Tesda invests in quality management system Gets ‘ISO 9001:2008 Certification’

RUE to its mandate of providing quality middle-level manpower, the Technical Education and Skills Development Authority (TESDA) in Northern Mindanao under Regional Director Edgar A. Sales was among the 17 regional and 81 provincial offices that received the coveted ISO 9001:2008 Certification.

TESDA obtained the coveted ISO 9001:2008 Certification from the German-affiliated company, TUV-SUD PSB Philippines, Inc., as the certifying body.

ISO 9001:2008 is founded on the eight quality management principles such as customer focus, leadership, involvement of people, process approach, system approach to management, continual improvement, factual approach to decision making, and mutually beneficial supplier relationships.

Established in 1947, the International

Organization for Standardization (ISO) certifies a government or private enterprise’s adherence to worldwide industrial and commercial standards of excellence.

TESDA-10 Misamis Oriental Provincial Director Leo V. Velez told the Mindanao Daily News that TESDA under Secretary Joel Villanueva has put premium in quality management to provide better services for its customers.

“The certification bestowed on TESDA proves that after a very rigorous audit, our systems for Program

Registration, Assessment and Certification, Standards Development and Support Services have demonstrated compliance with ISO 9001:2008 requirements,” said Villanueva in a news release posted on its website, http://www. tesda.gov.ph.

“We exist because of our customers,” said Velez, “and we measure our worth by the satisfaction of the customers we serve through strategic decisions, effectiveness, responsiveness, value adding, integrity, citizen focus, and efficiency.” tesda/PAGE 11

Gov. Bambi hands out Bambi-kabs, MisOrCareS cards to far-flung MisOr areas

Governor Bambi Emano personally handed out Bambikabs and held another batch of MisOrCareS card distribution yesterday, May 11, to people in remote barangays in the Municipalities of Lagonglong and Salay.

The said activities were assisted by the different barangay captains

of the communities.

Gov. Bambi strives in providing health & social services and making them accessible and available to all residents of Misamis Oriental, prioritizing the poor, the underprivileged, the far-flung people and the individuals in financial crisis.

The MisOrCareS program is

directed to bring forth medical and social care; drugs, medicines and laboratory assistance. It also provides assistance in times of death, calamities and disasters as well as additional subsidy to the eight provincial hospitals and even scholarships to qualified students of the province.

The Bambi-kabs on the other

hand, is more than just a vehicle to these barangays. These have been considered now a source of empowerment- a tool in saving lives during times of crises and disasters or of delivering much needed help in the hinterlands and of the lowly people in the barangays.

Residents were filled with joy

and awe that these days, when sick, they can go to hospitals without worrying much about the bills. They were thankful to Gov. Bambi for his constant efforts in reaching out to inaccessible places in the province and making people believe in the government again- that there is a government that cares.

Cagayan de Oro City Schools Division holds early childhood reading training Story and Photos by MARK FRANCISCO

THE Department of Education (DepEd) City Schools Division in Cagayan de Oro held last Thursday and Friday a two-day training on early childhood reading.

According to Mary Ann Allera,

chief education supervisor, Curriculum Implementation Division of the City Schools Division, the training was held to update public school teachers on the new trends in teaching learners how to read,

improve teachers’ skill in teaching learners how to read and improve the academic performance of our learners.

Moreover, Mayor Oscar Moreno, who dropped by, said the training is needed to uplift the quality of education of the city. It can be recalled that Moreno was awarded as Education Champion

by Education Secretary Armin Luistro himself recently.

There were a total of 183 participants in the two-day course at Hotel Koresco, all of them teachers in reading from Kinder through seventh grade spread out in the 107 public elementary schools of Cagayan de Oro City.

Topics include Print Awareness, Alphabetic Principle, Phonics, Sight Words, Phonemic Awareness, Phonological Awareness, Vocabulary Development, Fluency and Reading Comprehension.

A project of Synergeia, the early childhood reading training is a necessity for our students to hone their skills for a better and improved

academic performance.

Likewise, learners with reading difficulty need to be taught with the basic reading skills for them to be able to read and learn better. Training the teachers how to teach learners how to read will update and improve teachers’ skills on the new trends in teaching reading.

Synergeia is a coalition of individuals, institutions and organizations spearheaded by the late Interior Secretary Jesse Robredo working to improve the quality of basic education.

The distinguished lecturers in the two-day course were reading experts Shirley Equipado and Ma. Glecita Columna.

Ms. Equipado, who is an expert in her field and who has been conducting lectures about the topic with ChildFund Philippines, told the teacher-participants to be more interactive with their students so that learning in the classroom would be an exciting process that kids would look forward to each day. “You are the best visual aids you can impart to your students,” she said.

At the beach? Away on a nice holiday? At Disneyland?

Many of us spend a lot of our time wishing we were somewhere else. When we’re at work we wish we were home relaxing. We wish we had a different job and career or a different boss. We wish we were rich.

But we can wish our life away. The simple fact is we’re not somewhere else, we’re right here! Meantime, life is passing us by while we spend our time making retirement plans. Then, even if we finally get something we wished for, we still keep wishing for something more because it’s become our state of mind—always wishing for something else. So we don’t even enjoy the things we already do have.

So don’t wait until you’re not too busy before you get close to your kids. Enjoy them now. They’ll never be this age again. Don’t wait until you buy or build that new house or until you make

more money. And don’t wait until you retire, because then you might be too tired! You see, each day is made to have its own special experiences and memories of fun, love, and lessons to learn. So grab and squeeze every bit of life you can out of today, because this day will never come back again!

hen it comes to choosing where to live (buy or rent doesn’t matter) I keep on assisting an apparently eternal debate between Condo and/or House/Lot. In Metro Manila this debate has already evolved to a clear understanding about the indisputable advantages condos have compared to house&lot.

My neighbours, when I used to live in Manila, were actually from Cagayan de Oro. They were living in a gorgeous 3 bedroom unit at a higher floor and were overall a very nice couple with 3 kids.

During one of our food and wine tasting evenings we used to have from time to time they shared with me reasons why they decided to buy in a condo rather than a house/ lot. They explained to me that as a family the main reason was safety followed by ease of maintenance of the unit, the modern amenities and a very convenient location near to work. I realised that, compared to other parts of the world, decisions about location and type of accommodation is based on considerations that go beyond practicalities.

called again for the water pump. A week later he called again for a leakage in the bathroom. This went on for 3 or 4 months after which he even refused to pay rent until it was all replaced and fixed. It all sounded crazy to me but as the owner I had the responsibility to repair and replace defective parts. I spent nearly as much money in repairs as this guy was paying in rent. This incident convinced me that, unless I was living in the house, I would never again want to own one to rent it out to someone else. But this is only my personal experience and could have been only bad luck.

In fact there is a bright side to a house/lot though. I do miss those times where I was inviting my friends over for an outdoor BBQ party in my garden or where I enjoyed sitting outside and work looking at the palm trees, my baby banana tree and all the rest of the planted greenery. It felt nice but now, years on, I just enjoy closing the door of my condo unit behind me and relax, being able to live worry free for all the time I want to stay away. If I come back after 6 months or 1 year at least I am sure that all my things are still there and that there is

experiences and thoughts and so I discovered that many of those who decide to go for condos do so because they fear burglars frequently present in sub-divisions, the inconvenience of needing a car at all times even for buying a litre of milk, the damages caused by typhoons, flooding or other adverse weather conditions.

Especially those who actually live abroad like f o re i g n e r s m a r r i e d t o Filipinas or OFWs often feel abused by the continuous repairs and maintenance fund requests by their caretakers or relatives. Understandably a house has much more maintenance needs than a condo. I could relate to that since I did own houses in the past and I understand that there are water pumps that break, air-conditioning that don’t work, leakages from the roof, pipes that burst, plants that need to be watered and many more things that need continuous care and maintenance.

There was one time when I had just rented my family house in Dubai to an Arab tenant, when he rang me up complaining about the airconditioning not working.

Officials came to the aid of at least 16 boats packed full of migrants, after people smugglers took advantage of calm seas to send several overcrowded vessels across the Mediterranean Sea. A tug and a merchant ship also helped in the efforts.

The bodies were found in three separate operations, with Italian news agency “Ansa” reporting seven were found on board two dinghies, while three people died when they jumped into the sea, and attempted to swim to a nearby trawler. Italy, the most burdened European country, said it coordinated the rescue

of more than 2,150 migrants on Sunday after announcing 3,427 had been saved earlier in the weekend.

Boats carrying another 220 migrants were accompanied by naval vessels to the Italian island of Lampedusa. The Italian coast guard reported on Sunday evening that more than 5,800 migrants had been rescued throughout the weekend. Separately, the Greek Coast Guard said it had rescued another 530.

It comes a day after almost 3,700 migrants were rescued from smugglers’ boats, most of whom are still in the process of being transferred to Italian ports. It is one of the highest numbers of people ever rescued in a single day.

My dear readers, allow me to confront you with more dramatic figures: More than 1,200 people died last month attempting to make the treacherous sea crossing to Italy’s shores, with most

setting out from Libya.The bulk of migrants making the trip come from countries with ongoing civil unrest, such as Syria, Somalia and Afghanistan.

Yes, indeed the crisis has placed pressure on EU leaders, with some now seeking approval from the United Nations Security Council to launch military action targeting smugglers in Libya. Too long the EU leaders have been waiting. n emergency meeting saw members agree to triple funding for the Triton sea patrol mission, but indecision remains over what to do with refugees and asylum seekers.

In a newspaper interview, Austrian Chancellor Werner Faymann raised the idea of introducing a quota system for EU countries, so that numbers of refugees were distributed more evenly.

His comments echoed those of EU Commission P re s i d e nt Je a n - C l au d e

Juncker last month, who said front line countries such as Italy, and other nations like Germany and Sweden are taking in a disproportionately large number of migrants.

And this is really true.

He called on member countries to “open the doors (to refugees) to make sure they don’t come through the windows.”

The idea is -of coursecontroversial, and faces heavy criticism from nations such as Great Britain and Hungary.

It also shows the European leaders’ and governments’ helplessness.

Let me end this piece with this: the amount of people rescued at sea has increased by 277 percent between 2013 and 2014. According to the International Organization for Migration, 1,750 people have already died this year, trying to make the journey.

including Industries, Technical Vocational Institutions (TVIs) and 40 chambers of commerce including the German-Philippine Chamber of Commerce.

Bax said that they aim to get the commitment of Industries and TVIs to implement the Republic Act 7686 or Dual Training System (DTS) which was approved on February 1994. This is an act to strengthen manpower education and training in the Philippines by institutionalizing the DTS as an instructional delivery system of technical and vocational education and training, providing the mechanism, appropriate funds therefore and for other purposes.

Basically, she said

that compared to Onthe-Job-Training (OJT) during summer, this DTS combines two places of learning: school and company.

The school provides theoretical exposure while the company provides practical exposure. Ratio is 40:60.

Bax said that in Cagayan de Oro, Xavier University is already implementing this through their Center for Integrated Technologies (CIT). Their CIT has partnered with various industries such as Nestle Inc., and BMW among others to let their students go to school for two days and the other three days in the company for practical exposure.

DTS is partnership between employment and educational systems,

learning by doing, depends on privatesector leadership, costsharing and has legal basis.

However, Bax said that some companies or institutions have not implemented this because companies accepting students for DTS will pay 75% of the minimum wage. But overtime, there have been adjustments on the payment depending on the agreement set by the institution and companies.

Companies in return will benefit because the workers are trained according to the company’s specific needs, highly productive workers and therefore long term growth and bigger profits and savings on production cost through tax

incentives.

She said that this is more so needed now because of the implementation of the K to 12 wherein Junior High School students will have to choose their path whether techvoc, sciences, sports or arts. She adds that one National High School in Cagayan de Oro, 70% of students prefer tech-voc path.

They need to link industries and TVIs in preparation for K to 12, Bax said.

During this event, there will be a signing of social contract and partnership between TVIs and industries.

BPI wins Anvil Awards for preparing people and preserving heritage M AKATI CITY, PHILIPPINES– Bank of the Philippine Islands won the Silver Anvil Award for its retirement program, “Navigate: Reap your Rewards, Make the Best Happen” at the recent 50th Anvil Awards.

The Silver Anvil Award, which is conferred on entities with the best PR programs directed at specific stakeholders, was given to BPI for its “Navigate” program, designed to prepare retiring employees for changeover. It is in line with BPI’s advocacy on the value

of human capital, and is one of several people management projects of the bank intended to nurture and recognize the key role of people in delivering effective service to the bank’s loyal client base.

The overall strong performance of Ayala’s business units in the first three months of the year contributed a total of P6.4 billion in equity earnings, 27 percent higher year-on-year. Compared to net income inclusive of the net divestment gain in the same period last year, equity earnings declined 7 percent in the first quarter of the year.

“We continue to be encouraged by the strong performance of the businesses across the group.

We remain optimistic that we can sustain the strong first quarter results throughout the rest of the year, and stay on track to meet our strategic goals and financial targets,” Ayala President and Chief Operating Officer Fernando Zobel de Ayala said.

Real Estate Most of Ayala’s core businesses reported double-digit earnings growth year-on-year in the first quarter. Its real estate unit, Ayala Land, reported a 19 percent growth in net earnings to P4.1 billion, boosted by a 13 percent growth in real estate revenues.

Recurring income for the first quarter comprised 44 percent of net income, driven by the steady performance of its malls, offices, and hotels and resorts.

Banking In banking, Bank of the Philippine Islands’ net income climbed 36% to P4.9 billion from the same period last year. Net interest income grew by 15% year-on-year due to an expansion in average asset base. Non-interest income rose by 23% during the period mainly from higher securities trading gains. Core banking business remained strong, with customer loans up by 14%, while deposits grew by 17% year on year.

Telecommunications In telecommunications, Globe Telecom’s bottomline grew very significantly by 43 percent over the same period last year to P4.2 billion. Gross service revenues increased by 13 percent driven by

growth in data revenues across all major service lines. EBITDA margin increased to 42 percent from 38 percent in the previous year.

Electronics Manufacturing Services In electronics manufacturing services, Integrated Microelectronics Inc.’s earnings increased 27 percent to P288 million vis-à-vis its first quarter last year despite foreign exchange challenges, on the back of better margins on realized cost savings and productivity. Net income margin increased by 94 basis points to 3.4 percent, mainly due to lower direct labor costs and administrative expenses year-onyear.

Water Infrastructure The strong performance of these units counterbalanced results from the remaining businesses in the portfolio. In water, Manila Water Company, Inc. reported flat net income at P1.4 billion, with stronger billed volume levels offsetting higher operating expenses. NonEast Zone businesses accounted for 15 percent of total net income for the period.

Power Generation Ayala’s recent investments in power have come into fruition and started operations. In April, AC Energy Holdings, Inc. secured the Feed-in-Tariff for the 81 megawatt windfarm of the North Luzon Renewable Energy Company and the 19 megawatt expansion of Northwind Power Development Corp. Singapore Math, on the other hand, train students with the best pedagogy of Math. It gives a strong emphasis on model drawing or pictorial forms, and problem-solving.

It also prepare students with Math tricks to tackle in increasingly difficult topics in algebra and geometry.

According to Matti, Singaporean Math is a trend, and the basic one.

It is actually taught in schools ever since. Teachers teach this kind of Math, not knowing it is called Singaporean Math. History says that it is typically American Math, but they called it Singaporean because it is the Math taught in Singapore.

Galileo Enrichment Learning Program opens Oro branch To produce world-class students through Galileo Education

he Galileo Enrichment Learning Program opened its center in Cagayan de Oro City last May 9, 2015 as it celebrates the company’s decadal anniversary.

Galileo center offers supplement learning in English, Math and Singaporean Math for pre-school and grade school students aging 3-12. Classes are held twice a week, with 30-45

minutes per session.

It targets to provide young learners with training to gain improved grades during regular schooling, become academically competitive, galileo/PAGE 11
