Kinoguitan: An RxBox Success Story

AGAYAN DE ORO CITY -The first recipient of the Department of Science and Technology’s RxBox in Region 10 has nothing but raves for the versatile multi-purpose diagnostic device. “It’s truly a life-saving device especially for our birthing homes and health centers,” said Dr. Siegfried Hector B. Razo, municipal health officer of Kinoguitan, on the sidelines of the National Science & Technology Week 2016 celebration in Region 10 held July 23-26, 2016 at a local restaurant. The Rural Health Unit of Kinoguitan, Misamis Oriental (RHU-Kinoguitan) is the first recipient of the RxBox which can store and transmit a patient’s data to allow health workers in remote communities to consult with medical specialists in distant urban centers. “It’s an all-in-one super device complete with 12-lead electrocardiogram (ECG), blood pressure monitor, pulse oxymeter to monitor a patient’s oxygen levels and pulse, fetal heart monitor, maternal tocometer, and temperature sensor,” Razo said. RHU-Kinoguitan is using the RxBox mainly to monitor the health of pregnant women who are about to give birth. “To tell you a story, we
have pregnant patients who are sickly, so the RxBox enables us to monitor the health of both the mother and her baby,” Razo notes. “Since we are just a primary health care facility, it enables us to refer the patient to tertiary hospitals like the Northern Mindanao Medical Center (NMMC) in Cagayan de Oro where they can access to better medical facilities and health care.” RxBox has built-in medical sensors for monitoring blood pressure and blood oxygen levels, temperature, assessing the strength of contraction of the mother’s uterus, an electrocardiogram (ECG) and fetal heart monitor. The device is capable of storing and transmitting patient data to allow health workers in remote communities to consult with medical experts in urban areas. “Now we are better informed if we have to refer a patient to a higher level institution or doctor before anything goes wrong. As a primary health care center, we strengthen our referral system through the RxBox.” rxbox/PAGE 7

Smart Wifi launched at Laguinidingan Airport PLDT and Smart Communications have provided data connectivity with Smart Wifi at the Laguindingan Airport in Misamis Oriental. The firing up of Smart Wifi will improve the experience of travelers using wifi in airports serving Northern and Southern Mindanao. PLDT and Smart also recently installed Smart Wifi in Davao City’s Francisco Bangoy International Airport. The upgrade of the wireless connectivity in the airport will enable travelers to maximize their digital experience while surfing the Internet for their favorite sites, and keeping connected with home and office while traveling. With a bandwidth of up to 1 gigabit per second, Smart Wifi promises a world-class digital experience. “Connectivity is important for a country of many islands like the Philippines. Smart Wifi is just the first in a series of projects that the Department of Transportation intends to roll out in the coming days in partnership with PLDT and Smart,” said Transportation
Undersecretary Roberto Lim during the rollout in Davao City’s airport. “A tourist’s impression of a country will be largely based on the first and last experience of his destination. Smart Wifi contributes to improving this experience and to the
success of having them come over and visit again,” added Lim. Laguindingan Airport is one of busiest regional airports in the country. It serves the cities of Cagayan de Oro and Iligan, as well as the provinces of Misamis Oriental
and Lanao del Norte in Northern Mindanao. It can accommodate 2,000 passengers a day, and up to 1.6 million a year. “The installation of Smart Wifi in the Laguindingan airport is part of our commitment to improve Internet access
and coverage nationwide. With the data connectivity, travelers will get to enjoy a seamless digital experience for more productive and meaningful journeys,” said Eric R. Alberto, Executive Vice President at PLDT and Smart and President and CEO of ePLDT.

The Laguindingan and Davao airports are among the 21 major transport hubs identified by the DOTr for installation of Smart Wifi, as laid out by the Memorandum of Understanding signed by Transportation Secretary Arthur Tugade and PLDT and Smart chairman, president and CEO Manuel V. Pangilinan. The initial rollout also includes all four passenger terminals of the Ninoy Aquino International Airport as well as airports in Iloilo, Bacolod, Dumaguete, Kalibo, General Santos, Clark, Laoag, Cebu, Caticlan, and Zamboanga. Also in the list are key seaports in Southern Luzon as well as MRT 3, and LRT lines 1 and 2 for Metro Manila. Smart Wifi’s footprint will also be expanded to cover more public areas, such as city halls, schools, hospitals, and establishments such as malls, restaurants, and coffee shops, among many others, amid the increasing demand for more public Wifi hotspots in the country. ukidnon’s Cakeboom and Party Flavors is the DOST-10’s Best Small Enterprises Technology Upgrading Program (SETUP) at the regional level, after earlier being cited as Bukidnon’s best at the provincial level. Owned by Richard and Golda Lim of Malaybalay City, they couple left their employment to start selling Filipino delicacies and cakes to sidewalk vendors. In 2008, their Piñasita pastry with pineapple filling was adjudged Malaybalay City Best Delicacy. This was followed a year later by Piñakasi, another pastry with pineapple, malunggay and squash. As demand for their healthy products grew, the couple sought DOST intervention in 2012 through the upgrading of their production equipment such as cooker mixers and continuous band sealer for packaging. Food safety handling protocol training was also undertaken for the firm’s employees. Prior to SETUP, Cakeboom mainly used manually operated non-food grade equipment. SETUP’s S & T interventions allowed Cakeboom to produce quality, competitive, affordable and healthy “pineapplebased pasalubong” food products. It has increased sales by 85%, productivity by 52%, and its outlets in Malaybalay from one to three. “We are very thankful for the assistance shared by DOST through the Provincial S&T Center (PSTC) in Bukidnon. We become very efficient in producing quality products with our very own product which is pineapple,” said
Ms. Golda Mae Lim, owner and manager of Cakeboom. Best SETUP Adoptors are selected based on the following criteria:1) Technology, Process and Innovation Assimilation; 2) Product and Process outcome; 3) Financial Outcome; and, 4) Entrepreneurial Acumen and Management. The selection process was initially conducted at the provincial level and from which winners from each province qualified for the regional level. Cakeboom will next compete at the National Level where regional winners from Region 10 have finished in the Top 5 in the last two years. Also competing for regional honors with Cakeboom was Lanao del Norte’s Best SETUP Adoptor Manga Miyamaratiyaya Ki Isa, Inc. (MMKI) churchled foundation that has been providing livelihood for Maranao, Bisaya and Higaonon farmers of Digkilaan, Iligan City by processing tea from locally available herbs such as malunggay, lagundi (five-leaf chaste tree), tanglad (lemongrass), and ampalaya (bitter gourd) under the brand “Perfectly Natural Herbs” MMKI’s herbal teas and capsules are made without the use of inorganic chemicals and additives to ensure quality food supplements. During IFEX Philippines, Romy Ramos of Milagrosa Foods and Grains Company Ltd, distributor of Filipino food and products in the UK placed big orders for MMKI, and was particularly interested on MMKI’s organically grown herbs. “The growing demand for herbal teas in the
market gave us an idea on sustainable funding we can create for our foundation. We started using herbal teas for our patients and we saw great results so we start making more and selling them. And, ever since, we do not use inorganic chemicals and additives when making herbal teas and capsules,” said Thomas O’Brien, Chief Executive Officer of MMKI. “The malunggay, lagundi, tanglad, and ampalaya are good to use because they have a long shelf life, can be grown organically, and are easy and light to transport.” Recently, MMKI got their certification from the Organic Certification Center of the Philippines (OCCP) in time for the International Food Exhibition (IFEX) Philippines. “We are
the only one in the Philippine market that is certified organic. The Department of Health also recognizes our products for providing relief from specific illnesses. Our teas are a blend of herbs. Each has malunggay for vitamins, plus lemon grass for taste, but have enough of the primary herb to cure patients,” added O’Brien. To date, MMKI has penetrated the international market and currently exporting their tea products to countries such as United States and Japan. National Park, and Establishment of 1-ton Bioreactor & Plastics Densifier: A Solid Waste Management Strategy of LGU Malaybalay City. DOST’s Grants-InAid Program provides financial grants to S&T programs/projects to spur and attain economic growth and development by harnessing the country’s scientific and technological capabilities. Since its inception in 2000, DOST Region 10 have assisted 169 MSMEs, with a total project cost of P 161 M. Every year, an increasing number of enterprises adopt new technologies and equipment under the SETUP program. SETUP is DOST’s nationwide strategy encouraging and assisting micro,
small, and medium enterprises (MSMEs) to adopt technological innovations to improve their products, services, operations and increase their productivity and competitiveness. SETUP is DOST’s response to the public’s demand for improved access to technologies and breakthroughs developed by the different facilities of DOST. The program focuses assistance on the following priority sectors: food processing, furniture, gifts//decors/ handicrafts, agriculture/ marine/aquaculture/ forestry/livestock, metals and engineering, ICT, health and wellness products and services, halal products and services, and other regional priority cakeboom/PAGE 7

Very often sometimes too often! - the thought is back! If we wake up in the morning (or even many times in the middle of the night), the thought is back. Sometimes, the thought will not let us sleep. The “act of thinking”. the “reflection”, the “opinion” or the “serious consideration”, no matter, how we describe it - our memory and conscience is always with us as a permanent companion. We brood over unsettled problem. Sometimes we bear unfair treatments, arrogance, ignorance, incompetent know-it-all-betters, and unbearable oddballs, who inexorable love to make our life a hell while living themselves a disorderly life. We would not like to be distracted, but we’re toying with
some good ideas how we could throw overboard all that “human garbage”. What will come next is a matter of conjecture. Of course, I’ve got my ideas, but I’m not a mind reader. Too many trains of thought make us thoughtless and absent-minded especially in difficult and important daily life situations. Does waiting and/ or sleeping solve our problems? Or is it just again in time? Our life’s central idea should not be, that while waiting, time solves all our problems. Thoughts should intensify, condense and deepen plans follow by actions. It’s good and helpful to carry thoughts in us all the time. Incomprehensible, or better unfinished and un-matured thoughts, no matter whether positive or negative, should be slept on, before
tiredness outstrips us with supersonic speed. Sometimes we feel that our thoughts and ideas can’t be fulfilled with life. Where the heart is willing, it will find a thousand ways; but where the hrart is weak, it will find a thousands excuses. If doubts begin to take roots, we should rouse from pink-tinted idealism or wear down and annihilate nightmares and erase and wipe out such thoughts and ideas. If our thoughts are good and have the chance to be fulfilled in action, especially if “the other side” is prepared and willing to step on to such a bridge of life, we might get a support and words of encouragement. And, if not? No action? Maybe it is God’s will to keep and protect us from a careless, rash, disadvantageous and uneasy action.

isaster risk prevention and mitigation technologies have gone from last to first in the public awareness very quickly following the deadly flashfloods spawned by Tropical Storm Sendong in December, 2011 which killed thousands and left many more homeless in Cagayan de Oro and Iligan cities. This was convincingly demonstrated barely a year later when Typhoon Pablo, one of the strongest to ever hit the country, again hit Cagayan de Oro. However, due to timely interventions brought by lessons learned from the previous disaster, there were zero casualties this time.
Those two natural calamities and the region and nation’s response to them have made Northern Mindanao, specifically Cagayan de Oro, a leading exponent of disaster risk mitigation and management. The lessons learned from that time will be demonstrated to the public in a series of forums hosted by the Department of Science and Technology Region 10 on Tuesday, July 26, at the Grand Caprice, Limketkai Center as part of the regional celebration of National Science and Technology Week 2016. “The recent advances made by the DOST led Project Noah for example, has enabled for the first time the
synergy between science technology and disaster risk reduction and monitoring applications which allow anyone to access real time weather data, hazard mapping and geospatial information systems,” said Engr. Elpidio M. Paras, regional science and technology ambassador for business, during the launching of NSTW 2016 last Saturday, July 23. “The rapid flow of information has from what used to be a centralized weather data monitoring and dissemination system to an instantaneous localized wealth of information enabling every Juan to blunt and mitigate the effects of climate change,” he added. Paras noted how

The Philippines’ leading carrier, Cebu Pacific (PSE: CEB), flew over 10 million passengers from January to June this year, an increase of 9% over the same period in 2015. On average, flights were 87% full during these months. For June 2016 alone, the Cebu Pacific Air group flew 1.6 million passengers, up by 8% from the 1.5 million passengers flown in the same month in 2015. This upsurge in passenger volume was primarily driven by popular domestic destinations in Visayas
and Mindanao such as Kalibo, Tacloban, Siargao, and Tagbilaran. Key international short haul destinations including China, Taiwan, Hong Kong, and Singapore, also fared well during the first half of 2016. Passengers to and from Japan, in particular, spiked by 21% as a result of the launch of Cebu – Tokyo (Narita) in March 2015 and Manila – Fukuoka in December 2015. Long-haul passengers to and from CEB’s destinations in the Middle East and Australia likewise
contributed to the upturn, after posting a substantial increase in volume from January to June 2016 versus the same period last year. “We are very proud to share with you that since CEB’s inception in 1996, our passengers now number more than 130 million and counting. These promising figures encourage us to cater to the growing travel demand not just in Manila, but throughout our six strategic hubs nationwide. The sister cities of Iligan and Cagayan de Oro each took home the championship in the Department of Science and Technology Region 10’s National Science and Technology Week 2016 Quiz Bowl. The competition in both levels was stiff and thrilling to say the least. In the elementary level quiz bowl, La Salle Academy, Liceo de Cagayan University, West City Central School and Xavier University Grade School finished tied for
first after the easy round with 8 points each. St. Mary’s School made a strong push in the Average Round with 24 points, followed by City Central School with 21 and four teams with 18 (XUGS, LSA, LDCU & Rosevale School). With this, St. Mary’s took the driver’s seat with 30 pts., followed by City Central with 27 and 3 others with 26 (XUGS, LSA & LDCU). Then seemingly out of nowhere, Oro Christian Grade School
topped the final round with 35 points to emerge champion, with City Central second with 52 and XUGS third with 51, though both finished the round with 25. In the High School Quiz Bowl, three teams gave a foretaste of the thrills to come as they finished with identical perfect scores of 10: Defending Champion Gusa Regional Science High School, Manolo Fortich National High School and Mindanao State University-Iligan Institute of Technology College of Education-

Integrated Development School (MSU-IIT CED IDS). However, Merry Child School and Camiguin National High School finished the Average Round strongly to emerge as 1st and 2nd with identical 24 points, the former with 33 points and the latter with 32. Gusa RSHS, MSU-IIT CED IDS and Xavier University Junior High School finished the round with identical 18 point scores with the first two lurking closely at third with identical 28 points.
The stage was set for a nail-biting Difficult Round as four teams emerged with identical 20 point totals: Gusa RSHS, MSU-IIT CED IDS, and XU JHS. The round was so difficult no team was able to get the correct answer for three of the ten questions. But only the first two made it to the sudden playoffs with identical 48 point totals where they were joined by Merry Child School with the same score despite scoring only 15, on the strength of its previous round standing.
After the first tiebreak, MSU-IIT CED IDS emerged champion after submitting the only correct answer to the question “How many meters in a picometer (pm)?” Defending champion Gusa RSHS showed it was still a force to reckon with by finishing second after the second tie-break, and Merry Child Academy settled for third.
