indanao’s first university used the birthday of its Patron saint for the toppingoff ceremony of the Dorm 1 for its Andrew L. Gotianun, Sr. Center for Integrated Technologies (ALGCIT) at Manresa Complex, Fr William Masterson Avenue, Upper Balulang, Cagayan de Oro City. “It is significant to note that we are able to hold the topping-off of the Dorm 1 of this ALGCIT program on the 7th day of April, the birth date of St Francis Xavier, patron of our University and the universal Church’s patron of all missions,” said Fr Roberto Yap, University President. “On this day we renew once more our commitment to our mission of forming men and women of character, men and women for others, with the financially-challenged yet deserving students taking a special place in our hearts such as what we do in this ALGCIT program,” he added. Dorm 1 is the first to be constructed among a series of new buildings of its XU-Andrew L. Gotianun Sr. Center for
Integrated Technologies (ALGCIT), a special Senior High School for poor but deserving students pursuing three-year cutting edge technical specializations. A brainchild of the partnership between Xavier Ateneo and the family of the late Mr. Andrew L. Gotianun, Sr., led by his son Mr. Jonathan T. Gotianun, XU-ALGCIT is designed to be a free boarding school yet envisioned to become an ivy leaguer in the senior high school tech-voc arena. Representing Mr. Jonathan T. Gotianun for Andrew Gotianun Foundation Inc. (AGFI) was Juan Eugenio L. Roxas, President & CEO of FDC Utilities, Inc. Last September, AGFI signed a Memorandum of Understanding with the Educational Research
and Development Assistance (ERDA) Foundation and Xavier University with a pledge of P500 million to put up a Technical-Vocational High School for scholars at the Phividec Industrial Estate in Villanueva, Misamis Oriental. Dubbed the Xavier Ateneo Andrew L. Gotianun, Sr. Center for Integrated Technologies (ALGCIT) the school aims to produce Senior High School Graduates pursuing a Technical Vocational Track who are world-ready, with international standard competencies, and spiritual and social commitment. AGFI shall finance the construction of the school buildings, workshops, and dormitories, furniture and other equipment, IT, Tech-Voc machinery and transport vehicles. It has also committed to partly underwrite the ALGCIT’s operating costs for its first five years of operations to allow poor yet deserving students to pursue a Jesuit education as full, live-in scholars. The school site was later transferred to Xavier Ateneo’s Manresa Complex in Upper
Balulang, Cagayan de Oro City. “This project has also challenged the university to rethink its concept of its SHS Tech Voc track and catalyze its transformation to become a premier Tech Voc Senior High School,” said Dr. Dulce R. Dawang, Vice President for Basic Education. “After two years of discussions, planning, worrying and strategizing, and while still more preparations are being made, ALGCIT is definitely well on its way to implementation,” Dawang noted. “The topping off ceremony symbolizes the actualization of these plans. Next month we will already be starting the training of the first cohort of students, the 160 recipients of the ALGCIT scholarship. We algcit/PAGE 7

Cagayan de Oro’s Signature Trail Series kicks off this month with Trail Run Mapawa on April 29th. The first of the region’s only Trail Run Series, Trail Run Mapawa will feature a 5K and 21K running event
that’s expected to gather runners and enthusiasts from all over the country. The Mapawa Trail Run Series features three trail runs spaced every two months at the Mapawa Nature Park in Malasag, Barangay Cugman, which is

SSS to run after 7,000 firms for contribution payments THE STATE-RUN pension fund will chase an initial 7,000 firms that evaded contribution payments to help shore up its revenues after its profits shrank last year. “We have identified some 7,000 delinquent companies, malaki at maliit (big and small), all over the country. Sila ang aming bibisitahin or dadalawin. Padadalhan ng (We will pay them a visit and send a) notice,” Social Security System (SSS) President and CEO Emmanuel F. Dooc said. He said this will be done through the issuance of Warrant of Distraint, Levy and Garnishment (WDLG), where the pension fund will question employers’ payment records — a measure that has never been done by SSS even though it is granted under the Social Security Act of 1997. The WDLG will enable the SSS to seize real and personal properties, subject to an auction sale, as payment for unpaid contributions resulting from unsatisfactory assessments. Mr. Dooc said this would shore up “significant income” for them once the measure is implemented “before the end of the year.” “I’ve asked our legal and large account (divisions) to give me P5 billion,” Mr. Dooc said when asked how much he expects to collect after issuing WDLGs. “We are expecting that this will bring us greater efficiency in collecting,” he said. “We are already training our account officers. We are hiring legal enforcement officers and sheriffs to serve notices and corresponding warrants.” SSS’ profit in 2017 dropped by 36.56% to P20.3 billion from the P32 billion it recorded in 2016. Moreover, the SSS official said that he remains hopeful for President Rodrigo R. Duterte’s approval of the pension fund’s proposed contribution hike by the second half this year. “I remain hopeful that we can effect the contribution increase hopefully this year. I hope it would be started on April, but that will not happen pending the request submitted to Malacañang. but we
follow it up regularly,” said Mr. Dooc. “I hope that we can still do it on the second half. First half, there’s a slim chance. The earlier, the bigger our collection,” he added. He said that if the SSS were able to increase the contribution rate shared by employers and employees by 3% to 14%, and likewise raise the maximum salary credit to P20,000 from P16,000, it would generate some P45 billion additional revenues by the end of the year. Aside from the Palace order, Mr. Dooc said they are also waiting on Congress’ amendment of the SSS Charter before they could unilaterally increase the contribution rates. The House of Representatives already approved on final reading House Bill 2158 in January this year, but its counterpart in the Senate is set to start deliberations in the plenary. The contribution hike was supposed to be a condition to the first P1,000 across-the-board pension hike in January last year. LOAN RESTRUCTURING Meanwhile, the SSS will also be launching another loan restructuring program (LRP) for delinquents affected by natural calamities next month. “This is the second opportunity to launch the loan restructuring program. This follows last year’s LRP na napakaraming nagavail nito (which so many availed of ),” SSS President and Chief Executive Officer Emmanuel F. Dooc in a press conference yesterday in Quezon City. He said that he expects the SSS to condone P2.85 billion penalties and generate about P1.2 billion from the LRP — much lower than the P13 billion it raised during April 2016 to April 2017 from about 850,000 delinquents. Mr. Dooc said that the upcoming offer would cater to those remaining SSS memberdelinquents — about 250,000 — who were not able to avail the previous LRP, and is not intended to be a revenue-raising measure. sss/PAGE 7

Xavier Ateneo to manage building resettlement village in war-torn Marawi After the successful creation and integration of the Xavier Ecoville, a resettlement village for Typhoon Sendong survivors in Cagayan de Oro City, Xavier Ateneo has embarked on a similar undertaking of building a community — this time, in the war-torn city of Marawi. Xavier Ateneo has committed to be the project manager for establishing a village of at least 60 transitory houses (good to last for five years) for internally displaced families (bakwits) who will need to wait for their permanent houses to be completed in what was the “battle zone” at the city center. The groundbreaking ceremony for the “Angat Buhay Village” transpired in March in Barangay Sagonsongan, Marawi. “It is wonderful that so many partners from the public and private sectors are involved in this project,” said Xavier
Ateneo president Fr Roberto “Bobby” C Yap SJ in his message. Collaborations to rebuild Marawi The Office of the Vice President (OVP) invited Xavier Ateneo to lead the said project considering the university's success in building the Xavier Ecoville in Barangay Lumbia, CDO. VP Leni Robredo and her team hope to maximize their bridging role by encouraging collaborations among XU, the local government of Marawi, and other stakeholders that are aligned with this project. Funding for the construction materials of the houses was sourced from the funds collected from over 24,000 donors of the “Piso Para sa Laban ni Leni” who have agreed to use their donations for this project. The total cost of this project is pegged at Php7M. The masterplan of the village and the design of the 24m2 house are
being provided pro bono by the United Architects of the Philippines - QC Elliptical Chapter. Metro Stonerich Corp, the official contractor for the houses, will also provide engineers and labor pro bono. The LGU of Marawi, led by Mayor Majul Usman Gandamra, secured the site in Barangay Sagonsongan for the said project. The local government will undertake the site development activities with funding assistance from the Autonomous Region of Muslim Mindanao (ARMM) and Task Force Bangon Marawi, and will ensure that the houses will have connections for water and electricity. The identification of beneficiaries and provision of the necessary support in the social preparation for the transfer of the bakwits to their houses will also be carried out by LGU Marawi, through their technical working
group on Kambalingan (a Maranao term for homecoming). Bayanihan in the peripheries “With the bayanihan of so many partners, we hope to have most houses ready for occupancy by 12th June 2018,” Yap said. “As in Xavier Ecoville, the village XU built for Sendong survivors, we hope to work on this Marawi project following the principle, ‘we are not just building houses, we are building community.’ Xavier Ateneo will work with the LGU and CSOs, such as the AlMujadilah Development Foundation, for the social preparation of the beneficiaries, in ways appropriate and sensitive to Maranao culture,” Yap added. Worrying wouldn’t help Life is better than ever, so why does everybody seem to be unhappy? As regular reader of this column, you surely remember this topic which I already raised several times. Whenever I hear people saying that things turned so bad nowadays, I think of my late LOLA, born in 1899 (!) into a really awful world in Germany and its surroundings. Also the so-called “Golden Twenties” between two World Wars have been everything but golden for her and my former relatives. Lola never complained, even during the sorrowful times in the former East German, the “German Democratic Republic”. Lola reached the ripe old age of almost 86. We hardly count our blessings. We enjoy counting our crosses. Instead of gains, we count our losses. We don’t have to do all that counting - computers do it for us. Information is easily had. Facebook to and fro, back and forth, there and back how many posts and comments have been posted already with sadness, loneliness, boredom strikes, problems, worries ... . Just remember this: Opportunity doesn’t just knock - it jiggles the door-knob. and “your social media onlinefriend” - the worrier, is with you day and night, at every corner, following your every step. Complaining and grumbling are good excuses, right? Is social media bad for us? Three billion people, around 40% of the world’s population, use online social media – and we’re spending an average of two hours every day sharing, liking, tweeting and updating on these platforms, according to some reports. That breaks down to around half a million tweets and Snapchat photos shared every minute. Stress, mood, anxiety, depression, sleep (or better non-sleep), self-esteem - Overall, social media’s effects on well-being are ambiguous, according to a paper written last year by researchers from the Netherlands. However, they suggested there is clearer evidence for the impact on one group of people: social media has a more negative effect on the well-being of those who are more socially isolated. Imagine, we have time and opportunities to do almost anything. So why haven’t we done it? We have the freedom of bondage or restraint, every one of us in his or her very
special unique way - but, Have My Say we’re still our old inferior selves. The job is boring. I don’t get a good job. The house is an un-pleasend mixture of tidy and dirty things. It’s a mess. I’m not in the mood to arrange my garden. I can’t afford a gardener. That’s life. How sad. No, it’s not my Klaus Doring fault; or course not. The whole world is an awful place filled with dreadful and horrible negativism. Yes, I confess, I’m also surrounded by many worriers who put their fears into me. Politicians, i.e., many times love to search for some grave alarm that will cause individuals to abandon their sperate concerns and act im concert, so that politicians can wield the baton. Calls to fatal struggles and fights are forever being sounded. The over-bearing person, who tyrannizes the weak, who wants to domineer and to bluster, is simply nothing else than a worrier, who claims to be a friend. But he isn’t. Really not! The bullying of fellow citizens by means of dread and fright has been going on since Paleolithic times. The night wolf is eating the moon. Give me silver and I’ll make him spit out. Well, when will we start counting our courage and not our fears, or enjoy instead of our woe? Worrying itself is pointless.Of course, no society has achieved perfectly rules of law, never-ending education or unique responsible governments. Let’s seek out the worries but avoid the worriers, because they try to avoid liberty. If you are still worrying right now about something, try to read Jeremiah 29:10-14 or Revelation 21:1-8, just to mention these two. In its 2018 debut, Artsada Kagay-an, Inc. unveiled its nudethemed artworks at an exhibit that will run until April 15 at Limketkai 2/L East Concourse. Various media were presented by the 13 artists that comprise Artsada – Lloyd Hinosolango, Mark Bailo, Jayson Labtan, Ryan Marc Arces, Mar John Sayson, Kahlil Dumagat, Iv y Marie Dalonos, Edgardo Palad, Alma Concepcion Parreño, Pie Garcia, Leah Grace Deatras, Hansley Domugho and Kristie Sabanpan. The new officers of Artsada led by president Lloyd Hinosolango also took their oath during the occasion. The VIPs who cut the ribbon and witnessed the exhibit’s Day One were Camiguin Rep. Xavier Jesus Romualdo and Misamis Oriental Rep. Juliette Uy. According to Sayson, Bare was conceived because nude “is an invitation to contemplate what beauty and perfection there is in the human

Honda Rolls Out the One Dream Campaign

SSS lowers compulsory retirement age of racehorse jockeys The Social Security System (SSS) has reduced the compulsory retirement age for professional racehorse jockeys, from 60 years old to 55 years old, in compliance with Republic Act 10789 or the Racehorse Jockeys Retirement Act. Based on RA 10789, the reduced age is to protect racehorse jockeys from the "inherent dangers of their profession which causes life-threatening injuries, permanent disability or even death." “Considering the danger the racehorse jockeys encounter, the new policy will allow them to enjoy their retirement benefit five years earlier than other SSS members,” said SSS President and Chief Executive Officer Emmanuel F. Dooc. In the Department of Labor and Employment (DOLE) Order No. 169, the new compulsory retirement age covers those who have been employed and certified as a racehorse jockey by an employer licensed by the Philippine Racing Commission. "If upon reaching the age of 55 and the racehorse jockey has already retired not earlier than May 24, 2016 but has not met
the required 120 SSS monthly contributions, he may continue paying the lacking contributions. His retirement date will be the month after the semester of his 120th contribution,” said Dooc. As an example, Dooc explained that a racehorse jockey who continued paying SSS contributions because he is still not qualified for an SSS monthly pension when he reached his compulsory retirement not earlier than May 24, 2016 and completed the 120th contribution on December 2019 can apply for an SSS retirement benefit by April 2020. To date, only underground and surface mineworkers whose actual date of retirement is not earlier than April 27, 2016 have optional retirement at age 50 with mandatory retirement age at 60 years old pursuant to Republic Act 10757.
