ew Kagay-anons today are aware that the first camp commander of the Philippine Army’s biggest military camp in Mindanao was a Lumad (native Kagay-anon).

Major Jose Manuel Corrales Montalvan was initially assigned as Cadre Commander of the 2nd Misamis Oriental (Machine Gun) Cadre at Camp Bulua (present day Camp Edilberto Evangelista, home base of the Philippine Army’s 4th Infantry Division) in Cagayan de Oro, a post he served in from January 1-Dec. 31, 1939.

When the camp

was renamed Camp Evangelista, Mr. Montalvan was appointed its Camp Commander and Mobilization Center Officer on January 1, 1940, a post he served up to the outbreak of World War II. Dr. Montalvan, who was also known as Ñor Peping, was born in present day Cagayan de Oro (then known as Cagayan de Misamis, capital town of the Segundo Distrito de Misamis) on March 17, 1903 to Jose Gabriel Montalvan, a retired Spanish soldier from Belmonte, Cuenca, Spain who was assigned by

the Spanish government to the Philippines and Concepcion Corrales y Roa of Cagayan de Misamis.

In 1927, he was graduated with honors (3rd highest) from the Philippine Dental College, Manila with a degree of Doctor in Dental Surgery (DDS).

Upon his return to his hometown in 1928, he practiced dentistry and became one of the first teachers of the Ateneo de Cagayan (present day Xavier University) and was its Commandant of the Corps of Cadets.

Dr. Montalvan was commissioned a first lieutenant in the U.S.

Army Reserve in 1928 and was trained and successfully completed the U.S. Army Extension Courses. From 1933 to 1937 he was the instructor for Military Science and Tactics at the Ateneo de Cagayan.

However, the lure of a full-time career in the newly formed Philippine

Army proved irresistible and he resigned from the U.S. Army Reserve and was commissioned as a First Lieutenant, Infantry Reserve, of the Philippine Army on July 16, 1936.

Human beatboxer from CDO tops Gensan tilt Story by MARK FRANCISCO, Lifestyle Editor

WHO would have thought that a shy kid in his high school days at Lourdes College High School would emerge as champion in a prestigious beatboxing competition in General Santos City a few years later? But indeed it happened. And this is Christian John Tato’s story.

Now 20 and taking up BS Computer Science at Xavier

University, Lepos as how he is affectionately called used to idolize his neighbor and the father of human beatboxing in CDO, Johnrey “Tingbirds” Yap. He would oftentimes hear his neighbor practicing and experimenting with new beats.

On his own, Lepos would try out human beatboxing in the classroom. Then he

slowly transcended to the school-wide scene. After performing to a crowd of hundreds at the Lourdes College High School Gym in Macasandig, Christian John dared to make his first YouTube video. It instantly garnered 5,000 likes. Then he made another. And another.

Someone in the school took notice. Christian John was sent to perform at a Gawad Kalinga summer activity in Bantayan Island, Cebu that fateful month of April 2011.

During that national event, Christian John wowed the crowd. Now you would think that the next part of the story is “from thence, he never looked back.” But that did not happen. He suddenly stopped and hibernated from human beatboxing. He had to concentrate in his high school studies first.

It was only in 2013 when as a freshman at Xavier University did he dare to enter once again the world

of human beatboxing. In between two years of his hibernation, the world of human beatboxing had undergone so many changes.

New melodies flows, styles, rhythms, patterns and movements were introduced.

Christian John had to frantically learn the new school beatboxing.

Now in the fold of the great Tingbirds’ CDO Beatbox, Christian John performed at the Xavier University Festival Days in 2013. By October 2014, he entered an online competition pitting him against human beatboxers from Mexico, the Netherlands, Portugal and the United States. Although he dropped in the second eliminations, it braved him more to focus on his loved craft.

Canada-based Cagayanon releases fiction novel about Nazareth

I

T’s heartwarming to watch movies set in Cagayan de Oro setting with characters speaking in conversational Cebuano, our native dialect. Cloyd Winstanley did that with HD. But it’s seldom to see a fiction novel set in Cagayan de Oro. Annie Gorra, an erstwhile TV journalist from CDO who migrated to Canada in 1989, did that bold move. She released on Amazon.com a 200-page novel about her neighborhood, the iconic 17th St. of Nazareth.

Titled aptly as The Witch on 17th Street, the fantasy book takes an eternal perspective of the ordinary lives of the people of that street. “The ordinary is not ordinary when seen through the eyes of eternity,” as Annie would put it. “It is a celebration of God’s beauty, childhood and neighborhood. It is narrated by a young child named Agustin.”

The following is the

complete synopsis: “I remember playing under the moonlight and under the heat of the sun with marbles or rubber bands, catching grasshoppers and climbing trees.

Dogs barked and hens cackled, and in the gardens grew an abundance of fruits and vegetables, spices and herbs. Creation unfolded and we smelled her symphony of scents--the sharp, tangy, soft, gentle, oily, bitter and sweet-mingling in the tropical heat.

Such was life on 17th Street, a narrow strip of thin asphalt where families were raised and lives began and ended.

For Agustin and his friends, Rhuel and Noli, it was a time for play, and learning about life, beauty, and the gift of creation.

But not all was simple or idyllic. The old and quarrelsome woman IyaVellit lived alone in her nipa hut under a mango tree, fascinated by the moon. Everyone said

she was a witch until a stranger’s arrival began unraveling her secret.”

Released only on April 17 this year, it already made rave reviews even from people unfamiliar with Cagayan de Oro City.

Here’s one who uses the handle GeorgeV: “Annie is an amazing storyteller.

Her book made me look back on my lazy days as a youth and how fun and uncomplicated things were as a youngster.

Annie weaves a very humorous and interesting tale about a ‘witch’, an orphan in search of her mother, a corrupt government official and a mother and father who do their best to raise a child steeped in the right values. It’s a book that reminds you of the goodness of human beings and the inherent fairness and justice of the universe.”

“I was inspired to write the book after hearing stories from my husband and sister about their childhood on 17th Street, Cagayan de Oro. I thought it would be wonderful to capture it especially nowadays when children tend to play more on video rather than climb trees.”

What makes this novel unique is that it is our story, the story of Cagayanons and it is set locally. I don’t think any work of fiction has been set in our dear city. It combines nostalgia, humour, religion, the

fight for justice, and the beauty of our place. It is our story,” she adds.

Montanez – RayWedding A Merging of Two Cultures!

Luigi Montanez, son of Jose & Pacita Dayrit-Montanez, and Priyanka Ray, daughter of Apurba K. Ray & Krishna Ray, were joined as husband and wife last May 9, 2015 in two ceremonies, the first of which was at the Cathedral of Christ the King in Atlanta, Georgia for their Catholic wedding, and then in a very colorful Hindu ceremony with a dinner-reception immediately following at the Callanwolde Fine Arts Center.

Immediate members of both families and close friends of the bride and groom were in attendance.

The groom’s side of the family wore Filipiniana, with the males in barong and the ladies in various Filipino ternos. The bride’s family came in beautiful, richly-

embroidered saris.

Priyanka was gorgeous as she marched down the aisle to meet dashing groom Luigi. The latter’s father, Joe, beamed approvingly; mother Paching looked fabulous in an electric blue beaded terno.

Aunts of the groom, Vicky D. Mazzeo and Cecilia D. Lopez, were prettily attired in kimona outfits.

Uncles of Luigi, Emilio Dayrit, and Dr. Tony Dayrit, accompanied by wife Dr. Wilma Dayrit flew in from Los Angeles and Maryland, respectively.

Other aunts Linda Fabella-Saguil came from Arizona with Marina Vasquez-Black of Templeton, California who flew in with Linda.

Implementing Guidelines for Training for Work Scholarship Program (TWSP) Objectives 1.

The TWSP shall continue to be directed towards filling up the skills gaps and job requirements of priority industries and sectors with high employment demand, improving the reach of quality TVET to the grassioots and encouraging technical-vocational institutions to offer programs in higher qualifications catering to in-demand industry requirements. This shall be supportive of the government’s thrust of rapid, inclusive and sustained economic growth.

Qualifications/Programs Covered 1.

To fill-up the skills gaps, the specific training programs in the identified priority sectors shall include any I of the following: 2.

With Training Regulations (WTR) programs; 3.

No Training Regulations (NTR) programs, if the skills needs cannot be supplied by the WTR programs; and 4.

Cluster of competencies of WTR programs for available jobs.

5.

All training programs to be offered in TWSP shall be registered with TESDA in accordance with the guidelines on program registration.

6.

Pursuant to the Special Provision of the 2014 GM and to meet the objectives of the program,, the TVET qualifications and courses to be offered shall focus on “Key Employment Generators” (KEGs) in the areas of “agrifishery/agri-business/agro-industrial, tourism, information technology-business process management, semiconductor and electronics, automotives, and other priority manufacturing industries, logistics, general infrastructure and new and emerging sectors”. New and emerging industries shall be identified and recommended by the regional offices or industry bodies to be approved by the Director General. Labor Market Intelligence Reports (LMIR) or industry studies shall be submitted to support the recommendation.

7.

Trainers Methodology Level 1 and Level II for qualifications/courses covered in the KEGs shall be included in the TWSP. 8.

Programs under the TESDA Language Skills Institute (LSI) and National TVET Competency Assessment and Certification (NATCAC) shall be covered under the Program.

Beneficiaries of the TWSP shall have the following qualifications: 1.

Must be at least eighteen (18) years old at the time the scholar finishes the training program; 2.

Educational attainment shall be based on industry requirements or as prescribed in the applicable Training 3.

Pursuant to the Special Provision of the 2014 GM, priority is given to those who are from regions or provinces where the absolute number of poor residents and the incidence of poverty are high. The regional and provincial offices shall ensure that these areas are provided access to TWSP. 4.

Other clientele groups such as persons with disability (PWDs), indigenous people, solo parents and their children and senior citizens shall be afforded access to scholarship opportunities in the qualifications/courses where they can qualify. OFW returnees, members of the families of AFP and PNP personnel killed in military and police operations and other marginalized groups may also avail of the scholarship program subject to pre-qualification.

5.

Other industry requirements shall be considered, as may be required by the employers/industry associations.

Selection of Participating Technical Vocational Institutions (TV’s) 1.

The Regional and Provincial Offices (RO/PO) shall evaluate the participating TVIs based on their absorptive training capacity, previous performance particularly on the completion rate, certification rate, employment rate and other applicable criteria that maybe defined by TESDA. 2.

The program shall be based on Labor Market Intelligence Report-Skills Demand and Supply Map and employment facilitation system and linkages/partnership with industry/placement agencies through memoranda of agreement, as may be necessary. If the program leads to self-employment; the program shall be supported with justification on the provision of assistance in post-training self-employment or entrepreneurship services.

3.

The TVIs shall facilitate the tracking and job placement of scholars/graduates through its Career Guidance Office/Unit/Industry Coordinator.

4.

The TVIs shall build up its capability of maintaining an effective monitoring system to provide reliable status / tracer reports on the scholar-graduates.

5.

Affidavit of Undertaking with TESDA shall be issued by the TVIs (Annex Al) including the signed Scholar’s Undertaking (Annex A2).

Scholarship Benefits 1.

The TWSP scholars shall be entitled to free training and assessment. The approved TWSP standard costing for training and assessment shall be applied strictly. The TVIs shall not exact additional fees (such as fees for IDs and uniform) from the beneficiaries of this program.

Implementation Strategy 1.

The TESDA field operating units, in coordination with the TVIs and industry, shall adopt the Seek+Find+Train+C ertify=Employability strategy to ensure the effectiveness of the TWSP in terms of employment of graduates.

2.

Partnership with industry, employers and other organizations that can assist in directing training to available jobs and in facilitating the employment of the TWSP scholar-graduates shall be regularly pursued through regular industry consultation 3.

Existing partnership arrangements on TWSP such as BPAP shall be encouraged. Such arrangements shall focus on identification of priority qualifications/programs and facilitation of employment of TWSP graduates.

Scholarship Allocation 1.

Scholarship allocation as indicated in the 2014 GM shall be distributed by the Regional Offices (RO) to all the Provincial/District Offices (P/DO) based on their area requirements and the priority sectors and qualifications indicated in Section 2.

2.

The Regional Offices (RO) shall provide allocation for its LSI programs and the implementation of NATCAC based on the targets to be set by the programming offices.

3.

Other national priority and convergence programs consistent with the objectives of the TWSP shall also be covered in the TWSP as may be directed by the authorities.

Qualification Map (QM) 1.

The QM shall be prepared by the Regional/Provincial Offices (RO/PO), the industry/ other partners and/or the qualified training institutions. The standard QM template shall be used for this purpose.

2.

The Director General shall approve the QM as endorsed by the Provincial and Regional Directors and recommended by the TESDA Scholarships-Program Management Office (PMO). The Provincial and Regional Directors shall ensure that the recommended QM for approval of the Director General underwent strictly the process as required in this circular.

3.

Any revision/amendment of the QM shall only be allowed until end of November 2014 provided that no additional funding requirements shall be incurred.

4.

The Certificates of Commitment (COCs) being distributed by TESDA shall be replaced by the appropriate TWSP vouchers. The COCs shall be forwarded to the PMO for replacement of TWSP vouchers. The corresponding SubARO shall be issued to the concerned RO. Scholarship Vouchers Distribution Scheme 1.

The TWSP vouchers shall be issued to the Regional Offices (RO) by the PMO based on the approved QM. 2.

The Regional Office shall immediately release the vouchers to the Provincial/District Office (P/DO) while the P/ DO shall notify the institutions of the availability of the vouchers for pick up.

3.

The institutions shall only conduct the training program after receipt of the vouchers from the P/DO. Assessment and Certification 1.

The Provincial and Regional Directors shall ensure that qualifications being included in the scholarshipshall have readily available accredited assessment center and assessor within the region/province.

2.

To meet the target requirements of competency assessment and certification, competency assessment shall be mandatory for qualifications with assessment tools.

3.

The conduct of assessment shall be a pre-requisite for payment of training cost only when assessment centers are readily available and accessible to the TVIs. Containment Policy 1.

The containment policy shall be observed within the regional level.

Dual Availment 1.

Dual availment shall be allowed only for scholar-beneficiaries covered under this Circular. The additional qualification to be taken, however, shall only be in either a related qualification, at a higher NC level or in a value-adding qualification.

While assigned as the first camp commander of Camp Evangelista, he graduated from the School of Military Law and Courts-Martial Procedure, Camp Keithley, Lanao in 1940.

Upon his induction into the U.S. Army Forces – Far East (USAFFE) on September 6, 1941, he was appointed Division Finance Officer and Division Quartermaster of the USAFEE’s 102nd Division. Later, he was appointed Division Inspector General, 102nd Division, USAFFE, with Headquarters at Tankulan, Manolo

Fortich, Bukidnon then promoted to Captain, Infantry, in April, 1942.

Following the surrender of the USAFFE forces in Mindanao under Gen. William Sharp to the Japanese Imperial Army on May 10, 1942, Dr. Montalvan was taken as a prisoner-of-war (POW) by the Japanese and detained at the Ateneo de Cagayan campus which had been converted into a POW Camp.

“During his captivity he developed polyneuritis, which caused his leg to become shorter, as a result of the hard labor he underwent in prison when he and others would carry sacks of potatoes and coffee under the rain, soaking their only clothing in their bodies,” recalls his daughter Annabel Montalvan Corrales. “One night after

However, he successfully escaped and joined his family in Talakag, Bukidnon.

He walked for days to Talakag, away from the road, because the Japanese were looking for him. Again, the rains came and soaked his clothes. When he got to Talakag he had very high fever and the polyneuritis he contracted became worse. He then proceeded to Misamis Occidental to join the guerrillas of Col. Wendell Fertig, commander of the Mindanao segment of the United States Forces in the Philippines (USFIP), which was made up of escaped prisoners-ofwar and Filipino and American soldiers and civilians who refused to surrender to the Japanese.

Between 1942 and 1944, USFIP forces raided Japanese occupation forces in Mindanao and provided valuable intelligence to the Allied forces. For his military service before and during World War II, Dr. Montalvan received the following awards and decorations: Philippine Defense Medal; American Defense Medal; AsiaticPacific Campaign Medal, World War II Victory Medal; Philippine Republic Unit Citation Badge and the U.S. Distinguished Unit Badge.

Following his polyneuritis, Dr. Montalvan reverted to inactive status on July 11, 1946 and was promoted to the rank of Major, Infantry Reserve in January 20, 1950.

“He suffered so much

under the hands of the Japanese and often got slapped for no reason,” Ms. Montalvan said.

“Many years later, that Japanese that put him under hard labor came back to Cagayan de Oro to apologize to him and to others he tortured. And my dad readily accepted his apology!”

He resumed his duties as a professor of Spanish at the Ateneo in 1949 and took up law at the Cagayan Law School of the Ateneo, graduating with a degree of Bachelor of Laws (LL.B.) in 1953, passed the Bar exams and was admitted to the Bar in June 1954 and established a law practice.

He married the former Mercedes Acero Roa of Cagayan de Oro City and with whom he had six children: Marrieta, Daisy, Annabel, Eduardo, Consuelo and Antonio.

Mr. Montalvan passed away on September 21, 1978, his patriotism and service to the country and military apparently forgotten by the new generation of Kagayanons. To rectify this situation, Rep. Rufus B. Rodriguez (2nd District, Cagayan de Oro) and Rep. Maximo B. Rodriguez, Jr. (Abante MindanaoParty List) filed House Bill 4735 with the 15th Congress during its first regular session seeking to rename Camp Edilberto Evangelista to “Camp Jose Montalvan “in honor of a Kagayanon and Mindanaoan war hero who fought against the Japanese to protect the freedom of the Philippines.

Camp Edilberto Evangelista in Barangay Patag, Cagayan de Oro City, is the largest military camp in Mindanao with an area of 129 hectares.

It is the home base to

the Philippine Army’s 4th Infantry Division and covers the Northern Mindanao and Caraga regions.

The explanatory note to the HB 4735 reads in part: “It is readily apparent that Major Montalvan is a war hero who has fought against the Japanese in order to ensure that the Philippines retain its independence. He gave up his best years in his life to fight for our country. It is therefore appropriate that he be honored by renaming Camp Evangelista into Camp Jose Montalvan, in honor of a Kagay-anon who risked his life for our country.”
