Solons call for official commemoration of the Philippine-American War O

n the 118th anniversary of the outbreak of the Philippine-American War, ACT Teachers Representatives Antonio Tinio and France Castro called for the official commemoration of February 4 as "Philippine-American War Day" and demanded from the US government an apology for the atrocities it committed during the war and the American occupation. The solons also urged President Duterte to honor the sacrifices of the countless named and unrecognized heroes who fought for independence from the US by taking concrete steps towards a truly independent foreign policy, including the abrogation of the Enhanced Defense Cooperation Agreement and the Visiting Forces Agreement with the US. ACT Teachers Representatives Antonio Tinio and France Castro filed House Bill 2092 or An Act Declaring February 4 of Every Year as "Philippine-American War Day" and House Resolution 448, entitled Resoultion Urging the
Government of the United States of America to Issue an Apology for the Atrocities Committed by its Military Forces Against the Filipino People During the Philippine-American War of 1899-1901 and the Imposition of U.S. Colonial Rule, for which the lawmakers urged immediate passage in Congress. "A commemoration of the Philippine-American War is a recognition of the heroic struggles of our fellow Filipinos who fought against the invasion, oppression, and intervention of a foreign power," said Tinio. "It will remind Filipinos of the nationalist principles of those who fought in the war and prevent historical revisionism." Lasting from 1989 until the late 1910s, the Philippine-American War has been described as "one of the most heroic struggles ever waged in modern times; a struggle waged against implacable odds and at terrible cost," with various resistance movements throughout the country such as those led by General Antonio Luna, Simeon Ola,

in the Philippines, especially in Mindanao," Castro added. "We also call for President Duterte to honor the sacrifices and to emulate the nationalism of our Philippine-American war heroes by taking concrete steps towards a truly independent foreign policy. This includes abrogating unequal treaties and agreements with the US like EDCA and VFA.

Project NOAH: The Story February 6-12, 2017
I
n the aftermath of Tropical Storm Sendong in 2011, former President Benigno S. Aquino III called for “a more accurate, integrated, and responsive disaster prevention and mitigation system, especially in high-risk areas throughout the Philippines.” In response, the Department of Science and Technology (DOST) scanned all available technologies and expertise to come up with a flagship program that addressed the nation’s needs before, during, and after disasters. At that time, there were three ongoing DOST-
funded independent projects that related to disaster, namely ClimateX, Weather Sensors Development, and Disaster Risk and Exposure Assessment for Mitigation or DREAM. Upon the directive of then DOST Secretary Mario G. Montejo, these three projects were consolidated, and likewise three more projects were approved to form Project NOAH which had Dr. Mahar Lagmay as executive director. These three new projects were: 1) Storm Surge (under PAGASA), 2) Landslide, and 3) WebGIS. These projects, working together and sharing data among

themselves, became the core of DOST’s flagship program called the Disaster Risk Reduction/ Climate Change Adaptation (DRR-CCA) which then Secretary Montejo called the NOAH Program. This program, with a budget of P6.4 billion, is now beefed up with 19 components, including the original six projects plus DREAMLiDAR, 3-D Mapping, FloodNET, Landslide Sensors Development, and Hydro-Met Sensors Development, among others. Among NOAH Program’s missions were to undertake disaster science research and development, advance the use of cutting edge technologies, and recommend innovative information services in government’s disaster prevention and mitigation efforts. NOAH Program had a multi-disciplinary approach in developing
systems, tools, and other technologies that could be operationalized by the government to help prevent and mitigate disasters. It also partnered with the academe and other stakeholders to accomplish its objectives. As a Grant-In-Aid project of the DOST, the NOAH Program, as well as its components, all had starting and completion dates, and deliverables, among others. The NOAH Program started in 2011 and most component projects were completed in 2015, including Project NOAH. Project NOAH was a success, and its popularity prompted the Department of Budget and Management to label all succeeding DOST DRR/CCA projects as “Project NOAH/NOAH Program.” Project NOAH Project NOAH, or Nationwide Operational Assessment of Hazards,
was launched in July 2012 in Marikina City by no less than former President Aquino and former Secretary Montejo. Project NOAH was designed to harness technologies and management services for disaster risk reduction activities offered by the DOST through DOST’s agencies PAGASA, PHIVOLCS, and Advanced Science and Technology Institute (DOST-ASTI) in partnership with the UP National Institute of Geological Sciences and the UP College of Engineering. During its course, Project NOAH under Dr. Lagmay was able to provide an early flood warning system together with the country’s weather authority, the DOST- PAGASA. Project NOAH used and processed data coming from PAGASA. Project NOAH was completed in December 2015 and it was expected
to transfer to PAGASA all the technologies that the project developed. PAGASA has the mandate to “provide protection against natural calamities and utilize scientific knowledge as an effective instrument to insure the safety, well- being and economic security of all the people, and for the promotion of national progress.” Therefore it is the government’s prime end-user for all technologies generated by Project NOAH and similar initiatives. This is not to say, however, that only PAGASA can use the said technologies as these are open to all institutions and offices that need them. In early 2015, then Secretary Montejo created a committee through a special order that specifically directed PAGASA and Project NOAH personnel, including Dr. Lagmay, to start the transfer of noah/PAGE 7

Charles Lahti exhibit opens at CU Museum of Three Cultures February 6-12, 2017

EW Yorkbased artist Charles Lahti has a total of 22 works on exhibit until March 2 this year at Capitol University Museum of Three Cultures. All these paintings are in acrylic on wood, acrylic on canvas, ink on paper and acrylic on linen. Lahti has been a creative force within New York’s art community for more than three decades. He first studied with renowned abstract expressionist Mary Abbott in Minnesota then relocated to New York in 1977 to pursue a career in the visual arts
acting first as a printer at Styria studios. From there, he went on to work with some of the giants of postwar American art including Andy Warhol. Throughout his career, Lahti has emphasized and gravitated towards collaboration and experimentation. Always captivated by the nexus of art and community, he was at the forefront of a number of nascent creative media including performance, graffiti and multimedia art. His studios, first on the Lower East Side and then in Bushwick, have long been centers

The year 2000 was not only a symbolic date. The “Year 2000 problem” in electronic data processing showed the world how easy it is to injure our high-tech-society. Branching out in all directions, disturbances in our daily public life have been imminent, if electronic processes that control economy, traffic and telecommunication have not been changed. The timely tracking down of software and hardware required costly measures. Shortly after the birth pains of the new millennium -once upon a time- the computer virus I LOVE YOU created a sensation and additional financial burden in billion-fold amounts. Virus attacks or hacking on electronic information systems in our daily life, were following global damages. But, we can find global computer sabotage acts or spy networks as well as injuring of confidential data processing, electronic information systems’ removal changed dramatically also the political and economic conflict potentials. I am an avid blogger since several years. I have been reading an old article dated March 18, 2013 with big interests. “Internet connection as blogger’s best friend” - with testimonies of bloggers Vincent Tabor of Baguio City, Ruben Licera of Cebu City and Avel Manansala of General Santos City. Yes, indeed, it wasn’t too long ago when blogging was a novelty. Today, modern technology has enabled people to have their own little nook in the web where they can share their stories to the world. I do the same. But, the the modern society needs an unlimited and

But, allow me to share my opinion again with Nonong Noriega: Next time we preach the gospel of open communication, let’s not be transfixed with tasks that prove that we have sent the message. Let’s be just as preoccupied with hearing people out, getting their inputs, dignifying their wealth of views to make their message meaningful to them. Best validation? BUSINESSWEEK Mindanao, Mindanao Daily News and Pirates held a seminar on Interpersonal Communication (A Road Sur vival Tool) last Saturday at Pirates in Cagayan de Oro City. According to Businessweek Mindanao publisher and president Dante Sudaria, the seminar is a corporate social responsibility activity of Businessweek Mindanao and Mindanao Daily News. There were four topics covered in the whole- day event – Characteristics of A Traffic
Officer, Communication Theor y, Interpersonal Communication – A Road Sur vival Tool and A Traffic Officer, A Good Communicator. All were ably handled by veteran journalist and Mindanao Daily News editorial consultant Joe Felicilda. Felicilda, who formulated the modules himself, said that this course is needed by traffic officers and traffic investigators nowadays to lessen violence during traffic altercations. He said that traffic officers need to know how to deal

Manobo Master, artist Pennessencio “Nonoy” Estarte also participated, as did some of the city’s exciting young artists. These included Christopher Gomez, whose works capture the rawness of his experiences; Michelle Lua, whose artistic journey has taken her to the city streets and to the mountains of Bukidnon to document folkloric materials; and Jericho Vamenta, whose works are visual narratives. The highlight of the program was a tribute to the late National Artist for Sculpture, Abdulmari Asia Imao, whose works were exhibited alongside those of his son Toym. National Artist Abdulmari Asia Imao was born in 1936 in Siasi Island in Sulu, but spent most of his growing up years in Pata, Jolo. Growing up, the young Abdulmari was immersed with what would eventually become his enduring subjects: the organic richness of his surroundings, as well as the colorful patterns and ornaments of Mindanao. As a child, his initial foray into art involved sketching figures on banana leaves using a bamboo shoot. He would have embarked on the same trade of boat making as his father and uncles if not for the ship transformed into a floating exhibition of Philippine masters docking on the island. Looking at their works, he got a glimpse of an alternative to the life he knew. The curator Tomas Bernardo impressed by the young man’s drawings, convinced Imao to sail to Manila and apply for a government scholarship. And off he went to his destiny, the auspicious sarimanok on his shoulder. As a painter and a sculptor, Imao fused traditional Islamic design with Modernist patterns, resulting in vivid works that yearn for local color and the dream of a unified nation.

Known for his unique adaptation of traditional Mindanaon motifs – the ukkil (a sinuous relief woodcarving tradition found in houses and boats), the naga (or sea serpent motif), pako rabong (fern motif), and the sarimanok (the mythical bird with fish figure), Imao persevered to continue the carving and painting traditions of his Tausug forebearers with a more modern sensibility by combining these motifs with cubism. The recipient of numerous awards for his works, he was conferred the Order of National Artist for sculpture in
2006. Toym Imao who also showcased his works during the event. For TOYM, art is in the blood. He counts as his inspiration his father, the National Artist, and his mother, a gallery curator and art connoisseur. As a sculptor and painter, most of Toym’s works are found in public spaces, as he is mostly commissioned to create historical monuments and shrines.
