Northern Mindanao tribal summit held By MARK FRANCISCO

LUMADS from all over Northern Mindanao gathered for their yearly summit in Cagayan de Oro City last Saturday. The 2016 Mindanao Grand Tribal Summit was organized by the Mindanao Tribal Judiciary Council and a prelude to the bigger Tri-Peoples Summit to be held in Davao City next month.

With the theme Magkauban Para sa Pagbarog sa Kaugalingon nga Gobyerno o Estadong Lumad, the Cagayan de Oro City garnered around 200 tribal leaders from all over the region. These leaders who belonged to 28 ethnic groups were mostly Higaonons, Manobos, Mamanwas, Subanens

and Manobos. There were also Lumad visitors coming from Caraga, notably from Agusan del Norte and Agusan del Sur. According to Supreme Datu Dencio Lipiahan Sr., Supreme Tribal Justice, the summit is held every June and meant to collate the concerns of the Lumads in a year. For 2016, the following were their

concerns – injecting the rights and cultures of the Lumads in the federalism plan of incoming President Duterte such as self-governance and empowerment. Along this line, Lipiahan and his colleagues strongly opposed the National Commission on Indigenous Peoples’ role in the promotion, recognition, protection and development of

Volunteer Encourages Communities to Push for Community-Driven Development Saipah Angni, 23, of Barangay Bubong, Kolambugan, Lanao del Norte started out her volunteer work as a Day Care School teacher in their area. Saipah narrates how she started out as a volunteer, “volunteer teacher ko sa day care school, graduating ko adto sa Bachelor of Elementary Education (BEED), akong mama treasurer sa Barangay Bubong, wala ko adtong panahon sa pag-elect sa mga Kalahi-CIDSS committees pero akong mama ang nagvolunteer sa ako as bookkeeper, didto nagsugod ang tanan, sukad adto, naa na gyud ko pirme dayon sa mga aktibidades sa Kalahi-CIDSS (I was a volunteer teacher at a day care school, I was a graduating student of Bachelor of Elementary Education, my mother is the treasurer of Barangay Bubong, I wasn’t there during the election of committees for KalahiCIDSS but my mother volunteered me as the bookkeeper, that started it all for me, after that, I was always present during Kalahi-CIDSS activities).” Saipah’s experience as a volunteer in the Kalahi-CIDSS program gave her the opportunity to help others in her community, part of her work as a bookkeeper was to submit reports on a monthly basis with regards to the expenditures and cash flow of the community and money in the community’s bank account. Saipah said she noticed that her lifestyle changed when she started volunteering for Kalahi-CIDSS “nausab, kai sa una halfday ra man ang daycare, after – naa ra ko sa balay, matulog, tanaw tv, pero pagvolunteer na nako sa

Kalahi-CIDSS wala na koy time sa pagtanga. Nagimprove ko as a person kai karon always na ko ready, dili pareho sa una nga magtanga lang (it changed, as day care was only halfa-day’s work, after I was just in the house, sleeping, watching TV, but when I volunteered for Kalahi-CIDSS, I did not have time to be lazy. I improved as a person, now I am always ready, unlike before that I just bummed around).” Barangay Bubong in Kolambugan, Lanao del Norte is a Muslim community, a traditional one at that since according to Saipah “Muslim community na nga lugar, tanan Muslim, traditional pa ang community gamay, dili pa kaayo open sa pagbag-o (the place is a Muslim community, all Muslims, the community is still a little bit traditional, not that open to change).” Saipah, however tells us that while these traditions still exist, programs on women empowerment are slowly changing the mindset of the community. “Sa aspeto sa women empowerment, naa na may mga programa nga para sa kababaehan, naa naman hinuon mga organisasyon gumikan sa

Local Government Unit (LGU), sa Kalahi-CIDSS medyo gakakuha na nila ang pagsalig sa among komunidad (in the aspect of women empowerment, there are programs that are for women, there are already organizations through the Local Government Units, in Kalahi-CIDSS little by little we have earned the trust of the community).” This trust then led to the implementation of a subproject that would benefit not only their barangay but neighboring communities as well. “Dako gyud ang kabag-uhan, paghuman sa among project nga farm-to-market road, dako gyud og tabang sa katawhan ang proyekto kai dili na mahasol ang mga tawo, dali na makaabot ang mga tawo sa ilang paignan kai ayo na man ang dalan. (after our farm-to-market road, it made a big difference, the project is really of big help to the community because it makes it easier for the community to reach their destination because the road is now good)” Saipah enthused. “Dili ra among barangay ang natabangan sa among proyekto, pati ang tanan nga mulabay dadto sa among barangay (the project doesn’t only help our barangay but

everybody who passes through our barangay)” Saipah continued. The impact of the projects goes to the communities go beyond the numbers on the reports and expenses incurred during its implementation, says Saipah with conviction. “Nipaspas na ang mga lihok sa komunidad, ang dili paspas sa una, nahimo nang paspas karon. Ang komunidad maoy nagdumala ug nagbuhat sa mga proyekto. Dako gyud og tabang ang KalahiCIDSS, dili lang sa barangay apil pud ang kadaghanan sa katawhan (The community’s movements are now faster, the ones that were not before are now faster. The community now manages and implements the projects. Kalahi CIDSS is really a big help, not only to the barangay but also to the majority of the people)” Saipah said. Now that she is part of the Municipal Coordinating Team of Kolambugan, Saipah says she is thankful for the opportunity to volunteer in Kalahi-CIDSS and that now she has to work even harder to achieve the vision of communitydriven development, “ang panglantaw volunteer/PAGE 7

the Lumad peoples. According to Lipiahan, it should be the Lumads themselves who must be empowered to do such things. There are 12 tribes in Mindanao who collectively call themselves as Lumads – Atta, Bagobo, Banwaon, B’laan, Bukidnon, Dibabawon, Higaonon, Mamanwa, Mandaya, Manguwangan, Manobo, Mansaka, Subanen, Tagakaolo, Tasaday,

Tboli, Teduray and Ubo. They are mostly animists and have never been Islamized or Christianized, the two dominating religions in the country. Upcoming Lumad celebrations in Northern Mindanao include the National Tourism Week and World Tourism Day in September and the National Indigenous Peoples Month in October.

CEB is the country’s largest carrier to operate flights out of Davao The only carrier that links Davao to 4 Philippine destinations The Philippines’ leading airline, Cebu Pacific (PSE: CEB), celebrates being the country’s largest carrier to operate flights out of Davao, one of its six strategic hubs in the Philippines. CEB currently runs a total of 128 frequencies and over 52,000 seats (or close to 300 flights) per week between Davao and seven key domestic and international destinations. CEB is the only carrier that links Davao to four Philippine destinations (Bacolod, Cagayan de Oro, Iloilo, and Zamboanga). It also recently became the only Philippine carrier with international operations out of Davao, when it launched twice weekly Davao – Singapore flights last December 2015. The airline added a third frequency between Davao and Singapore this April 2016, three months after the route was launched, to cater to growing travel demand. Meanwhile, CEB also operates two other non-stop domestic routes – Manila-Davao and Cebu-Davao, where it currently holds 51% seat share and 61% seat share, respectively, according to internal estimates. “Cebu Pacific remains committed to contributing to the local trade and tourism agenda in Davao, by offering the lowest yearround fares for flights to and from this gem of a tourist destination. Davao has emerged as one of our most popular destinations, with an average of 44,000 passengers flown weekly,” says CEB

President and CEO Lance Gokongwei. CEB’s passenger volume to and from Davao remains robust, with over 2.15 million passengers carried from January to December 2015. This presented a 4% growth compared to the same period in 2014. These encouraging figures continue into the first quarter of 2016, as CEB flew close to 570,000 passengers from January to March this year – a 13% increase year-onyear. The airline’s cargo volume to and from Davao likewise yielded strong results, with the Davao market accounting for more than a fifth of Cebu Pacific’s total domestic cargo volume in 2015. And thanks to CEB’s growing network, with CEB the only carrier providing direct flights to other key cities, volumes to and from Davao grew 17% versus 2014. These figures are based on internal estimates. “We look forward to helping boost more business and leisure opportunities for the people of Davao, and to enabling more travelers to explore this vibrant Southern capital,” added Gokongwei. Aside from Davao, CEB also operates flights out of five other strategically placed hubs in the Philippines: Manila, Cebu, Clark, Kalibo, and Iloilo. NEDA holds public forum on ‘AmBisyon Natin 2040’ in Cagayan de Oro City In partnership with Xavier UniversityAteneo de Cagayan and Knowledge for Development Community (KDC), the National Economic and Development Authority (NEDA) held on June 20, 2016 a public forum on the results of the AmBisyon Natin 2040, a national survey on the aspirations of the Filipino people by 2040. The consultation was conducted at the Southeast Asia Rural Social Leadership Institute (SEARSOLIN), Xavier University (XU), Cagayan de Oro City. The forum aims to validate the highlights of AmBisyon Natin 2040, confirm the standard of living that Filipinos want by 2040 and see whether the same vision is relevant

at the regional level. Representatives from the youth, students, government agencies, nongovernment organizations and the private sector participated in the public forum. Also in attendance were some relocatees at the Xavier Ecoville resettlement site. There were presentations on “The Life We Want” by Assistant Regional Director Mae Ester T. Guiamadel of NEDA Regional Office X (NEDA-X) and on “Our Lives Right Now” and “Realizing the Vision” by NEDA Development Information Staff (DIS) Director Nerissa T. Esguerra. The Panel of Reactors were: 1) Mr.

Ernesto Neri (youth leader); 2) Father Rene Tacastacas, SJ (Academic VicePresident, Xavier University; 3) Mr. Roberto Ansaldo (Cagayan de Oro Chamber of Commerce ); and 4) Fr. Roberto Yap (President, XU). Among the points raised by the panelists were: a) the need to consider the inputs, participation and influence of the students and outof-school youth; b) strengthen the educational system to develop good leaders; c) ensure inclusive growth where people feel the benefits of growth; d) specify strategies towards realizing the vision; and f) put premium on improving

the agriculture sector and responding to the growing concern for the environment. The participants, through a workshop, validated the extent by which the vision/ survey results reflect the participants’ current local situation, identified constraints in realizing the vision and strategies they think would sustain the effort across administrations. Director Esguerra also presented NEDA’s Communication and Advocacy Plan to disseminate AmBisyon Natin 2040. Communication and stakeholder engagement shall ensure accurate representation of

the Vision with the aspirations of Filipinos, gain widespread and sustained awareness, recognition, ownership and buy-in by stakeholders and the country’s leaders over the next two decades. Series of briefings/ regional fora will be continuing with the conduct of the Youth Summit in June and a Multi-Stakeholder Assembly in July this year. There will be updates through the social media (Facebook Page), NEDA website via 2040.neda.gov.ph., billboards, information and education materials, and the trimedia. In closing, NEDA-X Director

Leon M. Dacanay, Jr. expressed appreciation on the support and cooperation of the participants, the XU-Knowledge Development Center, and the World Bank in the conduct of the consultation. He added that the discussions, including the workshop outputs, will find its way to the RDC agenda as AmBisyon Natin 2040 will serve as a guide in formulating the country’s development directions and as an anchor in crafting the four medium-term development plans in the next 25 years. Stay Happy, Healthy & Beautiful

lot of my friends ask me what I do to stay fit. I always exercise, I tell them. But really… There’s more to that. It takes a lot of discipline, love and passion in taking care of one’s self. You should love yourself enough for you to be able to take care of yourself. I am happy to share with you some tips. My friends know this… I eat in small portions. I eat anything I want but just in bite sizes. A little bit of everything.

I believe in balance. I don’t like to over eat as well. Just enough to fill my tummy. I always end up eating every two hours. I agree with what Dr. Travis Stork (host of The Emmy Award winning day time talk show The Doctors) said that it’s best if you eat all colors of the rainbow. I prefer eating at home because I know what ingredients I use. I only use olive oil for my cooking. We don’t anymore fry at home. We usually bake or use the Turbo Roaster for our meats, fish and vegetables. Usually, on weekends, we’re allowed to eat something not so healthy like pizza and burgers. Life should still be fun and not boring. Exercise. Ever since I was in high school, after my classes, I go straight to the gym. My body is used to it. I feel weak when I can’t sweat it out on the treadmill. After years of hitting the gym, I got lazy going to the gym so I bought myself a treadmill at home. I brisk walk (not run) on the treadmill 4 times a week if not everyday for 30 minutes. I do just that. But, when I feel like I need to fast track losing weight a bit, I call my boxing instructor and he visits me. After just a few sessions, I lose a lot of weight fast. But remember, exercise is not just to look good. It keeps you

healthy, young and happy. Drink lots of water. I make sure that I drink 8 glasses of water everyday. When I eat something fatty, I drink hot water together with my meal. Get enough sleep. I get 8 hours of sleep everyday. Your body and mind need to rest as well. I always have my facial done. I’ve been going to Belo for many years already. My favorites are their Honey Almond Facial and Power Peel. They also have lasers that are good. Recently, I tried The Aivee Clinic. They have good facials as well. Exfoliation is important to remove dead skin to avoid lines and wrinkles. A whole body scrub is also a must. Look good and dress-up! I became a lazy dresser when I started living in the province. I buy so many beautiful dresses but I end up just wearing my favorite white shirt and black leggings. I usually just keep them and wear them whenever I travel. But, I realized, why keep them? Just wear them and buy some more. I take care of my skin. I avoid Sun exposure. Use umbrella when the Sun is shining too bright. Use a good facial wash, toner and moisturizer. My favorite facial wash is SK-II but I also sometimes use Cetaphil. For

near my house. I go to Manila for two days to have my facial, haircut, haircolor, shopping, catch-up with friends, eat good food, try new restaurants, etc. That’s it! Just to recharge. I should do this again. Be happy no matter what. Don’t let stress get the best of you. I learned this the hard way. There was a time when I let stress get into me and the consequence was I got sick. Never again will I let any stress affect my health. I love myself too much. Disease cannot exist in a happy body. I also believe that laughter really is the best medicine. A positive attitude will go a long way. Learn to master your mind. When I feel bad, I know I’m thinking the wrong thoughts so I instantly think of something good then I also instantly shift my mood to a happier state. I read books that would help me better myself. The body, mind and soul should all be in perfect harmony. Grab some inspiring, life changing and self-help books like The Secret by Rhonda Byrne, The Power by Rhonda Byrne, The Science of Getting Rich by Wallace Wattles and The Master Key System by Charles Haanel. Those are my top books that really helped me a lot. And most importantly, live life to the fullest!

Be it cooking, eating your favorite food, traveling or whatever it is, make time to do it. I used to have my what I call “alone time” because it’s very good for my soul. If it comes to relations with China, this question arises. Always. The German chancellor Angela Merkel is winding up her ninth state visit to China. Observers predicted this trip would be more difficult than previous ones: China is more self-confident. That’s also a chance! Yes, it is. And I agree with German TV commentator says Dagmar Engel in Berlin. This commentary could be worded exactly like the commentaries on the chancellor’s past eight trips to Beijing. Was Angela Merkel outspoken enough on human rights, did she meet with artists and lawyers who are under threat, did she condemn the new repressive NGO legislation, did she demand free access to markets for foreign investors and did she criticize the Chinese steel industry’s surplus capacities and dumping prices? She was, and she did. Let’s discuss the step in the right direction. That’s the present. The future could be glimpsed, quite unexpectedly, in the

joint final declaration. Chapter 2, as Dagmar Engel says, is about “cooperation in third countries and on third markets.” The Republic of the Philippines should be soon part of this “thirdworld-circle’ too. A first trilateral project - on disaster management and a university-level cooperation on coal mining - in example involving Germany and China has been launched in Afghanistan. That may seem like a small step, but for China, a country that normally follows strict noninterference policies, it’s a new direction. The German side’s plan is to get China involved and to use its influence - a strategy that already worked in the nuclear talks with Iran. How about the new dimension of market power? Concerning cooperation in third country markets, Germany’s idea is to include China, use its economic power - and make money. Just one example: If the China Railway

Rolling Stock Corporation (CRRC) and Siemens join forces on highspeed trains in third countries, flanked by the China Railways Group and Deutsche Bahn in the fields of ChineseEuropean freight train transport and the service and maintenance of high-speed trains, that means a market power of entirely new dimensions. A look ahead shows the Chinese have ideas, too: the transfer of technology, learning a lesson from the German side’s superior image in third markets, making money and then continuing on their own. That’s what might happen - it’s a pattern that German businessmen have complained about often enough. Germany cannot prevent that development single-handedly. The European Union is big enough, but it would need a common strategy on China. At present, every country is taking care of itself first and foremost, a situation China knows to take advantage of. And just because China respects Angela Merkel and the German economic
