O less than the founder of the Asian Confederation of Credit Unions has commended Cagayan de Oro as a City of Gold in the cooperative movement. Speaking during the 50th anniversary of MASS-SPECC Cooperative Development Center, 77-year-old Andrew So said it was here in Cagayan de Oro that great minds in cooperativism were molded by the Southeast Asia Rural Social Leadership Institute (Searsolin) and dispersed back to their home countries in Asia, Africa and elsewhere.
So first came to the city in 1968 to witness and assist a growing cooperative movement which was known then as the Southern Philippines Educational Cooperative Center (SPECC). A few years later, So’s credit union expertise took a backside as he focused on taking up various high-profile government posts in Hong Kong, including a stint as member of cooperative/PAGE 7

In 1984, SPECC merged with another emerging group, the Mindanao Alliance of Self-Help Societies (MASS) to form what is now the present day MASSSPECC Cooperative Development Center. Today, MASS-SPECC boasts a collective of P30 billion worth of share capital and deposits by its more than a million individual members from 302 member-cooperatives all over Mindanao. These are either multi-purpose cooperatives, credit cooperatives and service cooperatives. As So reminisced in his Cagayan de Oro visit 50 years ago, he also appreciated on how the island’s cooperative movement has tremendously grown through the decades. As MASS-SPECC celebrates its 50th anniversary this year, chairperson Evelia Satur said they will focused more on educating individuals in each
member-cooperative. “We must strengthen our small coops. They generate employment. Cooperativism is after all a way of life,” So said. “Growing cooperatives into a movement will remain therefore in the development agenda of MASS-SPECC for the next fifty years,” Satur said. During the golden anniversary celebration, past leaders and pioneers of MASSSPECC Cooperative Development Center were honored.
