and receive the same. On February 2, 2015, Plaintiff also sent a Demand Letter [copy made Annexes “k” and “k-1”] to Defendant Victoria B. Makiputin as co-maker and the same was received by her brother Eddie S. Bargayo on March 24, 2015. And despite all these, the Defendants failed to settle their account balance with the Plaintiff prompting the latter to seek the aid of the Honorable Court; 7. Plaintiff hereby applies for an Order of the Honorable Court for the immediate delivery of the above-described motor vehicle from the Defendants pending termination of this case on the merits. For this purpose, there are attached an Affidavit and the Replevin Bond [copies made Annexes “L” and “M” respectively hereof ] which is double the value of the motor vehicle to answer for the damages and cost that the Defendants may suffer, if the Writ of Replevin prayed for was not properly issued;

To institute the present action, the Plaintiff has contracted the services of counsel in the agreed sum equivalent to 20% of the account due and demandable [par 9, PN, Annex B-1 infra] and ₱ 1,500.00 per court appearance; WHEREFORE, the Plaintiff prays that pending trial on the merits, an Order be issued directing the said Defendants and/or their Agents to deliver said motor vehicle to Plaintiff and to authorize the Sheriff to take possession of and dispose the same in accordance with law. In the event however, that said motor vehicle cannot be recovered, the said Defendants be ordered to pay the sum of ₱384,219.00 representing the unpaid balance plus 20% thereof as and by way of attorney’s fee, ₱1,500.00 per court appearance, the litigation and incidental expenses and cost of the suit.
