Cagayan de Oro to celebrate first ever city-wide Chinese New Year Festival

agayan de Oro City will mark the first ever citywide celebration of the Chinese New Year, also known globally as the Spring Festival.

Mayor Oscar S. Moreno has signed Executive Order No. 00916, series of 2016, dated 19 January 2016 creating the City Committee to undertake various activities for the Cagayan de Oro Chinese New Year Festival.

The E.O. cites Section 16 of Republic Act 7160 (Local Government Code of 1991) which provides that every local government unit shall within their respective

territorial jurisdictions, ensure and support, the preservation and enrichment of culture, and furthermore,

considers partnerships with different sectors of the community as a vital part of local governance.

President Benigno Simeon C. Aquino III previously issued Proclamation No. 831 on July 17, 2014 declaring the annual Chinese New Year as a special, nonworking holiday.

It is estimated that one out of every five Filipinos today are of Chinese descent. The E.O. also recognized the vital contribution of the Filipino-Chinese community to the dramatic growth and development of Cagayan de Oro City, Northern

Mindanao region and the country.

Eileen E. San Juan, chairperson of the City Investment and Trade Center and the Cagayan de Oro Tourism Council Events Committee, has been appointed to head the festival committee with Greg Marten Lao, president of the Bell Church Cagayan de Oro Chapter and Misamis Oriental FilipinoChinese Chamber of Commerce and Industry, Inc. (MOFCCCII), as cochair.

Lucid, Sabali win big in Cinemagis 8

HE eighth installment of Cinemagis Digital Short Film Festival successfully concluded Saturday, January 23 with an awarding ceremony held at the SM City Event Center. “Lucid”

by Cloyd Winstanley, “Sabali” (Patience) by Christian Alan Toring and “Hapi” by Kenneth Sabijon emerged as top victors from the roster of official entries.

Cinemagis and Xavier Center for Culture and the Arts (XCCA) director Hobart Savior said that this season’s harvest “explored exciting themes and the festival has kept its promise of improving year after year.”

“I have one message this year,” Savior said.

“We will not stop in making [Cinemagis] more collective in terms of developing artists here in Mindanao and we will continue to sustain Cinemagis by providing trainings, workshops, and cultural and arts education. We hope that the community will support us by appreciating what we do.

That is already enough for all of us.”

Cinemagis is a platform for young filmmakers in Northern Mindanao to pour out their passion, stories and filmmaking skills, and for cultivating the experience and growth of local film audiences.

This year’s festival shortlisted three professional entries, ten student films and five Pi-length entries, which were screened at Xavier

“The Barrel” by Orpheus Nery received the 2nd Best Short Film award, along with Best Cinematography for Dio Rama, Best Sound Scoring for John Uy, and Best Actress for Jocell Sedigo. This was the second film Nery directed, following his Cinemagis entry last year, “En Pace.”

The 3rd Best Short Film went to “Ang Mga Bulaclac ng Abuquerque” (The Flowers of Abuquerque) by Iligan City-based professor and Palanca awardee German Gervacio. His film also won the Best Trailer award. Set during the Spanish colonial period, AMBA depicts the story of a family traversing through life’s nuances and the revolution towards independence.

“Sabali” by Christian Alan Toring from Mindanao State University – Iligan Institute of Technology (MSU-IIT) was awarded the Best Student Short Film and won Best Art Direction for Jacques Saladaga, Robert Omandan and Raven dela Cruz.

“Sabali” follows the journey of an ordinary highlander who makes coin banks out of bamboo poles.

“This story was based on and inspired by the true story of a man from Iligan City. I’ve known him since my elementary years because I was able to buy a lugi-an (coin bank) from him,” Toring recounted. “I met him again in college and, with my team, we had the chance to ask him about his personal life.”

He added, “We were really inspired by how he and his family view life.”

It was a back-to-back win for Toring in the student category, who also won the top award last year for “Sangil” (Blame).

“Tabanog” (Kite) by XU Civil Engineering student Kirby James Jagape landed 2nd Best Student Short Film.

For transcending an emotional aftertaste to the audience, Jagape’s film also won the Best Story for Aileen S Llesis. “Tabanog” turned the nuances of an Director Kenneth Sabijon thanks the crowd for his Hapi win University Little Theater and SM Cagayan de Oro Cinema 3 from January 20 to 23.

“Lucid” was hailed as the Best Short Film in the professional category. It garnered five other awards, namely, Best Art Direction for Joey Baldoza and Ken Romarate, Best Story, Best Editing, Best Actor for Paul James Pagalan, and Best Director for Cloyd Winstanley.

“It was fulfilling as this was my 4th Cinemagis entry and I became quite frustrated garnering only 3rd and 2nd places in the past years. But that didn’t stop me from making more films. I jokingly told my cast and crew that I did a Pia Wurtzbach,” Winstanley said in an online interview.

Leading the nominations earlier, “Lucid” follows the story of Phillip, who struggles to determine whether he is in the real world or in a dream while reconciling his differences with Jamailah, a half-Maranao with whom he has had an affair. “’Lucid’ was actually my own dream. I was bothered by it that when I woke up at dawn at the sound of a gunshot (just like in the film), I decided to record the dream in my laptop.

After six months, I decided to write it as a screenplay and developed the story by adding some fictitious elements,” Winstanley shared.

“Jamailah is based on a real person — a Maranao friend.

“Senyas,” which gathered the highest number of nominations, won the third spot in the student set, along with awards for Best Actor for Edmund Telmo and Best Actress for Jean Obsiana as “Senda,” who was paralyzed during her struggle to survive Typhoon Sendong.

Sabijon, who is also a theater actor of The Xavier Stage, got the Cinemagis 2016 Best Director Award.

Depicting illegal druginduced hallucinations, Villegas made this film after he and his friends got into a vehicular accident.

A crowd-favorite for its catchy and touching lines on love and fate, “Almost” by XU Business Administration student Jan Michael Sy won the SM Choice Award and the Audience Choice Award. Sy’s film shows how keeping our emotions to ourselves results to bitter-sweet consequences.

Portraying how the Internet’s advantages and drawbacks shape the present generation, Liceo de Cagayan University student Lucky Dela Rosa’s “Alarm Clock” got the Best Poster Award.

The Male and Female Stars of the Night award went to Paul James Pagalan, the protagonist of “Lucid” and Heintze Crile Malack, director of “Katapusan” (Ending), respectively.

The top winners will be featured at the

national Cinema Rehiyon 8, the film harvest dubbed as “a detour from the Manila-centric movies,” to be held in Naga City later this year.

The Cinemagis festival also introduced a new category this year, the Pi Short Films, for entries that are a maximum of 3 minutes and 14 seconds long.

Among the five entries, “Hapi,” a film also by Kenneth Sabijon won the Best Pi Video Award.

The main challenge for the filmmakers in this new category was to create a Pi short film that exemplified an Ignatian value (ie magis, cura personalis or care for others, humility, conscience, pursuit of truth, among others) or related to Pope Francis’ encyclical, the “Laudato Si.” Special citations were also given to the featured film “Ang Nerseri”

by Victor Acedillo, the short films of Joe Bacus (“End of War,” “Happy Fiesta” and “Ika-III Putahi”), and “Soulmates” by Clark Cabantan, who received the Breakthrough Filmmaker of the Year Award.

Learning must not stop More than the giving of awards, the festival aims to promote local talents, voices and culture. To this end, the Cinemagis jurors shared some insights on ways to improve cinematic language and aesthetics.

The panel of judges composed of Cinemalaya 2009 Best Screenplay Awardee and “Ang Nerseri” director Victor Acedillo of Camiguin; theater actor and director from Pagadian City Felimon Blanco; and Davaoeño filmmaker, musician and

production sound mixer Arbi Barbarona gave the filmmakers some words of wisdom to go by as they grow into their chosen careers.

“Pay attention to details. Everything in a scene must have its own purpose; it must be motivated,” Blanco said, adding that young filmmakers must be cautious with the use of language and subtexts to avoid “too many giveaways and stating the obvious.”

For Acedillo, what is important is for filmmakers to stay humble, “Don’t let these achievements get into your heads, continue to learn and explore.

Humility is the key when you share your stories.”

Barbarona encouraged the filmmakers to “continue making films no matter what.” He added, “Tell the stories close to you, your neighbors, your community; don’t get too far.”

Despite the absence of formal film schools in Northern Mindanao, Cinemagis has served as an avenue to showcase the works of filmmakers from this part of the country.

With the purpose of being the springboard for budding artists to tackle a wide range of social issues in Mindanao using film as the medium, Cinemagis has curated motion pictures that have already been screened and awarded in national and international independent film festivals. Its growth since 2009 is its own motivation to keep the momentum escalating.

Free Wi-Fi Project Goes Nationwide The DOST - Information and Communications Technology (ICT) Office’s Free Wi-Fi Internet Access in Public places project will be including class one and two municipalities in its roll out, in order to better reach the class three to six municipalities which were the original target beneficiaries of the project.

The decision to include class one and two municipalities initially stemmed from the low participation in the procurement of providers for the original 967 beneficiary municipalities. A reason cited by the providers was the low price of Allocated Budget for Contract (ABC) for the various municipalities. According to Undersecretary Louis Casambre of the ICT Office, “We intend to increase the budget allocation for Municipal Connectivity for the project, by around 50%, likewise, we will also be including class one and two municipalities in order to better reach classes three to six, the ones who need Internet connectivity the most.” The total number of beneficiary municipalities now stands at 1,435.

Usec. Casambre further stated that providers would need to upgrade and expand their communications infrastructure in order to serve far f lung areas, and with class one and a municipalities included it would be easier for them to reach the poorer communities. “Tenders are currently being prepared for the new municipalities with the new budget, and they should be available within the month.” Usec. Casambre added. According to the Project Management Team, 1.6 billion pesos was added to the 2015 unobligated funds for the 2016 budget.

The Free Wi-Fi in public places project will install wireless Internet access points in public places such as, town plazas, parks, government offices, health units, and transport terminals including train stations, seaports and airports. World bank studies have shown that every 10% increase in broadband Internet penetrations translates to 1.38 percent increase in a country’s gross domestic product (GDP) growth.

DOST Secretary Mario G. Montejo is hopeful that with the increased budget, industry will better participate in the program, “We are looking forward to providing connectivity through our private sector partners especially in the rural areas. With Internet connectivity readily available, their lives can be enhanced with better access to weather information, education, agricultural resources, commerce, e-government services, as well as employment, through online jobs” Sec. Montejo said.

Domestic Internet connectivity to the 14 major cities of the project which will act as hubs for the project was already been awarded to a joint venture between Innove & Yondu Inc. While connectivity to the international Internet was awarded to PLDT, connectivity to various municipalities was awarded to WIT, Converge ICT Solutions and a joint ventue between AZ Communications and Omniprime. While the System and Management and Access component of the project which will oversee the nationwide network of access points and provide the hardware necessary was awarded to Abratique and Associates Inc. which will be utilizing CISCO equipment to deliver connectivity to the end users .

DTI Camiguin seeks to consolidate gains in LGU Competitiveness

After playing a key role in helping Camiguin establish itself as a bastion of overall competitiveness in 2014, the Department of Trade and Industry Camiguin provincial office now seeks to further strengthen the performance of the provincial government and its component units.

“DTI Camiguin will seek to sustain the momentum gained in 2015 by improving the competitiveness of the local government units of Camiguin province and its component municipalities,” said Provincial Director Joselito S. Enot at the sidelines of the DTI Media Briefing for 2015 Accomplishments of Region 10 held December 11, 2015 at a hotel in Cagayan de Oro. “The Camiguin provincial government finished in the Top 10 of the National Competitiveness Council’s in overall competitiveness among the participating provinces in the NCCs 2014 Cities and Municipalities Competitiveness Index (CMCI) and we wish to help it improve a notch higher to say, number 7,” Dir. Enot added.

“The capital town of Mambajao was adjudged the best performing LGU among the 3rd-6th class municipalities category and we also wish to help it maintain its lofty

standing.”

Among the 987 municipalities which participated in the NCC’s Competitiveness Survey in 2014, Mambajao emerged with the most number of recognitions with three (2nd in Economic Dynamism, 2nd in Government Efficiency and 1st in Overall Competitiveness).

DTI Camiguin was instrumental in helping both LGUs attain top 10 status in the NCC’s Overall Competitiveness Rating. Among its key accomplishments in 2015 was the establishment of the Mambajao Negosyo Center at the New Mambajao Municipal Hall in July, 2015.

“Through the Negosyo Center we sustained assistance to 225 micro, small and medium enterprises (MSMEs) through technology transfer, production, training, product development, access to financing, consultancy services and marketing assistance,” Dir. Enot said.

Furthermore, DTI-Camiguin was able to attain a 111% fund utilization rate as a manifestation of its improvement in the procurement process, transparency, timeliness in programs implementation, and support services for both internal and external clients.

Craving for Pecan Pie

I love eating pies! Egg pie, Pineapple Pie, Durian Pie, Apple Pie and so on.

But, my number one favorite, I must say, is the classic and homemade Pecan Pie. During the holiday season last December, I was able to try this really good Pecan Pie made by my Tita Bing Cabrera and cousin, Mai. I’ve been craving it since then. Days

ago, I was happy to see Pecans at Rustan’s Fresh so I just decided to make my own Pecan Pie at home to satisfy my craving.

I started researching for some recipes online. I usually experiment when it comes to my recipes. So, on a Wednesday afternoon, my husband, Elmer, helped me bake the pie. I am

food taste even better because food made with laughter and lots of love are the best!

Luckily, our Pecan Pie turned out really delicious. It was so good and it made our day. I have decided to share this recipe with you all so you can serve this to your loved ones and during special occasions. It’s so easy to make.

Ingredients

Ingredients

1 1/4 cup all-purpose flour 1/2 teaspoon sugar 1/2 teaspoon salt 1 stick (8 tablespoons) cold unsalted butter, cut into small pieces 1/4 cup water (very cold)

4 large eggs 1 cup corn syrup 1/3 cup brown sugar 1/4 cup granulated sugar 4 Tablespoons unsalted butter (melted) 1 teaspoon vanilla extract 1/2 teaspoon salt 3 cups pecans

Directions Make the dough by hand. In a bowl, combine all-purpose flour, salt and sugar. Add butter and mix together until just a few pea-size pieces of butter are left. Sprinkle with cold water. The dough should be crumbly but holds together when squeezed with fingers. Form the dough into a disk, wrap in a cling wrap and refrigerate for at least 1 hour.

3.) In a large bowl, whisk eggs, corn syrup, brown sugar, granulated sugar, butter, vanilla and salt until smooth.

Add the pecans and mix well.

4.) Pour mixture to the pie crust. Place the pyrex plate on a baking tray before putting inside the oven.

5.) Bake for 50 minutes.

6.) Cool pie for 4 hours. You can serve this with vanilla ice cream or whipped cream. But, I prefer it plain. Less is more. Classic and the traditional way is much better.

Directions 1.) Pre-heat oven to 375 degrees F with the rack set in the lowest position.

2.) On a lightly floured surface, roll the dough with a rolling pin. Transfer the dough to a pie plate (I used Pyrex). Pinch between thumb and forefinger to form an edge around the rim of the pie plate. Crimp with fingertips.

A friend of mine contacted me yesterday.

Another said, “This is hardly the time to do so.” Understandable, if I consider his very personal situation.

Sure, if we look around the whole globe, we must indeed ask the question: What’s so funny all about it? Refugee problems - mostly in Europe nowadays? War and killings all over the world? New diseases: Amid the ongoing spread of Dengue fever within and even outside the tropics, another mosquitoborne illness has disease specialists alarmed - the Zika Virus.

American neurologist Henri Rubenstein says, laughter lowers high blood pressure while aiding digestion and fostering sleep. Well, give me even a simple smile and believe in what experts say: “Good humor can help the gravely or terminally ill to hear their ordeal”.

Of course, if we look around us these days, we might really don’t roar with laughter or split our sides laughing.

during the 1980s, when a spectator dropped dead of heart attack while watching the movie “A Fish Called Wanda” starring John Cheese of my favorite Great Britain’s Monty Python Comedy Team?

Sure, a heart attack is indeed not funny, and honestly, I still love to watch this movie on VHS. Well, even if we think we don’t have reasons to laugh,we should try to express mirth spontaneously, and we should try to be merry or gay. We still have reasons to start with the softest form of audible laughter the vocalized smile.

This is what I learned and experienced from the first moment on while travelling in Asia since 1978, and being an expat living in the Philippines since 1999 for good. Keep smiling even you are overloaded with huge problems.

Experts also say good humor works because it helps people feel easier in mind. The French psychotherapist Sylvie Tenenbaum stressed,

Filipina to traverse the world’s highest summits E

ach continent has its highest peak, but no summit is more challenging than life’s own highpoints.

This generation opens a lot of possibilities for people from all walks of life to climb steep mountains and conquer the wild. But for Carina Dayondon, 37 years old, traversing the world’s highest mountains means giving up the life she has in exchange for a “once-ina-lifetime opportunity.”

Being born and raised in the landlocked province of Bukidnon, Carina was exposed to different outdoor activities that challenged both her willingness to pursue extreme sports and her obligation to her younger siblings.

“Back in 2004, an opportunity to be part of the team that will climb Mt. Everest came. I just graduated college so I was torn between finding a job to help bring home the bacon, or head to Manila to join the team,” Carina says. “My parents were not supportive of my decision to join the team. Nevertheless, I told them that I will still go to Manila to find work.”

When Carina arrived in Manila, she instead joined an expedition team led by former undersecretary Art Valdez of the Department of Transportation and Communications where possible employment with a stable allowance was offered. During this time, the team was already preparing for their Mt. Everest Summit—an expedition three years in the making.

“Our preparation to conquer Mt. Everest took three years, and it was not an easy feat due to budget constraints. We needed more sponsors to finance our training,” Carina recalls. “Because of the team effort, we were able

to meet our needs. Some members of the team like Sir Art had to shell out personal money to support the team. Some of us joined races to win to have funds for our training.

That’s pure dedication.”

But challenges to this dream came for Carina when her father had to retire suddenly and used the retirement funds to start a business.

Unfortunately, her family’s up-and-coming business went bankrupt and led to the foreclosue of their home. As the fourth eldest child in a family of 14, Carina found it difficult to fund her brothers’ and sisters’ education.

“That was the lowest point in my life. ife is very challenging.

Each day we face problems like its our twin.We pull ourselves out in a deep hole and feel its a never ending road to hysteria lane, where we constantly worry. I once read a book about a monk Delai Lama buddhist Lobsang. His mother was pregnant of him at a very young age so her mother carrying it with shame without letting her parents knew about it. She hid the pregnancy by sewing really large sackcloth dress. So one day she bore the child in the bushes very poor she only wrap the baby with big ears of leafs and soon when the baby cry her parents took the baby and the mother left. So the child grew up and never knew his mother never knew his father and became very naughty and full of hatred. He always gets into trouble in his little mind thinking he is unwanted in this world.

He went to school and teachers gave up on him but there was one teacher who never did. He taught him that it is ok not to be naughty sometimes but it would not help the world just one bit. He taught this kid that he is not the only kid that is unwanted their are millions out therein the world and no one ever believes in them but the teacher told him “I do, I do believe in you that one day you will change the world.� Those words hit him so hard that it made him realized how can i believe in someone just like how that teacher believed in him. Believe it or not this kid was very bright.

He dedicated his life to save. And so when he had enough money he decided to build a school in the mountains of Tibet. He had adopted 86 kids to feed to educate and each one of them to save and

love them like his own.

A pure and self less act of commitment. This school is called Jhamtse Gatsal of the himalayas.

You see being noble or kind does not take an big chunk of strength it is a calling to submit yourself to do what you want others to do to you. But it takes an amount of courage to do it. Doing good unto others ref lects the kind of person you are regardless of the bad circumstance you went through. I try to inspire anyone through my writing hopefully anyone who reads it will understand my every cause to help others that needed love and affection. The abused women and children alike are the reasons I fight because I feel I was a victim of it once in my life. Through it all I have face it with a good amount of courage and conquered it all.

So I continue to do what I can and what God has taught me to

do. To be kind to the needy and oppressed. I would to be their voice each time they cry. So lately I have ask for support to continue my advocacy. I would like to thank my Batch at Liceo University batch 91 for another Give a Gift last Jan.20.

Not only they have prepared a bountiful event of food, mascots

and with an ice cream bar and with games, toys and bags of treats.

It made the children happy and very excited at the BOYSTOWN in lumbia. I cried inside the happiness seeing them happy made me so fullfilled that doing something good can satisfy a soul. I thank my wonderful friends Pinky Fanugao the

batch 91 president for you are like a soldier you are very meticulously prepared.

To the Soriano Foundation for the slippers with the good coordination of Col. Joe Niembra and Captain Nestor Endozo and Lt. Diaz and the rest of the 58th IB thank you very much for supporting me with

my project GIVE A GIFT. I will not stop helping and I hope you will get inspired.

Monk Labsong said a lovely reminder that while there is a lot of darkness in the world, there are also beautiful shining points of light...... To everyone on this campaign a quest of giving kindness sikat kayo mga higala.
