The awarding ceremony was part of the 9th National ICT Confederation of the Philippines (NICP) ICT Summit held November 16 at Cagayan de Oro City.

in the Philippines partnered with the Department of Interior and Local Governance (DILG) and the Department of Information and Communications Technology (DICT) for the awards.

The DICT also facilitated the DigitalCitiesPH National Launch, signalling a holistic approach to building digital LGUs by 2022 in terms of economy, government, human resource, mobility, environment and lifestyle.

DICT Undersecretary Monchito Ibrahim announced that it is adopting the eGOV Awards as a key strategy under its digital government component starting next year.

Former NICP President and Trustee Jocelle BatapaSigue, leading eGov initiatives for NICP, said this is the sixth year of the

awards but the first year for three new categories: Data Privacy, Government InterOperability and Digital Payments.

Thirty six projects were submitted by 26 local government units (city, municipality or province) and were judged according to impact, relevance, innovation and replicability.

NICP President Stephanie Caragos said the direction of DICT complements the NICP goal to ensure more innovation at the LGU level.

UCPB partners with ePLDT, PLDT Enterprise for its adoption of Microsoft Office 365 ePLDT, Inc.—the industry-leading enabler of digital enterprise solutions in the Philippines—together with PLDT Enterprise, recently sealed a partnership agreement with the United Coconut Planters Bank (UCPB) for the banking group’s adoption of Microsoft Office 365.

DepEd and Smart partner to bring digital learning to public schools

Students of 60 public schools all over the Philippines will be getting access to digital learning, as the Department of Education and Smart Communications recently signed a memorandum of agreement for the deployment of 40 TechnoCart and 20 School-in-Bag units over the next two years.

Created by Smart, these educational bundles – which include a laptop, tablets with educational apps, LED TV, a pocket Wi-Fi with starter load, a solar panel for schools without electricity, and teacher training – will be turned over to the schoolbeneficiaries under DepEd’s “Adopt-aSchool” program.

Year after Year Gift giving and receiving and Christmas simply but surely go together. Many times, it’s incurring our indignation. Only reluctant, many of us defer the most important decision during the most jolliest season of the year. What is the best Christmas gift for our loved ones??? Is it really an important decision, or does it delete the real meaning of Christmas? I am sure, many of us know the real answer.

The giving spirit of the holiday season seems to fade in the light of necessary obligations and finances, along the painful dilemma of giving gifts to those who want to buy for as opposed to those for whom you should buy!

Let’s think about it: To whom are we obligated at Christmas: our boss, our cousins, our parents, our partner or our children and friends as well? What about the children?

Should they give presents to people either then family members? How about the innumerable large families especially in the Philippines, because of econimics, resort to name drawing process at Christmas.

For me, firstly, Christmas is spirit. You can always find ways to give gifts without expenses.

The most well known and always remembered gift is to do to someone like giving time. In my family we do this mostly during the season holidays.

But if I look more around, mmh, sad to say, that “time as gift” doesn’t satisfy most of all.

Well, it’s okay. There are so many ways to use your mind in terms of giving someone other things than putting Peso, Euro or Dollar notes. I am sure you know, that home made gifts can be also a very good idea... .

Sure, there is etiquette of gift giving at Christmas and also other occasions. Homemade

gifts are most Have My Say appropriate especially as Christmas gifts, according to Stuart E. Jacobson, book author of “The Art of Giving”.

Allow me to quote Jacobson, “Homemade gifts are wonderful. A gift of imagination, a Klaus Doring gift of creativity, a gift, that shows (also!) time was put into it. A created time is a wonderful present.”

When considering a homemade gift, instead of tumbling through crowded shopping malls (as I tried again yesterday - just 31 days until Christmas!) and getting a headache (I really got!)! While stumbling from one mall to the next, I found out again, that the real and whole essence of giving a gift is to bring pleasure to the person receiving it. Jacobson says in his book, “Homemade gifts are also ideal for children to give as presents. Kids can create things because they have unique imagination.

Children should feel free to give something to anyone they spend a lot of time with. No monetary value should be placed on what a child should give to someone.”

The result of LCED is that the generating plants that are dispatched will be paid in accordance with their approved rates or will be paid as bid, unlike in the Philippine WESM where the price for all energy dispatched at each hour or bidding interval is the highest bid that is accepted by the Market Operator at that interval.

4.3 The participation in the Mindanao WESM by distribution utility companies (electric cooperatives and investor-owned DUs) should be approved by the majority of their consumers in the case of the Investorowned DUs and

DENR, Unioil to install more air quality monitoring stations in MM The Department of Environment and Natural Resources (DENR) has partnered with independent oil player Unioil Petroleum Philippines to install additional state-of-the-art air quality monitoring stations (AQMS) across Metro Manila.

A memorandum of agreement (MOA) was recently signed between the DENR and Unioil to formalize the partnership, which Undersecretary for Policy, Planning and International Affairs Jonas Leones described as a “first of its kind.”

This marks the DENR’s first partnership with a private company in terms of monitoring air pollution, which has been a major challenge to the agency.

“This is the first time that an industry, as big as Unioil, is now helping the department in addressing this kind of problem,” Leones said, as he welcomed the oil company’s support in behalf of the DENR.

Leones expressed hope other private firms would soon follow suit. “Air quality is not only the concern of the government; it is the concern of each and every one to address this major environmental problem,” he added.

At present, all 17 cities and municipality in Metro Manila have at least one AQMS. The AQMS to be installed under the DENR-Unioil accord will use state-of-theart equipment or sensors powered by AirVisual application, which has been described as the world’s smartest air quality monitor that help track, foresee and take action against invisible threats in the air.

The equipment can measure levels of particulate matter (PM) 2..5 or particle pollution less than 2.5 micrometers in diameter and carbon dioxide, as well as temperature and humidity.

NGCP’s Bukas na Pintuan Tungo sa Pagbabago program provides former drug dependents second chance at life

A

round 26 percent or one in four of the 2.3 million drug users in the Philippines are unemployed, according to initial findings by the National Anti-Poverty Commission, which was based on figures from the Dangerous Drugs Board in 2015.

To date, information from the Philippine Drug Enforcement Agency (PDEA) reveals that there are already 1.2 million drug users who have voluntarily turned themselves in for rehabilitation. However, the Technical Education and Skills Development Authority (TESDA) pointed out that former drug dependents still need assistance to obtain decent jobs.[2] NGCP, the sole operator of the country’s power grid, provides assistance to recovering drug users by giving them a second chance at life through its Bukas na Pintuan Tungo sa Pagbabago (“Open Door Towards Change”) program, by providing skills training and employment opportunities to former users and dependents.

“Everyone deserves a second chance. We believe in the willingness to change and strong potential of former drug users to join or rejoin the workforce,” stated NGCP. “A productive and effective way to wage war on drugs is to provide adequate training and employment opportunities to former drug users, so that they can turn their lives around and provide a better life for themselves and for their families.”

Bukas na Pintuan Tungo sa Pagbabago not only addresses the need for more skilled workers in the country, but also provides recovering drug users the assistance and support they need to steer them back to the right path. “As the program’s name suggests, we want to open doors to positive change and more productive lives.

We also hope that with these opportunities, former drug users will permanently turn their backs on illegal drugs,” added NGCP. Transforming lives through training and employment opportunities As a CSR program of

Bukas na Pintuan Tungo sa Pagbabago is just one of the ways by which NGCP bridges power and progress. Through CSR projects hinged on education, livelihood and community development, safety, and the environment, NGCP contributes to the nation’s social and economic development while ensuring reliable power transmission across the country.

NGCP, Bukas na Pintuan Tungo sa Pagbabago is being piloted in Bataan.

It will support the Bahay Pagbabago Reformation Centers of the Provincial Government of Bataan, which were designed to actively help former drug dependents who have voluntarily surrendered for rehabilitation.

Bukas na Pintuan’s pilot projects will be implemented in three Bahay Pagbabago Reformation Centers located in the municipalities of

Dinalupihan, Orion, and Balanga City.

NGCP has allocated a combined PhP10 million for the program in 2017 and 2018. The amount will go towards funding the operational expenses and the supplies and materials needed for the skills development training under TESDA. It will also cover the honoraria of the program trainers and the assessment fee of the trainees to acquire National Certification II (NC II) in Scaffolding

Erection and Pipefitting.

“Our end-goal is for the beneficiaries to become TESDAcertified, so that they have a better chance of securing viable employment and livelihood opportunities,” explained NGCP. NGCP aims to have up to 2,100 program beneficiaries over the two-year period. It will work closely with the local government units (LGUs) of the host municipalities to identify

the beneficiaries, and coordinate with TESDA for the training programs and the Public Employment Service Office (PESO) for the employment of the program graduates.

By working closely with the LGUs, NGCP can also closely monitor the skills training and the employment status of the beneficiaries.

This, in turn, will strengthen the grid operator’s partnership with the LGUs of its host communities.

trainees in Suzuki after their 6-month training at school provided venue for them to learn-bydoing with working opportunity in an actual plant environment with compensation. This set-up is also beneficial for Suzuki as it helps the company to solve

the skills mismatch thru the development of homegrown talent/ skilled trainees who has the potential to be absorbed as full time employees and eventually supervisors and managers in the future. To date, Suzuki has already accommodated around 150 in-plant trainees; more than 10% of them were taken in as regular employees.

Hino completes mobile kitchens for Davao City Hino Motors Philippines (HMP), the exclusive distributor of Hino trucks and buses in the Philippines, with the assistance of Hino Davao recently completed two mobile kitchens for the Davao City government.

The vehicles, which are part of the Davao City Social Services and Development Office’s (CSSDO) disaster response project called Kusina ng Bayan, will be used to provide hot meals such as soup and other ready-

to-eat food during disasters and calamities.

The mobile kitchens will enable the CSSDO to respond to emergencies more quickly and provide meals to beneficiaries within 8 to 12 hours after a calamity strikes. Besides victims, in particular children, the elderly, and pregnant women, the beneficiaries include rescuers and evacuees from other areas or provinces struck by disasters.

PM2.5 is a complex mixture of extremely small particles and liquid droplets that get into the air. Once inhaled, these particles can affect the heart and lungs and cause serious health problems. Carbon dioxide, on the other hand, is a greenhouse gas that traps heat and warms the planet, thus contributing to climate change.

As a pioneer of Euro 5-compliant fuel in the country, Unioil said its clean air efforts would be meaningless if air pollution will not be measured accurately.

Since 2016, Unioil has installed AirVisualpowered AQMS in 27 locations all over the country.

“With the signing of the MOA with DENR, Unioil will further expand the installation of AQM stations in full support of its programs,” said Unioil president Kenneth Pundanera.

Yann Boquillod, founder and chair of AirVisual said that the equipment uses laser-based technology that is much cheaper compared to other technology.

“You can know real time and with major precision the source of pollution, such as factories,” Boquillod said. “The idea of the technology is to go at different types of measurement using laser and to get valuable and meaningful data for the people.

The MOA signing was witnessed by EMB Air Quality Monitoring Division chief Jerry Capulong, and Clean Air Philippines Movement Inc. (CAPMI) chair Dr. Michael Aragon and president Manuel Galvez.
