With the Eucharistic celebration at St. Peter’s Square and the solemn opening of the Holy Door of St. Peter’s Basilica, Pope Francis inaugurated on the Solemnity of the Immaculate Conception of Mary last December 8, the Extraordinary Jubilee of Mercy.

In a letter dated Dec. 9 addressed to all clergy, religious and ministry lay workers

in the Archdiocese of Cagayan de Oro (ACDO), Archbishop Antonio J. Ledesma, SJ said the simultaneous opening of the jubilee doors in all cathedrals throughout the world is scheduled this coming Sunday, which is Gaudete Sunday.

Since it would be impossible for al priests in the archdiocese to congregate on a Sunday, ACDO has moved the

solemn opening of the Jubilee door of the St. Augustin Metropolitan Cathedral to the following Monday – December 14, 2015.

ON its 11th year, STEAG State Power Inc. (SPI) conducted the Energy Quiz 2015 at Limketkai Mall last Thursday, December 3. The said competition is SPI’s much awaited annual event that was participated by 34 high schools in Northern Mindanao. It is to show the student’s competency and learning in science and energy.

The contest was composed of three rounds. The quiz contained current events about electricity, energy and other subjects related in chemistry and physics.

Each participating school

was represented by a team of three students who were pre-selected by their administrators and identified as among the brightest in their class.

Corpus Christi School won during the tie breaker among Mindanao State University - Iligan Institute of Technology, Sacred Heart of Jesus Montessori School and Saint Mary’s School.

Xavier University High School won the first place and received a trophy, medals and P10,000. The second placer received a trophy, medals and P8,000 which was the Regional Science

Now, more than 1,400 branches of 7-Eleven in the Philippines join the network of ECPay and more than 1,800 Cebuana Lhuillier branches, in accepting payments for CEB tickets.

To use this option, passengers can book flights through the CEB website, and choose the “Pay Within 24 Hours” payment center option, upon reaching the payment page.

Guests have to take note of the 12-digit confirmation number and total amount to be paid, before paying over-the-counter at the designated branch within the allotted 24-hour period. The confirmed CEB ticket itinerary will be emailed to the guest after the transaction.

GSIS to release Php848M cash benefit to members by Dec. 15 The Government Service Insurance System (GSIS) announced that it will start distributing Php848 million in 2014 cash benefit to a total of 1.1 million members on December 15.

GSIS members whose compulsory life insurance policies have been in force for at least one year as of December 31, 2014 and those whose policies have matured in 2014 will receive the benefit.

Also entitled to the cash benefit are members whose agencies were suspended as of December 31, 2014.

“This is our way of sharing with GSIS policyholders the earnings of the Social Insurance Fund comprising the contributions of members,” GSIS President and General Manager Robert G. Vergara said.

GSIS members

whose compulsory life insurance policies lapsed in 2014, however, are ineligible to receive the benefit.

Those whose policies were terminated due to death, retirement, or separation, as well as those with unpaid salary and consolidated loans or premiums for at least 12 months as of December 31, 2014, are likewise excluded.

GSIS will release the cash benefit through the GSIS eCard or unified multipurpose identification (UMID) card of qualified GSIS members.

Vergara also disclosed that GSIS is set to release Christmas cash gift to pensioners starting December 10.

GSMA: Delay in allocation of 700 MHz band hinders GDP growth and job creation December 12-18, 2015

The GSM Association (GSMA) stressed the need for Asia-Pacific countries to allocate the 700 MHz band to mobile broadband use immediately, in order to take advantage of its socio-economic benefits.

It found that further delays in the use of the spectrum could result in billions of dollars worth of losses in incremental GDP growth.

Utilizing the 700

MHZ spectrum, which is well suited to providing mobile broadband coverage indoors and over large areas, can potentially increase countries’ GDP impact by tenfold according to the GSMA. Its Mobile Economy Asia study also found that the spectrum use can create 2.1 million additional jobs for the region by 2020.

The ITU reinforced GSMA’s findings by

globally harmonizing the 700-MHz band and allocating it for LTE use in ITU Region 1, which covers Europe, Africa, the Middle East and Central Asia. The decision was taken during this year’s World Radiocommunication Conference (WRC-15), and follows similar action taken at WRC07, which saw 700-MHz spectrum adopted by ITU regions two and

three, which cover the Americas and AsiaPacific.

“The global harmonization of the 700 MHz frequency band that has been decided

by WRC-15 paves the way for manufacturers and mobile operators to offer mobile broadband at an affordable price in currently underserved areas,” said François Rancy, Director of the ITU

ITU is the United Nations specialized agency for information and communication technologies (ICT), while GSMA is an association of mobile operators and related companies devoted to supporting the standardizing, deployment and promotion of the GSM mobile telephone system.

The 700 MHz band in the Philippines is currently held by San Miguel Corporation (SMC), and has been largely underutilized by SMC’s small subscriber base. Larger players PLDT and Globe have recently renewed their call for the National Telecommunications Commission (NTC) to reallocate the frequency to address the growing demand for high-speed Internet in the country.

PLDT Regulatory Affairs and Policy Head Atty. Ray Espinosa said that since 2008, Smart and its unit Smart broadband Inc had filed

an application with the NTC to obtain a portion of 700 MHz frequency owned by San Miguel but the regulator had failed to act on their application Globe General Legal Counsel Atty. Froilan Castelo on the other hand, said that as early as 2005, Globe already wrote to the National Telecommunications Commission (NTC) requesting for an allocation and assignment of frequencies within the 700 MHz and 800 MHz bands for its broadband wireless network, but NTC did not act favorably on its request.

PLDT and Globe are asking the NTC to reassign the 700 MHz frequency to ensure a more equitable sharing of the spectrum among industry players.

Reassignment of the frequency is also in line with the global practice of allocating the band to several telco players and not to a single entity only.

What have we learned in Afghanistan, Libya and Iraq? International military interventions in Afghanistan, Iraq and Libya have led to some of the worst possible outcomes. While analyzing every day’s news, we might ask: Will the United States and Europe repeat their past mistakes in their war on the “Islamic State”?

Let’s remember scenes from September 11, 2001, vaguely resemble those of November 13, 2015: Terrorists carry out an unthinkable attack in a country that had not expected one.

Anger ensues after the shock and horror, and subsequently a war on terror is declared.

Just over 14 years after the attacks on the twin towers in New York City, after large-scale wars in Afghanistan and Iraq, and after the rise of the so-called “ Islamic State “ (IS), peace and an end to terrorism have hardly come about.

“Political decisionmakers are evidently not willing to learn from mistakes made in the past,” said Michael

Lüders, a German political scientist and Islam scholar. He is referring to military intervention in Afghanistan and Iraq.

International missions in the Middle East, Central Asia and North Africa have not fostered stability, but instead sped up the deterioration of the nations affected. We all noticed more and more exploitable power vacuums. In the early stages of the relevant conflicts, intervention often appeared successful. “It usually achieved the set military goals very quickly: the fall of the Taliban in Afghanistan, the fall of Saddam Hussein in Iraq and Moammar Gadhafi in Libya,” said Jochen Hippler, of the Institute for Development and Peace at Germany’s University of DuisburgEssen.

“Iraq is an example of a how a brutal dictatorship became a global breeding ground for terrorism,” Hippler said. The power vacuum that had been left in Iraq and now the destabilization of Syria

have led to the formation of IS, and now IS is also finding a home in Libya.

I strongly agree with German author Christoph Ricking in saying that after the attacks in Paris last month, many indicators show that the international community in general and Europe and the United States in particular are repeating mistakes made in recent years.France has stepped up its airstrikes in Syria and Iraq. President Francois Hollande wants to defeat IS on a military level and is campaigning from Moscow to Washington for a strong coalition against the organization.

An overwhelming majority in the House of Commons approved Britain’s participation in the airstrikes in Syria .

Germany also wants to contribute to the anti-IS forces. At the beginning of the week, Germany’s cabinet decided to send Tornado reconnaissance jets to Syria.

The Subdivision and Housing Developers Association – Northern Mindanao chapter is conducting their first housing expo in Northern Mindanao.

The expo opened last December 11, 2015 and will continue until Dec. 13.

Regional Governor Vivian Vestil said that as stated in the event theme “Gidamgong Balay, Tsada!,” this expo aims to provide clients with their dream house at an affordable rate.

In an opening program held that followed the ribboncutting, a speech was given by one of the national advisers of SHDA, Mr. Bansan C. Choa. He said that he is grateful to grace an event hosted by regional office of SHDA. He also informed their members that one of their goals

is to do and provide more support to regional chapters in different part of the country for regional concerns are much different with what they have in the national level. This is part of their endeavors as SHDA continues to achieve its mission as developer organization.

He also updated the Northern Mindanao members comes to what have been discussed during the recent SHDA congress, and these include addressing housing gaps and having a dialogue with various government agencies for the betterment of real estate industry.

Further, Choa urged the members to continue in doing their mission of realizing Filipino family’s right to live in the comfort of their own homes.

DSWD-10 Regional Director Atty. Araceli F. Solamillo said in a statement that there is still a need to do more in enlightening more women to know their rights, seek help and report abuses.

Moreover, it is also best to organize more men to oppose violence and respect women and girls, such as Men Opposed to Violence against woment and other sector Everywhere (MOVE).

“Let us re-ignite our passion by remembering our vision – a Filipino community where women and girls are free from violence and discrimination.

Let us renew our commitment to do our share in reaching that vision,” the regional director ended.
