A Brief History of TAPOK The idea of gathering Kagay-anons living abroad was a seed planted by the late Roy C. Gaane, founder and president of Kagayanon International (KI). Roy was instrumental in drawing up a list of Kagay-anons who had migrated to the United States by keeping track of new arrivals ultimately connecting everyone via his KI Newsletter. It was thru said newsletter that homesick Kagay-anons not only heard fresh news about recent happenings back
home. They also learned about recent arrivals. Remember that all this took place before the age of computers, emails and Facebook. Everything had to be done manually through a typewriter and painstakingly sent out by snail mail. One thing led to another setting off the first big gathering of Kagay-anons in Chicago in 1982. This reunion of sorts evolved through the years and is now popularly referred to as TAPOK. This biggest gathering of town mates from the old hometown
is now on its 16th event, covering a span of 34 years from its initial inception. third novel inspired by Ibong Adarna is an epic written in the 15th Century about a magical bird (i.e., the Ibong Adarna). Though attributed to José de la Cruz a.k.a. Huseng Sisiw, the real author remains unknown. Legend says that the story was written in Spain during the mid 15th century by Miguel Lopez de Legazpi and was brought to the Philippines during 1565. The story tells the story of the mythical Ibong Adarna which has magical powers like changing itself to many forms and sings seven songs which can either enchant anyone to sleep, turn into stone or heal a deadly sickness. Thus, the dying King Fernando of Berbania tasked his three sons to catch the magical bird. However, KK has placed a modern twist in the story which is set in the modern USA, and the three sons have become three daughters a la the Kardashians. Their dying billionaire father now asks them to go back to the land
of their origin (siempre sa Pinas!) and catch the Ibong Adarna to heal his fatal sickness (are you reading this Donald Trump?) If KK can submit the manuscript within Anvil’s first quarter deadline, chances are it will hit the bookstores either late this year or early next year. But can we wait that long? NGCP-UP training partnership to benefit host communities
G
rid operator National Grid Corporation of the Philippines has partnered with the country’s premier state university for a skills training program specially designed for communities hosting its transmission lines and facilities. On 16 January, NGCP and the University of the Philippines (UP) inked a Memorandum of Agreement (MOA)
for the creation of the NGCP-UP Skills Camp. The partnership includes establishing relationships with indigent residents of identified communities, conducting needs assessment analysis for livelihood programs, aside from the actual skills training. Through a separate partnership with the Philippine Employment Services Office (PESO), trainees who will
complete the course will also be assisted for possible employment opportunities within their locality. “We wanted to make this project a reality because we recognize the lack of skilled workers in various industries, especially in construction. The lack of knowledge and work standards jeopardize their safety, and the quality of work that they produce,” stated NGCP President, Henry Sy, Jr.
NGCP will allot PhP50 Million for the entire program spread over the course of 5 years. The grid operator has identified a population of 155,000 residents in 29 communities, 62,000 of who are individuals in the labor market. The company projects that it will invest about PhP 20,000 per household to achieve long-term increased employability and income of the project beneficiaries.
The program will start with an estimated 1,000 residents from seven identified key areas near UP campuses in Los Baños (Laguna), Davao, Iloilo, and Tacloban (Leyte) benefitting from the project. Mr. Sy emphasized the corporation’s goal of contributing to the alleviation of poverty and issues on job security. “By providing skills training as part of NGCP’s corporate
initiatives, we open more doors of job opportunities to our partner communities. The identified areas are our partners in protecting transmission facilities, and this project is a fulfillment of our vow to support their socioeconomic development. With no less than UP as our partner, NGCP is confident that the success of this project will be replicated in more areas in the future.”

Prejudices can be deadly Prejudices against our beloved president? Against US-president-elect Donald Trump? Against your lot-neighbor or your co-worker? Yes, unlimited and unrestricted, we do have prejudices! Everyone of us. Prejudices give a sense of pride in our one and only world. Try to make a fundamental and common definition of “prejudice”: it’s an opinion, of course, favorable or unfavorable (more often the latter!). many times; it’s an opinion formed without fair examination of facts. Prejudice creates biases, bad inf luences, and inquiries. Do you still remember the latest election campaigns? What a shame sometimes! A possible correction afterwards is seldom given or will be even rejected. Very often prejudices become coarse, rude and gross generally. In all parts of our globe, we find an ethical hierarchy. It’s an indirect status with fixed judgement and points of view. Social distance and discrimination predominate and make it easier to use categories such as “race”, “nation” or “culture”. Social differences have been built up. Gays and lesbians are “unnatural” (?), all black people are “dirty” (?), all white people are “rich”? - Heaven forbid! But I experienced it myself many times: I stayed in Israel sometime in 1978 and was not really welcomed by the people, because of my”Nazi-roots” (though I was born 1953!). Later, I have been rejected from the Golan Heights, because I came from (enemy!) Israeli territory. Staying in South Africa sometime in 1980, I experienced the terrible racism and fascism of the former apartheid government and its painful effects and consequences. Yes, I mentioned such things already earlier in the corner. Most racial prejudices have its roots from the heritage of colonial supremacy. Justification of slavery goes back to the 17th century. In early
colonial history skin H ave M y Say color was not the main reason, it was the paganism of original inhabitants in America, Africa, and Australia. Terms such as “Indian” and “Negro” can be even found in the literature: the goodnatured Indian variant Klaus Doring “Winnetou” (Karl May, 1842-1912, Germany) or “Friday” (Freitag), the noble savage in “Robinson Crusoe” (Daniel Defoe, 1660-1731, England), or how about “Uncle Tom” (Harriet Beecher-Stowe, 1811-1896, USA). Political conf licts between “white colonial supremacies” and “coloured subjects” have been explained and described as racial segregation many times instigated by Christian missionaries. Innumerable examples in world history proved brutal force and power up to genocide. Prejudices? “Love your neighbour as yourself !” (Leviticus 19:18). “When an alien lives beside you in your land, do not mistreat him. The alien living with you must be treated as one of your native-born!” (Leviticus 19:33,34). Integration, ecumenical movements, support of especially discriminated and disadvantaged groups are keynotes for future. they should be! The “stranger in media” or “the strangeness - a feigned difficult standard ” ... we could really really live together easier and more respectful of each other. let’s honour each other more in future. 1st Hiscom General Assembly looks to future with an eye to the past
T
he Cagayan de Oro Historical and Cultural Commission’s (Hiscom) civil society counterpart held their first general assembly last Sunday, 16 January 2017 to firm up their organizational structure and future events. Hosted by Hiscom Chair Dr. Erlinda M. Burton at the XU Museo de Oro of Xavier University Ateneo de Cagayan, the event was also graced by Local Economic & Investments Promotions Officer Eileen E. San Juan and City Councilor Jay Roa Pascual, chairman of the city council
tourism committee, representing City Mayor Oscar S. Moreno. “We really need the assistance of our stakeholders since there are only five of us commissioners in the Hiscom and there’s so much to do,” said Dr. Burton in her welcome remarks. “We are also constrained by our approved budget which cannot even provide us with funds to conduct events on our own so we are going to definitely need the support of our stakeholders for possible private partnerships.” The Hiscom Stakeholders were first consulted by the Hiscom
September last year and they have since participated Hiscom activities notably the groundbreaking for the new Museum Annex building and tree planting along the river banks of Duaw Kagay-an Park. The group is headed by Ludy Jongco-Quiblat as chairperson and Jesus Christopher Salon as secretarygeneral. During last Sunday’s general assembly, those present updated their committee memberships following the same structure along which the Hiscom is organized. In her brief

talk, Ms. San Juan briefed the stakeholders on the City’s four major tourism events: the 2nd Cagayan de Oro Chinese New Festival on January 21-28; Himguso on June 12-15; the Higalaay Festival on the fiesta month of August and Pasko de Oro for December. For his part, Councilor Pascual stressed the city council, especially the tourism committee which he chairs, is ever ready to support the Hiscom’s
endeavors. “In fact, during our special session last 13 January 2017, the city council unanimously approved the resolution I sponsored endorsing 13-17 March 2017 as General Douglas MacArthur Week,” he said. The meeting concluded with a dance presentation of the Xavier University Cultural Dance Troupe relating the story of Datu Salangsang, the Higa-onon chieftain who
founded the first settlement of Cagayan de Oro called Cagaiang, at the present site of the St. Augustine Metropolitan Cathedral complex and Gaston Park. The Hiscom and the Stakeholders are now developing a decade long series of events celebrating the founding of Cagaiang to start on 2018 dubbed Kagay-iyang 390, marking the 390th founding of Cagayan de Oro’s original settlement.

CAGAYAN DE ORO CITY – Reinforcing the administration’s priority in human capital development, the Technical Education Skills and Development Authority (TESDA) is pumping up in streamlining its 17-point reform and development agenda. TESDA Region 10 Information Officer Rafael Abrogar II in his interview with the Philippine Information Agency (PIA)
relayed how TESDA was able to strengthen its programs and empower the people, especially the excluded and displaced (marginalized) sector. Abrogar said Technical audits were carried to all TESDA accredited schools, to put in place quality assurance mechanisms for its providers. The agency, he said, has also firmed up its action plan in collaboration with the Department of Health
for assistance of drug dependents who have completed their treatment and rehabilitation sessions. These training opportunities’ are likewise extended to the families of the concerned individuals. Same priority is given to rebel returnees, displaces Overseas Filipino Workers (OFWs), and to the family of military and police personnel killed in action or wounded, among others. Some 45,000 slots were
