e are so fortunate that Heritage Films chose Cagayan de Oro as the venue for the gala premier of what could well be the first feature length Bisaya film in years.

DA-10 strengthens partnership with LGUs for rabies elimination March 19-25, 2018

n line with the observance of the Rabies Awareness Month this March, the Department of Agriculture – Regional Field Office 10 (DARFO 10) strengthens its advocacy on responsible pet ownership for the prevention and elimination of rabies. Anchored on this year’s theme, “Barangay Kaagapay, Laban sa Rabies Tagumpay,” DA partners with the various local government units (LGUs) in the region for its mass vaccination
activities against rabies. Dr. Oryza Kristy N. Bisahan-Baylo, Veterinarian II of the Regional Animal Diagnostic Disease Laboratory (RADDL) of DA-RFO 10, reported that the192,000 doses of rabies vaccines which they received from the Bureau of Animal Industry (BAI) were distributed to the different provinces and cities in the region. She detailed that through their respective provincial veterinary offices, the provinces
of Misamis Oriental, Bukidnon, Lanao del Norte, Misamis Occidental and Camiguin received 38,000 doses, 75,000 doses, 12,000 doses, 30,000 doses and 2,000 doses of rabies vaccines, respectively. Additionally,the cities of Cagayan de Oro and Iligan received 27,000 doses and 8,000 doses respectively, through their respective city veterinarian offices. With regards to the rabies incidence rate in region 10, Dr. Baylo stated that it went down

Poverty and Crime Over and over again, it is seen that burglary, robbery and serious assaults occur most frequently in the area where shanties are and the family income is so low that it cannot suffice the needs of the family. The houses are extremely overcrowded with few facilities. Unemployment is very common. People in this area have little or no formal education at all, and so mostly are unskilled. Families are broken up. The mother has to go out to work and leaves the children behind. With this kind of life, what will happen to the future of this growing children, who are mostly out of school? It is not surprising that they are often the victims of circumstances. They begin to commit relatively minor offenses such as small scale thefts and illegal gambling. Later on, because of poverty and deprivation, they learn to commit violent crimes. Look around in your surroundings ... Crime is a complex problem. It can be classified in various ways. There are crimes against people like rape, kidnapping, murder and assault; also crimes against property include theft, arson, forgery, embezzlement and vandalism; and the crimes against public order or morality include drunkenenness, gambling and prostitution.

Workers are required to wear the complete gear in the production lines. Anyone found not wearing the complete gear is asked to leave the production line and then sent to the new Professional Safety Health Environment
department, which coordinates with Human Resources in studying cases and implementing corresponding sanctions. Likewise, employees are expected to take proper care of the personal safety equipment issued to them. They are required to shoulder the cost of replacing lost items. Replacement, however, of issued items worn out by normal wear and tear, is free. Besides providing personal safety equipment, Hino implements strict safety regulations in the production lines. For example, employees working 2m or higher must use a harness while those who handle lifting must limit manual lifting load to 20kg. There are also
protocols for using machines, equipment and vehicles. Revolving lamps and sound alerts warn workers about moving machines. Locks secure wheeled trucks, in particular those on a horizontal plane, in place, with drivers conducting safety checks before moving the vehicles to alert anyone working underneath or nearby. A daily safety patrol is conducted to ensure strict observance of plant safety protocols. German aid for the people of Mindanao The German government funds the work of almost 50 Filipino non-governmental organizations in Mindanao. For the first time, on the invitation of the German embassy
they all met each other in Davao City recently to discuss their experiences, successes and challenges. They engage in a broad variety of activities: peace building, health
DOST launches FEC program to move research into marketplace To help push research projects towards commercialization, the Department of Science and Technology (DOST) launched on February 19 a lean startup training program dubbed the “Filipinnovation Entrepreneurship Corps” (FEC) in partnership with the De La Salle University, RTI International, and the USAID Science, Technology, Research and Innovation for Development (STRIDE) program. Working with teams built around 10 DOST-funded principal investigators or RDI project leads, the FEC is an experiential training program for researchers to rapidly define the commercial and societal value of their research. The FEC program is based on the successful US National Science Foundation I-Corps program which places researchers in teams led by entrepreneurs. Other members of the team are experienced industry mentors and technology transfer officers to create a business model canvas and conduct various customer interviews. The interaction of the members will help the teams to continuously refine their innovative products and ideas. It is intended that after the four-week program, the teams will be better equipped to attract additional funding and strategic partners to
fast-track their project’s adoption and impact to the Filipino consumer. The FEC is supported by the DOST-Philippine Council for Industry, Energy, and Emerging Technology Research and Development represented by Russell M. Pili, chief of the Research Information and Technology Transfer Division. The first batch of FEC trainees have teams representing DOST’s Industrial Technology Development Institute, Metals Industry Research and Development Center, Philippine Textile Research Institute, and Food and Nutrition Research Institute; as well as DOSTfunded researches at UP Diliman, UP Los Baños, and De La Salle University. Principal Instructors of the FEC program are nationally certified instructors for the National Science Foundation’s I-Corps. Dr. Jim Chung is the Associate Vice President for Innovation and Entrepreneurship at the George Washington University while Robert Storey is an Executive in Residence at the Johns Hopkins University and a Principal of the MVR Company which focuses on the assessment and creation of new ventures. Providing direct teaching support to participants is Adam Klich, an Innovation Advisor with RTI International and a former startup founder.

Holcim PH, DCACI inks cement supply deal to support Mindanao development B uilding solutions provider Holcim Philippines, Inc. has sealed an agreement to supply the cement requirements of a leading group of builders in Mindanao in 2018 to support the sustained development of the region. Holcim Philippines will provide up to 320,000 metric tons of cement to the Davao Constructors Association Center, Inc. (DCACI), composed of 179 general contractor and builder companies operating in southern Mindanao. The company provided 220,000 metric tons of cement to the group last year. Through the program, DCACI members can purchase cement at a discount from Holcim’s Davao plant or its designated warehouses in southern Mindanao. FDC Misamis blood drive to save patients suffering from cancer, kidney failure
I
n an aim to help save more patients suffering from cancer and kidney failure in Northern Mindanao, the Gotianun-led FDC Misamis Power Corporation (FDC Misamis) recently conducted its second annual bloodletting activity at the firm’s power plant site in Phividec Industrial Estate, Villanueva, Misamis Oriental. Assisted by the Philippine National Red Cross (PNRC) - Cagayan de Oro City Chapter, employees from the firm’s various business units took part in the lifesaving activity. “What a laudable undertaking,” remarked PNRC nurse Ophelia Sayson, adding, “FDC Misamis’ 2nd Bloodletting activity really boosted our intensified campaign for more blood donations
region-wide.” Sayson disclosed that their agency releases an average of 120 to 130 bags of blood every day, thus, it is vital that they have ample and continuous supply. “There were patients as far as from Pagadian City and Bukidnon asking for free blood and we can’t refuse since their attending physicians were also Cagayan de Oro City-based.” On record, said Sayson, patients with kidney trouble, mothers suffering from postpartum syndrome and those with leukemia are their top three patientbeneficiaries. “Having ample supply of blood available 24/7, these needy patients would no longer have to wait. Instead, they could avail the free blood they needed as soon as possible,” she
stressed. FEELING ‘SUPER HERO’ Employeedonor Raymark del Puerto from the firm’s Information Technology Management System (ITMS) quipped, “It’s my first time to donate blood and I feel like a super hero after.” Security guard Richard Caayupan also exclaimed, “I am happy I donated blood that could save others especially those who have less in life.” At first, Del Puerto admitted that he really felt nervous. “Yet, after the process of blood extraction, I realized that I have made something big not for myself but for others,” he said. He then shared an experience that they were once also placed in a difficult situation looking for any
available blood when his mother was in a volatile health condition. “Although my mom couldn’t benefit anymore from my blood donation, I am still happy that others could avail of it in order to prolong their lives,” stressed del Puerto. FDC Misamis Plant Manager Luis Lagarnia, Jr., meanwhile, congratulated their employeesturned-blood donors. He said their bloodletting activity is an annual event aimed at encouraging their employees to regularly donate blood and be “heroes” to others. “Donating blood is just a simple thing but such little deed can create huge impacts to others whose lives can be saved because of our initiative,” capped Lagarnia.
More than 250,000 members of the state-run Social Security System (SSS) will benefit from the Loan Restructuring Program (LRP) with penalty condonation that will be offered from April 2 to October 1, 2018. SSS President and Chief Executive Officer Emmanuel F. Dooc said the re-implementation of the LRP that condones penalties of borrowers with past due loans is a response to the widespread clamor of those members who were not able to avail of the LRP offered last April 2016 to April 2017. “We would like to express our gratitude to Pres. Rodrigo Duterte for granting us the authority to allow our member-borrowers to clean up their loan accounts with SSS to be able to fully enjoy their benefits as members of the pension fund,” Dooc said. SSS implemented the first LRP in April 2016 with a one-year availment period that generated roughly P6 billion for the pension fund and benefited more than 800,000 individual member-borrowers. “While many have benefited from the Loan Restructuring Program implemented in 2016, we have also received numerous requests from members to extend or re-implement it. As I can recall, members flocked to our branches on the deadline of the previous LRP last April 27, 2017. So for those who were not able to apply, this is your time to clean your outstanding loan balance and regain your goodstanding with SSS,” Dooc said. The LRP allows member-borrowers to settle their overdue loan principal and interest in full or by installment under a restructured term depending on their capacity. For both schemes, SSS shall waive all the loan penalties after the member has completed paying the restructured loan. The program covers all member-borrowers who have past due loans like the Salary Loan, Emergency Loan, Educational Loan (old), Study Now Pay Later Plan, Voc-Tech Loans, Y2K Loans and Investments Incentive
Loan. To qualify under the second LRP, the loan must be past due for at least six months from the start of the second implementation of LRP. Member-borrowers must be residing or working as of the date of the disaster in a calamity/disasterstricken area declared by the National Disaster Risk Reduction and Management Council (NDRRMC) or in the case of Ondoy, by the National Government. All 256 SSS branches and service offices nationwide will start accepting applications to LRP starting April 2, 2018. Qualified members only have six months to avail of the program or until October 2, 2018. “Loan payment is inevitable for our members. Even if they avoid paying the loan amount at present, these loans - the principal amount plus interests and penalties - will be deducted from any final benefit they are entitled to like retirement, total permanent disability and death,” Dooc said. Dooc, however, reminded borrowers who have approved LRP applications in 2016 to 2017 that they are no longer qualified to apply under the second LRP. Moreover, members granted with any final benefit claim prior to the LRP availment period and those who committed fraud against the SSS are disqualified from the program. Likewise, approved LRP applicants cannot participate in any future SSS loan condonation or restructuring programs to instill credit discipline. “While the availment period of the LRP is just six months, we still expect to generate about P1.2 billion income from the program and condone some P2.85 billion penalties of our members. This is our way of helping our members to clear their obligations within their capacity, as well as making sure that they have a secured future with their entitlement to full SSS benefits because we at SSS know that a majority of our members have undergone difficulties caused by disasters and calamities,” Dooc said.

BFP equipment are undergoing modernization. Lauzon said this year alone about 214 firetrucks will be distributed nationwide including personal protective equipment for the fire officers. Right now, he said northern Mindanao has a total 133 firetrucks. Ideally, the ratio of persons per firetruck is 14 persons but reality is only seven per firetruck. However, he said that the Bureau is undergoing modernization in terms of equipment and will be hiring additional personnel within the year. BFP also assures that personnel are highly trained and undergo skills enhancement to address new challenges of fire protection and safety. PIA
