AEC research consultant Dr. Butch Mahinay facilitated the workshop and emphasized on the essential elements of syllabus integration.

In his presentation, he highlighted the significance of assessing student’s learning as an important part of the both academic and social formation, which can be done through rubrics.

In turn, SDO program officer Jerome Torres presented the rubrics for assessing students’ reflections in their SL engagements.

The workshop ended with an open forum to accommodate the insights and reflections of the people in attendance.

Court convicted a woman for misrepresenting herself to claim SSS benefits

A woman was convicted by the Regional Trial Court (RTC) of Naga for misrepresenting herself as the dependent mother of a deceased member to claim death benefit and by the Municipal Trial Court (MTC) of Naga for pretending to be the legal wife of her common-law husband, to claim funeral and death benefits under the Social Security System (SSS).

SSS President and Chief Executive Officer Emmanuel F. Dooc said that Merly Solano Balquin first misrepresented herself as Rosita S. Buena, dependent mother of Cesar S. Buena Jr., who died in 2001. The second misrepresentation was committed in 2003, when Balquin pretended again to be Rosita, wife of

deceased Cesar Buena Sr, to file funeral and death benefits.

“It was very clear that Balquin intended to defraud SSS by misrepresenting herself not only once but twice just to qualify as a beneficiary to claim SSS benefits. We are saddened that there are people who would do such act for their benefit but at the expense of the SSS and the real beneficiaries,” said Dooc.

According to Dooc, by misrepresenting herself as the dependent mother of the younger Buena, Balquin was convicted for violating Republic Act 8282 otherwise known as Social Security Act of 1997. She was ordered to serve a jail term of six years and to pay a fine convicted/PAGE 6

Smart, TNT & Sun share 15 days of free calls and texts for displaced Marawi residents As part of its ongoing efforts to help and support those affected by the Marawi conflict, mobile services provider Smart Communications has opened up its network to provide free calls and texts catering to Marawi residents affected and displaced by the ongoing crisis.

Starting on June 23, Friday, Marawi residents who are Smart, TNT, and Sun prepaid subscribers will benefit from free calls and texts within the three networks, valid for 15 days, allowing them to get in touch with their loved ones. The service also coincides with

the observance of Eid’l Fitr, or the end of Ramadan, on June 26, Monday.

The public service is open to residents still in Marawi City, as well as residents who have evacuated the besieged area.

Eligible Smart, TNT, and Sun subscribers shall receive a notification within the next few days to inform them how they can avail of the call and text services without incurring charges.

“We realize that mobile communication serves as a vital lifeline in disaster and crisis situations. By providing our special service to those affected by the ongoing

conflict in Marawi, we enable our brothers and sisters to reconnect with their loved ones and draw strength from each other in these trying times,” said Ramon R. Isberto, PLDT and Smart Public Affairs Head.

Smart’s call and text services are part of the PLDT group’s ongoing efforts to support government and military operations, and help those affected by the conflict not just in Marawi City but also in neighboring areas, where most of the residents have gone to for help and safety.

Smart has put up Libreng Tawag stations at evacuation

centers in Iligan City, and assisted in distributing relief goods and personal hygiene kits at evacuation centers in Lanao del Norte.

Smart has also donated Php2 million worth of mobile services to soldiers deployed in Marawi, and has teamed up with the Armed Forces of the Philippines to provide communications support to civil military operations and rescue groups.

Smart, along with PLDT, is also providing Internet connectivity at the National Disaster Risk Reduction and Management Council Operations Center in Iligan City.

(TSI) recently partnered with local officials and residents of its host community in Inawayan, Sta. Cruz, Davao del Sur for the installation of a communal water system for the benefit of several families in the coastal area of Purok Linggisan.

The project is part of TSI’s continued commitment to uphold quality

health and sanitation among the residents of its neighboring communities.

After two weeks of drilling activities, fresh ground water finally flowed out of the source.

This was followed by a bayanihan activity last 14 June wherein 14 TSI team members worked with local residents for the installation of water pipes connecting the main reser voir to 3

other remote water tubs. These satellite tubs are to provide residents easier access to clean water.

“We would like to thank TSI for their initiative in helping the residents access clean, potable water. This really is a big help for the community,” said Inda Sumatra, purok leader of Linggisan, in the vernacular.

“We consider this an an advance

gift from TSI as the Muslim world is nearing the celebration of Eid Ul-Fitr. Through this project, residents from our area will have access to clean water, thus, improving their health condition”, added community leader Jalil Hasan.

Earlier this month, TSI also extended support to residents of Inawayan who were affected by

floods caused by monsoon rains. The flooding incident was aggravated by the heavily silted Inawayan River and clogged canals.

TSI immediately deployed an excavator for the desiltation of the said river and canals around the community.

“If not for TSI’s immediate action, residents of Purok Fatima

and Linggisan would have been repeatedly submerged in flood waters since it rained for 3 successive nights.

We are extremely grateful to TSI for responding positively to our urgent request for assistance right after the first flooding”, shared Inawayan Punong Barangay Romulo C. Elula.

HATE SPEECH Besides fake news, hate speech is the second big problem in social media.

It has been longtime overdue, but finally German lawmakers have approved a controversial law that would impose high fines on social media companies like Facebook, Twitter or YouTube for failing to swiftly delete posts deemed to exhibit hate speech.

Under the new legislation, social media companies have 24 hours to remove posts that obviously violate German law and have been reported by other users. In cases that are more ambiguous, Facebook and other sites have seven days to deal with the offending post. If they don’t comply with the new legislation, the companies could face a fine of up to 50 million Euro ($57.1 million).

The law was passed with votes from the Christian Democratic Union (CDU) Social Democratic Party (SPD) government coalition. The Left Party in the Bundestag voted against it, while members of the Greens abstained.

The new rules are supposed to drastically reduce the number of posts containing hate speech, fake news and terror propaganda on social media. In January and February 2017, Youtube deleted 90 percent of hate speech videos reported by users - but Twitter only deleted one percent. Facebook did a little better at 39 percent.

Skeptics criticize, however, that under

the new rules social H ave M y Say media managers are the ones who have to decide whether content complies with German law.

They also worry that freedom of speech will suffer since, Klaus Doring in their opinion, companies are likely to delete many posts just to be on the safe side and avoid fines.

It’s indeed a Landmark legislation in Europe and should be adopted worldwide.

In addition to the strict new rules about deletion, the law forces networks to reveal the identity of those behind the hateful posts and to offer users “an easily recognizable, directly reachable, and constantly available” complaint process for “prosecutable content,” which includes libel, slander, defamation, incitement to commit a crime, hate speech against a particular social group, and threats.

SSS tops agencies with highest 8888 resolution rate The Social Security System (SSS) has achieved the highest feedback resolution rate of 91.33 percent based on the 1st Quarter 2017 Citizen Hotline 8888 Report by the Civil Service Commission (CSC).

SSS Pre s i d e nt an d Chief E xe c u t i ve O f f i c e r Em m a n u e l F. Dooc said the pension fund resolved 1,170 queries, complaints, and requests out of 1,281 calls endorsed by Hotline 8888.

“Although SSS got the most number of feedback, our team from the Member Communications and Assistance Department were able to resolve them immediately,” Dooc said.

“Regardless of the severity of inquiry or complaint, we ensure that we act on it promptly and accurately as we give our best to provide wide-range of SSS benefits and services to over 35

million members,” he added.

Among the top concerns resolved by the SSS were documentation hassle, clarification on SSS procedures, and slow processing of benefit claims for which Dooc advised members to always keep their personal records updated and make amendments as soon as possible to avoid delays in processing.

“For example, if the retiring member has discrepancies in his date of birth or name, he should correct it now for easier processing of his retirement benefit,” he said.

The 8888 resolution ranking was presented by the Office of Cabinet Secretary Leoncio “Jun” B. Evasco Jr. in Malacanang last [ ]June 16, 2017.

DOE Backs E-Vehicles Development Electric vehicles (EV) are the future of motoring and the Department of Energy (DOE) under Secretary Alfonso Cusi has assured industry stakeholders of its full support for the continued development of EVs or e-vehicles in the country.

With Assistant Secretary Leonido Pulido III speaking on behalf of Cusi, the DOE made the assurance during the ASEAN Electric and Hybrid Vehicle Summit at the World Trade Center in Pasay City.

“Through a concerted effort, we have to develop a conducive, open-access and non-discriminatory

environment for EVs to thrive and settle into the mainstream,” said Pulido.

The DOE official stressed that the industry must ensure the operation of adequate recharging stations and after sales support if e-vehicles are to take the place of vehicles running on fossil fuels like gasoline and diesel “The industry should be bent on continuing to improve the performance, mileage and durability of EVs, so that these vehicles develop over time both in capacity and reputation that will match and stand toeto-toe — or wheel-to-wheel — with their petroleum-powered

counterparts,” Pulido pointed out.

Pulido underlined the government’s efforts to incentivize the industry, including the programs being implemented of the Bureau of Investments for nascent industries such as EVs. The DOE has drawn up an Alternative Fuel Roadmap, which embodies the country’s immediate and long-term strategies concerning the said industry, the DOE official said.

Last May, the DOE in partnership with the Japan Government turned over the “next-generation vehicles” to selected government

agencies, especially in the Yolanda-stricken areas, for practical testing and operation, research and development, and technical familiarization.

It also formulated with the help of various stakeholders the Philippine Energy Standards and Labeling Program, which aims to ensure that all energyconsuming products, including light vehicles, will meet the set energy performance requirements for consumer benefit.

Pulido asked EV stakeholders to spread positive awareness of the benefits of using e-vehicles.
